Excess revenue transferred to maintenance fund BY PAUL GROESSEL • SUN NEWSPAPERS Christmas comes late. The city of Eden Prairie took in a little more money than it budgeted for in 2010, which has helped a capital maintenance fund that was expected to have a deficit in five years. The city council and a budget commission are expected to discuss these changes during a meeting Thursday, April 28. After reconciling end-of-year totals for 2010 with the city auditor, final numbers showed $1.5 million more in revenue than originally budgeted for 2010, according to Sue Kotchevar, the city’s Manager of Finance. Around $900,000 more than budgeted came from building development revenue, and $600,000 came from Eden Prairie Community Center revenue. With the development revenue increase, around $2 million was earned on development for 2010, Kotchevar said. Before the recession, a year of strong development included nearly $3 million in development revenue, Kotchevar estimated. “We were very pleased with the eco-

New Community Center generator could prevent some power problems BY PAUL GROESSEL • SUN NEWSPAPERS Whether it’s one that just makes the lights flicker or one that causes an evacuation, the city of Eden Prairie is looking to prevent electrical disruptions the Community Center. To avoid power outages and the problems they cause at the Eden Prairie Community Center, the city is going to install a generator in the building for $334,000. The money will come from a Capital Maintenance and Improvement fund, according to Parks and Recreation Director Jay Lotthammer. The generator has been needed for a while, Lotthammer said, and they planned on getting it in 2013, but given generators can last up to 50 years with maintenance and to avoid any problems in the coming years, the generator was moved up on the expenditures list. So, the Eden Prairie City Council approved the generator installation dur-

ing the April 19 meeting. They’d hate to evacuate the building (which happened once), cancel ice-rink time and create other inconveniences because of an extended outage, said Community Center Manager Wendy Sevenich. “The goal is to keep the facility running at all times,” Sevenich said. It’s unclear how many outages have occurred in the past few years. A memo from the April 19 meeting says there have been as high as two outages per month, on average. Xcel Energy’s estimates are a bit lower – although the company couldn’t offer details specifically about the Community Center, they could talk about the area around the Community Center. Tom Hoen of Xcel Energy’s media relations department said in the area around the Community Center, there were three big outages (lasting longer than five minutes) since 2006, and all of

them were due to weather. There was a big storm August 2007 resulting in 200,000 customers losing power, Hoen said. Outages in the Community Center area lasted seven hours, he said. There was also a storm in October 2009 and another in October 2010, both knocking out power in the area for a little over an hour. As for outages less than five minutes (“momentaries”), Hoen would not be specific. He said there were a few in the area going back to 2006. Xcel’s reports weren’t available for review. The number of outages was just one of the reasons they wanted a generator, Sevenich said. It wasn’t the driving force behind it. The ramifications of one outage can be worth having a generator to keep power running, avoid equipment damage and avoid problems for facility users. Just be happy you’re not the squirrel You know when you come home from work and the clocks on your coffee maker, oven and alarm clock are blinking? It could have been a squirrels’ fault. That’s right, they don’t just go after birdfeeders. Sometimes they climb into substations or climb poles, make contact with a power line or source and ground themselves. Animals are one contributor to power outages that last less than five minutes, referred to as or “momentaries” in the utility business, said Tom Hoen with Media Relations at Xcel Energy. Hoen couldn’t put a number on how often an animal (who’s probably just looking for food) causes one of these momentaries. “Lets just say they’re a problem,” said Hoen. And these animals get a shock? “Oh, they get more than shock,” Hoen said. “The animals in question are no longer with us.” Storms, accidents or anything that could cause thousands of customers to lose power create extended power outages. And, pinning the exact cause of any outages is sometimes difficult to do, Hoen said.

EP man allegedly files $11 million in false insurance claims BY PAUL GROESSEL • SUN NEWSPAPERS An Eden Prairie man has been charged with wire fraud and money laundering after allegedly misusing more than $11 million in insurance policy claims. Charges were filed Wednesday, April 20, in a Minneapolis federal court. The following information was provided by the United States Attorney’s Office. Travis Magdalena Scott, 34, allegedly

struck his business, causing enough damage to claim $9.5 million in damaged property and equipment, the policy limit. Under his policy, he could choose between receiving the cash value of the property or replacing damaged items. He initially chose the replacement option, but later told Zurich that he had received new equipment. Based on that false claim, the company sent three checks to Scott, totaling approximately $9.5 million. For a “business interruption” Zurich

used insurance money to buy three aircraft, a boat and three vehicles. The Internal Revenue Service Criminal Investigation Division seized those items and more than $5 million in various bank accounts. Scott obtained more than $11 million by filing false insurance claims through his business, Security Management Technologies. On June 1, 2008, a year after he obtained the insurance from Zurich North America, he reported lightning

also paid Scott more than $1.9 million. That amount was based on a 2007 tax return that Scott falsified and gave to Zurich. On Nov. 16 of last year, law enforcement executed search and seizure warrants at his home, airport hangar, bank accounts and other property. Scott could face a maximum of 30 years in prison if he’s convicted. The wire fraud count has a maximum penalty of 20 years in prison; the money laundering count has a 10-year maximum.

