n Rondes Aquest és un llibre circular, com les rondes. No té inici ni final, i cada una de les quatre parts de què consta són l’origen i el destí d’una lectura que es pot fer a 80 km/hora o en què ens podem aturar per explorar els seus condensats episodis.

També és un llibre obert, pensat per no estar confinat entre pròlegs ni epílegs categòrics, sinó més aviat per incorporar múltiples mirades i reflexions que, fins i tot, poden ser contradictòries. N’hi ha de molt precises i rigoroses, i de més prosaiques i subjectives, però totes aporten densitat i complexitat sobre una realitat urbana –les rondes– amb moltes llums i ombres, però, sobretot, amb grans oportunitats pel futur de la metròpoli i els seus ciutadans.

Tot i ser una realitat a moltes ciutats occidentals, els cinturons, les périphériques, els ring roads o les rondes avui són qüestionades per l’ineludible canvi de paradigma sobre la mobilitat. Amb el temps, el motiu pel qual van ser ideades s’ha anat diluint a causa de la saturació de la capacitat, cosa que ha acabat generant més trànsit del que la ciutat és capaç d’absorbir. A aquest fet pervers de no poder resoldre el problema de la congestió –ni el de la contaminació subsegüent–, sinó tot el contrari, cal sumar-hi el fet desequilibrant ­d’haver-se pensat i construït sense tenir gaire en compte ni el transport públic ni gran part de les necessitats del territori que travessen. Des d’aquesta lògica, avui les autopistes urbanes s’estan repensant arreu partint de la idea d’una nova justícia socioespacial on el gran protagonista del passat –el vehicle privat tal com el coneixem avui– té les hores comptades.

La Ronda és... La Ronda és ciutat, la Ronda és metropolitana, la Ronda és connector i la Ronda és frontera. La Ronda representa un model de ciutat passat i un model de futur en transformació.

La Ronda és un espai viscut, obert, sofert, de relació, que vincula però també separa i ofega. Les rondes són diverses i es comporten de manera diferent segons el territori que travessen.

La Ronda no és, la ronda són n Rondes.

La Ronda és una, però té dos noms: Litoral i de Dalt, i quatre referents geogràfics: mar, Besòs, muntanya, Llobregat, sis trams diferenciats, vuit seccions tipus... i n interaccions amb un territori que l’acull amb intensitats i compromisos ben variats. Les dades que tenim (i els problemes i les possibles solucions que se’n deriven) difícilment podran ser referències globals per a tota la infraestructura. Per això no podem parlar d’una ronda, sinó d’un espai polifacètic i divers: amb trams més urbans que d’altres, alguns que fan més de connectors i d’altres més de frontera, amb zones més contaminades i zones més verdes.

En aquest capítol presentem les principals dades sobre les rondes i el seu territori en relació a temes de mobilitat, medi ambient, paisatge i socioeconomia. Aquesta informació diversa se sintetitza i presenta en vuit «afirmacions» i tres articles de Cristina Jiménez, Manel Villalante i Josep Parcerisa, que permeten aproximar-nos a una anàlisi tècnica i precisa del que ha passat, del que està passant i del que podria esdevenir a la infraestructura i als barris per on discorre.

Les dades que apareixen en aquest capítol provenen de diferents fonts. D’una banda, s’han consultat plans, estudis i projectes impulsats per diverses entitats públiques com ara l’Ajuntament de Barcelona, l’Àrea Metropolitana de Barcelona (AMB), l’Autoritat del Transport Metropolità (ATM), l’Associació de Municipis per la Mobilitat i el Transport Urbà (AMTU), la Generalitat de Catalunya o el Ministeri de Foment. Tots ells fets pels serveis interns d'aquestes administracions o altres agències públiques, com són l'Institut d'Estudis Regionals i Metropolitans de Barcelona (IERMB), en col·laboració amb l'Institut de Govern i Polítiques Públiques (IGOP) de la Universitat Autònoma de Barcelona, l'Agència d'Ecologia Urbana de Barcelona (BCNecologia), l'Agència d'Energia de Barcelona (AEB) o Barcelona Regional (BR). De l’altra, s’han utilitzat fonts estadístiques de l’Ajuntament de Barcelona, de l’Institut d’Estadística de Catalunya (IDESCAT) i del cadastre.

