Moga, Third Air Force and Kaiserslautern Military Community commander, Ms. Carolin Henn, Chief of Staff of the Police Presidium West Palatinate, Ms. Jacqueline Schröder, representative from the Ministry of the Interior of Rhineland-Palatinate and Head of Pirmasens Police Inspection, and other regional police officials met Oct. 28, at Ramstein Air Base, to kick-off the “Key Moment” (“Schlüsselmoment” in German) campaign, that aims to prevent and reduce DUI incidents in the area.
Schröder was tasked by the Ministry of the Interior of Rhineland-Palatinate to develop the road traffic safety campaign and is now responsible for its implementation. The meeting unveiled bilingual educational “Key Moment” DUI campaign materials in English and German. These include a series of posters, graphics and QR codes that lead to informational content to help educate and inform the viewers. The goal is to reduce DUI incidents in the KMC by raising awareness for German drinking limits, alternative transportation, and consequences of DUI offenses.
“With the ‘Key Moment’ traffic campaign, the states of RhinelandPalatinate and Lower Saxony are working together to draw attention to the dramatic consequences of driving under the influence of alcohol or drugs. Our aim is to make people think and to make them aware that every journey requires a responsible decision,” said Schröder.
“The ‘Key Moment’ describes the moment when an individual chooses whether to get in the car or leave it. The individual decision can make the difference between happiness and unhappiness, and between life and death. It is a brief moment, but the consequences can be serious. This is exactly where we come in: With this campaign, we want to encourage all road users to act responsibly and make the right
choice during their key moment,” Schröder said.
The U.S. forces in the region expressly support this important cause. The joint prevention and awareness campaign is part of a continuing partnership to promote safety between the RhinelandPalatinate Ministry of the Interior, the Police Presidium West Palatinate and the Kaiserslautern military community.
This event follows a cooperation agreement that Maj. Gen. Moga signed in July 2024 with State Minister of the Interior of Rhineland-Palatinate, Mr. Michael Ebling, that formally established the partnership between the KMC and the Rhineland-Palatinate Ministry of the Interior with the aim of preventing and reducing DUI offenses in the area.
“While there is always a collective responsibility to counter DUIs, this ‘Key Moment’ campaign is focused on making an impact at the individual level. Your decisions not only affect you, but also the people around you,” Moga said. “This campaign reaffirms our commitment to a safe and secure environment for all residents of the KMC and the surrounding region. The safety and well-being of our Service Members, their families, and everyone in the community remains of utmost importance.”
In addition to this public awareness campaign, the KMC and local German Polizei have agreed to continue regular meetings between representatives from local U.S. Air Force and Army installations and local police units to discuss strategies, share information, and evaluate the effectiveness of their efforts. This proactive collaboration and unified approach intends to help curb and avoid alcohol and drugrelated traffic offenses.

The primary role of ATC is to prevent collisions between aircraft and to provide timely instructions to ensure safe flight operations.

“Air Traffic Controllers are inherently tied to the very core of the Air Force,” said U.S. Air Force Tech. Sgt. Vincent Coleman, 86th OSS ATC tower watch supervisor. “We are tied to every mission worldwide that involves manned and unmanned airframes. Through our many specializations and qualifications, controllers ensure that our pilots are safe on the ground and in the air, to be ready at any moment the Air Force needs them.”

