Sacrificing a life of luxury to be a hero among men and beast alike, bringing freedom to those who wish to have it, and guarding against those who want to take that freedom away is also the way of a military working dog. These elite K-9s undergo up to 120 days of extensive training to learn various commands and how to better hone their senses, but their true potential isn’t revealed until a bond is made with a handler. “The K-9 we’re assigned is our partner,” said Senior Airman Michael Sayre, 86th Security Forces Squadron military working dog handler. “We need to have confidence in them and See GUARDIAN, Page 3

Ramstein Airmen: Excellence beyond reproach by Brig. Gen. Patrick X. Mordente 86th Airlift Wing commander
I
have the greatest job in the Air Force. I have the privilege of working with innovative and professional Airmen who amaze me every day. As we all know, 2013 was a fiscally challenging year for the Air Force. Regardless of the financial uncertainty, 86th Airlift Wing Airmen persevered by finding groundbreaking ways to reduce costs, accomplish the mission and prepare Ramstein
for the future. In 2013, we provided personnel and support to operations around the globe; said goodbye to familiar faces and hello to new ones; ensured service members arrived on time to support contingency operations and made sure when they were done that they came home to their loved ones; honorably returned our fallen heroes to their families and ensured they were laid to rest. The list goes on, but the point is, our team continually strived for excellence that was beyond reproach. When I took command in June, I made my expec-
tations clear: Commanders, Chiefs, First Sergeants and Supervisors, lead and mentor your Airmen while ensuring we have a culture firmly seated on a foundation of respect. Since then, the desire of our members to achieve excellence has met and exceeded my expectations. For that, I thank you and your families. Though we had an excellent year and triumphed through adversity, there are still many challenges yet to come. The ones probably weighing heavily on everyone’s mind now are the upcoming force management ini-
tiatives designed to reduce our force by approximately 25,000 Airmen. These initiatives have sparked a trying time for Airmen throughout the Air Force, and Ramstein is no exception. There is no doubt our Airmen are thinking about their future and worried about whether they will continue to serve or be selected for separation. Everyone’s answer is going to be a little different, but the one thing I ask of everyone here is to take this as an opportunity to reflect on yourself as an Airman. If there are areas with room for improvement, improve
them. Bottom line, there is always room in our Air Force for great Airmen, so if you give it your all you can hold your head high regardless of the outcome knowing you put your best foot forward. As we begin the new year, we know the challenges before us, and there may be new challenges ahead. I know if we continue to seek innovation, set the standard in professionalism, and always strive for excellence, 2014 will be a great year for us all. I hope everyone had a happy and safe holiday, and now let’s focus on making 2014 a great year.

We hear the term “wingman” a lot. “Keep an eye on your ‘wingman.’” “Be a good ‘wingman.’” “Know what your ‘wingman’ is up to.” But do we really know what it means to be a “wingman?” Many people think being a wingman means you keep each other in check when out drinking, while others really have no clue. The reality is, being a wingman is so much more than a night of drinking together. The Air Force doesn’t have an exact definition of wingman, however, I believe being a wingman means to put others above yourself. The holidays can be tough on some people, especially those single Airmen who are here, away from their families. My first experience of being away from my family for the holidays was Thanksgiving 2012. Normally I would hang out at the beach, sitting at the campfire with my toes in the sand as the smell of deep-fried turkey, stuffing and biscuits filled the air. Thanksgiving 2012 was a much different atmosphere.

Instead of the soothing sounds of the ocean, the sound of video games and bantering filled the air. Even though it was my first time away from my family for the holidays, I knew there were many other Airmen who didn’t have a place to go. I talked to a friend of mine, and we decided to host a Thanksgiving dinner for the Airmen we knew. That was also my first experience cooking a 20-pound turkey along with the rest of the Thanksgiving meal. It was a lot harder than it looked, but we got it done, and more than 20 people were able to enjoy a homecooked Thanksgiving meal. As everyone lined up to get some grub, I took a step back and just watched everyone. They were all smiling and laughing, and the sight of it overwhelmed me with happiness. That is when I realized what it was to be a wingman and to put others above myself. Fast-forward to Thanksgiving 2013. I have my own apartment and enough room to host another Thanksgiving dinner. This time I decided to have a friend deep-fry the turkey, because I didn’t have enough room in my oven to cook it. Once again, close to 30 of my co-workers

