Eden Prairie Foundation hands out fall grants BY PAUL GROESSEL • SUN NEWSPAPERS The PROP shop received the largest grant when Eden Prairie Foundation recognized recipients of its fall 2010 funding distribution during a breakfast Thursday, Nov. 2.

The Eden Prairie Foundation is a nonprofit consisting of all volunteers that uses donated money to offer scholarship, grants and other awards to local nonprofits and tax-exempt programs that serve the community in a variety of ways.

For the fall grant, five local organizations received grants totaling more than $11,000. Incoming Eden Prairie mayor Nancy Tyra-Lukens serves on the foundation’s board of directors and offered opening comments for the breakfast.

Eden Prairie maintains flat levy, budget

BY PAUL GROESSEL • SUN NEWSPAPERS The city of Eden Prairie’s budget and levy will be flat once again. After reviewing several budget scenarios during a workshop, the Eden Prairie City Council approved the 2011 budget and tax levy during its regular meeting Tuesday. With the unanimous approval, it will be the fourth year in a row the city has maintained a flat tax levy, and the budget will be the same as 2010. Even though the general fund budget will remain flat, around $40 million, it will include a 2 percent staff wage increase and budget cuts to offset that increase. The levy will remain at the 2010 level, more than $30 million. Despite the flat levy, the property tax is expected to increase since the state of Minnesota realigned the commercial and residential property ratios.

Slight decrease in Eden Prairie School District’s 2011 tax levy BY PAUL GROESSEL • SUN NEWSPAPERS

The Eden Prairie School Board approved the final tax levy during its Dec. 7 meeting. The approved tax levy is a slight decrease from the preliminary levy set in September, and a slight decrease from the 2010 levy. The preliminary 2011 tax levy was approved Sept. 28, and was almost flat compared to the actual 2010 levy. The 2010 total tax levy was $41.67 million, and the 2011 preliminary levy was set at $41.64 million. The preliminary levy approved in September was the maximum allowable levy, which can be reduced before the final approval. The actual 2011 levy, approved Tuesday, is $41.3 million or about $287,000 less than the 2010 levy. According to documents for the Dec. 7 meeting, debt service funds are projected to increase by about $1.3 million, and Capital Expenditures are expected to decrease by $1.25 million.

There is an anticipated $234,000 decrease in the general fund and more than a $140,000 decrease in the Community Education Fund, according to meeting documents. With a slight decrease in the levy (.69 percent) and a higher decrease in district-wide property (7-8 percent decrease), the overall schools tax rate is expected to increase, according to meeting presentation documents. The median home value is $334,500, down by five-and-a-half percent. With the approved tax levy, school taxes for the median value home would increase $18, according to meeting documents. The 2010-2011 budget is expected to be $93.2 million, a slight decrease from the $93.8 million budget in 2009-2010, according to meeting documents. The general fund balance for 20102011 is expected to be $13.7 million, an increase of about $239,000 from 20092010. Info: edenprairie.org.

Field of Eden Prairie city manager candidates down to six BY PAUL GROESSEL • SUN NEWSPAPERS The field has been narrowed to six. The field was narrowed from more than 90 people considered for the Eden Prairie City manager position. Last week the City Council, incoming City Councilmember Sherry Butcher Wickstrom and incoming mayor Nancy Tyra-Lukens narrowed the field from a final 10 Visit to the final 6. Councilmember Brad Aho and mayor Phil Young did not attend the meeting, but they talked with Albrecht after the meeting, according a report from interim City Manager Jay Lotthammer. Albrecht said there were almost 100 people who applied for, were mentioned for or he thought would be good candidates for the position. “In my 18 years, yeah, I’d say this is the strongest field of candidates,” Albrecht said. The pool of candidates came from a lot of calling around, some good timing and reputation. “A great position is going to inspire great candidates to apply,” Albrecht said. With the November elections, and some changes in state-level offices, some candidates applied that might otherwise not, Albrecht said. Those candidates with state-level government experience did not make the cut, Albrecht said, but they did elevate the candidate standards. From the 90 prospects considered, Albrecht received 50 resumes, interviewed more than 30 candidates over the phone and then interviewed 23 of them in person, he said. The final 10 had a variety of backgrounds, Albrecht said, and not all had city manager experience. Applications and candidates were from across the country, but the final six are all from Minnesota, Albrecht said. All six also all have some experience in city management, he said. The candidate’s names will not be released until the final three are chosen. The next meeting is tentatively scheduled Jan. 8, 2011, Albrecht said, when the first round of interviews with the six candidates will begin. Those interviews will be closed to the public.

The City Council will interview the three candidates individually. A group of civic leaders (consisting of members the City Council has yet to choose) will also meet them, Albrecht said. The public will also have a chance to meet the three finalists during an open-house type event, Albrecht said. Info: edenprairie.org.

