As the U.S. Air Force began its campaign and education on “Reoptimization for Great Power Competition” and the accompanying changes, Ramstein Air Base and the 86th Airlift Wing remained a steady presence and force in a geographic theater surrounded by conflict. The 86th AW was postured the entire year, supporting multiple mid-East conflicts.
Operationally, the wing hosted the Royal Australian Air Force for their first deployment to Europe since World War II, flying operational missions for six months until their departure in April. The 37th Airlift Squadron continued to upgrade the Block 6 C-130J Super Hercules to the Block 8.1 model, with only one aircraft remaining, currently at Little Rock Air Force Base, Arkansas. A U.S. Air Force service member worked on the engine of a C-17 Globemaster III during Exercise Rising Phoenix, Feb. 8, 2024, at Morón Air Base, Spain. During the week of Feb. 5-9, 2024, the 725th Air Mobility Squadron, Naval Station Rota and the 496th Air Base Squadron conducted Exercise Rising Phoenix by simulating a natural disaster to assess and demonstrate the joint effort between the units during surging operations to support enroute Air Mobility Command aircraft heading downrange. During the weeklong exercise, the joint force supported 12 AMC missions, ferrying 290k lbs. of cargo, 89 passengers and 42 aircrew to accomplish 97 percent of their desired learning objectives.

WEATHER, ROAD AND CLIMATE SITUATIONS
The Ramstein and surrounding areas are subject to severe winter weather and temperatures. You can prevent unnecessary damage(s)/vehicle accidents by keeping these procedures in mind:
1. Remove water hoses from outside water faucets whenever the outside temperature is expected to fall below 35 degrees Fahrenheit or 1.6 degrees Celsius.
2. Secure all items in your yard during high winds. If you have an outdoor storage shed, ensure that the storage shed doors are locked to avoid potential wind damage.
3. Whether living on or off-base, ensure that you close your home’s Rolladens (rolling shutters) when high winds occur or when a high wind warning has been issued.
4. If you have power or heating problems in your quarters/home, you can call the Housing Maintenance Contractor (Vectrus, COMM: 06371-4639510). If you live off-base, immediately contact your landlord.
5. During periods of inclement weather, please call ahead to the location you are visiting as frequent changes may occur. For the local/current road conditions, visit the Ramstein Air Base Official Facebook page: https://www.facebook.com/RamsteinOfficial/

435th AGOW in 2024: Innovation, excellence, partnership
The 435th Air Ground Operations Wing is an operationally focused, forward-postured, and readyevery-day-to-face-the-adversary-in-this-theater wing. The 435th AGOW spent the last two years reoptimizing for the fight here in Europe, adapting the wing’s mission to the changing adversaries in the theater and beyond. Col Matthew Bartlett, 435th AGOW commander, tasked his Airmen to “…set the conditions in this wing so we are always able to adapt and, with agility, be who our nation needs us to be and enable ourselves and those that follow us to prevail when faced with adversity.”
In 2024, the 435th AGOW showcased its operational prowess, rapidly deploying forces across the battlespace to establish, secure, and operate the theater. Airmen from the wing played a pivotal role in supporting NATO partners, providing critical air advising, communications, and weather support throughout the continent. Notably, the 1st Combat Communications Squadron launched its inaugural landing zone safety certification course, specifically designed for contingency response. This initiative was part of the wing’s broader effort to enhance Agile Combat Employment and mobile capabilities. Meanwhile, the 435th Construction and Training Squadron supported a short-notice request to support President Biden’s visit to France, constructing a helicopter landing pad for Marine One in less than 48 hours from notification. The 435th Contingency Response Support Squadron’s air advisors also traveled extensively throughout Europe, providing training to partner nations and fostering greater interoperability between the U.S. and NATO partners.
communications, command and control, radar airfield weather systems, and austere landing and drop zone capabilities. A major milestone in this push for innovation was the introduction of the Mobile Digital Infrastructure vehicle. This cutting-edge, small-form communications package empowers 1st CBCS Airmen to extend C2 capabilities, providing a mobile and flexible solution for expeditionary operations. The MDI vehicle significantly improved the unit’s ability to rapidly deploy and operate in a dynamic, contested environment.
