THE HOUSING HYPE

Mold — a health risk in your home The health and safety of our residents is a top concern for the KMC Housing Office. Our commitment to you is to provide our housing residents with a safe living environment. In Germany, mold can often be found both indoors and outdoors. Mold can enter your home through open doorways, windows, vents, and heating and air conditioning systems. The catalyst that all mold needs is moisture. As such, you are most likely to encounter mold in damp places such as bathrooms, kitchens, laundry rooms, basements, and crawl spaces. Identifying the presence of mold early is critical Often, it will appear as fuzz or dust on surfaces. Even hard surfaces, such as dressers, appliances, and shelves can develop mold. Be sure to inspect vertical surfaces (walls, sides of dressers, etc.) when cleaning for mold. Also, musty odors may be an indication of mold and should be followed by thorough visual inspection and confirmation. Unfortunately, and too often, mold is left unattended and it flourishes and spreads before anything is done to remove it.
January 28, 2022
So, what can you do? Prevention is the easiest way to control mold. Routine cleaning will eliminate mold and keep it from spreading to other areas. What do I do if I have mold in my house? If you can see or smell mold, a health risk may be present. You can take steps to prevent mold growth in your home, and once found, take aggressive actions to eliminate it. If living on-base and you suspect a maintenance issue, you can call the MFH maintenance contractor (Vectrus 06371-463-9510). If you live off-base, you should immediately talk with your Landlord if you have any unusual condition in your home. Tuskegee Airman, Air Force legend passes away at 102
Story and graphic by Staff Sgt. Nick Z. Erwin Secretary of the Air Force Public Affairs Brig. Gen. Charles E. McGee, a Tuskegee Airman and Air Force legend, passed away at his residence in Bethesda, Md., Jan. 16. He was 102 years old. McGee was an airpower champion, noted for his combat successes and impact on the cultural shift within the military. “As a Tuskegee Airman and combat aviator with 409 missions across three decades, his years in uniform were nothing shy of heroic, and his example of integrity, service, and
excellence endures,” said Air Force Chief of Staff Gen. CQ Brown, Jr. “His legacy is foundational to our service, and a daily inspiration for me personally, and to so many other Airmen.” McGee’s aviation career began on Oct. 26, 1942, after he enlisted in the U.S. Army as a pilot. He would fly 108 combat missions throughout Europe during World War II. During this time, he and other Tuskegee Airmen distinguished themselves through their combat proficiency and competence. With over 6,800 flying hours, McGee’s career spanned 30 years and three different wars: World War

II, the Korean War and the Vietnam War. His decorations for outstanding service included the Distinguished Flying Cross, Legion of Merit, Bronze Star, Air Medal and the Presidential Unit Citation. In 2007, the Tuskegee Airmen were presented the Congressional Gold Medal by former president George W. Bush, and in 2011, McGee was enshrined in the National Aviation Hall of Fame. Later in 2019, the Tuskegee Airmen were further recognized in naming the T-7A training aircraft, the “Red Hawk,” in honor of the airplane flown during World War II. For his efforts during and after his military service, McGee

was promoted to the rank of brigadier general at the age of 100. The Tuskegee Airman dedicated his time to bettering the lives of all Airmen. Often sporting his red Tuskegee Airmen jacket, McGee advocated for aviation and equal treatment of Airmen, regardless of their backgrounds. After his retirement, McGee continued to mentor young people, current and former Airmen and all others interested in aviation and science, technology, engineering and mathematics. “Just last month, to celebrate his 102nd birthday, he spent time with Airmen, continuing to influence and teach long after retirement,” Brown
said. “One of my favorite lessons, in his own words, was ‘Don’t let circumstances be an excuse to not achieve…that’s not the American way’.” Through McGee’s actions, the Air Force has continued to break barriers and create a military branch that accelerates change at every possible instant. His legacy showcases the unending resolve and courage needed to secure and protect the nation at any time. “Getting to know and spend time with him was an honor and a true joy, and my heart is with his family and all those affected by passing,” Brown said.

Aviator call signs: History, naming rituals

by Katie Lange Department of Defense News If you’ve been a fully trained military pilot for more than a few months, chances are that you’ve scored yourself a call sign by now. The call sign tradition is celebrated by aviation communities across all military branches. These pilot nicknames can quickly identify an aircraft or individual, and they also help to confuse the enemy, who might be listen-
ing in on your communications. Nowadays, call sign naming rituals for fighter, bomber and other pilots are a pretty formal process amongst the services, which will be detailed later in this article. But those rituals developed slowly over time, and the origins of the tradition are a bit murky. Several military historians were interviewed for this story, and no one could definitively say how pilot call signs got their start.
An unclear origin Some historians believe aircraft call signs were first used when radio became a commodity around 1930. As radio communications grew in prominence into World War II, so did call signs for planes, ships and occasionally geographic points, said National Naval Aviation Museum historian Hill Goodspeed. He said aircraft call signs became common in the 1970s because they were short and added an extra level of identifica-

