It’s for your own good Law enforcement from area cities participate in seatbelt enforcement BY PAUL GROESSEL • SUN NEWSPAPERS It was kind of like a stakeout, except it was very public, involving officers in bright orange and yellow vests who stood street-side, picking out motorists who were not wearing seatbelts and having squad cars pull them over, carried out in a frustrating or influential (depending on the driver) version of “tag” at recess. Yes, the “Click it or Ticket” campaign as seen on TV was knocking on some motorists’ car windows last Wednesday evening. Actually, this public stakeout (or “wave”), held at the corner of American Boulevard East and Portland Avenue in Bloomington, was part of the Safe and Sober program. Around 400 law enforcement agencies statewide that are part of the program, funded by a federal grant. The increased seatbelt enforcement takes place May 23 to June 5, a stretch centered on the traffic-heavy Memorial Day weekend. The Eden Prairie Police Department is teaming up with the Bloomington Police Department to apply other federally funded waves, including DWI and speeding enforcement, throughout the year. Valley View at Prairie Center Drive to get a little wiggle room later this summer

Area man acquitted of assault in EP

Reconstruction of roads, additional turn lanes will alleviate traffic congestion

A Hopkins man has been acquitted of two assault charges in an incident that left a man with severe facial injuries. Brian Bielke, 26, was found not guilty May 23 of first- and three-degree assault stemming from a February 2010 incident at Prairie Pub Restaurant in Eden Prairie. Bielke was at the restaurant with friends that evening. The incident started when their group made derogatory comments toward the victim’s girlfriend, according to a Hennepin County criminal complaint. When the man and woman decided to leave, Bielke and his friends followed them into the parking lot and continued shouting more comments toward the woman. The man approached Bielke and the two got into an argument. Bielke then pushed the man away, but he grabbed Bielke by the shirt. Bielke then punched him once in the face, resulting in multiple fractures. The jury ruled Bielke was acting in self-defense when he punched the man. Each assault charge carried a maximum penalty of five years in prison and $10,000.

BY PAUL GROESSEL • SUN NEWSPAPERS For those drivers who get stuck in a Valley View Road rut, who wait for the Prairie Center Drive light to turn so they can get out of Dodge for the day, some reconstruction news might sound good. Well, construction to add more turn lanes to Valley View Road at the intersection of Prairie Center Drive is expected to begin in August. The city of Eden Prairie is hosting an open house June 2 to talk about the project. Preliminary plans call for a five-week closure of the busy intersection that serves as an access route to the Golden Triangle business area. Since it’s heavily traveled and involves a road closure,

the city wants to put the word out early. This project was moved ahead of schedule because the city has received a $300,000 grant from the Minnesota Department of Employment and Economic Development, according to Assistant City Engineer Randy Newton. Newton said the intersection isn’t the main bottleneck east of Golden Triangle, but expanding the most problematic area (the Prairie Center Drive bridge over Highway 212) would be too costly. But – this project will help alleviate congestion, especially on some days when it gets really backed up, Newton said. At last count, there were just under 8,000 vehicles that passed through the intersection in one day, Newton said. The project has not received final approval from the Eden Prairie City Council or gone out for bid, but when a contractor is chosen, the city will make clear that getting the project done within the timeframe it wants – to minimize the closure time – will be an important

aspect of the project, according to Newton. Approximately 1,000 feet of the eastern portion of Valley View Road will be completely reconstructed, Newton said. The road’s expansion will include the addition of a right turn lane and another left turn lane to Valley View Road, which is the eastern approach to the intersection. A new traffic signal will also be added. That signal will include a new, flashing yellow left-turn arrow. A blinking yellow arrow means those turning left should yield to oncoming traffic, as they would if there were no turn signal, just a solid green light. Newton said the five-week closure is to cut on costs and to just get the project over and done with as quickly as possible. He said if the road were reconstructed without closure, the project would most likely take twice as long and cost 20-25 percent more. “We are committed to get this thing – to meet those deadlines. That’s the CONSTRUCTION: TO PAGE 18

‘Green’ parking lot brings some conservationist disagreement BY PAUL GROESSEL • SUN NEWSPAPERS Conservationists are standing on either side of a proposed parking lot in a small conservation area. Plans are moving forward for a parking lot in the Birch Island Woods Conservation Area off Indian Chief Road in northern Eden Prairie. It would be the first Eden Prairie city project to call for a completely pervious service. Since it the project includes the pervious concrete, which is meant to drain and treat stormwater before it reaches other water bodies, Nine Mile Creek Watershed District has approved a $25,000 grant to the city of Eden Prairie for the nearly 7,800 square-foot driveway and parking lot that would have nine parking stalls. The Eden Prairie City Council has approved the project, and once an agreement with a contractor is finalized, construction could begin in July. Birch Island is the smallest conservation area in the city, and there’s some concern the off-street parking lot may not be the right choice. Jeff Strate, a local conservationist and former member of Friends of Birch Island Woods, a citizen group to protect the area, is against the project since there could be alternate side-street parking options, the lot could invite some mischief and the demand for a parking lot for such a small space just isn’t there.