The 435th AGOW also achieved several notable milestones in 2024. In February, the 435th Contingency Response Group marked a significant anniversary, celebrating 25 years of contingency response for U.S. Air Forces in Europe and Air Forces Africa. Established in response to the 1999 crisis in Kosovo, the 435th CRG has played a pivotal role in numerous major operations throughout the years, including Operation Iraqi Freedom, Operation Enduring Freedom, Operation Octave Quartz, the response to Russia’s invasion of Ukraine, and the Niger withdrawal. In June, the 435th Air and Space Communications Group was redesignated as the 435th Communications Operations Group. This change reflects the unit’s evolving mission and alignment with the wing’s recent re-missioning effort. The same month, the 435th AGOW participated in the commemoration of the 80th anniversary of the D-Day landings. As an organization with its own roots tracing back to Normandy, it was a profound honor for its Airmen to take part in the various events and ceremonies, paying tribute to the bravery and sacrifice of those who came before them. This milestone served as a poignant reminder of the wing’s rich history and its commitment to upholding the legacy of its predecessors.
Throughout the year, the 435th AGOW participated in several exercises that allowed its Airmen to refine their skills and demonstrate their operational expertise. One notable example was Exercise ASTRAL KNIGHT 24, which saw wing teams deployed across the European continent to test their ACE skills, including command and control, degraded communications, and refueling. This exercise provided a valuable opportunity for Airmen to hone their abilities in a dynamic and contested environment. In Exercise SWIFT RESPONSE 24, Airmen worked closely with NATO partners to train on ACE skills and multinational interoperability. This joint exercise fostered greater cooperation and understanding between the U.S. and its allies, ultimately enhancing the collective ability to respond to emerging threats. Finally, the 435th AGOW capped off the year with Exercise RAMSTEIN FLAG 24, a complex and largescale live-fly exercise held in Greece. This exercise showcased the wing’s capabilities in a dynamic and challenging environment, demonstrating its ability to operate effectively in a variety of scenarios.
Innovation was a hallmark of the 435th AGOW’s operations this year, as the unit focused on preparing for the challenges of Great Power Competition and ACE. At the forefront of this effort was the 1st CBCS, which drove innovation in expeditionary
The wing remained committed to prioritizing the well-being of its Airmen and families throughout the year, continuing to focus on Line of Effort 1: Taking Care of Airmen and Families. Early in the year, the commander and command chief launched the 435th AGOW Women’s Council, a dynamic and inclusive forum where Airmen across the wing could openly discuss topics affecting them, receive leadership support, and drive positive change. The wing also introduced two significant additions to support LOE 1: A full-time strength and conditioning coach and a full-time social worker. These new resources brought mental and physical health services directly to Airmen, providing convenient and accessible support. The strength and conditioning coach offered tailored fitness programs and guidance, while the social worker provided counseling services to promote emotional well-being. By investing in the health and resilience of its Airmen, the AGOW demonstrated its commitment to fostering a supportive and inclusive community.
As the wing looks to the future, it does so with a strong foundation built on innovation, operational excellence, and a deep commitment to its Airmen and families. In 2024, the 435th AGOW showed it was ready for any adversity and preparing to face future challenges head-on.

Army Medical Readiness Command, Europe
— Ensuring medical readiness of the fighting force
More than 60 U.S. military and civilian medical leaders, providers, and planners from all branches of service from across the European theater, took part in the first-ever Medical Readiness Command, Europe Strategic Medical Offsite, Landstuhl, Feb. 6–8, 2024. The host for the offsite was U.S. Army Brig. Gen. Roger Giraud, commander of Medical Readiness Command, Europe, and director of Defense Health Network Europe. During his opening remarks, Giraud emphasized the importance of convergence, unity of effort, and collaboration among the uniformed medical services.

ABC IN KMC: Sisters across the seas

One of the ways Kaiserslautern fosters global connections is through its sister city relationships. Longstanding partnerships promote cultural exchange, mutual understanding and economic collaboration. Did you know that Kaiserslautern has two sister cities in the United States, while Kaiserslautern County has a partner county in Pennsylvania?
Davenport, Iowa, has been Kaiserslautern’s oldest sister city since 1960. They were twinned based on their close resemblance in terms of demographics, geography and economics. Around 1900 Davenport was considered the most German city in the United States, because of the strong immigration of Germans who settled in the area, mainly as farmers.
