Not 'just' an Airman

by Col. Margaret Walsh 86th Aeromedical Evacuation Squadron commander dislike to hear the phase “I am just an Airman.”

In fact “just” is not an appropriate adjective for any individual associated with the armed services, either civilian or military. It presents a perception of an inability, sense of helplessness or powerlessness.

Nothing could be further from the truth for the Airmen or personnel serving today. Our military personnel are smart and battle proven to effectively work as a team to meet objectives. In the case of the 86th Aeromedical Evacuation Squadron, my Airmen save lives.

The U.S. Aeromedical Evacuation system is unmatched in its ability to safely move both a large number and high acuity of patients.

Primarily a wartime capability, the vast majority of resources reside in the Reserve and National Guard components.

There are only four active-duty aeromedical evacuation squadrons, including one stationed here on Ramstein.

The Airmen of the 86th AES performed 129 U.S. Air Forces in Europe missions caring for 169 Soldiers, Sailors, Airmen, Marines, their dependents as well as coalition partners in 2011.

Commentary

In addition to USAFE coverage, we flew 52 missions returning 1,111 wounded warriors, sick and injured, back to the states while deploying 66 personnel for forward operations. Key to our success is that every Airman is a leader and not “just” an Airman.

All medical personnel work hard to heal, prevent complications and save lives. However, we work beyond medical facilities in remote and challenging environments.

The squadron is composed primarily of nurses, medical technicians and administrative personnel specially trained to support and care for the injured, sick and wounded in flight.

The basic crew complement is composed of two flight nurses and three aeromedical evacuation technicians that can be augmented to meet mission requirements.

All aeromedical evacuation nurses and medical technicians are multi-aircraft qualified for the leadership crew position: medical crew director and charge medical technician, respectively. Personnel assume all crew positions, including the lead crew position, independent of rank.

Each crew member has specific roles and responsibilities and is essential for the safe care of all patients onboard.

Such a patient care focus aligned with a common operating platform aid to identify variance in order to mitigate the stresses of flight,

perform care interventions or act to prevent a safety incident. Each individual on the team is critical for success and no one is “just” along for the ride.

What separates “just” an Airman from a leader Airman?

Answer: Knowing your job and living the core values.

Job knowledge, training and professional development are the foundation for crew members to execute their responsibilities.

For aeromedical evacuation, the job knowledge extends beyond the clinical realm to include the operational field.

The clinical focus includes specialized aspects of care in the air in addition to maintaining hospitalbased competencies while keeping abreast with research and changing care practices. The medical community is always exploring and making new advancements hence the knowledge base is always expanding.

As a result, learning needs to be continuous and is most effective if purposeful. For us, operational knowledge concentrates on aircraft systems, emergency equipment and procedures, as well as standard flightline and safety procedures.

The Airmen of the 86th AES are experts in the field, which combined with our core values directly impacts their effectiveness in a leadership role.

Developing such leaders has paid dividends not only in day-to-

day operations, but moreover in deployment settings.

Our personnel routinely deploy forward as teams into a joint environment. Primarily, we interact with Army and Navy facilities in new operations like the humanitarian mission recently flown into Libya.

On the other hand, for established deployments like Afghanistan, the aeromedical community typically mixes active duty, Reserve and Guard personnel teams.

In either scenario, personnel need to be an expert in their role in order to identify potential threats to the patients or crew, formulate strategies to mitigate or eliminate the threats, and clearly articulate the solutions.

At the start of a new year, it is customary to seek ways to improve yourself in the coming year with resolutions.

Consider a couple of professional resolutions. First, increase your specialty and developmental knowledge by purposeful and continuous study.

Second, broaden the breadth and increase the frequency of how you demonstrate embodiment of the core values.

Knowing your job and adherence to core values ensures you are not “just” an Airman but an Airman. In the coming year, resources will be limited, including personnel, and there will be no room for “just” an Airman.

Air Force offering second round of VERA/VSIP WASHINGTON ― The Air Force is offering a second round of voluntary early retirement authority and voluntary separation incentive pay beginning Monday.