Charges indicate woman was texting when she hit motorcyclist BY MARC INGBER • SUN NEWSPAPERS An Eden Prairie woman has been charged in an alleged texting-while-driving incident that left a motorcyclist seriously injured in Minnetonka last fall. The accident occurred Oct. 7, 2010, but Amanda Manzanares, 20, wasn’t charged until April 18 in Hennepin County District Court. She was charged with criminal vehicular operation, two counts of endanger-

damage to the front of Manzanares’ vehicle and that her two children were in the back seat of the car. Neither was injured in the incident. The police had a digital forensic examiner inspect Manzanares’ cell phone and determined that she sent several text messages between 7:39 a.m. and 7:58 a.m. the morning of the crash. Additionally, the examination showed she placed calls from the phone at 8:02 a.m. and 8:04 a.m.

School district referendum survey results are out BY PAUL GROESSEL • SUN NEWSPAPERS It definitely wasn’t a landslide. Results from the Eden Prairie School District’s community survey aimed at gauging the feasibility of going out for referendum aren’t too different from last year. Superintendent Melissa Krull has said the School District would have to make a $5 million to $6 million budget reduction without a referendum. Even with a referendum (to raise operating funds through a voterapproved tax increase), there would still have to be cuts, staff said during the School Board meeting Tuesday, April 26. That’s when Don Lifto, a senior vice president at Springsted Inc., presented the survey results. Board members just received the survey results; no action was taken. The survey asked about an operating levy and continuing the technology levy, which ends in three years, according to Krull. The survey asked respondents if they’d approve an operating levy at various points in the survey. The further along the survey went, the more information and details respondents received. So, respondents were asked if they’d approve a referendum when they were given little information, again after they were given more information and finally based on the size of the tax increase. With little information given, 45 percent favored an operating referendum.

With more information, such as what the district has done to reduce the spending and possible ramifications of not having a referendum, 52.6 percent favored a referendum. For last year’s survey, it was 48 percent and 54 percent respectively. Factoring in the tax increase, nearly 54 percent of respondents said they would favor the referendum if the property tax increase would amount to $177 per year for a home valued $350,000. Lifto said given the results, a 4 percent margin of error, what respondents told them during the survey and after running a formula, their recommendation was to go out for a referendum that would raise taxes by $157 for a home valued $350,000. That amount would bring the district around $3.7 million in additional funds, according to Chief Operating Officer Patricia Magnuson. As for continuing the technology referendum, 45.6 percent said they would vote for both the technology and the operating referendums, and 27 percent said they would vote for the technology levy only. The survey involved 401 phone interviews with registered voters living in the school district. Those interviews were completed between March 25 and April 2, according to Lifto. Only 16 people denied taking the survey. Results are also expected to be posted on the school district website. Info: edenpr.org.

Volunteering is a family activity BY DEANNA MILLER • GUEST COLUMNIST Years ago I read about a father who made a daily practice of asking his children, “What did you do to help someone today?” When our son Elliot joined our family I knew that I wanted to instill in him a value for serving others. As a toddler, Elliot helped with simple tasks, such as setting the table, and we talked about how everyone can do something and how important it is to help others in our family. During frequent trips to the park down the street, my active 3-year-old would jump, swing and slide, and then put on gloves to pick up trash. Walking home, we talked about caring for neighbors, serving our neighborhood and taking responsibility for things we all enjoy. When Elliot turned 7, I wanted to find a formal volunteer opportunity with a regular schedule that would work well for Elliot and our family. Elliot is very social and I

wanted a place that was respectful of children and their contributions so that Elliot could be proud of his work and understand the contributions he was making to our community. Fifteen years ago, I began volunteering at Arc’s Value Village Thrift Store & Donation Center in Richfield, which helps fund The Arc Greater Twin Cities’ programs for children and adults with intellectual and developmental disabilities, and their families. I enjoyed the people, the work and the knowledge I was contributing to my community’s health and vitality. I asked if Elliot could come with me for a short time at the start of my volunteer shift until my husband arrived from work to take him home. As he has gotten older we have increased the amount of time Elliot volunteers. At 7 he was done after about 30 minutes. At 12 Elliot works very independently and is actively engaged for at least two hours each week. His responsibilities vary, but he often

puts things out on the sales floor. Elliot particularly enjoys providing great customer service as he shows people where to find the particular item they want that day or to answer a customer’s question. It’s a joy to watch my son beam with pride when customers graciously thank him for his help. Several regular customers make a point of shopping at Arc’s Value Village on a day when they know Elliot will be there to help. Elliot knows that our family believes it is our responsibility to help others outside our family and that he can make many valuable contributions to our family, our neighborhood and our community. Volunteering at Arc’s Value Village is one of our favorite things to do together. Elliot says that having fun and serving someone at the same time makes him happy. LETTER TO THE EDITOR ‘Branding’ or propoganda? To the editor: The Eden Prairie School District administration hired Risdall McKinney public relations agency to “brand” our schools by creating communications to “remind” people of the greatness of Eden Prairie schools. However, Risdall McKinney has no previous K-12 branding experience by its own admission and was hired without the prior approval of our elected school board members. What can taxpayers expect to get for this $50,000 investment? As a marketing professional, I know there is a big difference between “marketing” and “propaganda.” Marketing is about understanding and effectively meeting the needs of

your customer as emphasized by many Eden Prairie parents. Propaganda better describes communications that are designed to tell residents what to think, feel and do as one school board member stated during a recent meeting. One objective is to gauge residents’ receptivity to a tax increase to fund operating revenue and capital expenditures like a multi-million dollar

