One thousand one hundred and five years seems like a lot, but for the more than 40 U.S. Army Garrison Wiesbaden employees recognized at a recent ceremony for their service, it was easily broken down in increments of five to 40 years. Col. Mary Martin, USAG Wiesbaden commander, and Garrison Command Sgt. Maj. The Holiday Season is approaching and we will have the opportunity to embrace a spirit of gratitude and appreciation for our health, Family and loved ones. We have much to be grateful for. During this time of reflection, I want to thank each one of you for your service to our nation. It ensures our freedom and serves to defend our way of life. As we enter the Holiday Season the challenge before us is ever present. Recent world events such as the tragic loss of lives in Paris mandate we be alert and on guard against the threat of terrorist activity. I ask you to use your influence as leaders, Family members and friends to keep our Soldiers and Civilians alert and safe as we move forward into the New Year. Although a time of joy and goodwill, this season brings hazards to the unprepared. Now is the time to remind ourselves about the risks of driving in winter conditions, hunting, home fires, electric home decorations, ice and snow-covered walkways and drinking and driving. Exercise caution as the winter weather and heavy traffic may complicate your holiday plans. Be vigilant for signs of distress among those around you. Watch for those for whom this season can be stressful and offer assistance as appropriate. Chaplains, counselors and leadership all have resources to help those in need. Again, I thank you for what you have done and will continue to do for our Soldiers and their Families. Remember, safe celebrating is one of the greatest gifts you can give Family and friends. I wish you and your Family a wonderful Holiday Season and a Happy New Year.

Winter tires required

Winter is here. Winter tires should be on your vehicle from Oct. 1 to April 1. German law requires that vehicles have “adequate tires” for winter driving. This means that in high-snow areas like Bavaria, vehicles must have snow tires mounted. In areas not regarded as “snow prone” like Wiesbaden, the use of all-season tires with an M/S label or a snowflake label are acceptable. Winter tires should have a tread depth of at least 3 millimeters. While there is no criminal penalty for not having snow tires in this area, your insurance company could find you at fault if you are involved in an accident even if you didn’t cause it.

Finance Office closed

The Wiesbaden Finance Office located in building 1023W, beginning Thursday, Oct. 15, will close every Thursday for training from 8:30 a.m. to 1 p.m.

Wearing uniforms off-post is prohibited

There are only a few exceptions to the no uniform wear off-installation restriction. Uniform wear is not authorized while riding motorcycles/ scooters, bicycles or while on foot, or any form of public transportation. Carrying backpacks or other items that convey Department of Defense affiliation is discouraged. DoD personnel in off-installation hotels may wear uniforms when departing or arriving in an enclosed vehicle, but uniform wear in public areas of hotels such as breakfast, dining rooms or fitness rooms is prohibited. Wearing uniform while escorting children to/from or waiting at off-installation DoDDS bus stops is prohibited. Several U.S. Army Garrison Wiesbaden community students were recently named the winners in separate scholarship contests by the Veterans of Foreign Wars Post 27. Colby Day, a senior at Wiesbaden High School, was named the VFW Post 27’s first-place winner in the 2015 Voice of Democracy Scholarship program. “The Voice of Democracy competition provides high school students with the opportunity to speak out on freedom and democracy,” said VFW Post 27 Commander David Cain. “The program has been popular and successful since its beginning in 1947, and we’re proud to keep offering it to America’s young people.” The Voice of Democracy is a worldwide audio-essay competition that requires entrants to write and record a three-tofive minute essay on a patriotic-based theme. “My Vision for America” was this year’s theme. The National Association of Broadcasters started the Voice of Democracy Scholarship program in 1947. The VFW became a national sponsor in the late 1950s and assumed sole responsibility for the program in 1961. The competition was created to provide students grades 9-12 the opportunity to express themselves in regard to democratic ideas and principles. Around 40,000 students participate in the competition each year and VFW awards more than $2 million in scholarships every year. The VFW also announced winners for its annual Patriot’s Pen youth essay contest. Myanna Lattimore, a sixth grade student at Wiesbaden Middle School, is the first-place winner and recipient of a $100 certificate. Myanna wrote her winning essay based on this year’s theme, “What freedom means to me.” The second place essay was written by Olivia Gray of WMS and she was awarded a $75 certificate, while the third place essay by Hannah Fletcher of WMS was awarded a $50 certificate. The VFW enacted the Patriot’s Pen youth essay competition in 1995 as a way to encourage young minds to examine America’s history, along with their own experiences in modern American society while improving their writing skills. The contest is a worldwide competition that gives students in grades 6, 7 and 8 the opportunity to write a 300- to 400-word theme-based essay expressing their views on democracy while competing for worthwhile awards and prizes. Lt. Gen. Ben Hodges, commander of U.S. Army Europe, has said on a number of occasions, “If I can’t communicate, then I can’t command.” The same holds true for the 4th Infantry Division as it establishes a new Mission Command Element (MCE) at Smith Barracks in Baumholder, Germany. In order to provide effective mission command over Regionally Allocated Forces (RAF) operating throughout Europe in support of Operation Atlantic Resolve, the new command center needs the network infrastructure to be able to communicate. A site survey was completed in late September by 4th Infantry Division, 5th Signal Command, 2nd Signal Brigade, the 102nd Signal Battalion and the 6981st Civilian Support Group and together a plan was made for how to upgrade the infrastructure and get the MCE on the network. The building the 4th Infantry Division MCE is now occupying had not been in use for some time and therefore needed significant communications and network upgrades. “We’re installing the cable and wiring in the building in accordance with 5th Signal Command standards and German power standards,” said Guenter Volz, telecommunications manager in the 6981st CSG. The 6981st CSG is a U.S. Army unit under 2nd Signal Brigade consisting exclusively of German civilians. The unit provides cost-efficient and high-quality installation work and solutions for passive inside and outside network upgrades, new installations or cable repair, whether it is copper or fiber optics. Volz said it should take about three weeks to