The move is part of the Air Force’s continuing effort to meet the Department of Defense requirement to maintain civilian funding at fiscal 2010 levels.

“The Air Force recognizes the invaluable contributions of our civilian workforce, but also recognizes the fiscal constraints under which the Department of Defense and the government as a whole are operating,” said Maj. Gen. Sharon Dunbar, the director of force management policy.

“We are working to balance mission needs while taking care to minimize the effect on our current permanent civilian workforce and their families.”

The first round of VERA/VSIP was

used as a voluntary means to reduce civilian workforce levels, enabling strategic rebalancing efforts. As the Air Force continues its fiscal 2012 civilian workforce restructure, round two of VERA/VSIP will be used to further realign and rebalance the civilian force.

Civilian employees will receive VERA/VSIP eligibility surveys from their personnel managers in January and applications are due Feb. 3 or an earlier date established by local authorities. Applicants approved for this round of VERA/VSIP will need to separate on or before April 30.

“We are pursuing all available force management measures, to include civilian hiring controls, where required, with the goal of avoiding involuntary measures for our current permanent workforce,” Dunbar said.

In August, the Air Force instituted a 90-day hiring freeze that was

lifted as an Air Force-wide control Dec. 16. Hiring controls remain in effect in some areas and vary by major command, depending on current MAJCOM strength relative to approved funding levels. Of the positions already identified for elimination, many were vacant, and the freeze created additional vacancies.

By lifting the Air Force-wide freeze, MAJCOM managers and hiring officials will be able to hire personnel into vacant positions that remain to support the future Air Force mission.

Ramstein applications for VERA/ VSIP will be accepted at the Ramstein Civilian HR Flight from Monday to Jan. 31.

The applicants who are selected and approved for VERA/VSIP are expected to be off the payrolls by April 30.

It is unknown at this time how many buyouts will be offered. Employees

Kaiserslautern’s waste management and city cleaning company ASK recently published the “Garbage Guide of the City of Kaiserslautern” in English. The guide provides American citizens with information on waste management and tips on how to separate and dispose of trash correctly. It also lists important points of contact. The garbage guide is available in the Kaiserslautern Rathaus (city hall) and in the German-American Community Office on Lauterstrasse 2.

New pick-up regulations

In KMC villages, waste pick-up dates during weeks with a German holiday have changed based on a new, standardized procedure. Orientation tour

The downtown K-Town orientation tours resumed and will continue for an indefinite period of time thanks to United Service Organizations, the 86th Logistics Readiness Squadron and the 86th Force Support Squadron.

To accommodate attendees’ time requirements, the tours take place on a rotating schedule alternating between Tuesdays and Thursdays.

Tours depart at 9 a.m. from the Ramstein Enlisted Club and return at approximately 2:30 p.m. The downtown orientation includes a walking tour led by a professionally trained USO tour guide, a stop at the German-American Community Office, an opportunity to shop at local stores and to experience lunch at an authentic German restaurant (cost is €10 to €12).

Commanders and supervisors are reminded that the downtown orientation is day four of base orientation and military members should be given time off to attend. Child care is available through the Child Care for PCS program.

Margaret Woodward led a senior leader engagement to this East African nation Dec. 12 to 14, emphasizing the importance of supporting a “regional leader and valued partner.”

“Uganda is one of our key partners in Africa and has established itself as a regional leader with its work to resolve conflicts and counter violent extremism,” the general said.

In addition to supporting African Union peacekeeping efforts in Somalia, and contributions to similar initiatives in the Democratic Republic of the Congo, Sudan and Burundi, the Ugandan People’s Defence Force has continued its pursuit of the brutal group the Lord’s Resistance Army, the general said.

President Barack Obama announced Oct. 14 that a small number of U.S. military personnel would be deployed to help advise the security forces of Uganda, the Central African Republic, the Democratic Republic of the Congo and South Sudan in their joint efforts against the LRA. “I have a lot of admiration for their tenacity in their efforts to bring an end to the suffering caused by the LRA. It’s essential that we support them in this effort so they can bring this long-term battle to a conclusion,” Woodward said.