Mothers can do, explain and talk about a lot when they work together. Or when they just have breakfast together. After a morning meal at Pax Christi Church in Eden Prairie on Wednesday, Dec. 1, a room full of mothers in the group Moms ROCK (Raising Our Christian Kids) donated clothing for hospitalized children and learned how children’s book author Nancy Carlson has used her own parenting experiences to create some of her many books. Moms ROCK gathers twice a month, and anyone can attend a meeting (which includes a meal and usually a speaker) for $7. Getting hospitalized children new, comfortable pajamas to replace the hospital garments was part of the Dec. 1 meeting. Wendy Berezovsky initiated the nonprofit Sweet Dreams for Kids after her daughter was diagnosed with cancer when she was just two months old. Now five-years-old, her daughter is healthy and cancer-free, but

For instance, she went to her son Patrick’s school conference in fourth grade, and she thought it was going to be a good conference, Carlson said. Carlson said the first thing the teacher said to her was, “You’re son knows 101 ways to sit in a chair.” As she left the conference, the teacher said that would make a good idea for a book. And, it did. It became the book “Sit Still,” and Carlson even used the teacher’s line as the first sentence. “Patrick knows 101 ways to sit in a chair.” Other book inspirations also include her two other children, her distaste for fruitcake and an instance from her childhood, when she brought home a snake from camp, which later escaped into the heating system of her family’s home. But, the books aren’t always based on her life. After talking with a Minneapolis school system kindergarten teacher and a principal in the late 1980s, she discovered they sometimes had

FROM PAGE 4 She said hospital clothes can be a constant reminder that a child is sick, so regular, comfortable pajamas can be mentally and physically helpful for everyone involved. So, she began the program after she was asked to speak with hospital staff about the ordeal with her child. After that, she received her first donation of 35 pajama outfits and her idea grew from there. To date, Sweet Dreams for Kids has brought almost 2,000 pairs of new, donated clothes to hospitals. And, Berezovsky’s story was just the opening of the meeting. After her talk, writer and illustrator Carlson talked about how she became a children’s book author and how she used her experiences as a mother to craft her pages. Carlson, an Edina native, attended The University of

After spending a year traveling and working on art in Europe, she illustrated for

metro-area magazines and publications, before finding a publisher to being her illustrating and then writing career. “I write about my life and about my children’s,” Carlson said.

100 students come to the first day of school and they’re not registered and are unprepared, she said. They told her she should write a book about preparing for kindergarten. That book was “Look Out Kindergarten Here I Come,” which singer Dolly Parton used as part of her Imagination Library program. At the time, the program gave a book every month to every baby born in Tennessee until they were five years old, Carlson said. That program has been taken over by the United Way, and that agency has replicated the giveway in many states, Carlson said. That’s just one of the recognitions out of several awards and honors she’s received. Carlson has had more than 60 books published, talks in schools and at other events nationwide. Follow at a safe distance Delivering fresh gift ideas How many times has this happened to you: You’re driving down a snow-covered highway in obviously slipper conditions. You hang back a bit from the car in front of you, giving yourself a barrier, should traffic flow suddenly stop. Within seconds of establishing a safe following distance, someone darts into your lane – into your safety zone. Suddenly you find yourself on the bumper of the person ahead of you. I can’t tell you how many times this has happened to me already this winter driving season. Are drivers totally brain-dead? I didn’t create a safe breaking distance between my car and the car in front of me for you to have a shot at changing lanes. And what’s with people changing lanes at the drop of a hat, anyway? If you’re driving down a two-lane highway and both lanes are moving slowly or stopped, it really doesn’t matter which lane you’re in. But that doesn’t stop the idiots amongst us who still think whatever lane they are in at the time has to be the wrong one and their choice has to be remedied within the next 10 seconds or else their heads will explode. Occasionally, you come across someone who is obviously experiencing their first round of winter driving. You can usually tell by the white knuckles gripping the steering wheel. These folks I’m willing to cut a bit of slack. It’s the life-long residents who have 30 or 40 years of driving and still have no respect whatsoever for Mother Nature when she begins messing with the roadways.

Sudden movements – stopping, accelerating to fit into a six-foot opening in the opposite lane – are not part of safe winter driving. No amount of horn-honking that I’m aware of can part a weather-congested freeway. Moses may have been able to part the Red Sea, but even he would have a difficult time unclogging snow- and ice-covered roads in Minnesota. And why are people always in a hurry when the weather is the worst? If ever there were people who will understand why you’re late, it’s Minnesotans in the wintertime. Each one of us has, at one time or another, been delayed because of bad roads. No one is going to think less of you for slowing down and matching your driving style to the condition of the road. Really. It’s not a badge of honor to drive like a boor in lousy conditions. Each time a winter storm moves in, the weather folks on radio and television always tack this little caveat to the end of their forecasts: “If you don’t have to drive, stay home.” Yeah, right. Like that’s going to happen. Somehow we’ve gotten the idea that driving is our right, even if the snow is up to your hubcaps and there’s a coating of ice everywhere. Don’t be an idiot driver this winter. Slow down. Be cautious. Drive like the vehicle next to you is carrying your grandmother.

