COMMENTARY: Proclamation on Asian American, Native Hawaiian, Pacific Islanders
This month, we celebrate the Asian American, Native Hawaiian, and Pacific Islander communities, whose ingenuity, grit, and perseverance have pushed our great American experiment forward.
From Native Hawaiians and Pacific Islanders whose ancestors have called their lands home for hundreds of years to Asian immigrants who have newly arrived and those whose families have been here for generations — AA and NHPI heritage has long been a part of the history of our great country and a defining force in the soul of our Nation. As artists and journalists, doctors and engineers, business and community leaders, and so much more, AA and NHPI peoples have shaped the very fabric of our Nation and opened up new possibilities for all of us. I am proud that they serve at the highest levels of my Administration, including Vice President Kamala Harris, Ambassador Katherine Tai, Acting Secretary of Labor Julie Su, and Director of the White House Office of Science and Technology Policy Arati Prabhakar, who make this country a better place each and every day. This year, we are also celebrating the 25th anniversary of the White House Initiative and President’s Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders, who work across government to advance equity, opportunity, and justice for AA and NHPI communities.
I have always believed that diversity is our Nation’s greatest strength. That is why I launched the first-ever National Strategy to Advance Equity, Justice, and Opportunity for AA and NHPI Communities. This strategy works to harness the full potential of these communities — from combating anti-Asian hate to making government services accessible in more languages. To ensure the legacies of AA and NHPI peoples are properly honored in the story of America, I signed historic legislation that will bring us closer to a National Museum of Asian Pacific American History and Culture. I also issued a Presidential Memorandum to consider expanding protections for the Pacific Remote Islands to conserve this unique area’s significant natural and
cultural resources and honor the traditional practices and ancestral pathways of Pacific Island voyagers, and I signed the Amache National Historic Site Act to establish a memorial honoring the 10,000 Japanese Americans who were unjustly incarcerated there during World War II. Throughout my time in office, the First Lady and I have hosted celebrations at the White House that highlight the incredible diversity of AA and NHPI communities, like Diwali and the first-ever White House Lunar New Year celebration. This year, to ensure that the full diversity of AA and NHPI communities is seen and valued as new policy is being made,
we updated the Federal Government’s standards for collecting data on race and ethnicity for the first time in over 25 years.
Meanwhile, we are creating new opportunities for AA and NHPI communities by building an economy that works for everyone, including investing in AA and NHPI small businesses and entrepreneurs. Since I took office, the Small Business Administration provided over $22 billion in loans to AA and NHPI entrepreneurs. We have seen the results: During my Administration, we achieved the highest Asian American employment and entrepreneurship rates in over a decade.
Last year, the First Lady and I witnessed the absolute courage of the Native Hawaiian people and Hawaii’s Asian American and Pacific Islander communities when we visited Maui in the wake of the devastating fires. The destruction upended so many lives, and yet the community showed up ready to help rebuild stronger than before. My Administration has their backs — we are committed to making sure Maui has everything the Federal Government can offer to heal and build back better and as fast as possible. Throughout these efforts, we remain focused on rebuilding the way the people of Maui want to build by
respecting sacred lands, cultures, and traditions.
Racism, harassment, and hate crimes against people of AA and NHPI heritage also persist — a tragic reminder that hate never goes away; it only hides. Hate must have no safe harbor in America — that is why I signed the bipartisan COVID-19 Hate Crimes Act, which makes it easier for Americans to report hate crimes, and I also hosted the first-ever White House summit against hate-fueled violence. We are also working to address the scourge of gun violence, which takes the lives of too many AA and NHPI loved ones. I signed the most significant gun safety law in nearly 30 years. My Administration has taken actions to expand background checks and fund efforts to strengthen red flag laws to keep Americans out of harm’s way. There is still so much to do, and I continue to urge the Congress to ban assault weapons and high-capacity magazines.
Our Nation was founded on the idea that we are all created equal and deserve to be treated equally throughout our lives. We have never fully realized this promise, but we have never fully walked away from it either. As we celebrate the historic accomplishments of AA and NHPIs across our Nation, we promise we will never stop working to form a more perfect Union.
NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim May 2024 as Asian American, Native Hawaiian, and Pacific Islander Heritage Month. I call upon all Americans to learn more about the histories of the AA and NHPI community and to observe this month with appropriate programs and activities.

