Out-processing: clearing the garrison made easy By Robert Quigley USAG Stuttgart Central Processing Facility

As warm weather arrives, and spring is in the air, the summer Permanent Change of Station season is just around the corner. If you’re one of the many people who will be moving this PCS season you’ve got a lot on your mind and what you’re most likely hoping for is a smooth PCS. To make that smooth PCS happen, there are many considerations to take in at this time, not least of which is the business of winding down your affairs with the organizations with whom you’ve had business. There will likely be many questions that will come to mind: Who should I contact to let them know that I’m leaving? What documents will they need from me? When should I notify an agency that I’m leaving? How much time will my organization allow for me to clear the garrison? The staff at the Central Processing Facility understand the concerns people have when faced with relocating to another community. They know for example, how frustrated people feel when they are handed multiple checklists (often having the same office appear on more than one list), or being asked to clear an agency despite not having had any dealings with them. Before military and civilian

personnel depart USAG Stuttgart, the CPF will issue them a set of community clearance papers that will show the agencies they will need to clear before they leave. To avoid sending personnel to places that they may not have had business with, the CPF uses a program that allows them to find out which agencies they will need to clear before they depart. Personnel leaving are added to a pre- clear roster that is sent out weekly and is accessed by local agencies who then check their records to see which of the people on the roster they will want to see. Only the agencies that indicate “must-see” will be added to the community clearance papers, thereby cutting out unnecessary leg work that personnel would otherwise have to do. Here are a few of the local services that pre-clear out going personnel: ACS, Library, Vehicle Registration, Vat Office, UTAP and CIF. The CPF is the only authority to issue community clearance papers. Garrison services should not appear on any other checklist. Some organizations may issue a separate checklist showing the internal sections a person will need to clear, and the CPF is open to the possibility of having these internal sections added to the community clearance papers if an organization were to request this; thus leaving a person with only one checklist.

Out-processing timeline  60 – 90 days from the departure date, attend a PCS/Pre Separation briefing (See announcements for a schedule of upcoming briefings).  21 days from the departure date, enter into the CPF Pre-clear program.  10-12 days from the departure date, CPFC sends out, via email, the community clearance papers.  2 days from the departure date, Final out — community clearance papers are turned in to CPF.

At this time EUCOM, SOCEUR and USAG-S all have their internal sections added to the community clearance papers, so personnel clearing these organizations will get a single comprehensive set of clearing papers. It’s worth noting that the Garrison has centralized much of its key services with the bulk of these being concentrated on Panzer Kaserne. A glance at a map of frontline services will show that there are no less than 23 offices on Panzer that a person may have had some business with. This streamlines the clearing process. Once you receive orders to your new duty station, contact the USAG Stuttgart School Liaison Office. They will be able to ink you up with the School Liaison Office at your gaining command. The gaining SLO will be able to provide you with local school information and any youth sponsorships available. Notify the Stuttgart school(s) about your move. They will need a copy of the orders. Accelerated withdraw date for this school year is May 14. Withdrawing no earlier than this date allows your student to get full year credit. Ensure you have the following documents for your students: —› Birth Certificate —› Social Security Number

—› Immunization Records —› Legal documents as needed —› Proof of residency/military Orders

Contact the School Meal Program at AAFES customer service to ensure you leave with a zero balance. You should also request copy of student’s cumulative record (in addition to the sealed record for the gaining school). Although Stuttgart schools are sealing the records and letting the parents hand carry them, having a copy of the records is recommended. Make sure you do not open the sealed package because this will void the official records. If your student is in any special programs, make sure you get a copy of the Individual Education Plan, Individual Accommodation Plan, or any gifted program. These records are kept separate

from your student’s cumulative record. If 6th grade and above, ensure you get the course description and get a title page of each textbook your student uses during classes. This will give the gaining school the opportunity to see what was taught. There are many vague course titles that do not reflect actual concepts being presented in class. If your student is 10th grade and above, request letters of recommendations from school staff (teachers, counselors, administrators). This will help your student applying for programs at the new school (NHS, scholarships, college admissions). How to follow detours