When it comes to gift ideas, it’s hard to find the right fit for each friend and family member. You want to give something that’s unique, fits the recipient’s style and still fulfills a need, but doesn’t break the bank. While I can’t knit an iPad, a luggage set or a coffee machine, knitting can create those small, personal, meaningful gifts. They are not expensive or flashy and you can’t check your email on them, but they show dedication and an attention to detail. I try to brainstorm all sorts of clever gift ideas before we even reach December. There are only so many dishcloths a person wants to receive over the years, you know. So last summer, I made a matching set for a sister-in-law’s Christmas gift: a fuzzy, black hat and a skinny, long, scarf in the same yarn. In early November, I knitted a few cranberry-red coffee cup sleeves – do they become sweaters if you add buttons? – for some of my coffee-addicted relatives. Inevitably, I hit a rut and run out of ideas. Maybe I should get a tie for Dad, but I probably shouldn’t knit one. And back to the ubiquitous dishcloth patterns I go. But Three Rivers Park District sent out an email last week with a few nifty, nonknitted gift ideas: • Gift cards – OK, so maybe a gift card to a favorite restaurant or clothing store is not unique, but I’ve heard that more people are trying to give gifts of activities or experiences rather than gifts of possessions. With a gift card, people can buy rounds of golf or golf lessons, nature and recreation program registrations, and downhill ski or snowboard lift tickets and lessons. Gift cards are available at Park District nature centers and visitor centers, Hyland Ski and Snowboard Area in Bloomington, and Elm Creek Winter Recreation Area in Maple Grove.

LETTERS TO THE EDITOR Where is the evidence for elementary plan? To the editor: I’m responding to Charles Kyte’s Guest Column in the Dec. 2 edition of the Sun Current. Kyte states, “… the mix of children of different socioeconomic backgrounds became seriously unbalanced among elementary schools, a condition that is known to exacerbate an achievement gap.” The history of relocating students to improve performance dates from the early days of busing and the effort continues nationwide. Where is the evidence that somewhere, anywhere, altering the mix has produced measurable, substantial and sustained improvement in closing that gap? As someone who has taught, and is currently responsible for scoring school achievement tests, I am asking the advocates of student redeployment to make their case based on proven results. While I heartily support Kyte’s objectives of equality and fairness, I must ask, where have similar programs been successful? Results of similar, long-ter m efforts in cities like Minneapolis

and Milwaukee are hardly reassuring. Countless school districts have made concerted efforts to redistribute students based on socioeconomics and race. If there are success stories, I would like to hear them. There is little evidence that these expensive, disruptive moves achieve the desired goals. Finally, I would like someone to explain why redeployment is supposed to work. Do poorer students learn more when sitting next to affluent students? Does a mixed-enrollment school produce better student behavior? Are individual schools funded, maintained and supplied better when there’s a mixture of backgrounds in the hallways? Just because school will be in recess much of the latter half of December doesn’t mean students can run amok. Hennepin County has a curfew system set by age for all minors. On weeknights curfew is 9 p.m. for children younger than 12, 10 p.m. for ages 12 to 14, and 11p.m. for ages 15 to 17. On Fridays and Saturdays, curfew is one hour later for each age group. The county curfew regulations are followed and enforced by each city.

A minor out past curfew without adult supervision is a violation the law, which requires them to be home by the time of curfew, not just on their way. The purpose of the curfew law is to encourage unsupervised minors to be home at a reasonable time to prevent trouble and forego opportunities for destructive or offensive behavior. General procedure for curfew violations is that the offenders are cited fined. The fines are $25 for a first offense, $50 for a second offense and $75 or two days of community service for a third.

Problems with curfew violation vary between communities. The Edina Police Department issued 115 curfew citations in 2010 through the end of October; up from 88 in 2008 and 101 in 2009. In St. Louis Park there were only 8 citations in each 2009 and through October 2010, a decrease from 15 in 2008 and around 40 in 2007 according to annual reports. Police departments with increases in citations report that the spike results in part from the rise in the level of enforcement. There is no requirement that

minors be given a warning when out past curfew. While some departments do general periodic sweeps for curfew violators, most are found and cited in the normal course of officers’ work. Historically curfew is meant to prevent delinquent behavior. If minors are required to be home or supervised by a reasonable time, it becomes less likely that they will spend their nights violating laws and regulations involving such activities as drinking, vandalism, assault and theft.

Giving thanks releases life About six years ago, my wife Christine and I found ourselves in a waiting room at the San Francisco Children’s Hospital, a long way from where our first two children were born in Waconia. Our third child, Kayla, had just been born via C-section and 12 hours later, she was having major surgery. Our neurosurgeon was repairing the hole in our 5-pound baby girl’s back where her spine failed to form correctly (a condition known as spina bifida). Needless to say, I wasn’t in the mood to be thankful. Basically, our situation sucked! In the midst of this reality, God got my attention. I felt convicted that I actually had a lot to be thankful for. In that moment, I started thanking God in my heart for things like … our great doctors, 100 percent coverage of our medical expenses, the opportunity to participate in a spina bifida study at UCSF, which covered our travel and living expenses, my employer who gave me the time off with pay and much more. As I gave thanks, something started to change in my heart. I looked around the hospital cafeteria and realized that almost everyone was going through a very difficult time. I started to talk with a few people, in the hopes of encouraging them. In that moment, I experienced God’s presence and was reminded that thanksgiving releases the life of God! This example in my life reminds me of a story from the Bible in Acts 16. In this account, the Apostle Paul and his sidekick Silas were arrested, badly beaten and thrown in prison for sharing about Jesus in a foreign land. If I were in their situation, I might have felt depressed, discouraged and maybe even angry with God for “letting” this happen to me while I was serving Him. Surprisingly, this was not the case