install the more than 8 kilometers (4.97 miles) of fiber optic and network cable, another 300 meters (984 feet) of power cable, more than 75 network drops and 25 power outlets. Ted Ryon, NETOPS team lead for the 102nd Signal Battalion’s Network Enterprise Center -Baumholder, said the unit had to develop a plan, then configure switches and find equipment on short notice to get the MCE online. He credited a close working relationship with 4th Infantry Division MCE and other Team Signal partners throughout the project. “It was a collaborative effort with 4ID (MCE), 102nd Signal Battalion, the 6981st, and all the way up to the brigade and 5th Signal,” Ryon said. Maj. Jose Rodriguez, the 4th Infantry Division MCE G6, also credited teamwork for the MCE’s successful transition to Baumholder, especially considering the complexity of network connectivity associated with mission command for Operation Atlantic Resolve. “The network build out for the 4ID MCE at Baumholder will allow us to continue to perform division-level mission command of RAF units and Allies across 10 countries within the Eastern European flank,” Rodriguez said. Col. Jimmy L. Hall Jr., commander of 5th Signal Command and the USAREUR chief information officer/G6, said the newly connected MCE would not only support building a Strong Europe, but is providing lessons learned across the Army for interoperability and support of Regionally Allocated Forces. “The network build out in support of the MCE is also critical not just for Europe and our important role here, but will serve to inform the overall Army concept,” Hall said.

Online misconduct hurts fellow Soldiers, Army, NCOs tell Dailey By David Vergun Army News Service