and friends were able to enjoy a home-cooked meal. I could see it on their faces as they played board games after dinner. They were happy, and in turn, that made my Thanksgiving the best one possible. Being a wingman doesn’t mean you have to give up your holidays to make a huge homecooked meal for your co-workers or friends, it’s just an example of how I wish to show people I care for them and their happiness. It could be something as simple as baking a couple dozen cookies to hand out just to show them you care. It could be staying late after work with a co-worker so they aren’t alone, or it could be taking an Airman to the base exchange because they don’t have a car. There are thousands of ways a person can exude good wingmanship. It’s the little things that mean the most to people, and it’s those things that keep us connected as a family even when we are so far away from our real ones. I ask that the next time you go to the base exchange right after work, ask an Airman who doesn’t have a car if they need to go too. Put your fellow Airmen before yourself. Trust me. It’s worth it!

they need to be able to trust us. Our main job is to find explosives and narcotics, and that’s hard to do as a handler and dog if we didn’t trust each other. That bond has to be instilled, otherwise the mission wouldn’t be accomplished effectively.” At Ramstein, handlers are given two to three weeks to focus on their new partner, learn their mannerisms and build initial trust. “When I was first assigned Charly I would take him for walks, play fetch and even go in his kennel with him,” Sayre said. “Treating him like a real dog rather than a military working dog where it’s all work, work, work really makes a noticeable difference in attitude and performance.” Once a K-9 learns how to work with its handler, it undergoes more training, preparing it for any threat at home or abroad. The various courses the dogs undergo simulate what they might encounter during a mission. “The concrete slab with a square hole in the middle mimics a window, the tubes they go through act as a constricted area, and the stairs they go up and down show us that they can traverse a rocky hill, do the job and get down safely,” Sayre said. “Everything has its purpose, and we do all we can to prepare them for a stressful deployment.” Though the K-9s go through vigorous training to become better equipped, no hero is successful without a disciplined sidekick. Each handler is taught additional skills from their kennel master trainer. “Once an Airman has been a handler for at least 18 months they can be selected to go to the kennel master trainer course, and from there, we are taught how to instruct and pass on the knowledge we have learned throughout the years,” said Staff Sgt. Michael Judy, 86th SFS MWD trainer. Though one day the leash must be left behind to advance in this career and teach new dog teams, there is a certain satisfaction that comes with being a trainer that is rarely received any other way. “It is really hard to give up the leash, but as a trainer I receive a lot of pride in seeing the K-9s and handlers grow not only as individuals but also as a team,” Judy said. “That feeling of accomplishment is better than any award.”

