Hundreds of Soldiers and civilians filled the Wiesbaden Fitness Center Sept. 24 during Wiesbaden’s Ready and Resilient training day. With the focus on suicide prevention, members of the audience heard the cold hard facts from subject matter experts, learned about the many resources available for help and engaged in a little friendly competition to relieve stress and build camaraderie. “We are losing too many people in our Army today,” said U.S. Army Garrison Wiesbaden Command Sgt. Maj. Sa’eed Mustafa, in opening the community-wide suicide stand-down event. “Collectively we want to … mitigate this thing called
suicide.” Describing a young Soldier in his unit who committed suicide early in his career and years later a fellow noncommissioned officer and friend who did likewise after retiring from the service, Mustafa said, “these events stay you with for a lifetime.” Staying tuned to any possible warning signs is critical, he added. “It’s been said that for every suicide about 35 other people are impacted,” said Hollis Champlain, community risk reduction coordinator, describing the families, friends and others whose lives are changed significantly when someone close makes that fatal decision. Since the start of 2013, some 219 Soldiers have committed suicide Armywide, Champlain said, putting it into context by saying, “about the entire size of the 1st Military Intelligence Battalion.” See Ready on page 3

Over the past few months I have talked extensively about the Army’s Ready and Resilient Campaign, from what it entails to the resources it offers our great Soldiers, civilians and families, to what I expect from leaders at every level when it comes to taking care of our own. I am continually impressed as I travel around United States Army Europe. Whether it’s at a unit or an installation, I see increased leader engagement and I see Soldiers at every level looking for ways to combat the serious issues that face our force today. I am certain that we are on the right path, and together we can accomplish any mission and overcome any challenge. To that end, October is Domestic

Military, civilian personnel and federal employees can donate to more than 2,600 national and international charities through the campaign. Last year donations from USAREUR totaled more than $2.2 million. The CFC-O is currently the only authorized avenue for charitable organizations to solicit Department of Defense uniformed service members and civilian employees stationed abroad. Contributions can range from $1 per month for a single charity to a one-time donation for multiple charities. This year, for the first time, military and civilian personnel will be able to use My Pay to make their contributions. Becoming a certified family child care provider The Family Child Care Program hosts a Family Child Care Amnesty Month annually. During the Amnesty Month people providing unauthorized child care in their homes can “turn themselves in” to the Family Child Care Program without penalty and begin the process to become a certified Family Child Care provider. Unauthorized care is defined as consistently providing more than 10 hours of care weekly in your home to children other than your own dependents. A penalty of providing unauthorized child care in your home is the potential loss of housing privileges. Child care provided on the installation that is not approved by the garrison commander puts the command in liability. The objective of the FCC program is to provide quality care and reduce the potential for the incidence of accidents.
Army Regulation 60810 requires FCC Program staff to identify unauthorized child care in home settings (child care provided by a non-certified FCC provider), immediately close the home and assist parents in finding alternative care within the CYS Program. The individual offering unauthorized care may apply for FCC certification, but may not care for children until requirements for FCC provisional certification are completed. The Army FCC Amnesty Program allows individuals who are not currently certified FCC providers (but are regularly caring for children in government owned or, leased quarters) an opportunity to register with CYS without penalty. Champlain also pointed out that while one might assume the stresses of combat might be a factor, most suicide victims had never deployed in their careers. Dr. Robert Rucinski, chief of Behavioral Health Services detailed potential warning signs leaders, friends, family and coworkers must stay tuned to in an effort to help those in need: Talking about suicide (often in a joke form); Seeking the means to commit suicide; Having a preoccupation with death; Sudden changes in emotion (or seeming not to care about anything anymore); Hopelessness; Giving possessions away; Saying goodbye; Withdrawal from others; Self-destructive behavior. Rucinski said ways leaders can help prevent suicide is by: Knowing their Soldiers and building a relationship; Listening and understanding one another; Being available when needed; Recognizing that depression is not a sign of weakness; Using the ACE model ― Ask, Care and Escort. “Don’t leave someone at risk,” he said. Do whatever it takes to get the person the professional help he or she needs. While detailing the resources and assistance chaplains can provide anyone seeking help or considering suicide as an option to life’s troubles, USAG Wiesbaden Garrison Chaplain (Lt. Col.) Harold Cline said, “You can go in and talk to a chaplain and have 100 percent confidentiality.” Saying chaplains stand shoulder-to-shoulder with their fellow service members, family members and civilians, Cline said, “There’s