Coleman said controllers recognize the difficulty of their tasks, but many believe the benefits both in terms of job satisfaction and the unique opportunities provided by the Air Force are worth the challenge.
“I decided to stay in the Air Force because it has created a lifestyle that has allowed me to be financially secure, travel the world, and attain a college degree all while gaining valuable experience inside of a career field that will be heavily marketable after I retire,” said Coleman.
Controllers use radar, communication systems, and weather data to provide instructions and updates to pilots. This also includes coordinating with other ATC facilities and responding to any emergencies that may arise.
Despite the unique challenges and duties and the competition from civilian companies in need of ATCs, the unique experience of the Air Force is hard to replicate.
Mullis also stayed in the Air Force as an Air Traffic Controller because of the enjoyment the job brings him, the travel opportunities, and the unique experiences, but also because of the support he receives for his son, who was diagnosed with autism.
In 2023 Ramstein averaged 20,000 annual operations supporting aircraft from the 86th Airlift Wing and other aircraft of NATO and the DOD. Ramstein’s controllers average 60 to 100 operations daily, aptly displaying its nickname of the Global Gateway.
“All jobs have their downsides and being an Airman is no different,” said U.S. Air Force Tech. Sgt. Adrian De La Cruz, 86th OSS ATC air traffic controller. “However, the benefits of serving in the military, steady employment, exciting opportunities to further career progression, ever-increasing responsibility and challenges as you rank up, are well worth it.”
While making judgments about aircraft sequencing and separation in real time, air traffic controllers concentrate on making sure that daily operations proceed smoothly. The role’s requirements may be demanding, but there are some that enjoy the complexity and variety of the work. The days are unique and bring new challenges that call for creative solutions to be implemented.
In addition to helping avoid delays or safety issues that could impede critical missions such as
De La Cruz explained the job of an air traffic controller is both challenging and rewarding. The work is varied, so controllers never have a dull moment and enjoy solving issues and the exhilaration that comes with controlling a busy airspace.
The responsibility of keeping numerous aircraft safely separated in real time is one that few other jobs can match. However, there are also drawbacks to the job, such as irregular hours and shift work, which can disrupt sleep patterns
Upon his diagnosis, the level of care that we have received has been amazing — from his teachers and referrals to off-base therapy agencies, it has been going increasingly well,” said Mullis. “Since his diagnosis, Tricare has covered an iPad for him to communicate with, his daily speech appointments, and therapists. He has not started talking yet, but he can say some words and his vocabulary increases daily, additionally he has learned to sign certain words.”
While many civilian job opportunities exist with higher pay and better schedules, the Air Force provides air traffic controllers with unique opportunities such as worldwide travel, health care benefits, global assignments, and direct assistance for essential operations which can be highly rewarding for those who want challenges and mission-driven work.

DOD, German Ministry of Defence enter into security of supply arrangement

The Department of Defense entered into a bilateral, nonbinding Security of Supply Arrangement with the Federal Ministry of Defence for the Federal Republic of Germany. The arrangement will enable both the U.S. and Germany to acquire the industrial resources they need to quickly meet defense requirements, resolve unanticipated disruptions that challenge defense capabilities, and promote supply chain resiliency.
The SOSA was signed on Oct. 22 by Under Secretary of Defense for Acquisition and Sustainment, Dr. William LaPlante, on behalf of the United States and the Head of the Directorate-General for Equipment within the Federal Ministry of Defence, Vice Admiral Carsten Stawitzki, on behalf of Germany in Brussels, Belgium.
“This SOSA is an important step forward and further strengthens the robust defense partnership between Germany and the United States,” said Dr. LaPlante.
Through this arrangement, the U.S. and Germany commit intent to support one another's priority delivery requests for procurement of critical national defense resources.
The U.S. will provide Germany some assurances under the U.S. Defense Priorities and Allocations System, with program determinations by the DoD and rating authorizations by the Department of Commerce. Germany will in turn establish a government-industry Code of Conduct with its industrial base, in which German firms
will voluntarily agree to make every reasonable effort to provide the U.S. with priority support. Participation in this Code of Conduct is made voluntarily.
SOSAs are an important mechanism for DOD to strengthen interoperability and are a proven supply chain tool for enabling a resilient, global defense ecosystem for the U.S.
and key partners and allies. The arrangements institute working groups, establish communication mechanisms, streamline DOD processes, and proactively act to allay anticipated supply chain issues in peacetime, emergency, and armed conflict.