tion, “particularly during times of intense, fast-paced operations.” According to several historians, a lot of individual aviators in the early days of flight had nicknames, too, but they weren’t classified as call signs – they were generally given early in a pilot’s career and revolved around his physical traits, personality or something pop culture-related. For example, when nicknaming became popular during World War II, Army Brig. Gen. David Lee Hill was from Texas, so his nickname was “Tex.” Marine Corps Col. Gergory Boyington was nearly a decade older than the men serving in his command, so he was known as “Pappy.” Some historians say that pilot call signs may have originated from ground controllers wanting a quick way to reference those aviators over the radio, but that’s still hearsay. Call signs were sometimes even given to the enemy. Air Force Academy historian Brian Laslie said one famous case was that of World War I German ace Manfred von Richthofen, who painted his fighter aircraft red. His nickname in German was “Der Rote Kampfflieger” — a mouthful for any English-speaking pilot — so he was known to Americans by its loose translation, “The Red Baron.”
Like aircraft, call signs for pilots became more widespread by Vietnam; however, official naming ceremonies for them weren’t institutionalized until the 1980s, National Air and Space Museum curator Michael Hankins said. Current naming rituals While naming rituals vary from service to service and squadron to squadron, a lot of the main components of the process are the same throughout the aviation community, no matter the branch. Most current call signs are still based on the same sources as in the early days of aviation — a derivative of a last name, physical features, personalities or pop culture. Air Force Lt. Col. Keith Anderson said some call signs are intentional misspellings of common words to create an acronym referencing a story about the pilot. According to Anderson and Navy Cmdr. Chris Papaioanu, most are based on the pilot screwing something up. “Quite often, a call sign will be based on a retelling of a mistake a young pilot made, with the rule being that the story has to be at least 10 percent true,” Anderson said. Across the branches, most pilots earn their call signs at their first operational squadron as a junior officer, if they didn’t receive one earlier. A few call sign ideas

are usually thrown around within a squadron before a pilot’s peers vote on their favorite. That name is then approved by the squadron’s commanding officer. “The skipper’s there to veto it just in case it’s crossing any lines or getting too aggressive,” said Navy Cmdr. Michael Patterson. “I have seen a number of call signs get rejected for a number of reasons — it wasn’t funny enough, it wasn’t silly enough, it went from the PG-13 range and beyond and it kind of needed to be toned down a little bit,” said Marine Corps Lt. Col. Christopher Demars. If a rejection happens, usually there are backup names at the ready. What’s in a name? “Everybody wants something that sounds awesome, that sounds cool. But it’s just never going to work out that way,” said Demars, whose call sign “Ollie” came from embellished stories he told that reminded his squadron of the old military history TV program “War Stories with Oliver North.” Call signs can be embarrassing for the pilot, which many aviators said helps build a humility-based culture. For example, Patterson said he knows a few guys with the call sign “BamBam,” likely because they blew out their aircraft’s tires when they forgot to
take off their parking brake as they launched from their aircraft carrier’s catapult. “My call sign is Cage,” Anderson explained. “A heat-seeking missile has a seeker on the front that must be ‘uncaged’ in order to follow the heat source before the missile can be fired. The button to make this happen is on the control stick, but I have cartoonishly small hands and I can’t reach that button, so I’m ‘Cage’ because I can never ‘uncage.’” Regardless of the story behind the name, it’s all good-natured. “There’s supposed to be an aspect of fun in it,” Demars said. While the Army doesn’t have fixed-wing aircraft, its helicopter pilots also have call signs. “When we make pilot in command, we get a choice of our local call sign,” said Army Chief Warrant Officer 2 Kyle Pearl, a Black Hawk pilot with the Idaho Army National Guard. “Some of our guys have other call signs like nicknames that you typically see in the Air Force and Navy.” Changes are rare Another general naming practice: while more than one pilot can have the same call sign, it’s rare to be renamed. “Unless you’ve really done something to highlight yourself after you’ve been given a call sign,
typically it will stay the same,” Papaioanu said. Anderson said that, at least in the Air Force, there’s one exception: if a pilot has flown a combat mission with their call sign, it can never be changed. No matter how a call sign came about, they all come with a sense of pride. Not only are they useful for communications and identification purposes, but they can also be a term of endearment, a rite of passage and a way of bonding an aircrew together.

AFWERX Agility Prime completes first USAF-piloted flight of an eVTOL vehicle with partner Kitty Hawk by Katie Milligan AFWERX The AFWERX Agility Prime program took another step forward in December with the first government remotely piloted flight of an electric Vertical Takeoff and Landing, or eVTOL, aircraft. Capt. Terrence McKenna, an Air Force Reserve pilot with the 370th Flight Test Squadron and the Test and Experimentation Lead for AFWERX Agility Prime, participated in remote pilot in control, or rPIC, training on the Heaviside aircraft at the Kitty Hawk Corporation’s facility in Palo Alto, California from Dec. 13-17, 2021. The training culminated in the first government remote piloted flight of an eVTOL aircraft when he successfully flew the Heaviside via the Buddy Box System. This first Airman flight demonstrated another key milestone in the collaboration. Kitty Hawk, in partnership with Agility Prime, is evaluating a training syllabus for their unmanned eVTOL aircraft, the Heaviside. McKenna’s 15-plus years of expertise piloting manned aircraft such as the C-5 Galaxy and the T-38 Talon, as well as designing, developing, and testing manned and small unmanned aircraft systems, or sUAS, as a civilian engineer, assisted Kitty Hawk’s team of engineers in refining both their product and their training procedures. Kitty Hawk: Building on the Wright Brothers’ legacy Kitty Hawk Corporation was founded in 2010 by Sebastian Thrun and is backed by Google co-founder Larry Page. Their series of Heaviside aircraft are just several in a line of over 20 various eVTOL prototypes. Kitty Hawk is headquartered in Palo Alto, California and conducts much of its testing there. In July 2021, the U.S. Air Force granted Kitty Hawk airworthiness approval, enabling the company to take advantage of additional testing opportunities through a partnership with Agility Prime. Josh Lane, a flight test engineer for Agility Prime, began working with Kitty Hawk in March 2021 and has collaborated with Kitty Hawk to develop test plans supporting their prototype testing and goals to commercialization. Focusing on Federal Aviation Administration revised Part 23, the safety standards and type certification requirements for small aircraft,

