Armando Schwier-Morales 86th Airlift Wing Public Affairs Ramstein hosted the eighth chief master sergeant of the Air Force for a base visit Jan. 25 to 29. Sam E. Parish, retired chief master sergeant of the Air Force, spoke with more than 700 of the Air Force’s newest chiefs and future N COs throughout his visit. He saw the mission of the 86th Airlift Wing, the 435th Air Ground Operations Wing and the 521 st Air Mobility Operations Wing. He also visited with U.S. Air Forces in Europe and Air Forces Africa Airmen. “To be able to see the looks on the (faces of Airmen) when you are talking to them is just absolutely awesome,” Parish said. “Knowing (what challenges they face) and that I have lived it and to try to convey the message that it can be a great life is unbelievable. The devil inside: interrupted

Frequent deployments and temporary duties, constantly moving to different commands all around the globe, and never staying in one location or with the same people for very long takes its toll on the service member and their family. As long as I had my family, I knew I could do it. N o matter what life threw at me, no matter how hard things got, I knew I would always have that, or so I thought. When I decided to join, I was newly married to my girlfriend of six years and had a five-year-old son. I was working two jobs and going to college full time. I needed to make a change; I was at the edge of what I could handle, some nights only getting three hours of sleep. My wife and I wanted to start a family and wanted more children. I needed to do something worthwhile in order to support us. The military was a family tradition and seemed like the best option, and after discussing it with my wife, I enlisted in the U.S. Air Force. Over the years, my service has put a lot of strain on our family, but it was what I had to do to serve my country and provide a good life for my wife and three children. Family is my priority. I always say that the best thing I ever did with my life was becoming a dad. N o matter how rough my day had been, hearing my children yell “Daddy! ” and come running to me

Greg Flores, 37th Airlift Squadron loadmaster. “It’s great to hear the differences of how he came up in the Air Force and how we are operating now.” Many things have changed around Ramstein since Parish was the command chief at USAFE. Fighters used to fly from the ramps of the base, and nowadays cargo movers dominate the skyline. “It’s great and unbelievable to be back in USAFE

when I got home would always make it a good day, so when I heard those four little words “I want a divorce,” I didn’t know what to do. It shattered my life. The life I had worked so hard to build had become meaningless in an instant. The woman that I loved had decided that she no longer loved me and, because of that, would leave with my children. This meant that I would never live with my children again. N o more waking up my daughter in the morning, no more wrestling with the boys, no more movie night snuggled up under one blanket together, only rare opportunities and visitation to actually be part of their lives. The thought of being without my kids and losing my wife was too much for me to handle. Making matters worse, my wife was also leaving me with a significant amount of debt, all while having to pay more than half my base pay in child support. I saw no way out, so I decided to end my life. Unlike many suicides, there were no outward signs, no cries for help. Even those closest to me had no idea what I was planning to do. On the day I promoted to technical sergeant, I looked out to the crowd and saw only strangers. What should have been one of the proudest moments of my life was empty without my children. That night, I sat in bed alone writing notes to those I loved the most. I apologized for taking the coward’s way out and explained to them all that I was sorry, but they would be better off without me; that a

part of me was still in Afghanistan, and the part of me that returned was meaningless without my family. The devil inside me had won the battle. In the final part, I begged my soon-to-be exwife to not let the children into the bedroom because I would be dead inside by the time she discovered the note. Suddenly, I was interrupted and failed to carry out my suicide. My wife called my supervisor, who took me to Landstuhl Regional Medical Center where I was evaluated and brought to the in-patient psychiatry ward, also called “9 Charlie” by its residents. This would be my home for the next two weeks. I was scared. I didn’t know what was going to happen to me and didn’t think things could get any worse. All I could think about was what my kids were going to think of me. How was this going to affect my career? How could I support them if I get kicked out because of this? How could I look into the eyes of my loved ones or the people I work with ever again? I was at the lowest point in my life. I didn’t yet see the light at the end of my tunnel. Little did I know, my salvation was just around the corner. Family Advocacy offers awareness campaign by Staff Sgt. Leslie Keopka 86th Airlift Wing Public Affairs February is Teen Dating Violence Awareness Month across the U.S. and on U.S. military installations around the globe. The ďŹ rst campaign event is at 5:30 p.m. today in the Kaiserslautern Military Community Center food court. Air Force OfďŹ ce of Special Investigations will have a speaker present information on cyberawareness, as many people use online social networking for socializing. “We are reaching out to teenagers and their parents,â€? said Barbara Cox, Family Advocacy outreach manager. “We are offering a ‘Parenting of Teens’ training, which includes a component for great communication between parents and teens COMMITMENT, from Page 1
Yolanda continued to explain what techniques have helped the continued effort to maintain a strong relationship. “One thing that has worked for us is organization and being deliberate,â€? Yolanda said. “I think sometimes when you’re newly married you think ‘spontaneous’; you think everything should be spontaneous. ... As you get busier and your life gets busier with your children and your jobs, that spontaneity may not always happen the way it used to.â€? Along with organization and time management, both Thomas and his wife, Leah, spoke about the importance of making their children a top priority. “We always make sure our kids feel successful,â€? Leah said. “We make sure they have their own identities wherever they move. As far as balance with our family, it is always (important to schedule things and let ‘Ty’ know) what’s going on with the kids’ sports and making sure we stick to that so he (can plan in advance). With that, he can balance his family and his work.â€? In addition to making all of their busy schedules ow, Thomas spoke about the importance of taking advan-