EUCOM conducts Phase II Reintegration exercise for returnees

U.S. European Command recently conducted a Phase II Reintegration exercise designed to prepare DoD personnel and support teams for the return of individuals from captivity.
The exercise, held at Landstuhl Regional Medical Center on Oct. 22–24, focused on the second phase of reintegration, which addresses the medical, psychological and emotional needs of returnees after their initial recovery.
Exercise participants were provided with instruction, handson scenarios and simulations on returnee reception, medical readiness, Emergency Operations Center preparation and the principles of the Code of Conduct.
The exercise enabled military
personnel to grasp their role within the intricate reintegration process, which involves various components and support personnel.
“Working with this team of various services, specialties, partner agencies and nations, has been a great experience,” said U.S. Air Force Col. Jason Webb, U.S. European Command Phase II Reintegration exercise team chief.
“I believe this team has positively influenced the reintegration process, and I know that all members of the team gained a better understanding of the importance and execution of the process through our team interactions and the input of our partner nations and agencies during this exercise.”
These exercises allow the reintegration team, which consists of medical, Survival, Evasion, Resistance, and Escape psychologists, and intelligence and SERE
debriefers, to rehearse protocols for gathering information, conducting physical and psychological assessments, gaining lessons learned and establishing procedures to expedite a servicemember’s return to duty.
“Reintegration of an isolated individual is an extremely complex, delicate and important task,” Webb said. “The broad range of experts required to achieve the common goal of gently returning an isolated individual to duty demands a great deal of teamwork.”
Participants and observers included representatives from Belgium, the Netherlands, Norway, Sweden, the U.S. Air Force, Army, Navy, and FBI. This collaboration highlighted international and
interagency commitment to providing comprehensive support for returnees.
“Learning from the reintegration process here will strengthen our international cooperation in the event of a real-world personnel recovery scenario,” said Royal Netherlands Air Force Maj. Lynn Ten Velde, Centre for Man in Aviation senior aviation psychologist. “Additionally, it helps us build a network of subject-matter experts across allied nations, enhancing our ability to collaborate effectively.”
“The reintegration mission is a unique one,” said U.S. Air Force Tech. Sgt. Adam Doumit, 603rd Air Operations Center EUCOM Phase II Reintegration office of primary responsibility member. “It allows us to get a returnee back into a normal lifestyle while also gaining vital information about their experience to change the way we approach training, to better prepare our warfighters that are at risk of being isolated.”
By conducting realistic reintegration exercises, EUCOM strengthens its ability to respond to realworld scenarios, ensuring that returnees are fully supported as they return to duty.
The importance of such exercises cannot be overstated. Phase II Reintegration ensures that service members are provided with the necessary support to enable them to return to duty, family and society as quickly as possible.

hosted a fall motorcycle safety ride Oct. 4 at Smith Barracks for riders in Kaiserslautern and Baumholder, focusing on road safety in Germany. This event, following the first spring ride in April, marked the garrison’s first fall ride.
“The rides are especially important for new riders,” said Richard Cruikshank, director for the garrison’s safety office. “For some it’s the first opportunity to ride with a group long distance and the rides offer many opportunities to learn. And the experienced riders are great about sharing their knowledge.”

Before hitting the road from Baumholder to Neustadt, participants attended a safety class to refresh their knowledge and had
their motorcycles undergo a safety check.

“The ride creates memorable experiences, gives riders here in Germany new places to explore, and enhances the joy of riding!” Smith said. “With the weather being unpredictable during this journey, it reminded us [riders] of our own learning curve and reinforces the importance of patience and support for others who are still developing their skills.”

