USAG Rheinland-Pfalz team member named USAF Spouse of the Year

Megan Miccio, a workforce development program specialist at U.S. Army Garrison RheinlandPfalz, recently received the Joan Orr Air Force Spouse of the Year award at the Department of the Air Force level.

U.S. Air Force Chief of Staff Gen. David W. Allvin and Chief Master Sgt. of the Air Force David A. Flosi traveled to Germany to present the award, honoring Miccio’s significant contributions and tireless efforts to support military families and make a positive impact in her community.

“Receiving this award is an incredible honor and truly humbling,” said Miccio. “Joan Orr was a trailblazer whose dedication to supporting military families set a remarkable example, and to receive an award named after her is so meaningful. It’s inspiring to be recognized alongside a legacy that highlights the vital role military spouses play in strengthening and supporting our communities.”

As a military spouse and mother to a young child, Miccio said she has faced her share of challenges, from navigating the complexities of military life to supporting her family through deployments and relocations.

Instead of letting these challenges hold her back, Miccio said she used them as an opportunity to make a difference. She has become a passionate advocate for military spouses and families, working to address issues such as chronic spouse underemployment, access to childcare and education options for service members’ children.

“Most of my husband’s career has had us overseas, and I’ve experienced the unique struggles that comes with it,” she said. “Through my advocacy, I hope to have raised awareness about the diverse needs of overseas families and sparked important conversations about how we can better support them."

Miccio’s advocacy work has taken her to the highest levels of the military, where she partnered with senior leaders to push for sup-

port for military families. In 2023, she participated in a workshop with the spouse of the Chairman of the Joint Chiefs of staff, proposing an increase in the number of days covered by temporary living allowance for military families undergoing permanent changes of station overseas. First Lady Dr. Jill Biden endorsed the idea, and ultimately the increase was adopted across the Department of Defense, improving quality of life for military families. In addition to advocacy, Miccio also made an impact in her local community, working as a Resilience Trainer Assistant to teach psycholo-

gy-based Air Force resiliency skills to Airmen and military families to help them overcome adversity and handle the stressors they face.

Miccio said that volunteering provided her with experiences that enhanced her leadership, communication and problem-solving skills — all qualities which assisted her as her career shifted from teaching students in a classroom to working with the garrison’s Directorate of Human Resources.

Michael Beando, USAG Rheinland-Pfalz’s director of Human Resources and Miccio’s supervisor, said her selection as the

Joan Orr Air Force Spouse of the Year is well-deserved.

“Her outstanding work ethic, selfless duty and her ’can-do’ attitude make her an invaluable asset to the garrison and community,” he said. “Megan is the embodiment of the 21st century Civilian — smart, adaptable, competent, and able to get results by building teams and coalitions.”

Beando said Miccio’s initiatives at work have set a regional standard by creating new opportunities for garrison employees to grow and develop their leadership skills. Her popular book club and training

programs have been particularly successful, and her courses are consistently in high demand.

Miccio’s advice to other military spouses seeking to make a difference through advocacy and community involvement is to discover their true passions and pursue them.

“You don’t need a specific title or role to have an impact – numerous opportunities exist within the community, including the United Services Organization, Red Cross, and various military support organizations,” she said. “Simply find your passion and say yes to getting involved!”

USO names 409th Contracting Support Brigade Soldier as 2024 volunteer of the year

Staff Sgt. Garth D. Ritter, contract specialist with the 409th Contracting Support Brigade, was recognized as the 2024 United Services Organization Europe, Middle East and Africa Volunteer of the Year, Dec. 20 during a ceremony at Sembach Kaserne.

Having volunteered over 200 times with more than 700 hours logged — according to the USO citation — Ritter has made a significant impact on the Kaiserslautern Military Community and the USO Deployment Processing Center on Rhine Ordnance Barracks, home to U.S. Army Garrison RheinlandPfalz headquarters.

Ritter provided steady support to USO staff during an operational transition at the DPC, dedicating weekends to help maintain the center’s operations, which supports tenant and transient units within the garrison.

He expressed his gratitude for the opportunities and support he

received along the way.

“The USO helped me enhance my leadership, cooking and arts and crafts skills,” said Ritter. “I’d

also like to thank my leaders at the 409th Contracting Support Brigade, who introduced me to volunteering at the USO.”

Delay in European Electronic Entry Program, European Travel Information and Authorization System

The start dates for the two new systems that the European Union plans to use to regulate incoming tourists have both been delayed. The delays involve both the Electronic Entry System and the European Travel Information and Authorization System. The systems are currently delayed until at least April 2025 due to technical challenges among some European Union states.

