OCOLA to increase for KMC service members August 15
by Senior Airman Edgar Grimaldo 86th Airlift Wing Public Affairs
The Overseas Cost-of-Living Allowance has increased for Ramstein Air Base and other bases in the Kaiserslautern Military Community. Military members will see the change reflected on their August 15, 2024 paycheck.
The allowance rates vary based on rank, years of service, number of dependents and currency exchange rates. For example, using current OCOLA and currency exchange rates, payments to a technical sergeant who resides off base with 10 years of service and three dependents would receive $159.00 per pay period. The same service member - without considering currency exchange rate fluctuations - would receive $318.00 per pay period after the August OCOLA rate increase.
The purpose of the OCOLA program is to maintain economic parity between service members stationed in and outside the conti-
nental U.S. to offset higher costs of living while stationed overseas.
The OCOLA program takes factors such as inflation rates and currency fluctuations into account. Results from November 2023’s retail price schedule were recently approved by the services and published by the Office of the Secretary of Defense. These figures, combined with 2021’s Living Pattern Survey data and CONUS pricing, resulted in a significant OCOLA increase for many locations across Germany, including the KMC.
Because OCOLA is not a fixed amount and fluctuates regularly, DoD officials advise service members to base their fixed expenses, such as rent and car payments, on what they can afford without relying on OCOLA. This approach ensures service members maintain stability in their finances regardless of OCOLA rates.
Ramstein leaders also encouraged members of the Kaiserslautern Military Community to participate
in the next Living Pattern Survey, which will open September 2024, to ensure their purchasing habits are accurately captured.
“Data collected from the November’s Retail Price Schedule resulted in this significant OCOLA increase,” said U.S. Air Force Lt. Col. Josh Mann, 86th Comptroller Squadron commander. “By taking a few minutes to complete the upcoming Living Pattern Survey, Airmen and their families can provide an accurate depiction of the true cost of living abroad and play a crucial role in shaping the benefits that matter most for themselves and their fellow KMC members.”
Military members are encouraged to review their leave and earnings statements regularly and take advantage of the various financial planning resources offered to ensure financial success.
Additional information on the OCOLA program can be found by visiting the Defense Travel Management Office website.
USAG Stuttgart to host US Paralympic swim team
by John Campbell USAG Stuttgart Public Affairs
U.S. Army Garrison (USAG) Stuttgart staff are preparing to host some very special guests in the coming weeks.
Thirty-three athletes from the U.S. Paralympic swim team are scheduled to arrive in Stuttgart August 17 for a week’s worth of training in advance of the Paris 2024 Paralympic Games. That competition is scheduled to start August 28 and run through September 8.
“It is a great honor to host the U.S. Paralympic swimmers who are models of perseverance,” said USAG Stuttgart Commander Col. Kirk Alexander. “The garrison team is working hard to set these world-class athletes up for success during their final phases of training for the games.”
While the garrison team provides support services daily for the 28,000-member military community in the Stuttgart region, some unique challenges have emerged in supporting this mission.
“Athletes at this level have a wide range of diets, so making sure they have the right food presents an interesting challenge,” said Jasmin Elder, Events Coordinator for USAG Stuttgart Family & MWR. “Making sure we have the right equipment available to support transportation as the team moves throughout the area is another challenge.”
Leaders at U.S. Paralympic Swimming say the 33 athletes have a “wealth of experience” as they have a combined 69 medals from prior competitions. Twenty-three swimmers have competed on this stage before, while the other 10 are making their debut.
“We are exceptionally proud of these athletes, who represent the best that Team USA has to offer,” said Erin Popovich, U.S. Paralympic
Sgt. 1st Class Elizabeth Marks, a U.S. Paralympian and combat medic, is the most decorated athlete in the Army’s World Class Athlete Program (WCAP). She and the rest of the U.S. swim team will visit USAG Stuttgart in August as they train in preparation for the 2024 Paralympic games that will be held in Paris.

Five of the prior medals Team USA has belong to U.S. Army Sgt. 1st Class Elizabeth Marks, who will compete in the Paralympics for the third time. Marks, a member of the Army’s World Class Athlete Program (WCAP) from Fort Carson, Colorado, specializes in the 100-meter backstroke S6. She is the most-decorated member of the WCAP program according to Army News Service.