at all. Instead, Paul and Silas were expressing their thankfulness to God in song and prayer. Here’s what is crazy. In the midst of giving thanks, BAMB, a major earthquake hits and they are freed from their chains and the prison doors opened. While I’m sure Paul and Silas were excited by this new reality, the prison guard was not. He was certain the prisoners had escaped and he would be held accountable with his life. In fear, he tried to kill himself. Paul intervened and in the end, the jailor and his entire family experienced the freedom and joy that comes from following and living for Jesus, as Paul and Silas had. This amazing story is one more example of the reality that giving thanks in the midst of difficult times can lead to God’s life being released in a big way. Paul and Silas were freed from prison and the jailor and his family experienced new life in God. Even though the Thanksgiving weekend has passed, I hope you will join me in the lifestyle of giving thanks every day. It really makes huge difference in our day-to-day living. Eden Prairie Liquor managers share holiday wine and dine tips sweet wines that typically have floral flavors. If the customer prefers red wine, then Wold says a Pinot Noir goes well since it’s medium to light-bodied. Tammy Wanchena, store manager at the Village Mall location, agreed with Wold’s suggestions. With turkey, Wanchena recommended Riesling, Sauvignon Blanc, Pinot Grigio, Gewurztraminer, Pinot Noir or Beaujolais-Villages. With ham, she recommended Riesling, Sauvignon Blanc or White Zinfandel. “But, it really depends on the customer,” Wanchena said. “We’re trying to steer away from the set of rules that says only certain wines match with certain foods. Everybody’s palette is different, and if you like a big, bold, dry, red wine, we’re not going to recommend something lighter and sweeter to you because you’re not going to enjoy it.” Operations Manager Mitch Dean added that certain types of beer are more popular around the holidays than others.

Mixing and Matching Tana Wold, store manager at the Eden Prairie Liquor location near Rainbow Foods, said that she often has customers come into the store looking for wines that go well with holiday meals. “Around Thanksgiving, people want to know what goes well with turkey,” she said. “With other holidays, like Christmas, it’s ham, prime rib or tenderloins.” To pair with ham, Wold said that light wines are best, such as a Riesling or Gewurztraminer. Both of these are

Saving Room for Dessert For an after dinner treat, Dean said that cream liqueurs such as Bailey’s Irish Cream, Crème de Menthe and Crème de Cacao are popular; many of these are also used in holiday dessert recipes. Other liqueurs that were recommended were Sambuca, ginger, and pomegranate. For those who like champagne, Wanchena recommends cocktails that mix pomegranate and champagne. “It all depends on the crowd and if they’re serving dessert with it,” she said.

A popular drink for the winter is mulled wine, which is typically made with red wine that’s combined with sugar, cinnamon, cardamom, ginger, cloves and bitter orange; the drink is served warm. Eden Prairie Liquor sells this drink ready-made as Glögg, which is the term for mulled wine in the Nordic countries, or as Glühwein, which is the term for mulled wine in German-speaking countries. A variation of this is the Tom and Jerry cocktail, Dean said, which is a variant of eggnog with brandy and rum added, served warm. The three Eden Prairie Liquor locations are operated by the city of Eden Prairie with the profits benefiting the community. Liquor operations have contributed more than $6 million to the city’s Capital Improvement Plan, according to the city. Hopkins native releases latest inspirational book BY MARC INGBER • SUN NEWSPAPERS “From the Wilder ness to the Miraculous,” is the fourth of Therese Marszalek’s books to be published. She was raised in Hopkins and lived there 30 years, before moving to Spokane, Wash., when she got married. She was raising her children in 1998 when she decided to write her first in a series of books she refers to as “inspirational,” not religious. “It was like getting a calling to write,” Marszalek said. “I felt compelled to write that first book. It just sort of took off.” Her previous book, “Extraordinary Miracles in the Lives of Ordinary People,” was designed to offer a glimpse of great stories happening in the world, she said, when most of the mainstream news focuses on negative issues. It was around the time of that book’s release when Marszalek was going through struggles of her own. She was facing health complications and her father was dying.

