Manufacture and installation is carried out by more than 80 in-house craftsmen using the best international products and materials. Virtually nothing is out-sourced, meaning clients have one point of contact for the project design and execution, which is carried out to the highest international standards.
Not only the elegant horizontal or the consequent composition of open and closed surfaces, but also the delicate details and sober structures constitute their modest, but recognizable signature. Simultaneously transparent and corporal, their projects define the coordinates of space. Thanks to a dozen sensitive heritage sites on its curriculum, the Bruges based architecture office shows her empathy for soft passages between present and history. Their balance between past and present, art and functionality is what gives their projects the power and poetry that have earned them many awards and international knowledge over the years. Both the Nalipemi- and the Govaert and Vanhoutte team are looking forward to this forthcoming collaboration and the projects that will be launched in the future.
The team at Nalipemi is multi-lingual and can communicate in seven languages to manage all aspects of a project, including building permissions and other legal procedures. Starting in 2020, Nalipemi will gather forces with the Belgian based company Govaert & Vanhoutte Architects, managed by Benny Govaert and Damiaan Vanhoutte. The purpose for this collaboration is the desire of both parties to create art and functionality that has a background of high-quality custom made work and unmistakable craftsmanship. The eighteen staff studio creates Belgian and foreign projects, have been worldwide published and won numerous awards at home and abroad.

What do you find most attractive about the Costa del Sol?
For metrovacesa the costa del sol has always been a very important strategic point. It is one of the most attractive international real estate markets, not only in spain, but also in europe, and for this reason we have been committed to the development in this area for more than 25 years.
It is a complex market but as I usually say it is almost infinite because the interest that the costa del sol generates as a destination has no frontiers, what we always try to do is to reach all these nationalities and try to design projects that satisfy the tastes of all of them.
Because of the climate, culture, gastronomy, sports offer to practice golf,... they make it a unique destination.
What are the benefits of buying an off-plan property as opposed to a resale property?
I think the two types of properties coexist perfectly. ECONOMIC GROWTH SET TO SLOW
the exuberant growth of the spanish economic continued apace in 2019, with GDp rising 0.42% in Q3, compared to the eurozone average of 0.20%. according to the latest gures available at the time of completing this report, along with our own estimates (cBre House view), we would place Q4’s growth at a similar level of 0.39%.
our forecasts (cBre House view) suggest that the next ve years will see the current expansive phase continue, albeit to varying degrees during the period. as nancing conditions remain favourable and the nancial situation of households and companies improves, domestic demand will continue to underpin spain’s GDp growth. While at european level, the ecB’s accommodative monetary policy – reinforced by the measures adopted in september (monthly debt purchases of €20,000 million) – will also favour continued growth across the whole of the eurozone.
the combination of these factors should allow the spanish economy to continue to grow in 2020, at levels that both outperform those seen over the last decade and the average for the eurozone. more speci cally, GDp is expected to climb by 2% in 2019 and 1.7% in 2020, between 0.5 and 0.7 pp higher than the average gure for the last 10-15 years, and 0.6 pp above predicted eurozone growth for 2020. economic growth forecasts for the next two and ve years are reasonably upbeat and still place spain ahead of the curve compared with most neighbouring countries. While the spanish GDp is on track to grow by 1.6% on average during the 2020- 2021 period and by 1.4% on average during the 2020-2024 period, other eurozone
countries will see more subdued rates of growth – around 1.2% and 1.3% respectively.
this said, economic growth in spain is also expected to continue to slow over the next two years, as has been the case since 2017. Y-o-y GDp growth is expected to drop to 1.4% in 2021. this slowdown is the result of a lower contribution of both external and domestic demand to GDp growth. Despite their relative strength, they are both expected to post subdued growth due to a slight weakening in private consumption and an uptick in the household savings rate, which could be indicative of a more cautious approach with relation to spending.
as the economy begins to ease slightly, there will also be a slowdown in terms of job creation, in line with job market indicators. In terms of annual variation, according to our forecasts (cBre House view), job creation will stand at 2.4% in 2019 – down on the 2.7% gure posted in 2018 – and is expected to fall to 1.7% and 1.1% in 2020 and 2021 respectively. Net job creation will help to further reduce the unemployment rate, which according to the Bank of spain is likely to have dropped to circa 13.6% at Ye 2020.
INTEREST RATES AND INFLATION
there are two main forces fuelling forecasts of rising shortterm in ation. Firstly, we are seeing a steeper increase in unit labour costs than in recent years, and this combined with the gradual widening of the output gap is helping drive spanish economic growth. and secondly, the eurozone’s accommodative monetary policy is also playing its part.