During the 2021 Paralympic Games in Tokyo (postponed to the pandemic), she set a world record with a time of 1 min 19.57 seconds in the 100-meter backstroke. In addition to taking gold from that performance, she also won a silver and a bronze medal at the games.
She swims despite losing her left leg and having visual impairments she sustained while serving as a combat medic in Iraq.
“I found sport through injury,” Marks said in an interview with Army News Service, “it was my place of peace.”
Headlining the team is Jessica Long from Baltimore, who has won 29 medals in previous competitions. This will be her sixth time representing Team USA in the Paralympics.
Long was born in Russia and didn’t have most of the bones in her legs and feet at birth. Her legs were amputated when she was 18 months old so she could be fitted with prosthetics. She started swimming for Team USA at age 12 during the Paralympic games held in Athens in 2004.
Four swimmers are making their fourth trip to the games. They include Mallory Weggemann of Eagen, Minnesota, Evan Austin of Terre Haute, Indiana, McKenzie Coan of Clarkesville, Georgia, and Colleen Young of St. Louis. Coan is another storied swimmer who has won four gold medals and two silver from Paralympic Games in London, Rio de Janeiro, and Tokyo.
In addition to Marks, Hannah Aspden of Raleigh, North Carolina, Lizzi Smith of Muncie, Indiana, and Natalie Sims of Edina, Minnesota will all make their third Paralympic appearance. Aspden won two golds in Tokyo, one in the 100-meter backstroke S9 and the other as a member of the 4x100 meter freestyle relay 34 points.
Team USA will have 14 members who are competing in their second Paralympics. Anastasia Pagonis of Long Island, New York and Gia Pergolini of Atlanta each set world records at Toyko. Pagonis won the women’s 400-meter freestyle S11 while Pergolini’s victory was in the women’s 100-meter backstroke S13.
A two-time gold-winner in Tokyo, Morgan
Stickney of Cary, North Carolina set a world record in the 400-meter freestyle S7 at the U.S Paralympic Team Trials Swimming competition held in late June. Stickney began swimming competitively at age 10 and had risen to top 20 status in the 1500-meter ranks before she broke bones in her left foot that would lead to its amputation. She returned to the pool in 2018 and took part in freestyle and medley relay teams that each won gold in 2021.
As mentioned previously, 10 athletes are taking part in the Paralympics for the first time. Noah Jaffe of Carlsbad, California and Olivia Chambers of Little Rock, Arkansas each won six medals at the 2023 world championships, their first major international competition. Jaffe, who has cerebral palsy that affects his legs and one arm, was inspired to try para swimming after watching the 2016 Rio games. Chambers started swimming at age four and has dealt with vision loss since she turned 16.
Para swimming has been part of the Paralympic program since the first games in Rome in 1960. Events are open to male and female athletes with physical disabilities such as dwarfism, amputation/limb loss, blindness/ visual impairment, spinal-cord injury, cerebral palsy/brain injury/stroke, cognitive impairment, and Les autres.
Upon arriving at the garrison, the team is expected to train twice daily in an area swimming pool. Garrison staff are planning an event for DoD community members to meet the athletes at least once during their weeklong stay. More information will be shared on StuttgartCitizen.com as details become available. The swimming competition starts August 29, the second day of the games.

435th AGOW supports Slovakia’s F-16 integration
Story and photos by Capt. Jacob Murray 435th Air Ground Operations Wing
BRATISLAVA, SLOVAKIA (AP) —
The 435th Air Ground Operations Wing has been instrumental in preparing Slovakia to receive and operationalize its incoming F-16
Fighting Falcon fighter jets over the past two years. Through a series of training initiatives and partnerships, the 435th AGOW has helped establish capabilities within Slovakia’s military, ensuring readiness and operational efficiency.
The partnership ramped up October 2022 when the 435th
AGOW conducted the first of four Mobile Training Team events, training over 120 Slovak personnel and establishing key infrastructure such as the Combat Arms Training and Maintenance process, and a Security Forces Training Academy. These efforts were critical in certifying the Slovakian Air Force to
accept and operate F-16 aircraft.
“Our mission has always been about partnership and readiness,” said Col. Damon Field, 435th Contingency Response Group commander. “By working closely with our Slovak counterparts, we’ve not only imparted essential skills but also built a foundation for sustained operational success.”