“It was the most difficult season I ever worked through,” she said. She was able to overcome this period through her faith in God and decided she wanted to help others facing similar issues Therese by sharing her story in Marszalek “From the Wilderness to the Miraculous.” “This is the first book I’ve ever written about myself,” she said. “It’s my own journey.” Besides writing, Marszalek works as an inspirational speaker and has established her own entity, Therese Marszalek Ministries. EDUCATION Hopkins athlete chosen for olympic program Samantha Seliger Swenson, a student at Hopkins North Junior High, is one of 48 children in the country invited to participate in a USA Holiday Camp at the Olympic Training Center in Colorado Springs, Colo. The goal is to bring together the best athletes in the country with the best national coaches. Seliger Swenson is a starter for the Hopkins Volleyball team. Over the summer, she played on Team USA in the USA High Performance International Tournament. Student essay contest accepting submissions

The Eden Prairie Community Band has several concerts upcoming. The group’s concert band is performing a “Share the Warmth Holiday Concert,” 2 p.m., Sunday, Dec. 19, at the Eden Prairie High School auditorium, 17185 Valley View Road, Eden Prairie. The Jazz band will perform 7 p.m., Tuesday, Dec. 28, at St. Barnabas Lutheran Church, 15600 Old Rockford Road, Plymouth. Seniors and boomers see the home as the center of the family Boomers are happy where they live and like what their communities offer, enjoy being near friends and family, and appreciate access to shopping, social

opportunities and healthcare, according to a poll from AARP. Just like previous generations, they plan to stay in their homes and commu-

nities. More than eight in 10 Boomers and effectively nine in 10 people 65+ report they want to stay in their current homes for as long as possible, according to the poll released in conjunction with the unveiling of two national contestwinning room makeovers. The makeovers showcase how two of a home’s key rooms can be updated not only to be fresher and more appealing but also to be easier to use. Most Boomers already have a few basic elements in their homes that can help the homes age gracefully with their occupants, the poll reports. Eight in ten Boomers and almost nine in ten Americans over 65 have homes with two of the key elements of comfortable living at any age or ability. Eighty-two percent have a full bath on the main level of their home and 81% have a bedroom or a room on the main floor that could become a bedroom if they were injured or wanted to downsize from multi-floor living. “Far too often a person has to break a leg or contract a serious illness to discover that the home they love could restrict their comfortable lifestyle,” said Elinor Ginzler, AARP Senior Vice President for Livable Communities. “A few tweaks to key rooms and entrances when boomers and empty nesters are already remodeling can make a standard home more user-friendly for anyone at any age or ability.” To prove that point, AARP launched its “Recession Remodel” room makeover contest last year intending to show that even in a recession, bathrooms and kitchens can be updated not only to be more attractive but also to make the home more comfortable and efficient now and in the future. The final makeovers of the winning rooms — a farm house kitchen outside Charlotte, North Carolina and a Snohomish, Washington bath – are being revealed today with before and after photos and videos at www.aarp.org/remodel. Both makeovers employed universal design, a design approach that assures a room or home is easily used by anyone of any

age or ability. The Makeovers Not too long ago, North Carolina winner Jamie Hammill’s mom Judy moved back to the family farmhouse in Richfield, NC about an hour outside of Charlotte. But the pleasant old-fashioned farmhouse kitchen was outdated and hard to use. AARP’s total makeover of the winner’s kitchen unveiled today expanded and brightened the room, added an open floor plan, extensive cabinet and counter space, multi-level work and eating space, and easy to reach appliances. Senior citizens and Baby Boomers love to be able to do something special for their children and grandchildren during the holidays. Nevertheless, in tough economic times, the Better Business Bureau of Minnesota and North Dakota (BBB) advises that taking the time to map out your spending in November will help ease the strain of a holiday financial hangover in January. Eden Prairie’s Xiotech joins server coalition An Eden Prairie technology company, Xiotech, Corporation joined with four other tech companies Wednesday to form a coalition focused on improving Virtual Desktop Infrastructures. VDI’s are basically the community servers that many offices and businesses use to make all their computers work together.

The VDI Coalition will try to find the best approaches to reduce risk and problems associated with these computer systems in hopes of making them more adoptable.

Fall 2010 grant recipients • The PROP Shop ($4,000) Deb Karulf of PROP Shop said the nonprofit is a hybrid organization. It’s a store that sells furniture, household items and clothing, and the store’s profits go toward donating other household items for individuals in need. Deb Karulf The grant money of the PROP Shop went toward 25 mattresses and 25 box springs for those without beds. “We had a need of over 106 beds and nothing in our coffers, and because of you, we were able to give away over 25 beds to families in need and was over 25 Victoria Bomben percent of our need just of the PROP Shop for this month,” Karulf said. Since 2007, the shop has helped more than 1,000 families. • City of Eden Prairie – Eden Prairie Art Center ($1,060) The Art Center offers an array of programs that cover a variety of art forms and ability levels.