Pet ownership
Being a pet owner can bring joy and wellbeing to both the pet and the owner. With ownership comes responsibility. Pet ownership in Germany and in government quarters is a privilege. Residents in family housing must comply with applicable laws, installation-specific requirements for pet ownership, registration, control, and vaccination. Pet owners must register their pet(s) with the Veterinary Clinic located on Pulaski Barracks within ten working days after arrival in the KMC. A current rabies shot is required for registration. The total number of dogs and/or cats allowed is two pets at any weight or not to exceed three with a combined weight of 150 pounds per MFH unit. “Aggressive” or “potentially aggressive” pets are prohibited. Excessive dog barking/howling is a primary complaint received by Housing Management. Keeping your pet from becoming a nuisance to the neighbors is a must. Cleaning up after your pet is an ownership responsibility. Pet relief stations are located throughout our housing areas. Pets are not allowed on playgrounds or sports fields and please do not allow pets to urinate or defecate on balconies. Responsible pet ownership is a big commitment, and when done right, can be very rewarding. An often-overlooked aspect of air operations in the Normandy invasion were the gliders. American Airmen piloted both the American CG4 Waco glider and the British Horsa gliders, both consisting of fabric-covered wood and metal frames. The gliders were unpowered and needed to be towed by powered aircraft, such as C-47s, to fly. The C-47 would tow the glider to the approximate landing zone using cables and then cut the cable near the LZ. The glider pilot then guided his aircraft to the ground, braving flak and small arms fire in their unprotected aircraft. Two pilots crewed each glider and the small aircraft was capable of carrying an additional dozen troops or a small Jeep, as well as various types of other cargo.

Every day is someone’s last day in uniform. That’s why Ramstein Air Base hosted a career summit on April 23.
This year’s career summit provided a valuable opportunity for transitioning service members, veterans, caregivers and military spouses to enhance their marketability in the job market.
The summit featured a series of events aimed at preparing attendees for a smooth transition into the civilian economy.
With over three dozen employers present at the hir-
ing fair in the afternoon, the career summit aimed to connect top talent with job opportunities. Employers from various states attended the fair in search of skilled and dedicated individuals to join their teams.
For the director, Dr. Julie Taufa’asau, Military & Family Readiness Center Flight Chief, who is also a military spouse, the event held personal significance as she prepared for her own spouse’s transition in the coming years.
“It’s amazing to see it come together. I am also a military spouse; and my spouse is getting ready to transition in the coming years. All the feelings that I could imagine everyone was having in
that room, I was feeling.” said Taufa’asau. “I was humbled to have been given the responsibility to bring everybody together but also hopeful hearing the stories from Colonel Musa and his wife.”
The Career Summit at Ramstein Air Base not only provided valuable resources and networking opportunities but also highlighted the collective effort to support and empower those who have served in the military.
The event served as a testament to the commitment towards ensuring a successful transition for service members and their families as they embark on a new chapter in their lives.
435th AGOW Air Advisors train Slovak Forces, strengthen NATO airfield security capabilities

SLIAC, Slovakia, April 22 — Slovakia’s Air Forces Security Forces recently honored new graduates in a ceremony attended by leaders and Air Advisors from the 435th Contingency Response Support Squadron, who supported their training. This event marks a significant step toward Slovakia’s enhanced military readiness with the upcoming deployment of F-16 fighter jets.
Supporting the training are a specialized group of Air Advisors. These Airmen are experts in their career fields and specially trained to implement U.S. security cooperation strategy.
“Our goal is to train a strong Slovakian security forces unit,” said TSgt. Jacob Tudor, Unit Training Manager for the 435th Contingency Response Support Squadron. “Our training emphasizes tactics, maneuverability, and firearm safety.”
Over a rigorous two-week capstone, the Air Advisors and Slovak forces focused on air base defense, force protection, and establishing secure base perimeters and entry controls. This training is critical to Slovakia’s capacity to protect these new assets.

The initiative is part of a $1.9 billion Foreign Military Sales case that will provide 14 F-16s to the Slovak Air Force, boosting NATO’s air power along the Eastern Flank.

The training is critical, as Slovakia is modernizing its air force with the acquisition of these Western-built fighter jets, following its donation of Sovietera MiG-29s to Ukraine. The new F-16s represent a significant upgrade and are central to Slovakia’s defense strategy in the region.
Both U.S. and Slovakian forces are committed to ongoing cooperation, planning future training iterations. “It’s about more than just training; it’s about forging lasting bonds,” Pearce added. “These interactions go beyond professional development to personal relationships, which we believe will stand the test of time.”