Additional training covered critical areas including Tactical Combat Casualty Care procedures. Three 435th CRSS Independent Duty Medical Technicians, including a Flight Surgeon, trained 265 personnel through four MTT events, significantly enhancing the medical readiness of Slovak forces.
“The collaboration has been exceptional,” said Master Sgt. William Noble, Superintendent, Air Advisor Operations 435th CRSS. “Our training sessions have not only improved their tactical skills but also strengthened our bonds, ensuring we work seamlessly together in future operations.”
July 2024 marked another significant milestone in this long partnership with the training, testing and certification of 10 Slovak military personnel on the BAK12 aircraft arresting system. This system facilitates the safe operations of F-16s, further enhancing the operational capabilities of
Malacky Air Base.
The BAK-12 system at Malacky was built by the AGOW Construction Training Squadron. CTS will take lead in constructing additional BAK-12s throughout NATO in the near future. Additionally, CTS has provided maintenance, training, and inspections support to Slovakia during this and many other projects.
Airfield assessments performed by members of the 435th AGOW identified the need for a Foreign Object Debris program. This initiative was successfully implemented, addressing a critical aspect of airfield safety and readiness.
Looking ahead, Air Advisors and Security Forces personnel are scheduled to conduct a Train the Trainer event in October. This event will focus on training senior noncommissioned officers and company-grade officers to ensure the sustainability and continuity of the training programs.
The 435th AGOW’s contributions have been instrumental in preparing Slovakia for the arrival of the F-16s, showcasing a model of partnership, readiness and competency. As Slovakia integrates these advanced aircraft into their defense strategy, the groundwork laid by the 435th AGOW will ensure they are prepared to meet future NATO challenges.

Plus, it offered them the opportunity to work in a multinational response structure — that’s huge for future deployments where they might be working with other NATO forces.”
This collaborative training event provided a unique opportunity for the U.S. and German medical teams to enhance their skills and proficiency in a combined environment.

“The Bundeswehr kicked off the training event by showcasing their impressive arsenal of medical evacuation helicopters,” said Lt. Col.(P) Marlene Ariasreynoso, commander of the U.S. Army Health Clinic Ansbach. “The training was extremely realistic and beneficial to our Soldiers. The Bundeswehr team did an excellent job in performing the rescue of a wounded soldier from a simulated vehicle wreck. The scenario provided a realistic environment for showcasing the German team’s medical expertise and coordinated
“Their (German) techniques were a little different from ours, but just as effective,” added Ariasreynoso. “It was a great reminder that there’s always more than one way to get the job done, especially under pressure. Plus, working alongside the German team really hammered home the importance of clear communication, even with a language barrier. We all had to be on the same page in getting the simulated casualty the care he needed, and fast.”
According to senior Army medical officials, conducting tough, realistic training is the closest thing to a real-world scenario Soldiers can get outside of an actual deployment.
“Practicing casualty evacuation and trauma care with a different team in a chaotic environ-
In real-world combat and tactical situations, especially in Europe, U.S. Army Soldiers need to be able to operate together, in unison, with allied and partner nation military forces.
“This joint training event was a win-win for everyone,” added Ariasreynoso. “We learned from each other, built camaraderie with the Bundeswehr medics, and most importantly, practiced how to work together to save lives. It fostered trust and understanding between our teams, which is crucial for when things get real. I truly hope we can do more training like this in the future. Sharing knowledge and improving our skills together as NATO allies , that’s how we get better at what we do and ultimately, save more lives.”
Veterinary Corps Soldiers support Ghanaian military counterparts
MEDREX is a program designed and overseen by the U.S. Southern European Task Force, Africa that allows medical personnel from the U.S. military and partner nations to exchange medical procedures and strengthen treatment capabilities. From 8 May to 31 May a veterinarian and an animal care specialist from Public Health Command Europe supported a three week-long medical readiness exercise in Accra, Ghana.
MEDREX is a program designed and overseen by the U.S. Southern European Task Force, Africa that allows medical personnel from the U.S. military and partner nations to exchange medical procedures and strengthen treatment capabilities. The exercise exposes participants to unique medical delivery methods and ultimately improves their capacity to assess and deliver care.
