A dramatic increase in TerraNova scores at Wiesbaden Middle School, traffic concerns and accreditation were topics at the final Installation Advisory Committee meeting of the school year. “We had increases in test scores across the board — in 13 out of 15 of our TerraNova III test scores,” said Dr. Susan Hargis, Wiesbaden Middle School principal. The standardized tests measure student achievement nationally for students in grades kindergarten to 12. In addition to improvements on the TerraNova tests, two local Department of Defense Dependents Schools-Europe in Wiesbaden — Wiesbaden High School and Hainerberg Elementary School — also successfully underwent accreditation reviews. “Our two schools came out fully accredited,” said Peter Witmer, U.S. Army Garrison Wiesbaden school

Freedom 6 sends: 239th Army Birthday America’s Army: Our profession By Lt. Gen. Donald M. Campbell Jr. Commander of U.S. Army Europe
This month the United States Army celebrates 239 years of deep commitment, abiding patriotism and indomitable spirit. On June 14, 1775, our nation’s leaders established the Continental Army, beginning a rich heritage of successfully defending our great country and its citizens. American Soldiers have fought in 10 wars, from the American Revolution through the Cold War, the Gulf War and the current operations taking place around the world. Today, we celebrate the continued honor, loyalty and bravery of our Soldiers in this noble calling. I can think of no better backdrop to this year’s Army Birthday than the 70th anniversary of D-Day. The commemorative events taking place the first week
of June around the shores of Normandy provide the perfect testament of our service and sacrifice to our nation and links all Soldiers — past, present and future in the finest tradition of professional military service. The long history of the service and sacrifice of our Soldiers is matched only by Lt. Gen. Donald M. our civilians and families. Shirley S. commented: The handling of the construction of the Clay Kaserne Access Control Point and ensuing traffic challenges have been great. Once in the whole time was the traffic backed up, but only for a brief period and was still in the “allow yourself 10-15 minutes extra” marketing that went out before construction

‘I Am Beyond’ showcases heritage By Melissa Copeland Special to the Herald Union
Since 1977 the month of May has been dedicated to recognizing the contributions of Asian Americans, Pacific Islanders and Native Hawaiians. To celebrate the past and present achievements of Asian Americans and Pacific Islanders, the Wiesbaden community joined together May 21 at the Tony Bass Multi-Use Center for the 2014 Asian American and Pacific Islander Heritage Observance event. Pfc. Christopher Taing, whose parents are from Cambodia, said that the event “is a great way to increase awareness of different cultures, as everyone does things differently.” The observance, hosted by U.S. Army Europe’s Headquarters and Headquarters Battalion, featured keynote speaker, USAREUR G3 Sgt. Maj. Jose D. Alegado, who is of Filipino descent. In addition to the festive colors, ornate clothing, upbeat music and exotic food, attendees were reminded of the Asian American and Pacific Islander predeces-
sors who cleared a path for equality. “There is a long list of Asian Americans and Pacific Islanders who have played a major role in making this great country of ours bigger and brighter,” said Alegado. He encouraged all to look to the past to build the future for Asian Americans and Pacific Islanders. “We are the ones who are teaching, mentoring, coaching and nurturing the future of Asian Americans and Pacific Islanders,” Alegado said. “We have a multitude of great things to offer, and our future relies on us.” That future, Alegado said, is “our children.” “With our guidance they will definitely match, and even exceed what was expected of us,” he continued. “They will even exceed their own expectations.” For more information on upcoming cultural observances, visit the Defense Equal Opportunity Management Institute Facebook page at facebook. com/DEOMI.DoD.

Inspection Station closed
The Wiesbaden Privately Owned Vehicle Inspection Station in Mainz-Kastel Housing will be closed June 20 due to a shop agreement day. The Customer Service Team in Building 7539 and 7513 will also be closed that day.
Pedestrian walkway closed
The pedestrian walkway between the Consolidated Intelligence Center construction site and Wiesbaden Health Clinic will be closed to through traffic June 10-26 while work is in progress.