EES will operate at airports and other areas where tourists normally must show their passports. It will replace entry stamps and operates digitally, allowing for better tracking of arrival and departure dates. EES is a digital, on-arrival registration system and will be in operation in 30 countries in Europe. It will apply to all non-EU citizens, including Americans, unless they are ordinary residents with an alien resident permit or long-term visa. U.S. military and civilian personnel and their dependents on orders

“As a service member myself, I understand how tough it is to be away from friends and family,” said Ritter. “Whether baking or supporting activities held at the USO DPC, I hope these small acts bring happiness to an individual’s day.”

Since 1941, the USO, a private, nonprofit social service agency, has provided social, welfare and recreational services for U.S. service members and their families. They currently maintain more than 160 centers worldwide as a support network for military communities.

Within U.S. Army Garrison Rheinland-Pfalz, the USO operates facilities at the Deployment Processing Center on Rhine Ordnance Barracks, the Warrior Center at Landstuhl Regional Medical Center, and a USO center on Smith Barracks in Baumholder.

Ritter created innovative programs, including popular murder mystery nights at the DPC, and taught Soldiers how to bake.

should be exempt from the system, but it will apply to their family members from the U.S. who come to Europe to visit.

ETIAS is a completely different system that will require travelers to the European Union to register online and obtain travel authorization BEFORE their arrival.

The United States already has such a system, called Electronic System for Travel Authorization. Like the EES, ETIAS should not apply to U.S. Forces personnel and their dependents stationed in Europe on orders, but will apply to family from the U.S. who come to Europe to visit.

The European Union has consistently stated that EES and ETIAS are intended to address SHORT-TERM (normally not to exceed 90 days) stays of persons who do not have an independent basis for remaining within Europe. The system in its present form does not take into consideration persons with SOFA status who remain in countries where they or their sponsors are stationed for extended periods. The European

Union has advised us that military service members (active duty personnel) will be granted exemption to EES/ETIAS requirements for travel to and from their country of assignment. That partial exemption does not contemplate travel to or from other countries for the purposes of leave and liberty or travel into or out of Europe for government civilians, dependents, or DOD contractors. In view of these issues, a recommended change to the DoD Foreign Clearance Guide will require SOFA identification to be issued to incoming civilian and dependent personnel prior to their arrival reflecting their SOFA status in the country where they or their sponsors are stationed. This SOFA ID would be carried with their passports. Such a system is already in effect in Germany.  While military personnel should be exempt from both systems when they report to a duty station in Europe, the new systems may pose problems when they attempt to travel elsewhere in Europe on leave or pass. For example, a Soldier assigned to a unit in

Germany who travels for a day to Strasbourg, France, will be in violation of the EES when she crosses the border with her U.S. tourist passport. EES exists only at external European borders. While the soldier was exempt upon her initial arrival in Germany, there is no way for her to register in EES prior to travel or upon crossing the border into France. If that soldier encountered law enforcement during her trip, that soldier would be subject criminal sanctions.The U.S. Department of State is currently working with the European Union on this issue.

The United Kingdom is no longer part of the EU and has already come up with a program of its own that requires travelers to obtain an Electronic Travel Authorization prior to travel. This program became effective for U.S. citizens on January 8, 2025. Sugary secrets for good dental health

Think about the last time you had a soda, an energy drink, or the last time you saw someone drinking one. For military personnel, who often work long hours and face demanding physical and mental tasks, these beverages might appear to be a quick fix to boost energy and alertness. However, frequent consumption poses significant risks to your dental health — something critical for maintaining overall readiness and performance.

According to a study published by the National Institute of Dental and Craniofacial Research, nearly 92 percent of adults aged 20-64 have had cavities in their permanent teeth, and sugary drinks like soda and energy drinks are primary offenders (2022). The sugar and acid content in these beverages create a hostile environment in your mouth, leading to dental erosion. When sugar interacts

with the bacteria on your teeth, it produces acid, which erodes your enamel.

Fun fact: Enamel is the hardest substance in your body. The caffeine and acidity levels in energy drinks are more potent, contributing not just to the erosion of enamel, but to increased tooth decay as well. According to a study published in “More Smiles Dental Spa,” energy drinks have three times the enameleroding power compared to soda (Mohanty, Para.2, 2024).

Service members who frequently consume these beverages may experience increased sensitivity and a higher risk of cavities. Dental care in the field can be challenging. Ignoring these risks could translate into operational inefficiencies and the need for unplanned medical evacuations. Switching to water or other lowsugar, non-acidic drinks could be a simple, but effective way to mitigate these risks. By making mindful drink choices, you can maintain good dental health, enhancing your mission readiness and overall quality of life.

Human Trafficking Prevention Month: Shedding light

January marks Human Trafficking Prevention Month, a time dedicated to raising awareness, educating communities, and reinforcing prevention efforts to combat one of the world’s gravest crises: Modern-day slavery.

