USO tour raises spirits of KMC

Members of the 86th Airlift Wing greet Navy Adm. James A. Winnefeld Jr., the ninth Vice Chairman of the Joint Chiefs of Staff, as he arrives at the Contingency Aeromedical Staging Facility April 20 on Ramstein. During the tour of United Service Organizations and Armed Forces Entertainment, Winnefeld, was joined by a cast of entertainers and visited with troops stationed overseas. The tour consisted of live performances, and the group visited different organizations throughout the KMC.

The United Service Organizations’ spring tour brought the Vice Chairman of the Joint Chiefs of Staff and a cast of celebrities to show their support for service members and their families April 19 on Ramstein.

“It has been a wonderful opportunity to meet great Airmen and other joint warriors who are here serving our country and their families,” said Navy Adm. James A. Winnefeld Jr., the Vice Chairman of the Joint Chiefs of Staff. “It’s been a terrific day.”

ADVON team arrives at RAF Fairford

by Senior Airman Katherine Holt 86th Airlift Wing Public Affairs RAF FAIRFORD, England — The advance echelon team, or ADVON, comprised of 14 service members from the 435th Air Ground Operations Wing and the 86th Airlift Wing with help from the 5th Quartermaster Company arrived at RAF Fairford, April 19.

The behind-the-scenes team traveled to the bare base to make final preparations for the 37th Airlift Squadron’s off-station training, scheduled to begin April 23.

“We are here to make sure everything is ready when the OST begins Monday,” said Tech Sgt. Renee Morales, 435th Air Mobility Squadron loadmaster and ADVON See ADVON, Page 3

‘Airman Culture:’ Lifelong Lessons

Commentary

by Chief Master Sgt. James Morris 86th Airlift Wing Often in our day-to-day communications, we hear about the “Airman Culture” and how we should embody it.

But what does that mean exactly and how do we develop it? The withdrawal of combat forces from Iraq and the drawdown in Afghanistan signal the beginning of a new chapter for America. It is vital that we maintain a force capable of deterring conflict, a force capable of projecting power and a force capable of winning wars.

With this in mind, Air Force Doctrine Document 1-1, Leadership and Force Development lays out Airman Culture nicely into four categories: Ethical Leadership, Followership, Warrior Ethos and Develops Self.

In the first category, “Ethical Leadership,” we are charged to promote the Air Force core values of “Integrity First, Service Before Self, and Excellence In All We Do,” through the goals we set, actions we take and our referent behaviors.

Through our words and actions we develop trust and commitment from those we work with, all the while being accountable for our areas of responsibility, operations of our units and our personal actions.

In conjunction with our fellow Wingmen, we maintain a system of checks and balances on ourselves and others by always ensuring everyone is physically, socially, mentally and spiritually fit. This last part is especially important as we wind down our operations in Afghanistan and reconstitute our force.

The “Followership” category of the Airman Culture highlights the necessity for everyone to comprehend and value the role that followership plays in successful mission accomplishment.

This can best be accomplished by understanding how each task contributes to the suc-

cess of the squadron, group and wing’s mission and vision statements.

We should continuously seek to understand the messages articulated through command guidance and leadership so that we can align our priorities and actions with those of the organizations we belong to.

Reading the speeches frequently posted on the Air Force Portal by our Secretary of the Air Force, Chief of Staff of the Air Force and Chief Master Sergeant of the Air Force can also help here.

We should always remain flexible so that we can adapt quickly to the alternating roles of leader/follower; always a follower first while taking the role of leader at times.

By developing a “Warrior Ethos,” we exhibit a hardiness of spirit despite the physical and mental hardships of frequent deployments and long hours. Through frequent exercises, this moral and physical courage continues to grow as we hone our skills to support the employment of military capabilities.

It is also important to develop expertise in foreign languages, as well as the regional and culture skills of the countries we operate in.

By doing this we enable ourselves to make sound, effective choices without inadvertently insulting our hosts; the latter of which could prove catastrophic when operating in areas with uncertain security situations.

This effort culminates in an Airman who possesses the military/executive bearing, selfdiscipline and self-control that make the people of our Air Force the consummate professionals that we are.

Finally, “Develops Self” encourages us to assess our strengths and developmental needs.

We must seek feedback and incorporate it into our performance, always aware of the personal impact we have on others. Earning a degree through off-duty civilian education institutions, attending Professional Military Education schools, reading the books on the Chief of Staff of the Air Force reading list and

studying Air Force and Joint Doctrines are essential.

Also, many specialties require certifications and licenses to prove a certain degree of competence and proficiency so obtaining them and maintaining their currency is incredibly important to a successful career.

We must strive to increase the breadth and depth of our knowledge and skills; developing life-long learning habits along the way that make us more agile, flexible, ready and technologically advanced.

In conclusion, by embodying the Airman Culture, we develop in ourselves a level of ethical behavior based on Air Force Core Values, always doing what is right. Attentive listening to what our leaders are saying improves our followership skills; heightening our ability to align our priorities and actions with those of the organization and increasing our effectiveness along the way.

Through base-level exercises and the study of language and cultures, we hone a warrior ethos. This hardiness of spirit toughens our physical and mental being, culminating in a military/executive bearing, self-discipline and self-control that makes us the consummate professionals that we are.

Finally, off-duty civilian education and attendance in Professional Military schools helps to develop ourselves by increasing the breadth and depth of our knowledge through life-long learning habits.

17th Air Force stands down while African mission passes to USAFE

by Master Sgt. Jim Fisher USAFE Public Affairs The 17th Air Force stood down in an inactivation ceremony April 20 on Ramstein and the Air Forces Africa flag and mission were passed to U.S. Air Forces in Europe.

The numbered Air Force, which has also been known as Air Forces Africa, served as the air component for U.S. Africa Command.

nent responsibilities for the African area of responsibility.

U.S. Africa Command Commander Gen. Carter F. Ham joined by USAFE Commander Gen. Mark A. Welsh III, oversaw the inactivation and transfer, both lauding 17th AF Commander Maj. Gen. Margaret Woodward and her organization.

“Air power is defined by speed, agility, decisive application of combat power, teamwork and audacity. I think those characteristics perfectly

describe the 17th Air Force and they especially describe its commander.