Motorcycle registration change
Service members initially registering or renewing their motorcycles must now meet the following requirements: * Motorcyle Safety Foundation Basic Rider Course no older than 12 months; * Within 12 months of completeing BRC, service members much complete an Experienced Rider Course or a Military Sport Bike Riders Course which are valid for five years (after which service members must retake the ERC or MSRC). Additionally, after a five-year period of inactivity or upon acquisition of a new or change in motorcycles, service members must complete sustainment training by retaking the ERC or MSRC. Although not mandatory, service members are also encouraged to go through sustainment training again by retaking the courses after a major geographical change.

Helping families cope with newborns By Chrystal Smith

With family thousands of miles away and a new baby soon to come, Sara and James Rickards knew this situation called for some extraordinary help. “I couldn’t call grandma,” said Sara. “My anxiety was getting really high … not having family easily reachable.” After hearing about the services of the New Parent Support Program through connections at work, James figured this was a resource he and his wife should give a try. Once Sara got past the anxiety of allowing a stranger into their home, they set up a time for an NPSP home visitor to talk to them in their off-post residence. “We don’t inspect the house; that’s not what we’re there for,” said Barbara Dudenhoeffer, NPSP home visitor, explaining that while the home visitor is “mandated” to report suspected incidents of abuse — child or spousal — that is not why they are in the homes offering free and confidential house calls. “We’re harmless. We’re just there to help them … understand the growth and development of their child and become great parents.” “I didn’t know what to expect,” said Sara. “She was there to give me any advice I asked for. We’d talk about anything.” “It was nice to have someone local we could call to get answers,” said James. And according to Sara and James, there were many questions regarding breastfeeding, when to introduce solid foods, teething, developmental issues, bodily
functions and safe-proofing the home. “I was very comfortable and relaxed,” said Sara, who said it was especially “helpful for someone who has a lot of anxiety with new situations. It helped put a lot of my first-time parenting concerns to rest.” Though the Rickards took advantage primarily of home visits, the resource connected them to more services offered through the program. While their daughter was still on the way, they attended Mommy and Daddy 101 to get an orientation of how things might go once she arrived. And while Sara saw more face time with the program, James, a chief warrant officer 3 who is
the 481st Military Police Detachment commander, lauded the program for its array of unbiased support and assistance. “Regardless of the rank that’s on your uniform, new parents have questions,” he said. “It’s a service that’s open to any new parents. It’s not just for the junior enlisted. This is a personal service where you know you are going to get answers.” The Rickards said they received such great support through the program and had formed such a strong bond with Dudenhoeffer that it truly took the place of the family network they longed for in the beginning. They recalled using the NPSP resource even while on leave back home visiting family. They first looked to family for advice, but nothing seemed to be working to remedy the matter, so they contacted “Barb.” “We automatically assumed our families were our best sources of information,” said James, who said the feedback family members offered was a bit overwhelming at times. “We would get 10 different answers to one question. We were pleased with the NPSP’s advice.” The primary purpose of New Parent Support Program is to conduct home visits to offer services for parents beginning in pregnancy to a child’s fourth birthday, with the goal of promoting nurturing families. The program offers parent information as a means of strengthening the bond between parents and children. Wiesbaden military community youths are invited to expand their horizons in the Child, Youth and School Services SKIES (Schools of Knowledge, Inspiration, Exploration and Skills) Unlimited program. Donald M. Campbell Jr., U.S. Army Europe commander. Hall also assumes duty as USAREUR’s chief information officer/G6. “Godspeed to the Kilgo family as they transition from here to Fort Bragg,” said

Davison and Barta had the idea for the program, which makes the Library-in-a-Box selections available at the Newman bus stop, Commissary bus stop, Wiesbaden Entertainment Center, Crestview playground, Aukamm ballet building and Clay Youth Center (Building 1215). Legal advice: Tips for reporting foreign bank, financial account information
If you have a financial interest in or signature authority over a foreign financial account, including a bank account, brokerage account, mutual fund, trust or other type of foreign financial account, exceeding certain thresholds, the Bank Secrecy Act may require you to report the account yearly to the Internal Revenue Service by filing electronically a Financial Crimes Enforcement Network Form 114, Report of Foreign Bank and Financial Accounts. People are required to file an FBAR if: * The person had a financial interest in or signature authority over at least one financial account located outside of the United States; and * the aggregate value of all foreign financial accounts exceeds
$10,000 at any time during the calendar year to be reported. This includes U.S. citizens; U.S. residents; entities, including but not limited to, corporations, partnerships or limited liability companies, created or organized in the United States or under the laws of the United States; and trusts or estates formed under the laws of the United States. Review the FBAR instructions for more information on the reporting requirements and exceptions. A person who holds a foreign financial account may have a reporting obligation even though the account produces no taxable income. The reporting obligation is met by answering questions