KMC Child Care Partnership The KMC Air Force and Army Child Youth & School Services has an outstanding partnership focused on providing the highest quality child care for the entire U.S. population in the KMC. CYSS is focused on reducing waiting times needed to secure the best possible child care when and where it’s needed. CYSS is also dedicated to assisting all Department of Defense military and civilian personnel with balancing the competing demands of mission and family by managing and delivering a system of quality, available and affordable programs, and services for eligible children. The programs and services available are accredited programs, including the child development centers (6 weeks to 5 years old), family child care homes (infant through school age), before and afterschool programs (6 to 12 years old), youth programs (9 to 18 years old), youth sports and instructional programs. U.S. Army Garrison RheinlandPfalz has the capability to provide approximately 600 CDC spaces and 250 school age care spaces. USAG-
RP operates five CDCs (on Landstuhl, Kleber, Miesau and Baumholder) and three school age centers (on Landstuhl, Sembach and Baumholder). A project to create 60 additional CDC spaces at the Sembach CDC is projected for completion in 2015. The 86th Airlift Wing has the capability to provide child care for approximately 550 children in five CDC facilities on Ramstein and Vogelweh and the capability to provide before and afterschool programs for approximately 500 children at five school age program facilities on Ramstein, Vogelweh and Kapaun. A project to create more than 30 additional infant spaces is expected to be completed in May. Army and Air Force facilities meet the same high standards for DOD certification and national accreditation. All facilities are inspected annually and meet similar training requirements for staff. Even though the Army and Air Force have their own waiting list policies (and separate waiting lists), they work together to ensure each parent has signed up their child for the best possible location.
One further option for child care in the KMC is through the Family Child Care program. The 86th Force Support Squadron oversees the FCC program for Army and Air Force families. There are currently 35 licensed FCC homes in the KMC that have the capacity to care for more than 200 children. As CYSS strives to provide quality and timely care, it faces a significant challenge in finding qualified individuals to work in the facilities. CYSS experiences high staff turnover, and there are a limited number of available employees. In addition, hiring new staff is a lengthy process that requires comprehensive background checks, physicals, new employee orientation and initial training — all of which must be completed before the employee is allowed to work with a child. Efforts to increase applicants and expedite the hiring process have been established, including comprehensive marketing strategies and internal streamlining of human resources procedures. Road to marksmanship by Senior Airman Chris Willis 86th Airlift Wing Public Affairs It’s time to deploy, and part of out-processing is weapons training. For younger Airmen, this is the first time they have shot since basic training. The thought of having to qualify could be nerve racking to some, while others have their eyes set on becoming a marksman. Regardless of an Airman’s goal on the range, the 569th Combat Arms Training and Maintenance instructors will get them there. The CATM instructors took time to teach a young Airman just how valuable the fundamentals of firing a weapon can be. They focused on phase five of the Air Force qualification course, teaching Airman 1st Class Thomas Smith, 86th Airlift Wing Public Affairs broadcaster, how to correctly perform site alignment, site picture, breathing techniques and the firing positions. “First we took Airman Smith to the firing range and had him shoot cold,” said Staff Sgt. Brian Carpenter, 569th CATM instructor. “Without any class time or coaching, he failed the qualification, scoring only 7 out of 24.” Even though Smith grew up firing rifles, he said he felt uncomfortable during his cold firing and even started to lose confidence as he continued to miss targets. He did the typical mistakes of looking at the target, breathing during the shot and jerking the trigger. “When we first saw Airman Smith fire, he was just trying to get rounds down range to the best of his ability,” Carpenter said. “It sounds silly, but if you haven’t been taught the proper way to use the weapon, your body will be off, and you will start to fight the rifle.” The instructors then brought Smith to the classroom where he received a consolidated phase five training session.
Carpenter noted that this is the portion of the course where they see the most trouble when it comes to qualifications. During the site alignment and site picture portion of the course, the CATM instructors said most Airmen tend to focus on the target instead of the front site post, making them fire off target. They also demonstrated how to steadily control your breathing and to consciously stop your breathing before you take the shot. The instructors then focused on the four different firing positions: prone supported, prone unsupported, kneeling barricade and over barricade. “During the prone support position you should make sure to rely on using your bone structure instead of your muscles, because it will cause less movement to your weapon,” Carpenter said. “Also, a lot of people tend to rest off of the barricade, but in the kneeling and standing position the barricade is your best friend.” After a brief class room session with some hands-on training, the instructors brought Smith back to the firing range. Carpenter added that there was an enormous difference in the way Smith handled his weapon, showing a lot more confidence after the instruction. He began to fire his shots on target in tighter groups. Smith went from landing seven on target to 19 out of 24, only a couple of shots away from marksmanship. “After the class room fundamentals and some coaching he did a great job, validating our position here at CATM,” Carpenter said. Smith said the instructors were very helpful, and they knew what they were talking about and how to effectively get it across, communicating what he was doing wrong and how to fix it. “I feel confident in my shooting now, and if I was to deploy I would be a much better asset to the team,” Smith said. “I truly believe this training has made me a better Airman.”