For the first time in its history, a veterinary component was added to the medical exercise to provide veterinary care and train handlers on military working dog point of care training.
“My role at the MEDREX was to be the lead for the veterinary team. We executed training, patient care and facilitated interoperability between the United States and Ghanian Militaries,” said Capt. Javier Pino, veterinarian at the Spangdahlem Veterinary Treatment Facility.
During the exercise, Pino and animal care technician Sgt. Ricardo Blancarte trained more than 75 Ghanian military partners, handlers and veterinary staff on Canine Tactical Combative Casualty Care, canine first-aid, bandaging, intravenous access, common injuries in MWDs and ultrasound training at
the military veterinary clinic and Ghana National Dog Academy.
According to Blancarte, the different training levels of the handlers were challenging at first but provided a great opportunity to learn from each other.
“For me it was almost like a deployment-like setting, resources and equipment were limited but the Ghanian partners showed me how to utilize the resources that were available and still provide enhanced care to military working dogs,” said Blancarte. “From our standpoint we were able to teach them more of the theoretical approaches which was very rewarding since they continued to ask questions and were eager to learn more.”
Pino and his team recommend that a veterinary team becomes an integral part of the exercise in the future to exchange information and knowledge between the United States and the Ghanian militaries regarding Military Working Dog, veterinary care and animal husbandry.
“The main takeaway from the MEDREX was how important is it for the Veterinary Corps to be involved in these types of exercises. We provide a unique capability that cannot be provided without us,” said Pino. “Through the training and support we provided in Ghana we set the foundation for an improved Military Working Dog program in Ghana and opened the door for future collaborations between the U.S. Army Veterinary Corps, the U.S. Air Force, the North Dakota National Guard and the Ghanian Armed Forces.”
“For me it was almost like a deployment-like setting; resources and equipment were limited but the Ghanian partners showed me how to utilize the resources that were available and still provide enhanced care to military working dogs,” said Sgt. Summer safety
by Military Health System at Health.mil
Summer is the season for relaxing, having fun and spending time with your family and friends, but it’s also a time to remember simple precautions to keep yourself and your family safe.
Food safety is easy to overlook at summer picnics. These easy tips from the Food and Drug Administration ensure a deliciously healthy BBQ:
General food safety tips
Food handling:
• Keep cold food cold with ice or frozen gel packs.
• Cold food should be stored at 40°F or below.
• Keep coolers closed. This keeps the contents cold longer.
• Do not cross-contaminate. Keep raw meat/poultry/seafood wrapped to avoid contaminating other picnic foods.
• Clean your produce. Rinse fresh fruits and vegetables before packing.
• For more summertime food safety tips, visit: https://www.fda.gov/ food/buy-store-serve-safe-food/ handling-food-safely-while-eating-outdoors
• Remember to thaw meat and poultry slowly in the refrigerator or under cold running water before cooking. Microwave defrosting is acceptable if the meat will be cooked immediately afterwards.
• Harmful bacteria usually grow in the “danger zone” between 40° and 140° F, so keep meat and poultry in the refrigerator until you are ready to throw it on the grill. Marinate it in the refrigerator too. If you want to use additional marinade as a sauce, be sure to boil it first to kill the bacteria or set a portion of it aside so it is not contaminated by raw meat.
• Precooking in the oven or microwave can reduce time at the grill but only precook immediately before finishing on the grill. Never partially grill meat or poultry and finish cooking later.
• When transporting food to another location, use a cooler with ice to keep it at 40°F or below. Everything should stay chilled until immediately before it will be cooked or consumed. Keep the cooler out of the direct sun and avoid opening the lid too often. It helps to keep beverages in a separate cooler.
• As always, cleanliness is essential to prevent food-borne illness. Wash hands, surfaces and utensils frequently with soap and water or antiseptic wipes.
• Never use the same plate, cutting board, or utensils for cooked food that you used for raw meats and poultry. Bacteria in the juices of raw meat and poultry can contaminate safely cooked food.
• Meat and poultry cooked on a grill browns very quickly but may not be cooked inside. Always use a food thermometer to be sure the food has reached a safe internal temperature. In the case of whole poultry this should be 180°F in the middle. Hamburgers and pork chops should reach 160°F throughout. Beef, veal, and lamb chops can be cooked to 145°F.