Likewise, Jan Meert, Wiesbaden’s Army Community Service director, and Michael Robinson, chief of Social Work Services, said it’s important for those in need to seek help as early as possible. “People will help you if you let them know you are struggling,” said Robinson. “Ask for help ― people
are generally open to helping – and if they are not able to, they will help you get assistance.” “If you think that suicide is an issue for deployments or units that recently experienced deployments, you’re wrong,” said Col. David Carstens, USAG Wiesbaden commander, in closing the event. “If you’re a commander or first sergeant out there and think that it’s not an issue in unit, you’re wrong.” Saying that while no one aspect of the day’s training would ultimately prevent someone from committing suicide, the garrison leader, asked all present to be ever mindful of those around them. While the Wiesbaden community has not suffered any Soldier suicides in recent history, everyone must be vigilant to help prevent it from occurring, Carstens said. “The only prevention of suicide is all of you ― you are what is going to prevent suicide.”

Free lighting inspections
During the month of October Army and Air Force Exchange Service automotive repair facilities will offer free inspection of privately owned vehicles to verify that lights, windshield wipers and tires meet acceptable functional standards. All POVs brought to Exchange-Europe Car Care Centers for normal servicing will be checked for these standards as well. The program is conducted Germany wide each year during the fall to correct deficiencies before the more hazardous winter driving season. Any labor or parts necessary for correcting deficiencies will be charged at the normal rate. (AAFES Public Affairs)

Vehicle break-ins on the rise: Secure your valuables Several car owners realized recently that navigation devices, cell phones, and other valuables should not be left in vehicles. Thieves broke the side windows of several parked cars in the downtown area of Bierstadt, Kostheim and Biebrich, and stole everything ― from unimportant trivial items to high quality factory installed navigation systems ― that was not bolted down. Removing valuables from vehicles will save one lots of money, aggravation and damaged property, especially during fall and winter when days are shorter and nights are longer. For that reason, the Wies-
baden Polizei advise car owners to remove valuables from their vehicles. Thefts not only involve property loss, but also the time and hassle required to replace stolen documentation such as driver’s licenses, IDs, passports and vehicle registration. The Wiesbaden Polizei are is often asked how to best stop these perpetrators. For more sophisticated thieves specialized in stealing factory installed navigation and stereo systems, it only helps to choose your parking place more wisely. The Polizei have has repeatedly pointed out that “easy opportunity makes a thief” and advise the following: Valuables such as navigation devices, mobile phones, purses and cameras simply should not be stored inside the vehicle; Any portable electronics should always be removed from the vehicle ― often obvious valuables in plain view result in a “smash and grab” opportunity for thieves. Hiding of valuables is often pointless, as experienced thieves know most hiding place, making the habit of removing all valuable items from the vehicle the best solution. Remember, in most cases of thefts of navigation devices are generally NOT covered by insurance. Being a military spouse requires many sacrifices. Military life is very challenging, and it can be even more challenging when you are trying to complete your degree and can’t be in one place more than two or three years at a time. First, college choices can be very limited when you are stationed overseas, or they might not offer the major