New resources at libraries
The Ramstein and Vogelweh libraries have increased their tech lineup. At both locations, free access to a number of tech resources are now available. Library cardholders can check out video games and accessories. Visitors can also capture memories with a digital video camera from the library. Additionally, they can save photos and documents with an external hard drive. All of these items can be checked out for a three-week lending period by a sponsor or the sponsor’s spouse. The ballistic missile defense responsibilities in southeastern Turkey now assumed by 5-7 ADA were previously held by the 3rd Battalion, 2nd Air Defense Artillery Regiment from Fort Sill, Okla. The NATO-sanctioned mission in Turkey, expected to last up to one year for the 5-7 ADA contingent, includes air defense forces from The Netherlands and Germany. The NATO countries are assisting the Turkish government in protecting civilians from foreign missile threats. Such collaboration is neither new nor unwelcome, Bartel said. “We’re here for a tactical ballistic missile
defense, and we look forward to working with all our partners,” she said. That theme of teamwork and camaraderie across not just different U.S. Army units, but international partners, was readily acknowledged by Brady. “Our continued commitment to this NATO mission is stronger than ever,” said Brady, adding that Turkish assistance on deployment matters had been invaluable and much appreciated. Multiple Turkish news outlets were present to cover the event, highlighting further the importance of the air defense mission. For many of the 5-7 ADA Soldiers, establishing a daily routine in the middle of the holiday season away from their families may take some getting used to. As difficult as that may be, however, it won’t prevent them from taking care of the most important piece of business, according to one leading authority. “Protecting Gaziantep is our mission,” Burnley said.

Though waiting lists are long, they include families that already have child care but are waiting for a space closer to home or their place of work. he 21st Theater Sustainment Command welcomed its new senior enlisted adviser during a change of responsibility ceremony Dec. 19 on Rhine Ordnance Barracks. Command Sgt. Maj. Rodney J. Rhoades assumed responsibility as the command sergeant major of the 21st TSC from Command Sgt. Maj. James J. Murrin. The 21st TSC commanding general welcomed distinguished guests and praised both leaders during remarks he made following the ceremonial passing of the saber. “Of the many honors I have as the commanding general, few compare to the honor of executing the change of responsibility for my senior enlisted adviser and battle buddy, the command sergeant major,” said Maj. Gen. John R. O’Connor, the commanding general of the 21st TSC and the ceremony’s presiding officer. “Today we transition command responsibility as the organization senior enlisted adviser from one great leader to another great leader.” Murrin, who served for six months as the TSC’s acting CSM, will resume duties as the 7th Civil Support Command senior enlisted adviser. “From the first day, I knew I was in good hands with him at my side,” O’Connor said of Murrin. “(He) never looked back and was fully engaged from the start.” Murrin praised the command, its Soldiers and fellow leaders during his remarks. “It’s pretty humbling to reflect on how much we’ve accomplished this fall,” the Boston native said. “From food service to foreign consequence management, from maintenance to medical service, from police to petroleum, we’ve provided it all. Murrin also praised his successor and predicted robust success in the future. “Everything in your career suggests you’ll take it to an even higher level,” he said to Rhoades. “(O’Connor) clearly chose wisely when he selected you for this mission. Great Soldiers plus outstanding leaders equals a superb team, which is exactly what I see emerging at the 21st.” Rhoades comes to Team 21 from Fort Sam Houston, Texas, where he served as the command sergeant major of U.S. Army Mission and Installation Contracting Command. “Today we have the honor of welcoming our incoming senior enlisted adviser and one of the finest noncommissioned officers in our Army,” O’Connor said. “As our Army transitions leaders,
it always seems to get it right. We welcome an equally confident, competent and capable leader to the team.” After filling every NCO leadership position from squad leader to command sergeant major, Rhoades brings nearly 20 years of experience leading Soldiers to Team 21. “What I’ve seen from a distance and experienced first-hand over the last week was strength, commitment and professionalism of the Soldiers and civilians of Team 21, and I’m proud to be a part of this team,” said Rhoades, a native of Ashville, Pa. “I’m proud to be your command sergeant major and your teammate. “I look forward to serving with you as we maintain the finest TSC in the Army,” he continued.