• After cooking, keep meat and poultry at 140°F or warmer until eaten. If fully cooked meats like hot dogs need to be reheated, grill them to 165°F.
• Refrigerate any hot or cold leftovers promptly in shallow containers. Discard any food that is left out for more than two hours after cooking, or one hour if temperature is above 90°F.
Grilling:
Firing up the grill may be the largest safety hazard of the summer season. Use caution when grilling
with open flame and careful when using charcoal lighter fluid. Nearly 5,000 people are injured annually while grilling. Outdoor barbecuing is a summer tradition and a national pastime. But it also presents two significant dangers — fires and food poisoning. warm weather causes food to spoil more quickly.
Before using a grill:
• Check the connection between the propane tank and the fuel line.
• Make sure the venturi tubeswhere the air and gas mix — are not blocked.
• Do not overfill the propane tank.
• Do not wear loose clothing while cooking at a barbecue.
• Be careful when using lighter fluid. NEVER use gasoline to light the grill.
• Do not add fluid to an already lit fire because the flame can flashback up into the container and explode.
• Keep all matches and lighters away from children.
• Teach your children to report any loose matches or lighters to an adult immediately. Supervise children around outdoor grills.
• Dispose of hot coals properly — douse them with plenty of water and stir them to ensure that the fire is out. Never place them in plastic, paper or wooden containers.
• Never grill/barbecue in enclosed areas - carbon monoxide could be produced.
• Make sure everyone knows to Stop, Drop Roll in case a piece of clothing does catch fire.
• Call 911 or your local emergency number if a burn warrants serious medical attention.
USAG Rheinland-Pfalz shares latest ‘Customs
Customs helps guests drive around in Germany
by
by U.S. Army Garrison Rheinland-Pfalz Public Affairs
Stationing in Germany offers the advantage of friends and family visiting and traveling around Europe. However, if U.S. Army Europe and Africa (USAREUR-AF) plated vehicles are to be used for excursions; customs approval is necessary.
Nevertheless, approval is not necessary if any member of your household possessing a USAREURAF driver’s license will be present in the vehicle while your guests are driving.
To obtain an Exception to Policy for Authorization to Operate a Privately Owned Vehicle (AEA Form 550-175D), visit your local U.S. Forces customs office and the customer service personnel will assist in filling out the application form. If you would like to have the paperwork ready before your relatives or friends arrive, you should bring along your vehicle registration and legible copies of their passports, stateside driver’s licenses and either an official German translation of their licenses or an International Driving Permit (IDP).
In the United States, IDPs are issued by the American Automobile Association (AAA) only and come as a grey (5.8 x 4.1) paper booklet. IDPs issued by other providers, especially online versions, are not genuine and are considered invalid. For visitors from countries
other than the USA, please ask your local customs office if an IDP or translation is required. Also, please make sure that your automobile insurance covers your guests.
It is also important to note that your guests cannot be residents of Germany or plan to establish residency in Germany and must be 18 years or older.
For visiting dependents, the U.S. Forces Customs in Europe and Africa (USACA-E) will issue AEA Form 190-1APQ for up to 90 days.
Your guests can use this exception to policy to drive a USAREURAF registered privately owned vehicle (POV) in Germany for up to 90 days within a six-month period. The 90-day period begins on the day the visitor arrives in Germany
or any other country of the European Union. The document must remain in the car when your guests use your vehicle independently, along with their passports, the vehicle registration, proof of insurance, and their IDPs (or official translations of their licenses).
Driving in Germany is a tax-free privilege for U.S. Forces personnel and their family members, which is why the customs authorization is required for guests. This exception to policy does not allow your guests to buy gas at AAFES/ESSO gas stations or use your AAFES fuel ration card. Likewise, friends or family visiting Germany who rent a car may not use AAFES gas stations or fuel ration cards.
Your guests can have a great
time driving around Europe if you plan ahead. If you have questions email or call any U.S. Forces Customs office to find out more or consult the customs web site at https://www.europeafrica.army. mil/customs/ for more details on procedures and locations of customs offices.

Sgt. Maj. David Rieckmann, G-6 chief signal non-commissioned officer, 10th U.S. Army Air and Missile Defense Command in Sembach, praised the golf course, noting its variety of holes and challenging terrain.
