GREENPORT — The investigation into the death of a 1-year-old Greenport boy Tuesday morning remains active, state police Troop K public information officer Aaron Hicks said. An autopsy was performed Wednesday morning at Ellis Hospital in Schenectady, Columbia County Coroner Michael Blasl said. The results of the autopsy were not released, said Blasl, who cited the continuing investigation by

state police, Blasl said. The boy was taken to Columbia Memorial Health by Greenport Rescue Squad after they were called to his home at 156 Ten Broeck Lane in response to a reported medical condition, at about 9:11 a.m. Tuesday, Hicks said. The boy was later pronounced dead at Columbia Memorial, Hicks said. The Ten Broeck Lane home where the boy lived, apartment No. 1, was ordered shut down Tuesday afternoon by Greenport

The Capital District Region may be headed for phase 4 of the reopening process July 1, but don’t expect to head to the mall, movie theater or gym right away. While five regions in New York state are slated to begin phase 4 of the economic reopening Friday following the COVID-19 outbreak, and the Capital Region could begin next Wednesday, three businesses — malls, gyms and movie theaters — are not part of phase 4 at this point, Gov. Andrew Cuomo said Wednesday. The reopening of those businesses in other states and regions is still being studied, Cuomo said. “There is new information that comes out on this virus every day, and anyone who thinks this is a static situation is wrong,” Cuomo said. “We are continuing to study the most recent developments. We are looking at what happened in other states. There are some reports that malls, bars, certain social clubs with air conditioning, that air conditioning might not be cleansing the air of the virus and just recirculating the virus.” A date for when those businesses could reopen was not immediately known. “As soon as we get some more information, we will make an informed decision,” Cuomo said. Alex Rosenstrach, owner of ClubLife Health & Fitness in Valatie, reopened his business in May and was ticketed for it. The gym remained open Wednesday. Rosenstrach questioned the governor’s authority to require businesses to shut down. “It’s unconstitutional and unjust. He doesn’t have the right to do any of this,” Rosenstrach said. “He is just digging his own grave. NEW YORK — Travelers must self-quarantine for 14 days when they arrive in New York from states with high coronavirus transmission and positive testing rates, officials said, otherwise they will be subject to fines or other penalties. As a COVID-19 surge sweeps through 27 states and Puerto Rico, Gov. Andrew Cuomo, D-N.Y.; Gov. Phil Murphy, D-N.J.; and Gov. Ned Lamont, D-Conn., imposed a tri-state order mandating a two-week self-quarantine for travelers who fly or arrive in New York, New Jersey or Connecticut from states with more than a 10% positive coronavirus test rate over a seven-day average. The advisory goes into effect at midnight Thursday, and applies to both out-ofstate and in-state residents. As of Wednesday, travelers from Alabama, Arkansas, Arizona, Florida, the Carolinas, Washington, Utah and Texas are expected to selfquarantine when arriving in New York, New Jersey or Connecticut. “It’s just common sense,” Cuomo said during a pandemic briefing Wednesday in his Manhattan office. “If you’re in a place that has a high infection rate, we

don’t want to see the infection rate increase here. We worked very hard to get the virus transmission rate down. We now have to make sure the rate continues to drop. “It’s the spirit of community,” the governor added. The quarantine policy is uniform across the three states, but each state is responsible for enforcing the policy.

“We have taken these three states to hell and back,” Murphy said. “The last thing we need to do is subject our folks to another round. If you’ve been in a state that has a high infection rate, do the right thing. Take 14 days to self-quarantine.