There has been active exchange of students, fire departments and individual residents of both cities. In 2018 students from a local high school participated in the worldwide “First Tech Challenge” with a group from West High School in Davenport. A fountain in Kaiserslautern is dedicated to Davenport, while a square in Davenport was named after Kaiserslautern.
In 2000 Columbia, South Carolina, became Kaiserslautern’s second twin city. According to a news release in Columbia, the partnership is filled with flourishing art and exchange. In 2019 the
partnership was celebrated with a series “Wunderbar Together” events with artists from both cities jointly creating works of art. In addition, the County of Kaiserslautern has enjoyed a strong partnership with Lancaster County in Pennsylvania since 1962. Singing societies and music groups, in addition to visits from official delegations, have brought life into the partnership for over six decades. According to the Institut für Pfälzische Geschichte und Volkskunde, Institute for Palatinate History and Ethnology, in Kaiserslautern about 300,000 Palatinates emigrated from the region from 1650 onwards. An estimated 100,000, mainly in Pennsylvania and Ohio, still speak a variation of the local Pfälzisch dialect today.
Kaiserslautern has a number of further sister cities around the world: Banja Luka in Bosnia and Herzegovina, Douzy in France, Saint-Quentin also in France, Newham/London in the United Kingdom, Guimarães in Portugal, Pleven in Bulgaria and Bunkyoku in Japan.
Many other cities in RheinlandPfalz share close ties and partnerships with communities throughout the United States. Our state capital Mainz is twinned with Louisville, Kentucky, Trier with Fort Worth, Texas, Neustadt an der Weinstrasse with Manchester, New Hampshire, and Worms with Mobile, Alabama.

battle of Yorktown, Virginia, during the War of Independence, evolving into a close city partnership since 1978.
Ludwigshafen/Rhein has a strong partnership with Pasadena, California, and Prüm (Eifel) with Fort Madison, Iowa. In addition, the small community of Altrip is sistered with Kutztown, Pennsylvania, which is best known for its annual Palatinatestyle festival. Koblenz along the Rhein River is sistered to Austin, Texas, along the Colorado River.
Smaller cities in the area are also eager to promote and strengthen relations, such as Bitburg and Shelbyville, Kentucky, Baumholder is paired with Delaware, Ohio, and the small community of Grünstadt has a partnership with Bonita Springs, Florida.
Not only cities in RheinlandPfalz maintain partnerships and exchange with American cities. Los Angeles, California, is the big sister to Berlin, and Chicago, Illinois, to Hamburg, both having extensive water and considered major maritime hubs.
Cincinnati, Ohio, is linked to Munich and Indianapolis, Indiana, to Cologne, while Saint Louis, Missouri, shares a partnership with Stuttgart. Houston, Texas, and Leipzig in the state of Sachsen are also sister cities.
While similarities may not always be apparent, some pairings are rather evident at first sight. San Francisco, California, and Kiel in Schleswig-Holstein in the north are both located at large
bays along the sea. Walldorf in Baden-Württemberg has two sister cities, both Waldorf, Maryland, and Astoria, Oregon. Does this ring a porter’s bell?
Dresden’s sister city Columbus, Ohio, built by German settlers, has many popular eateries such as Schmidt’s Sausage Haus and beer halls in a German style village. Bremerhaven, the largest emigrant port in Germany during the 19th and early 20th centuries, is paired with Baltimore, Maryland, also a harbor city.
Garmisch-Partenkirchen and Aspen, Colorado, are both known for winter sports and a flourishing night life during the season.
In Bavaria, Ansbach is paired with Bay City, Michigan, Nürnberg with Atlanta, Georgia, and Augsburg with Dayton, Ohio.
Many early immigrants founded communities and often named them after their hometowns.
Examples are New Braunfels, Texas, and Braunfels, Hessen, New Ulm, Minnesota, and Ulm, in Bavaria, respectively Neu-Ulm in Baden-Württemberg. New Melle, Missouri, was named after Melle in Niedersachsen and later became sister cities. And, Zell, Missouri, is
partnered with Zell-Weierbach in Baden-Württemberg.
In addition, there are countless cities named after German ones, such as Hamburg, Heidelberg, Frankfurt/Frankfort and more throughout the nation, with Berlin being the most popular name.