and other potentially relevant parts of the Code of Federal Regulations, eVTOL companies like Kitty Hawk gained a greater understanding of the requirements they would have to comply with in order to gain type certification. However, Lane explained that the road to certification for eVTOLs is an ongoing, collaborative process. “These are new designs that don’t fit the FAA mold, and there’s not a 100 percent fit in some of these companies’ cases, so there’s a lot of engagement going on getting this path to a certified FAA aircraft,” Lane said. “They’re using baseline parts and working with the FAA to determine what that certification basis is and what areas to be adjusted and addressed.” McKenna concurred, saying, “Agility Prime is figuring out how we approach training for these types of aircraft. This is a whole new ballpark.” The Heaviside aircraft Named for the English engineer, physicist, and mathematician Oliver Heaviside, the Heaviside is Kitty
Hawk’s current flying model. The company has worked through several iterations of this vehicle and are in the planning stages for the next. The Heaviside was first deployed in 2019 after nearly a decade of development. This aircraft’s maximum takeoff weight is approximately 880 pounds, allowing for a passenger up to about 176 pounds. Heaviside can travel at speeds of roughly 180 miles per hour, but most significantly, it remains quiet: only about 35 decibels at 1,500 feet above ground level, which is slightly louder than a whisper and about 100 times quieter than a helicopter. Additionally, Heaviside has demonstrated 237 transitions between hover and forward flight, as well as a range of 100 miles on a single charge. Heaviside takes advantage of several advanced technologies, such as Distributed Electric Propulsion, as this aircraft has eight fully electric propellers. Additionally, Lane explains that Kitty Hawk has refined its use of automated flight capabilities through its Ground Control Station, or GCS; engineers can
upload a flight plan, telling the vehicle to fly to certain locations, and the Heaviside can perform the entire flight profile without human intervention. However, a training feature of the Heaviside is the Buddy Box setup, which is a secondary remote controller wired to a primary controller. This system is intended for the use of an instructor and a student performing the duties of an external pilot in manual flight mode; the trainee handles and operates the aircraft while the instructor provides supervision and support. The Buddy Box system works much like a driver’s education car: the driving instructor is in the passenger seat and allows the student to manually operate the vehicle, but is ultimately in full control and able to brake if necessary. Likewise, for a Buddy Box setup, the instructor can override any direction that the rPIC gives the aircraft from the primary controller. The Heaviside and future models will not rely on an external pilot for flight operations, but utilizing this training method now affords
the opportunity for more immediate and qualitative feedback on the aircraft, while also building out a training syllabus for the GCS operator. Training with Capt. Terrence McKenna Though the current training plan for the Heaviside includes a five-day familiarization course and a 12-day rPIC qualification course, McKenna participated in elements of only the familiarization course. Kitty Hawk utilizes techniques such as Scenario-Based Training, which is derived from the FAA’s Airmen Certification Standards and places the student in lifelike situations in order to complete each lesson objective. Additionally, Kitty Hawk employs Learner-Centered Grading, allowing students to assess their own performance in open conversation with their instructor. Agility Prime chose McKenna to participate in this training because he fulfilled Kitty Hawk’s trainee prerequisites, which include possessing either a military pilot rating or an FAA Part 107 and 61

January 28, 2022 certificate. Through a buildingblock approach, students must also demonstrate proficiency in flying smaller remote control, or RC, aircraft, such as fixed-wing aircraft and quadcopter, before graduating to the Heaviside. During the week in California, McKenna primarily concentrated on the duties of the external pilot, flying in manual mode, rather than automated flight and operating the GCS. Days 1 and 2 focused on ground academics, including simulation training, preflight checklists, and exposure to the Heaviside’s GCS. Inclement weather kept the aircraft grounded, but McKenna reported a productive day of reviewing operations and discussing syllabus development. Then, on Day 3, after completing several flights on smaller remote control aircraft, McKenna successfully piloted the first U.S. Air Force flight of an Agility Prime-sponsored vehicle, navigating the Heaviside through the sky as the External Pilot at Kitty Hawk’s test site. By the end of the day, McKenna had conducted three successful flights, focusing on vertical maneuvers, takeoff and landing, manipulation on all axes, auto-hover, and manual flight. McKenna described that operating as the external pilot allows pilots to get a feel for what the aircraft is capable of as it moves through the sky. “It’s a different paradigm for operating the aircraft,” McKenna said. “A crucial thing that the RC controller allows you to do that a completely unmanned or a completely ground-controlled station based approach does not is [gain] that intuition about the flight characteristics of the aircraft that are so important [for operational employment].” Days 4 and 5 concluded the week by training McKenna on fixed-wing flight, outbound and inbound transitions to vertical flight, and flying full profiles. McKenna reported enthusiastic satisfaction with the tested training methods from Agility Prime, Air Education and Training Command’s Det 62, and Kitty Hawk. “I feel very confident in the training [including] pre-study, ground academics, simulation work, and surrogate flights to get us to this point,” McKenna said. Syllabus Development in Partnership with AETC’s Detachment 62 While McKenna indeed learned to remotely pilot the Heaviside, a crucial objective of the weeklong exercise was to evaluate and improve the training plan itself for future operations. “The main objective is to help collaboratively develop syllabi for these platforms with Kitty Hawk and