USAG RP honors dedicated employees at quarterly recognition ceremony

U.S. Air Force Senior Airman Walker, 86th Communications Squadron network operations technician, is tasked with the vital responsibility of overseeing ticketing systems and network enclaves. The job isn’t just about managing technology; it’s about ensuring the smooth flow of communication that keeps the base running. However, Walker’s contributions extend far beyond the confines of his job description. Recognizing
the importance of giving back, he engages in volunteer work across various outlets. From dedicating over 160 hours to organizations like Armed Forces Against Drunk Driving to participating in base cleanup and mentoring students, Walker believes his volunteer work is very important for his professional and personal growth.
“I was raised to put others first and to help out others,” said Walker. “I feel like volunteering really ensures that I’m helping out other people.”
Volunteering not only allows Walker to make a positive impact
on the community but also serves as a catalyst for personal and professional development. Walker has learned new skills, expanded his network and stepped into leadership roles to enrich his experience at Ramstein Air Base.
For Walker, the key takeaway from his time at Ramstein is the importance of adaptability. Whether navigating constant changes within the base or seizing opportunities to go above and beyond in his volunteer endeavors, Walker understands adaptation is essential for growth and success.
“Senior Airman Walker’s volunteer work shows an immense care for others,” said Ssgt. Jasmine Roldan-Nobles, Walker’s noncommissioned officer in charge. “This care is even seen in his work ethic, where he treats each customer as a top priority, no matter their rank. His adaptability is shown through taking on new and difficult tasks, whether it be in or out of work, he’s always ready to help in anyway he can, even if it’s something entirely new.”
As he reflects on his journey Walker offers advice to new Airmen. He encourages Airmen to
embrace volunteering as a pathway to connection and growth and to be prepared for the ever-evolving landscape of Ramstein AB.
“I think it is very important to volunteer,” said Walker, “Especially in the Air Force because you’re putting the core values above yourself. You’re putting service before self and by doing that you’re showing excellence in everything you do.”
By embodying the values of service and adaptability, Walker not only thrives professionally but also leaves a lasting legacy of impact and inspiration within the community.
86th MXS, 435th CRSS host Senegalese air force

The 86th Maintenance Squadron and 435th Contingency Response Support Squadron hosted five representatives from the Senegalese air force April 23-26.
The visit was held to give the Senegalese airmen insight into the 86th MXS mission and show how Ramstein AB as a whole operates. The Senegalese air force hopes to take the information learned on this tour and apply it to its own systems, furthering the quality of day-to-day operations.
“We know the U.S. Air Force has huge experience when it comes to air operations,” said Senegalese air force Col. Babacar Thiam, chief of logistics department. “We came here to see maintenance and take some good practices that we can apply back home, right away.”
The Senegalese airmen were shown around various buildings showcasing U.S. Airmen at work, demonstrating operations and equipment used on a daily basis at the quality assurance, aerospace ground equipment, and nondestructive inspection shops. The visit also included a tour around the 721st Aerial Port Squadron and Ramstein Passenger Terminal.
“I have a ton of experience with 15 years on the job,” said U.S. Air Force Tech. Sgt. Adam Reicks, 86th MXS aircraft structural maintenance noncommissioned officer in charge. “Anytime anyone is willing to listen, I am more than willing to share. They were very interested in our machines and the way we use them to get things done.”
The Senegalese air force recently built a new training facility, where new airmen train on the various types of maintenance, tools and aircraft used in their military.

er way of doing things, it’s easier to follow those who have a working system,” said Thiam. “Having an air force is very expensive and this helps us save money by learning directly from people who know. It is very beneficial.”
U.S. Air Force Staff Sgt. Austin Doll, 435th CRSS airfield management air advisor, said meetings like these open the door for further cooperation in prospective operations. In the future, Doll hopes the Senegalese and U.S. Air Forces can rely on each other by building the relationship now through events like these.
Not only do immersion tours build strong relationships for future operations, they provide an opportunity for U.S. Allies and partners to learn new ways of conducting operations. In turn, this helps Airmen highlight different processes and share their own experiences.