‘We don’t build a park or any other area where we don’t provide for some type of off-street parking. … We’ve been waiting for a number of years to move forward with this project, and now’s the time to do it.’ — Eden Prairie’s parks and natural resources manager, Stuart Fox

Friends of Birch Island Woods formed in the early 2000s, right around the time the city purchased the 30-some acre land area from the county. The citizens group has volunteered its time caring for the area, including pulling invasive plants. The current Friends’ board is for the project, while Strate and a handful of other former Friends members and conservationists are against it. “Birch Island Woods Conservation Area is primarily – is mostly wetlands … the amount of land being taken out for a parking lot is kind of large compared to where people can actually walk,” Strate said. But, to the city, having off-street parking in park areas is important. The city’s parks and natural resources manager, Stuart Fox, said the city’s master plans call for off-street

parking at every park in Eden Prairie. “We don’t build a park or any other area where we don’t provide for some type of off-street parking. … We’ve been waiting for a number of years to move forward with this project, and now’s the time to do it,” Fox said. He said the project will also provide a great opportunity to demonstrate alternative measures for handling stormwater. And, as far as off-street parking inviting any type of trouble, Fox said, and it won’t be out of sight just because it’s off the road. “The bottom line is, this parking lot should be relatively visible from the

road,” Fox said. Terry Picha, a current Friends of Birch Island Woods board member, said the board thinks the project will serve the area well. “Although, we don’t really like turning a woodsy area into a parking lot, this will only be for about 7 or 8 cars,” Picha said. Picha also owns the Picha Heritage Farm just south of Birch Island woods. He has done some horticultural contract work with the city, but he said his work on Birch Island has all been volunteer, through the Friends of Birch Island Woods citizen group. “I mean, it’s not a big issue,” Picha said. “It’s not major construction, it’s just as mall blip on the screen in terms of park improvements.” He thinks people will use the area more often with more accessible parking, he said. The LRT Trail is nearby and it could also create parking for those who want to access Birch Island Park, north of Birch Island Woods. “When you put everything in perspective, there’s a lot of use area. … I never like to see natural areas graded, either, but you pick the best solution in this case,” he said.

Summer time and the library’s open Memorial Day is past and that means it’s summer in Minnesota, despite the weather. Summer brings back good memories for most of us. Camps. Swimming. Reclining on the grass and reading. It also meant no school. Forty years ago, there was a reason for that. Many students lived on farms and were needed at home to help with the work. Today, no one lives on a farm but we still take the summer off from education. Don’t get me started.

PAUL WAHL Managing Editor Sun Newspapers

Fortunately for children who live in Hennepin County the summer doesn’t have to be a total brain drain. The library system is one of the best in the country, and it really shines during the summer months. If you don’t believe me, check out the summer schedules.

I grew up loving and appreciating libraries. The library in my hometown was so small both books were colored in. (Insert rim shot sound effects here.) Actually, it was a set of shelves inside the county superintendent of schools office. It couldn’t possibly have been more than 100 books, most of them grossly outdated, but it was all we had. And we were thankful. What’s more, the courthouse’s marble floors were always cool even on the hottest days.

Libraries meant books back then and books only. Al Gore was still inventing the Internet. There were a handful of newspapers and magazines in my high school library, but not many. Today when I walk into one of the Hennepin County libraries, I am in awe. Computers are everywhere. CDs abound. Comfy spots to sit and read are numerous. The libraries are open convenient hours. Do children appreciate WAHL: TO PAGE 8

Busing for socioeconomic, ‘achievement’ balance fails the test BY DAVID ARMOR • GUEST COLUMNIST Controversies over school busing are in the news again. This time the debate is not about busing for racial balance, which the Supreme Court severely limited in 2007. Rather, it is over busing for socioeconomic diversity in schools and, most recently, for diversity in academic achievement. The issues at stake, however, are quite similar, and for that reason these policies are not likely to succeed. The goal of socioeconomic balance is having all schools with similar proportions of poor students, while the goal of “achievement” balance is having similar proportions of lower achieving students. Given the very high correlations between race, poverty and achievement test scores, attaining these balances generally means mandatory busing of approximately the same groups of students. It is the unpopularity of this mandatory busing, coupled with meager achievement gains for the targeted groups – black, poor or lowerachieving – that dooms these policies. The current controversies have arisen in two communities: Wake County, the second largest county in North Carolina, and Eden Prairie. Ironically, the controversy in Eden Prairie was sparked by its adoption of socioeconomic busing, not long after Wake County terminated the policy. One wonders