our AETC detachment [Det 62],” McKenna said. To monitor and evaluate McKenna’s training process, AETC sent out Det 62 personnel to lend their experience with developing flight training plans. The Det 62 team worked closely with Kitty Hawk and the Agility Prime test team to draft an initial syllabus for McKenna for test and training. The team coordinated with Kitty Hawk’s analysts, as well as Agility Prime, to observe, gather data, review training processes, and conduct detailed debriefs along the way. Moreover, Brittney Tough, Kitty Hawk’s senior flight training manager, also brought extensive knowledge and experience to the table and served as an asset to government flight test teams. “There’s an opportunity between the military and the civilians to learn from each other on good practices and approaches to training plan development,” Lane said. “I’m certain that there’s going to be some learning going in both directions.” Looking forward to the potential military utility of the Heaviside, Lane expressed the vitality of the AETC’s presence at and contribution to the project. “It’s huge that AETC sent out this detachment, and they’re doing this early work to lower risk and pave the path for integrating one or more of these companies’ systems into military use, and trying to make sure that’s as seamless as possible,” Lane said. Lane and McKenna both emphasized the importance of Agility Prime’s early involvement and cooperation with industry in order to accelerate the development
of the eVTOL market. “There’s three legs to the stool: training, the aircraft itself, and the logistics to support it,” Lane explained. “The typical goal is to have your training system in place, so that when you field a system, you have people that are ready to use it.” McKenna spoke to the success of Air Force early involvement through Agility Prime with eVTOL companies like Kitty Hawk. “That interaction is paying dividends, and it’s continuing to grow,” he said. “Firsthand, I’ve seen that interaction prove fruitful on both ends.” Additional Successes: BVLOS Flight and FlyOhio The first U.S. Air Force-piloted flight of an eVTOL builds on recent highlights and milestones in the Agility Prime program. On Nov. 10, 2021, Kitty Hawk successfully completed its first beyond visual line of sight, or BVLOS, flight during the Ohio Advanced Air Mobility Showcase, organized by FlyOhio, at the Springfield-Beckley Municipal Airport, near Wright-Patterson Air Force Base. “The Air Force has been a strong partner for us as we bring eVTOLs closer to being ready for human flight,” said Sebastian Thrun, Kitty Hawk chief executive officer. “In Ohio, we hit an important milestone making us the first UAM provider to fly a remotely-piloted aircraft BVLOS in a non-restricted air space.” Using SkyVision, a ground-based detect-and-avoid system developed by the Air Force Research Laboratory, in conjunction with the Ohio Department of Transportation, Kitty
Hawk safely maneuvered Heaviside among other manned flight traffic. “The Heaviside BVLOS testing provides an excellent example of Agility Prime’s aim to partner with industry and provide access to key government test resources, such as SkyVision, and [this] expertise continues to help advance the commercial eVTOL industry,” said Col. Nathan Diller, AFWERX director. Heaviside’s goals and ecosystem impact The Heaviside’s utility extends into both the commercial and military worlds. Kitty Hawk hopes to provide a commercial air taxi service, but their eVTOL presents a multitude of opportunities for both civilian and government use. Ultimately, Kitty Hawk hopes to lower costs with their vehicle, making aerial ridesharing more acces-
sible and affordable to the general population. McKenna noted that potential military and industry use cases largely overlap for the Heaviside: the aircraft could transport injured personnel, evacuate people from hostile territories, deliver cargo or first aid, make emergency medical services more accessible in rural areas or congested cities, and assist with firefighting or search and rescue operations, among many other potential scenarios. “What we’re trying to do is develop a training pipeline in the Air Force to understand these types of aircraft,” McKenna said. “If we can get a joint Air Force-industry experimentation team, we can now open the aperture on engagements for these types of aircraft dramatically.” Regardless of how these vehicles are put to use post-certification, Lane drew attention to the practicality of implementing eVTOL aircraft into society. Though Prime focuses on how the Heaviside and its competitors affect the National Airspace System, new eVTOL technology will impact the entire aviation ecosystem. “Most simplistically, it’s more than just aircraft; it’s these airsystems and the entire ecosystem that they will fly in and that need to support them,” Lane said. “There’s research and testing activity going on to develop, enhance, and bolster the National Airspace System so that we can start incorporating these new capabilities.” Overall, both McKenna and Lane praised the teamwork necessary to achieve this milestone flight. “We’re establishing the interaction and the processes to make sure everything is vetted and approved and done in a safe manner,” McKenna said. “It’s a great way to accelerate innovation, supporting industry and keeping up with them. It’s been a great team effort, and I’m excited about how it came together.”