Opening May 2009 and offering classes to more than 600 students, a previous Eden Prairie Foundation grant has been instrumental in the center’s success, said Lindsey Danhauser, Art Center coordinator. There are also artists Lindsey Danhauser who come to the Art of the Arts Center Center during open studio hours to work. “With the grant money that we are receiving today, we are purchasing easels and spotlights to strengthen our painting programs,” Danhauser said. The center has acrylic, oil and watercolor painting programs, she said and offers drawing programs for six-yearolds to seniors. • Friendship Ventures ($2,300) The group is a nonprofit organization that offers summer camps, winter camps and other temporary care programs for individuals with special needs. The organization wants to provide new activities to visitors Mary Beth Schleif whenever they can, of Friendship grants coordinator Mary Ventures Beth Schleif said, and with the grant money, Friendship Ventures will purchase new bicycles. So, we’re really excited to have these new bikes and begin to be able to offer this opportunity to our participants,” Schleif said. • Meals on Wheels of Eden Prairie ($850) Tom Meehan, Interim Director of Meals on Wheels Eden Prairie, said his group would buy a new computer for the program. The goal of Meals on Wheels Tom Meehan is to serve hot, of Meels on Wheels nutritionally balanced meals to homebound people. It’s not a function of age, but most are older citizens, Meehan said. The computer will help organize kitchen meal preparations and routes for drivers. Some examples of assistance Meals on Wheels has recently provided include serving a meal for an individual in hospice care, serving a meal for someone recovering from surgery and even getting help for someone who was unable to stand up.

“What it does is gives a lot of these clients we have social contact with someone, and it might be the only live person they talk to in a day,” Meehan said. • Teens Alone ($3,000) Lydia Kihm, Executive Director of Teens Alone, said the city, school district and community support the organization, which provides free counseling Lydia Kihm for Eden Prairie of Teens Alone teens and their families, Kihm said. The counseling and support ranges from situations of when things are “blowing up at home” or grades are dropping a little bit to helping homeless teens. Out of 250 young people the group saw last year, about 90 were from Eden Prairie and about half of the 90 were homeless or at-risk of homelessness, Kihm said. Funds from the grant will go toward five laptops and software for the teen and family crisis center. Kihm said Teens Alone is also starting a suburban home host program, she said. “You got an empty bedroom. You like teenagers. You would like to be a host family. We would place one of these young people in your home,” Kihm said. The organization would case manage the teenager, but the host family would help that person along the way. The average-priced home is $334,500, and with a zero levy increase, that home would pay an additional $19 in taxes, according to the city. The budget includes a 2 percent wage increase for city staff, step wage increases, health insurance and FICA and pension funds, for a total increase of approximately $679,000. City staff and the Budget Advisory Committee recommended the wage increase. “The wages, we think, are very important,” Interim City Manager Jay Lotthammer said during a workshop before the regular meeting Tuesday. Lotthammer said they recognized the employee’s past reductions and contributions, and the decision to increase wages is market-driven and would encourage employees to keep working with the city. Lotthammer compared recent Eden Prairie wage increases to other metro area cities. Although Eden Prairie city worker’s wage increases lagged compared to other cities, according to the data presented, Mayor Phil Young and Councilmember Brad Aho said it’s difficult to compare to other cities since there was no comparison of actual salaries, just percentage changes.

Budget cuts Since the budget is flat but includes wage increases, there must be budget cuts. Those cuts proposed by staff include reduction in severance pay for employees, facilities efficiencies, turnover of two police officers, reduction in street maintenance and conducting the deer management program in three-year intervals. The proposed cuts would also include reducing the city’s Fourth of July celebration to the headline music performer and fireworks and removing the daytime activities and entertainment. Those, and several other cuts, are expected to save just over $679,000.

Deficit impacts The original projected deficit for end of year 2010 was $975,000. However, through October, there was more development revenue and community center revenue than expected, so the actual deficit is expected to change, according to the city. That unexpected revenue could mean the city doesn’t have to dip into the Budget Stabilization Fund for 2010 as initially budgeted, Aho said during the meeting. The budget stabilization fund (often referred to as a rainy day fund or emergency fund) is expected to have a balance around $5 million at the end of this year. Councilmember Ron Case said he went into the meeting expecting to approve some kind of levy increase to prevent dipping into that budget stabilization fund, but with the unexpected revenue this year and a possibility of more development revenue next year, he was willing to compromise. With the flat levy and budget, the deficit could increase to $1.3 million by the end of 2011. However, that is based on a conservative estimate, according to Lotthammer. Development has increased lately, and city revenue has increased with it, but the

Before voting on the proposed zero levy and zero budget, Councilmember Kathy Nelson said she would like to have a relatively small levy increase to pay for the fire department’s proposed duty crew, which costs an estimated $240,000. She said it has been held off before, and she wanted to see it started by September or October of next year. Case said he was for the duty crew and thinks it’s needed, but the increase would be so nominal that the city may be able to find another way to fund it sometime next year. He didn’t want to add that cost to the tax levy at this point, especially if there’s another unexpected increase in revenue from developments and fees. Aho agreed, saying the duty crew is important, but now wouldn’t be the right time to fund it. A duty crew is a new personnel model the city is considering implementing next year, one that keeps a crew of firefighters at the Eden Prairie fire stations at all times. The fire department currently operates with a paid-oncall system and began working on the duty crew proposal in 2008. The duty crew would have some fire fighters posted at fire stations at all times, rather than having all crewmembers on-call during weekends or only full-time staff at fire stations during typical business hours. The duty crew would lower response times to fire calls, Fire Chief George Esbensen has said, and make responses more predictable for everyone involved. The budget also left out the addition of two new police officers to hire next year. That would have cost approximately $156,000.