Coordinating and directing that support is the purpose of the engagement, said U.S. Army Maj. Brad Nicholson, chief of the office of security cooperation at the U.S. Embassy in Kampala. He said the UPDF and the Ugandan air force are interested in continuing the sharing of expertise on logistics, especially as they relate to expeditionary air operations.

“They are very interested in the management of logistics, especially as this relates to supply and forward operations,” the major said.

Woodward outlined several areas where the two air forces could work together to build on the UPDAF’s capacity to conduct forward operations.

USAFE command chief visits GSUs

hief Master Sgt David Williamson, U.S. Air Forces in Europe command chief, recently traveled to installations in Italy and Turkey to gain first-hand knowledge of site operations and to highlight the command’s support of Airmen serving in geographically separated units.

At every stop, he underscored the commitment of Gen. Mark Welsh III, USAFE commander, to those serving in isolated locations across USAFE. “I want to make sure you get the message loud and clear that we haven’t forgotten about you,” he said.

“I speak for the boss (Welsh) when I say he is, without a doubt, your strongest advocate.”

The trip included stops at Ghedi Air Base and Camp Darby, Italy, as well as Izmir, Turkey. While the places and the faces changed at each location, Williamson’s core message remained

The impact of the visits was evident

“Sometimes we may feel like we’re forgotten about, but I’m hoping the takeaway is yes, as a GSU we’re a little off to the side, but yet we’re an important part of the mission and critical to the defense of the United States.”

Williamson’s visits also provided some Airmen with mentorship opportunities.

“It means a whole lot for me as a senior NCO to see the command chief here,” said Master Sgt. Rod East, 425th Air Base Squadron. “It’s important to get his perspective on the future of the Air Force, especially for the younger Airmen and NCOs stationed here as well as for myself. It’s really valuable to get his take on what our career paths could possibly look like in the near future.”

Before departing each location, Williamson pledged to continue his support for Airmen stationed at GSUs, promising that Airmen who may be out of sight will never be out of mind.

18th MP Bde strengthens partnership with Polish MPs

Garrett 18th Military Police Brigade Public Affairs MINSK MAZOWIECKI, Poland ― Soldiers from the 18th Military Police Brigade teamed with Polish military police unit counterparts to strengthen the long-standing partnerships between the two militaries during a four-day planning session Dec. 5 to 9 in Poland.

“It’s a critical partnership,” said Lt. Col. Jonathan Doyle, 18th MP Bde. deputy commander. “They are a NATO country and maintaining a relationship between sister police forces to foster peace is very important to our mission here in Europe.”

“This is very important. It’s good to know what other NATO nations bring to the table,” said Capt. George Kilgore, an 18th MP Bde. operations officer.

During the planning session the Military Gendarmerie Specialized Unit in Warsaw displayed their capabilities on close protection, transportation, pyrotechnic recognition, military working dogs and special operations.

Additionally, the MGSU in Minsk Mazowiecki introduced the 18th MP Bde. to the vehicles, weapons and equipment operated by their unit. The training event also focused on weapons handling, cordon and search operations, react to contact, and urban operations.

“The Polish are very capable and they have very similar missions. They are professional and very good at what they do,” Doyle said.

After the training, both units discussed partnership training events consisting of squad training and participation in each other’s future training exercises.

“What we saw there was a very well-trained, professional force. As this partnership continues and we work closer with them, both units will benefit from this relationship,” Doyle said.

New program gives students, parents options

by Mindy Campbell U.S. Army Garrison Kaiserslautern On a quiet street on Pulaski Barracks one recent Saturday morning, Michael Broccoli took the most important rites of passage in a teen’s life ― learning to drive a car.

Under the watchful eye of a German driving instructor, the 16-year-old practiced driving up and down a stretch of the street in a small green standard transmission car.

Like many American teens at U.S. Army Garrison Kaiserslautern, Broccoli faced a conundrum: how to get a driver’s license while overseas. Under current regulations and the status of forces agreement with Germany, students can’t get a license through U.S. Army Europe like their military parents do.