Performing Arts Center. Really? Estimating about 200 students left the district through open enrollment at more than $5,000 per student, Eden Prairie has lost in excess of $1 million due to the school district’s failure to understand and effectively address the needs of parents, students and taxpayers. Rather than raising taxes to make up for this lost funding,

the school board should focus on understanding why parents are selecting other education options for their children and where our school district is falling short. The true essence of marketing is understanding the needs of your customer and meeting these needs better than other available options. Dan Kitrell Eden Prairie

The greatest influence on high school students BY PASTOR JASON BARTHELEMY GUEST COLUMNIST Our student ministry leadership team is often asking, “Who or what are the greatest influences in the life of a student?” What prompts students to think, move or change? Is it the social media through Twitter or Facebook they find themselves connected to? Is it the people they hang out with? Music they listen to? Shows they watch or the advertisements they are bombarded by? Simply through the lens of observation and conversation, we feel strongly that we have answers to what two of the top influencers are in the life of a student. Most of the time parents are still the most significant impact on the life of a young person. By God’s design, parents have the incredible responsibility and opportunity using God’s Word, the Church and the community around them to shape, mold and discipline their

children. Students may not want to admit it but they are greatly influenced by their parents. It’s clear that the way a family system deals with conflict, handles stress and expresses emotion will have an effect on the children of that home. Another top influence on the life of a student is… another student. Students will change their schedule, the way they dress and how they talk based on what other students are doing, wearing and saying. Some students will transition from one friend group to another, taking on the personality of each group as they move. At the “Dare to Share” student conference last March, we witnessed several students responding to the weekend by sharing their faith with their friends. Area man alleges kidnapping, suspect arrested, released BY PAUL GROESSEL AND MIKE HANKS SUN NEWSPAPERS The Eden Prairie man arrested after a standoff with police at his Eden Prairie home has been released as the investigation into an alleged kidnapping continues. The 47-year-old Eden Prairie man was reported to have kidnapped a 47year-old Bloomington man at gunpoint sometime Wednesday night or early Thursday morning, according to Bloomington Police Commander Mark Stehlik. The Bloomington man called police just before 3 a.m. April 21, claiming the suspect “had taken [the victim] from his home at gunpoint,” Stehlik said. The Bloomington man said he had been forced into the suspect’s vehicle, but managed to escape after struggling with his captor while they were driving through Minneapolis, Stehlik explained. He called police to report the incident after returning home to Bloomington, Stehlik noted. The alleged kidnapper reportedly knew the man he kidnapped, according

to Stehlik, but the exact relationship is “one of the things we’re attempting to determine.” Bloomington Police determined the suspect lived in Eden Prairie and contacted the Eden Prairie Police at 3:40 a.m. Authorities arrived at the suspect’s residence, 7400 Moonlight Lane, Eden Prairie. He refused to come out, and the Eden Prairie SWAT team formed a perimeter around the house, according to Eden Prairie spokeswoman Katie Beal. A negotiator from the Edina Police Department responded as well. After a standoff, the negotiator was able to talk the suspect out of his home without incident, and he was taken into custody at 9:45 a.m., according to Beal. No one else was inside the suspect’s home at the time of his arrest, according to Eden Prairie Police. The suspect was transported to Bloomington for booking; booking charges were second-degree assault with a weapon and kidnapping. He was released later that day without being

Lacrosse team bags groceries for a cause On Saturday, April 23, the Eden Prairie High School boys lacrosse team spent some time at Kowalski’s Market in Eden Prairie, bagging groceries for Kowalski customers to raise money for children’s hospitals and clinics. The team raised more than $1,500, including a $250 donated by Kowalski’s, and all of it will be donated to the Children’s Hospitals and Clinics of Minnesota-Hematology and Oncology in honor of teammate Brady VandenBerghe. VandenBerghe is a senior at Eden Prairie High School and a member of the varsity boy’s lacrosse team. The summer before his senior year, VandenBerghe was diagnosed with acute myelogenous leukemia during a doctor’s visit for a minor injury. He underwent five rounds of chemotherapy over a seven-month span, endured numerous hospital stays as a result of several life-threatening infections, months of physical therapy and has managed to keep up with his high school classes through it all. He is currently in remission.

Eden Prairie City Council denies Hopkins trash BY PAUL GROESSEL • SUN NEWSPAPERS To quell community concerns about Hopkins trash being added to the Flying Cloud landfill in Eden Prairie, the Eden Prairie City Council voted April 19 to make sure that wouldn’t happen. City council members said they’ve heard a lot of feedback since the Minnesota Pollution Control Agency approached the city council in March with the option of adding waste from Hopkins’ landfill to Eden Prairie fall. The MPCA can temporarily uncover Flying Cloud landfill for maintenance without the city council’s consent — the MPCA plans to do that. But, under a conditional agreement from the early 1990s, to add waste from another landfill site the city council must approve it with a four-fifths majority. During the Tuesday, April 19 meeting, Mayor Nancy Tyra-Lukens added a motion to not allow Hopkins trash into the Eden Prairie landfill. “I would just like this to get put to rest,â€? she said.

