he Romanian air force deputy chief of staff visited various units June 28 on Ramstein to learn about missile defense, combat airlift and the development of Air Force NCOs with an emphasis on safety.

Maj. Gen. Niculae Tabarcia and approximately 15 other members of the Romanian air force got a taste of Ramstein’s daily capabilities as they visited the 603rd Air and Space Operations Center, the aerial port, the 435th Contingency Response Group and the NCO professional military education schools.

AFN reopens renovated studios on Vogelweh

merican Forces NetworkKaiserslautern has returned to Vogelweh, following a $4 million renovation project that’s created two state-of-the-art radio studios, a television studio and new workspace for its broadcasters and support staff.

On Monday, AFN Kaiserslautern officially reopens its 5th Avenue facility. Local Army and Air Force

leaders will take part in a ribbon cutting ceremony and on-air radio broadcasts to mark the occasion.

Already, AFN staff members are excited about working there, said Senior Airman Victoria Secrist, host of the AFN Kaiserslautern’s popular midday radio show.

“When I first came in here, I was blown away. This is the most beautiful facility that I’ve ever worked in,” Secrist said. “It’s all brand new.”

Maintaining Standards

by Brig. Gen. Patrick X. Mordente 86th Airlift Wing commander ince taking command on June 10th, I’ve had the pleasure of meeting many of the great Airmen from the 86th Airlift Wing. It is a privilege to serve with you, the men and women who provide combat airlift and operate the Air Force’s premier installation to enable and assure strategic capabilities. This team is made up of professionals, committed to serving their country and doing so with excellence.

This is a way of life, a 24-hour profession so maintaining the Air Force standard is paramount.

We have a broad and complex mission here, consistently delivering airpower and finding solutions to meet our nation’s challenges. We

have an innovative team focused on high standards of performance and we will continue to operate at those high standards.

Unlike Airmen stationed back home, we perform combat operations from essentially a forwarddeployed location. We all have our challenges but being forward deployed requires an extra level of readiness and focus.

Personal and organizational readiness ensures we can respond to our nation’s call at a moment’s notice. Within 24 hours, we could find ourselves in an austere location supporting one of three combatant commands. If we don’t truly train like we fight, we hinder the Air Force’s ability to respond anytime, anywhere.

Remaining war-fighter focused allows us to continue our legacy of

professionalism and discipline.

Readiness is furthered by personal accountability. This is why the commander’s inspection program is imperative to our Air Force culture. By focusing on selfinspection and by self-identifying problems within our processes, we can track our own deficiencies and implement our own solutions, ensuring continuous improvement for our mission and our capabilities.

To anticipate the needs of tomorrow, professional Airmen must commit to take care of the mission, and most importantly, take care of each other.

Our environment encompasses the values and standards we live by, whether we are on duty or off duty. We foster trust within our organization, our sister services

and joint and international partners by creating a climate of dignity and respect. Accomplishing the mission safely and effectively hinges on our ability to take care of one another and if we do, we will be successful.

I look forward to experiencing this wing’s global mission firsthand. Together, we will write a new chapter in history and define the future of Team Ramstein. I’m extremely pleased with the high caliber individuals I’ve met thus far and look forward to future accomplishments, overcoming future challenges, and excelling to even greater heights.

We as Airmen are the Air Force’s greatest resource and I challenge every Airman to maintain our standards in the world’s greatest Air Force.

radio studios, one blue and one red. They have soundproof doors and double pane glass to keep the music and DJ’s chatter inside. Offset lighting splashes off brightly painted walls. The studio mixing boards are connected to a computer where music playlists are stored.

In the new workspace, office dividers offer privacy to AFN staff, tall windows let in sunlight and the atmosphere makes Secrist feel more professional, she said.

“Everyone is really happy about being here,” Secrist said. “Plus, we’re right near the gym, Subway, the bowling alley and the commissary.”

The reopening coincides with AFN Kaiserslautern celebrating its 60th anniversary. On Dec.14, 1953, the first broadcasts aired from a van on Kleber Kaserne. In 1954, AFN Kaiserslautern moved into the Vogelweh facility — the first of its kind in Europe designed specifically for AFN, said Jerry Cormier, AFN Kaiserslautern’s operations manager.

Over the years, simple renovations were made, including a new wing in the 1990s. By 2006, when redesign talks first began, renovations were long overdue. The cramped uninsulated building with tiny heaters had grown into a real maze, where guests wandered through the kitchen to get to the studios, Cormier said. Meanwhile, the U.S. military

has consolidated forces into just a few enduring bases, including the KMC. “We knew this community was going to be here and that AFN was going to remain a part of it,” Cormier said. “Our strategic goal was to make this a happy workplace, to foster creativity.”