I have not known General Maggie Woodward all that long, but what a year it’s been,” Ham said, adding that the period which included Operation Odyssey Dawn and the Libyan conflict might be the defining epoch of this incarnation of 17th AF. Taking note of the importance of 17th’s accomplishments, Welsh said that as the Air Force prepared to

close the latest chapter of 17th history, it also was prepared to continue executing the Air Forces Africa mission. The responsibilities for planning, engagement and command and control of air operations conducted in support of AFRICOM now transfer to USAFE and 3rd Air Force.

Troops and their families watched with smiles on their faces as each celebrity spoke, immediately followed by a short musical performance.

“We are here to show our support to our troops no matter what part of the world they are in,” said “Wee Man,” who is on his second tour here. “I like it here because it’s mellow, laid back and I love interacting with those who give me my freedom to do what I do.” The performance was followed by an opportunity for troops and families to take pictures and meet with the celebrities.

“I am glad I had the chance to meet these people,” said Airman 1st Class Kyle Jamison, 86th Vehicle Readiness Squadron vehicle maintainer. “What other profession can you have celebrities come up and thank you for what you do every day?”

The spring tour marks 71 years of continuous trips to military installations where celebrities and military leadership have given a taste of home to service members.

“The celebrities seemed to care about the people here,” said Airman 1st Class Robert Ruiz, 86th VRS vehicle maintainer. “Randy Johnson signed my work gloves and Anthony Anderson asked me what I did and was genuinely interested in my answer.” While at Ramstein, the vice chairman and celebrities toured the Contingency Aeromedical Staging Facility where dedicated Airmen provide 24/7 support to wounded warriors and ensure world-class care while transitioning the warriors ADVON, from Page 1

The team included five security forces members, two aerial porters, a vehicle mechanic, an air traffic controller, two loadmasters, two crew chiefs and two parachute riggers; all responsible for everything from setting up lodging to securing security forces vehicles.

“We have to prepare to set up real-world security for this training,” said Master Sgt. Julian Stovall, 435th Security Forces Squadron member. “As soon as the aircraft touches down, real-world security starts.”

“We are warming up the base,” said Morales.

“We are finding shortfalls and capabilities of Fairford and making sure all the bases are covered.”

“It’s great to be able to do this and see the celebrities interact with the Airmen, Soldiers, Sailors, Marines and Coast Guardsmen,” said Winnefeld.

“We appreciate what a great job everyone is doing and wanted to say thank you.”

FOD checks

A foreign object damage checkpoint study will occur at Mitchell Avenue, adjacent to Ramp 3, until May 31. USAFE CV departs Europe, thanks teammates for ‘can-do’ attitude by 1st Lt. Eydie Sakura U.S. Air Forces in Europe Public Affairs Optimism — it’s what keeps Lt. Gen. Stephen P. Mueller passionate and energetic enough to tackle the challenges put before him. The U.S. Air Forces in Europe vice commander leaves the command today, after 20 months of service.

He spent his tenure leading the headquarters staff on a journey to transform and merge 17th Air Force, 3rd Air Force and Headquarters USAFE staffs into a single staff.

“It sounds relatively simple, but that level of change is not just a change of organizational structure, but a change of the staff’s DNA,” Mueller said.

“It changes how they do business every day, which takes an enormous team effort to do. The Airmen out there in the wings are doing the mission.

Our job [at headquarters] is to resource and support them; it takes a real can-do attitude to do that.

Helping lead the staff to where we are today, that’s one thing I’m really proud of.”

Through the course of traveling around the command, Mueller experienced many cultures, met Airmen who perform the mission, and saw an attitudinal shift. “Optimism is really important. I say this because people

have the propensity to pick up a pessimistic view,” he said.

“We’re on a downward trend with the budget that sometimes is projected as the ‘sky is falling’ in the budget world. Clearly a 10 percent loss in budget is still 90 percent of what you have.

If you pick up the optimistic viewpoint that says, ‘Boy, there’s a lot we can do, rather than the little we can’t do, then the team will be successful.’

Airmen have found ways of saying, ‘yes’ rather than explaining why they can’t do something.”

The headquarters restructure and inactivation of 17th Air Force creates strategic opportunities for USAFE in Africa, as well as continued strategic partnering in Europe.

It doesn’t take an enormous effort to change a relationship 20 years into the future, Mueller said.

“I’m a big believer that what makes partnerships successful here is not our equipment, rather the people and the families assigned here,” he said. “I have really, really tremendous friendships over here. I [have grown to] appreciate the European approach to life. It’s simply something that helps ground me; do you work to live or live to work?

It’s a simple perspective, but very often in the U.S. and in the military, we tend to be incredibly driven, which can drive your life out of balance. I feel like my life re-

balances here.”

His best advice for supervisors and leaders is to empower your people.

He said leaders at all levels should do so in a meaningful way that is not a façade.

People need to know, not just feel, but know they have the authority and responsibility to execute their job and their mission, he said.

“The breadth of responsibility [at USAFE] is pretty enormous,” the vice commander said.

“It’s about prioritizing.

You’re faced with challenges every day and you tackle them. Like any other team, you need great players and when I look at our USAFE team, I see that we have really great players.

Thank you for being so good at what you do; we wouldn’t be the best Air Force in the world if everyone didn’t strive to be their best, and if leaders didn’t cultivate that excellence.”

The next chapter in his life has him headed to Washington, D.C., where he said he’s honored to be selected as the new Air Force Inspector General, the single office that oversees the execution of the Air Force mission.

daunting to give the Secretary of the Air Force and Air Force Chief of Staff the appropriate feedback on how we’re doing the mission,” he said. “I would like to try to make things better. I’d like to make a lasting impact on the Air Force.”

When the three-star general thinks about leaving Europe again, he says his wife would describe him as “weepy,” but Mueller said he’s sad in a lot of ways.

“I never say, ‘good-bye’ it’s always, ‘see you later’ as I know our paths will probably cross again in the future,” he said.

KMC shows respect for Holocaust victims

“We learn about events like the Holocaust so we don’t repeat mistakes of the past,” said Chaplain (Capt.) Gary Davidson, 86th Airlift Wing rabbi.

“The Holocaust forces us to think about deep issues such as good versus evil, justice versus injustice and love versus hatred.

If we internalize the powerful lessons of the Holocaust, we realize that we all have a choice as to how we live our lives and that choice affects not only ourselves but those around us,” he said.