Pel que fa a les dades relatives a la mobilitat, la principal font és l'INMAB (Interconnection of networks, port, airport and optimal traffic management in the Metropolitan Area of Barcelona, the European Node Mediterranean Corridor), un projecte en curs liderat per l’Ajuntament de Barcelona i cofinançat per la Unió Europea que té com a objectiu fer de les rondes una infraestructura de transport més eficient i més ben integrada en l'entorn urbà i metropolità, més segura i més responsable ambientalment parlant en el marc d’un nou paradigma de mobilitat urbana.

Unes reflexions sobre el futur de les rondes L’any 1992 s’inauguraren les rondes i l’anell viari de la plaça de les Glòries.

Amb aquests grans projectes es tancà un llarg període en què es van destinar importants inversions en infraestructura viària per consolidar una potent xarxa d’autopistes i autovies d’accés a Barcelona que donés resposta als problemes de mobilitat d’una ciutat que estava en ràpida expansió i creixement.

L’èxit de les rondes al llarg d’aquests darrers vint-i cinc anys s’ha traduït en unes intensitats de trànsit diàries molt elevades, que està portant el funcionament d’aquesta infraestructura al límit de la seva capacitat.

Però el problema no és només de capacitat. Els paradigmes de mobilitat també han canviat, i fa temps que a Barcelona, com a moltes altres àrees urbanes arreu del món, s’ha pres consciència que el model de mobilitat basat exclusivament en el cotxe és social, econòmic i ambientalment insostenible. S’ha passat d’una aposta incondicional pel cotxe a qüesti-

onar-ne la presència a la ciutat i a prioritzar la d’altres mitjans de transport. Així, l’important augment de capacitat que es va assolir a la xarxa arterial d’accés a Barcelona amb la construcció de les rondes1 ara és vist per a molts com un problema important de salut, per la contaminació que generen els vehicles.

Per tant, en el marc de les discussions que s’estan duent a terme al voltant del futur de les rondes, sembla oportú plantejar unes quantes reflexions: LES RONDES: VIA URBANA O INTERURBANA? Inicialment planificada com una infraestructura viària de caràcter metropolità i regional amb funció predominantment col·lectora i distribuïdora, avui dia les rondes també són un gran connector urbà entre barris de Barcelona, i de la resta de municipis de l’àmbit territorial Rondes. 2 La configuració d’un anell viari que permet fer la volta a la ciutat en mitja hora ha permès reforçar el paper de canalitzador de la mobilitat interna, i especialment com articulador de la relació de Barcelona amb un front marítim que està assolint una centralitat i unes demandes creixents de mobilitat.

En aquest sentit, la discussió sobre la prioritat de la funcionalitat i la possibilitat d’anar cap a un model d’integració de les rondes a la xarxa bàsica de ciu-

tat se situa al cor del debat de diferents projectes d’ampliació i de transformació que actualment es troben en fase d’obres i de planificació en diferents trams de les rondes. 3 QUINES SÓN LES ALTERNATIVES ALS PROBLEMES DE CAPACITAT? N’HI HA PROU AMB L’APOSTA TECNOLÒGICA? Les cues que diàriament col·lapsen les rondes a les hores punta són un problema important per al milió de persones que es mouen per aquest anell viari i per a l’important contingent de camions i furgonetes hi circulen.4 En els pròxims anys és evident que la millora d’aquesta gran infraestructura viària passarà per optimitzar-ne el funcionament amb una forta aposta tecnològica i mesures de gestió, ja que les possibilitats d’ampliar físicament les rondes són limitades, i en tot cas molt complexes.

