CATSKILL — County lawmakers approved a resolution to apply for Alternative to Incarceration funding. The annual application to the state Division of Criminal Justice Services is based on the number of people placed in the community service program administered by the probation department, and the number who completed the program, county Probation Director Alan Frisbee told

lawmakers. This year’s application is for $5,835, according to the resolution. The county receives $83 for each person placed and $112 for each person who completes the program, Frisbee said. The state’s target numbers for the probation department are 35 placed and 26 completed, he said. With a 17% placement rate and 38% completion rate, Frisbee doubted that the county would reach the state’s goal.

“We’re not going to hit that target unless there is a drastic increase in [the] next three months,” Frisbee said. The funding is allocated July 1, 2019 to June 30 2020, he said. “If we don’t meet that target number, we get a proportional amount of it,” Frisbee said. The district attorney’s office is always looking for candidates for the community service program, District Attorney Joseph Stanzione said. See SERVICE A8

CAIRO — Seven months after the town board awarded state grant funding to a local nonprofit, residents learned that the town is still accepting applications. In August the town board passed a resolution authorizing a $50,000 U.S. Housing and Urban Development grant from 1998 to be awarded to the Cairo Development Foundation. Town board members Mary Jo Cords and Jason Watts and former member Daniel Joyce voted in favor of the resolution. Former Town Supervisor Daniel Benoit, whose wife Diana Benoit is co-president

of the foundation, abstained from the vote and former Councilman Gary Warner was absent. The funding, which originated with HUD, transitioned into a Community Development Block Grant, which is an arm of the HUD grant formula, that was managed by the Catskill Mountain Housing Development Corp., Elsom said. Kaaterskill Associates Principal Engineer Darrin Elsom, along with Project Manager Brandan Bachor will be reviewing applications for the funding, Elsom said Thursday. Kaaterskill Associates serves as the Rehabilitation Specialist for the funding, Elsom said,

adding that the firm is doing the work pro bono. “Kaaterskill had not received a completed application,” Town Supervisor John Coyne said. “We encourage anyone who is income eligible to apply for this loan opportunity whether it be a homeowner or the Development Foundation.” Coyne declined to address the possibility that the board may have acted prematurely seven months ago. “I can’t answer for them and what they did before,” Coyne said. “It’s open to the community.