According to the International Labor Organization’s March 2024 report, profits from forced labor and sexual exploitation have soared to an alarming $239 billion annually — a figure surpassing the combined revenues of several major corporations. Human trafficking has become the fastest-growing and second-largest criminal industry globally, with an estimated 80 percent of trafficking linked to sexual exploitation, disproportionately affecting society’s most vulnerable, as reported by USAID (United States Agency for International Development).

Accountability for Military and Department of Defense members

Soliciting a human trafficking victim or engaging with prostitution is a serious offense under the Uniform Code of Military Justice, Article 134, with penalties including forfeiture of pay and potential imprisonment. Military personnel and DOD members are expected to uphold the highest standards of conduct, both at home and abroad, in combating this injustice.

Presidential Proclamation and Community Action

In his National Human Trafficking Prevention Month proclamation, President Joe Biden declared, “More than 27 million people around the globe endure the abhorrent abuse of human trafficking and forced labor. It is a threat to security, public safety, and human dignity.”

As individuals, we can take meaningful steps to confront this issue:

• Report suspicious activity to your chain of command, local DOD Inspector General.

• Avoid and report questionable establishments or individuals, particularly locations such as brothels, strip clubs, or bars where trafficking may occur.

• Never act alone in potentially dangerous situations. Outside military installations, report concerns to local law enforcement.

For those looking to make a broader impact, consider supporting reputable anti-trafficking organizations. Donations of time, resources, or finances can provide

vital assistance to victims and those vulnerable to exploitation.

Educating ourselves and protecting our communities

Education is key to prevention. The CTIP General Awareness Refresher course, now a biannual requirement for DOD personnel as part of the Trafficking in Persons Awareness Training offers valuable insights.

With one in four trafficking victims being children and much of the recruitment occurring online, protecting young people through practical internet safety measures at home and school is essential.

A call to action

Human trafficking thrives in secrecy. By shining a light on these atrocities, we can expose and disrupt the systems that allow them to persist. President Biden aptly stated, “There is no greater sin than the abuse of power, and human trafficking is among the worst…we must each play a role in ending it; we cannot turn away.”

Together, through awareness, action, and accountability, we can help eradicate this global scourge and bring hope to countless lives in need.

USAG RP celebrates MLK Day with staged reading of “The Mountaintop”

In recognition of Dr. Martin Luther King Jr.’s enduring impact, USAG Rheinland-Pfalz observed Martin Luther King Day on Jan. 20.

This federal holiday is observed on the third Monday in January as an opportunity for Americans to come together in reflection, community service, and celebration of Dr. King’s contributions to the civil rights movement.

The first Martin Luther King Jr. Day was celebrated on Jan. 20, 1986. In 1994, Congress made it a National Day of Service, calling it a "Day On, Not a Day Off,” encouraging people to give back to their communities.

To honor the day and Black History Month, celebrated in February, KMC Onstage is presenting a staged reading of “The Mountaintop,” a play that imagines the last night of Dr. King’s life.

KMC Onstage presents their ’staged reading’ series to honor various cultural awareness months, said Amy Smolinski, managing artistic director for KMC Onstage, Family, Morale, Welfare and Recreation, U.S. Army Garrison Rheinland-Pfalz.

“’The Mountaintop’ is a play with an all-Black cast, written by a Pulitzer Prize-winning Black woman playwright, Katori Hall,” Smolinski said. “Her story offers an intimate look at Dr. King while also providing a deeper understanding of his profound impact on history, one that resonates not only

with Black Americans, but with all Americans.”

The story takes place in King’s hotel room in Memphis, Tennessee, on April 3, 1968, the night before his assassination. As King prepares for his famous "Mountaintop" speech, he engages in a conversation with Camae, a hotel maid, who challenges his assumptions and forces him to confront his own doubts and fears.

“The play humanizes Dr. Martin Luther King Jr. by portraying him as a flawed and imperfect individual,” said Smolinski. “Through his conversations with a hotel maid, Dr. King’s vulnerabilities are revealed,

and he repeatedly emphasizes his humanity, saying ’I am a man. I’m just a man.’”

“What drew me to ’The Mountaintop’ was the power and impact of Dr. King’s legacy — his dedication to unity, equality, and the sacrifices he made for social justice,” said John Barber Jr., who read as the voice of Dr. King. “Playing Dr. King is both an honor and a way to celebrate his message of bringing people of all colors together.”

Barber said “The Mountaintop” offers an emotional and close portrayal of Dr. King’s experiences, tracing his journey from Detroit to Alabama as he navigated the

struggles and sacrifices that came with fighting for social justice and equality.

“The burden he had to bear is almost unimaginable,” he said. “Crazy stuff."