86 FSS hosts annual Military Spouse Appreciation Day event
Story and Airman Dylan Myers 86th Airlift Wing Public AffairsThe 86th Force Support Squadron Military and Family Readiness Center partnered with the 86th Airlift Wing Chapel and the Community Care Partners to host the fourth Annual Military Spouse Appreciation Day event, on Ramstein Air Base, May 3.
First observed in 1984, Military Spouse Appreciation Day recognizes the importance of military spouses and their sacrifices and contributions made every day.
The event was held to thank spouses, provide essential resources, and information from various organizations around the Kaiserslautern Military Community.
“The event is a great reminder for spouses to understand the resources that they have on the installation,” said Sharon Williams, KMC spouse. “A year might go by and you may forget some resources that are out there so its great they are hosting this event.”
This event featured an information fair highlighting cultural and ethnic communities, breakout sessions covering education, housing,
support agencies, and employment, a ceremonial dance performed by the KMC Filipino American Association, and children’s activities hosted by the Youth Center.
Pearl Laxague, a new military spouse in the KMC, expressed the hurdles she has had to overcome, highlighting the importance of community, and reaching out of one’s comfort zone for support.
“I don’t have anyone in my family or that I know that was a military spouse who could’ve prepared me for these types of challenges,” said Laxague. “However, having other military spouses has
been a huge help because asking for help is really hard. It’s important to have other spouses you can be open with so you can let them know you’re struggling.”
Events like this give the community an opportunity to not just spread awareness to spouses on the programs and resources available to them, but to also help them connect with other spouses and build long-lasting friendships.
“No question is a bad question,” said Laxague. “You can try doing it on your own, but another military
spouse can support you just like your own spouse.”
The fourth Annual Military Spouse Appreciation Day event, acknowledged the role military spouses play, fostering connections and providing vital resources to support their journey. Through a diverse array of activities and discussions, spouses were given the opportunity to find community and forge friendships, highlighting the significance of mutual support within the military community.

US Navy Seabees join forces with US Army, Norway for bridge construction

Vonnie Wright 21st Theater Sustainment CommandBJERKVIK, Norway — In a display of international collaboration the U.S. Naval Mobile Construction Battalion 11, Norwegian Armed Forces and the 3rd Brigade Combat Team, 10th Mountain Division joined forces to construct and maneuver across a medium girder bridge testing joint mobility capabilities during DEFENDER 2024, April 26-28.
The 21st Theater Sustainment Command is in charge of setting the theater, which means rapidly deploying forces and equipment to the point of need anywhere in Europe. A critical part of that process is conducting Reception, Staging, and Onward Movement. The onward movement piece portion of that sustainment operation requires teamwork from allies and other services within the Department of Defense. The U.S. Navy was just that essential service.
When most people think of the U.S. Navy, massive gray vessels protecting international waters is the initial thought. Yet, the U.S. Navy has a ground force of engineers affectionately titled the “Seabees,” from NMCB 11 that assist mobility and protection efforts for maneuver forces.
U.S. Navy Lt. Mason Mullins, team leader, NMCB 11 discusses the importance of the Seabees on ground with their counterparts and how he prides himself on that expertise within the Navy with light humor.
“Floaty gray thing, what’s that,” said Mullins. “We often joke and say that because most of our operations are on the ground with you guys building resources. This was a different challenge than usual though as we couldn’t even see the ground when we first arrived as it was covered in snow. We had to use poles to find where level ground was prior to construction.”
The decision to build the bridge stemmed from the strategic importance of the region, which is known for its challenging terrain and numerous waterways. Recognizing the need for improved infrastructure to facilitate military operations and enhance logistical capabilities, the Seabees assembled a medium girder bridge that can be built utilizing
their team with nothing but manpower if required, with the largest component of the bridge having the ability to be carried in a four-man lift.
Yet, the elements of Norway did provide key lessons learned to the warm weather stationed allies. 3BCT, 10th Mtn. Div. is not stationed with the rest of their division in Fort Drum, New York, where conditions are similar to Norway. Additionally, the crew of 25 personnel from NMCB 11 are all stationed from the humid climate of Gulfport, Mississippi. The challenges for both teams were substantial and required adaptation to the artic environment.
Petty Officer 1st Class Melissa Desalvo, bridge master, NMCB 11 led her team through 25-30 mph winds and snow so high the ability to find solid ground became difficult for bridge placement across the crossing site. Desalvo’s team worked together to ensure the safety and completion of the bridge site for Norwegian and 3BCT, 10th Mtn. Div.’s different vehicle types during the movement of the convoy.
“The biggest difference in building this bridge is the arctic conditions,” said Desalvo. “In Gulfport you have a lot of humidity which is a lot of heat slowing down the bridge building process, but out here you also have to take breaks to warm back up. Similar in slowing the process down, but just a completely different obstacle because you can at least see the ground during construction of the bridge in a warmer environment. The ice and snow made that task tremendously difficult, but the Norwegians assisted us and there was a lot of cross training involved. They gave the Army and us a few tips. It took us 12 hours which is pretty fast under these conditions.”
The construction process was a testament to the collaborative spirit between the U.S. Navy and Norway. Navy Seabees, renowned for their expertise in construction and infrastructure development, worked side by side with Norwegian engineers and the U.S. Army but the Seabees did majority of the heavy lifting as this is their expertise.