And, it was. There were four city council members present at the last meeting, and all four voted in favor of not allowing Hopkins trash to be added to the Flying Cloud landfill. Sherry Butcher Wickstrom was not present at the meeting, but like other city council members and the mayor, she indicated little interest in the option when it was initially presented in a March workshop. Since it was a workshop, they could not vote in favor of or against the proposal. The MPCA knew it would be an unpopular proposal, but since they plan on opening the landfills for repairs anyway, adding trash from Hopkins to Eden Prairie would reduce their long-term maintenance costs, MPCA representatives said. The MPCA’s reasoning (put simply): it is easier and cheaper to maintain one landfill rather than two. The MPCA owns the Hopkins and Eden Prairie landfills, and they plan on uncovering them temporarily for repairs. The landfills are closed and

Hopkins trash to be added to the Eden Prairie site. A settlement made in the early 1990s between the city of Eden Prairie and a waste management company requires the four-fifths vote for adding trash from another landfill. In a normal case, the MPCA could add trash without the city’s consent, but the MPCA can still uncover the landfill for maintenance without the city’s approval. In the early ‘80s, Browning-Ferris Industries (now under Allied Waste) attempted to expand the Flying Cloud Landfill. The expansion wasn’t permitted, and the landfill was ordered closed in the late ‘80s, City Attorney Ric Rasow said after the March meeting. Then, BFI attempted to withdraw its permit for landfill expansion. The city didn’t want that. It wanted to continue administrative hearings so the permit would be denied. They wanted that denial part of a legal record. So, the parties made a settlement, Rosow said, which included the fourfifths vote requirement.

inoperable. But, at the Eden Prairie site, water is pooling on the landfill topsoil, and a treatment system for landfill gases needs installation. The MPCA said they also plan on compacting the waste to the center of the site. The overall site in Eden Prairie is 240 acres. Trash is spread out along 87 acres of that site, and they can consolidate it to 57 acres, according to the MPCA. They also want to re-slope the landfill, which would prevent water from pooling on the surface. They’d also install a new, synthetic cover to the site. It’s unclear when the MPCA will begin the maintenance, but the City Manager Rick Getschow expects they will notify residents nearby before work begins. The expected Eden Prairie landfill work is estimated to take 12 months, according to Jeff Lewis of the MPCA. In March, Lewis said they could begin work as soon as this fall, but it depends on if they have the funding by then. Council members said that the maintenance work is beyond their control and needed, but they won’t allow

Brewery’s big idea may bring big changes Rep. Loon chief author of House version of bill that allows cities to issue brewer taproom licenses BY JONATHAN YOUNG • SUN NEWSPAPERS Surly Brewing Co. calls itself a small business with a big idea — a $20 million idea that would require a change in state law. At the beginning of February the Brooklyn Center-based craft brewer announced plans to build a $20 million, two-story, 60,000-square-foot destination brewery that would include an event center, a beer garden, a restaurant and a bar. The new brewery would also enable the company to make approximately 100,000 more barrels of beer than it did last year, increasing production by more than 850 percent. Right now it would be illegal. Why? According to state law, Surly brews too much beer to sell the product in its brewery. Under current law, brewers that produce more than 3,500 bar-

rels annually can’t be licensed to sell beer onsite. Surly is trying to get the law changed, and it’s making progress. On April 6, a bill passed the Minnesota Senate Commerce Committee that would allow cities to issue brewer taproom licenses, which would enable companies like Surly to sell their own beer at their breweries. Under the proposed legislation, a brewer could sell glasses of its own beer at one brewery in the state. It couldn’t sell large, often refillable bottles called “growlers,” cans or bottles of its product. Brewers that produce more than 250,000 barrels a year could not qualify for a taproom license. House Commerce Committee endorsed a similar bill on April 13. The House version’s chief author was Jenifer Loon (R-Eden Prairie). Both the Senate and House versions of the bill

Prohibition to separate the roles of manufacturers, distributors and retailers of alcoholic beverages. The goal was to avoid the free-for-all system of the pre-Prohibition era. Minnesota’s system is a modified three-tier system because there are exceptions to the rules. For example, brewpubs can manufacture and sell their own beer onsite in limited quantities. Surly hopes to convince legislators to expand the exceptions. It has launched a vigorous social media campaign and attracted significant attention from the community. It has more than 22,000 supporters on Facebook. Surly emphasizes that it’s a Minnesota company that would create Minnesota jobs by building the proposed brewery. The company estimates the project would create up to 85 construction jobs and about 150 permanent jobs when it’s finished. It also says the law would help other breweries in the state by giving them the flexibility Surly wants. Surly’s founder and owner, Omar Ansari, said he could build the destination brewery in other states, such as Wisconsin, where the law already permits the concept. But he doesn’t want to do that. “We’re trying to find a way to keep it in Minnesota, because that’s where we’re from,” Ansari said. Scheid said Surly “has a great idea for expanding their business, growing jobs and keeping those jobs in Minnesota.” The proposed legislation originally met opposition from the Minnesota Licensed Beverage Association, which expressed concern the law would damage Minnesota’s three-tier system. Prairie Lutheran Church spends spring break on mission trip During spring break, April 2-9, Prairie Lutheran Church, 11000 Blossom Road, Eden Prairie, sent 11 people to the Dominican Republic to help children and teachers. It was an inter-generational trip of families ranging from 13-62 years in age. Prairie Lutheran has a partnership with the Doulos Discovery School in Jarabacoa, a mountain town. The Doulos Discovery School is an English immersion school that provides a hands-on education with a strong commitment to train and disciple the chil-