This year’s remembrance event featured a documentary presentation on the history of the Holocaust, a violin performance and closing remarks by Col. Stephen Lambert, 86th Airlift Wing vice commander.

“The Holocaust ended only 67 years ago; it’s recent history,” said Davidson. “It’s so recent that some victims and their tormentors are still alive today.”

For Dr. Eva Iszak Djordjevic, a survivor of the Holocaust, the opportunity to speak at remembrance events was her chance to share her story and teach everyone about the hardship she went through.

“Speaking at events like this gives me the opportunity to teach people about those terrible things we went through,” said Djordjevic. “The young people of today don’t know what happened to us, but I’m here to share my story.”

Djordjevic and other Jewish women were forced to march between 40 and 50 kilometers a day to the Austrian border where they were transported by train to Ravensbrück, a concentration camp 90 kilometers north of Berlin. After having to do hard labor throughout the day, Djordjevic was transferred to Burgau, then eventually Türkheim, two camps away from Dachau. Djordjevic and others from the concentration camps were liberated in 1945. With tears in some audience members’ eyes, Djordjevic was given a standing ovation by the more than 100 service members and families that attended.

“Thank you (Djordjevic) for returning to Germany to share your moving story with us,” said Lambert at the event.

To show appreciation, Djordjevic was presented with a Star of David necklace, and a donation of $360 to the American Holocaust Museum was made in her name.

“While planning the event, I felt it would be successful if it inspired even just one person,” said Davidson. “As I watched the crowd’s teary reaction to Djordjevic’s speech, I could tell that just about everyone was moved by her touching story.”

Woodward said she was confident the mission, vital to U.S. national security, was in good hands.

“Even as we pause to reflect on what we have done, we reaffirm the commitment to what we must do because today we know more than ever that there remains a mission in Africa as critical as any other to the protection of America’s freedom and the security of our nation,” she said, adding that General Welsh overseeing the transition was especially advantageous.

“I know of no Airman with a deeper understanding of what airpower brings to the joint force. Our African partners are indeed fortunate to have you leading our new AFAFRICA command. Thanks to you and all the men and women of USAFE for their dedicated support.” Many of the Airmen formerly assigned to 17th Air Force have joined USAFE and 3rd AF and remain focused on the African mission. She also reserved the highest

Page 7 praise for the men and women of 17th AF, taking a final opportunity to say thank you to her troops.

“To the men and women of 17th Air Force, it seems like only yesterday that we started this journey,” Woodward said, noting the accomplishments over the last 22 months of her tenure.

“We locked arms, and stood together to form one extraordinary team. We may not have been the largest NAF in the Air Force but in my opinion we were certainly the best.”

In the almost four years since 17th was reactivated in October 2008 to coincide with the standup of AFRICOM as a unified command, the unit accomplished more than 200 engagement events with 36 partner nations in Africa.

They also took planning and command and control responsibility for air operations in Africa. While intelligence, surveillance and reconnaissance and contingency response activity was ongoing through its existence, 17th’s most momentous accomplishments may have come during the air campaign over Libya.

In Support of U.N. Security Council Resolution 1973 to protect Libyan civilians from Momar Qaddafi’s regime forces, General Woodward and 17th Air Force served as the Joint Forces Air Component Command, executing command and control via the 617th and 603rd Air and Space Operations Centers, over the coalition air campaign.

Seventeenth AF was given the Outstanding Unit Award for its role, and Woodward, the first woman to lead an air campaign, was named one of Time Magazine’s 100 Most Influential People for 2011.

773rd CST conducts joint training with Belgian partners

Anderson 221st Public Affairs Detachment ZAVENTEM, Belgium — Army Reserve Soldiers with the 773rd Civil Support Team, 7th Civil Support Command, based out of Kaiserslautern, Germany, participated for the third straight year in an annual joint training exercise with the Zaventem fire department here, April 9 through 14.

In addition to the fire department training, the 773rd CST also participated in a U.S. Army Garrison Brussels joint anti-terrorism force protection exercise at the Department of Defense Brussels High School.

“We’re having a great time and a lot of good lessons are being learned here,” said Lt. Col. Leslie Dillard, commander of the 773rd CST. “The integration with the Belgian forces along with our forces has just been exceptional.” The training scenario at the high school required several emergency responders to work together, such as the fire department, the Red Cross, medical agencies, the Defense Threat Reduction Agency and the 773rd CST. In

the training scenario, a chemical agent was released into a classroom resulting in casualties and creating chaos due to the toxic nature of the chemical.

“The training here went very well as we were able to do some training that we normally do not get to do,” said Capt. Jennifer Gross, the survey team leader of the 773rd CST. “We did some confined space rescue training along with mitigation techniques that the fire department here implements and we were able to learn from them.”

Once the 773rd received the call to respond, the unit went into action by testing for contaminates in the classroom.

“All in all it was an awesome time this past week,” said Gross. “Being able to learn from another outside team, especially from another country and a fire department like this, we were able to really grasp firsthand how someone else does their job.”

“It was really good training for me,” said Sgt. David Larkin, a survey member with the 773rd CST. “I was lucky enough to be able to get suited

up and partake first hand in the exercise here, which is always a good feeling. Yes we know that this is a training environment, but had this been a real event, even though the substance was toxic and may have been very harmful, I am confident that our entire team to include the participants would have done a great job, and the fire department was top notch as they have always been,” said Larkin.

“I think all of this training including the ride along on a mission with the 773rd CST went very well and everyone gave it 100 percent,” said Sgt. Maj. Stef Vandersmissen, the senior non-commisioned officer in charge of the fire station, HAZMAT specialist, and primary planner of the training event. “I love working with the 773rd CST and over the past three years they have become a part of my family,” said Vandersmissen.

“Every time we train with each other, both teams win because we learn new things from each other every time.”

Major changes happening in medical protection system HEIDELBERG, Germany — Commanders and supervisors will be better able to tell why their Soldiers are non-deployable because of changes taking place in the Army’s online reporting system.

A new ratings system being used in the Medical Protection System removes both the medically nondeployable and limited duty profile ratings, replacing them with new deployment limiting ratings that specify more clearly how long the limitation will last, said Lynette Tatsch, MEDPROS readiness coordinator in Europe Regional Medical Command’s Force Health Protection Office.