his team of Sappers received working with the Norwegian Allies and the Seabees.
“This was a good training opportunity,” said Sawyer. “As light combat engineers we don’t get to do these things often. We had about 20 Soldiers here with eight Soldiers rotating through to receive the training with the Navy during construction. It has been great for me working with Lt. Mullins as I get to witness how he does his job as an engineer in the Seabees and how he can integrate into what we do as combat engineers to improve our unit’s mobility. This was a great opportunity to work with him and our Norwegian partners.
The successful collaboration between the NATO allies caused six multinational vehicles to cross the bridge and confirm their joint capabilities crossing linear danger areas. As the bridge stands tall, bridging not only physical gaps but also forging stronger bonds between two nations, it serves as a reminder of the incredible things that can be achieved when NATO comes together in defense of its territories.
“I’m the most proud of this crew,” said DeSalvo. “They came out here and overcame a lot of obstacles in an inexperienced climate and knocked it out of the park. This proves as a major benefit for mobility when
it comes to the Army and our allies. When you come to an impasse and you need an alternate route, we can establish a bridge quickly, which allows you to get to where you need to go a little faster.”
As the 21st TSC continues to set the theater within the onward movement process, the U.S. Navy and our Norwegian partners have proven to be a vital ally for military exercises in the European theater.
DEFENDER is a Dynamic Employment of Forces to Europe for NATO Deterrence and Enhanced Readiness, and is a U.S. European Command scheduled, U.S. Army Europe and Africa conducted exercise that consists of Saber Strike, Immediate Response, and Swift Response. DEFENDER 24 is linked to NATO’s Steadfast Defender exercise, and DoD’s Large Scale Global Exercise, taking place from 28 March to 31 May. DEFENDER 24 is the largest U.S. Army exercise in Europe and includes more than 17,000 U.S. and 23,000 multinational service members from more than 20 Allied and partner nations, including Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Georgia, Hungary, Italy, Latvia, Lithuania, Moldova, Netherlands, North Macedonia, Norway, Poland, Romania, Slovakia, Spain, Sweden, and the United Kingdom.
21st Theater Sustainment Command sets theater for first time in Norway

Vonnie Wright 21st Theater Sustainment CommandNARVIK, Norway — The 21st Theater Sustainment Command and 598th Transportation Brigade of the Army’s Surface Deployment Distribution Command, alongside their Norwegian Allies makes history today by setting the theater for the first time here during the Defender 2024 exercise April 24.
The act of setting the theater requires the 21st TSC to rapidly deploy equipment and Soldiers to the point of need during any potential crisis or conflict, enabling units to conduct their mission. Being able to strategically diversify host nation seaports and airports throughout Europe and testing their transportation networks’ capabilities gives the United States Army Europe and Africa commander options during any mission set to best employ forces.
Under the combined efforts of the U.S. Army and their Norwegian counterparts, over 500 pieces of equipment were delivered to Narvik, a vital port city in what is considered the “high north” within Europe. The operation aims to enhance strategic readiness and strengthen the alliance between the United States and one of NATO’s oldest and founding members, Norway.
This strategic and historic movement took a lot of joint planning between 16th Sustainment Brigade; 21st TSC; 3rd Brigade Combat Team, 10th Mountain Division; 598th Trans. Bde. and the Norwegian Armed Forces. The final multinational rehearsal and conditions check involving all parties the day prior was crucial to both the execution today and the future onward movement of every piece of equipment to Allies in Finland.
Maj. Gen. Ronald Ragin, commanding general, 21st TSC, emphasized the importance of working together in the high north during Defender 2024. Ragin’s key points were the importance of readiness and interoperability when setting the theater, providing logistics to the point of need and being ready for any future crisis within this theater together.
“We need to get drivers on different terrain, in different environments and working
with our coalition partners,” said Ragin. “That’s how we build readiness with our allies and partners. We have to adapt to different conditions together. I want LTs [lieutenants] — if we had to go to war tomorrow — to be able to drive off the port into combat-comfortable with their equipment, comfortable with their vehicles and drivers on different terrain, familiar with their tactical systems and knowing how to work with their coalition partners. That should be the end state of this exercise.”
That is exactly what the 10th Mountain Division Soldiers from southern Louisiana, with last week’s temperatures ranging in the 70s, prepared for as they work in below freezing conditions in Norway. Not only did the team recon the route, spend time on the terrain and train with their Allies and partners getting to know different tactical systems for interoperability, but they especially prepared for the cold weather.
“Our brigade surgeon is awesome,” said Capt. Giulio Zampogna, physician assistant, 710th Brigade Support Battalion, 3rd BCT, 10th Mtn. Div. “The terrain is different and
Soldiers to ensure the future movement to Finland is seamless and exactly how they would transport equipment in combat.
“It’s important that we all have the same paper and digital products,” said Murphy. “Our Allies and partners are all on the same system and we all have the same tracking capabilities in our headquarters for manning and equipment. The biggest challenge is always tying in to the right people. Once you have everyone in the same room, we make the right teams with the right people all together. We’re all really excited to do maintenance and make this move together, especially with Sweden being a new NATO partner. It’s exciting and we’re ready to push this equipment to the Soldiers that need it.”
The successful completion of this port operation in Narvik will symbolize the commitment between the U.S. Army and their Norwegian Allies to safeguarding freedom and security. It serves as a testament to the enduring partnership and shared values that unite the United States and Norway in promoting peace and stability globally.
we’re most concerned with rollovers, head injuries, frostbite, hypothermia and other cold weather injuries that could happen while conducting onward movement in these conditions. We feel comfortable because at the multinational rehearsal, training with our Allies and establishing preventive measures for each scenario, we provided readiness for operations in Narvik.”
With safety conditions set, the port of Narvik was a hive of activity as personnel from the Army, Navy and their Norwegian partners worked alongside one another to ensure the download of equipment and prepare for onward movement by both rail and convoy by the appropriate host nation and joint military protocol.
Often during missions such as this, once equipment leaves the ramp of a vessel, it immediately belongs to the 16th Sustainment Brigade, 21st TSC for onward movement to its final destination.