same level of security as phones and computers,” he said. “This lack of security makes these devices an attractive target for cybercriminals, and everyone should take steps to ensure that they are properly secured."
Bradbury said that taking proactive steps to protect mobile devices from cyber threats, including keeping software up-todate to have the latest security patches and features, is critical.
“One of the biggest risks for mobile devices is simply having out-of-date software,” he said. “Backing up data to a cloud service provider can help protect against data loss in the event of a device failure or cyber attack. Additionally, using strong and complex passwords on all devices can prevent unauthorized access and protect sensitive information.”
“Computers, phones, and other ‘smart’ devices have become essential parts of our lives,” said Richard Bradbury, Information Systems Security manager at U.S. Army Garrison Rheinland-Pfalz. “Being aware that more and more devices, particularly “smart” devices need to have security in mind is a vital step.”
According to Bradbury, awareness is fundamental when it comes to being educated about phishing and social engineering attacks. He recommended the training offered by the Army as an exceptional resource for reinforcing existing knowledge and staying informed about new and emerging threats.
“While it may be tempting to rush through the annual Cyber Awareness Challenge training, taking the time to complete it thoroughly is essential for maintaining a strong cybersecurity posture," he said.
Bradbury also warned against the use of home ‘smart’ devices, as they are increasingly becoming a prime target for cybercriminals.
“Smart devices such as Roomba, smart refrigerators, Nest, and others often lack the

ABC IN KMC: November notions

The month of November tends to be rather foggy, rainy and windy. However, a few events can light up the season and bring color to dreary days.
Allerheiligen
For Germans in the region November kicks off with a public holiday on the first of the month and a long weekend this year. All Saints’ Day is a religious celebration and public holiday in many parts of the nation. As its name suggests, the Catholic Church honors not only its well-known saints, but also the women and men who had secretly lived and defended their beliefs, and proclaimed the Christian message, but were not officially canonized.
During the course of the first decades after Christ, it became increasingly difficult to individually honor each saint with a celebration. As early as in the fourth century, an annual celebration was then held the first Sunday after Pentecost in honor of all of them.
At the end of the eighth century, the religious celebration was moved to Nov. 1 in Ireland, which coincides with the Celtic New Year and marks the beginning of winter. This tradition eventually spread to the European continent.
A modern tradition is to decorate graves of deceased with dried-flower bouquets, wreaths or flower bowls and cover existing plants with fir branches to protect against frost. So-called grave or eternal lights with candles are also placed on graves in memory of beloved family members.
All Saints’ Day is celebrated on Nov. 1 in the states of Rheinland-Pfalz, Saarland, Nordrhein-Westfalen, BadenWürttemberg and Bavaria as a public holiday with all stores and public offices being closed.
Other German states in the northern and eastern regions as well as Hessen celebrate “Reformationstag” (Reformation Day) in honor of Martin Luther, initiator of the Protestant Reformation, on Thursday, Oct. 31 instead.
St. Martin
Although not a public holiday, another exciting event takes place on the evening on or about Nov. 11. St. Martin might ride through your town on a white horse and bring joy to children. Saint Martin of Tours in France figures prominently in the development of Christianity in fourth-century Europe. This gentle, humble servant, known best for helping those most in need, was chosen by the people of Tours as their spiritual leader, and is considered to be the patron saint of all children.
Tradition has it that children in the region build and decorate lanterns in his honor. They parade through towns singing “Laterne, laterne, Sonne, Mond und Sterne... (Lantern, lantern, sun, moon and stars…). Many villages organize cheerful parades and music with children carrying their colorful hand-made lanterns bringing light into the dark. This may be an inspiration for creative activities at pre-school or elementary school in the KMC, as villages are thrilled to share the event with other children. Show off your handcraft skills, join in
the fun and grab the opportunity to meet other neighborhood kids. There may be bonfires with food and drinks as well as pretzels for kids in your village. Check your local “Amtsblatt” for exact dates and event times in your individual community.
November Eleven
In Germany Nov. 11 marks the beginning of the Karneval or Fasching Season, also known as the “fifth season” of the year. Celebrations kick off at 11:11 a.m. on the eleventh day of the eleventh month. Cities such as Cologne, Düsseldorf and Mainz celebrate the event with colorful parades and parties.
In the United States, Veterans Day is always celebrated on Nov. 11, regardless of the weekday. It is mainly intended to thank living veterans for their service, to acknowledge that their contributions to national security are appreciated, and to underscore that the fact that all those who served, not only those who died, have sacrificed and done their duty. National Day of Mourning
On a solemn note, Sunday, Nov. 17 is observed as the National Day of Mourning in commemoration of members of the armed forces of all nations and civilians who died in armed conflicts. This includes fallen soldiers of both world wars, recent armed conflicts, and civilian victims of armed aggression. Every year U.S. Army and Air Force leadership representatives lay wreaths during ceremonies at cemeteries within the KMC along with their German counterparts.
Advent
This year the Advent season, the four weeks leading up to Christmas, starts on Sunday, Dec. 1. However, many Christmas markets in the area start in late November, such as in Kaiserslautern on Nov. 21. Colorful lights and decorations, sweets and treats at the markets are sure to make your mouth water and brighten up your evenings. The 86th Aeromedical Evacuation Squadron showcased a unique achievement during Operation Guardian Wings at Ramstein Air Base, Oct. 23. Service members from the 86th AES and U.S. Army, 2nd Battalion 2-227 aviation regiment, executed a simulated transfer of a patient from a rotary-wing platform, a U.S. Army HH-60M Blackhawk, to a fixed-wing platform, a U.S. Air Force C-130J Super Hercules.
“This maneuver is not usually a standard practice, but demonstrates the interoperability of Army and Air Force assets, reducing the time it takes
to move patients from the battlefield to higher degree of care,” said USAF Col. Michelle Wyche, 86th AES commander.
“This advancement is a testament to the 86th AES’s commitment to readiness and equipping our members to navigate the complexities of patient movement in future conflicts.”
The main objective of OGW is to test out the efficiency and speed of transporting patients from point of injury to a Role 3 location for an increased chance of survival. Medical professionals worked in tandem to educate one another about their processes, procedures, equipment, and the differences between moving patients between rotary-wing platforms and fixed-wing platforms.