and how they can turn to their parents in a time of need.� In addition to cyber-awareness training, personnel from Family Advocacy will be talking to students during their health classes at Ramstein High School about healthy dating. FA will also be hosting parent and teen classes throughout February. The classes are all listed on the 86th Force Support Squadron’s webpage. While the classes are free of charge, parents need to register for the Active Parenting of Teens workshop, as seats are limited. “People are always welcome to call us,� said Emily McCormick, FA intervention specialist. “We have a consultation service where we will assist an individual, couples, or parents to talk about an issue of concern for them and ensure they

After giving a background on each of their marriages, the leaders answered questions and gave advice to Airmen on how to deal with adversity. The biggest pointers that the experienced couples offered were that, above all else, it takes three things: communication, commitment and compromise. “Communication is key,â€? Pat said. “You have to be committed. You have to be committed to the person, to the marriage and to the family. ... Lastly, would be compromise. I know we would all like to have our way, me included. We have made it 26 years and plan to make it more because I learned to compromise. He’s a great compromiser, but I wasn’t, so I had to learn that everything can’t always go my way. ...

Janelle Quinn, 86th Medical Group practice manager, it was a great opportunity to hear leaders speak about relatable experiences in their marriages and their perspectives on putting family ďŹ rst. “Serving in the United States Air Force has been one of the greatest achievements of my life,â€? Quinn said. “While I get misty-eyed thinking about all that has been good, I cannot help but reect that my career has not been a crystal stair. It’s had tacks in it, and splinters, and boards torn up. However, I’d be willing to do it all over again if I could serve under a leader who understands that we should put our people and their families ďŹ rst. When we do that, our people are better prepared to focus on the mission. “While I’m technically no longer a newlywed, the takeaway for individuals working to keep their marriage strong is to ensure we keep our family as our ďŹ rst priority, Quinn continued. All of the couples agreed that compromise was the biggest lesson in their relationships. “Falling in love is easy,â€? Carol said. “Staying in love takes work.â€?

• Maxwell Ave will be closed from the traffic circle at Lincoln and Harmon Avenues to the entrance of Bldg. 2470 Wednesday through Feb. 12. Traffic will be detoured toward Harmon, Galaxy, Fairchild and Nightingale Avenues. The parking lot to Bldg. 2470 will be accessible through Nightingale Ave., and pedestrians will still be able to cross during the closure. The reconstruction is needed to improve roadway safety and replace aging pavement. Slight traffic delays in the immediate area may be expected, so plan accordingly. Drivers should exercise extreme caution due to proximity of heavy construction traffic, and for everyone’s safety, obey the traffic laws and regulations. • The KMC Housing Office as well as the Furnishings Management Section will close at 11:30 p.m. Wednesday for training. Customer service hours will resume Thursday. Action required after accident
The 569th U.S. Forces Police Squadron responds to all off-base incidents involving an American within 1,100 square miles of Kaiserslautern. All traffic accidents, major or minor, including hitting a wild or domestic animal, must be reported to security forces by calling 112, 0631-536-6060/7070 or 489-6060/7070. If this is not accomplished within 72 hours, the individual will be cited for failure to report and will have points assessed to their license.
Fire department warning
The 86th Airlift Wing’s security forces are aware of a rumor about people posing as German firefighters attempting to gain access to off-base homes in the KMC using the pretext of smoke detector inspections. Once inside the home, the individuals fake an injury or mishap in an attempt to sue the tenant or landlord for injuries. While German Polizei and security forces haven’t received any actual reports, KMC residents should remain cautious about admitting unknown people into their homes. Under the German landlord-tenant laws, it’s mandatory to maintain smoke detectors. However, this process is handled through the real estate office or tenant’s landlord. To be