dren of Jarabacoa in the name of Jesus Christ. During their weeklong visit, the mission team was involved in construction projects on campus, as well as assisting with classroom instruction. The team also experienced the life of a Haitian coffee farmer. Camping outdoors, they worked alongside nine Haitian laborers picking coffee beans. Police Explorers place at statewide event The Edina-Eden Prairie Police Explorer Post 925 won four trophies at the 36th annual Minnesota Law Enforcement Explorer Association State Conference April 14-17 in Rochester. The 23 Explorers, advised by five police officers, took first and third place in “Bomb Scene Search,” third in “Interview and Interrogation,” and fifth in “First Aid.” More than 800 Explorers from agencies around the state competed at the event. The motorcycle driver told police he was driving eastbound on Excelsior Boulevard when a westbound vehicle crossed the centerline and headed toward him. She said the driver’s head was down and that she was not looking at the roadway. He maneuvered his motorcycle to the outer right lane, but said the driver never looked up and the car struck him. He was thrown from the motorcycle and rolled several times in the roadway.

He sustained serious injuries, including multiple broken ribs, a collapsed lung, abrasions and severe tissue and tendon damage to his foot. He continues to receive medical treatment for his injuries and his bills are more than $300,000. The most serious charge Manzanares faces is criminal vehicular operation, a felony that carries a maximum penalty of five years in prison and $10,000. The other charges are gross misdemeanors and misdemeanors. She is not in custody. Her first court appearance is scheduled for June 2.

Scouts collect food for the needy April 30 On Saturday, April 30, thousands of Scouts from are communities will participate in the area’s largest door-to-door food collection effort – Scouting for

Food, from 9 a.m. to 1 p.m. The event, sponsored by Golden Plump, is the local Boy Scout’s “Good Turn” for 2011, collecting food donations for needy families. Last year, Twin Cities Scouts collected more than 300,000 pounds of food, and hope to collect even more this year. More than 20,000 Cub Scouts, Boy Scouts, Venturers, Explorers and their volunteer leaders dropped off 600,000 door hangers starting April 23. The door hangers have instructions on what to do and a coupon from Golden Plump. On Saturday, April 30, Scouts will return in a door-to-door campaign to collect the food items. All collected goods will be taken to a near-by food shelf for distribution to local families in need. Residents are encouraged to only donate foods that do not spoil and are in containers that cannot be crushed or broken. The types of food most needed by the food shelves include canned meats, canned fish, canned meals, soups and stews, chili, meat sauces, peanut butter, and canned fruit and vegetables. Please, no fresh meat, produce, frozen food or home canned items. If you are unable to participate on

State Supreme Court to hear oral arguments The Minnesota Supreme Court has announced that it will hear oral argu-

ments at Eden Prairie High School in Eden Prairie on Thursday, May 5. More than 800 students are expected to watch oral arguments in the high school auditorium. The visit is part of a biannual program that seeks to teach students about the work of the state’s highest court. The justices will hear oral arguments of an actual case, State of Minnesota v. Melissa Jean Crawley (A09-1795). Following oral arguments, the justices will answer students’ questions, eat lunch with student leaders and visit classrooms at Oak Point Intermediate School, Central Middle School and Eden Prairie High School. Since the Supreme Court convened oral arguments in Rochester in 1995, the school visits have been a highlight of the court’s efforts to improve understanding of the judiciary’s work. The Eden Prairie High School visit will mark the 33rd in-school oral argument for the court. The Minnesota Judicial Branch is made up of 10 judicial districts with 289 district court judgeships, 19 Court of Appeals judges and seven Supreme

Court justices. The Minnesota Judicial Branch is governed by the Judicial Council, which is chaired by Lorie S. Gildea, Chief Justice of the Minnesota Supreme Court. The Minnesota Judicial Branch is mandated by the Minnesota Constitution to resolve disputes promptly and without delay, and it handles approximately 2 million cases per year. Info: mncourts.gov.

Generator FROM PAGE 2 Community Center 600,000 times last year, that consistency is important, she said. “It’s [about] what occurred during those power outages, and we know those power outages will happen again,” Sevenich said. “We’re being proactive and hoping to prevent equipment going down.” Lotthammer said ice rink compressors and other large equipment can get worn down from power outages. “Some of the power outages, when the [equipment] come back on, it’s a pretty good jolt to the system. … Even if they don’t get fried or zapped, we know that it’s putting some wear and tear and reducing the life span of those things,” Lotthammer said. Facilities Manager Paul Sticha said in major outages, when all power to the building is lost, the generator will help get things operating in 10-15 seconds. In other outages that may only knock out one phase of the three-phase electrical system, the generator could help prevent burning out motors in larger equipment, such as a compressor for an ice rink.