Last, but not least, New York City does not have a German partner city, but like German settlers, Dutch founders originally named their city “Niew Amsterdam” in 1626. After it came under English rule it was renamed New York. In an effort to promote tourism, in 2013 New York City and Amsterdam announced a city-tocity partnership and a new “sister” was born!

Support Squadron and the Slovakian Air Force to host a comprehensive Crash Damaged and Disabled Aircraft Recovery training course. Morón AB, Spain, hosted Bomber Task Force 24-2 in March, as B-1B Lancers from Dyess AFB partnered with the Spanish military to increase operational effectiveness and logistical readiness.
During Exercise AFRICAN LION 2024, on May 4, the 86th Aeromedical Evacuation Squadron conducted the first-ever medevac of a U.S. service member on a Tunisian C-130. Morón AB’s 496th Air Base Squadron hosted and supported Bomber Task Forces to integrate Spanish and American militaries in their training for theater operations. Chièvres AB’s 424th Air Base Squadron hosted the 435th Air Ground Operations Wing, 1st Combat Communications Squadron, as they held the inaugural Landing Zone Safety Officer Certification course in February that awarded a special experience identifier allowing graduates to serve as LZSOs in all environments as multi-capable Airmen and enhancing Agile Combat Employment. The 86th AW hosted and facilitated U.S. Air Forces in Europe’s first basic fighter maneuvers exercises dubbed “Ramstein 1v1” on June 6. The exercise for pilots and maintainers included 37 fighter aircraft from nine NATO countries.
On May 17, the 86th AW bid farewell to Brig. Gen. Otis C. Jones and welcomed Brig. Gen. Adrienne L. Williams as the new wing commander. Williams is the first female commander of the 86th AW. In September, Williams rolled out her updated mission, vision, and priorities with focus areas. The 86th AW’s mission is to “Project Power & Create Community;” the wing’s vision is “Victory;” and our priorities are “Readiness, Airmen & Relationships.”
The 86th AW continued and expanded their role as Base Operating Support – Integrator to Ramstein and the Kaiserslautern Military Community as host wing to the largest concentra-
tion of American citizens outside of the Continental United States. Issues around elevators and escalators in public areas, military construction, and contracted projects affected daily quality of life services and overall environment for all KMC personnel and their families. The aging infrastructure on Ramstein and surrounding KMC also complicated expansion and modernization plans, as more units, services, and organizations requested physical work and living space throughout the KMC. But the 86th Civil Engineer Group and the 86th Logistics Readiness Group continued to expand, establish, organize, and outfit multiple theater War Reserve Materiel sites throughout Europe and around the KMC. The new KMC Housing Facility office on Vogelweh opened in April, relocating to a location much easier to access. Vehicle Registration was a hot topic during the summer, as the Sembach station closed in May unexpectedly, forcing all newcomers to the KMC to utilize the Kapaun station. The process led to a Vehicle Registration substation to open in the KMCC on Aug. 15, where the old satellite pharmacy operated from. Various improvements in 2024 led to improvements in work and home life; in February, the Large Vehicle Inspection Gate reopened, a new Communication Data Center opened, and electronic promotion testing began. The new Foundations Courses — the first in USAFE-AFAFRICA — rolled out in May. At Lajes Field, Azores, Portugal, the 65th Air Base Group fostered continued relationships with their Portuguese air force partners and the U.S. Navy, as the strategic location in the Atlantic Ocean.
With many operational and support “firsts,” the 86th AW also celebrated heritage throughout 2024. The wing marked 50 years of NATO Allied Air Command on Ramstein in June, 76 years as a wing in July, and 30 years of air mobility in October. June also brought celebrations for the 75th anniversary of the Berlin Airlift and the 80th anniversary of D-Day and the liberation of Fortress Europe. The 86th AW served
as the air operations lead in Normandy and executed 74 flyovers and supported 121 ceremonies via 21 aircraft and 301 personnel. In September, the wing participated in events to commemorate the 80th anniversary of Market Garden in Holland.
The uniqueness of the 86th AW, their structure, organization, and functions, also kept “Big Logistics, Everywhere” in the operations realm, as the 86th Munitions Squadron received, processed, and transported munitions for Eastern Flank operations, transported by the 86th Vehicle Readiness Squadron. As “set the theater” requirements increased throughout the year, the 86th Materiel Maintenance Squadron organized, inventoried, and supplied requirements of WRM. Finally, the 86th Logistics Readiness Squadron ensured personnel, cargo, and equipment were processed and loaded for world-wide support.