Surveying sites, saving lives by Senior Airman Jose L. Leon 86th Airlift Wing Public Affairs Whether in a person’s workplace or in response to an emergency, the 86th Aerospace Medicine Squadron bioenvironmental engineering flight is there to ensure the safety of Airmen executing their mission by identifying and eliminating threats in the workplace. The performance of health-risk assessments brings noise, air quality, chemical exposure, radiation and other potential safety concerns to light by measuring them in the Airmen’s working environment. Measurements are taken in various ways, such as taking water samples, attaching devices to Airmen in their work environment to check the sound levels to which they are exposed, testing the air quality to ensure proper ventilation keeps a healthy level of oxygen in the air, and inspecting any personal protective equipment to confirm it is able to act as a barrier between Airmen and potential hazards. Through the assessments, the processes performed by each of these workplaces are reviewed. The various chemicals the unit may come into contact with or could be potentially exposed to are evaluated, and anything considered high risk is brought to the attention of the unit to be corrected. Follow-up assessments are performed every month by a surveillance team. “The main purpose of our job is to characterize all the workplace exposures,” said Capt. Rogelio Rodriguez,
86th AMDS bioenvironmental engineering flight occupational health OIC. “What is the main thing that BEE is known for? Gas mask fit tests, which is important, but there is so much more that we do on the base for all of the Airmen as a whole than just gas mask fit tests.” One of the services the bioenvironmental engineering flight offers as a way for units to mitigate any potential mishaps is training. This allows Airmen who work with hazardous materials to reduce adverse health effects caused by over-exposure. “We aren’t necessarily inspectors and we aren’t here just to write people up,” Rodriguez said. “We are here to help workplaces stay safe.” The bioenvironmental engineering flight takes calls regarding indoor air quality concerns, suspicious packages and gas mask fit test hours to support service members. Rodriguez said the mission is bigger here compared to most bases. The 86th AMDS bioenvironmental engineering flight supports not only Ramstein, but also Landstuhl Regional Medical Center, Vogelweh, Morón Air Base, Spain, and Chievres Air Base, Belgium. “What we do involves taking care of anyone who works in the areas we cover,” said Staff Sgt. Jennifer Kotz, 86th AMDS bioenvironmental engineering flight readiness and training NCOIC. “If they are not healthy, then they can’t get the mission done.” Ramstein and installations covered by the 86th AMDS are able to perform their duties with reduced risk of health issues when their build-

Focus on the good Buying, selling used cars in Germany by Senior Master Sgt. Ray Bradley 86th Vehicle Readiness Squadron first sergeant Are you tired of articles written by first sergeants and chiefs informing you about the importance of wearing your fleece right, or how to wear your hat with your uniform, and how those gloves are only authorized to be worn on Wednesday after 7 p.m.? Good news, I am not going to bore you with why it is important to wear your uniform correctly. I want to talk to you about how great we are despite the media perception we do nothing but destroy things. Do you know why this is now the perception of the Air Force? Some of you will think it is because of the Huffington Post article or maybe the “Invisible War” video. I would argue it is because we are so good at everything else we do. You want proof of this? My former wing commander at Aviano Air Base, then Brig. Gen. R. Michael Worden, used to say, “Our Air Force is expected to win every war 100-0.” Do you think that is a fair expectation? Probably not, but I think we do a great job of meeting that expectation. You want further proof? How about this? The U.S. government is looking to find a way to combat suicides. Guess what model the National Strategy for Suicide prevention is looking at? You guessed it. The U.S. Air Force.
Why? Because you make sure you are taking care of your wingmen everyday — those wingmen who are dealing with difficult issues. Once again, we are pretty darn good. How about this little fun fact? In 1993, when I joined the Air Force, we were roughly twice the size we are currently. Now, we are in Afghanistan, fighting terrorism in Africa, providing training to other developing countries, and fighting a seemingly never-ending battle with funds to keep our home station operations moving, and we still continue to make the mission happen wherever we are. These are all big Air Force things. What do we do here? Let’s see, we move hundreds of thousands of passengers and cargo safely and securely through this air base every year. We have a first-rate medical group that takes care of the largest population of military members outside the U.S. We have firstrate dining facilities, fitness centers and USO shows. Whether it is fixing and launching aircraft, defenders protecting the base or our logisticians, making sure we have the proper equipment and supplies to do the mission, we get it done safely and properly every day. The bottom line is despite what the media says, or the fact we often focus on all the negative stuff that happens, keep your head up, because we are awesome at being awesome!