Brig. Gen. Steven Carpenter, commanding general, 7th Army Training Command, cemented the purpose of this partnership and deterrence mission with our NATO Allies in the high north.
“This is a first, we’ve never brought a brigade combat team through Narvik,” said Carpenter. “So, as you can imagine, with the ascension of Finland, and then now Sweden, right, we now have created a shield in the high north for NATO. From a NATO perspective, it’s strengthened Norway because Norway has these ports, you’re able to receive formations, you’re able to stage them and then move them forward. What we want this to do for us is to demonstrate that we can move U.S. Army combat formations, in this case, a brigade combat team, into the high north to defend our brothers and sisters in in the high north. We always like to say we want to assure our allies and our partners and we want to deter our adversaries. I’d like to say in totality, that this exercise in totality demonstrates that the United States Army can deploy all across Europe and Africa. And I like to say that’s a pretty credible deterrence.”
Air Force researchers design, build, fly autonomous aircraft in 24 hours
In an open area of the Eglin Air Force Base range known as B-70, a group of Air Force field grade officers and black-shirted innovators huddled together above an eightpound model aircraft as they raced against their deadline to build it.
The group of officers and innovators, known as Black Phoenix, created a goal for themselves to design, create, build and fly an unmanned aerial system within 24 hours. Around the 22.5-hour mark, the team secured the tail pieces and lastly, the propellers. The final step on a journey, that started more than six months prior, was to put the UAS in the air.
The officers began the project as part of their Blue Horizons fellowship. Blue Horizons is an Air Force Center for Strategy and Technology mission that is part think-tank, part incubator that promotes unconventional thinking and processes to Air Force problems with strategic impact.
The Black Phoenix crew is one of five teams wrapping up those projects after yearlong fellowships.
Their three-person team took on the task of evaluating how to rapidly adapt small UASs, their technology and payloads based on the need and environment.
“Small UASs are becoming a new warfighting capability,” said Col. Dustin Thomas, a Blue Horizons fellow and Black Phoenix team member. “However, the Air Force can’t rapidly change these aircraft based on the threat environment or quickly use new technologies to meet the needs of a specific mission. Our project aims to find ways to change that.”
To take their project from the theoretical to practical, the team turned to Titan Dynamics, a small aerospace company focused on rapid and cost-effective UAS designs and development.
“We went in search of a young, smart, new start-up company, who was willing to take on a big risk,” said Lt. Col. Jordan Atkins, Black Phoenix member. “We couldn’t be more impressed with their ability to yield a miracle like this in only two months.”
The team used Titan’s software automated design software to create an aerodynamic UAS body based on weight, power, dimensions and payload in less than 10 minutes. That design code gets fed into 3D printers to create the lightweight UAS body parts. Once all the pieces are printed, the team builds the newly created UAS designed specifically for its mission parameters.
Black Phoenix took this method and first tested it in Southwest Asia in March with Task Force-99 with some success. Then, they brought that test data and lessons learned to Eglin for their final in-thefield tests. They sought out the Air Force Chief Data and AI office’s Autonomy Data and AI Experimentation proving ground, which aims to accelerate development and experimentation in programs like the Black Phoenix project.
“Eglin is trying create a space to test small UASs and new technological capabilities very quickly,” Thomas said. “Historically, the Air Force is relatively slow in adapting and testing these technologies, and Eglin is trying to change that paradigm. We wanted to partner with them and be a part of that paradigm shift.
In support of the ADAX proving ground, the 413th Flight Test Squadron’s Autonomy
Prime flight flies autonomous UASs regularly, and new aircraft and autonomy customers come to Eglin AFB to test their technologies.
During Black Phoenix’s week at Eglin AFB, the team tested six autonomous aircraft using the quick create, build, fly method for various missions including an eight-pound personnel recovery UAS that would deliver supplies to a simulated Airman behind enemy lines.
Sometimes the aircraft flew successfully and other times, when the team pushed the boundaries, the aircraft crashed. The successes and failures were all part of Black Phoenix’s goal to gather research on the feasibility of the rapidly created UASs idea.
What they did discover was regardless
of flight or crash, the internal autonomy hardware and the payload within were virtually unharmed. To build back and try again meant only reprinting the outer UAS structure at a cost of around $20 to $50.
“We’ve taken big risks this week in flying so many new aircraft for the first time, but the risk is also low because these entire aircraft are built from commercial off-the-shelf items, so the financial investment is small,” said Lt. Col. Peter Dyrud, Black Phoenix team member.
After the test, the Black Phoenix team will put together their findings and present their study evaluation to the secretary of the Air Force Secretary and Air Force chief of staff in May.