Ramstein provided transportation and processing services for Operation ENDURING WELCOME, with two flights in and out each week bringing Afghans with Special Immigrant Visas to Germany. People flew in and out of Ramstein and billeted on Rhine Ordnance Barracks while working with embassy officials in Frankfurt. Concurrently, the 86th AW continuously supported the Niger Withdrawal process through a rapid beddown and evacuation plan, repositioned munitions and cargo, and received servicemembers and aircraft. Additionally, the 86th AW hosted two Ukraine Defense Contact Groups, in March and September, with Ukraine President Zelenskyy attending September’s meeting in person.
Most recently, the Secretary of the Air Force awarded the Air and Space Outstanding Unit Award to the 86th AW for exceptionally meritorious service from Jan. 1, 2022 – Dec. 31, 2023. Finally, as the wing welcomes 2025, recent unmanned aerial systems activity around the KMC will continue to be a challenge and priority as we continue moving forward as THE Global Gateway.

Syrian Ahmad Wahhoud has been playing his way into the hearts of listeners for seven years. Having been persecuted and fled, the trained musician from Damascus was stranded in the Palatinate after harrowing experiences and joined the intercultural band Shaian in 2016. Formerly an accordion and guitar student, he has since devoted himself solely to his beloved strings - especially the Turkish lute (oud) - and sings Syrian songs in such a captivating way that you immediately feel transported to the Arab halls of Syria. Best variety: Portes Du Soleil, France/Switzerland
If you want endless variety, Portes du Soleil should be on your short list. The literal English translation is “the Doors of the Sun” but translates to “the Gateway to the Sun” and is situated between Mont Blanc in France and Lake Geneva in Switzerland.
An impressive 12 resorts makes up the ski region. What is more impressive is your lift ticket covers all of them. It is easy to be intimidated by the second largest ski resort in the world (Les Trois Vallees, France, is number one) with over 200 lifts in the system that links all the resorts while straddling two countries (France and Switzerland). And yes, your passport is required when you are skiing in case you don’t make it back to your country of origin at the end of the day and have to commandeer transportation back. I enjoyed one of the best powder days I have ever had in Châtel, France, which received three meters of snow in a fourday period (snorkel depth!). The steep and deep was plentiful for advanced skiers. It doesn’t all have to be about powder and fast skiing, though. There is so much variety, even the most amateur skier can enjoy the endless cruisers going from resort to resort while you explore the HauteSavoie region.
The resort is so expansive, the best bet for a multi-day trip is to pick your resort for the day and take the free bus to it. If you are looking to see endless valleys while you are getting to your destination, you can ski to your chosen resort, but be aware, you may take half the day getting there.
The variety of this amazing resort should not be taken as a negative. It definitely is not. In one single-week trip, you can experience what most people need three or four trips to accomplish. Keep in mind you can get a six day pass for about 350 euro. Compare that to resorts in the States like Vail in Colorado which is a fraction of the size and commands a whopping $1,710 for a six-day pass (in February).
Travel — Make it in a 5-hour drive from the Kaiserslautern and Wiesbaden areas and about 4.5 hours from the Stuttgart area.
Best hidden gem: Andermatt, Switzerland
If you are looking for a place that is never crowded and lacks
the hustle and bustle of the big Alpine resorts while still containing the mountain, snow and stunning views, try Andermatt.
Located next to the Gotthard pass, Andermatt is the ski town few have heard of. Snow is aplenty and every type of terrain is available.
The Gemsstock offers extreme terrain while Sedrun offers familyfriendly cruising. The resorts are connected by the Glacier Express train (included in your lift ticket), which is an adventure in itself as it climbs through the Alpine winter wilderness. Be warned: Andermatt is not for the late night crowd. Things quiet down around 8 p.m. here.
Travel — From Wiesbaden and Kaiserslautern, you can make it between 4.5-5 hours. From Stuttgart, it is about 3.5 hours.