“The hope is that the new MEDPROS logic will provide better visibility and granularity, as well as eliminating many of the equivocal categories of MND and LDP as all-encompassing terminology for a number of deployment limitations,” Tatsch said.

“In the past, MEDPROS users could not easily identify the reason a Soldier was non-deployable. With the conversion to the DL ratings, they will now have total visibility, including seeing all the reasons those

Soldiers who have multiple DL ratings are considered non-deployable.”

In the past, the LDP rating required no justification or supporting documentation, and wasn’t supported by any regulation or policy, Tatsch explained. Now, LDP ratings will be removed from Soldiers’ records and Soldiers who have no other deployment limiting conditions will convert to a new rating dictated by their current condition.

The new ratings run from DL1 through DL6. DL1 through 5 ratings mean the underlying medical condition will take more than 30 days to correct, while DL6 means the Soldier should be medically ready within 30 days. The DL5 rating is only for Soldiers who are pregnant so they are not counted twice – as could happen in the past – in the non-deployable population.

MEDPROS CHANGES 2-2-2-2 Medical providers also use eProfile, an online system for documenting medically limiting conditions.

The new MEDPROS changes make it even more critical to ensure that eProfile inputs are done properly, Tatsch said.

“It’s important for commanders and medical staff to understand that all future documentation of pregnancy be done using the pregnancy template in eProfile since this is the only way the automated system can separate this population from others with temporary profiles greater than 30 days,” Tatsch said.

Other changes to MEDPROS include a task force build capability in MEDPROS Web Data Entry that allows for users to build an individual task force based on unique requirements, and a modification to the Commander Profile Report that allows identification of the profile’s origin.

Thrift Savings Plan to offer new Roth option

WASHINGTON — Service members and Defense Department civilian employees who are eligible for the Thrift Savings Plan will soon have a new Roth option for retirement savings under the program, defense finance officials announced April 13. The change will allow participants to contribute after-tax dollars to the federal governmentsponsored retirement savings and investment plan, according to a Defense Finance and Accounting Service statement released today.

As with traditional and Roth individual retirement accounts, the TSP’s two options will now allow plan participants to invest either before- or after-tax dollars, although limits on annual contributions, catch-up contributions and agency matching funds will remain the same, officials said.

The plan, which is similar to a 401(k), is open to federal civilian employees and military members. For 2012, the maximum contribution is set at

$17,000. Catch-up contributions, available to participants 50 or older, are capped at $5,500 over the standard limit.

Agency matching contributions are one percent for all eligible employees, dollar-for-dollar for the first three percent of pay an eligible employee contributes to the plan and 50 cents on the dollar for eligible employee contributions of between three and five percent. Contributions above 5 percent of pay are not matched.

The current plan treats all contributions as pretax dollars – participants do not pay taxes on pay they put into the plan, but will pay deferred taxes when they receive those funds in retirement.

The new Roth option will allow contributions that are taxed in the year they are made, but will be tax-free in retirement, TSP officials said.

Greg T. Long, TSP executive director, urged in a letter to participants that they carefully consider whether Roth TSP would be to their advantage.

“As with all tax matters, you should seek the advice of a qualified tax or financial advisor for

information pertaining to your specific tax situation,” Long wrote.

He added the plan’s website will soon offer a Roth calculator, and other website content including forms and publications will be updated in May to include information about the Roth feature.

Defense finance officials said the Roth option will be available on a phased basis by military service from June to October. Officials said the schedule will allow service finance employees to complete and thoroughly test the complex changes needed to the various payroll systems.

Defense finance officials said more specific deployment dates on Roth TSP elections will soon be available on www.dfas.mil.

by Airman Basic Brea Miller 86th Airlift Wing Public Affairs As an Air Force Smart Operations for the 21st Century initiative, the Kapaun Vehicle Registration Office revamped their current customer service and vehicle registration operations.

The renovation incorporates a new station for customers to ensure vehicles meet all requirements and the owner has all necessary documents

before processing through a customer service line.

The project also houses the inspection area, license verification and license plate administration in one central location.

Serving more than 50,000 customers in the Kaiserslautern Military Community, the latest modifications will reduce customer wait times and expedite vehicle processing.

The transformation is scheduled to be complete Tuesday.

‘Stop bullying now! Take a stand. Lend a hand’

by Airman 1st Class Hailey Haux 86th Airlift Wing Public Affairs “Bullying can destroy childrens’ lives. It can lead to depression, severe anxiety, academic failure or suicide,” said Lt. Col. John Leckie, 86th Medical Operations Squadron, a child psychologist and chief of pediatric behavioral medicine.

“Bullying can physically or emotionally impact a child’s life,” said Maria Buchwald, Ramstein Middle School principal. “True bullying is very destructive and hard to detect, which is why we need to be looking for any warning signs of someone being bullied.”

“Children don’t always let adults know what is going on by talking,” said Leckie. “Adults should pay attention to their behaviors and overall school and social functioning. Any negative change in these areas can give adults insight into what a child is experiencing.”

Warning signs of a child being bullied include: damaged, missing, or lost personal belongings, unexplained cuts, bruises, or scratches on their body, behavior problems at home,

having little to no interest in school or after-school activities that they normally enjoy, low interest in school work and being afraid to walk or ride to and from school. “In an initial case of bullying being reported, we need to be swift and take firm action to ensure it doesn’t happen again,” said Buchwald. There are several things parents and adults can do to help prevent and respond to bullying.

“When parents and school staffs implement anti-bullying programs that are consistently applied, then children will benefit from a safer, more secure environment, as free as possible from bullying,” said Leckie.

“If you discover that your child is being hurt by other children, resist the temptation to offer advice first; instead, do your best job of listening and being empathetic to the emotions your child is experiencing. Advice, such as ‘just ignore them’ is often ineffective.”

There are also ways children can respond and stop bullying before it becomes a problem. They can be kind to the one being bullied or talk to them after a bullying incident and hang out with them so they don’t feel alone. Children can also tell parents,

teachers or administrators if they see any bullying going on.

“Teachers, parents and administrators should create a social norm that bullying is not OK through repeated messages, lessons and examples,” said Leckie. “We should also work to create norms that it’s OK to tell a teacher about bullying, that adults will respond quickly to it and that kids will know what bullying is, to be able to call it out, and comfort those being hurt.”