Major construction on Panzerstrasse, near Panzer Kaserne, is scheduled to begin April 7 and continue through late July, according to Böblingen county officials. During the entire project, which was originally set to begin March 30 but was delayed, county officials plan to limit traffic on Panzerstrasse to one way, in the direction of Schönaich. For a two-week period sometime in June or July, the intersection of Herdweg (the road Panzer’s main gate opens up to) and Panzerstrasse is scheduled to be closed. These closures and restrictions will mean detours for travelers

to and from Panzer Kaserne. Travelling to Panzer Kaserne from Patch, Kelley and Robinson Barracks via the A81 and Panzerstrasse intersection will remain the same throughout most of the construction. Traffic in this direction will only have to take detours during the two-week construction project on Herdweg. During this two-week closure, traffic will be routed through Böblingen via detour signs. For traffic coming to Panzer Kaserne through Schönaich, the one-way flow on Panzerstrasse will mean significant detours. Detours are planned that will route traffic through Shönaich and around Böblingen to join A81, where drivers can then access Panzer Kaserne via Panzerstrasse, or Patch, Robinson and Kelley Barracks via A-81 or K 1055 (Frog Road). Traffic leaving Panzer Kaserne, and going onto Panzerstrasse will have to turn right toward Schönaich and follow the detours described above. The construction project, which will improve and expand Panzerstrasse, has been planned for several years by the county of Böblingen and is a result of studies of traffic along Panzerstrasse. Although the project is scheduled to begin March 30 and continue through the end of July, exact start dates, and the exact dates when the

Herdweg to Panzerstrasse intersection will be closed, have not yet been determined.

You will know that a route is being detoured when the destination signs at major intersections have a temporary large X over a given destination. For example, when the detour is in place for Panzerstrasse, at the first traffic circle south of Panzer Kaserne (going into Schönaich) the directional sign that normally indicates the way to A-81 and Böblingen will have a large X over it. At these intersections you should also see a sign (yellow for roads other than Autobahns, which have blue signs) that has the letter U (for umleitung), followed by a number indicating the detour (since multiple detours may intersect). You might see a yellow sign like this: U21. Then you will continue to see U21 signs at each intersection with an arrow indicating the direction to take at each intersection. You will often also see temporary destination signs directing you along the detour route. Pay close attention in traffic circles as the sign may appear right at the exit you should take, and not at the entrance into the traffic circle. Detour signs along the various routes will be put into place a few days before the road is actually closed. There is initially an X mark over the detour sign until the detour is made active. For those that know in advance they’ll have to take a given route, this can provide an opportunity to try the detour ahead of time, and familiarize themselves with the detour’s route.

During the entire construction period it is recommended to give additional travel time when traveling to or from Panzer Kaserne. The USAG Stuttgart Public Affairs Office will continue to provide updated information, including specific dates, as soon as updated information becomes available.

Navigating your move with EFMP By Chae-vonne M. Munroe USAG Stuttgart Exceptional Family Member Program

Moving is an integral part of military life. While the opportunity to experience different places can be one of the perks of this highly mobile lifestyle, it’s also one of the greatest challenges. Executing a Permanent Change of Station move in a way that creates a smooth transition for the entire family is rarely as effortless as some PCS veterans make it seem. When a Family has a child or family member with special needs, it can be even more complicated. Get Updated: Ensure that family members with special needs are enrolled in the Exceptional Family

Member Program (EFMP) and that all information is current. This allows assignment managers to consider medical and special education needs of Family members during the assignment process, minimizing the chance that the Family member will be sent to location without necessary services. EFMP status must be updated every 3 years! Service Members families PCSing to another OCONUS location must be medically screened! Do your homework: Special education criteria and services, academic standards, access to programs, and

promotion and graduation requirements vary from place to place. For military children, it is essential that parents understand these differences. Tapping into resources such as School Liaison Officers (SLO), EFMP Coordinator and EFMP System Navigators are a good way to start gathering information about educational services at your new duty station. Surf the Web: There are many online resources available. The Military Child Coalition (www.militarychild. org ) and Military One Source (www.

militaryonesource.mil) are two great sites to start. Hand Carry: Plan to hand carry important documents such as copies of educational records and assessments, individual Education plan, Medical Records and Medication Refills your family member will need for a few months. Make the Connections: Once you know where you are moving, make a visit to your EFMP Family Support Office, we can help you connect with your EFMP gaining installation. Ask a JAG: Legal advice for your PCS