Best bang for the buck, Garmisch-Partenkirchen
I pick Garmisch-Partenkirchen as my best bang for the buck for two simple reasons: VAT forms and U.S. dollars! It is rare that you can go to an amazing European Alps destination and take advantage of the logistical support that goes along with serving overseas. It can account for huge savings, especially if you end up going on a shopping spree at one of the local outdoor shops. Add onto that the Edelweiss Lodge and Resort, where you pay in dollars and you have saved yourself some serious coin.
All active duty and civilian personnel serving in Europe can book a vacation at the Edelweiss, which is a full service resort. A host of the Winter Olympics, vari-
ous World Cups and endless other top-tier events, Garmisch offers skiing, boarding and much more. The Zugspitze, Germany’s highest peak, offers a serious tram ride to the top with plenty of high-alpine sliding on the glacier. A number of other smaller ski areas are perfect for the family, like Hausberg, Kreuzeck and Alpspitze, which are interconnected. Time your stay right and catch one of the many ski jump events at Grosse Olympiaschanze. While you are there, hike up to the Partnachklamm, an amazing cavern hike along the mountain stream, the Partnach.
Travel — From Wiesbaden and Kaiserslautern, you can make it in about 5 hours (if you don’t hit traffic) and a short 3 hours from Stuttgart.
Best everything: Sankt Anton, Austria
Whether you are looking for epic terrain, a ridiculous party scene, breathtaking views or amazing hotels, Sankt Anton am Arlberg has it all. The resort that is credited for its part in inventing skiing, and is part of Ski Arlberg in the Tyrolean region in Austria, which means when you buy your lift ticket, you also gain access to 88 lifts and 305 kilometers of pistes. Resorts such as Lech, Zuers, St. Christoph, Stuben, Warth and Schroecken are all interconnected and offer a wide variety of terrain for the whole family.
To start with, you can find extreme steeps as well as lazy cruisers at St. Anton. You can also find a vast network of trams (seilbahn) and gondolas (gondel-
bahn) that can get you quickly to another area of the resort. In fact, take a minute to look at the engineering that goes into these amazing lifts. It’s not a bad idea to enlist the help of one of the many famous ski/snowboard schools no matter what level you are. You’ll pick up some great pointers as well as have a guide that knows exactly where to go for the best skiing/boarding experience.
If you are looking to let loose a bit, Apres-Ski time (anytime after 2 p.m.) has lots of on-mountain sun decks and bars. Keep your eyes open at the end of the day on your last run down the mountain for options, but a can’t miss is the Mooserwirt, known for its great music and packed sun deck. Be sure to store your equipment in a safe spot as things get a bit interesting when the bar closes at 8 p.m.
For dinner, the town of St. Anton has lots of great options. Many of the restaurants turn into hot night spots that are open late into the night. For lodging, holiday periods will be on the pricey side (as with all resorts), but non-holiday periods are actually quite reasonable considering the quality and location of this world-famous resort.
Travel — From Kaiserslautern and Wiesbaden areas it takes about 5 hours and just over 3 hours from Stuttgart.
Best day trip: La Bresse, France
Maybe you don’t have a week or even four days to get down to the Alps, but you want to take the family skiing a bit closer to home. Try La Bresse in the Vosges
mountains in the Alsace-Lorraine region of France. The mountains are not quite as big as the Alps, but with ample snowmaking, terrain parks and even hotel options at the base of the mountain, families can have a great time carving up the slopes here. A single day pass is only 40 euro and ski and snowboard school rates are reasonable as well.
Travel — From Kaiserslautern and Stuttgart, you can make it in just under 3 hours and about 3.5 hours from Wiesbaden.
Best snow: Zermatt, Switzerland
Known as one of the most reliable resorts for snow, Zermatt sits up high in the Swiss Alps at 3,802 meters (12,473 feet). Due to its elevation, Zermatt doesn’t have an opening or closing date because you can ski all year round. The car-free resort town, situated next to the Matterhorn, gets storms from the east and south as they barrel through the Alps, ensuring a steady supply of fluff and more grins per run.
Zermatt can be pricey, as you are both paying in Swiss Francs and high-end resort accommodations. If you are looking to save some money, you could also look at staying in Cervinia, Italy, which connects to Zermatt and uses the euro currency, but if you are going to do this trip, do it right and stay in Zermatt (even if you only go once).
Travel — From Kaiserslautern and Stuttgart, you can make it in about 6.5 hours and approximately 7 hours from Wiesbaden.