From clerk typist to Army senior leader, an American Dream realized by Justine Barati Public and Congressional Affairs at the Joint Munitions Command The American Dream of opportunity and prosperity through hard work, determination and skill is personified in JoEtta Fisher, who achieved that dream through government service and made the nation better in the process. Fisher started working for the government as a summer-hire clerk typist at Rock Island Arsenal while attending Moline High School in Moline, Illinois. She took clerical and secretarial courses during her senior year of high school and participated in a program, in which she worked half days on the Arsenal. Thirty-five years later during a ceremony on Jan. 19, she retired as the highest-ranking civilian within the Joint Munitions Command, a worldwide organization providing all services within the Department of Defense and U.S. allies with conventional ammunition. “During her 35-year career, JoEtta has been respected throughout the Army and Department of Defense for her expertise, her valued advice to commanders, senior leaders, and ammunition professionals around the world, and most importantly, for her commitment to supporting the JMC workforce and developing the next generation of leaders,” said Brig. Gen. Gavin Gardner, the JMC commander and host of Fisher’s retirement ceremony. Fisher was respected by all services supported by JMC. “Ms. Fisher has been a friend to the Marine Corps for her entire career! The Marine Corps is truly losing not only a supporter, but a friend,” said Lt. Col. Brian Wisneski, deputy program manager for ammunition on the Logistics Combat Element System team for the U.S. Marine Corps Systems Command. “JoEtta is a trusted ammunition logistician, leader and friend. She always provided expert advice, was

willing to make tough decisions and executed according to the plan. She will be missed by ammunition experts around the world,” said Rhonda VanDeCasteele, former Deputy to the Commander for JMC. “JoEtta has been well-regarded as the Deputy to the Commander, but even more, as the professional she is in all she does for the organization. The outstanding accomplishments of JMC are directly attributable to JoEtta’s leadership and commitment to the Army and its employees,” Gardner said. “When I was in JMC, when JoEtta would walk in my office, I had a smile on my face, because I knew I never had U.S. & GERMAN ATTORNEYS U.S. & GERMAN DIVORCES • SUPPORT ISSUES • EEO WILLS & PROBATE • EMPLOYMENT • PERSONAL INJURY MSPB • CONTRACTOR ISSUES • TAX ADVISORS

to worry about the quality or the content of the work she presented. I could sit back and relax and listen, because the quality of her work was unbelievable,” said retired Lt. Gen. Larry Wyche, former deputy commanding general of Army Materiel Command and the former commanding general of JMC. “JoEtta has always been that person of logic and practical thinking. She was that way when I met her and still is today. That's why she was able to courageously lead JMC through so many challenges,” said Trish Huber, former Deputy to the Commander for JMC. Fisher showed the strong resolve that led her to success at JMC from a young age. “When she was roughly four years old, we told her she couldn't do something, because she was too young and too tiny,” said William Humphrey, Fisher’s father. "So JoEtta figured out exactly how to do this project she wanted to do. She was ready to debate the issue with us and perched herself right in the middle of the dining room table. We knew we weren’t getting away until we agreed with her plan. That’s when we realized that anything you told JoEtta she couldn't do, she was going to find a way to get it done." Senior Executive Service leader, JoEtta Fisher, retired from her position as the Deputy to the Commander and Executive Director for Ammunition for the Joint Munitions Command, dur-
ing an official ceremony held Jan. 19, after serving more than 35 years in the Department of Defense. As part of that pioneering spirit, Fisher was the first in her family to earn a college degree. After graduating from Truman State University in Kirksville, Missouri with a degree in business management, she came back to the Arsenal as a clerk, then applied for and completed an ammunition management internship with the Defense Ammunition Center. She continued to pursue opportunities, gain technical skills and advance her education in order to move forward in her career. “I started at 17 as a summer hire clerk typist — I wanted to grow up and be a secretary. As I progressed in my career, my aspirations grew and I wanted to be more,” said Fisher. Successive assignments included various inventory and logistics management roles associated with munitions, including as Director of Supply Planning for JMC and the Deputy Chief of Staff for the Munitions and Logistics Readiness Center — also known as the MLRC. She then became the Deputy for the MLRC, and subsequently JMC’s senior civilian, a Senior Executive Service leader, or SES, serving not only as the Deputy to the Commander, but also as the Executive Director for Ammunition. She was the first person at JMC to fill this dual role. In the civil service of the U.S. govern-
ment, the SES is a position classification which is the equivalent to a general officer in the U.S. armed forces. “Ms. Fisher always encouraged good ideas and truly cared about the mission and the people equally … it’s truly amazing to think back on the last decade and reflect on all of JMC’s accomplishments under her leadership,” said Nathan Hawley, director of the MLRC. Besides realizing her own dreams, Fisher also helped others attain their dreams through mentorship. This includes reinvigorating the command’s mentorship program, promoting leadership training programs and projects, and personally mentoring individuals within the command. “Our Army appreciates and promotes employees who lead by example, who successfully mentor others, who take care of their people, and who are able to adapt to a changing world. This description perfectly reflects JoEtta and her career as an Army Civilian. She has dedicated herself to training, motivating and leading a workforce that supports our Joint Force. The Joint Munitions Command, Rock Island Arsenal, the Army and the people of the United States have been exceptionally well served by JoEtta’s life of civilian service. So, on behalf of the Joint Munitions Command, thank you for your faithful service and all the wonderful work you’ve accomplished throughout the years,” said Gardner. Pursuing her dream also meant supporting the country. “JoEtta Fisher’s leadership was critical to ensuring Warfighters have reliable munitions available on time, every time. The continuity she provided to JMC as an Army Civilian leader ensured logistics excellence in munitions readiness across DOD. Her dedication to the personal and professional development of those around her, embodied through the numerous employees she mentored throughout her career, will have a lasting impact on JMC, Army Materiel Command and the Army,” said Lisha Adams, the executive deputy to the commanding general of AMC. “I started as a [general schedule] 2 clerk typist and am proud to be at an organization where you can start as a GS-2 and work your way up to Deputy to the Commander,” said Fisher. To conclude the ceremony, Fisher furled her Senior Executive Service flag to represent her formal retirement. Although this chapter is over, the legacy she has left of living her American dream by supporting the Warfighter and her servant leadership will live on through the program changes she made to improve effectiveness and efficiency and in those she mentored on the pathway of their own dreams.