Change FROM PAGE 1 nomic activity last year,” Kotchevar said. “I think it was more about remodel and those sorts of projects, but we were very happy with the development activity.” Kotchevar said the city also spent about $200,000 less than it expected for 2010. Mayor Nancy Tyra-Lukens, who served terms on the city council and as mayor prior to wining the 2010 election, said the city usually tries to budget conservatively. “Traditionally we have always budgeted very conservatively,” Tyra-Lukens said. “We have not assumed that things are going to go really well. We’ve tried to take a very conservative approach … so sometimes we’ll have a year where we’ll take in more than we anticipated.” With that increase in revenue came a $1 million transfer from the General Fund into the Capital Maintenance and Improvement fund, which is used for maintenance, equipment replacements and other capital projects that are over $25,000, Kotchevar explained during a February meeting. At the end of 2010, the General Fund balance was just shy of $21 million, according to Kotchevar, and the maintenance fund balance was $6.7 million. Much of that fund is meant for road and trail work, Public Works Director Gene Dietz has said, which usually costs between $1.7 million and $2 million per year. Staff and the city council determined that fund was

in need of long-term help, since it was projected to have a $710,000 deficit by the end of 2015. That projection was given in February, before the 2010 budget was reconciled. Kotchevar said those projections will be updated soon. Finding long-term help (funding sources) for that maintenance fund was the first task the city council assigned the Budget Advisory Commission. The BAC was created in 2007 to help oversee finances and the budgeting process with the city council and city staff. Since the maintenance fund is in need of the most long-term attention and since the $900,000 in development revenue is a one-time increase, Tyra-Lukens said transferring $1 million toward the hurting maintenance fund is a good choice. “We know we’re going to need every penny going

into that fund. … I think it’s a great place for the funds to go,” Tyra-Lukens said. That $1 million dollar transfer was approved by the city council on Tuesday, April 19, in the consent agenda. The consent agenda contains multiple items meant for city council approval. Rather than voting on each individually, multiple items can be approved with one vote. The consent agenda usually contains routine items of business, so it generally passes without much discussion, if any at all. That was the case with the $1 million transfer. Kotchevar and Tyra-Lukens said transferring excess revenue to the Capital Maintenance and Improvement fund has been standard practice. Tyra-Lukens said she helped establish that fund when she first served on the council, and in recent years that fund has been decreasing. When asked at what point the city council would consider using unexpected revenue for other uses, Tyra-Lukens said the idea is to put one-time revenue increases toward one-time costs, rather than temporarily helping a recurring expenditure or creating only a temporary tax break. Kotchevar said fund balance information is being updated for an upcoming joint meeting with the BAC and city council. Tyra-Lukens said the city council will look at the transfers and budget information more closely at that time. The Eagle girls team has a 4-0 record, including a 16-7 victory over Edina April 21 at Aerie Stadium. Taylor Uhl and Christine Easton scored five goals apiece for the Eagles. Each player also had one assist. Heidi Colford and Anna Johnson scored two goals apiece. Annie Thul and Emma Claire Fontenot contributed one

goal each. Eagle goalie McKenzie Johnson made 12 saves. Eden Prairie defeated host Wayzata 18-9 April 18. Easton, Greta Colford, Heidi Colford and Fontenot scored three goals each. Eagle bats boom in baseball doubleheader sweep Eden Prairie scores 25 runs in victories over Grand Rapids, Blake BY GREG KLEVEN • SUN NEWSPAPERS A mild batting slump ended quickly for Eden Prairie’s baseball team. The Eagles split a pair of 2-1 Lake Conference games early last week, beating Wayzata and losing to Minnetonka. Eden Prairie was limited to seven hits in those two games. But the Eagles’ bats began producing hits during a 7-2 victory over Rosemount April 21. They followed with a scoring rampage on their northern trip to Grand Rapids last weekend, scoring 25 runs in wins over Grand Rapids and Blake on April 23. Eden Prairie blanked Grand Rapids

12-0 in five innings and beat Blake 13-3 in six innings. Both games ended early because of the 10-run rule. Defending state Class 3A champion Eden Prairie improved to 6-1 overall. “We have struggled a little bit at the plate early in the season,” said head coach Mike Halloran. “We have been striking out too much and hitting the ball in the air too much. “We had a wake-up call in the loss to Minnetonka. But the guys continue to work hard to get better at-bats.” Eden Prairie opened last week with a 2-1 triumph over visiting Wayzata. Eagles pitchers Grant Soderberg, Dylan Frederick and Lance Thonvold combined for a six-hitter. The win went to Frederick and Thonvold picked up the save. Danny Blasy hit a solo homer for the Eagles. “We faced a good pitcher and were not able to get much going offensively,” said Halloran. “We managed only three hits

and were lucky to win the game.” Minnetonka edged Eden Prairie 2-1 April 20 on the road. The Eagles scored their lone run in the top of the fifth on a sacrifice fly by Thonvold. Tyler Ruemmele was the losing pitcher despite striking out nine in five innings. Thonvold struck out three in one inning of relief. Frederick pitched four innings of relief to earn the win in the April 21 game against Rosemount. He struck out five and allowed only one hit. Starter Cameron Mingo pitched three innings, striking out three and giving up two earned runs. Blasy continued his hot hitting with two hits, including a solo homer, and three RBI. Thonvold contributed two hits and one RBI. Ruemmele delivered three hits in the Eagles’ rout of Grand Rapids on Saturday. Tony Skjefte had two hits and one RBI. Geno Larkin chipped in with