Sharida Jackson 86th Airlift Wing Public Affairs Most military members are familiar with Tricare medical coverage and benefits, but what happens to those who are not covered under Tricare Where do they go when they need assistance with medical insurancerelated issues The Ramstein Uniform Business Office provides medical billing claims and services to more than 700 personnel not covered under Tricare. The office primarily deals with third-party collections and medical service accounts, which include Department of Defense Dependents Schools teachers and Army and Air Force Exchange Service employees. Airmen assigned to the UBO ensure 86th Medical Group patients with third-party insurance have up-to-date information and are aware of the services available to them. Third-party collections involve

collecting funds from insurance providers whenever someone else has other health insurance, said Airman Ryan Darish, 86th MDSS medical
claims technician. One of the main goals of the UBO is to verify patients have their DOD Form 2569, which is the Third-Party
Collection Program — Record of Other Health Insurance form, up to date. Each patient with third-party insurance is required to have this form on file and must resubmit it annually. If an individual doesn’t have a DOD 2569 form on file, or if the information is not up-to-date, UBO personnel cannot bill and collect funds from their insurance company. In such a case, the individual may be responsible for paying their own medical bills. We try to educate our patients on how the billing process works from beginning to end, Medrano said. That way they know what their responsibilities are. Members of the UBO will be collecting and updating DOD 2569 forms Feb. 27 at the Kaiserslautern Military Community Center food court on Ramstein. Helping our customers is our top priority, Darish said. If they have questions or concerns, we want them to know that we are here for them.

To keep innovation alive and thriving here at Ramstein, the 86th Airlift Wing Continuous Process Improvement office has taken up the responsibility of fostering a culture of improvement across the wing. Though innovation is not a new concept, its relevance in workplaces is becoming more apparent. The CPI office is working toward not only the growth of new ideas in individual units but for those concepts to become useful in multiple facilities. “Whether it is innovative or just efficient, as long as it’s effective, all ideas are good, said Pamela Black, 86th Force Support Squadron CPI wing program manager. If an Airman comes up with something that gets a job done better in any way, that’s an innovation. More people need to share their ideas. That’s one
of the things that continuously makes us stronger. Innovation doesn’t always have to come from a long or expensive process either. Using already established resources can also be a good way to renovate a procedure, said Lydia Bradley, 86th Force Support Squadron management analyst. Some innovations aren’t made completely from scratch, said Bradley, who is working alongside Black to build the 86th AW’s CPI program. For example, last year someone adopted an idea from their last base where they used small cameras to help them see if there are any cracks in their large water tanks as opposed to completely draining and refilling it. The camera is not a new device, but the way he used it is. In this day and age, innovation has become a major building block of today’s Air Force. Our job is to make sure everyone else knows about innovation successes, Black said. We validate the amount of money and man hours saved for each submission and then send those to the Innovation
Transformation office at USAFE U.S. Air Forces in Europe to put into the Capture Innovations website so other wings have access to those ideas as well. All submissions are also tracked through the Innovator of the Month program, so if there’s anything still out there that we haven’t seen, we would like to bring those ideas to light as well, Back continued. Aside from the Innovator of the Month award, the most recognition for new concepts at a wing is through the U.S. Air Forces in Europe and Air Forces Africa “Innovation Madness competition. Innovation Madness is in its second year and recognizes new ideas, concepts and processes of the previous year that saved the Air Force money and man hours. In May 2015, the 86th Airlift Wing won the inaugural Innovation Madness tournament against nine other USAFE-AFAFRICA wings. Combined, the wings submitted 477 innovations which saved the Air Force more than 28 million and 115,000 man hours for the two previous years.