It is referred to as “Kaiserstrasse” in several towns within Kaiserslautern County, such as the main street in Landstuhl. But, did you know that the road plays a significant historical role in the region?
The road was named after the French denomination “Route Impériale,” which means imperial route and was commissioned and completed by Napoleon Bonaparte after being crowned emperor.
The course of the federal road in Germany stretches from Saarbrücken, via Homburg in Saarland, to Bruchmühlbach, Hauptstuhl, Landstuhl, Kindsbach, Kaiserslautern, Eselsfürth, Mehlingen, Sembach, WartenbergRohrbach, Kirchheimbolanden and Klein-Winternheim to Mainz in an almost perfectly straight line.
Up until the end of the 18th century, a fastened road didn’t exist along the western side of the Rhein River. There were a few initiatives to improve the infrastructure that sank into oblivion due to more important issues of the time, while a few partial routes, initially constructed by the Romans, were still used but in a poor condition.
When Napoleon was crowned as “Emperor of the French” in 1804 he traveled to Mainz and per decree declared “Mayence” as one of the 36 most significant cities in France and capital of the Departement Donnersberg. The city had special military significance as a stronghold, and needing to get there quickly and safely, he commissioned construction of the road with the latest technology of the time.

The road sometimes changes its name enroute, for example to Pariser Strasse (in the west) and Mainzer Strasse (further east) within Kaiserslautern’s city limits.

The entire road complex served a further purpose in Napoleon’s goal to conquer the capital of the Prussian Kingdom. Further modern roads were constructed to enable the emperor and his army to march through Brandenburger Tor in Berlin and “kidnap” the Quadriga figure on top in 1806.
A daily postal line developed as a positive effect of the roadway and two stagecoaches rapidly delivered mail and passengers per day. Many of the villages along the road sprang up as resting places with overnight inns, lunch and dinner for the coachmen and fresh water and hay for horses. The so-called “Ritterbau” (knight’s building) passing by Sembach still exists, although in poor condition.
One of Napoleon’s favorite resting places was the Posthalterei in Bruchmühlbach, where he spent the night on several occasions, while he and his entourage received fresh horses. Another prominent inn was located at today’s Mainzer Tor in Kaiserslautern at a building which is now known as “Theodor Zink Museum.” The Kaiserbrunnen at the corner depicts a typical Napoleonic “bicorne” headdress, commemorating the emperor’s
travel enroute to Mainz, a 60-kilometer day’s journey at that time. Rather then taking A63, try out a relaxing trip to Mainz along the old “Kaiserstrasse” and you’ll
come across a traffic circle entering Kirchheimbolanden depicting a Napoleon hat. Maybe he rested there under a tree himself one day?

Air Force spares nothing at Armed Forces Sports Bowling Championship

The Air Force dominated, taking the gold in both men’s and women’s team divisions, at the 2024 Armed Forces Sports Bowling Championship at Fort Meade, MD. The Navy took silver and Army walked away with the bronze.
Over the last few years, the Armed Forces Sports office and services have worked to revive their programs since the COVID-19 pandemic. Bowling was one of the last sports to make its comeback. The championship was held over three days. Individual, doubles, mixed doubles and team champions were crowned.