why Eden Prairie believes socioeconomic busing will work there when it has not succeeded in Wake County, often touted as the flagship for the policy. Proponents of economic and achievement balance claim a variety of social and educational benefits, especially improving test scores for minority and disadvantaged students. While there is some social science research showing small achievement gains by disadvantaged or minority students in integrated schools, there is no similar benefit for middle class or white students. We see these results in highly integrated Wake County, N.C., when we compare its student achievement outcomes to those in Charlotte-Mecklenburg, N.C. CharlotteMecklenburg stopped its mandatory busing program in the late 1990s, returning to neighborhood schools and substantial racial and economic imbalance. Yet we find that achievement scores are quite similar for the two counties when we look at black and white scores separately. Whatever small educational benefits may arise from racial, economic, or achievement balance, they fail to overcome the costs of community resistance to busing and the loss of neighborhood schools. For most middle class parents, the rationale of helping disadvantaged students—with little promise that their own children will benefit—is simply not credible. Moreover, the

policy is not supported by sizeable fractions of disadvantaged families. The educational costs of protest are not limited to policy disagreements. Unhappy middle class parents can do any number of things to express their feelings, including placing their children in private or home schools, not supporting bonds for school improvement, or even moving to another school district. It is well documented that middle class and white “flight” often exacerbates demographic trends and can create more rather than less segregation in a school district. Parents who do remain often replace school board members who support mandatory busing with those who oppose it. In the 1970s, busing supporters tried to de-legitimize opponents by arguing that the neighborhood school policy was a smokescreen for racial bigotry. No doubt, racial bigots oppose racial busing, but so do a large majority of middle class parents who place greater value on being able to attend close-by schools (or at least schools of choice) than on modest educational benefits for other people’s children. Armor is a professor of public policy at George Mason University, and he has testified as expert witness in numerous school desegregation cases, including the CharlotteMecklenburg case.

a continuous flow of learning exists. Now the key is getting parents to take advantage of this huge asset. The attraction the past couple summers has been that most of what the library offers is free. With household budgets being scrutinized everywhere as the economy continues to lag, the libraries have become a welcomed partner. No matter what you’re looking for, you’ll probably find it at the library. And if you want to take some books

home at a great price, remember the summer Friends of the Library book sales. They kick off June 4 with a sale at the Brooklyn Park Library and continue with sales at the Rockford Road Library in Crystal June 11-12, Ridgedale June 18 and Plymouth July 16. Although my wife and I have taken a blood oath not to bring one more book into our house, we usually find at least two or three irresistible volumes at these sales.

Lionsgate Academy was designed for students with autism spectrum disorders

BY ANNA WOODWICK• SUN NEWSPAPERS It’s a place for students to feel welcome, a place to feel a sense of community, a place to make friends. Those are all a part of what Lionsgate Academy prides itself on. Located in Crystal, Lionsgate Academy is a charter school for students in grades 712 and is designed for students with autism spectrum disorders. It has been open for three years. This year will mark the first graduating class of 11 students. Out of 135 students, the majority have individualized education plans, which spell out outcomes for students who are receiving special education services based on their academic needs. Lionsgate is based on the Minnesota state curriculum and offers core academic and elective classes found in typical high schools. There are also full support services and staff to provide training in social skills, occupational therapy, speech-language skills and transition skills. All of Lionsgate’s programs are designed to meet the unique needs of students living with autism spectrum disorders, which is a medical diagnosis. “We look at both solution focus for strengths and new opportunities that may not be available,” said Brandi Dougherty, the general education coordinator for Lionsgate. Dougherty said that the number of children on the spectrum has grown and while no one is quite sure why, she said awareness has grown. “Education has changed,” Dougherty said. “It’s more defined. ASD (autism spectrum disorders) is popping up everywhere and people are now specifically trained.” Minnesota does not have a license for autism spectrum specialists, just a certificate.

“The state government has looked at the program but the area to understand is still growing,” said Joe Falkner, Lionsgate’s autism specialist. “ASD has actually been around for 60 to 70 years, but it has had a huge growth.” The faculty at Lionsgate is growing with the changes that autism brings by having small class sizes of 12-18 students. Each class includes at least three staff members including a general education teacher, a special education teacher and an education assistant. Lionsgate also happens to be Minnesota’s only public charter school focusing on students on the autism spectrum, which has proved to be a small learning curve. “We are pioneers and are laying the foundation,” Dougherty said. Falkner acknowledges that there are some wonderful programs for autism spectrum disorders in public school, and Lionsgate is an alternative. “Even though we are a charter school, there is still a lot we can do,” Falkner said. “We look at programs and analyze what we can do.” A sense of community surrounds

this small school, and Dougherty said that it’s a need and that charter schools are a choice, and this particular one opts to not advertise. Even though they don’t market themselves, Lionsgate’s existence is spread by word of mouth and has brought students from both near and far. “People come from as far away as Big Lake, Owatonna, Scandia and St. Cloud,” Dougherty said. “Hats off to them.” Collaborating with parents is key and Dougherty said that whatever is best for students, the parents do. “The parents are very dedicated to getting their kids here,” said Falkner who lives just minutes from the school. “I’ve had parents who have beaten me to school. We can’t say enough about the parents.” The school started offering classes for students in grade 6-12, but faculty soon discovered that the first part of middle school is much different than the last part. Next school year, the school will implement a program for 18- to 21-yearolds with a transition concentration where the school will focus on academic progress, college and work base and will also continue learning life skills based LIONSGATE: TO PAGE 14