as a result of these factors, average annual in ation growth will gradually pick up over the 2020-2024 period, but not by enough for it to break above the eurozone target level for the next few years. estimates show it ticking up slightly from 1% in 2020 to 1.7% in 2024. Given the expansive eurozone monetary policy (which has been further bolstered by recent measures) and low interest rates, a normalisation of monetary policies looks unlikely to happen any time soon. as such, we do not anticipate any hikes in short-term interest rates in 2020 and 2021.
Long-term interest rates are likely to rise in spain and across the rest of the eurozone, but this is more to do with Us interest rate performance than an expectation of higher short-term interest rates in europe. In our opinion (cBre House view), the rise in long-term interest rates will be the result of a cyclical knock-on effect rather than the result of any structural adjustments to bring them back to pre-crisis levels. Long-term interest rates are still expected to remain at record lows for at least another three years, particularly in 2020.
RISKS FOR THE SPANISH ECONOMY
the risk factors that could adversely affect the spanish economy are generally in decline and mostly derive from the international backdrop. Global trade tensions, for example, could continue to linger in the short term, while the United kingdom’s withdrawal from the european Union could end up being a disorderly rather than an orderly exit. If this is the case, or if geopolitical tensions are up again in other global markets – such as Latin america – there could be negative implications for the spanish economy in terms of exports. at the national level, the current government is tasked with putting in place economic policies that will drive spanish economic growth and get the crucial scal consolidation process back on track, while keeping both Brussels and the markets happy on the one hand, and the parties that secured its premiership on the other.
ongoing political upset in catalonia could lead to renewed tensions in the region, which could in turn hinder economic growth, as well as the structural reform required to set the spanish economy on a healthier course for the next few years.
HOW 2020 MIGHT TURN OUT?
• The Spanish economy is set to see continued growth over the next few years, and while the rate of growth is expected to gradually slow, it is still expected to outpace the rest of the Eurozone.
• In ation is set to rise between 2020 and 2024, but not by enough to break above the Eurozone target level.

SPANISH HOUSE PRICES TO GROW BY AN AVERAGE OF 2-3% IN 2020
all signs suggest that housing demand will continue to grow in 2020, although more moderately than in previous years.
according to our estimates, approximately 600,000 homes will be sold in spain in 2020, similar to the 585,000 homes estimated to have been sold in 2019. over the years, the buyer pro le has been gradually evolving as a result of sociological changes such as the declining birth rate and the rise in the number of smaller households.
We expect housing prices to climb by 2-3% in 2020, down on the 4-5% estimated for 2019. the current macroeconomic climate and the mature stage of this sector’s property cycle are the main factors hampering growth. However, growth estimates could be revised even further downwards if the geopolitical uncertainty in spain and elsewhere in europe was to escalate further.
In terms of supply, the number of homes built in 2020 could break above the 90,000 unist mark, which although would only equate to almost 20% of total homes built in 2009, would almost double the amount completed in 2015.
LAND MANAGEMENT IN NEW EXPANSION AREAS WILL CONTINUE TO GENERATE INTEREST AMONG INVESTORS.
a signi cant amount of new urban developments are getting underway in several of spain’s largest cities. Land management will continue to generate interest among investors in 2020, as they look to stake out a position for themselves in the medium and long term in the new development areas of the main cities. In madrid, these new

areas include Los Berrocales, Los ahijones, arpo, Los carriles and DcN. In Barcelona, the Zona Franca (marina prat vermell) will be the main expansion area, while in other cities such as seville and valencia, we would highlight palmas altas and Benimaclet, respectively.
THE RISE OF BUILD-TO-RENT...
the increasing number of investors pouring funds into build-to- rent schemes will drive up the rental housing stock and also help professionalise the multifamily sector. rental demand will continue to go from strength to strength, not just because people are having trouble buying their own home, but because sociocultural changes mean that many people now actively favour this option. With more and more people looking to rent (according to INe, rental demand rose from 19.4% in 2007 to 23.9% in 2018) and given the lack of product on the market, we will see an increasing number of newbuild projects being developed exclusively for renting (via forward purchase and forward funding deals).
Investment in the multifamily sector doubled in 2019 compared to the previous year – excluding corporate deals – and this is a trend that will continue throughout 2020. the sector will become more professionalised as more institutional investors enter the market, and rents are also likely to become more affordable as supply increases. many investors are drawn to the sector by the attractive returns on offer, both in terms of rents and potential value uplift. also, the fact that everyone will always need a place to live means it carries a lower risk compared to other sectors and this makes it particularly attractive at this mature stage of the current property cycle.