When broadcasters have a good workspace and the latest technology, its shows in their work, said Army Sgt. Austin Majors, who oversees AFN Kaiserslautern’s news gathering operation. AFN Kaiserslautern recently gained more staff, so the space is a welcomed relief, he said.

“Being in a facility like this raises our morale and it’s going to affect our products, what they see and hear on our broadcasts,” Majors said. “Hopefully, we’ll get that much better at what we do.”

For those close to the project, the reopening ends a lengthy process. Planning began seven years ago.

Construction, which started three years ago, was initially projected to last just nine months. But, the project faced challenges, from design and funding to actual construction. During the renovation, AFN Kaiserslautern broadcast from temporary studios on the Air Force base in Einsiedlerhof.

The renovation will help AFN Kaiserslautern reach its goal of becoming the top media community for America’s defense conversation, said Air Force Senior Master Sgt. Wesley Fleming, AFN Kaiserslautern’s station manager.

“We want to be a part of the community, to listen to what they want to talk about and hear about and we want to respond accordingly,” Fleming said.

Electricity shut-off in Otterberg

Electricity will be shut off from 1 to 5 a.m. July 21 in Otterberg for urgent inspection works. As unsteady voltage levels cannot be avoided, residents are asked to shut off voltage-sensitive equipment, such as computers, by removing the plug from the socket.

The 86th Airlift Wing commander, Brig. Gen. Patrick Mordente, will hold commanders calls at 8 a.m. and 4 p.m. July 23 and 24 in Hangar 2. Maximum participation from 86th AW personnel is expected. The intent is for the 86th Civil Engineer, Logistics Readiness and Medical Groups, as well as wing staff agencies, to attend the July 23 calls, and the 86th Operations, Maintenance and Mission Support Groups to attend the July 24 calls. Senate confirms new USAFE commander

Frank Gorenc, currently the assistant vice chief of staff and director, Air Staff, Headquarters U.S. Air Force, Washington D.C, has received U.S. Senate confirmation for appointment to the grade of general and commander of U.S. Air Forces in Europe and Air Forces Africa and Allied Air Command, and director of Joint Air Power Competence Centre, Ramstein Air Base.

Gorenc was born in Ljubliana, Slovenia, and has been serving in his current position since April 2012. As the assistant vice chief of staff, he oversees the admin-

istration and organization of the air staff, which develops policies, plans and programs, establishes requirements and provides

resources to support the Air Force mission.

“I am pleased and humbled to receive the Senate confirmation,” Gorenc said. “I have roots in Europe and as an Airman have been fortunate enough to spend three tours there, most recently as the commander of 3rd Air Force.”

“I’m proud to again serve with the dedicated men and women who perform the mission in this important theater.”

Gorenc received his commission in 1979 as a distinguished graduate of the U.S. Air Force Academy and has since earned his master’s degrees in aeronautical science from Embry-Riddle and national security strategy from the National War College.

He has been assigned to numerous operational, command and staff positions and has completed four overseas tours. He has commanded two fighter squadrons, an operations group, two fighter wings and a numbered air force.

Additionally, he has served as Commander of the Air Force District of Washington, Director of Air and Space Operations, Air Combat Command, and special assistant to the U.S. European Command and Supreme Allied Commander, Europe.

Gorenc is a command pilot with more than 4,500 hours, primarily in the F-15C. His awards include the Distinguished Service Medal, Defense Superior Service Medal and the Legion of Merit.

Getting to know the new AGOW commander

by Airman 1st Class Hailey Haux 86th Airlift Wing Public Affairs After getting a chance to settle in, the new 435th Air Ground and Operations Wing commander, Col. Joseph D. McFall, was able to sit down with public affairs and answer a few questions about his expectations for the wing and its Airmen.

HH: What do you look forward to most with being the AGOW commander at Ramstein?

CM: I have been an F-16 pilot for most of my time in the Air Force, which has been really great, but this is a totally different mission and I am really excited to learn and do something outside of my comfort zone.

I’m looking forward to meeting the AGOW Airmen who are out there on a daily basis, forward deployed in multiple areas of responsibility and really doing a cool mission.

HH: From your past assignment in Spangdahlem, what are you most proud of and what do you think you learned the most from?