Reading narrator Shirlene Raymann expressed gratitude and appreciation for the sacrifices and struggles of those who came before her, particularly in the context of the Civil Rights Movement.

“In the play, Dr. King talks about how he lived in fear all the time, but still chose to continue his work, motivated by his desire to fight for freedom and equality for all people,” she said.

Felicia Miller, the play’s director, said “The Mountaintop” serves as a powerful reminder that the struggle for equality in America remains an ongoing battle. Her goal is for audiences to leave the play with a lasting impact: the importance of “passing the baton” in the ongoing fight for equality and justice.

“The baton may get dropped, but it’s how we respond that matters,” she said. "We must keep passing it forward, even in tough times, to keep the momentum going towards a more just and equal society.”

Barber echoes this message, saying he hopes audiences will be deeply moved by the play’s portrayal of Dr. King’s and Camae’s struggles.

“I hope they can feel the emotional and mental toll of their sacrifices as they strive for equality and justice,” he said. “Their struggles serve as a powerful call to continue hoping and working towards a better future.”

“The Mountaintop” is scheduled to run Feb. 5 from 6:30 – 8:30 p.m. at the KMC Onstage Studio on Daenner Kaserne.

21st TSC conducts rapid power projection through port of Koper

The 21st Theater Sustainment Command conducted Reception, Staging, and Onward Movement operations through the port of Koper, Slovenia, Dec. 28, carrying over 480 pieces of equipment assigned to the 1st Armored Brigade Combat Team, 3rd Infantry Division. Soldiers and civilians assigned to the 21st Theater Sustainment Command, the 16th Sustainment Brigade, the 598th Transportation Brigade (Surface Deployment and Distribution Command), and the Slovenian military and port authority ensured the mission was successful.

The selection of Koper for this operation highlights the logistical capabilities of Slovenia as a key contributor to the collective readiness of the NATO Alliance. The Slovenian logistical capabilities help bolster the European logistical enterprise, especially since this NATO ally can rapidly and effectively transport, not only large volumes of vehicles and equipment, but bulky vehicles such as M1 Abrams main battle tanks and M88 recovery vehicles. These vehicles play a vital role in the 1-3 ID to successfully execute their Assure and Deter mission at their respective forward operating sites.

“The port of Koper serves as a strategic gateway, not only as a driver of global trade, but also strengthening logistics readiness and supporting military operations across Europe,” said Col. Gary Whittaccre, commander of the 598th Transportation Brigade.

According to Maj. Stephen Yashinski, executive officer of the 839th Transportation Battalion, equipment will be transported via a mix of commercial line haul and cargo rail through Europe. He emphasized the importance of teamwork and planning between Slovenia and the U.S. Army at the port of Koper.

“From assisting with vessel download to providing security, our Slovenian partners provided a wide range of support,” said Yashinski. “Our Slovenian civil and military partners have been instrumental in ensuring this operation’s success.”

The 1st Armored Brigade Combat Team, stationed at Fort Stewart, Georgia, will replace the 3rd Armored Brigade Combat Team, 1st Armored Division, as part of a regular rotation of forces to assure NATO allies, through U.S. military presence and joint training, and deter all aggression from adversaries along NATO’s eastern flank.

Maj. Jonathan Buckland, executive officer of the 5-7 Cavalry Squadron and the officer in charge of 1-3ID’s port support detail in Koper, emphasizes how this RSOM operation seamlessly blends into their training objectives. “Deployment operations are a critical mission for all Brigade Combat Teams, specifically an Armored Brigade Combat Team, due to the sheer amount of heavy equipment. Crucial to that mission is ensuring interoperability with our Allies as they seamlessly facilitate the movement and integration of multinational forces and equipment,” said Buckland. “This mission fosters enhanced joint operational readiness and strengthens strategic partnerships by enabling coordinated and efficient logistical support.”

Teamwork and interoperability are the major themes stemming from this operation. The notion that multiple agencies and units, with no relation to each other, can come together and successfully execute a complex multinational mission is the foundation of 21st TSC sustainment operations across the European Theater in support of the U.S. Army in Europe and Africa.

Capt. Jacob C. Utting, the port operations and life support OIC, expands on that very notion. “The RSOM is presenting excellent opportunities to further develop interoperability between the U.S. and Slovenian armed forces,” said Utting. “Leaders and Soldiers exercise cooperation with our Allies to conquer the challenges of deploying a Brigade Combat Team within real-world constraints such as time, manpower, and infrastructure availability.”

Sgt. Maj. Lee Eggeman, the operations sergeant major for 5-7 CAV Squadron and the noncommissioned officer in charge of 1-3ID’s port support detail, alludes to these themes from this mission as well. “These operations ensure the efficient reception and integration of personnel and equipment that enables the brigade to achieve mission readiness quickly,” said Eggeman. “Effective RSOM and LSA operations are essential for maintaining operational tempo, supporting strategic objectives, and ultimately enhancing the brigade’s ability to respond to any contingency within the European Theater.