“The goal of the campaign is to educate every Soldier about AER and the annual campaign, promoting voluntary involvement by encouraging donations,” said Jessee Dean, AER specialist for USAG RheinlandPfalz’s Army Community Service, Family and Morale, Welfare & Recreation (FMWR) Division.

“While AER aimed for a 10 percent soldier donation rate, this year saw approximately 7.5 percent overall participation.”
Marie Amarosa, AER specialist, USAG Rheinland-Pfalz, said that, in the past year alone, 155 Soldiers received nearly $21,000 in grants and $213,000 in interest-free loans.
“Giving back is so important,” she said. “Even if individuals do not directly benefit from it now, they or someone they know may benefit in the future. The interestfree loans provided by AER help protect Soldiers from resorting to high-interest loans.”
AER has historically given out more funds than it has received in donations, with the aim of either matching or surpassing the amount loaned out.
“In this 9-hole course, you’ll find a mix of par three, par four, and par five holes that offer a nice challenge,” he said.

“The Baumholder Rolling Hills Golf Course is a hidden gem.”
Marie Amarosa, AER specialist, USAG Rheinland-Pfalz
“The course’s name, ‘Rolling Hills,’ truly reflects its terrain — it’s not flat but rather features undulating ups and downs. Despite its challenges, it’s a beautiful and enjoyable course to play on.”
Rolling Hills Golf Course is the only Army-operated golf course in the area, providing families with an opportunity to bond while supporting the local Army economy. In addition to traditional golfing, visitors can also enjoy Frisbee golfing without any dress code restrictions.
“The Baumholder Rolling Hills Golf Course is a hidden gem,” said Amarosa, “with great potential for families, the community, and military units to enjoy.”

Landstuhl Regional Medical Center team exchanges knowledge with Lithuanian military on casualty evacuation care

A guide to PCSing with your dog
by Senior Airman Brenden Beezley 86th Airlift Wing Public Affairs
The Centers for Disease Control and Prevention recently announced new requirements for dogs entering the United States, effective August 1, 2024.
The key changes are that all dogs must be at least six months of age, deemed healthy upon arrival, vaccinated, microchipped, and accompanied by necessary veterinary documents. Additionally, they must travel with a CDC Dog Import Form receipt, available on the CDC’s website.

KAUNUS, LITHUANIA – A team of five medical experts from Landstuhl Regional Medical Center travelled to Kaunus, Lithuania recently where they spent a week discussing delayed evacuation casualty care with members of the Lithuanian Military Medicine Center of Excellence.
The overall purpose of the event was to support expanding the mission of providing definitive surgical trauma care in the Lithuanian footprint and strengthening partnerships with the Lithuanian Military Medical Service.
“This was a great opportunity for all involved,” said Lt. Col. (Dr.) Nathan Boyer, medical director of intensive care at Landstuhl Regional Medical Center. “It was a great feeling to dialogue with fellow medical providers on how to improve the care of patients, knowing that they may potentially be caring for me or someone on my team in the future.”
The weeklong engagement provided the Lithuanian military medical personnel, which consisted of doctors, nurses, and paramedics, with forty-hours of primarily classroom instruction, open dialogue, and roundtable discussions.
“The importance of these type of events cannot be overstated,” said U.S. Army Maj. Mitchell Hodges, chief nurse for Landstuhl Regional Medical Center Emergency Department. “The partnerships we formed help build mutual trust and shared understanding amongst the U.S. military and our allied and partner nations.”
According to medical officials,
the dialogue and collaboration exposed Lithuanian medical personnel to delayed evacuation casualty care concepts that not only challenged their capabilities as individual medical professionals, but also provided them with relevant trauma medical scenarios and evidencebased practice.
“The event was a resounding success from all aspects,” added Hodges.
“Not only did the Lithuanians learn how we conduct delayed evacuation care, but we also learned how they currently conduct delayed evacuation care and some of the challenges shared by both entities. Overall, this was a great experience and I believe we should continue these types of engagements in the future.”
In addition to focusing on delayed evacuation casualty care, the Lithuanian military medical students were also challenged on their critical thinking skills and ability to work together as a cohesive team.