Consequently, teens are often forced to fly back to the states for a license or pay a steep fee at a German driving school.

To address that issue, the Installation Management Command Europe and U.S. Army Garrison Kaiserslautern now offer a comprehensive driver’s education program.

“We don’t get a lot of things over here,” said Broccoli, who attends Kaiserslautern High School.

“This is one thing that got better.”

Launched last summer, Child, Youth & School Services now offers KMC teens four different packages, including a theory/driving simulator course, behind the wheel training, a combination of the

first two options and a course that allows them to get a German driver’s license, said Shay Berchtold, School of Knowledge, Inspiration, Exploration and Skills director.

Back in the states, teens with a valid German driver’s license are eligible for a driver’s license in 34 states, due to reciprocal agreements with Germany, she said.

While the successful completion of the first three packages will not lead to a USAREUR driver’s license, it does fulfill the 50-hour driver education requirement that most stateside agencies require prior to getting a driver’s license, Berchtold said.

Families must coordinate directly with their home state licensing bureau to determine the complete requirements for that agency. State by state driver’s license information can be found at www.driversEd.com.

Many insurance companies will also offer reduced rates to teens who have taken the course, she said.

“We tell all parents to please call your state’s department of motor vehicle and insurance company and say this is what the class entails. They should ask the state agency or insurance company, ‘How will this benefit my child or help them obtain a driver’s license?’” Berchtold said.

The driver’s education course is a direct result of a teen Army Family Action Plan issue several years ago, said Steve Pelletier, the garrison’s Family and Morale, Welfare and Recreation director. AFAP is a grass-roots effort that allows community members to identify and elevate quality-of-life issues to

senior Army leadership.

“All the youth in Europe said it was putting them at a disadvantage over their peers back in the states who were getting permits at 15 or 16 years old,” Pelletier said. “Our youth were getting their driver’s license at 18 or 19 years old on their way to university or college.”

For students like Broccoli, who is pursuing the package that includes the theory and simulator class as well as the behind the wheel time, the opportunity to take the class was amazing.

Broccoli, who is taking the class along with his younger brother Nicholas, said the class and behind the wheel training is helping build a solid base of knowledge for him.

“The simulator is pretty good,” he said. “It made me more comfortable when I got behind the wheel. But, I don’t think you want me on the streets quite yet.”

For Ramstein High School sophomore Kathryn Parish the class has been an eye opener.

“I have been in my car my whole life,” she said. “But when I got behind the wheel of the simulator, I realized I didn’t know really how to start the car. This is good preparation. I feel like I am ready to start driving.”

Parish said she really enjoys the class.

“There aren’t many options (for teens) here in Germany,” Parish said. “Doing something like this brings a little piece of America here.”

That’s a wrap for 603rd AOC in 2011

by Maj. Paul D. Baldwin 3rd Air Force Public Affairs It was a 2011 blockbuster. Space shuttles launch, earthquakes rock Turkey, and violence erupts in Libya. It had all the makings of a “Mission Impossible” sequel, but Tom Cruise was not involved and this was no movie.

These were events the 603rd Air and Space Operations Center responded to in 2011. It was a busy year to say the least, and to top it off they accomplished these missions while transitioning into a new state-of-the-art facility.

Last year saw the final missions of the NASA space shuttle program. The AOC supported three launches and recoveries, including the historic final mission that launched on July 8 and landed July 21.

The 603rd AOC commanded and controlled the movement of 205 people and more than 44 tons of equipment to Transoceanic Abort Landing sites in Europe. The Personnel Recovery Coordination Cell was part of U.S. Air Forces in Europe’s contingency response support, said Lt. Col. William Baird, PRCC director.

On scene to command one of the TAL sites was Lt. Col. Bryan Patchen.

“Having supported many previous space transportation system launches from the AOC, this was a unique opportunity for me as an AOC member to command a part of history,” said Patchen, 789th Air Expeditionary Squadron commander. “I had three aircraft and 45 people assigned, and this was an example of how AOC personnel filled roles outside the AOC to accomplish the mission.”