Then you might be interested to know that in both cases, the sale/purchase is subject to German law. Therefore, it is good to know what host nation laws say on the subject of warranties and defects. Even though verbal contracts are valid and fully enforceable in Germany, only a written agreement enables you to adequately prove the terms of the agreement and clarify each other’s obligations under it. All terms should be reduced to writing and signed by the parties, because written contracts are presumed to be correct, complete and without binding oral (side) agreements. The buyer should have the car thoroughly checked out and tested before the sale is concluded. The car should be inspected by a trustworthy, independent third party (e.g., a garage).
Passing inspection is hardly enough proof that the car will remain a reliable one since it does not say anything about the real condition of the car. It just shows the car is doing fine at that one moment. A clause like “inspection guaranteed” means only that the seller has the duty — and the right — to place the car into such a condition that it passes inspection. Normal wear and tear usually does not constitute a legally relevant defect, even if it impairs the functioning of a used car, unless the buyer demanded a clear, concrete and binding representation from the seller to the contrary. Therefore, the buyer should ask the seller for specific assurances, express warranties or guarantees if a certain condition is important to him or her. It should be put down in writing. In Germany, the average total life span of a car is 10 years. After eight years, rust is a significant danger for almost every car in Germany and is, therefore, considered to be normal wear and tear. When buying a car
from a dealership, the warranty period is two years. It can be reduced to one year if you buy a used car from a dealer. Only when buying from a private person can the warranty be excluded completely by terms like “as is,” “with all faults” or “Gebraucht wie besichtigt.” It is also important to verify the seller’s name on the bill of sale and to keep a copy of the power of attorney if the seller is selling on behalf of another person. Do not hesitate to ask to see the seller’s ID. Also, keep the seller’s local address and phone number on file in case you need to contact him later should a problem arise. Smith Elementary School students uncover their roots by Ignacio “Iggy” Rubalcava U.S. Army Garrison Baumholder Public Affairs The quest to learn when Smith Elementary School opened led students on a learning adventure that revealed long forgotten historical facts about the school. The students captured all these details and created a display of historical photos and newspaper clippings, which are now on display at the school. With the help of information specialist Heather Majorwitz, who assisted the fifth grade students from Dr.
Sheri Sedovic’s fifth grade class and Martha Sommer’s sixth grade class in collecting information, they soon learned that the school opened in September 1952 and had its opening ceremony on Jan. 24, 1953. Knowing this, the faculty and students plan on celebrating their 61st anniversary on or around Jan. 24. “We learned that Smith’s mascot used to be the koala bear (now we are the bulldogs),” Majorwitz said. The students also learned that the Americans took over the post in 1951 and that President and Mrs. Clinton came to Baumholder in 1995.
“We also learned that the library was an addition to the school and that there used to be classes in Quonset huts or in housing basements,” she said. The students also discovered that the first year the school was open, six eighth-graders received diplomas. “It was fascinating,” Majorwitz said. Along the way, the fifth and sixth grade students from Smith Elementary School also learned the difference between primary and secondary sources, if they were credible and if they helped answer the question on everyone’s mind of when the school opened.
As they delved into the school’s past, the students also uncovered numerous pictures and nuggets of information about Capt. Harold D. Smith, the man for whom the school is named. Majorwitz and the students utilized technology and good old fashioned interviews to gather their data. They talked to teachers who have taught at Smith Elementary School for many years, scoured the USAG Baumholder website, explored newspaper digital archives, connected on Facebook with past residents and surfed the Web to uncover long forgotten facts about the school.

This is the heavy obligation hung over the heads of new Airmen in the 86th Aircraft Maintenance Squadron and 86th Maintenance Squadron. Airmen from the 86th AMXS and MXS hold the responsibility of keeping Ramstein’s “birds” in the air with less than four years of experience. “It’s stressful knowing I can change thousands of lives if I don’t fix an aircraft correctly,” said Senior Airman Jacob Curtis, 86th AMXS crew chief. “It’s long, high-intensity work that has no room for any flaws or for anything to be overlooked.” These Airmen work 24/7 to ensure the mission readiness of Ramstein’s aircraft. They also maintain them by conducting in-depth inspections on every aircraft from top to bottom. Inspecting each of them for up to a week or more increases the longevity of the aircraft by years. “It’s a dirty, greasy job,” said Airman 1st Class Skyler Archibald, 86th AMXS electrical and environmental systems technician. “It’s all about the preventative measures we take to keep these aircraft going, and by continuously doing these checks and inspections, we can prevent major damage and costly mistakes.” Some of the 86th AMXS and MXS Airmen travel with the aircraft to maintain it en route to temporary duty stations and missions or in the event the aircraft goes down. “In case the aircraft does break during flight,