on a tax return about foreign accounts (for example, the questions about foreign accounts on Form 1040 Schedule B) and by filing an FBAR. The FBAR is a calendar year report and must be filed on or before June 30 of the year following the calendar year being reported. The FBAR is not filed with a federal tax return. A filing extension, granted by the IRS to file an income tax return, does not extend the time to file an FBAR. There is no provision to request an extension of time to file an FBAR. A person required to file an FBAR who fails to properly file a complete and correct FBAR may be subject to a civil penalty not to exceed $10,000 per violation for nonwillful violations that are not due to reasonable cause. Taxpayers with specified foreign financial assets that exceed certain thresholds ($50,000 on the last day of the tax year or $75,000 at any time during the tax year) must report those assets to the IRS on Form 8938, Statement of Specified Foreign Financial Assets, which is filed with an income tax return. The new Form 8938 filing requirement is in addition to the FBAR filing requirement. A chart providing a comparison of Form 8938 and FBAR requirements may be accessed on the IRS Foreign Account Tax Compliance Act web page. On Jan 9, 2012, the IRS reopened the Offshore Voluntary Disclosure Program following continued interest from taxpayers and tax practitioners after the closure of the 2011 and 2009 programs. This program offers people with unreported taxable income from offshore financial accounts or other foreign assets
another opportunity to resolve their tax and information reporting obligations, including the FBAR. For non-resident U.S. taxpayers presenting a low compliance risk, the IRS implemented new streamlined filing compliance procedures effective Sept. 1, 2012. The procedures are designed for non-resident U.S. citizens, including but not limited to dual citizens, residing outside the United States since Jan. 1, 2009, and who have not filed U.S. income tax and information returns. The procedures require the filing of delinquent income tax and information returns for the past three years and the filing of delinquent FBARs for the past six years. For qualifying filers, reviews of submissions are expedited and the IRS will not assert penalties or pursue follow-up actions. When filing delinquent FBARs on the BSA E-File System, participants can annotate that the filing is in relation to either the Streamlined Filing Compliance Procedures or the OVDP. The Protestant Women of the Chapel – Wiesbaden “family” introduced its new board in a ceremony May 20. “We are a family,” said outgoing president Lori Adams. “We are Wiesbaden PWOC. This family of sisters has come together this year. We have shared tears, we have shared prayers, but we have also shared laughter together.” The new board was introduced with a candlelighting ceremony, with outgoing members passing the torch to the new leaders. They include President Hilary Lester, Vice President Spiritual Life Michelle Hempstead, Vice President Programs Esther Vargas, Administrative and Financial Liaison Camila Flowers, Prayer Coordinator Anna Van Horn and PWOC Sponsor Chaplain (Lt. Col.) Harold Cline. “As your board, we come to serve you as servants,” Lester told the audience after her introduction. “We’ve already met a few times as a board and we all have the same vision — to reflect Christ and show his love, grace and mercy to others with a strong outreach program.” Lester, a native of Washington State, has lived in Wiesbaden one year with her husband, a contractor, and four children. Since the Army PWOC dissolved its international and regional levels last year, transitioning to becoming

The chapter hosted a fall women’s retreat in October in Garmisch which was attended by nearly 100 women. Dan Samek, Wiesbaden school bus officer, asked representatives from the Europe District, Corps of Engineers, to ensure that no construction vehicles come through the area to add to the congestion in the mornings and afternoons during the time when school buses are loading and unloading. Likewise in Aukamm Housing, student safety was a topic as parents and administrators revisited the issue of speeders — particularly on Rheinland Strasse. After it was explained that an effort to recruit students’ parents as crossing guards was less than successful, officials said they will try again next year. Carstens said that the garrison is continuing to lobby the city to install radar to capture speeders in Aukamm, but it is an uphill effort, with city traffic planners hesitant to install additional speed traps in residential areas.