However, for this to remain attractive, tax measures that are favourable for renting must be maintained. some examples are the special tax rules applicable to socimis and eDavs (entities Dedicated to the Leasing of Homes or rentak Housing Firms) who are required to pay 4% tax on their rst payment, and the 85% tax discounts received by companies that let out more than eight homes.
one of the key measures in the new government’s manifesto – and which should be followed very closely – is the potential introduction of regulated rents, a measure already in place in other major european cities.

according to eurostat gures, in spain young people move out of their family home much later than in most other eU countries, nding it much more dif cult to buy or rent their own home. the rental effort rate is spiralling and according to gures from the observatorio de emancipación (Youth council of spain), people under the age of 30 now spend more than 94% of their salary on rent, double the amount spent ten years ago. this indicates the desperate need for legislative change in order to make housing more accessible.
Given the lack of developable land available, one of the most likely solutions will be public-private partnerships (local authorities are still the primary land owners in spain). In fact, number 17 on the list of objectives laid out in the spanish Government’s 2030 plan (partnerships to achieve Goals) is encouraging and promoting collaboration between all levels: public, public-private and society as a whole. there are many ways of driving collaboration and many structures that can be created to give private developers full rights of land ownership, exchanges, contributions

and public aid to offer developers, self-developers and end-users tax incentives. all viable ways in which spain could adapt its housing stock to the differing levels of wealth of its population.
one of the greatest obstacles which must be overcome is the complex task of managing and aligning the interests of the various authorities involved (central, regional and local). these authorities will need to agree on a national framework which sets out the basis and regulations for these types of developments. one that provides legal assurances and speeds up the process of obtaining permits and licences for land management and residential development.
BOOM OF NEW WAYS OF LIVING
In 2020, senior and co-living will extend their footprint across madrid and Barcelona as well as other major cities with good transport links. However, uncertainty surrounding possible regulatory limitations and changes will weigh heavily on investors’ minds.

the obligations imposed on those professionals by the Law are based on the “due diligence” principle, in the sense that, as individuals obliged by law, they are responsible for adopting relevant measures in order to detect and report any signs of money laundering crimes committed by their clients. the purpose of the above is to prevent and report any transactions associated with any possible money laundering to the executive committee of the spanish commission for the prevention of money Laundering (servicio ejecutivo de la comisión de prevención del Blanqueo de capitales (sepBLac)).

• A conference with professional content geared to investors with a focus on innovation and sustainability regarded as the biggest exhibition of homes in southern spain, simed, the mediterranean real estate trade Fair, to be held on 5, 6 and 7 November 2020, will provide visitors with the opportunity to get to know a wide range of real estate developments and complementary services in the mediterranean strip at the same venue, with the spotlight on the costa del sol residential sector.
Hence, the event is designed for a visiting public looking for their first or second home, a holiday home, exploring opportunities to invest, interested in selling or renting their property, renovating or decorating their home, or in need of other related services and professional guidance. moreover, it is also aimed at players in the real estate sector - developers, agencies, consultants, financial entities and auxiliary companies, among others -, in addition to private investors and similar professional associations and schools. as such, the trade fair will feature new housing options – in accordance with a purchase and development
agreement, to rent or to rent with the option of buying, freehold or vpo (social housing), main residences, second residences or as an investment with a tenant -, second-hand properties, non-residential property – business premises, warehouses, garages, offices -, as well as complementary products and services - insurers, financing entities, real estate consultants, architects´ studios and interior design companies, among others. Professional programme: innovation and sustainability
Having established itself as one of the most important events in the spanish property industry, the fair approaches the next edition with the aim of continuing to focus on specialised content for professionals in the sector – over 4,000 attended the meeting and/or the scheduled activities in 2019.
thus, one of the main themes addressed at the conference will be 'Build to rent', a trend, as the name suggests, based on the construction of new houses to be rented out. the experts will delve deep into this topic, one that investors are becoming more and more interested in.
after the premiere of the ‘simed Innovation’ area at last year´s edition, the digitisation and innovation implemented in the sector will once again be the protagonists of this year´s programme. the venue will bring together the latest technological trends and stateof-the-art solutions in the field of real estate. sustainability will also be one of highlights in the form of ‘simed sustainable Buildings’, where the present and the future of the use of sustainability criteria and high energy efficiency in buildings will be put to debate.