Però si bé les millores en la funcionalitat mitjançant tecnologia i gestió en la via són del tot necessàries, caldrà comptar amb actuacions igualment ambicioses de millora i ampliació del transport públic d’alta capacitat, sobretot allà on els dèficits són més acusats. Així, és del tot urgent activar les inversions pendents a la xarxa ferroviària de Rodalies i superar les discrepàncies i la manca d’acord sobre quina és la millor solució tècnica per dotar de servei ferroviari un front litoral avui sense cap altra alternativa que una ronda Litoral col·lapsada.

QUINES RONDES VOLEM? QUINES RONDES NECESSITEM PER AL FUTUR? Predir com serà la mobilitat en els pròxims anys és arriscat, tot i que ja s’aprecien i s’intueixen certes tendències.

D’una banda, el futur amenaça amb un increment del nombre de vehicles circulant per les noves pautes de consum, la generalització dels vehicles elèctrics i la implantació de noves forma de mobilitat mitjançant flotes compartides de vehicles. Pel que fa a la introducció dels vehicles connectats i més autònoms, cal pensar en les possibilitats que ofereix el tronc central de les rondes, que discorre de manera segregada de la trama urbana de ciutat, sense les interaccions que es produeixen als carrers de la ciutat.

D’altra banda, les polítiques de mobilitat urbana tenen com a repte reduir la presència del cotxe als centres urbans amb l’objectiu de millorar la qualitat de l’espai públic i prioritzar altres modes de transport per superfície més eficients.

Per tant, de la mateixa manera que la construcció de les rondes a finals dels anys vuitanta es va fer amb visió de mobilitat i una forta ambició per introduir canvis en un model viari de ciutat que ja s’intuïa caduc, ara cal mirar endavant i jugar fort en la transformació d’aquesta gran infraestructura, la qual ha de continuar sent una peça important del model de mobilitat dels pròxims anys.

Les rondes connecten la ciutat de Barcelona amb la seva metròpoli i regió.

Cada dia circulen per les rondes de Barcelona uns 760.000 vehicles, aproximadament un milió de persones i un elevat volum de mercaderies.

La majoria d’aquests vehicles, que són gairebé tot privats, tenen com a origen o destinació la ciutat de Barcelona.

Les rondes fan diferents funcions, i la principal és distribuir el trànsit de connexió entre el territori Rondes (ciutat de Barcelona i municipis en contacte amb la infraestructura) i la resta de l’àrea metropolitana, regió i exterior.

Sense oblidar que també canalitzen el trànsit intern d’aquest territori Rondes i un rellevant trànsit de pas.

Els gairebé dos milions de desplaçaments diaris de connexió amb la ciutat de Barcelona es fan a parts iguals entre el transport públic i el vehicle privat. Les rondes són una infraestructura fonamental per a aquesta mobilitat privada.

Les persones que hi circulen ho fan majorità­ riament per raons laborals i diàriament. Tres de cada quatre conductors són homes.

LES RONDES CONNECTEN

TIPUS DE TRÀNSIT Les rondes atenen diverses ­fun­cionalitats. La primera i més important és canalitzar el trànsit de connexió entre el territori ­Rondes i la resta de l’àrea metropolitana, regió i exterior.

Les comarques del Baix Llobregat i del Vallès Occidental són les que generen més viatges.

En segon lloc, les rondes articulen els moviments dins d’aquest territori. El gruix més important de viatges són de connexió entre la resta de municipis del territori Rondes i Barcelona, seguit dels moviments interns de la ciutat (només un 14% del total) i en una proporció molt menor els moviments entre la resta de municipis.

Per acabar, les rondes fan una funció de canalització del trànsit de pas. La ronda de Dalt té un paper més important, ja que acull principalment desplaçaments entre el Vallès i el Baix L ­ lobregat.