“I think the most valuable parts of the discussions were the contrast in the care of patients in a resource limited setting versus the large fixed medical centers they currently work in,” said Boyer. “It is a real shift in mentality if you can only operate out of an aid bag, or a vehicle with limited medical supplies. This weeklong engagement highlighted the importance of teamwork and team dynamics, which they are already adept at.”
The recent medical training event in Lithuania was part of a larger Global Health Engagement (GHE) program being conducted between U.S. and allied and partner nations across the European footprint.

ABC IN KMC: Market fresh
by Gina Hutchins-Inman 86th Airlift Wing Public Affairs
Imagine strolling around a vibrant square where visitors can explore fresh produce, artisanal goods and a lively atmosphere. The fragrance of colorful flowers such as lavender, hydrangeas, roses, bright yellow sunflowers and purple lilac enchant your senses. The appetizing scent of fresh carrots, fennel, ripe red tomatoes, basil and herbs such as parsley, sage rosemary and thyme let your mouth water. Beekeepers selling their regional honey, fresh eggs, dairy products and fresh fish and poultry galore!
Picture yourself carrying home a wicker basket overloaded with colorful vegetables and fruits of the season, you may just be traveling home from one of the many farmers’ or produce markets in the area!
German farmers’ markets have a rich tradition of providing fresh, regional and homemade products. From fruits and vegetables to baked goods and spice, these markets are a feast for the senses.
Almost every larger town in the area offers a “Wochenmarkt” (weekly market) or “Bauernmarkt” (farmers’ market) in weekly, bi-weekly or monthly intervals. Kaiserslautern has a small farmers’ market in Königstrasse held every Thursday, while the larger and better known one at Stiftsplatz on Saturdays has a special story to tell.
A small market tale
For many centuries weekly markets have been held near Stiftskirche in the city center. In the early Middle Ages not every settlement was granted market rights, which fell under strict rules. In the year 985, a market
law was documented for the first time as a donation from King Otto III. This meant that “Curtis Luthara” was granted market, customs and ban income rights, which earned the small settlement of about 800 inhabitants great prestige. The document held the signature of Otto III, who at that time was not even five years old. His mother Theophano and the Archbishop of Mainz Willigis had acted on the minor’s behalf.
The fertile land of the early cloister of 1360 (situated near Stiftsplatz today) plays a significant role in the development of the rich selection at the current market stalls. The green garden of the Chorherrenstift (canonical monastery, in conjunction with construction of Stiftskirche in 1250) served as a marketplace with monks and local peasants selling their vegetables and herbs but was surrounded by an ugly stone wall with one entrance.
In the early days, not all decisions made by city leaders were
deemed sensible at first site. According to council minutes dated Dec. 19, 1566, there is mention that the textile flag hanging at the entrance would have to be replaced by a metal sign during market hours. The sign would have to display the crest of the imperial coat of arms on one side and the city crest on the other. This would make it evident that the market had the imperial privilege of special protection. Expressions such as market order, market peace and market right were defined in stringent regulations, similar to very precise military regulations today.
As recorded in various council minutes, the Kaiserslauterer Karcherzunft (carter guild) assumed responsibility as “market police” in the 16th century. In September 1570 the guild requested the privilege to hold two livestock markets, which was granted by Emperor Maximilian II and marked a significant milestone in market history.
The original market located behind Stiftskirche changed sites multiple times throughout the centuries, but the growing weekly, livestock and gradually evolving annual fairs called for significant more space. A new square was created by tearing down the old hospital building, public bathing facilities and doing away with the Stiftskirche cloister gardens in 1842, and the farmers’ market finally found its permanent location at Stiftsplatz.
Magnificent buildings surrounded the new market square, for example, a miller named Spittel had a stately residential house built next to his mill in 1862. In 1874 he abandoned the mill as it wasn’t profitable anymore, but the house remained until the beginning of the 1950’s.
Fruchthalle
By the late 1830s grain merchants began frequenting the city and a dry storage and trading spot for the delicate wheat, grain and
flour products was needed. The Fruchthalle (literally fruit hall), the edifice in the city center in Neo renaissance style, was completed in 1846. At that time the Lauter River, mainly used for garbage and waste disposal, awfully smelly and in poor sanitary condition, was covered up and the ground floor of the new building was used as a protected indoor market.