in which you are really interested. At first, I heard how good and convenient online study could be but I wasn’t sure about studying in that environment. Then, I realized if you are selfdisciplined, motivated and have solid time management skills and you live in a remote area or do not have many educational choices where you are stationed, studying online is the best option for those who really want to further their education. I did it. I just earned my master’s degree online, and as a military spouse,
I feel so proud of myself. I’d like to encourage all military spouses to do the same; there are so many opportunities and benefits available. Bottom line is that education is important to remain competitive. All you need to do is take the time to carefully research each college and make the best decision for you. I guarantee you will be surprised by how much you can accomplish; you won’t regret it. Remember, your sponsor’s duty station may limit some options, but online studying may open up new doors for you to achieve your educational goal. On the other hand, there are so many other benefits to studying online. They include no commuting and saving gas money, making your own study schedule and accessing your online classroom from any part of the world. Nowadays, about half of all univer-
sities and colleges offer online classes. I completed my bachelor’s degree face-to-face. But based on my experience, the quality of online education is as good as or better than actual classroom education. Online education improved my writing skills tremendously, made me a stronger person and allowed me to gain more independence. My special thanks go to the Department of Defense for MyCAA scholarships and to my husband for allowing me to use part of his GI Bill benefits to complete my degree. Hooah.

Legal advice: The CID titling process A question I am commonly asked is “I have been titled by CID, what should I do?” There is a lot of misunderstanding about what titling is and what its consequences are. The purpose of this article is to clear up some of these misunderstandings. What is titling? Put simply, titling is the decision to place the name of a person in the “subject” block of a CID report of investigation. Titling is not a legal or judicial decision, it is an operation procedure used by CID. Unlike a criminal conviction, which requires proof beyond a reasonable doubt, to title someone there must only be existence of credible information that a person committed a criminal offense. Legally, this is a very low standard. To meet this standard, CID coordinates with Office of the Staff Judge Advocate to determine if credible information exists. If such evidence exists, then the individual is titled.
What happens once I have been titled? The primary purpose of titling is to ensure that information contained in the CID report can be retrieved for law enforcement and security purposes. Once someone is titled, the ROI is indexed in the Defense Clearance and Investigations Index. If the person being titled is in the Army, they will also be indexed in the Army Crimes Records Center. Being indexed in the DCII and the CRC is what people ultimately complain about when they have been titled, because titling follows you around indefinitely. How do I get un-titled? It is nearly impossible to get “untitled,” i.e. getting your name removed from the ROI. To have a name removed, a person must conclusively establish that the wrong person’s name has been entered as a result of mistaken identity. The good news is that it is comparatively much
easier to amend the ROI from founded to unfounded. The first step is getting the ROI. Hopefully, the Soldier can get this from his/her commander. If not, then the Soldier must submit a request under the Privacy Act of 1974 to the director of CRC. Next, the Soldier comes to the legal assistance office for help in drafting a memorandum, with supporting documentation, on why the amendment to the ROI should be granted. The CRC will then forward these documents to the CID Staff Judge Advocate and the CID Investigative Operations Section. If everybody agrees then the ROI will be amended. If this approach fails, the Soldier can apply for redress with the Army Board for Correction of Military Records. Your Legal Assistance Office can also help you with this process as well. Hainerberg Elementary School joined the ranks of a select few units and organizations eligible to display the Green Boot Certificate outside their facility. Col. David Carstens, U.S. Army Garrison Wiesbaden commander, presented Principal Penelope Miller-Smith and members of the school’s Recycling Club with the Green Boot award Sept. 23. “We’re just taking it to the next level,” said Hainerberg’s principal about the school’s focus on the environment and energy savings ― part of the school’s Science, Technology, Engineering and Math initiatives – and the renaming of the Recycling Club to the Green Boot Club. “We want to ignite that passion in children, but also to partner with the community … to conserve energy and minimize our impact on the environment.” The program exemplifies the Department of Defense Education Activity’s STEM initiatives and reflects the collaboration