La Litoral absorbeix els fluxos entre Badalona/Maresme i el Baix Llobregat.

menyspreable (8%), i se situa només per sota d’altres vies com són l’AP-7 i l’A-2. Cal tenir en compte que les rondes són una infraestructura eminentment urbana i amb restriccions importants per a la circulació d’aquest tipus de vehicles.

El transport públic hi té una presència molt petita, relegada bàsicament a l’ús del taxi, mentre que la ­circulació d’autobusos és mínima.

Tres de cada quatre vehicles que circulen per les rondes responen a la mobilitat de persones; la resta, un de cada quatre, es destina al transport de mercaderies o són vehicles de serveis.

Un 73% dels vehicles són turismes. El percentatge de motos és inferior al de la resta de la ciutat, i, en canvi, el de furgonetes i camions és superior.

Les dues rondes però, no tenen el mateix comportament. La L ­ itoral acull un volum molt més elevat de vehicles pesants, a causa de les ­relacions amb el port i els ­polígons industrials de la Zona Franca, el Besòs

i el ­Llobregat; de taxis, pels moviments a l’aeroport, la terminal de creuers i Ciutat Vella, i d’autobusos de connexió amb la ­ciutat però sense servei a les rondes. La de Dalt té una proporció molt més alta de turismes. ↗

Una altra característica del trànsit a les rondes és la baixa ocupació dels vehicles. Un 65% tenen un sol ocupant. El perfil majoritari de l’usuari de les rondes és el d’un home sol que es desplaça cada dia a la metròpoli per motius ocupacionals. ↗ La major proporció d’homes està en coherència amb els patrons de mobilitat de fer més desplaçaments de connexió que les dones, utilitzar menys el transport públic i treballar més en el sector del transport i la logística.

PHD. Architect and Landscape architect.

Since 2002, she combines academic practise with professional activity. She collaborated with the Centre for Landscape Research and Projects (CRPP, according to its acronym in Catalan) at the Polytechnic University of Catalonia (UPC) and with various professional studios, with which she develops projects and research in analysis and strategic planning in the areas of landscaping and urban planning. In the academic field, she has been an assistant professor on the Master’s in Landscape Architecture and the Master’s in Landscape (MBLandArch) programme since 2006-14.

Civil engineer (1982) and Doctor of Sea Sciences through the Polytechnic University of Catalonia (UPC). He was a professor at the Civil Engineering School Barcelona between 1991 and 2000. From 2001 to 2004, he was assistant director of the Planning and Projects of the General Directorate of Ports and Transport of the Government of Catalonia. Between 2005 and 2014 he worked as technical director of the Metropolitan Transport Authority of Barcelona.

Since 2014 she is adjunct professor in the Department of Urban and Territorial Planning (DUOT, according to its acronym in Catalan) at the Barcelona School of Architecture (ETSAB) of the UPC. In 2013, she joined Barcelona Regional, where he currently holds the position of head of Urban Analysis.

CARME RIBAS SEIX Architect, graduated from the Barcelona School of Architecture (ETSAB).Diploma in Landscape Architecture. She worked in the Department of Urban Projects at Barcelona City Council, between 1980 and 1987. From 1985 to 2017, he has shared a professional study of architecture with Pere Joan Ravetllat.

She teaches Architectural Design at the ETSAB, where she also has held teaching in Landscape studies. She is currently the manager of the Besòs Consortium.

MIQUEL PYBUS OLIVERAS Geographer. He holds a master’s degree in Territorial and Population Studies from the Autonomous University of Barcelona (UAB), and a master’s degree in Urban Management from the Erasmus University of Rotterdam. He has worked as a researcher at the Observatory of Urbanisation (OU) and in the IGOP (Institute of Government and Public Policy) of the UAB. In 2011, he joined Barcelona Regional, where he currently holds the position of head of Urban Strategy.

On 1st October 2014 he was named director of the Llobregat Delta Plan Strategic Office of the Barcelona City Council.