Those players are 5-foot-8 junior guard Shayne Mullaney, 6-2 junior forward Jackie Johnson and 5-11 senior guard Morgan Van Riper-Rose. “Shayne has great versatility in the backcourt and is tough mentally and physically,” said Carr. “Jackie is strong inside but can do a lot of different things for us.” Johnson averaged two blocks per game as a sophomore and finished with 250 rebounds. “Morgan is an excellent outside shooter and can stretch opposing defenses,” said Carr. “Both Morgan and Shayne are excellent three-point shooters.” Taylor Uhl, a 5-8 senior guard, might have as much athleticism as any member of the Eden Prairie squad. Uhl was an All-State soccer player who led the Eagles to a state championship this fall. She earned the state’s Ms. Soccer award.

BY GREG KLEVEN • SUN NEWSPAPERS Chris Carr has a wealth of basketball knowledge to share with young players after starring for Southern Illinois in college and competing six seasons in the NBA. Carr, 36, hopes to pass along some of that expertise to members of the Eden Prairie girls basketball team he has been hired to coach. Carr was a second-round draft choice of the Phoenix Suns after completing his collegiate career at Southern Illinois. He went on to play with other NBA teams such as the Timberwolves (three seasons), New Jersey, Chicago and Boston. After his NBA career ended, the Eden Prairie resident decided to help young people learn how to play the game and created 43 Hoops Basketball Academy, now located in Hopkins. Carr has taken over the Eden Prairie heading coaching duties from Clayton Hargrove, who retired after last season. Hargrove left an abundance of talent behind. And Carr is hoping to get the most out of those veteran players. Eden Prairie returns six of its top 10 scorers from last season’s 21-7 team. “This group will win 20 games this season,” said Carr. “So, far I have had a lot of fun working these girls. “I was the Eden Prairie traveling girls basketball program director at one time and know many of our players because I followed them since they played on our Eden Prairie fifth/sixth-grade team.” Those young Eagle traveling players have developed into top-notch talent at the high school level. EPHS reached the Class 4A, Section 2 semifinals last season before losing 7257 to Chaska. The Eagles defeated Bloomington Jefferson 64-23 in the quarterfinals. During the regular season, Eden Prairie tied with Chaska and Kennedy for second place in the Lake Conference at 12-4. League champion Lakeville North went 16-0.

Veteran squad Carr likes his team’s chances to flourish this season. The Eagles have a veteran team led by a trio of players who each averaged about 15 points per game last season.

One newcomer should add strength to the Eagle lineup. Aubrey Davis, a 5-7 senior guard, moved to Eden Prairie after an all-conference season at Bloomington Kennedy. “Aubrey gives us another scorer and senior leader,” said Carr. “She mixes in well with our returning players.” Other Eagle varsity team members are 5-5 senior guard Megan Foreman, 5-8 senior forward Karly Knutson, 5-8 junior guard Carly Tibbetts, 5-6 senior guard Mindy McGrew, 5-11 junior forward Rebecca Sparkman, 5-9 senior forward Kaylee Damasin and 5-11 senior forward Claire Willeck. Eden Prairie defeated Prior Lake 7758 in the opener Nov. 30. Five Eagle players scored in double figures – Mullaney (18 points), Johnson (16), Davis (15), Van Riper-Rose (13) and Uhl (10). Eden Prairie defeated Bloomington Kennedy 61-56 Dec. 3. Eden Prairie’s balanced attack featured Mullaney (15 points), Riper-Rose (14), Davis (11), Johnson (10), Tibbetts (seven) and Willeck (four). Eden Prairie will battle defending Class 4A champion Lakeville North at 7 p.m. Friday, Dec. 10, on the road. The Eagles host Holy Family at 7 p.m. Monday, Dec. 13.

Allie LaCombe The Eden Prairie senior forward scored four goals, including a pure hat trick, to spark the Eagles to a 64 girls hockey victory over Mounds View. LaCombe also scored twice in a 2-2 tie with Irondale. She has signed to play hockey at Syracuse University in 2011-12.

Rachel Bootsma Bootsma, an Eden Prairie junior, is the national high school record holder in the 100-yard backstroke. Bootsma broke a national interscholastic record in that event with a time of 51.53 seconds in the state Class AA finals Nov. 20 at the University of Minnesota Aquatic Center. She also won the 100 butterfly.

Katie Bootsma The Eden Prairie senior swimmer placed high in several events at the state Class AA meet. She finished fourth in the 100 backstroke and placed sixth in the 200 individual medley. She was also a member of the gold medal-winning 200 medley relay team.

Shayne Mullaney The Eagle junior guard scored 18 points to help Eden Prairie open its girls basketball season with a 77-58 victory over Prior Lake Nov. 30. Mullaney was an all-conference performer last season while averaging 15 points per game.

