Chairman Patrick S. Linger, RNew Baltimore, said. Teachers across the county are preparing lesson plans and students will be expected to conduct all lessons at home starting Wednesday until Mar. 27. Internet access is an issue for many in Greene County. The Coxsackie-Athens Central School District estimates that about 5% of its students have no internet at home, Superintendent Randall W. Squier said.

ALBANY — With an absence of federal guidance, Gov. Andrew Cuomo issued an executive order Monday to allow the state to increase hospital capacity after calling on the federal government to equip states with temporary medical centers before
hospital beds are overwhelmed with coronavirus patients. The state will fall back to organize the National Guard, building unions and private developers to identify sites to retrofit existing facilities — such as college dormitories and former nursing homes — and convert them to medical facilities with
a goal to create 9,000 additional beds, Cuomo said. Cuomo also asked local governments to help identify available facilities for this purpose. The state Department of Health suspended regulations to allow existing hospitals to increase See CENTERS A8

Greene County Public Health Director Kim Kaplan discusses the novel coronavirus pandemic with the Greene County Legislature at a special meeting Sunday.
CATSKILL — A five-day state of emergency was issued by the Greene County Legislature at a special meeting Sunday in response to the COVID-19 coronavirus spread. Three emergency orders were also issued by the county, closing schools effective Wednesday, senior centers immediately, and putting limitations on the Department of Motor Vehicles. The decision came on the heels of confirmation of a report that three people who tested positive for the virus outside of the county traveled to Greene County to
self-quarantine, Greene County Public Health Director Kim Kaplan said at Sunday’s meeting. None of them contracted the illness in the county, Greene County Legislature Chairman Patrick S. Linger, RNew Baltimore, said. Greene County Administrator Shaun Groden declined to identify where the three people were diagnosed with the virus, nor where they are quarantined. Kaplan would also not say where they are from or where they are recovering. Legislator Harry Lennon, D-Cairo, asked if there was a way to ensure the three people comply with quarantine
requirements. “We have no reason to believe they are not complying with the quarantine, and we check in with them daily,” Kaplan said. The health departments where the three cases originated are also maintaining contact with the three victims of the virus and monitoring the situation with temperature checks. Linger stressed that no positive COVID-19 cases have been found that originated in Greene County. “We don’t have a confirmed case that caught this in Greene