Port of Hamburg — Gateway to the world
The Port of Hamburg is situated in the Elbe River basin, only about 100 kilometers from the open sea. Thousands of ships from all over the world call at Europe’s second largest port. From the cruise ship terminal to the historic Speicherstadt and the jetties to the modern container port, it’s a fascinating, thriving area of industry around which the entire city of Hamburg has been built.
It’s possible to take tours of the port by bus, but by far the best way to view it is from the water — on a boat. There are numerous tour companies that offer harbor tours through the port, passing right by huge container ships, shipyards and container terminals.
The port also hosts numerous museum ships offering tourists a unique way to learn more about the city’s shipping history. Converted from former passenger liners or barges, each tells a unique story about the history of the city as a shipping and trading post.
In the Museumshafen Oevelgönne, you can visit around 20 vintage ships, including the German and Dutch flat-bottomed vessels, steam tugs and barges. There is also a steam crane, a high-seas cutter, as well as a harbour ferry that has been converted into a café. The star of the harbour is the former lightship Elbe 3. The ships have not only been painstakingly restored but also still sail on occasion as well.
The cargo ship Cap San Diego was built in 1961 and it has been permanently anchored as a museum ship at the Überseebrücke in the Hanseatic city since 1986. The elegant silhouette of this ship, which is still seaworthy, has now become a part of Hamburg’s harbour promenade as much as the Speicherstadt and the Hafen City.
Fish Market
Every Sunday from 5 a.m.–9:30 a.m. the legendary Hamburg Fish Market takes place (7 a.m. from mid-November to midMarch). It’s essentially a giant flea market with lots of stalls selling fresh fish, fried fish and pickled fish, too — all ready to eat or to take home and cook yourself.
As it has been since 1703, pretty much everything that is not bolted down is traded here, from kilos of fish at a bargain price, to dusty porcelain jugs or a chirpy family of ducks. Either get up early, or hit the Reeper Bahn the night before and stay up late —Fish Brötchen (fish rolls) is officially the breakfast of party animals in Hamburg!
The Alster Lake
The 160-hectare Alster Lake in the heart of the city is a true paradise for sailors, rowers and paddlers, but surprisingly has a depth of no more than 2.5 meters.
Opulent grasslands on the edge of the bank offer plenty of opportunities to be close to the water, right in the middle of the city. Just kicking back on a blanket or a deck chair, jogging “all the way round the Alster,” taking a walk, playing frisbee and boules — the options are endless for you to enjoy this
splendid green oasis on land. During some winters, you will even be able to make your way across the lake to the other bank without getting your feet wet. Naturally, the Alster is surrounded by cafés and restaurants where you can enjoy a meal or drink with a splendid view of the water.
In the southern part of this area discover the Kennedy Bridge and the Lombard Bridge which separate the larger Outer Alster from the Inner Alster — the latter gives the city center quite a romantic and maritime air. This is where the Alster steamers take off from Jungfernstieg, a bustling and modern promenade. These steamers run regular services connecting various quays on the Outer Alster. So if you would rather not go out on the lake in a rented paddle boat, canoe or sailing dinghy, take a tour on the Alster steamer and experience the landscape as well as the silhouette of the city from the water!
Hamburg Town Hall
Hamburg Town Hall was built from 1886 to 1897; its impressive architecture dominates the city center. The magnificent sandstone building houses the city’s senate and parliament, which meets every second
Tuesday. It’s an impressive building which is well worth a tour, though it must be arranged in advance.
In stark contrast to restrained Hanseatic style, the Town Hall has an elaborately decorated facade, flanked by a total of 20 statues of emperors. The Kaisersaal (imperial hall), named because of the visit by Kaiser Wilhelm II at the opening of the North SeaBaltic Canal, has a striking ceiling painting that symbolizes merchant shipping under the German flag.
In the Senate chamber, light passes through the large glass roof: this symbolizes the ancient Germanic custom that the council should meet in open air. The Grand Ballroom is 46 meters long, 18 meters wide and 15 meters high. Five huge paintings depict the history of Hamburg from 800 to 1900 and 62 city coats of arms of the old Hanseatic League decorate the walls. The three chandeliers with 278 lights each weigh 1,500 kilograms!
St. Michaelis Church
Hamburg has many large churches, but none like St. Michaelis Church — there is only one “Michel.” This famous city landmark is over 350 years old and was completely destroyed and rebuilt three times between 1641 and 1912.
Experience the fabulous view of Hamburg, the port and the surrounding countryside from its platform 132 meters high, there is an elevator if you don’t want to attempt the stairs, which is quite a workout. After dark, the panorama of the Hanseatic city from this viewpoint is breathtaking.

By car, the journey time to Hamburg is around 5.5 hours from Kaiserslautern, 4.5 hours from Wiesbaden, and 6 hours from Stuttgart. For train options, check with Deutsche Bahn.