NCOA PME strengthens, molds mentors Story and photo by Senior Airman Jonathan Stefanko 86th Airlift Wing Public Affairs Airmen throughout Germany gathered to attend the Kisling N CO Academy’s largest professional development course Jan. 22 on Kapaun. The course covered multiple topics ranging from knowing your role to professional military writing, stress management and much more. Tech. Sgt. Rigoberto Vasquez, Kisling N CO Academy professional military education instructor, hosted the course to present approximately 135 Airmen the opportunity to learn and grow with the hopes of improving their work and home lives. “The courses taught can be used by parents, sons or daughters, spouses, supervisors and subordinates,” Vasquez said. “Everything discussed can be applied whether as a refresher or a new skill to add to their tool belt.” Along with discussing the various topics, guest speakers were also invited to tie in their own personal experiences so the audience could see how lessons can be applied. “There is more to an Airman than a uniform and rank,” Vasquez said. “Some of the briefers explained how their mentors helped guide them when they were going down the wrong track, and because someone cared enough to intervene, they were able to change their ways and stay in the military.” Learning the importance of being a mentor inspired the crowd to apply these teachings to the way they lead their own troops. “The one idea that will stick with me is to consider every aspect of a situation,” said Staff Sgt. More green in 2016: COLA set to increase in KMC by Marisa Novobilski 21st Theater Sustainment Command Public Affairs Service members in the KMC can expect their wallets to feel a bit thicker this February as the Cost of Living Allowance increases for Germany. Starting with the Feb. 1 5 paycheck, the overseas COLA index for Kaiserslautern will increase by eight points, from 108 to 1 16, resulting in a higher rate of COLA paid to service members across the community. Service members stationed in other areas of Germany will see a COLA increase as well, with the amount differing depending on the region. “The goal of COLA is to help service members purchase the same goods and services as those stationed in the U.S.,” said Capt. Aurelio Varela, a plans officer with the 21st Theater Sustainment Command’s 266th Financial Management Support Center. “Data from recent surveys shows that the costs of items in Germany, particularly transportation
and clothing costs, have increased, resulting in service members spending a larger amount of their income on these items compared to those living in the U.S. The COLA adjustment will help service members purchase the same items here without having to spend extra money out of pocket to maintain the same living standard.” The determination of the overseas COLA rate is a complex process led by the Defense Travel Management Office with input from service members assigned to each overseas location. Two surveys, a Living Pattern Survey and Retail Price Schedule, provide data that is compared with the cost of equivalent goods and services in the U.S. If it is determined that goods and services cost more in the overseas region, COLA is paid. The LPS asks service members where they shop and to assess what percentage of goods they buy locally versus at the commissary or exchange, Varela explained. The data collected from this survey is then used by researchers to conduct a RPS, or
“market basket survey,” where the average costs of about 120 goods and services are compared to the costs of purchasing the same stateside. If the average overseas ‘basket’ cost is higher, COLA is paid. In other words, if a gallon of milk, loaf of bread and box of cereal costs $13 at an overseas location but only $10 stateside, this indicates that the cost of living is 30 percent higher overseas. Service members receive COLA to help offset the extra cost. “Rates are increasing because things are getting more expensive,” Varela said. “However, though your paycheck is increasing, you may not notice since things cost more. It’s not ‘extra’ money, and you may not be able to ‘save’ (with it).” Overseas COLA is unique in that it takes into consideration the number of dependents a service member has versus stateside COLA which only considers whether or not a person has dependents. Some service members here, depending on their rank, number of dependents and years of service,
may see their daily COLA rate double. “An E6 with 10 years of service and three dependents will see COLA increase from $ 250 to $ 500 each month. Similarly, an O3 with 10 years of service and three dependents can expect their COLA to grow from about $300 t o $600 pe r month. This is a big difference,” Varela said. COLA is typically adjusted once a year based on data provided by overseas installations, though it can be adjusted as often as each pay day, according to the DTMO website. Slight fluctuations may also occur from paycheck to paycheck due to the dollar-euro exchange rate. 21st TSC enlisted leaders launch path-breaking ‘NIMS’ campaign Courtesy of the 21st Theater Sustainment Command Public Affairs Around 60 participants from across the 21 st Theater Sustainment Command and top Army junior leadership authorities broke new ground in the “N ot in my Squad” campaign during an empowerment event Jan. 27 to 29 on Vogelweh. The three-day workshop, facilitated by experts from the U.S. Army Research Institute and the Center for the Army Profession and Ethics, included esprit-building physical fitness and social functions in addition to robust discussions about vital issues impacting junior leaders throughout the entire Army. The event, which included participants from the 1 0th Army Air and Missile Defense Command, Europe Regional Medical Command and the 5th Signal Command as well as the 21 st TSC, was not only the first of its kind held in Europe but among the first few conducted in the Army as a whole. The program, unveiled by Sgt. Maj. of the Army Daniel Daily during the 201 5 Association of the United States Army professional development forum in Washington, is designed to empower junior leaders, helping them achieve a greater understanding and
ownerships of their squads. The effort also empowers senior leaders by providing improved two-way dialogue with junior leaders. Ultimately, the entire organization benefits from stronger communication and mutual support, resulting in a positive command climate and improved morale. “We are extremely pleased with not only the contributions and efforts of the Soldiers and squad leaders but also the senior leaders here,” said Jeffrey Fite of the U.S. Army Research Institute for the Behavioral and Social Sciences. “There has been a great deal of leadership listening and real mentorship going on and real communication that you don’t always get to see.” Sgt. Maj. Keith Taylor, TSC signal sergeant major and a key event organizer, described the workshop as a grass roots campaign designed to change culture and an ideal learning and leadership environment for emerging enlisted leaders. “This was an excellent opportunity for junior leaders to feel a sense of empowerment to change the culture of the Army going into the future,” Taylor said after the event. “This was all about empowerment; they understood their input will be reported directly to the SMA’s office. What an awe-
some opportunity to make a difference not only in Europe but throughout the Army.” Taylor left no doubt about his strong confidence in the young leaders he engaged during the workshop and their ability to lead the Army into the future. “The squad leaders are running the Army,” Taylor said. “They’re where the rubber meets the road. The Army belongs to them, and this is their opportunity to influence and shape it. It was a blessing to be around a group of highly motivated, professional Soldiers with a sincere desire to change the Army for the better.” The forum encouraged candid discussion of vital leadership issues, including not only sexual harassment and sexual assault prevention but a more broadly creation of a climate of dignity, respect, cohesion, change and inclusion. “There have been a lot of candid and honest responses,” said Donald Jackson, of CAPE. “Soldiers really feel this gives them a venue to voice their opinions. “Over time, we noticed it’s been about trust,” Jackson added. “How do we build trust within our cohesive squads? Once the trust and respect is established, a lot of those underlying issues that seem to be magnified at the upper levels will be mitigat-
ed. Soldiers really feel this gives them a venue to voice their opinions.” Participating junior leaders also shared his optimism about the program. “I think it’s great we could come together and discuss real problems facing squad leaders and other N COs in the Army,” said Staff Sgt. Eric Ward, a military policeman with the TSC’s 92nd Military Police Company, 709th MP Battalion, 1 8th MP Brigade. It’s been beneficial to hear that other N COs are facing some of the same challenges and hearing their ideas to rectify the issues.” It was really beneficial, added Sgt. Lyndsay Borden, strength management N CO with the 21 st Special Troops Battalion. “Starting at the squad level was very refreshing. We interact with the Soldiers every single day. We hear their concerns. This gives us a great opportunity to have a voice.” Borden described the workshop as transformational. “This has reignited my passion for the N CO corps,” Borden said enthusiastically. “It’s truly made me feel like we have a voice. I hope they keep doing this. It really reminds us why we’re needed. It’s great.” Borden will indeed play a key role in ensuring this open communication continues as a facilitator for future