Question: What are some of the legal issues I need to sort out before my PCS? By Werner Sukup and Capt. Austen Swaim Stuttgart Law Center

Moving can be exciting, challenging and stressful. But did you know you can take steps now to prevent many common legal issues? The following is a list of steps to make your Permanent Change of Station just a little less stressful: Claims:  Always save receipts for highvalue items, items that cannot be easily replaced or items you think are prone to being damaged. I you must file a claim for these items, a carrier or Military Claims Office may ask you to prove how much you paid for the item. A receipt or billing statement is a great way to do this.  Photograph or video-record your household goods items on the day of shipment. Make sure such visuals are date-stamped so there is no question as to when these images were taken. That way if a TSP argues the claimed item had pre-existing damage you can pull out your time-stamped visuals and prove them wrong!  On a similar note, watch the packers to ensure that the “exceptions” they write are accurate. Sometimes packers write exceptions for everything under the sun hoping to mitigate liability. If you disagree with an exception, you can write that you

disagree. Remember: Your signature at the bottom of the inventory means you agree that everything on the inventory is accurate, even the exceptions written by the movers!  Take a pro-active role in packing. If you believe the packers are doing an inadequate job, call them on it. Although it is their job to pack, the claim is not a hassle the movers deal with, but that you must confront down the road.  Finally, and this applies to the move-out and delivery, if the shippers did a poor job, don’t give them an “Excellent.” Change can only happen when people speak up. But if the movers broke all of your things but you still give them a good rating, you’re not doing yourself or anyone any favors and a poor mover will get to keep on moving service members. Speak up! Real Estate: Pay close attention to the required notice period of intent to vacate premises on your rental contract. For example, if you are required to give three-month’s notice but only give two-months notice, your landlord may hold one month of rent from your security deposit. Don’t rely on the military exception in your rental contract to give late notice if you had PCS orders long before. Your landlord may not honor the exception and may deem your notice to vacate late and withhold from your security deposit.

To terminate your rental contract, ensure that you follow the procedures in your contract and that all correspondence is mailed and ask the postal representative for “Einwurf-Einschreiben mit Rueckschein” (registered mail with return receipt). If you have additional questions on how to terminate your contract please visit the Housing Office on Panzer Kaserne. Contract Termination: BahnCard Termination: The easiest way to terminate BahnCard is via email. You can email the cancellation to: bahncard-service@bahn.de In the subject line, write your BahnCardnumber and the word “Kuendigung,” which in German means termination. In the body of the email, write the following termination language: “Hiermit kündige ich meine Bahncard zum nächst möglichen Zeitpunkt. Bitte bestätigen Sie mir meine Kündigung mit dem Wirksamkeitsdatum der Kündigung. Danke. Mit freundlichen Gruessen (Your Name)” The above translates to: I hereby terminate my BahnCard at the soonest possible date. Please send a confirmation of my termination, including the date the termination will become effective. Thank you. Important Note: The termination must arrive there at least 6 weeks prior to the expiration date of the Bahncard (this is

also mentioned on the Bahncard itself). Telephone and Internet Contract Termination: Be aware that landline telephone, Internet and cable contracts usually contain an automatic renewal clause. In order to terminate such contracts the customer must ordinarily provide a 3 month written termination notice. For example, if you want to cancel your contract on 1 April, your termination letter should arrive no later than 1 January. Cell phone contracts (especially if you received a cell phone at a subsidized price with the contract) automatically renew for 12 months after the expiration of the original agreed upon contract period. Again, in order to terminate, a customer must provide written notice of termination at least 3 months prior to the desired termination date. Please note that if you want to end your contract before the initial contractual period runs, the provider will likely charge you the monthly fee times the number of months left in the contract. Whether you are terminating a landline, Internet, cable or cell phone contract you should always send your termination, in writing, via the German post system and make sure that you send the termination registered mail with return receipt. Ask the postal representative for “EinwurfEinschreiben mit Rueckschein.” This is probably the last and most important German phrase you will learn! PCSing? Attend A PCS brief Service members and civilians departing should register to attend a briefing as soon as they know they are PCSing. Seats are limited and advance registration is required. The briefings are held at 1 p.m. in Building 2913 on Panzer Kaserne. Information will be provided from agencies such as transportation, customs, health and dental clinic, Tricare, vehicle registration, housing and Army Community Service. Army personnel will also receive a briefing on finance issues. All separating Army personnel must attend this briefing to receive preseparation information. Volunteer of the yeAr nominAtionS The 2015 Stuttgart volunteer recognition ceremony will be held at the Swabian Special Events Center, Building 2505 on Patch Barracks Apr. 17. Moving with your four-legged friends By Maj. Joseph A. Anderson Stuttgart Vet Clinic commander