The United States and Slovenia have a positive partnership rooted in a shared understanding of rightful self-determination and freedom through collective security. While it may be coincidental, this RSOM operation comes at the heels of the anniversary of Slovenia’s declaration of independence from Yugoslavia.

Sports heroes who served: Stellar baseball player, Coach also served in Marines

As a seven-time American League batting champion and 18-time All-Star for the Minnesota Twins (1967-1978) and the California Angels (1979-1985), Rod Carew is considered a baseball legend.

He also served as a combat engineer for six years in the Marine Corps Reserve, enlisting in 1966.

Combat engineers are proficient at building bridges, demolitions, route clearance and other tasks.

In October 2011, Carew was the guest of honor at a “Character and Courage” celebration in Cooperstown, New York, the location of the National Baseball Hall of Fame, where he was inducted in 1991.

“When I joined the Marine Corps, it was a life-changing event for me because I learned about discipline. When I first came up to the big leagues in 1967, I was a little bit of a hothead. But after two weeks of war games every summer, I realized that baseball was not door-die. That kind of discipline made me the player I became,” he said at the celebration.

Following the celebration, Carew traveled to Syracuse, New York, to visit patients at the Syracuse Vet Center, which is run by

the Department of Veterans Affairs. With a career total of 92 home runs and a batting average of .328, Carew cemented his baseball legacy. In 1969, he stole home base seven times, one away from Ty Cobb’s record of eight.

Carew also coached the Angels from 1992 to 1999 and then coached the Milwaukee Brewers from 2000 to 2001.

In the summer of 1977, Carew appeared on the cover of Time magazine with the caption: “Baseball’s Best Hitter.”

In 2004, Panama’s National Stadium was renamed Rod Carew National Stadium. Carew was born in the Panama Canal Zone Oct. 1, 1945.

On Aug. 23, 2024, Carew became a U.S. citizen.

“I’ve always said the U.S. is home, and this is one way to repay this country for what it has done for me. Being able to play baseball gave me the kind of life that I had and that I have today. I’m grateful for the way I was treated, the way people looked up to me and the appreciation of the people I played in front of, wherever I went,” Carew told the Los Angeles Times following his naturalization ceremony.

Carew, 79, lives in Anaheim Hills, California, with his second wife Rhonda and her two children Cheyenne and Devon.

Cold weather injuries peak in January, February

What are cold weather injury conditions and symptoms?

McCannon describes three categories of CWI monitored by the military:

Service members are often in danger of experiencing cold weather-related injuries because of cold and wet conditions present during various training and operational activities.

Wind chill and wetness (including from sweat) can increase the rate of heat loss. Cold weather-related injuries, otherwise known as CWIs, can occur at warmer conditions as high as 60 degrees Fahrenheit, but CWIs are much more common at freezing temperatures below 32 F.

“January and February are consistently peak months for our service members to experience CWIs,” says Dr. Chip McCannon, a preventive medicine physician working for the Defense Health Agency–Public Health in Aberdeen, Maryland.

McCannon says that while CWIs do occur throughout the year, service members and unit leaders should be on the alert when temperatures drop.

Be on high alert now, but be aware all year

When a service member experiences a CWI, the incident must be reported for military health surveillance to monitor trends and identify occurrence of cases outside expected patterns.

Katherine Kotas, a DHA-PH epidemiologist who analyzes the surveillance data, confirms that CWI cases for military service members are reported most frequently in the winter months.

“Military CWIs are reported year round, but the primary months of concern are from October through March,” says Kotas. “In the 2024 cold season, nearly half of the CWIs were reported between January and February.”

Kotas says that surveillance data from 2018 to 2023, as reported in the November 2023 Medical Surveillance Monthly Report, showed service members who most frequently experienced CWI were enlisted males younger than age 20 in combat-specific occupations, especially in the U.S. Marine Corps and U.S. Army.

1. Non-freezing cold injuries occur primarily to hands and feet exposed to cool wet conditions. The two primary conditions include:

• Chilblains, from one to five hours of continuous or repeated skin exposure to cool wet conditions under 50 degrees such as in wet areas, wet weather, or from sweat in boots or gloves. Skin initially appears wet, white, and shriveled but becomes cold, swollen, and waxy. A casualty may feel pins and needles, tingling, numbness and then pain. Skin may develop blisters, open weeping, or bleeding.