one hit and two RBIs. Thonvold drove in one run with a sacrifice fly. Ryan Bull and Spencer Schierbeck were credited with one RBI each. Winning pitcher Thonvold gave up two hits in four innings. Reliever Soderberg pitched a hitless fifth inning. The Eagles used four pitchers in the Blake game – Soderberg, Anthony KingForeman, Evan Reed and Chris Rocheford. Soderberg was credited with the win. Getting two hits each were Skjefte, Bull, Mingo and Rocheford. Skjefte and Bull drove in two runs apiece. Eden Prairie will compete in the Shakopee Invitational Saturday, April 30. The Eagles meet Eau Claire North (Wis.) at 3 p.m. and Shakopee at 6. The Eagles travel to Wayzata for a 4:30 p.m. game Monday, May 2, and host the Trojans the following day at 6:30 p.m. Eden Prairie will host Minnetonka at 4:15 p.m. Wednesday, May 4.

TAGS gymnastics club places high in state meet Several members of Thompson Academy of Gymnastics in Eden Prairie excelled in the recent state championships. Level 7 gymnast Lucy Graham medaled with a score of 9.35 on balance beam. Maggie Marinovich had her best all-around score of the season (35.9). In Level 8 competition, Megan Haug collected medals on vault, beam and all-around. She placed fourth on vault (9.075), seventh on beam (9.075) and

sixth all-around (35.625). Annika Svendsen earned a medal on vault with a fourth-place score of 8.95. She was third on uneven bars (9.325) and fourth on beam (9.525). Sophie Rogers won four medals. She was eighth on vault (8.8), ninth on bars (8.675), sixth on beam (9.225) and eighth all-around (35.15). Karsten Gonzalez picked up two medals with eighth-place scores of 9.05 on vault and 9.225 on floor.

She was 10th all-around (35.5). At Level 9, Megan Johnson had her best meet of the season, according to the coaching staff, by hitting all four of her events. Regional qualifiers include Gonzalez, Haug, Rogers, Lauren Stich, Svendsen and Johnson. Carpet options abound for floor-focused homeowners Shopping for carpeting? It’s not simply a matter of going into the store and just choosing “carpet.” There are many different varieties of carpeting from which to select, each with its own unique characteristics. Depending on the room’s use and the homeowner’s needs, there could be a carpet that fits with what’s desired. • Cut pile: This is one of the most popular types of carpeting. When most people think of carpet, this is what they envision. This carpeting is formed by cutting looped carpet fibers at the top with yarn bundles standing up vertically. • Berber:Berber has thick, durable loops that are good in high-traffic areas. This carpeting limits footprints and vacuum marks. The downside is that loops

can be snagged and unravel. Also, berber carpeting may trap in dirt. • Level-loop: Similar to Berber but looser in weave is level-loop. It is also good in high-traffic areas and will not trap dirt as easily as berber. • Cut and loop pile: This carpeting has a variation of secured loops and cut fibers for added texture. This will be a medium-durability carpet. • Textured:Textured carpet has a soft feel and is one of the carpeting styles growing in popularity. These carpets may have embossed patterns and come in solid colors. • Saxony: This soft carpet is medium-durability

and will show footprints and vacuum marks. Saxonies are tightly twisted cut piles that are heatset straight. Saxonies consist of two or more fibers twisted together in a yarn. • Frieze: A highly twisted cut-pile carpet that is good in high-traffic areas. The short fibers curl in different directions to hide footprints. • Plush: These carpets are lightly twisted, uniform-colored fibers that are soft and usually found in formal rooms. They will hold footprints and show vacuum marks. Homeowners looking to revamp their rooms can turn to the versatility of carpeting for many of their needs.

Identify all those pesky springtime pests When the warm weather arrives, people venture outdoors and animals wake up from hibernation. Many insects hatch or revive from winter slumber and can be commonly seen in and around the home. Once temperatures rise to about 60 F, many insects start their life cycles anew with eggs or larva hatching and winged and webbed creatures rearing their attenaed heads. It can be frustrating for homeowners facing an insect infestation, especially when bugs are found in quantities inside or around the perimeter of the home. There are many insects one might see in spring. • Ants: Small black ants, called pavement ants, come out of dormancy and begin to forage for food and nests. Although pavement ants build their colonies outdoors, they will venture

inside for easy food sources. They can be nuisance pests if not quickly tackled. Carpenter ants are large, black ants that are found in and around the home. They build nests and channels in wood, so they can be particularly troublesome to homeowners for the potential structural damage they may cause. If they

are seen in number inside of the home, there already may be an established colony inside of the walls. • Bees: Bees and wasps may overwinter in home attics or eaves and then come out of dormancy. If a large bee is seen inside of the home, chances are it is a queen looking for a good nesting area in