MARC MONTLLEÓ BALSEBRE Born in Barcelona in 1971. He holds a degree in Biology from the University of Barcelona (UB). He has a master's degree in Environmental Engineering from the Catalan Institute of Technology (ICT) at the Polytechnic University of Catalonia (UPC). Since 1999 he has worked in the public company Barcelona Regional, where he has held the position as the director of Environmental Projects since 2011. He has taught in the framework of the master’s degree in City Management at the Open University of Catalonia (UOC) since 2008, teaching the following subjects: Environment and Urban Metabolism, and New Paradigms of Urban Sustainability. He is the coordinator of the module Social Metabolism, Sustainability, which forms part of the master’s degree in Urban and Territorial Development, since 2015.

The Ring road is... The Ring road is city, the Ring road is metropolitan, the Ring road is connection and the Ring road is border. The Ring road is a space which is lived-in, open, and which creates relationships and connections, but also separates and suffocates. Ring roads are diverse, and often provide contradictory responses to citizens’ needs. The Ring roads represent a former model of the city and a model of the future in transformation. This chapter recounts an academic initiative – a hackathon – in the framework of the Corporation of Architecture Studios (CTPA-Corporació de Tallers de Projectes d’Arquitectura), Barcelona Regional’s 25th anniversary and the Open City Biennial of Thought, that allowed 500 students from nine architecture schools to enter into direct contact with the Ring roads in order to re-examine them and to solve practical challenges collectively.

When couples, associations, companies or agencies reach their 25th anniversary, it is a memorable event that should be celebrated.

The accelerated transformations and emergencies of society and of life itself force us, day after day, to reconsider our feelings and the suitability of past connections. While our needs of 25 years ago required specific structures to meet the challenges of the time, today these challenges have changed, and most probably the people who detected and tackled them may no longer have the training or the emotional availability to take on new commitments. This is why both family and company commitments to permanence must be built on the understanding that they will change and require a constant, day-by-day capacity for adaptation. To celebrate 25 years of any company, then, is to celebrate its tenacious, ongoing transformation.

The 25th anniversary of Barcelona Regional (BR) is no exception.

The creation of the agency dates back to December 1993, the result of a series of situations related to the end of the Olympic Games.

BR was created to retain the enormous talent of a technical team that had performed the miracle of undertaking the city’s most significant transformation in recent history with the desired quality and timeliness. The new agency was brought into existence with two consecutive missions: first, to push on with the long list of pending projects, and second, to reconsider new urban challenges, on the back of the successful Olympic model. Thinking big, incorporating metropolitan projects that aimed to comply with the public’s continuing high expectations after the Games.

The planning of the arrival of the high-speed train to La Sagrera ↗, the environmental recovery of the river Besòs ↗, the transformation of the Llevant beach sector of coastline, the Fòrum ↗, the expansion of the airport, the port and the deviation of the Llobregat river ↗ are some of the strategic projects that BR took on in its early days, and to which many others have subsequently been added with varying degrees of importance in response to new sensitivities and a variety of different political focuses. BR’s trajectory over this quarter century runs parallel to the history of Barcelona, incorporating methodological and content changes into the way urban development is handled. While in the beginning the agency focused mainly on the implementation of infrastructures, over time its interests have swung towards environmental concerns and the growing number of pressing social needs.

In this sense, BR has transgressed limits (technical and political) and has adapted to changes, evolving towards becoming a more complex organisation that incorporates a richer variety of disciplines. An evolution that was already planned in the bold choice of its original name: Barcelona Regional. The agency was created

by Mayor Pasqual Maragall and the architect Josep Anton Acebillo with the idea of going beyond the city of Barcelona, setting policies in agreement with the rest of the metropolitan municipal-

Within the referential framework that we have adopted to order the selection of works, in the Intra-Rondes space we have included operations in Sants and La Sagrera. These are two projects linked by the railway substratum that characterises them, and both of which also have stations that can be classed as key for the city. The operational Sants station, which has reached its maximum capacity for tracks and platforms, and La Sagrera, which is currently under construction and has great potential thanks to its intermodality. Although their territorial impacts are quantitatively and qualitatively different, they share a common intergovernmental negotiation and relationship scenario. In addition to conceiving them, Barcelona Regional (BR) has provided the technical rigour required for their municipal strategies and proposals and has actively aided Barcelona City Council in its relations with the rest of the administrations involved.