If you visit Berlin in November, you might just think you’ve found the coolest city on the planet. The days are short and crisp. Nights are long and drenched in neon. You can find tickets to rock concerts, top-level soccer matches, operas, ballets, circuses, the zoo, and basically anything else. And the best part? It’ll pretty much just be you and the locals.

It’s hard to believe that more people aren’t talking about the Mosel Valley. This is absolutely one of the most beautiful places on the planet. In November, those roads are empty, those hills are golden, the villages are quiet (and filled with high-quality wines at outstanding prices), and the rivers are tranquil. Go. Visit the Mosel Valley. You’ll feel like you’ve landed on a different planet, in the best possible way.

Hamburg
When the world is getting darker, sometimes the best thing you can do is lean into it. This is doubly true for Hamburg, which is several hours north of the KMC. You won’t regret going to Hamburg in November. The harbor is brilliant: Crisp air, activity at all hours of the day and night, restaurants, shops, the works. If you’ve got a family, then Hamburg has a ton of activities to keep you busy. If you don’t have a family, all the better. Hamburg’s nightlife is famous. Either way, you’ll come away feeling energized and ready to face down the long winter.

Rothenburg ob der Tauber
November might just be the only month
in which you can visit Rothenburg and feel like you’ve stumbled on to a massive secret. This little city, which is legendary for its stone streets, half-timbered houses, Christmas market, and all-around adorableness, is great any time of the year. But you can almost get a sense of the real Rothenburg in November. Shopkeepers are more relaxed (they may even offer you an espresso if you stay and shop a while), the city walls are deserted, the restauranteurs are in a good mood (summer is done and December is coming up, so they can breathe), and parking is plentiful. Just a beautiful time to be there.
Rothenburg o.d. Tauber: Two places to start
Market square: If you’re there in the early evening, the market square is brilliant. The town hall is lit up, as are the surrounding streets. Just soak it in for a bit, and then start wandering.
Gasthaus Alter Keller: Your chances of booking a room (and a table) here increase significantly during November. A one-of-akind experience, especially when the night is cool and dark and the restaurant is warm and cozy.