Bullying has become a concern in the community and is something that is being addressed by KMC leadership. With the signing of an antibullying proclamation by Dr. Dell McMullen, Kaiserslautern school district superintendent, Brig. Gen. C.K. Hyde, 86th Airlift Wing commander and Brig. Gen. Aundre F. Piggee, 21st Theater Sustainment Command commander, the KMC is taking steps in the right direction to put a stop to bullying.

The proclamation encourages everyone to take a stand against bullying, because it is something that has a negative impact on the learning environment and morale of schools and the community.

The anti-bullying proclamation states: 1. Work together to ensure our schools are a safe, caring and a welcoming place for all students.

2. Take prompt and proper action to address all allegations of bullying, whether such bullying takes place on school grounds, on our military installations, in our community or in cyberspace.

3. Ensure full and open communication among all parties concerning any allegations of bullying regardless of location.

4. Embrace and adopt DoDEA’s “Stop Bulling Now! Take a Stand.

Lend a Hand,” program designed to address bullying and provide resources to parents, teachers, students, administrators and community members to use in the anti-bullying campaigns.

“It is important that we catch the bullying behavior at an early stage and redirect that behavior before it becomes a major issue,” said Buchwald. “The more school staff, parents, coaches and all who care for children actively promote kindness, tolerance and empathy, the less bullying will occur,” said Leckie.

Four more for the score by 2nd Lt. Kay M. Nissen 86th Airlift Wing Public Affairs On Feb. 26, 2008, Lt. Col. Bryan Patchen, 603rd Air and Space Operations Center deputy commander for mission integration, was diagnosed with thyroid cancer. The next two months he endured his physical “low point,” as he underwent surgery and began treatment for the disease.

Now, four years later, Patchen commemorates this March and April with four events in four different countries, representing the physical strength and progress he has made.

“I was trying to figure what I could do to bring up awareness again, and I’ve done marathons, I’ve done triathlons, but I haven’t done anything crazy like four in two months,” said Patchen.

Patchen’s events included the half-marathon in Paris March 4, a full marathon in Rome March 18, another full marathon in Rotterdam, the Netherlands, April 15. His fourth event was a half-marathon along the famous German Wine Route, where he joined more than 3,200 runners April 22.

The two-month endeavor required dedication in training, as well as discipline during races because Patchen’s goal was not only to finish the individual event, but to finish all of the runs.

“It’s not just about this marathon, it’s about the next marathon as well,” he said he kept in mind during races. “This year when I did Rome, I actually carried a camera with me to force myself to slow down. I needed to keep thinking ‘I need to conserve and not burn myself out for the next one.’”

His focus to enjoy the run allowed for a memorable highlight during one of the events.

“I was in Rome, I got to the 24-mile point and my family was waiting for me in this piazza that was there and I was able to grab two of my three kids and run with them. That was the highlight of that race - to run with my kids in a marathon.”

Patchen admitted there were some tough times

while he ran the past 65 miles.

“There are points where you’re sitting there thinking ‘why am I doing this?’ and it hurts to walk, but that’s why having a cause for what you’re running for really helps.”

Patchen’s cause stems from multiple inspirations and motivators, both internal and external.

“A friend of mine just found out that she had breast cancer, and that was my focus for one of my events — ‘I’m running for Kim on this one,’” said Patchen. “It lets you continue through pain a little bit more because you’re thinking of other people.”

Ultimately, Patchen was loyal to his commitment to bring awareness for the fight against cancer.

“I wanted to finish, I wanted to tell everyone ‘hey I’m doing these events for LIVESTRONG.’” Patchen discussed an important lesson learned that had inspired him. “It’s the obligation of the cured,” he said. “You’ve been treated, you’re through this, now it’s your responsibility to help others through it, and there are all sorts of ways for people to help.

“That’s really what I’m doing when I’m running.

Every time I meet somebody who says ‘I just found out I have thyroid cancer or any other form of cancer — does it ever get any better?’ and I say ‘you know what — it does, and I can prove it because four years ago I went through this and now I’m running marathons and triathlons and doing all these things I never thought I would do.’”

Patchen also mentioned the importance of talking about experience and enduring through a cancer diagnosis.

“One of the things LIVESTRONG talks about is the stigma of cancer; you know, that people don’t want to talk about it because they’re afraid people will treat them differently,” he said. “I want to make sure people know I’m still functioning, I’m fine, I’m back, I’m deployable, I’m back on flying status - things I didn’t think were possible when I got the diagnosis. There’s a way forward.

“You hear that word (cancer), and it’s like the sky

is falling. Then you read about other people who do things after they have cancer, that type or other types (of cancer), and it shows you that there is a future afterwards. “It doesn’t matter what the diagnosis is, it doesn’t matter how you’re feeling now,” he said. “It’s going to get better.”

Failure to accomplishment: Kaiserslautern NCO’s resiliency leads to competition comeback

by Rick Scavetta U.S. Army Garrison Kaiserslautern Last year, Staff Sgt. Robert Donovan pushed himself too hard during the road march at the best warrior competition. He hadn’t drank enough water, his muscles cramped and his legs felt shaky.

Afterward, while plotting points on his map, Donovan felt delirious and dehydrated. Alone in the woods, he radioed for help – signaling the end to his ambition of being Installation Management Command Europe Region’s NCO of the Year.

“It shook me up quite a bit, but I made a decision to get some treatment,” Donovan said. “I was worried because my body had never failed me like that.

It was quite a disappointment.”

Yet, instead of simply accepting defeat, Donovan saw his failure as an important lesson, a motivating factor that led him back to the 2012 IMCOMEurope Best Warrior Competition, held recently at U.S. Army Garrison Grafenwoehr.

“I’ve always been competitive and I love putting myself to the test,” Donovan said. “Up until that point, I didn’t know what it felt like to fail.”

A military police investigations supervisor at U.S. Army Garrison Kaiserslautern, Donovan, 28, of Boston, Mass., excelled at sports in high school.

In 2005, after two years studying criminal justice at New Hampshire’s Saint Anselm College, Donovan enlisted as military police officer. Assigned to 118th Military Police Company (Airborne) at Fort Bragg, N.C., Donovan first tasted Army competition at the military police warfighter event. His team placed sixth of 40. But, tougher tests lay ahead.