events across the area. The regional campaign, which was conceived by Command Sgt. Maj. Rodney Rhoades, the 21 st TSC senior enlisted leader, and energized by leadership from the Sergeant Morales Club and dynamic junior N COs such as Borden, will reach enlisted personnel throughout the region. The CSM intentionally included Morales Club members — among his most trusted junior-to-mid-level leaders — and an ideal mix of ranks, organizations, job specialties and backgrounds in the workshop in order to lay the groundwork for future empowerment sessions. “The lesson of this event and the premise of this entire campaign is simple: We need to listen to our sergeants and staff sergeants,” Rhoades said. “They’re the ones who deal most directly with our Soldiers, day in and day out. They’re the ones teaching, mentoring and developing our future senior leaders.” The CSM emphasized the importance of trusting and empowering junior N COs. “They’re a big part of the Army of our present, and they are the Army of our future,” Rhoades said. We can’t stifle their innovation. We can’t stifle their leadership. What we can and must do is empower them to accomplish missions, solve problems and lead Soldiers.”

A: As in past years, the 21 st Theater Sustainment Command’s Office of the Staff Judge Advocate will operate four tax assistance centers within the U.S. Army Garrison Rheinland-Pfalz this tax season. This year, the Landstuhl Tax Assistance Center, which for the last decade has operated out of Bldg. 3701 on Wilson Barracks where Landstuhl Regional Medical Center is located, has moved to the Landstuhl heliport. The heliport is located on the left when driving up the hill to the Landstuhl main gate it is recognizable by the large white satellite dishes. Once through the heliport main gate, turn left and proceed to Bldg. 3368. The entrance to the tax center is on the left side of the building. The new tax center will have three times the floor space of the former location, with private offices for tax preparers, reserved parking and a larger waiting area for taxpayers. Last season, over 1,400 customers signed in at the Landstuhl Tax Assistance Center. The new facility opens Feb. 16. • If filing jointly, bring your spouse or a general power of attorney or a special power of attorney for filing tax returns signed by your spouse. • If filing with a spouse who has no social security number, bring your spouse’s Individual Taxpayer Identification Number. If your spouse has no ITIN, we can assist your spouse in applying for one. The average yearly exchange rate for 2015 is .937 euro cents to the dollar. Personal and dependency exemptions for 2015 are 4,000. The standard deduction for married filing joint taxpayers is 12,600 for single and married filing separate returns it is 6,300 and for head of household filers it is 9,250. Mileage deduction rates for 2015 were 57.5 cents per mile for business miles, 23 cents per mile for medical and moving expense miles, and 14 cents per mile for miles driven for charitable purposes. Taxpayers who are eligible to take the foreign earned income exclusion on Form 2555 or 2555-E can exclude up to 100,800 for tax year 2015 but can no longer take the Additional Child Tax Credit. The deadline for filing federal tax returns in the U.S. is April 18 this year the overseas filing deadline is June 15. Overseas filers must pay any taxes owed for 2015 by April 18 to avoid assessment of late payment penalties and interest. Last year, the nine tax centers operated by the 21st TSC Office of the SJA in Germany and the Benelux prepared over 7,500 federal and state income tax returns, saving military taxpayers almost 2 million in commercial tax preparer fees and generating over 14.6 million in refunds. Rostbraten “Mayor Style” w/ Beet Root Salad
Ingredients for Rostbraten
(for 4 people) Use 1 Rumpsteak per person, slightly tenderized to 1” thickness and seasoned with salt and pepper 1 large whole onion in ¼” slices or 2 small onions cut in ¼” slices, per person 1 slice of black forest ham per person 1 Maultasche per person (look in your local economy grocery store for this) Broth or salted water for heating the Maultaschen Salt and ground pepper to taste The timing of Rostbraten is dependent on the side dishes you choose to go with this meat. If you choose roasted potatoes, start those first. If you choose Schupfnudeln (a thick noodle, similar to gnocchi), start the Rostbraten at the same time.
Watch them closely so they don’t overcook. At the same time, heat the salted water or broth for the Maultaschen. Bring to a boil. Add the Maultaschen. Using a large cast iron skillet, heat some margarine and add the seasoned, tenderized Rumpsteak. Leave in the pan until they are almost done. Add the slices of black forest ham. Leave them in long enough for the aroma to fill the room. If you would like the meat to have a buttery taste, reduce the heat and add a teaspoon of butter 1 minute before you are ready to take the meat out of the pan. Take the meat out of the pan while it is still a little pink. Put the Rostbraten on a nice warm plate. Lay the black forest ham on top of the Rostbraten. Add the Maultaschen. Crown the top with the nicely browned onions. Roasted potatoes or Schupfnudeln are a nice side dish to this main course.
Ingredients for Salad
(for 4 people) 4 cups of beets (these can be either small ball beets or larger beets that will need to be sliced into thin ¼ inch slices) 2 tablespoons of vinegar 1 tablespoon of oil ½ tsp Salt ½ tsp Ground White Pepper ½ tsp sugar 1 small onion finely diced Beets can be bought in a jar or a plastic bag on the economy. They are already cooked and peeled. This will save your hands from turning purple in that process!
Preparation
Mix all the ingredients in a large bowl and let sit for 2 hours to absorb all the flavors before serving. Taste again before serving. Salads such as this have a tendency to change in taste as they sit for longer periods of time. More seasonings may be needed.