At AirBroom Minnesota In Excelsior Can Help How does your chimney look? Are the bricks crumbling? Does it have White or Black exterior staining? Are you afraid to use your fireplace because you’re not sure how safe it is? When was the last time you used it? The professionals at AirBroom Minnesota Fireplace and Air Duct Cleaning in Excelsior can restore both your confidence and your chimney. Did you know that water causes more damage to masonry chimneys than fire? Your chimney, unlike other parts of your house, is constantly exposed to the elements. They are generally constructed of brick, mortar, tile, steel, and iron. All of these materials suffer deterioration as a result of prolonged contact with water. Freeze and thaw cycles so familiar here in the Twin Cities cause stress on the chimney. Water that has penetrated expands and contracts. Left unchecked it will cause interior and exterior damage to your home and masonry chimney. Some of the damage that can be caused includes: 1) spalled and broken exterior brickwork, 2) deteriorated masonry and metal firebox assemblies, 3) rusted dampers, 4) decayed mortar, cracked or missing flue liners, and in the worst case scenario damage to adjoining walls, ceilings, and woodwork. There are three main ways to prevent water damage. 1) Install a chimney cap. This is the most inexpensive measure to prevent water penetration to the flue and inside chimney elements. We sell and install locally manufactured caps for as little as $99.

2) Repair or replace a damaged chimney crown. The crown sits atop your chimney and covers and seals it from the flue liners to the chimney edge. Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. At AirBroom Minnesota we use the industry leading line of Saver products to build and repair chimneys. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. Ukulele popularity brings smiles to Schmitt Music BY JEFF BARTHEL • SUN NEWSPAPERS There are many instruments on the walls of Schmitt Music, and an infinite number of notes that can be played on them. One instrument gaining popularity can not only produce notes, but also, according to a sale manager, can make people smile. “It’s inviting,” Jerry Grote, senior sales manager of musical instruments at Schmitt Music, said of the ukulele, a Portuguese-originated instrument commonly associated with Hawaii. “I can’t think of any other instrument where you can strum it or play a chord and people will just smile.” The instrument has been gaining in popularity throughout the entire United States in recent years. As a way to exhibit the ukulele’s increased popularity and to enhance its growth, Schmitt will be hosting workshops and performances by Lil’ Rev, an accomplished harmonica and ukulele player from Milwaukee, Wis., 6:30 p.m. June 7 at the Burnsville store, June 8 at the Edina Galleria and June 9 at the Minnetonka store. Grote said that sales of ukuleles have been markedly increasing. One reason for this growth, he said, is the aura of happiness the sound of ukulele creates. Michael Carlson, assistance manager of Schmitt Music in Burnsville, concurs. “A lot of people say that you can’t not smile when you’re playing [a ukulele],” he said, describing cus-

tomer comments he often receives. “It’s just a happy sound.” The ukulele – or “uke,” for short – has often been thought of as a niche instrument. Grote agrees that the uke still has its particular notoriety, but its fandom is expanding into other genres and audiences as of late. He cited Beatles and Frank Sinatra songs as some of the tunes that have been recreated with the ukulele. Several famous musicians have been experimenting and succeeding with the ukulele over the past few years. Israel Kamakawiwo’ole performed the song “Over the Rainbow” in the 2004 Adam Sandler movie, “50 First Dates.” Jason Mraz’s song, “I’m Yours,” was nominated for a Grammy award in 2009. The band, Train, won

a Grammy for it’s single, “Hey, Soul Sister.” Multi-platinum recording artist, Taylor Swift, has recently been performing some of her hit songs on the ukulele. Another recent addition to the ukulele scene is former Pearl Jam frontrunner, Eddie Vedder. The lead singer and guitar player for the rock band Pearl Jam, Vedder still performs with as part of the group but has become a solo artist. Instead of a guitar, Vedder has been plucking the strings of a ukulele. Vedder’s new album, “Ukulele Songs,” is comprised entirely of songs played on his ukulele. The album is set to be released Tuesday, May 31. His tour as a ukulele soloist is coming to the Orpheum Theatre in Minneapolis on Saturday, July 2. Although he’s older and bit more subdued than his early rocker years, Vedder’s new venture brings a whole new audience to the ukulele scene and provides yet another avenue in which its popularity can prosper. “That’s about as opposite as polar gets,” Grote said, regarding Vedder’s ukulele interest. “That’s terrific. It’s amazing what something like that can do.” “I think it’s great because it is bringing the folk instrument into the mainstream and [bringing] more popularity,” Carlson said. Grote sees how the increased prevalence of ukulele music garners people’s interest in the instrument. However, he also