One of the most common phone calls the vet clinic receives during this time of year is from folks who are getting ready to return to the U.S. and want to know how to take their pet with them. As with anything else during a move from one duty station to the next, there are many factors involved and paperwork and planning is everything. Factors that can influence what procedures you need to follow include: species, breed, and age of your pet, your final destination, and which airline your pet will be traveling on. Taking the time to learn the regulations and your options can make your animal’s move less stressful for everyone. First, let’s discuss the laws and regulations that govern the importation of an animal from Germany into the U.S. The Centers for Disease Control and Prevention govern the import of dogs and cats into the U.S. However, states and territories often have additional requirements as do certain airlines. In general, dogs and cats are required to have a current rabies vaccine that is at least 30 days old, not be ill

with a disease that can spread to humans, be examined by a veterinarian, and have a health certificate signed within ten days of arrival in the US. For dogs and cats traveling to Hawaii and Guam, there are many additional regulations that apply so it is best to do some research online. Hawaii’s process can take more than four months to complete. Skipping steps can lead to heavy fines and your pet being quarantined for up to 120 days at your expense. Are you thinking about taking an animal other than a dog or cat back to the US? Specific regulations depend on the species. The US Department of Agriculture governs the importation of birds, horses, rabbits, and other small mammals while the US Fish and Wildlife Service sets regulations for importing reptiles and fish and the CDC oversee the importation of turtles. What if your next duty station is not in the United States?

Japan and South Korea are two common destinations for families associated with the military. Japan’s process involves very specific paperwork and requires your pet to have a microchip, two rabies vaccines, and a blood test. The entire process can take up to eight months to complete. South Korea has similar requirements and mandates that a German federal veterinarian sign your pet’s paperwork. When setting up your flight arrangements, you will need to consider a few things when traveling with an animal. Each airline has its own rules, so you must research them to make sure your pet will be accepted. Some airlines do not allow pets in the cabin on transatlantic flights. Others will not accept brachycephalic or “snubnosed” dogs and cats as checked luggage. Many airlines also restrict transporting animals when the forecasted temperature is too high or low at any location on your itinerary. Shipping your pet unaccompanied as cargo instead of luggage can help ease these restrictions.

Another great option for military members is the Patriot Express flight out of Ramstein Air Base. Pets may accompany military members who are on PCS orders. You will need to contact the Ramstein passenger terminal for details on how to get your animal a spot on the plane. One important thing to note with this option is that Patriot Express flights only travel to Baltimore. So be sure to make follow-on arrangements to get to your final destination. Whichever travel arrangements you choose, you should set aside some cash for the airline fees. They can sometimes exceed a few hundred dollars. Your pet has been with you during this exciting time in Europe. Getting them to your next adventure requires some planning and flexibility but many people and pets have gone before and been happy when it is over. So start early, research and discuss your options with your family, choose what works best for you and your pet, and let your veterinarian know if you need help. Clearing the VAT and UTAP offices By Ken Ackerman-Jones USAG Stuttgart VAT/UTAP Office

VAT Office closeout All customers signed up in the Value Added Tax Relief program are required to come in to the Tax Relief office, Bldg 2915, Rm 324 during their out processing. The Tax Relief Staff will review the customer’s account and verify all purchased VAT forms have been returned and cleared from the VAT Program. It is the responsibility of

the customer to ensure all white copies, to include any unused VAT forms is turned back to the Panzer Tax Relief Office prior to departure. There must be a 100% accountability of all VAT forms purchased by the customer. If a customer has any missing/lost white copies, a pink customer copy can also be used to clear the program.