“Sunken” Apple Cake
Ingredients
1 cup flour plus 1 tablespoon 3/4 cup sugar plus 1 tablespoon ½ cup of butter, softened 3 eggs 1 pack of vanilla sugar (from your German grocery store) A pinch of salt 1 ½ teaspoon baking powder 1-2 tablespoons milk 2-3 apples, sliced
Preparation
Preheat the oven to 180 degrees Celsius. Prepare and grease a 10” round cake tin. Mix together all the ingredients except the apples. Pour the mixture into the cake tin and smooth the top until it is flat. Push the apple pieces into the cake so they sink slightly into the mixture. Bake for 25 minutes. Turn off the oven and let it rest in the oven for 10 minutes. You can test if the cake is done by piecing the center with a toothpick. If it comes out clean, then the cake is done. Let it cool and sprinkle with powdered sugar if desired.

Fasching continues with parties, dances, parades by Petra Lessoing 86th Airlift Wing Public Affairs Fasching is reaching its peak. Throughout the weekend, Rose Monday and Fat Tuesday, Fasching dances, fun sessions, masquerade balls, children’s parties and parades are taking place. The most famous Fasching parades are those in the main Fasching cities of Mainz, Cologne and Duesseldorf. Spectators from Germany and throughout Europe come to these cities to watch the annual spectacle with decorated floats, bands, dancing and marching groups. Participants in vehicles throw out candy or hand out drinks to the crowds along the streets. It is traditional for revelers to sing, sway and dance during the five-hour parades which all start at 1 1 :1 1 a.m. The official Fasching greet-
ing in Cologne is “Alaaf,” and in Mainz and Duesseldorf, it’s “Helau.” Ramstein-Miesenbach’s carnival association Bruch-katze will sponsor its 65th annual parade on Fat Tuesday. Here, the official shout is “Ralau.” The almost twohour-long parade will start at 2 p.m. Tuesday. It will lead from Bahnhofstrasse to Landstuhler Strasse, on to Jahnstrasse, Siedlungsstrasse, Lilientrasse, Spesbacherstrasse and Miesenbacherstrasse back to Bahnhofstrasse and then August-Suessdorfstrasse, where it will end. “Again, our parade will be the highlight of the Fasching season in the Westpfalz,” said Hartmut Schaeffner, chief of the parade committee. “We expect more than 1 ,000 participants and 21 floats. There will be 34 walking groups, 1 2 carnival associations and 6 bands.

“Like each year, our American friends will participate as well,” Schaeffner said. “A highlight will be the USAFE marching band.” The Ramstein Girl Scouts will walk in Halloween costumes, the Ramstein fire station will present special pickup vehicles and the Roller Girls of the Apocalypse will show off their skills. More than 48,000 promotional items, including candies, will be tossed to the 30,000 to 50,000 spectators. Food and beverage booths will be placed throughout the 2.4-kilometer route. Spectators should wear Fasching outfits and residents along the route are asked to decorate their houses to support the celebration. “Also, parents should watch their kids, and for safety reasons, spectators shouldn’t get too close to the floats, Schaeffner said. “Polizei, the volunteer fire brigade, German Red Cross, office of public order and military police support us each year and help to make the event a success.” To be able to finance each year’s parade, vendors will be out in the streets selling parade buttons for € 2 to spectators. These buttons grant free admission to the Fasching party, which takes place after the parade at the Haus des Buergers. Also, in the center of town, Fasching activities will continue and a Fasching carnival with a merry-go-round and activity booths will be set up on Marktplatz. Tuesday, the center of