Seatbelts FROM PAGE 1 lives, but also money for many citizens who have to foot the bill for medical costs, not to mention the devastating injuries and grief that hits family and friends of loved ones lost in accidents. “There’s all kinds of good reasons to wear seatbelts,” he said. So, the idea is to change behavior, he said. Local agencies make very public waves of enforcement, then follow-up with media blitzes. Individual departments maintain their own seatbelt enforcement. “Our goal is never to issue citations, our goal is to get compliance,” Vosbeek said. “We really want to decrease the number of deaths in Minnesota.” With the help of previous Safe and Sober enforcement, it seems to be working, Vosbeek said. According to the Minnesota Office of Traffic Safety, there were 411 traffic deaths in Minnesota last year, the lowest since 1944. Locally, in a random Eden Prairie survey where officers monitored 100 cars at five or six intersections, 93 percent of motorists were wearing seatbelts, Vosbeek said.

Eden Prairie Police officers don’t need to pull someone over with a squad car; they wave one seatbelt violator into the parking lot on foot. (Photo by Paul Groessel • Sun Newspapers) That’s a vast increase from 20-25 years ago, he said, and he didn’t give all the credit to law enforcement but rather an American culture that has become more aware of safe and healthy living. But, there are still violators. During one of the first waves during this Memorial Day seatbelt enforce-

ment, Bloomington police issued nearly 60 citations in three hours, most of them seatbelt violations, said Sgt. Ben Calhoun of the Bloomington Police Department. Even though they pick high-traffic, high-visibility areas, Calhoun said, if police issue that many citations in one

UKELELE: TO PAGE 19

spot, more efforts might be needed to change behaviors. That’s why many law enforcement and public safety officials are opposed to an amendment to a judiciary bill that passed the Minnesota House of Representatives earlier this month. The amendment would no longer make seatbelt violations a primary offense, so officers couldn’t pull someone over just to issue a ticket for not wearing a seatbelt. They could only issue it during a traffic stop for a different violation. To Bob O’Brien, a retired Minneapolis police officer, the amendment doesn’t make sense. “It’s very misguided,” O’Brien said. That’s his personal opinion, he said. O’Brien works as a liaison to local law enforcement for the Minnesota Office of Traffic Safety, which distributes the federal grant money. Shortly before the state legislative session was to end, it seemed the Senate would not adopt the amendment, so the seatbelt law would remain untouched. But, O’Brien’s thoughts on seatbelts were similar to Vosbeek’s and many others. “The whole the point here is to educate … and re-educate to show how important this is,” Vosbeek said. TwinWest PAC seeking to expand donor base BY PAUL WAHL • SUN NEWSPAPERS How do you influence legislation in St. Paul? You organize. And spend money. The TwinWest Chamber of Commerce swung into the lobbying act on Aug. 8, 1990 when it created the TwinWest Political Action Committee, or PAC. Over the years, it has spent tens of thousands of dollars to push the interests of business with legislators. During a fundraiser Tuesday, June 7, an attempt will be made to raise the money to do it again next year – a presidential election year. Between $15,000 and $20,000 is spent by the PAC annually, according to Bruce Nustad, President of the thousand-member chamber. “We’ve said it from the beginning and continue to say it today … the purpose of the PAC is to increasing TwinWest’s legislative influence,” said Nustad. The PAC, which operates under the direction of a 17-member board of directors, endorsed five state reps and six state senators during the last election (eight Republicans and three DFLers).

TwinWest PACnic q 5:30-8 p.m. Tuesday, June 7 q Showplace Icon Theatre, Lobby Lounge, 1625 West End Blvd., St. Louis Park q Register: 763-450-2226 or

judy@twinwest.com All of them won. Up until recently, Joe Boston, president of the PAC board, said he wasn’t that skilled in the legislative process. Then his company, North Memorial, where he serves as vice president of development, began its quest to build a hospital in Maple Grove. “We learned how complex that animal is,” said Boston. His on-the-job education and his previous term as chair of the chamber board made him a logical choice. Boston and others who serve who participate in the PAC make it clear they do not necessarily represent their employers. With a development background, Boston is concerned that the PAC broad-

en its base of support. Most of the existing donors kick in an average of about $500 dollars annually. The upcoming fundraiser minimum will be $100 cash or a pledge of $25 per month. Boston envisions a second fundraiser later this year that would be geared more toward those who have less to give. “Generally, the idea is to be more visible,” Boston said. “We want people to understand that the PAC does not mean Republican or Democrat or Independent. It’s about what’s best for business.” Nustad said the current PAC membership base tends to be mostly long-time chamber members in older and more established busineses. “The future of the organization – and the chamber as well – is to continue to attract younger members and change the image a bit,” Nustad said. The PAC is registered by the state and abides by a hefty set of regulations. Corporate contributions are prohibited, and the names of the donors are public information. According to documents filed at the end of January for 2010, five donors gave a thousand dollars or more to the PAC. The largest donor gave $1,500.