New utility meters help with garrison energy conservation Story and photos by Nicole Alberico U.S. Army Garrison Rheinland-Pfalz Several Directorate of Public Works representatives from U.S. Army Garrison Rheinland-Pfalz gathered at Rhine Ordnance Barracks Jan. 19 to learn how to monitor and analyze data from the nearly 700 utility meters that were installed throughout the garrison over the last several months. The training is part of the metering effort in support of the garrison-wide energy conservation effort. “Our garrison team continues to focus efforts on developing effective strategies in reducing energy consumption coupled with meeting the needs of our communities. In reducing energy consumption through innovative technology and enhancing individual awareness, this allows us to become more efficient and effective in reaching our reduction goals,” said Deputy to the Garrison Commander Michael S. Amarosa. “These meters will assist in identifying areas with high consumption to create solutions in reducing our carbon footprint and reducing our expenditures on energy." According to garrison energy manager Zachary Eberbach, the Army installed the 694 “smart” utility meters in more than 450 buildings across the garrison. Eberbach said installing these meters involved extensive coordination with building tenants to access hookups and the Kaiserslautern and Baumholder Network Enterprise Centers to network every single meter. Eberbach said the meters will monitor usage of individual garrison facilities. “We know big picture kind of data but we don’t have buildinglevel data, and that’s what these meters really provide.” Eberbach said by the garrison
turned on or off for heating and windows opened and closed for cooling and venting, or lüften, as most homes here do not have mechanical forced air systems, according to Eberbach. He said just by turning office radiators from ‘3’ to ‘1’ in the evening and off during the weekend will hugely improve energy conservation throughout the garrison. However, these meters are not the end. Eberbach said he’s particularly interested in heat and water meters in Germersheim and steam meters in Baumholder. “There’s a lot more opportunities than what 694 meters have captured,” said Eberbach.
Garrison energy manager Zachary Eberbach (left) learns how to manage the new meters' connections.
installing the meters, DPW will find energy conversation opportunities and turn them into energy conservation measures. He said the meters will empower tenant facility managers with real-time data allowing them to compare how their building or unit is using energy against similar sized buildings and units. He said he envisions buildings and units engaging in friendly competitions on who can conserve the most energy. Eberbach noted that about twothirds of the garrison’s energy consumption is heating. The rest is electrical. During the training session, Eberbach and participants from Baumholder and Germersheim noticed a spike in heating consumption in Bldg. 164 on ROB on Jan. 18 at about 9 a.m. The team figured the spike was caused by employees turning up the heat in their offices after a holiday weekend, despite, as the data showed, the heat was on all weekend.
“That right there is one of our most major contributors for energy usage and one of our biggest opportunities for savings.” Unlike in the United States,
where heating, cooling, lights and appliances are increasingly controlled by automation, utilities here are controlled by hand. Radiators must be manually

Snow removal, sanding
Defrosting windshields
by the German-American Community Office Rules in Germany for keeping up your property or rental during winter may greatly differ from in the United States. The GermanAmerican Community Office has put together a few guidelines for your safety and those of others. According to Article 17, paragraph 3, line 5 of German rules applying to public order, keeping up roads and sidewalks is delegated to the owners and/or occupants of developed or undeveloped premises, accessible to pedestrians on a public public road or adjacent to one. Duties in winter include the removal of snow from the roads, sidewalks and crosswalks and very icy roads with sand or light gravel. In terms of proper timing, this means that winter responsibilities need to be carried out prior to heavy pedestrian or road traffic. Salt is only allowed under

extremely icy conditions. This means that sanding has to be done in such a timely manner that roads and sidewalks are secure prior to traffic, but not later than 7 a.m. on weekdays. Under certain circumstances, however, clearing may be required to start even earlier. On Sundays and holidays, heavy traffic is considered to start around 9 a.m. hours. Winter duties must be carried out regu-
larly at an earlier time to ensure required safety. In the evening this responsiblity ends after the heavy traffic period, as a rule of thumb around 8 p.m. Anyone failing to carry out their responsiblities, may be legally enforced to perform required snow removal or sanding. Also, bear in mind that if a person slips and is injured due to negligence of removing snow and ice, you can be held liable.

by the German-American Community Office Winter and snow can be a wonderful time in Germany. While many may enjoy winter wonderland, it can be tedious when having to clear your windshields on cold, icy mornings. Do you start your vehicle when it is cold in the morning to warm the engine up and let it
idle for a while? While this is a practical way to defrost windows and have another coffee inside, it is against the Rheinland-Pfalz State Emission Law and the Road Traffic Regulation. Idling your vehicle is not only noisy, it also wastes gas and pollutes the air. Fines can be up to €500, so please be aware!