and national connections that local DoDEA school’s have with their surrounding military communities, Miller-Smith said. As part of the Green Boot Program, members of Wiesbaden military community units and organizations volunteer to work with the garrison’s energy team to monitor and track their energy and recycling efforts. It starts with a checklist that is tailored to each organization, completion of the items on the checklist and a site visit by the energy team. “It’s about the units taking responsibility for themselves,” said Maj. William McGlothlin, operations officer for USAG Wiesbaden’s Directorate of Public Works, explaining that everyone’s help is needed to reduce the more than $19 million the garrison spent in energy costs last year and millions more for refuse disposal. “Besides the fiscal reality ― saving money
through recycling and less energy use ― it’s being better neighbors,” said McGlothlin. “It’s also about changing the culture ― learning techniques that units can take back into combat to reduce their environmental footprint.” “The kids are doing this voluntarily as a choice activity,” said Green Boot Club teacher sponsor Lyn Wheeler. “This is the first one of these that we’ve done with one of our schools,” said Carstens, adding that he would like to see all of Wiesbaden schools engaged in the program. “This is huge not only for the community, but also for DoDDS. If our largest Wiesbaden school can be energy and environmentally active, than so can our other schools. “We have to use our resources more efficiently,” he added. Each year, the influenza or "flu" virus makes millions of people ill worldwide. Children, the elderly, pregnant women and those with weakened immune systems are at highest risk of developing flu-related complications that can lead to hospitalization or even death. The best way to prevent the flu is by receiving an annual influenza vaccination. The Centers for Disease Control and Prevention recommend everyone over the age of six months get vaccinated against influenza. There are two primary types of influenza vaccine: the flu shot and the nasal spray. The flu shot comes in several different forms that target a
variety of age groups from six months and older. All forms of the flu shot contain inactivated or killed virus and are administered as an injection in the upper arm or in the thigh for infants. Your health care provider will determine which form is right for you based on age, allergies and health conditions. The nasal spray vaccine, or the live, attenuated influenza vaccine, is commonly known by its trade name, FluMist and offers protection to healthy adults from 2 to 49 years old who are not pregnant. FluMist contains a live but weakened flu virus that cannot cause flu illness. Studies comparing the flu shot to the nasal vaccine have shown the shot or inactivated vaccine to be more effective in protecting against influenza A in healthy adults. undreds of U.S. and host nation first responders swarmed a Wiesbaden school on Sept. 28 in response to a hostage situation and reports of explosions at the scene. Thankfully, the annual training event was part of a fictional scenario designed to put emergency reponse procedures to the test. “Today, we got to rehearse all facets of a possible emergency,” said Col. David Carstens, U.S. Army Garrison Wiesbaden commander. “We rehearsed the element of an active shooter at a school, followed by an improvised explosive device attack on first responders. “This is about readiness ― and working together is a huge part of readiness in the gar-

rison,” said Carstens, explaining that every opportunity to streamline and improve the way U.S. military and host nation firefighters, law enforcement officials, paramedics and others work together during emergency situations is vitally important. “Today our primary objective was to train the cooperation between the U.S. Forces and the host nation fire departments and emergency services,” said Christian Füllert, Wiesbaden’s chief fire inspector and all hazards exercise event coordinator. Calling it a realistic training scenario that provided first responders with a series of events that could eventually occur during an emergency situation ― in this case those responding were confronted with an “explosion” which “critically injured” a number of those engaged ― Füllert said, “The most challenging thing was that we

had a relatively large area with people spread out over the entire area. “This is one of the reasons that we do these exercises each year ― so that the Americans and our forces can react together,” said Füllert. The exercise which included about 250 host nation firefighters, Polizei, medical personnel and a Bundeswehr liaison officer, also involved about 200 U.S. military community Soldiers and civilian personnel. Several young volunteers from Wiesbaden Middle School were among the role players adding realism to the scenario involving the school. “This was a real good bonding experience,” said Dr. Susan Hargis, Wiesbaden Middle School principal. “I just feel so much better at the school because everything was so well organized. Everyone ― both the parents and students ― told me that they feel overwhelm-