Planning your Minnesota garden BY DON HALLA – HALLA NURSERIES

Planning your Minnesota Garden can be an easy task when you plan ahead for the work to be done. If this is your first time gardening, we recommend the following steps. The most important step is to look at your soil to tell what kind you have. Grab a handful of most soil and squeeze it in your hand. If it forms water droplets most likely its holds too much water and needs peat moss, cattle manure, and bacteria (mycorriazae). We have used peat moss and cattle manure compost in our beds and in the plantings for our customers and find that it amends the soil to help with drainage and nutrients. Another tip would to use the straw or leaves you might have put over your gardens the past season. Turn soil over at least eight inches deep or call us to have it tilled. The next step is to look at how much sun your garden gets. Do you have a shade or a full sun garden? The sun’s rays will

change throughout the season with most home gardens. You might have full sun in the spring but as the trees leaf out that spot might become partial shade to full shade by mid season. I use the date June 20th, the summer solstice for my starting point. That is when the sun is at its highest point of the season. Try to remember back the year before and see what your garden or that area was like mid season. This will determine the plant varieties you should use. Laying out your garden is all up to you. The most common layout for flowers is to put the tall ones in the back and the shorter in the front. I have seen many variations — it really is what is pleasing to you. When it comes to planning your vegetables it’s a whole different ball game. Read the information on the packet of seeds you are planting. If you are growing pumpkins you will need a large area, as the vines will spread out as they grow. Planting corn next to carrots will block the sun that the carrots need. GARDEN: TO PAGE 14

Home improvement trends that won’t break the bank Faux painting techniques are an economical and innovative way to transform any surface and can complement any decorating style. Dull concrete floors, both indoors and out, can be brought dramatically to life with new trends in latex paint. Planning and Preparation Before choosing a design, look carefully at your surface and space. Some designs are useful for disguising flaws in a floor. For other designs you may need to patch and smooth flawed surfaces first. You will also need to think about the traffic in the area you are painting. Is it worth doing an elaborate, time-consuming pattern in a high traffic area? Large, bold patterns may be out of scale for a small room. Equally, small, detailed patterns may get lost in large spaces. Inspirations for Faux Painted Floors Brick and Stone Brick and stone finishes can add texture and/or color and can be effective indoors and outdoors. Tiles and Mosaics Faux terra-cotta tiles are a versatile option for porches, patios and dining areas. The earthy appearance creates a warm, earthy feel and goes well with the rustic Tuscan look and matches many decors.

Pressure washing and cleaning in general may trap residual moisture in the concrete. To check for trapped moisture, tape a 12” x 12” piece of 3 mil plastic or aluminum foil tightly on all four edges to the surface. Remove it after 24 hours. If the floor side of the plastic or foil is damp, allow additional drying and then repeat the test. It is very important not to have trapped moisture in the

Protecting the Pattern A clear protective coat, such as Drylok WetLook Sealer, is the perfect finish to protect the design from scraping of patio furniture, grease, weathering and washings. Remember to use a product that is made to be a clear protective coat, not a penetrating sealer. A penetrating sealer is designed to enter the pores of the surface and settle into the masonry. It will not penetrate the floor paint. The clear sealer is a protective

Time-saving spring cleaning tips • Wash the blinds. Metal blinds can be removed from the window and taken outside for washing. Use a scouring brush with a mild cleaner and some water to loosen dirt. Hang the blinds on a slanted surface and hose down with the garden hose to clean off the dirt. • Clean the windows. Use water and dish soap and a sponge to wipe the inside and outside of windows. A rubber-tipped squeegee can be used to remove the excess moisture and provide a nice sheen on the window. It’s less wasteful than using a handful of paper towels. • Switch fan directions. Ceiling fans set to spin in a clockwise rotation draw air upward and then redistribute the warm that collects at the ceiling. Clockwise is the ideal direction for the winter, but when spring arrives, it’s time to hit the switch to change the blades to spin counterclockwise. Be sure to thoroughly dust the fan blades first, or you could end up with dust bunnies blowing around the room. • Replace surface protectors. The small, adhesive pads that are placed on chair legs and furniture to protect against wood floor scratches need to be changed periodically. That’s because dirt can accumulate under the pads and eventually damage the floor. • Switch the linens. Change out comforters and darker shaded fabrics for lightweight items that bring a fresh, clean feeling that’s perfect for spring. • Clean the refrigerator. Remove old food and discard and take out other items and place in a cooler. Use a baking soda and water solution to scrub stains and sanitize the shelves and walls of the refrigerator. • Clean the carpets. Rent a carpet shampooer and thoroughly clean the carpeting. Open the windows and let the crisp spring air help dry the damp carpeting afterwards.

Avoid fertilizing the same area twice, and be patient. Fertilizing might seem like a tedious process, but if done correctly, it should lead to a lush lawn. When fertilizing, it’s best to do so during the fall and spring. The exact time to fertilize depends on the region, but it’s generally best to fertilize between April and early June, and then in the fall between late September and early November.

This is his second year in Robotics. He has learned how to use the programming language (called Labview) that controls the robot and successfully programmed our robot so that it functioned well in the competition. He stayed after school into the evening many times in order to get the job done. Our Kennedy High School Robotics Team (the RoboEagles) competed in the 10,000 Lakes Regional at Williams Arena on March 31, April 1, and April 2nd. The team placed 39th out of 65 teams.