The 22@ district, once it gained definitive approval in 2000, has always operated within a framework in which Barcelona City Council leads its transformation without having to enter into dialogue with other administrations, although it has formed an intense and ongoing relationship with the property managers and companies that operate there, in which the implementation of the PEI (Special Infrastructure Plan) drafted by BR plays a key role.

Park Güell, one of the city’s green spaces and the second biggest tourist attraction in Barcelona after the Sagrada Família, brings together many of the challenges that Barcelona faces as a global city, such as the determination of tourism pressure on the wellbeing of residents and the sustainable management of natural and cultural heritage of incalculable value. Its management is strictly municipal and citizens (locals and visitors) are the ultimate reference point in the studies and proposals that BR has prepared.

In addition to working on projects with specific locations, BR has developed a series of projects that focus on analyses and proposals concerning urban systems, such as the environment, mobility, economic activity and the relationships between climate-energy and housing-tourism. In many of these proposals, BR’s initial vague remit took on more weight and became more defined in parallel with the evolution of the various disciplines, public opinion and management problems. In their day they had been considered new, but they now form an inalienable part of Barcelona City Council’s urban development agenda. This avantgarde attitude and the desire to be innovative are characteristics ingrained in the level of self-demand that BR imposes on itself without any moral connotations, accepting them as simply part of its ordinary responsibility.

The strategic La Sagrera project, which started in 1993 in preparation for the future arrival of high-speed rail to Barcelona, consists of the transformation of a 164 ha area arranged along a 3.7 km corridor that was historically occupied by railway infrastructure.

This infrastructure has had a major impact on the neighbourhoods of Sant Martí and Sant Andreu, causing a division that has separated them for years. The project, which is still under way and has a clearly metropolitan scope, is being jointly developed by the three competent administrations: the Ministry of Development, the Government of Catalonia and Barcelona City Council.

Along with the 22@ district and the Fòrum area, La Sagrera represents one of the major operations within the renovation strategy implemented for the east of the city. Moreover, in broad strokes and to varying degrees, the project incorporates all the major areas of contemporary urban development: the urban integration of transport infrastructure; public space as an element for social and environmental integration; the implementation of new housing developments and activities in high-density urban spaces, and the economic impact of new infrastructure on the urban environment. Despite its size, location and functions, the La Sagrera project has a metropolitan and regional scope and it also represents the opportunity to provide a response to local historical problems.

La Sagrera project includes the railway infrastructure of more than 80 km of track, the intermodal station, which acts as the hub of this new area of centrality, and an urban regeneration plan for the entire area under transformation. The intermodal station, organised into various levels, is planned to have high-speed lines and lines for local and regional trains. It is designed to have the capacity for 100 million users per year and represents the strategic focus for the development of Barcelona Metropolitan Area’s public transport network. The project also contemplates new car parks and a bus station, in addition to a direct connection to the metro lines. La Sagrera intermodal station is designed to be the central point of an area that will be strengthened by the construction of new tertiary buildings adjacent to it.

Specifically, La Sagrera project will keep the tracks running through the subsoil, covering the new sections of track with a new space that, once integrated into the existing urban fabric, will be a linear park some 3.7 km in length and covering more than 40 ha. Moreover, more than 44 ha of new streets and public spaces and 20 ha of new facilities are planned. These spaces will cover the 38 ha of railway infrastructure and unite neighbourhoods that have historically been separated by the train and the area’s physical relief.