“Facebook is an extension of the barracks,” said Sgt. 1st Class Aaron Leisenring, meaning that in the old Army, what was said in the barracks pretty much stayed in the barracks. Now, online exchanges have replaced a lot of the barracks chatter. With proliferation of the use of social media by Soldiers, particularly among junior Soldiers, what is said online goes worldwide instantaneously and is often difficult to retract, said Leisenring, who is with Company B, 1st Battalion, 111th Infantry Regiment, Pennsylvania Army National Guard. Leisenring and dozens of noncommissioned officers, or NCOs, shared their thoughts with Sgt. Maj. of the Army Daniel A. Dailey during the chief of staff of the Army-sponsored NCO Solarium II, held at the U.S. Army Command and General Staff College here, Nov. 18-20. To further that analogy, Leisenring pointed out that good NCOs have always made it a point to walk through the barracks unannounced during off-duty hours, not necessarily to spy on bad behavior, but to show concern and presence. Today, what goes on social media sites should also be important to NCOs, he said, not just from a standpoint of misconduct, but also from the care and compassion perspective. For instance, while not on Facebook himself, Leisenring said he gets feedback from Soldiers who interact with others on social media. In at least one instance, a Soldier with suspected suicidal ideations was reported to him and help was rendered. Dailey agreed with the importance of monitoring social media and he admitted that like Leisenring, he too is not on Facebook, Twitter or other social media outlets. But, a good NCO isn’t required to monitor social media sites, he said. Dailey pointed out that this requires NCOs who are engaged, and genuinely concerned for the welfare of their troops and who understand the impact of social media. Otherwise, an NCO who is disengaged or stagnant will probably dismiss what goes online after hours as none of their business. Impact on mission can be profound, said Sgt. 1st Class Turon Logan, a team leader at the Army Medical Department Noncommissioned Officers Academy on Joint Base San Antonio, Texas. Disparaging remarks against the nation’s leaders, those in the Soldier’s chain of command and co-workers are not only hurtful, they can have a strategic impact, Turon said. Even jokes can come off as sexist, racist, culturally insensitive or religiously intolerant, even when not meant to be. This may not seem fair, he said, but people often “look at content, not context.” Turon said he doesn’t advocate automatic punishment for every comment. Sometimes there’s a gray area where Soldiers say something they don’t realize is offensive or hurtful, but might

be to some. In those instances, a good NCO will provide compassionate guidance, pointing out how words or photos can be misconstrued. It boils down to good leadership. In other cases, online misconduct can be purposeful and in those instances, action should be taken, he said. Army officials said if online misconduct is reported to the military police or Criminal Investigation Division, there are now criminal codes in place to track those cases. Discussion of the impact of online conduct is being incorporated into climate surveys as well. Master Sgt. The nation’s enemies, the Islamic State among them, have become savvy social media users, Turon added. Remarks said online can be used by them against the U.S., and that gets into the area of operational security. He said more Army G-6 involvement on the topic would be beneficial. Sgt. 1st Class Benjamin Coburn, Co. B, Womack Army Medical Center on Fort Bragg, North Carolina, said it would be helpful if the Army clarifies its online misconduct policy. Army Regulation 600-20 lightly touches on the topic. Under the topic of hazing, it states: “It need not be committed in the physical presence of the victim; it may be accomplished through written or phone messages, text messages, email, social media, or any other virtual or electronic medium.” Coburn said revisions that will come out next year will hopefully address the topic more fully in depth with definitions, potential adverse effects, reporting processes and penalties. A separate section on the topic would be ideal, he said. Dailey said some Soldiers think they wield a “Spartan shield” when they log online after hours, meaning that they believe they can say whatever they like on their own time. “There’s no such thing as misconduct off or on duty. It’s all misconduct. As far as being the target of criticism and snarky comments, Dailey said “more people write bad things about me online than probably anyone else.” Having said that, Dailey added he doesn’t want Soldiers to stop having fun and he doesn’t want to go overboard in invading their space. Engaged leadership at every level will ultimately get this problem under control, he said.

News and features AtHoc delivers alerts to Europe-based Soldiers, employees and Families U.S. Army Europe Public Affairs Army emergency management offices are making it easier for service members, civilian and contractor employees, and family members across Europe to receive emergency warnings and notifications through its AtHoc mass-warning notification system. Employees may be familiar with the system already, having been prompted to register for alerts while on their government work station. Although it may be tempting to ignore the request, U.S. Army Europe force protection and emergency management personnel have been stressing the importance of AtHoc, and how it can protect you and your family. “The goal of the program is to be able to (quickly) notify our population in the event of a life-safety event,” said Nestor Milan, a plans specialist with U.S. Army Garrison Wiesbaden’s Force Protection section. Additionally, he explained the system is also able to assist with recalls and accountability for commanders and senior leaders. Milan emphasized that personnel who register their family members should make sure each family member understands what actions to take if they receive a notification, and should know who to contact or what websites to visit in case of an emergency. AtHoc alerts users multiple ways through computers popups, voice calls to landline and mobile phones, emails and text messages. AtHoc is able to provide service members and their families instant information from local and theater leadership. The system is simple. Common Access Card holders are able to register from their government computer systems, and then follow onscreen instructions to register work and personal phone numbers and email addresses to receive emergency notifications. AtHoc relies on the information provided during the online registration process. Keeping AtHoc updated with accurate and current contact information is critical for the success of the program, and is a responsibility of each individual registrant. The system is now available in all seven of the Army’s enduring communities across Europe. Users should register according to their nearest garrison to ensure they receive both theater-wide and local emergency alerts. Users who have not yet registered or are unsure of how to do so should contact their local emergency management office. “It is the smart thing to do,” said Barry Bunch, U.S. Army Europe’s chief of emergency management. “This is to protect you and your families. It is not about the inconvenience. It is about protection, security and safety.”