Fifth grade students in Jennifer McPhail-Hastings’ class at Landstuhl ElementaryMiddle School have fun with their “Hour of Code” during Computer Science Week. It was fun, challenging at times, and led to some collaboration among students.
Education Notes Teddy Bear Sleepover
Children have the opportunity to join the Rheinland-Pfalz Library for storytime with their favorite stuffed animal, then tuck their stuffed animals in for their first library sleepover. Children may pick up their stuffed animals the next morning, enjoy a light breakfast and see pictures of the sleepover. The storytime will take place at 6 p.m. today, and the pick-up and muffin breakfast will take place from 9 to 11 a.m. Saturday. This event is open to all ages. Parents of school-aged children are invited to attend the next School Advisory Board meeting at 4 p.m. Jan. 23 at the Lindberghof Dining Facility. The School Advisory Board represents all schools in the KMC. It is made up of an equal number of parents and faculty representatives from each school in the KMC. The board works collaboratively with the 86th Airlift Wing and U.S. Army Garrison Rheinland-Pfalz military and district school leadership to provide information on community-wide initiatives and resolve matters affecting K-12 schoolaged children the KMC.
Simply Sewing
The Child, Youth and School Services EDGE! program is offering a Simply Sewing class for childen in fourth to 12th grade. Classes will be held from 4:30 to 6 p.m. Monday and Jan. 27 at the Landstuhl Youth Center, Bldg. 3819. This activity will teach children how to develop skills that can be useful and bring pleasure throughout a lifetime. It is also a great way to express artistic capabilities. Dog owners must know how to keep, walk dogs by Petra Lessoing 86th Airlift Wing Public Affairs Dogs can be nice Christmas gifts, but dog owners should understand a dog means a lot of work and a lot of responsibility. It is common for people to abandon their dog shortly after purchasing it because they realize quickly how challenging it is to own a dog. Because of this, German animal protection laws dictate how to properly keep a dog. The law says people who own or care for an animal are not allowed to limit the animal’s opportunity for species-specific movement in a way that the animal suffers from pain, diseases or injuries. “When the USO newcomers’ orientation tour stops at our office, we ask those who have dogs or plan on getting one to grab one of our brochures with all the rules,” said Sissi Kösling from the German-American Community Office in Kaiserslautern. “In the past, we used to get calls from (home owners) who complain about dogs barking all day long in apartments or houses rented by Americans,” she added. “We contacted them to let them know there is a German animal protection law applicable for all animals kept as pets. We try to solve problems before official authorities take action.”