Both Nustad and Boston point to two pieces of legislation approved by the legislature this year as evidence their lobbying efforts are working. The first is a bill that streamlined the environmental permitting process, and the second was the alternative teacher licensing legislation. Nustad said that law recognizes the potential contribution business owners can make directly to the state’s education system. “Still being qualified and certified and trained as teachers,” he added. TwinWest was the first chamber of commerce in Minnesota to organize a PAC. A number of other chambers have jumped into the stream subsequently, and several of those have ceased operating in recent years. Other members of the PAC board include Nathan Brandenburg, Mike Franklin, Trish Jesperson, Greg Korstad, Phillip Kronlage, Jan Kruchoski, Stephanie Laitala, David Lenzen, Ed Oliver, Charles Poppler, Peggy Rasmussen, Joseph Reilly Jr., Matt Schadow, Jim Vathing and Bob Wittman. Nustad serves as the board’s treasurer.

Lionsgate FROM PAGE 11 on needs and views of the future. “We want them to be successful,” said Falkner of the students. Next door to the school, Lionsgate rents out an apartment that has been fully furnished and students are allowed to practice home living, shopping and basic life skills. Students take surveys about their schooling and for many of them, they say that they get to be themselves and feel safe. “They don’t feel picked on by large class sizes and they aren’t bullied,” Dougherty said. “They don’t feel like the odd man out.” They are still a middle and high school though and Dougherty said they still hear all about who’s dating whom. “We have peer groups,” Falkner said. “We deal with the things they struggle with. Our students really created a community.” Because it’s a school filled with teenagers, teachers deal with typical teen situations. Faculty works to provide social and emotional support for students dealing with adolescence. Kelly Dorsey knows full well the changes teenagers experience. Dorsey has an 18-year-old son and a 13year-old son, and both are on the autism spectrum and attend Lionsgate. Her sons went to a school in Richfield prior to Lionsgate, but Dorsey determined that wasn’t the best option for them. “They taught the autistic kids at the same time as the other kids, but they would pull them out of the classroom,” Dorsey said. “They would spend only 25 minutes in the regular classroom and everyone would know they are a special kid.” Dorsey loves having her sons attend Lionsgate and has noticed her older son Cohl, has changed since attending the school.

Lionsgate Academy in Crystal is a public charter school with a mission to serve students in grades 7 through 12 who are on the autism spectrum scale. (submitted photo) “Oh my gosh,” Dorsey said. “He is more responsible. He vocalizes his feelings and is more accepting of other people.” She said that both her older and younger son seem to be happier and can now handle big crowds. “They are more flexible with what they are doing and feel more self-confident,” Dorsey said. Because Cohl was already admitted to the school, Tyler, Dorsey’s younger son, is what Lionsgate calls a preferable sibling, meaning siblings are

grandfathered in to Lionsgate. The school accepts anybody, and Falkner said that anyone can complete an application. Because there is an ongoing waitlist, students are selected through a lottery. One thing that faculty members at Lionsgate hope to accomplish in the future is opening employers and community member’s eyes to people with autism spectrum disorders. “There’s the stigma of ‘Rain Man’ still,” Dougherty said. Falkner wants people to see that

much of the job isn’t changing kids on the autism spectrum, but it’s to provide them opportunities. “Autism is in a disability bottle,” Falkner said. Lionsgate is helping to educate the community to understand that some kids just have a different way of seeing the world, and that’s cool Falkner said. “As much as our kids are learning from us, we are learning that much more from them,” Falkner said.

Sustainability practices in place in Richfield include using as much as the food as possible to serve to the students or use the harvested food in classes, which will in turn save on food costs, according to Richfield Public Schools Supervisor of Food Service Debra LaBounty.

Tripp feels the high level of community involvement is a reflection of the sustainability created in the last two years and is shown in the planning, park and recreation services, farmers markets, schools and the clinics they have worked with. “A number of things have been accomplished that have provide an excellent start and foundation for making each of the three cities healthier communities where the healthy choice is the easier choice,” Tripp said.

COMMUNITY BRIEFS FROM PAGE 7 library programs. “The library is the perfect place for families and children of all ages to spend part of their summer,” said Hennepin County Library Director Lois Langer Thompson. “Research shows that children and teens who continue to read during the summer maintain and improve their reading skills so they are ready to learn when they return to school in the fall. Join us at a program, take home some great reading and have your best summer.” June program highlights include book clubs for early elementary through the teen years; Truck Stories, with actual community vehicles on hand for closeup inspection; and anime and manga clubs and workshops.

