CAIRO — Two months after the Cairo Town Board approved the dispersal of $61,860 in U.S. Department of Housing and Urban Development grant funding, Town Councilman Tim Powers wants the board to amend the resolution it passed on March 7. During the board’s meeting Monday, Powers presented an amended resolution that he contends would correct the public record on the board’s decision to grant $50,000 to the

Cairo Development Foundation and $5,930 apiece to Mountainview Enterprises and Emmy Cross as part of the HUD Residential Rehabilitation Grant. As Powers began to read his amended resolution on Monday night, Watts interjected. “We’ve talked about this every meeting so far, Tim,” Watts said to Powers. “We’re going to until I get a vote on it,” Powers replied. “So I prepared a resolution that pretty much sums up what actually happened.” Powers then proceeded to

read his amended resolution: “Be it resolved that the funds shall be dispersed by an act of the Cairo Town Board majority, setting aside the terms and conditions of the grant and the recommendations of the residential specialist, Delaware Engineering.” Powers then requested a roll call vote at Monday’s meeting, with Powers voting yes on the measure and the rest of the board abstaining. “I have no further confidence See HUD A2

HAINES FALLS — New York State Forest Rangers returned to Haines Falls to train with the latest equipment and techniques so they are prepared when they respond to emergencies in Greene and Columbia counties. On April 25 and April 28, Region 4 forest rangers and lieutenants participated in an annual Operation Level technical rope rescue training to keep up-to-date on rope rescue skills, said Department of Environmental Conservation spokesman Jeff Wernick on Wednesday. The two-day training was held at the Catskill Mountain House site at DEC’s NorthSouth Lake Campground,

Wernick said. Part of the rangers’ training included how to use component-based, dual capability two-rope systems to perform a vertical litter hoist using a pikeand-pivot technique to navigate the edge rather than a high directional anchor, Wernick said. Pike-and-pivot is a technique developed in the mid-1990s as a method for hoisting a litter stretcher up a steep cliff and negotiating a 90-degree edge at the top. The technique greatly reduces the effort needed to execute the transition using more traditional methods. Town weighs new 15-year Mid-Hudson contract By Ted Remsnyder Columbia-Greene Media

CATSKILL — Town officials are weighing a new 15-year agreement with Mid-Hudson Cablevision that would see the town receive a franchise fee of 3% of gross revenue that the company collects from recurring cable television services to its subscribers. The Catskill Town Board held a public hearing on the proposed agreement during its meeting Tuesday. The contract with Mid-Hudson Cablevision does not preclude additional cable companies from providing services in the town. “The 15-year agreement has been what’s historically been done,” Town Supervisor Dale Finch said during Tuesday’s meeting. “It’s a non-exclusive agreement so if another

company was available to come in or wanted to bring competition in, we would be open. So this agreement does not in any way affect the competitiveness of the market.” The 3% franchise fee that the town receives from the cable company on an annual basis is derived from recurring cable subscriptions, pay-perview purchases and advertising sales. Cablevision revenues from high-speed internet are not included in the franchise fee agreement. “We have Mid-Hudson Cablevision that covers most of the town and then when you get into the southern area towards Ulster County, like the Palenville area, we also have a similar agreement with Time Warner,” Finch said See CONTRACT A2