• Immersion foot, also known as trench foot, is typically associated with prolonged (>12 hours) exposure of tissue, especially the feet, to wet cold and conditions at 32 degrees to 60 degrees. Inactivity and damp socks and boots (or tightly laced boots that impair circulation) can speed the time of onset and severity. Cold, numb feet may progress to feeling hot with aches, then shooting pains and pain sensitivity. Foot swelling and redness may change to pale and blue and may include bleeding.

2. Freezing cold injuries, or frostbite, is the freezing or crystallization of tissues primarily of the extremities (fingers, toes, ears, nose), when skin is exposed to extreme cold or high winds. Exposure time can be minutes or instantaneous if skin is exposed to extreme cold or high winds. Skin will feel cold, stiff, or woody and turn gray or a waxy-white color but can progress to purple or blackened skin. A casualty will feel numbness, tingling, or a stinging sensation. Blisters and restricted joint movement may also be present.

3. Hypothermia occurs when the body’s core temperature falls below 95 degrees. This can occur suddenly, such as during partial or total immersion in cold water, or over hours or days, such as during extended operations or survival situations. Hypothermia is usually characterized as mild, moderate, or severe, based on a casualty’s core temperature as measured rectally with a thermometer (oral and ear temperatures do not yield accurate results in a cold environment).

An initial sign of hypothermia is vigorous shivering, though shivering may decrease or

even stop as a person’s core temperature continues to fall. A casualty may also show increasingly slowed reactions and changes in behavior, including mumbles and fumbles, as cold affects muscle and nerve function. This can progress to confusion, sleepiness, slurred speech, shallow breathing, weak pulse, and low blood pressure.

How can you reduce your risk of coldweather injuries?

McCannon says while CWIs will always be a threat during military training and combat operations, the risk can be reduced if both unit leaders and service members are aware of the conditions and symptoms and how to prevent them:

Avoid Overheating Wear it Loose and in Layers Keep it Dry

Everyone should keep their feet dry by changing wet or damp socks as soon as possible. McCannon recommends avoiding cotton clothing, socks, or gloves as cotton holds perspiration. He also emphasizes awareness of what can increase an individual person’s risk.

Personal characteristics that can increase your CWI risk

Medical conditions. Having had a prior CWI increases one’s risk of another CWI, possibly a more severe one. Raynaud’s Disease causes blood vessel constriction in cold temperatures, resulting in reduced blood flow to fingers and toes which increases frostbite risk. Other diseases that may also increase susceptibility to CWIs include anemia, diabetes, sickle cell disease, hypotension, hypothyroidism, and atherosclerosis.

Some medications. Benzodiazepines, tricyclic antidepressants, barbiturates, and general anesthetics impair blood vessel constriction, increasing risk of CWI.

Alcohol. Though it imparts a sense of warmth, alcohol dilates skin blood vessels which increases heat loss. It can also impair the senses and judgment, making it difficult to notice signs and symptoms of a CWI.

Nicotine. Smoking, chewing, and vaping can cause increased constriction of skin blood vessels, which increases the risk for frostbite.

Self-care tips to reduce your risk of developing a cold weather injury:

• Dress in loose clothing and layers. This helps you regulate your body’s temperature and remove or change layers.

• Keep skin dry by changing out of wet clothing, gloves and footwear (especially socks). Heat loss increases when skin is damp, increasing risk of CWI.

• Alert your unit leader and battle buddy of prior CWI, medical conditions, or medications that may increase your risk of CWI. Heightened awareness balances the increased risk.

• Abstain from unhealthy behaviors such as alcohol or nicotine use on days preceding and during activities in cold or wet conditions.

• Consume adequate calories through nutritious food. More calories are needed to maintain critical body thermal functions such as shivering in colder temperatures.

• Drink plenty of fluids to stay hydrated. The temperature of the fluids is not as important as maintaining hydration; in cooler temperatures you may not realize how much fluid you are losing through sweat.

• Maintain fitness levels. Keeping a healthy weight and doing 150–300 minutes of aerobic exercise and two sessions of strength work each week can increases your body’s resilience to illness and injury.

• Get quality sleep each day. Getting sleep allows your body to recharge so it can function more efficiently. If military operations don’t allow for the ideal six–eight consecutive hours, utilize military guidance for tactical naps.

• Avoid face camouflage. Face camouflage paint should not be used when the air temperature falls below 32 degrees because the paint conceals changes in skin color which signal the early development of frostbite.

What happens if you are injured?

“To avoid further tissue damage, use dry, loose layers of clothing for warmth and seek medical assistance, says McCannon. “Do not attempt to rub injured skin, and do not use snow or external heat sources, including warm water or snow. Do not attempt to thaw frozen tissues if there is a chance of refreezing before getting medical attention.”

ABC IN KMC: Ramstein-Miesenbach

Many members of the Kaiserslautern Military Community have found temporary or even permanent homes in one of the many villages and towns surrounding Kaiserslautern or in the heart of the Palatinate Forest.