Ukelele FROM PAGE 12 sees it the other way around – that the increased exposure of ukulele introduces some of famous musicians into their interest in playing the instrument. “I think it all ties together,” Grote said. “The popularity and just the visibility.” Whatever the case may be, Grote said the interest and increased sales in ukuleles is evident by the instrument’s increased ubiquity. “It used to be that you’d walk into a music store and you’d see many guitars and pianos, popular instruments like that. Not ukuleles,” he said. “Now, you could walk in and you’ll instantly see ukuleles. Because of the demand, people really want to see them.” Besides its smile-inducing sound, Grote said some other reasons for the growth in ukulele popularity include the instrument’s portability, accessibili-

A variety of programs will be presented in partnership with Intermedia Arts, the Guthrie Theater and the Minneapolis Institute of Arts There are also short story writing and YouTube video contests; music and songs; a Mad Hatter tea party; bugs, raptors, and other wildlife; back-by-popular-demand programs featuring magicians, puppeteers, and yo-yo experts.

High school reunions The following class reunions have been scheduled for this year: Bloomington Kennedy High School • 1991 – 7 p.m. to midnight, Saturday, July 23, Solera, 900 Hennepin Ave., Minneapolis. Info: xr.com/jfkhs91 or bloomington.kennedy@yahoo.com. ty and simplicity. “[The craze] comes on the heels of small guitars called, ‘travelers.’ Everyone wants one they can put in their suitcase and bring on a plane; one they can bring anywhere you go,” Grote said. “It has four strings instead of six,” he said. “The strings are nylon. Nylon strings are really easy to hold down. The neck is small. So for people with small hands, where certain guitars can be a detriment, the ukulele is perfect for that.” The ukuleles’ relatively low cost is another reason for its growing popularity, Grote said. Sales of ukuleles at Schmitt Music start as low as $30. “It’s something that you don’t have to spend an arm and a leg for,” he said. Grote shared a story on how simple it is to play a ukulele. He was playing one at the front of a Schmitt store when he came across a lady he said had to have been in her 80s, maybe early 90s. Grote asked if he could help her. “She said, ‘Well, I’ve always wanted to play but I can’t. I just can’t,” he said. “I

Brothers are double trouble for lacrosse foes Hugdahls hope to finish prep lacrosse careers with state championship BY GREG KLEVEN • SUN NEWSPAPERS It is fortunate the Hugdahl family’s neighbors are so understanding. Twin brothers Matt and Mitch Hugdahl admitted their zeal for lacrosse has resulted in several broken lights and windows at their parents’ Eden Prairie house and surrounding residences since they took up the sport 10 years ago. Those backyard practices and pick-up games have paid off for Matt and Mitch Hugdahl, who have been instrumental in Eden Prairie’s boys lacrosse team’s success the past four seasons. Mitch is the bigger of the twins at 6foot-1 and 195 pounds. He is a senior midfielder for the Eagles and one of the team’s leading scorers. Mitch has started four consecutive seasons. Mitch is a finalist for the Mr. Lacrosse award presented to the top senior player in the state. Next fall, he will head to Georgetown University on a Division I lacrosse scholarship. Matt is a 5-7, 160-pound attacker and has been a three-year starter and four-year varsity player. He is also one of the team’s leading scorers. Matt will play college lacrosse at the Division III level next season at Wittenberg (Ohio). He will be joined at Wittenberg by Eagle teammate Riley Boehm. Scott Hugdahl, the twins’ father, is Eden Prairie’s varsity assistant working with head coach Ryan Ward. He has coached his sons throughout their youth and high school careers.

Title aspirations The prep athletic careers of Mitch and Matt Hugdahl are nearing an end. The brothers are hoping to extend their senior seasons for two more weeks. Eden Prairie opened the Section 6 playoffs with a 15-0 quarterfinal win over Hopkins May 26. Matt Hugdahl scored four goals and Mitch added one goal. Brooks Armitage had three goals, Jake Woodring scored two

Wayzata last season,” said Mitch, who was a starting linebacker for the Eagle football team last fall. “This team has meshed well and has a chance to go far in the playoffs.” Matt would like to team with his brother for four more playoff games. “We have always played lacrosse together and both of us like the fast-paced action of the sport,” said Matt Hugdahl. “We used to play a lot of lacrosse in our neighborhood and did break a few lights and windows along the way, but the neighbors HUGDAHL: TO PAGE 23

Eagles avoid section baseball upset BY GREG KLEVEN • SUN NEWSPAPERS

Eagles vie for title It is tournament time for high school spring sports teams. Eden Prairie’s Section 2AA championship boys tennis squad is seeking to repeat as state team champion. The No. 1-ranked Eagles will be favored to win a second consecutive state title during team competition Tuesday, June 7, and Wednesday, June 8, at the University of Minnesota Baseline Tennis Center. State singles and doubles competition takes place Thursday, June 9, and Friday, June 10. Play begins at 8 a.m. each of the four days.

Section 6AA track outlook Eden Prairie’s boys track and field team is favored to repeat as Section 6AA champion. Section preliminaries were scheduled June 1. The section finals are 10:30 a.m. Friday, June 3, at Hopkins High School. Eden Prairie’s Mike Sandle is expected to be one of the event’s top performers. Sandle will be the athlete to beat in the 110- and 300-meter hurdles as well as the triple jump.