UTAP Office Closeout All customers signed up in the UTAP Program are asked to come by

the Tax Relief Office, Bldg 2915, Rm 324 prior to their final walkthrough inspection. The Panzer UTAP staff will assist the customer to identify which utility company closeout form is required, answer any final questions and direct the customer to the website to complete the fillable utility closeout form (this form must be typed not hand written). Note: The UTAP customer will need the final meter reading(s) taken during the final walkthrough inspection

to complete the utility company closeout form. The utility closeout form must be provided to the UTAP Office to close the customer out of the UTAP program. The UTAP Staff will review the closeout form for accuracy and verify customer civilian email. The final reconciliation invoice from the utility company will be emailed to the customer. All UTAP customers are required to leave their bank account open for 90 days past their departure date.

Bring that wine collection with you

Having permanent change of station orders does not mean that a prized wine collection must be left behind. The process isn’t exactly easy, but the key, according to Beverly Sowell, the Installation Transportation Officer with the Stuttgart Logistics Readiness Center, is to start early. Whether you are shipping a wine collection or lugging a crate of German beer onto the plane home, Sowell said state laws vary so much that you need to know exactly what restrictions apply in the state you arrive in and at your

OUT-PROCESSING The CPF Out-processing program is designed to assist personnel with much of their out- processing needs. Among other things, the CPF will: • Set up a PCS/Pre Separation briefing that will allow you to learn firsthand what the out- processing requirements are from the local agencies with whom you had

final destination. You will need to find out about any restrictions, duty taxes and the specifics of how to pay those taxes; you might have to pay these upfront, depending on the state. After you’ve researched the import laws, your first stop should be the U.S. Army Garrison Stuttgart Transportation Office to find out about weight limitations and shipping procedures. You don’t need PCS orders in hand to do so, said Sowell. Shipping wine requires several forms, including a power of attorney to clear your shipment through customs, and a detailed wine inventory. The transportation office will

provide all the necessary forms. Those moving are required by regulations to have a minimum of 500 pounds, or about 250 bottles of wine, in order to arrange a government shipment. If the amount being shipped is less than 500 pounds, the Personal Property Shipping Office will make a referral to a local moving company. This type of shipment is considered a personally procured move that can be reimbursed up to the amount paid, but not to exceed the government's cost. In addition, reimbursement is also dependent upon having weight left on the members shipping entitlement. Keep in mind that the U.S. Postal Service does not mail wine

and express shipping companies are usually not willing to ship wine. However, some airlines will allow small collections to be checked as excess baggage for a fee. Planning ahead and following the rules will give individuals an opportunity to enjoy alcoholic beverages purchased here at a new stateside home for years to come. One final note: The Personal Property Office cannot contract or commit moving services without PCS orders. A dozen quick tips Moving with pets

Moving with pets can be very complicated. Alth ough requirements will vary by your destination it will usually mean immunizations, health certifications, and quite a bit of documentation. Also, different airlines and carriers have differing policies and fees. Be aware of the policy of many airlines that will not ship pets in the cargo hold if forecasted temperatures at origin, destinati on or any stop between is 85 degrees Fahrenheit or high er. Heavier pets may even have to be shipped as cargo separately. The process can take months, so start getting ready now. Also think about lodging options for your pet, both here in Stuttgart and at your destination. Contact the hotels early to see what their pet policies are, or find kenn els in the local area of your gaining station. See the artic le on page 8 for more information on moving with your pets .

Attend a PCS briefing

Attend a PCS briefing at least 60-90 days prior to your move. There are a lot of things that you’ll want to get started on long before you pick up your clearing papers, and these briefings will help you figure out what you’ll need to do for a worry-free PCS. The PCS/pre-separation briefing is usually held once a month. See a schedule of upcoming briefings on page 6. Pre-registration is required. Passports and Visas

Make sure you have the approp riate passport and VISA documents. Every memb er of the family should have a current tourist passpo rt, and many dependents should also have a no fee passport. For all family members that are not U.S. citizens, look into VISA requirements early. Processing Visa requests can be costly and can som etimes take months. Also consider passports, birt h certificates and Visas for children born during your tour here, especially if they are born to a mix ed U.S. and German family. If you know about you r move six or more months in advance, that’s the time to start looking into passport and Visa req uirements. See page 14 for the hours and contact numbers of the USAG Stuttgart Passport office.

Schedule movers early

During peak PCS season it can take several weeks or even longer to get a household goods pick-up appointment. As soon as you have orders in hand, contact the transportation office and schedule your move to ensure you get the most convenient dates possible. Make sure you’ve got orders. Without them, you can’t schedule your move.

Watch your weight