Joseph Hissim, the garrison’s director of Emergency Services, explained that “the Polizei have volunteered to provide traffic safety classes in the schools — also bicycle safety classes — something to consider for next school year.” Principal O’Donnell announced that the last day of school for the high school will be June 9 to allow for the faculty to move to the temporary classrooms in preparation for construction at the school next year. Demolition of existing high school buildings to make way for the new school facilities will begin in October, she said. Dr. Dell McMullen, superintendent of the DoDDSEurope Kaiserslautern District, thanked all of the IAC participants for their strong support during the transition of local schools from the outgoing Heidelberg District to the Kaiserslautern District over the past year. “It went very smoothly — thanks for the great support,” McMullen said, presenting Wiesbaden’s commander with a certificate of appreciation for his leadership. Carstens, who will soon move on to a position as the inspector general for U.S. Army Europe, after relinquishing command of the garrison in July, thanked the parents, unit partners, school administrators and other members of the Installation Advisory Committee for their engaged involvement in helping to make Wiesbaden’s educational environment a quality experience for its military and civilian children. “In addition to training our children to be adults and future leaders,” Carstens said he was proud of the ongoing efforts to nurture host nation partnerships — “my absolute passion over the past two years.” Talking about the many opportunities for German and American school children to share different experiences — ranging from the Leonardo Projects and Jam On concert series to regular school exchanges, Carstens said, “Those are the things that will out-live all of us.” The next IAC meeting will be held next school year in early autumn, Witmer said.

Exit at Bingen-Ost in the direction of Bingen-Kempten, then connect with B-9 toward Boppard and continue on it to reach Niederheimbach and the start.

Master Sgt. Kenneth Vinoskiof the 66th Military Intelligence Brigade participated in National Bike-to-Work day to learn a new bike route for his family. “My wife and I have two children, and we are a very active family,” Vinoski said. “We bike all over Wiesbaden.” Wiesbaden, and all of Europe, is home to limitless miles of bicycle paths and trails for those interested in biking, Harris shared. Bike commuters will soon have the use of additional bike racks at various locations on Clay Kaserne. Bike commuters may also have overnight use of storage lockers at the fitness center.
If parking and personal storage incentives are not enough, biking also offers an abundance of health advantages. These benefits include “increased cardiorespiratory fitness, stress reduction, coordination, increased stamina, and it is a great way to burn calories and increase daily activity,” said Andrew Munsterman, Army Wellness Center Wiesbaden director. He also recommends bike riding as an option for light, moderate or high-impact aerobic exercise or activity. “Cycling is great for people who have issues with their knees, shin splints, foot problems, walking gait problems and postural imbalances,” Munsterman said. Wiesbaden FMWR’s Outdoor Recreation offers bicycle rental and repair services. Staff members can also assist in arranging individual bike excursions. Exploring an ironworks
World Cultural Heritage Site offers intriguing exhibits, concerts and opportunity to look back Story and photos by Karl Weisel

T
here’s a kind of beauty in the symmetry of certain monuments to bygone
times. The row upon row of stark, white crosses and stars of David in a military cemetery. The rusting, tangled metal of a once booming industrial-era ironworks. The psychedelic drawings, colors and fashions of the golden age of pop. Visitors to the area around Saarbrűcken will discover all of the above. About a two-hour drive from Wiesbaden takes one to the Saar River town of Vőlklingen, located between Saarbrűcken and Saarlouis. Once home to a prolific ironworks that employed more than 17,000 people during its heyday in the 1960s, made more steel girders than any other plant in Germany and eventually shuttered its operations in 1986 thanks to the worldwide steel crisis, the town these days boasts UNESCO’s first industrial-era World Cultural Heritage Site. The sprawling Vőlklinger Hűtte European Center for Art and Industrial Culture is a monument to a time when workers endured hellish conditions to create the framework of modern 20th century society. Upon entering the former ironworks and encountering the giant blowers that blew compressed air into the blast furnaces, Charlie Chaplin’s comedic turn in “Modern Times”