C-130J Super Hercules aircrews, pararescue and medical support Airmen, and Department of Defense crash-fire-rescue personnel stood on alert in case the shuttle crew needed to bail out or make an emergency landing, said Lt. Col. Mark Hersant,

Air Mobility Division deputy chief.

“It was an honor to support NASA’s space shuttle Atlantis during its final launch,” he said. “We were all proud to be a part of this historic day in the decades long space shuttle program.”

After the space shuttle missions, devastating quakes in Turkey brought the 603rd AOC’s focus back to earth. The most common criticism when it comes to humanitarian assistance and disaster relief operations is a seemingly slow response. However, this was not the case here.

When Turkey’s leaders asked for international assistance, the 603rd AOC had already been planning in anticipation for the call. In less than 24 hours, aircraft were on their way with supplies to support the Turkey-led relief efforts.

“The quickness with which this mission was sent, and the assistance it provided, brought much needed shelter to the Turkish people,” said Maj. Michael Dargen, USAFE Future Operations and Airlift Operations chief, in a previous article.

Dargen led the team of USAFE, 3rd Air Force and 603rd AOC planners responsible for making the relief effort possible. More than 5,000 blankets, cots, sleeping bags and supplies were quickly delivered to affected people.

But even before earthquake relief efforts and the final space shuttle mission took place, 603rd AOC planners and technicians were executing missions in support of the international response to the unrest in Libya and enforcement of United Nations Security Council Resolution 1973.

In Operation Odyssey Dawn alone, the AOC enabled more than 2,000 sorties. The no-fly zone was enforced, and planners identified more than 1,400 targets.

The PRCC executed and supported the recovery of the pilot and weapons officer of the F-15E Strike Eagle that crashed during operations.

“It was an extraordinary feeling knowing we played a key part in the rescue of personnel,” Baird said.

When NATO ramped up to take charge of the operation, the 603rd Air and Space Communications Squadron built a 12-nation coalition operation center and engineered a NATO secret local area network solution. More than 260 coalition members were operating in less than 48 hours.

And if operations in Libya weren’t enough, the AOC continued its aeromedical evacuation missions without a hiccup.

More than 180 patients were evacuated in 2011, including four wounded people from the conflict in Libya, said Lt. Col. Paul Yenter, Aeromedical Evacuation Control Team chief. His team matches up an aircraft with an AE crew “to get the right care for the right patient in the right amount of time,” he added.

“Our team serves as the focal point for the AE crews while out in the system and we handle all issues for them,” said Master Sgt. Lisa Harelson, AETC superintendent. “It is extremely satisfying knowing that we are able to move our (patients) quickly from the front lines to the home front allowing them to get the best medical care and support they need.”

In the words of Tech. Sgt. Sheilah Lucas, AE flight manager, “There are many things that go on behind the scenes most people have no idea about.” Although she was referring to aeromedical evacuations, her sentiment rings true for most of the missions commanded and controlled by the 603rd AOC. As the credits rolled for the 603rd AOC’s 2011, they were still open and ready to respond on Jan. 1. Its more than 400 people are ready to support joint and coalition efforts 24 hours a day, 365 days a year.

You are only authorized up to the last 10 nights Temporary Lodging Allowance (three to five nights if you reside on base) immediately preceding departure from base. Do not terminate

your rental early or you will have to pay for lodging at your own expense.

Final Inspection

Schedule an appointment with your landlord to walk through the unit the day you plan to return keys. Any concerns about damages should be discussed and resolved with your landlord prior to final inspection.

Utilities

Contact your utility companies to arrange for a final meter reading, i.e., electric, gas and water. Also, arrange to have your telephone service disconnected. The addresses and telephone numbers for your utility companies can be found on your most recent bill. If your rental contract requires your oil tank

to be full prior to final clearance, arrange to have it filled before your inspection and have the receipt available to show landlord.

Loaner Furnishings

Contact the Furnishings Management Office at 4896153 as soon as possible for delivery of a loaner kit when your HHG are picked up and also schedule loaner furniture pick up for when you will be moving out of your rental.