Ramstein-Miesenbach will be closed to motorized vehicles from noon to 8 p.m. “Fasching Princess Anne I. and all Bruchkatze members are happy to welcome spectators from all over to join the fun,” said Schaeffner. Other parades in the Pfalz will start Sunday at 2:1 1 p.m. in Linden, 1 :30 p.m. in Leimen and Dahn, and 2:1 1 p.m. in Rodalben. Many communities offer other outdoor Fasching events. School Matters: Parent-teacher conferences keep communication open by Lt. Col. Jefferson Wolfe 7th Mission Support Command Public Affairs Parent-teacher conferences in the Kaiserslautern area are scheduled for Tuesday, and school officials and key leaders strongly encourage parents to attend. The event gives parents the opportunity to talk to their children’s teachers about what’s happening at school, said Dr. Barriett Smith, the principal at Kaiserslautern High School. Even parents of students who are doing well should stay in contact with teachers, he said. It is important to keep lines of communication open, Smith added. In addition, the “School Matters” campaign was recently launched by KHS online and on American Forces Network television to encourage parents and students to attend conferences. Research shows that students with parents who are involved in their school tend to have fewer behavioral problems and better academic performance, and they are more likely to complete high school than students whose parents are not involved in their school, according to Dr. Dell McMullen, the Director of the Department of Defense Education Activity-Europe. McMullen oversees the operations of 66 schools located on U.S. military installations throughout eight countries in Europe, educating more than 28,000 students. Positive effects of parental involvement have been demonstrated at both the elementary and secondary school levels, McMullen stated. It is extremely important for parKAISERSLAUTERN

work for the FBI as a forensic pathologist. Alaina Pemberton, who is in the 1 1 th grade at KHS, said her parents are very supportive, and her dad regularly emails back and forth with her teachers. He takes the pressure off of being in high school,” Pemberton said. He makes it my responsibility to do the best I can.” Pemberton said her parents support her when she struggles with a subject in school. “They trust that I’m going to do the right thing they encourage me to do,” Pemberton said. Smith has three students in the DODEA school system, one in elementary school and two in middle school. The kids are doing well academically, but he still attends conferences with their teachers. said. Young people need to be competitive today to get jobs in what has become a global market place. “Your child needs to be prepared,” Smith said. Freshman high school students often have the most challenging adjustment to make, from middle school to high school, Smith said. They are required to work more independently, he added. In addition, military kids face the challenges of moving often and adjusting to new peers and surroundings, Smith said. Both Hickey and Pemberton say they have been able to easily transition when they move, but Pemberton said DODEA schools are
different than public school in the United States. “(DODEA schools) hold you to a higher standard in your work, said Pemberton, who came to the KHS in October after attending school in Michigan for the past few years. They make you think about what you’re learning.” Hickey spent the past three years in Kaiserslautern, including seventh and eighth grade in Kaiserslautern Middle School. In response to reports in Brazil of microcephaly, a birth defect where a baby’s head is smaller than expected, and other poor pregnancy outcomes in babies of mothers who were infected with the Z ika virus while pregnant, the Centers for Disease Control and Prevention has issued a travel alert for people traveling to regions and certain
countries where Z ika virus transmission is ongoing. The notice is an Alert Level 2 that calls for travelers to follow enhanced precautions or recommended preventive measures for these destinations. While some travel-related cases of Z ika virus infection have been reported in Europe, no cases have originated here. The virus can only be spread by being bitten by an infected mosquito, and the type of mosquito that can spread the disease is not found in Europe. The Z ika virus is spread to people through mosquito bites. The most common symptoms of Z ika virus disease are fever, rash, joint pain and conjunctivitis. The illness is usually mild with symptoms lasting from several days to a week. Severe disease requiring hospitalization is uncommon. N o locally transmitted Z ika cases have been reported in the continental United States, but cases have been reported in returning travelers. Locally
transmitted Z ika virus has been reported in the Commonwealth of Puerto Rico. The number of Z ika cases among travelers visiting or returning to the United States will likely increase. Who is at risk of being infected? Anyone who is living in or traveling to an area where Z ika virus is found who has not already been infected with Z ika virus, including pregnant women. Until more is known and out of an abundance of caution, the CDC recommends special precautions for pregnant women and women trying to become pregnant: • Pregnant women in any trimester should consider postponing travel to the areas where Z ika virus transmission is ongoing. Pregnant women who do travel to one of these areas should talk to their doctor or other healthcare provider first and strictly follow steps to avoid mosquito bites during the trip. • Women trying to become pregnant should consult with their
healthcare provider before traveling to these areas and strictly follow steps to prevent mosquito bites during the trip. KHS has various resources to help those who are falling behind or struggling with class work, Smith said. These options include the after school tutoring program from 3 to 5 p.m. Mondays through Thursdays, headed by Mrs. Charlotte George; peer tutoring provided by N ational Honor Society students at the high school; and the 21 st TSC mentoring program. KHS students should not be bringing a lot of homework home with them, Smith said. Every other day they have an 85-minute seminar in which they can complete much of their homework. “Students should not come home with a lot of work if they are using their time wisely,” Smith said. Students can also speak to the teachers of classes in which they are struggling during this time, Smith added. Another tool for parents is Gradespeed, a website where