Exercise Iron Sword ends in Lithuania By Staff Sgt. Michael Behlin Special to the Herald Union

Exercise Iron Sword, Lithuania’s largest national defense field exercise of 2015, officially came to an end during a ceremony at General Silvestras Zukauskas training area in Pabrade, Lithuania, Nov. 20. Iron Sword, which took place Nov. 8–20, trained more than 2,000 NATO Soldiers and allowed them the opportunity to exchange experience while completing large-scale military operations. Participating in Iron Sword for 2015 were Soldiers from Canada, the Czech Republic, Georgia, Germany, Hungary, Latvia, Lithuania, Poland, the United Kingdom and United States. Dalia Grybauskaite, president of the Republic of Lithuania, viewed the training with senior military leaders and spoke about the importance of NATO forces training together. “Challenges to our security have further brought us together to strengthen our defense capacity. We must be prepared for any challenges and continuously increase our ability to coordinate actions with our allies,” Grybauskaite

said. “Collective defense is the cornerstone of a united and strong NATO because joint efforts enable us to counter all threats.” During her visit, Grybauskaite observed a combined counterattack, received briefings from military leadership and viewed static displays from participating countries. Lt. Gen. Jonas Vytautas Zukas, Lithuania’s chief of defense, also stressed the importance of Iron Sword and the opportunities it provided. “Soldiers of Lithuania and NATO allies have once again showcased their ability to act in a coordinated manner and to integrate different direct and indirect fire support systems into action successfully,” he said. Throughout the exercise, participants trained collectively to carry out operations according to Article 5 of the North Atlantic Treaty, which states that an attack on one ally shall be an attack on all. Lt. Col. Johnny Evans, commander of the 3rd Battalion, 69th Armor Regiment, 1st Armor Brigade Combat Team, 3rd Infantry Division, said that he appreciated his unit’s role in the exercise and stressed the importance of being

The opening ceremony of Fearless Guardian II marked the start of the combined training between Soldiers from the Joint Multinational Training Group - Ukraine, or JMTG-U, Ukrainian Land Forces and Ukrainian Special Operations forces, Nov. 23. The JMTG-U training program is part of ongoing efforts to contribute to Ukraine’s long-term military reform and professionalism and to help improve Ukraine’s internal defense capabilities and training capacity. “One of the best traits of a good organization is that it is able to adapt and to learn,” said Lt. Gen. Ben Hodges, U.S. Army Europe commander. “So we have all learned a lot from the first phase and I think those improvements in the training will be reflected in the next stage.” Fearless Guardian II will consist of training up to five battalions of ministry of defense personnel and one battalion of special operations forces personnel. The training program for land forces at the International Peacekeeping and Security Center is scheduled to last for one year. The special operations forces training will be held at Khmelnitsky. The Ukrainian Land Forces will receive infantrybased, defensive-focused training at the individual and collective levels including medical training in combat lifesaver and casualty evacuation; counter-unmanned aerial vehicle tactics training; counter-improvised explosive device training; cordon and knock/search training; Law of Armed Conflict and use of force