In 2006, he endured a 15-month deployment to Baghdad, Iraq. Returning to Fort Bragg, he underwent specialized MP training, earned sergeant’s stripes and got married. Before long, he returned to combat, deploying in 2009 to Afghanistan’s Logar Province — where he helped train Afghan police, conducted security patrols and served on a quick reaction force.

On Jan. 13, 2010, while on a convoy, Donovan overheard chatter on his company’s radio frequency – Soldiers from his platoon were hit by an improvised explosive device. Donovan admired Staff Sgt. Daniel Merriweather, a squad leader who led from the front, Donovan said. Merriweather, 25, of Collierville Tenn., and Pfc. Geoffrey Whitsitt, 21,

of Taylors, S.C. were killed when an insurgent detonated the IED. Another Soldier, the gunner, was severely injured. Afterward, Donovan helped carry his fallen comrades to an awaiting aircraft — “one of those moments in the Army you’ll never forget,” he said.

Garrison assignment offers a change of pace Donovan now serves in civilian clothes, conducting investigations. In Kaiserslautern, he passed a local board, earning NCO of the Quarter. At U.S. Army Garrison Baden-Württemberg, the next higher command, he earned NCO of the Year.

IMCOM-Europe’s Best Warrior Competition includes a physical training test, weapons qualification, a 12-mile road march with a 35-pound rucksack, day and night land navigation courses, written tests and essays – plus a board appearance. In 2011, when Donovan ran the entire road march without slowing for water, it cost him dearly.

“Not drinking water led to cramping,” Donovan said, looking back at his misjudgment. “By that point, I don’t think any amount of water would have helped.”

Back in Kaiserslautern, Donovan endured good natured ribbing from fellow Soldiers, who stacked water bottles on his desk and hung pictures of intravenous solution on office walls. He kept the water bottles, looking at them every day for nearly a year, promising himself to return to the competition and win.

That meant again winning successive boards in Kaiserslautern and Heidelberg. Meanwhile, he shed 20 pounds and practiced road marching.

In April, he returned to Grafenwoehr, facing the same competition cadre who were like, “you’re back, drink water,” Donovan said.

“I had to live up to those promises,” Donovan said. “In my heart, I knew I had what it took to win this.”

Making a comeback As dawn’s first light crept across the Bavarian countryside, Donovan shouldered his 35-pound rucksack and took up a running pace along the same route that broke him nearly a year earlier. This time he planned ahead, drinking a canteen of water every three miles.

Deep thoughts motivated Donovan along the route. Since losing the previous year, he’d gone through a divorce and his grandfather died. He still was

grieving the loss of friends in combat.

Under the weight of full combat gear, he paced himself against another Soldier running ahead. By the halfway point, Donovan gained, determined to finish first. When the Soldier slowed to a walk, Donovan blew past.

“Dude, you’re a beast,” the Soldier called out. “I just think I got a second wind,” Donovan humbly replied.

Crossing the finish at 2 hours, 20 minutes, Donovan was exhausted. He broke down, just a little.

“For the first time in my life, I got emotional based on my accomplishment, shedding a few tears,” Donovan said.

Command Sgt. Maj. Barry Maieritsch, IMCOM Europe Region’s senior enlisted leader, greeted Donovan at the finish.

A year earlier, when Donovan fell out of the competition, he promised Maieritsch he’d return.

“That’s what life is all about, taking the knock, learning the lesson and driving on,” Maieritsch said.

Donovan ambitiously swept through the land navigation course, where he faced defeat a year earlier. During common Soldier tasks, such as first aid and radio communication, he remained focused. By the following morning, he stood in his dress uniform before sergeants major at the formal board.

“The feeling of accomplishment had already hit,” Donovan said. “I wanted to finish this year’s competition, win or lose; just finish it.”

Overcoming obstacles During an April 17 ceremony in

Heidelberg, Donovan stood stoically among fellow competitors as his name was announced as 2012’s NCO of the Year. He heads now to San Antonio, to take part in the IMCOM-level competition. Afterward, he hopes to compete at Army level.

Before the ceremony, Kathleen Marin, IMCOM Europe Region director, spoke candidly with the Soldiers about what they achieved.

“It tested you physically, mentally and academically. It tested your poise and maturity,” Marin said. “This is what we need from our Soldiers, a wellrounded look. You’re the whole package and we’re so proud of you. You’re all winners.”

Over the past few months, fellow Soldiers watched as Donovan prepared himself, doing extra physical training, practice road marches, studying Army manuals and getting his uniform prepared.

Donovan sets a very high standard for himself physically, mentally and professionally, said Sgt. Raymond Engstrom, an MP who works with him at U.S. Army Garrison Kaiserslautern.

“This was his competition and he was going to win no matter what,” Engstrom said. “It’s a proud moment for such a small unit. It’s raised the bar.”

As for Donovan, he’s committed to competing. But he also learned a valuable lesson that he hopes other Soldiers will understand from hearing his story.

“Resiliency is the most important thing an NCO can have,” Donovan said. “You don’t learn unless you fail at times.”

Senior leaders talk DOD Safe Helpline, initiatives to stop sexual assault

by Spc. Adam P. Garlington PERS Team HEIDELBERG, Germany — The Pentagon’s top civilian and military leaders campaigned to stop sexual assault in the military April 16 at Capitol Hill.

“General Dempsey and I consider this a serious problem that needs to be addressed,” Secretary of Defense Leon E. Panetta said. “It violates everything the U.S. military stands for.” Panetta said service members and their families must feel secure enough to report sexual assault crimes without fear of retribution. He discussed new initiatives, including a mandate for wider public dissemination of available sexual assault resources, such as the Department of Defense Safe Helpline, to help combat this problem.

“The Safe Helpline is a crisis support service for members of the DOD community affected by sexual assault,” said Michelle Fonseca, U.S. Army Europe G-1 Sexual Harassment, Assault Response and Prevention program specialist. “The Safe Helpline empowers victims of sexual assault to receive help and obtain information about the

services that are available such as, crisis intervention, emotional support, referrals to both civilian and military resources, information on military reporting options, restricted and unrestricted, and information for family and friends of victims.”

The service is confidential, anonymous, secure and available worldwide and 24/7 to provide victims with the help they need anytime and anywhere by visiting www.safehelpline.org, calling 001-877995-5247, or texting their zip code to 001-202470-5546, said Fonseca.