Eagles host final four tournament Eden Prairie’s Round Lake Stadium is the site of the Class 3A, Section 2 baseball final four tournament. Top-seeded Eden Prairie meets Prior Lake at 5 p.m. in the double-elimination playoffs. Losers’ bracket teams meet play at 10:30 a.m. Saturday, June 4. The winners’ bracket game is 1 p.m., followed by another losers’ bracket contest at 3:30. The title game is 7 p.m. Tuesday, June 7. If necessary, a second game will be played at 7 p.m. Wednesday, June 8, to determine the section champion. Section 2 final four teams are No. 1 seed Eden Prairie, fifth seed Prior Lake, third seed Shakopee and seventh seed Chanhassen. – Compiled by Greg Kleven

There was plenty of pressure on Eden Prairie to win its Class 3A, Section 2 baseball playoff game against Mankato West May 28 at Round Lake Stadium. A loss would have eliminated the defending state champion Eagles from the tournament. Eden Prairie must have felt that pressure after falling behind by three runs after two innings. However, the Eagles regained their composure and battled back to defeat Mankato West 9-6 and improve their overall record to 17-4. Eden Prairie’s coaches, players and fans were relieved to get that first playoff win and secure a berth in the double-elimination, portion of the Section 2 tourney. It also means the Eagles will host the remainder of the tournament at Round Lake Stadium. The top-seeded Eagles meet Prior Lake at 5 p.m. Thursday, June 2. Winner of that game will play again at 1 p.m. Saturday, June 4, while the loser will be in action at 10:30 a.m. that day. Final-round games are 7 p.m. Tuesday, June 7, and Wednesday, June 8, if necessary. “We were relieved to get that first playoff game out of the way,” said Eden Prairie coach Mike Halloran. “I like the way we battled back against Mankato West. We got the bats going and were able to score nine runs.” BASEBALL: TO PAGE 23

Eagles bid for second straight boys tennis title BY GREG KLEVEN • SUN NEWSPAPERS Eden Prairie will try for its second consecutive state Class AA boys tennis tournament team championship next week. The Eagles worked hard for their return trip to state. Eden Prairie swept the three doubles matches to defeat Minnetonka 4-3 in the Section 2AA final May 24. “Minnetonka came ready to play, but our doubles teams played well to help us win,” said Eden Prairie head coach Dean Rudrud. “We have been concentrating on getting stronger in doubles competition. “Our doubles teams really came through for us against Minnetonka.” Eden Prairie recorded one of its four team points at first singles. Scott Elsaas, who has battled shoulder problems this season, earned a 6-4, 6-3 victory. However, the Skippers were able to pre-

vail at the other singles positions. Eden Prairie’s singles cast consisted of Elsaas, Salam Bachour, David Zhou and Ian English. The Eagles battled back to win all three doubles matches. Yiding Hou and Michael Chen had a 6-0, 6-2 win at first doubles. Darek Johnson and Kelvin Gu teamed for a 6-4, 3-6, 6-3 victory at second doubles. Soham Shah and Sam Doud won 6-3, 6-3 at third doubles. Eden Prairie defeated Mankato West 7-0 in the semifinals May 24. Eden Prairie will compete in the state team tourney Tuesday, June 7, and Wednesday, June 8, at the University of Minnesota Baseline Tennis Center. State individual action begins at 8 a.m. Thursday, June 9, and Friday, June 10. “We are trying to become a premier tennis program and hope to do well at state again this season,” said Rudrud.

Hugdahl FROM PAGE 21 were pretty cool about it. “It will be different not playing on the same team with my brother in college.”

Fatherly advice Scott Hugdahl passed on his love for lacrosse to his sons after he played the sport in high school while growing up in Denver. Then he competed on a club team at the University of Colorado. Scott coached his sons for the past decade and also has served as Eden Prairie boys lacrosse program director

lead with four runs in the bottom half of that inning. Adam Bray had three hits and one RBI for the Eagles. Blasy finished with three hits and three RBI. Bray was the winning pitcher and improved his record to 4-0. He struck out 10 in six innings. Reliever Grant Soderberg pitched the final inning to record a save. Eden Prairie concluded its regular season with a 2-0 victory over St. Thomas Academy May 23. Bray struck out nine and gave up one hit in six innings. Soderberg worked the last inning to get a save. since 2004. He has been part of several state lacrosse boards as well. “I debated whether to put up a basketball hoop in our driveway or buy a lacrosse goal to put in our yard 10 years ago,” said Scott. “I decided to go with the lacrosse net and the boys seemed to take to the sport right away. “They played lacrosse many hours in our yard and broke almost every window on our house and a few of our neighbors’ lights when they were throwing balls around. But it has been rewarding coaching them and the other 12 seniors on our varsity throughout the years.” In the next few weeks the Hugdahl brothers hope to break the hearts of their playoff opponents, instead of windows.