Cleaning/Inspection

Remove all personal property. Clean all appliances, including the washer and dryer, and defrost the freezer (as required). Wipe down all closets, shelves, cabinets, drawers and countertops. Remove all shelf/contact paper, stickers and glue.

All visible dirt and debris must be removed from walls and doors, but do not paint.

Clean interior/exterior of windows (weather permitting) and don’t forget the frames and window wells. Replace all missing/burned out light bulbs. Turn off water to the washing machine. Do not disconnect dryer hose. Yards, garage/carports, driveways and sidewalks must be clean.

Remove all oil spots, debris and damage. Repair any damages that may have been done to the yard. Dispose of all trash from house and yard.

Make sure you have all door keys to return to the landlord.

Final Inspection

After final inspection, have your landlord sign a USAFE Form 333a, Condition Inventory Checklist, verifying

you have cleared your quarters. You can use the checklist you received during in processing or obtain a new one from the housing office either by fax or by stopping in. You can also download a copy from our web page. You cannot be cleared from housing through virtual out-processing until a signed checklist stating there are no debts or claims against you is received.

Security Deposits

Deposits are not automatically returned at your final inspection. The landlord can legally withhold your deposit, (or a portion thereof) until any debts (damages, utility fees or unpaid rent) are settled.

Germans observe Three Kings Day today

by Petra Lessoing 86th Airlift Wing Public Affairs From after Christmas until late January, children disguised as the three holy kings can be seen walking from house to house in the KMC. They have paper crowns on their head and carry a big golden star on a pole. They sing, pray and ask for charity collections for their parish.

Each year, about 500,000 children participate in the fundraiser event, which was established in 1959.

More than €600 million was collected to support more than 51,000 projects and relief programs for children in Asia, Africa, Latin America, Oceania and Eastern Europe.

Today is the official day when Germans observe Three Kings Day, or Epiphany.

The day marks the end of the Christmas season.

The Christmas tree is lit for the last time, discarded, and the ornaments are packed away until next Christmas. It’s one of Germany’s most traditional and characteristic religious holidays, but only in the states of Baden-Württemberg, Bavaria and Sachsen.

In these states, Jan. 6 is a legal holiday.

The children asking for donations represent Caspar, Melchior and Balthasar. In former times, when ringing doorbells, they received Christmas cookies, pretzels and sausages.

After receiving a donation, the three holy kings bless the house by writing with chalk “20C+M+B12” above the doors to keep evil from entering. The three letters C, M and B don’t stand for the kings’ initials, but for the Latin words “Christus Mansionem Benedictat,” which means “Christ bless this home.”

The three wise men were considered kings, because when Christ was born they came to the stable and brought gifts of gold, incense and myrrh.

Recycle your Christmas tree T

he environmental office of the Kaiserslautern County Administration asks KMC residents to properly recycle their Christmas trees.

Residents can drop off the trees at the official collecting places for green waste in their villages or they can place their Christmas trees on the pick-up days in front of the house towards the edge of the road by 6 a.m.

The trees will be used to make compost, so residents are asked to make sure all decorations including tinsel are removed.

Soldiers caring for Soldiers Story and photo by Rick Scavetta U.S. Army Garrison Kaiserslautern While many folks during the recent holiday season were filled with festive cheer, some Soldiers living in the barracks overseas might have found themselves facing the holidays blues.

At U.S. Army Garrison Kaiserslautern, volunteers from Better Opportunities for Single Soldiers hung door hangers ― roughly the size of your average “do not disturb” sign ― with important suicide prevention awareness information on every barracks door in the area.

“It means a great deal to me to have all the Soldiers remember they are needed, that they are loved and we hope that everybody will make the right decision,” said Spc. Travis Housekeeper, assigned to Company B, LRMC. While statistics show that suicide rates don’t necessarily spike during the holidays, there’s always a chance of catching the holiday blues, said Lisa Velez, U.S. Army Garrison Kaiserslautern’s Suicide Prevention Program lead prevention coordinator.

In all, 40 BOSS volunteers successfully completed the daylong project, using more than 1,215 door hangers, said Susanna Leist, the garrison’s recreation delivery system coordinator.