mentation of College and Career Readiness Standards, according to McMullen. With that will come many changes, McMullen said in an email. It is vitally important that parents attend school meetings and events to stay informed regarding the changes that they will see with their child’s education
due to the implementation of these new standards. The school work and homework will look different. “Attending your child’s parent-teacher conference will help you to help your children become better prepared for their future, wherever that may take them,” McMullen added.

Education Notes VES stands up to bullying on ‘Pink Shirt Day’ by Nicole Flores Vogelweh Elementary School On Jan. 28, Vogelweh Elementary School was a sea of pink. VES students, teachers and faculty stood united by wearing pink to say “N O! ” against bullying. The day started with a guitar and singing performance by fourth-grader Alora Kingery followed by a variety of skits by student leadership and Oona Delaney' s thirdgrade class, diorama presentations by fifth-graders in Sarah Wedlaw’s and Alvina Cooley' s classes, and a sign language song by student leadership
led by Amy Ennis. Why pink Pink Shirt Day got its start in N ova Scotia when two high school students saw a student wearing a pink shirt being bullied. The two students intervened but wanted to do more to prevent bullying, so they decided to purchase pink shirts. A few days later, they got everyone at school to stand in solidarity by wearing pink, resulting in the entire school coming together to stop bullying. People wear pink on these days to remember that positive actions make a difference, and each one of us can make positive changes to end bullying.

National Kazoo Day at Sembach Elementary School Sembach Elementary School students and staff celebrate National Kazoo Day Jan. 28 with a school assembly and parade. During the preceding months, students used kazoos provided by the Sembach Parent Teacher Organization to learn science, technology, engineering and math concepts, music, and Spanish. Teachers collaborated to show how one little instrument could be used in a number of different ways. A highlight of the celebration was when the students were joined by Princess Leia, Chewbacca, Boba Fett, and their own Sembach Tiger during their kazoo rendition of the Star Wars Theme Song.

Sembach students ‘stack’ the competition Students from Sembach Elementary School compete in the Stockstadt Regional Invitational Sport Stacking Tournament Jan. 16 in Stockstadt-am-Rhein, Germany. There were over 250 stackers at the tournament representing five countries, including Germany, Poland, the Czech Republic, Switzerland, and the Sembach Tigers represented the United States. This was the first year the Tigers were invited to the tournament, so they competed in the beginners tournament. Winners from the Sembach Tigers include: C.J. Webb with gold medals in the 3-3-3 and mixed relay; Robert Vano with gold medals for the Cycle and 3-6-3; and Sarah Brown with a silver medal in the Cycle. Winners from this tournament will go on to the World Sport Stacking Championships April 2 and 3 in Speichersdorf, Germany. A stagecoach hurtles through the wintry Wyoming landscape. The passengers, bounty hunter John Ruth and his fugitive Daisy Domergue, race towards the town of Red Rock where Ruth, known in these parts as “The Hangman,” will bring Domergue to justice. Along the road, they encounter two strangers: Major Marquis Warren, a black former union soldier turned infamous bounty hunter, and Chris Mannix, a southern renegade who claims to be the town’s new Sheriff. Losing their lead on the blizzard, Ruth, Domergue, Warren and Mannix seek refuge at Minnie’s Haberdashery, a stagecoach stopover on a mountain pass. When they arrive at Minnie’s, they are greeted not by the proprietor but by four unfamiliar faces. Bob, who’s taking care of Minnie’s while she’s visiting her mother, is holed up with Oswaldo Mobray, the hangman of Red Rock, cow-puncher Joe Gage and Confederate General Sanford Smithers. As the storm overtakes the mountainside stopover, the eight travelers come to learn they may not make it to Red Rock after all. Starring Demian Bichir and Michael Madsen.

Experience the highlight of Rheinland-Pfalz’s carnival season: The Rosenmontagsumzug (Rose Monday parade) in Mainz on February 8. Starting at 11:11 a.m., more than 9,000 costumed participants, presented by local organizations making fun of current politics with decorated floats, will pass through the city center on a 7 kilometer route. The parade has been an annual event since 1838 and is, with Cologne and Düsseldorf, one of the biggest carnival parades in Germany. Over 500,000 spectators are being expected.