Enlisted quality force review board to be held in May by Debbie Gildea Air Force Personnel Center Public Affairs JOINT BASE SAN ANTONIORANDOLPH, Texas — A quality force review board will convene here May 5-16 to consider eligible Airmen for retention, Air Force Personnel Center officials announced recently. The board is one of several fiscal 2014 force management programs that have been or will be implemented to help achieve manpower and force structure goals as the service focuses on 2015 and beyond, said Lt. Col. Rick Garcia, the AFPC retirements and separations branch chief. The board will consider Airmen with fewer than 18 years, or with 20 years or more of service as of Sept. 30, 2014, who have specific negative reporting identifiers, reenlistment eligibility codes, assignment availability codes or grade status reasons. Those identifiers, indicators, codes and reasons include awaiting retraining due to disqualification, awaiting discharge for cause, current referral performance report, grade reduction, rank not commensurate with years of service, five or more days lost time,
career field skill level not commensurate with grade, serving a suspended Article 15 punishment, serving on control roster, poor fitness assessment, disqualified Airmen (for cause) returned to duty program and denied reenlistment. Airmen who have 20 or more years of active service who are not selected for retention must retire by Oct. 1, 2014. “Non-selected Airmen eligible to retire must apply for retirement as, by law, service members must apply for retirement,” Garcia said. “It’s not automatically given.” Airmen with fewer than 18 years of active service who are not selected for retirement must separate by Sept. 29, 2014. Affected Airmen may request separation or retirement rather than meet the board. “Some Airmen, those with 15-to-18 years of service as of July 31, 2014, may be eligible for the Temporary Early Retirement Authority Program, so they may want to consider applying for TERA in lieu of meeting the board,” Garcia said. Unit commanders or senior raters will prepare enlisted retention recommendation forms for all board-
eligible Airmen assigned to their units as of Dec. 19, 2013, and at least 30 days before the board, will provide copies of the recommendation forms to affected Airmen. A copy of the form will also be available for review in each affected Airman’s records; those Airmen will get a message from AFPC to let them know when the form is viewable. “If you have not received your copy of the retention form by April 5, contact your commander, and don’t wait until you get the message to review your records,” Garcia advised. “You should review your records now to make sure the information is accurate. If it isn’t, you’ll still have time to update your records before the board.” Airmen slated to meet the board may also submit a letter to the board to address any matter of record they believe merits consideration. Letters must have Airmen’s signatures, not electronic signature blocks. Letters, addressed to the fiscal 2014 enlisted quality force review board, must reach AFPC before midnight April 25. Although voluntary separation pay will not be offered, Airmen with six through 15 years of active service
who are not selected for retention will receive full separation pay. All separating and retiring Airmen must attend a transition assistance program offered at their local Airman and Family Readiness Center. TAP includes congressionally-mandated pre-separation counseling, a required five-day TAP workshop, veterans benefit briefings that include details on disability, one-on-one assistance to develop an individual transition plan and a capstone, which requires commander concurrence that the member has met all career readiness standards. Other related services include employment resources, financial planning and management, spouse employment assistance, relocation assistance and general information and referral. “We highly encourage all Airmen affected by force management programs to sign up early for a TAP class,” Garcia said. “Force management coupled with routine separations and retirements activity will have a significant impact on availability, so waiting until you learn the results of the board may prevent you from getting into a conveniently-scheduled class.”

AF to convene enhanced selective early retirement board in June by Debbie Gildea Air Force Personnel Center Public Affairs JOINT BASE SAN ANTONIO-RANDOLPH, Texas — The Air Force will convene an enhanced selective early retirement board here June 16 to consider eligible officers for early retirement, Air Force Personnel Center officials said today. ESERB, a new authority granted in the fiscal 2013 National Defense Authorization Act, applies to regular, active-duty majors through colonels. The board is one of several fiscal 2014 force management programs that have been or will be implemented during fiscal 2014 to help achieve manpower and force structure goals as the service focuses on 2015 and beyond, said Lt. Col. Rick Garcia, the AFPC retirements and separations branch chief. Officers eligible for this board include activeduty biomedical sciences corps and medical services corps lieutenant colonels who have been once non-selected for promotion to the next higher grade, and active-duty, retirement-eligible line of the Air Force, LAF-judge advocate, chaplain, nurse corps, BSC and MSC majors. Senior raters as of the Jan. 17 accountability date will prepare a retention recommendation form for each of their eligible officers, and will provide
those officers with completed copies of their RRFs by May 16. Eligible officers who do not want to meet the retention board can apply Tuesday to May 16 for voluntary retirement, and can use other FM programs, such as the limited active duty service commitment waiver, to enable them to retire with a Jan. 1, 2015 effective date. Officers may continue to apply for voluntary retirement after May 16, but they will remain ESERB eligible and will meet the board. Officers with a retirement approval date on or before June 13, 2014 will not meet the board. Eligible officers who use other FM programs to enable them to retire voluntarily may be required to repay funds, Garcia said. For example, officers who do not complete the active-duty service commitment incurred for transferring their Post 9/11 GI Bill benefits to a family member may have to pay back the monetary value of any transferred benefits used by a family member. Officers selected for retirement by the board, however, will not have to repay those benefits. “The board will be conducted using the Electronic Board Operations Support System, so we recommend that you review your records for accuracy and update information well before the board convenes,” Garcia said.
