LOW INCOME ENERGY ASSISTANCE PROGRAM (LEAP) The Colorado LEAP program is a federally funded, state-supervised, countyadministered system designed to assist households that meet income eligibility requirements with winter heating costs. Residents can apply for the program between November 1 and April 30, 2013. This is a mail-in only program. All correspondence will be via U.S. mail.

How to Apply? Simply complete a LEAP application and send it to Adams County Human Services. Applications may be downloaded from the Colorado Department of Human Services website: Or you can request an application by calling HEAT HELP at 1-866-432-8435. Mail to or drop off your application at the Adams County Human Services Commerce City location: Adams County Human Services 7190 Colorado Blvd. Commerce City, CO 80022 (1st floor lobby “LEAP Drop Box” or the “Drop Box” located outside at the front of the building.) What should I do if my heat is going to be shut off or my heat is disconnected? If you apply for LEAP and receive a shut off notice or have your heating service disconnected, bring your application to the Adams County Human Services office located at 7190 Colorado Blvd., Commerce City, along with your disconnect/shut-off notice. Note: If dropped off in Aurora, it will delay the processing of the application since the LEAP staff is located in Commerce City.