CM: I’ve learned a great deal getting outside of flying operations and experiencing the breadth and depth of everything that makes a wing run. I cut up cars and put out fires with the fire department, checked IDs at the

gate with security forces, plowed the runway with the civil engineers and packed equipment with the logisticians just to see what it takes to make a base run. Spending time with these professionals was very gratifying for me.

HH: How are you going to use what you learned at Spangdahlem for being a commander here?

CM: The biggest thing I learned at Spangdahlem is it’s much better to go out and learn all parts of the mission. You can’t spend all your time in one area … you won’t get a feel for what’s going on. Additionally, it was very beneficial to be a vice wing commander and work for a really good wing commander who encouraged me to experience all aspects of the wing and everything that he was doing.

CM: The reality of the situation is the military is shrinking. Is that going to be for the long haul? Who knows?

But for the environment we live and work in right now, we have fewer resources to get the job done. Any time you can make a partner nation stronger, it helps us out. The more capable partners you have, the better the mission gets done. The exchange of information and ways of doing business also help strengthen partnerships. All of a sudden, you get a great idea. We can take those ideas and get even better. I think the same goes for our coalition partners … we’re trying to give them those ideas.

HH: What are your expectations for the 435th AGOW and its Airmen?

CM: I have one big expectation. I expect everyone to do their job to the best of their abilities while honoring the Air Force core values. If there is something they can’t do, then I want them to tell me, so we can help fix it. Conversely, our Airmen can count on me to fight for things they need to get the job done and to be their biggest champion.

HH: As a commander, how do you maintain balance in your personal and professional life?

CM: No matter how long you serve in the Air Force, it only lasts so long, but your family is forever. I always try to eat dinner with my family, to sit at the table and talk about the day.

To me, my weekends are precious, so if I don’t have to be in the office doing something, I will be home with my family. I think it sets an example for everyone. You have to have that diversion outside of work to remain an effective Airman.

HH: How important are joint and international partnerships?

HH: Do you have a mentor or hero that you look up to for guidance? Who

are they and why do you look up to them?

CM: I have had fantastic leaders. I really have not had a bad person that I have worked for, and I have learned something from all of them. I would say my wife and my kids are my heroes. It can be a crazy life moving around. Anytime I get caught up in the craziness going on at work, I take a look when I go home and think all along the way they have been with me, and they have been through all the same things. My oldest daughter, who is 15, has now moved 11 times. My kids still make friends and they still have fun, and that is pretty cool to me.

HH: What facet of the Air Force do you find to be the most valuable?

CM: I really like the camaraderie and the professionalism. What I mean by that is for the most part everyone loves their job, and it’s a great thing to be around. To see smiles and to see people happy about doing their work no matter how mundane it is … that to me is gratifying.

HH: Anything else you would like to add?

CM: I can’t tell you how thrilled I am to be here and what an honor and a privilege it is to command this wing.

To have this opportunity is something beyond my wildest dreams. I have every reason in the world to smile.

Volunteering to find the missing

by Rick Scavetta U.S. Army Garrison Kaiserslautern Public Affairs An investigation and recovery group from the Joint Prisoners of War/Missing in Action Accounting Command is looking for volunteers to work at two sites near Spangdahlem Air Base.

The sites are both bomber crashes from World War II, said U.S. Navy Lt. Landis Fouts, a team leader with the group. Work on the sites continues until Sept. 15.

“Work involves digging and screening or sifting dirt to recover the remains of the missing in action Airmen,” Fouts said. “The job is

dirty, but rewarding.”

Volunteers will meet at 7:45 a.m. at the Spangdahlem Shoppette to meet the teams, who will lead them to one of the sites. Work ends around 5 p.m.

“Our work here in Europe relies heavily on volunteer support,” Fouts said.

Volunteers should bring their own lunch, a hat and rain jacket. You must be at least 18 years old and a military ID cardholder. Exceptions can be made on a case by case basis.

86th MOS deactivates, reorganizes into other squadrons Story and photo by Airman 1st Class Trevor Rhynes 86th Airlift Wing Public Affairs The 86th Maintenance Operations Squadron recently deactivated in order to meet an Air Force initiative. The 86th MOS became a part of the 86th Maintenance Group’s Staff Agency. The initiative was enacted in order to ensure equipment and personnel were being utilized efficiently.

The 86th MOS traces its lineage back to Aug. 1, 1941. Over the years, the squadron changed from an air base squadron to a logistics support squadron and finally to the 86th MOS in 2002.