Our series will highlight the union communities within the County of Kaiserslautern, Kaiserslautern itself and neighboring communities. It aims to inform service members and their families about the villages and towns they’re joining during the time in the KMC. We will feature a different community every week and provide facts about its history, heritage and the local experiences it offers. A Union Community is an administrative territorial community composed of a group of individual towns or villages.

We will kick off with the introduction of the Union Community of Ramstein-Miesenbach and invite you to discover interesting facts about your home away from home.

The Union Community of Ramstein-Miesenbach was founded Dec. 15, 1971 and recently celebrated its 50th anniversary. It is comprised of the four individual communities of Hütschenhausen, Kottweiler-Schwanden, Niedermohr and Steinwenden, as well as the City of Ramstein-Miesenbach.

With Ramstein Air Base being located within its boundaries, the union community is host to the largest air base in Europe, with organizations such as the 86th Airlift Wing, two sister wings, U.S. Air Forces in Europe and Air Forces Africa, Third Air Force, NATO Headquarters and international tenant units.

The Mayor of the Union Community, Ralf Hechler, has been in office since 2016 and shares close ties to the base’s leadership as well as an open and friendly relationship to the large military populace.

Romans to a runway

There are traces of a settlement prior to the Roman era along the old west-east road, located north of the West Palatinate moorland. Ceramic and coin findings are reminiscent of a settlement during the Roman era about 2000 years ago.

Ramstein was first officially mentioned in a certificate dated June 2, 1215, when emperor

Friedrich II, grandson of Friedrich Barbarossa, granted the patronage of the mother church to Ramstein and of two daughter churches in Weilerbach and Spesbach to Reinhard of Lautern. In the late 14th century Ramstein became a part of the “Kurpfalz” (Electoral Palatinate) as a part of Bavaria. The years after World War II and in particular the establishment of the air base in 1951, initiated by the French forces, brought about many economic and social changes. Ramstein village had to surrender about one third of its 4300 hectares of premises for the construction of the air base.

In 1969, Ramstein and Miesenbach fused into one community, and in 1991 the City of Ramstein-Miesenbach was given its city rights.

While there were about 2,000 inhabitants in Ramstein in the early 1900s, today’s population in the total union community is about 17,800, which in addition is also home to approximately 7,800 members of the Kaiserslautern Military Community (U.S. and NATO).

Hikes, bikes and other outdoor likes

The Union Community of Ramstein-Miesenbach offers a multitude of leisure activities. Hikes through the Palatinate

Forest and moorland, the AZUR Freizeitbad offers aqua fun for young and old, including outdoor and indoor pools and a sauna facility the year around. Biking trails, for example a stretch along Barbarossa Radweg or Sickinger Mühlenradweg offer nature and an experience of the Palatinate Forest. The Pfälzer Seentour biking trail leads you to the lakes and ponds of the western Palatinate on a 62 km tour, which can be cycled on individual partial routes.

The Seewoog in Miesenbach is the ideal venue for a stroll around the lake, offers a picnic and grill area and a playground for children. A kiosk serves food and drinks on the lake terrace and in the summer months concerts may also take place for a relaxing musical afternoon.

An array of sports and culture clubs offer activities ranging from soccer to gymnastics and yoga, musical orchestras and choruses, film and photo fun, a voluntary fire department, a chess club and even a garden and floristic association, to name a few.

Culture and American history

The Congress Center Ramstein is the cultural and conference center of the city. Besides adaptable rooms with a seating capacity for up to 800 people and modern conference equipment, the facility offers a varied entertainment and

event program. The in-house restaurant “Die Bühne / Backstage” provides catering for each occasion. The Museum im Westrich in the former townhall has historic artefacts on display. The Docu Center Ramstein, established in an assortment of containers, is dedicated to documenting the history of Americans in RheinlandPfalz since 1945 and offers changing exhibits throughout the year, with a special display planned for March this year.

Festivals, Fastnacht and funky tunes

There is a wide range of restaurants and cafés that offer differing gastronomic delights for every taste. A quaint shopping and strolling area leads you along historic buildings and holds surprises, such as the Marktbrunnen (fountain) in front of the historic city hall, along the way.

Prominent festivals are the “Seewoogfest” in June, the “Ramstein Summernights” at the CCR, the German-American Friendship Fest, the “Kerwe” in September, the Farmers Market in October, the “Wendelinusmarket” and Oktoberfest in October, and the Nikolaus Market in early December.

Ramstein hosts the largest Fasching Parade in the Westpfalz region and draws up to 30.000

spectators, with KMC participation, such as the funky USAFE Band, and various interest groups. Organizations from neighboring France and other communities truly make this an exciting and fun-filled event with international spirit. This year the parade will take place Tuesday, March 4 and groups from the KMC are cordially invited to participate (see Unterwegs for details).