The initiatives also include: • Establishing with congressional approval a “special victims’ unit” within each service composed of specially trained experts in evidence collection, interviewing and working with victims • Requiring that sexual assault policies be explained to all service members within 14 days of their entry into active duty • Allowing National Guard and Reserve personnel who have been sexually assaulted to remain on active duty status to obtain the treatment and support afforded to active-duty members • Requiring a record of the outcome of disci-

AdvancED visits schools for evaluation

by Madie Fahlbusch Ramstein High school While most students at Ramstein High School spent the second week in April enjoying some fun in the sun for their spring break, the faculty members remained extremely busy preparing for a very important visitor, who was scheduled to come Tuesday to Thursday. It is an organization known as AdvancED who visits schools approximately every five years and evaluates how well they improve themselves.

AdvancED is the largest school improvement organization in the world and affiliates with more than 27,000 different schools.

It is necessary for the program to diligently visit every school in order to ensure that they actually accomplish everything that they say that they accomplish.

AdvancED consistently evaluates their schools according to their seven standards which are:

Standard 1: Vision & Purpose Standard 2: Governance & Leadership Standard 3: Teaching & Learning Standard 4: Documenting & Using Results Standard 5: Resources & Support Systems Standard 6: Stakeholder Communication & Relationships Standard 7: Commitment to Continuous Improvement The program follows these standards and assesses how well the school measures up and offers feedback and constructive criticism as to what areas improvement is necessary.

The organization needs physical evidence in order to prove that the school meets these standards. Many schools set up programs or get the students to internalize the school’s specific goals so that they help the school move in

the right direction. The main goals for helping the school fit the criteria is to “improve performance in application, analysis, synthesis and evaluation … and improving performance in clarity, precision, word choice and sentence structure.”

There are also specific subgroups the school focuses on such as students who frequently receive Ds and Fs and students enrolled in the Advanced Placement program.

When asked which areas Ramstein High School hopes to improve, principal Dr. Barriet Smith replied, “We should all be looking for ways to improve student achievement overall.”

In other words, while certain students might need more attention or focus, it is important that all students receive attention and that includes training teachers and faculty for new learning techniques and providing students with more academic resources.

It is also very important that every student knows the school mission

statement: “Preparing independent thinkers and lifelong learners for an ever changing global society.”

It’s a phrase that practically every Ramstein High School student has the ability to say in their sleep because they hear it during the morning announcements every day.

This is not some archaic school motto however; it’s very relevant to the world that current high school students will shortly enter into.

“We want individuals to be able to think critically, to understand that once they leave our educational institution, learning will not cease; it will have to continue,” said Dr. Smith.

This is a very contemporary mission for a school to adopt but it is very appropriate considering our constantly evolving world that requires creative and adaptable thinkers.

The school focuses on adapting so they help each student reach their personal best. Ramstein High School expects to pass its examination with flying colors.

School Notes CCAF graduation

Ramstein will hold the annual Community College of the Air Force graduation ceremony at 2 p.m.

May 4 in the Ramstein Officers’ Club. Graduation rehearsal will be held at 9 a.m. the same day and location. Rehearsal is mandatory for all graduates participating in the ceremony. Uniform for CCAF graduates is service dress. If you are PCSing, separating, deploying or retiring prior to this date, provide the necessary information to education@ ramstein.af.mil. Members at a GSU that are located more than one hour away from Ramstein will have their diplomas forwarded to their first sergeant.

Participation in this ceremony is optional, but CCAF requires diplomas to be awarded in an appropriate ceremony. If you elect not to participate, first sergeants and commanders will be notified to pick up your diploma(s) to be awarded at a commander’s call or during an alternate ceremony after the official ceremony in May.

The Vogelweh Elementary School Spring Carnival takes place from 11 a.m. to 2 p.m. Saturday on the red top playground at the school. Come check out our new games and prizes. Scholarship opportunity

The Ramstein PTSO will award four $1,000 scholarships to students who have put forth the effort in

their academic life, as well as in their community, demonstrating the necessary abilities to succeed in future academic endeavors. This scholarship is intended to reward and support students’ hard work toward higher education. All Ramstein High School seniors who meet the qualifications are eligible to apply. The application must be turned in to the senior counselor no later than Tuesday. The student must also sign the turn-in log at that time in order for the application to be considered submitted. Winners will be determined by a drawing of names from all eligible entries. The application can be picked up at the Guidance Center or downloaded from the RHS Bulletin.

Women’s health references to health issues specific to the female human body. Diseases like cardiovascular disease, obesity, osteoporosis, and breast disease are presented in numerous ways within women.

Therefore, it is important that women devote time and effort to the preservation of wellness by early screening, diagnosis, and management of conditions unique to a women’s body.

What is bone health and osteoporosis?

The bone is an organ that has many functions, such as mobility, support and protection for the body. One of the primary disorders of the female bone health is osteoporosis.

Osteoporosis can be caused by a decrease in calcium, and other essential mineral components of the bone.

Individuals with osteoporosis are at greater risk for fractures of the hip bone, vertebrae (spine), and the wrist.

Classes And Training

Women can significantly reduce their risk of osteoporosis with regular exercise and daily calcium.

What is obesity?

To understand obesity, we must first understand the medical health terminology of Body Mass Index or “BMI.” BMI is the measure of body fat based on height and weight.

For most women, a BMI of 25 to 29 is considered overweight. And, a BMI greater than 30 is considered obese. In order to decrease risks of obesity, you must incorporate regular exercise with at least 150 minutes per week of cardio exercise and eat a well balanced diet which is low in fat.

What is cervical cancer and PAP testing?

The cervix is the lower portion of the uterus and, is vulnerable to several health conditions such as chronic inflammation, polyps, abnormal cells, and cancer. Cervical health conditions rarely present symptoms in the early stages. Therefore, women must

Residents must watch out for witches Monday night Germans observe Labor Day, welcome spring May 1

by Petra Lessoing 86th Airlift Wing Public Affairs May 1 is a special day in Germany and some neighboring countries. Germans observe Labor Day, commemorating May 1 of 1890, when this day was proclaimed as the day of the working class during the first international workers’ congress in Paris. It was a day to fight for an eight-hour workday and other working-class rights.

Trade unions and workers met for assemblies, demonstrations and political speeches.

May 1 is also the day to welcome spring, observing several traditions. The night prior to May 1 is known as Witches Night, a night to chase away the demons of winter.