Rumeal Harris The Eden Prairie senior defensive back and wide receiver was one of six Eagle football players to receive All-Lake Conference honors. Harris is a multi-sport athlete and was All-State in track and field last spring. The football team was 92 this season and reached the state Class 5A quarterfinals before losing 13-10 to Brainerd. Honors, scholarship offers pile up for Larson EP running back is already preparing for senior football season BY GREG KLEVEN • SUN NEWSPAPERS It has been more than a month since Eden Prairie’s football season ended with a 13-10 loss to Brainerd in the state Class 5A semifinals. Since then, individual honors have been coming in for members of the Eagle football team that was 9-2 and won the Section 6 title. Junior running back Andrew Larson is prominent among the award winners. He was named All-Lake Conference, AllMetro and All-State after rushing for 1,698 yards and scoring 21 touchdowns. His numbers would have been even more impressive if he hadn’t missed 1 1/2 games because of injury. Larson had another strong effort in the Eagles’ loss to Brainerd, gaining 169 yards on 35 carries. He also scored a touchdown. But it is the touchdown that he didn’t score early in the fourth quarter against Brainerd that has Larson working hard to make his senior season even better. “Brainerd played a good game against us, but we didn’t capitalize on our scoring chances,” said Larson. “I should have scored on that fourth-and-goal play at the Brainerd 2, and that touchdown would have put us ahead 17-7. “I’m already looking forward to next season. We have a lot of sophomores and juniors in the weight room getting ready for next fall.” Larson will also play boys lacrosse for the Eagles in the spring. “I play defender and midfielder in lacrosse,” said Larson. “Last season was my first in that sport, but I enjoyed the experience. Lacrosse is a good conditioner to keep me in shape.” Larson is already one of the top college running back recruits in the state. The 5-foot-10, 185-pound Larson has heard from Division I schools such as Wisconsin, Stanford, Minnesota, Iowa St. and Harvard. Colleges are not only intrigued by Larson’s prowess on the field but also by his off-field achievements. Larson maintains a 3.9 grade-point average on a 4.0 scale. “Getting the chance to play a sport I love like football in college has been one of my goals,” said Larson. “And to have a school pay for my scholarship makes it even better.

As a sophomore, he broke into the varsity lineup and was a member of the Eagles’ state runner-up team. “I worked out very hard between my sophomore and junior seasons,” said Larson. “I got quicker and much stronger. “By last summer, I lowered my 40yard dash time to 4.43 seconds.”

Eden Prairie head football coach Mike Grant has watched Larson develop into one of the elite high school runners in the state. “You could tell Andrew had talent as a sophomore,” said Grant. “He made big plays for us and rushed for over 200 yards in one game. He played quite bit in the state tournament that season. “Andrew has the speed to finish off runs and is one of the reasons why we scored so many touchdowns this season.”

Nick Seeler scored with assists from Kyle Rau and Mark Rath as the Eagles and Jaguars were tied 1-1 after one period. Eden Prairie broke the game open in the second period scoring five times. Kyle Rau scored twice and Gerde, Mark Rath and David Rath scored once each. The Eagles added goals in the final period from Kyle Rau and Seeler. Mark Rath, Gerdes and Curt Rau had assists. Ford finished with 21 saves. Eden Prairie hosts Hermantown at 3 p.m. Saturday, Dec. 11.

Girls hockey Eden Prairie’s girls hockey squad is also enjoying success. The Eagles are 6-0-1 and ranked 10th in the state. Eden Prairie defeated Champlin Park 5-2 Dec. 2 on goals from Tess Roehl, Lauren McMahon, Allie LaCombe, Alex Mikle and Becky Sear. Eagle goaltender McKenzie Johnson finished with 18 saves. Eden Prairie edged Hill-Murray 3-1 Nov. 30 as Allie LaCombe scored twice. Alison Peluso had the other Eagle score. McMahon and Alicia Kruse had two assists each. Eden Prairie will try to keep its winning momentum when it plays on the road against North Wright County at 7 p.m. Saturday, Dec. 11.

SHORTS Eden Prairie All-Lake football selections Six members of the Eden Prairie High School football team were named All-Lake Conference. Junior running back Andrew Larson, senior defensive end Adam Bray, senior defensive back Grayson Levine, senior defensive back Rumeal Harris, senior offensive guard T.J. Woodrow and senior quarterback Brian Athey were honored by the conference. Levine was also selected to the AllState football team sponsored by the Minnesota Vikings and the Minnesota Army National Guard. Eden Prairie placed second in the Lake Conference before winning the Class 5A, Section 6 title. The Eagles finished 9-2 after losing 13-10 to Brainerd in the state quarterfinals.

Youth basketball team takes second at tourney Eden Prairie’s 6A traveling boys basketball team finished second in the recent Maple Grove tournament. Seventeen teams competed. Eden Prairie team members are Steven Miner, Emmett Belongie, Adam Ryski, Derek Drees, Erick Kidd, Carlos Williams, Jordan Kidd, Blake Mattson and Paul Stanke. The coaches are Andy Mattson and Mark Miner.

Figure skating shows in January and March Eden Prairie Figure Skating Club (EPFSC) will be involved in several upcoming events. Local skaters are preparing for the 31st annual Northland Competition in Duluth during January.