Fun facts:

People of almost 90 different nationalities live in the union community.

The cellar under the historic city hall was once used as a storage area for salt and beer, then later as a prison and is now used as a popular wedding location and for other special events!

Ramstein formerly had two large textile factories and a “trouser factory” with almost 1,000 workers.

GOLD FEVER IN TRIER

PERMANENT EXHIBIT, RHEINISCHES LANDESMUSEUM, TRIER

In 196 A.D.: In the turmoil of the civil war under Emperor Septimius Severus, an unknown person hid an immense sum of money in the form of around 2,650 Roman gold coins in a cellar in Trier - he was no longer able to retrieve it. The treasure remained in the earth until September 1993. After 1,800 years, the treasure was rediscovered during excavation work - a sensation. Gold fever broke out in Trier, and the coins ended up in the Rheinisches Landesmuseum. On October 8, 2019: Two burglars entered the museum to steal the coin treasure of 18.5 kg of pure gold. The police thwarted the robbery attempt - the perpetrators fled without taking anything but caused a lot of damage. The coin cabinet was destroyed and had to be closed for the public. Since September 2022 the coin exhibit has been open again and can be visited. In addition to the coin exhibit, there are several other themed displays from the Roman era in Trier. In Germany, it feels sometimes like you can go from November to February without ever seeing the sun. This isn’t just exaggeration. On average, you can expect to see about 45 hours of sun each December in Kaiserslautern. That’s… not a lot of sun. That’s a work week.

Here’s the good news, though. It doesn’t take a whole lot of time, effort or money to find sunny locations in Europe. Most sunny winter destinations require a short flight (2-3 hours), and some are reachable in a day or so by car. If you’re facing a dark German winter, then here are five places to start your travel planning.

Southern Spain

The southern coast of Spain is the place to be. In December, the cities of Alicante and Malaga offer more than 160 hours, on average, of sunshine. Barcelona is no slouch, either, offering 137 average hours of sun during December. For those of us who live in Germany, then, our chances of seeing the sun increase three to four times if we catch a flight to Spain. That’s huge.

But it’s not just the sun, either. Alicante, Malaga and Barcelona have beaches, bars, restaurants, museums, parks, and so much else to do. With the warm weather

and the Mediterranean Sea nearby, your spirits can’t help but lift. So start planning now!

Sicily, Italy Sicily sometimes gets forgotten. It’s understandable. There are so many fantastic destinations to visit a bit further north — Rome, Venice, Florence, Turin, and so on.

But when winter comes, don’t forget Sicily! It’s one of the sunniest places in Europe when everything goes dark up north.

Catania has 120 hours of sun during December, and Messina (just north of Catania), has 112.

Sicily is also packed with his-

tory, having been inhabited at one time or another by Carthaginians, Phoenicians, Romans, and Greeks. It was in Syracuse, after all, where the great Archimedes did most of his good work. Nowadays, Sicily also has amazing food, strong wine, and wonderful places to stay. Go there, and you’ll wonder why you didn’t seek out Sicily sooner.

Côte d’Azur, France

Road trip, anyone? If you just can’t take the German winter anymore, climb in the car, head southwest, cross the border into France, and keep going until you hit the Mediterranean Sea. Make

sure you set your GPS for Nice, which is nice, and is pronounced like “niece.”

Wordplay aside, Nice is an awesome place to spend winter break. It gets, on average, 137 hours of sun during December. The English Promenade is one of the most famous seaside destinations in Europe. It often feels like a relief to walk it during the winter. With the waves lapping gently at the sand, and palm trees waving in the wind, you can almost forget that you’re not in a tropical paradise. Marseille, just down the coast, is also an excellent choice for sun-seekers.

Portugal

Whatever you do, don’t overlook Portugal. Lisbon is just a three-hour nonstop flight from Frankfurt. There, you’ll find incredible shopping, restaurants, cultural opportunities, the Atlantic coast, English speakers everywhere, a great Christmas market, and 100 more hours of sunshine than you’ll find in the KMC.

Even better: rent a car in Lisbon and drive a few hours south to Faro. There, you will find a dreamlike beach existence, 160 hours of December sunshine, and more peace and quiet than seems reasonable for any normal person. It’s amazing.

Athens, Greece

Athens has been charming visitors for thousands of years — especially in the winter. In December, the weather is warm, sunny (127 hours each December, on average), and tranquil. Visiting during the offseason also means fewer packed cultural monuments, more open seats at restaurants, friendlier locals, and slightly less insane traffic.

You can also use Athens as a jumping-off point for island cruises. Because drifting your December away in the Aegean Sea is the soul recharge of a lifetime.