Weird things happen on the night of April 30 to May 1. It’s a custom mainly for children and teenagers to play tricks on neighbors such as ringing doorbells and running off or putting mustard on door handles.

Residents living off base must keep a watchful eye on their houses and vehicles.

They should park their cars in the garage, if they have

one. Because if they leave the car outside, they might find it wrapped in toilet paper or decorated with ketchup the following morning. They also should make sure everything sitting outdoors, which others easily can pick up, such as doormats and flower pots, get placed indoors for that night. It could be gone or placed somewhere else the next morning.

Sometimes, older children or adults do destructive things like lifting drainage covers in the middle of the road or moving traffic signs. So drivers are asked to be very careful at night or the following morning, because these actions create safety hazards and result in property damage. German Polizei patrol the neighborhoods and take appropriate action if necessary.

Legend has it that on the night of April 30, evil ghosts represented by cold weather, snow and darkness meet with witches and demons at Blocksberg hill in the Harz mountains. Here they get up to mischief before they take off on broomsticks, pitchforks and billy goats at midnight.

The origin of witches night

goes back to Pagan times, when people believed that evil ghosts tried to prevent the “Queen of Spring” from entering the country. Witches and demons were masters of people and things, so people did a lot to protect themselves. They hid billy goats and broomsticks so witches would not be able to ride on them through the night and do evil things. It was an unwritten law that children must not get beaten with a broomstick, because it could be a witch’s tool.

Also, socks were put crossshaped on children’s beds, pentagrams were hung over house entrances or sacred salt was scattered on the threshold.

Residents used several herbs known to ban witches and to smoke out houses and stables.

Herbs included are, St. John’s wort and juniper.

Men made a lot of noise with whips and gun shots and lit fires to scare away demons.

Cattle was driven through fire to secure their fertility for the following year, and young couples jumped over fire to make sure their love would last forever.

Witches night is also called

“Walpurgis” night. Walpurga was an English saint who worked as a missionary in Germany in the eighth century.

In 761, she became the abbess of a monastery in Heidenheim, which was founded by her two brothers Willibald and Wunibald, who also were saints. She was known for exorcising demons from the bodies of the sick. Walpurga died in 779, and on May 1, 871 her body was transported to Eischstätt to be reburied next to her brothers.

Another German tradition observed at the beginning of May is to “dance into May.” Various associations and sports clubs sponsor “Tanz in den Mai” with live music in community halls, gyms, gasthauses or other facilities that house dancing halls.

In several villages of the KMC, the May tree will be put up on the evening of April 30 or in the morning of May 1.

Sometimes this ceremony is combined with a village fest.

The May tree usually is a fir tree with the lower branches stripped and only the treetop untouched. The pole is decorated with colorful ribbons and

craftsmen’s trade ornaments like sausages for the butchers, pretzels for the bakers, or carved wooden figures. May poles symbolize the beginning of spring and hope for a good harvest.

Dance into May is offered: 8:30 p.m. in Lautertalhalle, Katzweiler, with disc jockey, cocktails and snacks.

Admission fee is €4.

Hochspeyer offers guided tours to castles

by Petra Lessoing 86th Airlift Wing Public Affairs The Hochspeyer Tourist Office offers guided walks to historical sites in the area, lead by English-spoken tour guides. The tours take participants to Frankenstein Castle, Diemerstein Castle and Villa Denis in the Diemerstein valley.

Tour 1: The guided walk to Frankenstein Castle lasts about one hour. In former times, the strategic position of the castle allowed to safeguard the trade route leading through the valley below it. Today a railway tunnel runs below the castle. Walkers have a good view overlooking the village of Frankenstein.

The price for a group of up to 15 people is €15. Each additional adult costs €3, and each additional child, 6 to 14 years old, costs €1. Children under 6 are free. The maximum number cannot exceed 25 people.

Tour 2: Another guided English-spoken tour will give participants the chance to explore the ruins and history of Diemerstein Castle that lies on a ridge at the fork of Diemerstein valley and Glasbach valley. The castle creates a magnificent background to the Villa Denis located in the valley below.

Duration of the tour is about 1.5 hours.

The group price for up to 15 persons is €75. Additional adults cost €5, children, 6 to 14, €2 each. Children under 6 are free. The maximum number of this group is 25 people.

A pre-scheduled tour to Diemerstein Castle will be 2:30 to 4:30 p.m. June 23.

Tour 3: The combined guided tour of Diemerstein Castle and Villa Denis will be about 2.5 hours long. Villa Denis was built in the 19th century by railroad pioneer Paul Camille von Denis.

The villa is one of the few buildings of the Italian- inspired Bavarian clas-

sicistic style. Today it is owned by the Foundation of the Technical University of Kaiserslautern.

The group price is €120 for up to 15 people. Additional adults cost € 8 each; children 6 to 14 years €5 each; children under 6 are free. The maximum number of this group is 25 people.

The next pre-scheduled date for this combined tour will be offered 10 a.m. to noon May 6.

Tours of the Villa Denis are only possible if the villa doesn´t host an event on the requested day.

The tourist office is kindly asking interested participants to check with them beforehand.

Schlossberg, Hauptstrasse 1, 67468 Frankenstein.

Organizers are asking walkers to wear sturdy shoes. Stops for food and drinks before and after the hike are possible.

Immunizations: Taking a shot at AFSO21

by Airman 1st Class Caitlin O’Neil-McKeown 86th Airlift Wing Public Affairs As an Air Force Smart Operations of the 21st Century initiative, the Ramstein Immunizations Clinic converted office space into a much needed examination room and added two new worksta-

tions to the customer service section.

Servicing the Kaiserslautern Military Community, the clinic provides 28 different types of vaccines and administers over 30,000 vaccinations a year. By redesigning workspaces and streamlining current processes, the clinic hopes the AFSO21 initiative will improve production timeliness and enhance customer relations.

Staff Sgt. Dawn Samuel, 86th Medical Group, attends the customer service desk in the immunization section of the clinic April 16 on Ramstein. As an Air Force Smart Operations of the 21st Century initiative, the implemented changes allow clinic staff to work more efficiently and better serve customers.

Friendship walk

The Ramstein Roadrunners are sponsoring their annual IVV friendship walk May 5 to 6 at Mehrzweckhalle Miesenbach, Am Kiefernkopf 22, 66877 Ramstein-Miesenbach.