training; and various common Soldier and collective tasks such as first aid, survival, land navigation, communication, and unit operations. The special operations portion of the training will start with advanced individual techniques such as advanced land navigation and advanced marksmanship, while working to enhance leadership capabilities in risk management and troop leading procedures. From there, the training will transition into small unit tactics and Military Operations in Urban Terrain, or MOUT, and end with a final cumulative exercise. “I have been impressed with the efforts of Gen. Pushnyakov to continue to develop the training center at the same time that he has Soldiers who are fighting in the [Anti-Terrorism Operation]. To do both represents a real investment,” Hodges said. The training effort also includes development of the training center at IPSC, its training cadre and long term work with the ministry of defense on its doctrinal programs, which are also being worked as a part of this training effort. “But even [more] important to me than the dollar value assistance is the partnership that we are building between Ukraine, United States and our other NATO partners, who are a part of this important exercise,” said Geoffrey R. Pyatt, U.S. ambassador to Ukraine. United States units participating in the JMTG-U include the California National Guard, 173rd Airborne Brigade, 10th Special Forces Group, and training support personnel from U.S. Army Europe and the Joint Multinational Training Command, or JMTC. The California National Guard is contributing to the effort under the State Partnership Program.

Flu prevention: what you may not know By John Ambrose , Maj. Elisabeth Hesse

The days get shorter, the air gets cooler and the leaves begin to change colors. Everyone knows that this signals the beginning of fall; what you may not know is that it also signals the beginning of flu season. The flu is a contagious respiratory illness caused by the influenza virus. It is spread when viral particles from an infected person travel through the air from a cough, sneeze or even talking. Symptoms usually start one to four days after the virus enters the body; however, people who are infected can actually spread the virus a day before they feel sick. Common symptoms of the flu include fever, chills, cough, sore throat, muscle aches and fatigue. The U.S. Centers for Disease Control and Prevention estimates that approximately 200,000 people a year are hospitalized for influenza in the United States and deaths from influenza can range from 3,000-49,000 per year. Some people are at higher risk of influenza hospitalization or death than others; these groups include children under five, adults over 65, pregnant women, residents of nursing homes and people with certain medical conditions, including asthma, chronic lung disease, heart disease, blood disorders and diabetes. Other individuals at risk for the flu include those with weakened immune systems, such as people with HIV and cancer and those individuals taking chronic steroids. The best way to prevent flu infection is by getting a flu vaccine. Everyone over the age of six months should be vaccinated against the influenza virus. There are two main formulations of the vaccine: one given by an injection into the muscle. The other is given by a nasal spray. Which vaccine is right for you? The nasal spray vaccine is approved for people between the ages of

Some people should not receive this form of the vaccine, including people with an allergy to the vaccine or eggs, pregnant women, those with weakened immune systems and children with asthma. For everyone else, the injectable flu vaccine is approved for ages six months and up. Those who have had an allergic reaction to the flu vaccine or to eggs should talk to a doctor before being vaccinated. Talk to your doctor or pharmacist about which vaccine is right for you and your family. Can you get the flu from the flu vaccine? Neither flu vaccine can cause an influenza infection. However, since the flu vaccine takes 1-2 weeks before it is effective, being exposed to the influenza virus before or during this time may lead to infection. In addition, infections that are not influenza, such as a cold, can cause similar symptoms that are not prevented by the flu vaccine. There also may be strains of the influenza virus that are not covered in this year's vaccine. What are the side effects? Some people experience

mild side effects after the vaccine. For the injected vaccine, the most common side effects are soreness at the injection site and low grade fever. This represents the reaction mounted by the immune system. For the nasal vaccine spray, the most common reactions are a runny nose, sore throat and mild headache. As we continue through this fall and flu season, make sure you're covering your mouth when you cough or sneeze, washing your hands frequently, and most importantly, that you get a flu vaccine. Since the influenza virus can spread before you even know you're sick, getting vaccinated doesn't just protect you--it also protects everybody around you. November is Lung Cancer Awareness Month. Lung cancer is the second most common cancer in both men and women and the leading cause of cancer death in the United States. Each year, more people die from lung cancer than from colon, breast and prostate cancers combined. According to the U.S. Centers for Disease Control and Prevention, nearly 90 percent of lung cancer cases are attributed to cigarette smoking. Lung cancer can also be caused by breathing in dangerous, toxic substances (such as radon, asbestos, uranium, arsenic, cadmium, chromium, nickel and some petroleum products) or everyday air pollution. There are steps you can take to prevent lung cancer. Limiting exposure to smoke, radon, hazardous chemicals and air pollution will help protect your lungs. If you smoke, the best thing you can do is to stop smoking or better yet never start. Test your home for radon. If it is present, take steps to get rid of it. Wear personal protective equipment like respirators, if you are exposed to dust or fumes at work. Help fight air pollution in your community. Even if you were exposed to these substances many years ago,