Medical leaders address COVID-19 concerns during Blue Star Families forum by Terri Moon Cronk Department of Defense News The sheer volume of COVID-19 infections makes the virus and its variants a real challenge, Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, told a Blue Star Families forum in a virus update Jan. 19. Speaking virtually along with Army Lt. Gen. Ronald J. Place, director of the Defense Health Agency, and Air Force Maj. Gen. Paul A. Friedrichs, command surgeon of the Joint Chiefs of Staff, Fauci was the first to address military and veteran communities about the omicron variant of COVID-19. “We’re dealing, as we all know, with an unprecedented outbreak with COVID-19 that continually challenges us with new variants,” Fauci said. “We’ve gone from the original strain through alpha, beta and delta. And now we’re dealing with omicron, which is very unusual, because of this extraordinary capability of spreading so efficiently from human to human.” The United States still has a record number of COVID-19 cases and hospitalizations, and the nation has about 2,000 deaths per day from the virus, he added. But Fauci noted that by midFebruary, various states should start to show signs of turning around and begin to come down in their virus case numbers and hospitalizations.
Marine Corps Lance Cpl. Matthew McSpedon, stationed at Naval Submarine Base Kings Bay, Jacksonville, FL, gets a COVID-19 vaccine. McSpedon, a native of Poughkeepsie, N.Y., says, “I wanted to get the vaccine to show others at the base that it is safe.” Photo by Deidre Smith
“There are some fundamental tenets of public health with [regard to] COVID that many families are already practicing, and that is to get vaccinated,” he said, adding that boosters should be obtained, too.
Fauci also said it’s important to wear well-fitted, high-quality masks consistently indoors when around other people. “The other thing that you could do is when you are engaged in social interactions, … you might want to take the extra step of getting a rapid [COVID-19] test, “he said, adding that masks clearly now have shown to be very effective in not only protecting people from getting infected, but protecting people from transmitting the virus to others. The renowned physician called COVID-19 statistics stunning. “The latest statistics are that an unvaccinated person has a 10-times greater chance of getting infected, a 17-times greater chance of getting hospitalized, and a 20-times chance of dying compared to a vaccinated person,”
Fauci said. “Those statistics alone should get you to be really enthusiastic about protecting yourself and your family.” He noted that when people who are infected with COVID-19 get vaccinated afterward, they have an extremely high level of protection. And, he added, “if someone gets vaccinated and boosted, and they get some breakthrough infection, the level of that subsequent protection is very, very high.” “The great news in all of the challenges of this pandemic is that our military has continued to defend our nation for the last two years, in spite of all of the challenges that we face,” Friedrichs told Blue Star Families. “And in large part, that’s due to you all at home, making it possible for those of us who are still in uniform to do what we have to do.”
The Joint Staff surgeon said the Defense Department is stepping up again by deploying about 400 people last week to help hospitals around the country, another 500 are deploying this week, and 500 more military medics are also going out shortly behind that wave to help hospitals all over the country. “We know that during this great need and challenge our country is facing, it’s the DOD who the country turns to for support,” he said. “The most important thing that we ask you all to continue to do is keep faith with your service members if you’re a military family. This [pandemic] happens once every 100 years. Hopefully, we’ll never see it again. But please know, we all want this to be over as soon as possible. And you’re helping us when you get vaccinated. You’re helping us when you make sure that kids are able to go to school; you’re helping us as we fight through this latest enemy that we face,” Friedrichs said. “We ask a great deal of our military families. We’re asking even more now, and we know that,” he told families. Even though the DOD community has been affected with COVID19 cases and hospitalizations as much as the civilian sector, consistent with national trends, a much smaller percentage of inpatients are requiring intensive care unit care, and that’s good news, Place said. “The point is, the vaccines work,” the general added. “If you listen to nothing else, not only for yourself, but for your families and your community, I strongly urge everyone to get vaccinated and get a booster when appropriate.” One of the first things that Secretary of Defense Lloyd J. Austin III communicated during his first day in the Pentagon was that the COVID-19 pandemic was a national security threat, and the DOD would be part of the whole-ofgovernment response, Place noted. “And I’ll acknowledge that our military medical personnel have answered, and continue to, answer that call,” he said.