comes to mind — but photos and written memories of the workers attest to the brutal heat, stench and caustic air in the plant during hours of operation. Visitors can wander over more than 7,000 meters of passageways and metal stairs, up landings and through the various stations of the ironworks reading descriptions in English, French and German which describe the various aspects of the steel production process. After adorning a hardhat, one can climb up any number of metal staircases to get a grand view of the nearby active Saar-Stahl Steelworks and the surrounding Saar River Valley. Founded in 1873 by engineer Julius Buch, the ironworks was already a significant steel producer by 1890 under the ownership of the Rőchling Brothers. After the plant closed in the mid-1980s and was named a World Heritage Site, it evolved over the next three decades into a scientific and cultural exhibition venue. Today visitors will find the Science Center Ferrodrum, detailing the history of iron alongside various stations where visitors can enjoy hands-on experiments, cultural and photo exhibitions including the current “Generation Pop” and “Twenty-five Years of German Reunification,” and concerts. Set in the huge sheds, halls and furnaces of the ironworks, the ever-changing flat-screen television sets, massive photos and various other displays are a stark contrast to the massive metal machinery that serves as a back-

drop — not unlike the sci-fi worlds depicted in films such as “Blade Runner” and “12 Monkeys.” An exhibit titled “Egypt, Gods, Humans and Pharaohs” opens on July 25 and runs through February of next year. rom soothing classical to ‘80s rock, music was the common language spoken at Jam On 2 May 27, a youth music festival celebrating German-American friendship through song and dance. The event was so popular last year, organizers brought it back for a second round. The multipurpose room at Wiesbaden High School was packed as students from Wiesbaden High School and
five German schools around Wiesbaden and Mainz took turns performing. The event was part of the Leonardo Project, a program that brings young people together for cultural, scientific and other endeavors. It was hosted by U.S. Army Garrison Wiesbaden Child, Youth and School Services. “Unfortunately I missed the first Jam On, but it’s really a treat to be here, and I’m delighted to be a part of the audience tonight,” said Dr. Sandra Pepperl-Klindworth, speaking
on behalf of the Leonardo Project. She encouraged students to participate and reminded them that applications are due around Christmas. Highlights included Wiesbaden High School band’s percussionists drumming on chairs and the PFG Big Band from Bischofliche Willigis-Schule from Mainz bringing down the house with some spirited jazz tunes. “It’s really cool to play with American students,” said Anna Goetzfried, 12, a violinist from the Martin-Niemöller-Schule.

The First Aid Kit for Children
There are many things that are put on a list when planning a trip, especially with children. Unfortunately, many people forget about a first aid kit for children. Not only is it important to have a first aid kit with you, but also know how to use the items and under what circumstances.

Regardless of your child’s age, there are a few basic essentials your kit should contain. These items include band-aids, tweezers, thermometer and alcohol wipes. For baby first aid, the thermometer should be a rectal model. An antibiotic gel is a good idea for you to have with older children who are less likely to take the band-aid off.

The first aid kit for children should also contain sunblock. When purchasing sunblock, you will need to consider your child’s age. For example, a tear-free variety may be better for infants and younger children. Pay attention to the sun protection factor (SPF) level. Children should have an SPF 30 or

greater. There are both cream and spray varieties available. To help with sunburn, include a cream or ointment as well.
Anti-itching Medication
Bug spray is another item to include, along with a hydrocortisone anti-itch cream and possibly a bite or sting cream. Bug sprays should be labeled as safe for children. The anti-itch cream can be used for any
type of itchy irritation that may occur. Bite or sting creams can often have a numbing agent as well. An over-the-counter antihistamine may also be helpful for alleviating bites or stings and skin reactions.
Pain Relief and Fever Reducing
An age-appropriate pain relief* and fever reducing medication* should also be considered a necessity. Bumps, bruises, and illnesses
Other things that should be present in the kit include any prescriptions and oral rehydration salts or powder for children over a year old. For infants, include a teething relief gel, bulb syringe and gas drops. You will also need hand sanitizer or sanitizing wipes which are handy when you do not have access to soap and water. It is a good idea to have two sizes for your first aid kit for children. A large kit should have full sized items. The second kit should be suitable for being on the go, fitting in a carry bag. Items in this kit should be the smaller travel sizes. Check your kit regularly when you are not traveling. Refill supplies as needed and check for expired items.