you are still at risk for developing lung cancer. Talk to your doctor if you have ever been exposed to any of these substances. Often people with lung cancer do not display symptoms until the disease is in its later stages. A tumor could be in the lungs without causing pain or discomfort. When symptoms are present, they are different in each person but may include: • A cough that doesn’t go away and gets worse over time • A chronic cough or “smoker’s cough” • Hoarseness • Constant chest pain • Shortness of breath, or wheezing • Frequent lung infections, such as bronchitis or pneumonia • Coughing up blood See your doctor right away if you notice any of these symptoms. If you think you are at risk for lung cancer, talk to your doctor about being screened. Screening looks for cancer before a person has any symptoms. If a friend or loved one receives a cancer diagnosis, it is important to be supportive. Choose positive and hopeful words, listen and offer hugs. Don’t give people false hope or talk about other people’s cancer

outcomes. Do whatever you can to make things easier for them, such as delivering meals, driving them to appointments or assisting them with daily chores. Support a friend or family member touched by lung cancer by wearing a white ribbon or tying a white ribbon around an old oak tree or your mailbox during the month of November. The white ribbon is a symbol of hope--hope for better treatment options and outcomes for those living with lung cancer. Venice conjures up a slew of images: gondolas languidly ferrying tourists to and fro, laundry drying on lines strung across canals and glass maestros expertly melding glass into art. But it’s the moments captured with Venetians themselves, the city’s most precious pearls, that stay with one passing through this merchant’s Mecca. The city built on water emerges on the horizon as you approach via vaporetto, or water taxi, the main mode of transportation. There are no cars on the islands, which are strung together by

foot bridges. Even the ambulances rush patients to the cities hospitals by boat. The waterlogged nature of this existence lends an otherworldly, abandoned, almost ghostly feel to some parts of Venice. Indeed, many of the city’s younger residents have left for better opportunities on the mainland. But it’s still very much alive. A typical Venetian day begins, of course, with espresso taken like a shot at one’s local cafe. Here neighbors and friends gather to share greetings and jokes, loudly saying “buongiorno” and gesticulating with hands. Some stereotypes ring true, much to a traveler’s delight. More pearls to collect: A toddler with

espresso-colored eyes sits perched at the share a croissant with his father. A young watches, bemused as her French bulldog makes friends with an adult version of — same color — inside the bar. With seating for just 10 or so people around the kitchen screened only by glass, diners get an intimate look at the Italian kitchen. The name itself means “community of wine,” which is precisely how it feels. While the host buzzes from table to table, the chef never stops moving, chopping and at times, sampling the food himself. They may pause to chat with you. “In here, you are not tourists,” the chef explains. “Let’s go,” the host replies enthusiastically to your wine choice.

“In here, you are not tourists.” And then the food comes. The first plate, a devilishly cozy bowl of marinara, cheeses, herbs and pasta melted together, delivers a different flavor with each bite. You will your stomach to expand so more can be devoured. You don’t leave behind one bite of food like this. When you’re finished, stumbling out into the street drunk on flavors, finding your way back home through the labyrinthine streets is good exercise. Stop at a bar and make more friends. • Meet, greet, welcome and assist visiting guests. Orient and assist guests with center amenities, tours, classes, programs and services. Required Qualifications

• Minimum Knowledge, Skills, Abilities and Behaviors necessary to perform the job successfully. Equivalent combination of education and experience is acceptable.

• High School Diploma or equivalent. Bachelor’s Degree preferred. • 0-3 years work experience in retail, customer service, recreation facility or related role. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred. • Strong interpersonal and customer service skills.  General knowledge of military community preferred. • Demonstrated profi ciency in written and oral communications as well as knowledge of various software programs including but not limited to Microsoft Word, Excel, PowerPoint, and Outlook. • Fluency in English with the ability to speak, read, and write in the language of the host and neighboring countries preferred. • Strong interpersonal and customer service skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