The third floor was utilized to house an infantry battalion, while the second floor had several meeting rooms for council meetings, the city administration, a court room and a police directorate. There were also two apartments for the market writer, responsible for market order and revenue, and for the police servant. Over time, the building grew into a popular place for cultural events while the grain market gradually faded away.
After significant reconstruction of the two upper floors in 1891 and 1892, the concert hall known today was opened with a circumferential gallery and has since been used for city events. These include the GermanAmerican Friendship concert in October and the Christmas concert in December with U.S. Army and Air Force involvement, as well as the Culture Market during the holiday season.
Now, after learning about Kaiserslautern’s market history, you may wish to tend back to your basket full of goods. Or, on the other hand, make your visit to the Saturday market into an exciting excursion, have a second breakfast or brunch and hang out with your friends at one of the bar tables in spring, summer or fall and munch on the delicacies. You may even drift off into a daydream about the hustle and bustle at the first market over 1,000 years ago. Guten Appetit!

The young and cosmopolitan part of town also has swanky restaurants, trendy stores, boat trips on the Neckar and a sophisticated night life with street cafes, wine taverns, student pubs, street festivals and much more.

Well respected cultural events in the city include art exhibitions, festivals, concerts, stage plays as well as readings with poets of international reputation. Weekly
and seasonal events are also held regularly in the center of Tubingen including an outdoor theater and Europe’s largest Afro –Brazilian festival.
If you’re looking for a place to start, though, here are four great things to check out in Tübingen.
Altstadt (Old Town) Tübingen dates back to 1078 A.D. and is quite a unique treasure, especially because it has such a well-preserved Altstadt. Tübingen’s old town, which lies along the Neckar River, is one of only a few completely intact old towns in Germany. Because of its lack of heavy industry, only one bomb fell during World War II. Therefore, the Altstadt looks very much just as it did back in the 1600s.
In the old town you can visit the castle, Schloß Hohentübingen, which is now part of the University of Tübingen. All cultural and science-oriented faculties of the university as well as their instructive collections moved to the castle after many years of renovations, and a museum opened to the public in 1997. It exhibits col -
lections dating back to the 18th century including permanent exhibitions such as the collections of pre and early history, classical archeology, Egyptology, ancient Orientalism, numismatics, ethnology as well as the Replica Collection (replicas of famous Greek and Roman sculptures).
Visitors can wander through preserved rooms of the 1537 tripartite oriel in the knights’ hall and the 1507 rotunda in the tower, as well as learn more about the history of the castle, city and country. Coins and medals from its state of Baden Württemberg are also on display. Additionally, children and teenagers can participate in workshops on the stone ages, hieroglyphs and antique costumes.
Hölderlinturm (Hölderlin Tower) Museum
One of the best known and most frequently photographed sights is the Hölderlin Tower Museum, a 13th century building that served as the home of the late 19th century German poet Friedrich Hölderlin. Becoming well known after his death, Hölderlin’s work is considered to be some of the best writing in the German language.
The city acquired the house in 1921 and in 1984 renovated the interior to match the layout of Hölderlin’s time. The museum houses permanent and temporary exhibitions as well a reference library. Additionally, the views of the Neckar River are spectacular.
Cistercian Monastery of Bebenhausen
In beautiful North Tübingen, you will find the almost perfectly preserved Cistercian Monastery of Bebenhausen, with its medieval enclosure. The monastery was founded between 1180 and 1183 by Rudolf, Count Palatine of Tübingen.
The abbey was taken over a few years
later by Cistercian monks and soon developed into one of the wealthiest monasteries in the land. The monastery was disbanded in 1535 and later served as a Protestant monastic school.
Additionally, the buildings adjacent to the monastery were turned into a hunting palace by the kings of Württemberg in the 19th century. Tours include seeing the rooms of the medieval monastery as well as the hunting castle which is complete with a 1915-1916 castle kitchen.
ChocolART Chocolate Festival
Each December, on the weekend before Tübingen’s famed Christmas Market, chocolate lovers can enjoy ChocolART, one of the world’s most prestigious chocolate festivals (taking place this year from Dec. 3-8, 2024). More than a hundred top international chocolatiers hailing from Africa, South America, North America and Europe will present, sell and compete to achieve the best cocoa-based products.