Flensburg — city on a fjord with Danish flair
Story and photos by Gina Maria Inman contributing writer for MilitaryInGermany.com Flensburg, a quaint city situated just five kilometers south of Denmark and on a picturesque German fjord, is well worth a stopover going to or coming back from Denmark. Or, to enjoy a longer stay along the Baltic Sea to get a feel for its hanseatic atmosphere and Danish way of life. The city has a population of about 89,000, but with 2,500 Danes or descendants, they make up the largest minority due to the proximity and historical ties over the centuries. The Danish easy-going and cheerful lifestyle is considered to be “hygge,” a non-translatable term. The first scenic highlight you will encounter is the sparkling blue harbor in the city’s center, lined with sail boats, private yachts and tall historic threemasters dangling in the sunlight. Take a mini cruise on MS Viking in the fjord passing by the German Marine Academy in Mürwik, a beautiful vista of the old marine town, a wharf, seven beaches, a glimpse of Denmark and its two small Ochseninseln (Ox Islands) to reach Glücksburg, the northern most town in Germany.
Disembarking the ship, you can sunbathe on the powdery white beach in typical Strandkörbe (beach baskets), visit the elegant Strandhotel Glücksburg, built in the early 20th century, take a stroll through the forest with wooden art sculptures along the way, to finally discover its water castle Glücksburg and neighboring rose garden, or just relax in the sauna or steam bath in the largest thermal spa in Schleswig-Holstein. Back on board enjoy the breeze and small sail boats racing with the wind to encounter a magnificent view of the skyline with the waterfront, church towers, the Maritime Museum, museum wharf, sea food restaurants and cafés along the route. Once back in town stroll along the waterfront and try a Backfischbrötchen (fried fish roll), a regional specialty, on the boardwalk or watch the sea gulls noisily argue. Nostalgic steam boat “Alexandra” is on display and is scheduled to cruise again after its renovation. The over one-kilometer-long pedestrian zone is just parallel to the harbor and rich in sights to see. Starting from Nordertor, there are quaint fisher houses with extremely steep roofs and half-timbered facades, mixed within an array of buildings of various architectural styles and eras, and red brick
churches. Marvelous merchants’ and captains’ houses as well as impressive storage buildings won’t let you stop from clicking your camera. The Danish library and Flensborg Hus, a cultural and event center, are dedicated to the Danish minority in Flensburg. See the oldest fishermen’s pub along the way leading to Nordermarkt with cafés, restaurants, typical maritime shops and Danish bakeries with delicious pastry and licorice. The walking area is lined with a multitude of narrow picturesque alleys leading either down to the harbor or into courtyards, each holding cultural or gastronomic surprises. Crossing one street along the route, you may be surprised about the unusual pedestrian traffic lights, same gender couples holding hands, which underlines the open spirit of the Flensburgers and cultural diversity. Südermarkt on the south end of the pedestrian zone has a farmers’ market every Saturday with regional fruits, vegetables, fresh fish, herbs and flowers and offers the ideal place to enjoy an ice cream or a cappuccino. Further up the surprisingly steep hills, as northern Germany is commonly known to be rather flat, you can visit the Naturwissenschaftliches
Museum Flensburg (scientific museum) and stroll around Museumsberg to encounter the giant Idstein Löwe (lion) face-toface and experience a fantastic view over the harbor. Your walking tour could end at Rote Strasse, a narrow cobblestone street with creative tiny shops, a barista café in the courtyard, handcrafted candles, jewelry and art as well as tea and flower gardens. The famous Rum Museum was established after the city flourished by importing rum from the Caribbean in the 19th century. If you aren’t tired yet and ready for another walk, find small surprises along the Kapitänsweg (captains’ route), marked with small metal signs in the sidewalk and trace the steps of former captains who sailed the seven seas, the route leading to the east side of the harbor. One of the seven beaches is Wassersleben in the north with magnificent white sand, great for relaxing, offering a range of water sports and is only one kilometer
away from the Danish border. It is also ideal for children with shallow water, minimal tide and a colorful seaside playground. The Industrie Museum Kupfermühle (copper mill) is just around the corner and exhibits a 400-year-old water wheel to process metal and other historic industrial machines. Flensburger Pils, a famous beer sold in special bottles with ceramic “popping” caps, is brewed in the most northern brewery, which offers tours upon appointment. As small as the city is, it has two universities, the Hochschule and the IU International University with over 9.000 students, many from Scandinavian countries, again giving the city a young and fun atmosphere. Last but not, least, the Kraftfahrtbundesamt (federal traffic administration) is also located in Flensburg, dreaded by all German drivers who collect points for violating traffic rules. Flensburg is the most enchanting city in northern Germany that I have ever seen and the friendly, open-minded Flensburgers welcome you to a stopover or long visit, I stayed in “Flensi” for six months!

PORSCHE MUSEUM from Page 1 mative. This museum will truly get your engine revved up. The building’s huge structure looks like a suspended monolith, supported by three v-shaped columns. Inside, large open marble surfaces with black accents and subtle lighting give it a luxurious ambience. Get an even better look at the museum through our video on Facebook. The museum is easy to navigate. Upon entering the lobby, friendly staff greet visitors at the ticket desk and where one can get an audio guide upon request. Children under 14 receive free admission. From the lobby, visitors ascend via the very tall escalators that leads to a spacious exhibition area where one is greeted with a collection of over 80 cars chronologized to show the progression of Porsche through time. The museum layout The museum is sectioned into several parts, kicking off with the history of the company and its founder, Ferdinand Porsche. Porsche technology and engineering are presented in detail via the “idea” exhibits featuring advances in vehicle construction, aerodynamics and engine design that establishes Porsche’s important contributions to the automotive world. The displayed cars have little or no barrier, so visitors can look at them up-close. In the “How Porsche is Made”

exhibit, interactive engine displays and cutaway models demonstrate the process of making a Porsche. Special exhibitions and guided tours Porsche red car with kidPorsche Museum prides itself with its “Museum on Wheels” concept, where different events and special exhibitions are constantly offered, catering to different age groups. This concept prevents the museum from becoming a static conventional gallery. Some of the forthcoming events held each year include Long Night of Museums, International Museum Day, and Kid’s Week and others. Guided tours for private groups can be booked in advance as well architectural and school tours. A factory tour can be combined with museum visit for those Porsche fanatics. Click on Porsche Museum for more information. How to get there The museum is approximately twenty minutes from Stuttgart, is just over two hours southeast of Kaiserslautern and two hours south of Wiesbaden.