“There is one less squadron at Ramstein, but we will be no less capable in our ability to execute the assigned missions,” said Col. Raymond Briggs, 86th Maintenance Group commander. “The incredibly vital functions performed by the Maintenance Operations Squadron will continue, although in a slightly different manner.”

Members of the 86th MOS kept busy over the past few years ensuring thousands of missions took off without any issues.

“The squadron’s numbers and statistics over the past 30 months are breathtaking with scheduling and oversight for (more than) 8,000 sorties, 24,000 flight hours,” Briggs said. “You’ve dispatched 164 maintenance recovery teams and provided command and control for over 30,000 maintenance actions.”

Most recently, the squadron participated in the evacuation of American citizens from the Middle East.

“We proved that we were true in our resolve as we sprang into action following the Sept. 11, 2012, attack on the U.S. Consulate in Libya,” said Maj. Mark Ashman, 86th MOS commander.

Although the squadron’s tenure has ended, the Airmen who made up the squadron won’t forget it.

“I realized that we were quite successful because

we accomplished our mission of providing garrison and expeditionary support for combat-ready Airmen, aircraft and equipment safely, timely and reliably,” Ashman said. “The members of the squadron embark as one cohesive unit on a journey forward that will one day graze the pages of the ledger maintained by the 86th Airlift Wing’s historian.”

From trouble to chief Story and photo illustration

by Airman 1st Class Jordan Castelan 86th Airlift Wing Public Affairs One percent of Airmen reach the rank of chief master sergeant. Years of service, dedication, thought, sacrifice and sweat are put toward the effort of achieving an Airman’s eighth stripe.

While digging deeper into a chief’s background, an opportunity presents itself to learn that the top 1 percent isn’t perfect either.

“This wasn’t supposed to happen to me — becoming a chief,” said Chief Master Sgt. David Martin, U.S. Air Forces in Europe and Air Forces Africa safety functional manager. “I was born to an alcoholic father and depressed mother. I lived in 14 different houses and went to 11 different schools. My family completely dissolved, and I was on my own at 15 years old.”

Difficulties sprouted throughout his life and he would turn to alcohol to solve his problems.

“I dove head first into a bottle,” Martin said. “In 1997, I decided I didn’t like my wife anymore and I was leaving. I remember the day I looked at my 6-year-old daughter and 4-year-old son in the eye and said, ‘Daddy is leaving.’”

However, after attending a 50,000-person Promise Keepers conference, Martin was convinced he had to make amends. He asked his family for forgiveness and for their help in rebuilding the family. Life eventually began to improve, Martin said.

“I made master sergeant first time at Hanscom Air Force Base, Mass., in 2002, when I became the superin-

tendent of ground safety,” Martin said. “That promotion meant more commitments and more deployments.

So I deployed to Baghdad International Airport in June 2003.”

While stationed in Baghdad, Martin began to further his development as a person.

“The largest lesson I learned during my deployment was that I could go six months without drinking,” he said. “I hit the gym like never before, I left Iraq 17 pounds lighter than when I arrived and for the first time in years, I was sober.”

His sobriety didn’t last though. Soon, Martin would end up back where he started.

“We arrived at Tinker Air Base, Okla., in July 2009,” Martin said. “I felt slighted by the Air Force because of my assignment to Tinker. I thought life sucked for me personally. I dove so deep into a bottle that it started to negatively affect the relationships I had with my wife, son and daughter again.

I wasn’t keeping the promise I made 10-plus years earlier, that if they forgive me I would spend the rest of my life loving them.”

One set of skills never evaded him: the ability to work his way through a dark situation, he said.

“Someway, somehow, I learned early in my career that there was one of two ways to get out of a job you don’t like,” Martin said. “You can either promote yourself out of a job or get in trouble and be taken off that post. I chose promotion. I faced every job I did for the Air Force with the thought process that the Air Force standard is my starting point and I will do what it takes to excel at it.”

Martin said he is the first to admit he has unbecoming issues in his life, but seeking help was the key to overcoming many of them.

“Getting help for the problems you have will not negatively impact your career,” Martin said. “I am living proof of that. When given the opportunities and programs to help overcome shortfalls, take advantage of them. They’ve helped me to be sober for over three years now.”

Keeping the attitude of continually bettering himself as a person, leader and Airman, Martin said he still looks for mentors to inspire him.

“What encourages me, what inspires me, are the servant leaders out there,” Martin said.

“It takes courage to listen to someone and relate to them by

letting them know you’ve been through similar, if not the same circumstance years before.”

He said the realization that chiefs are human too is something he wants people to know.

“You see a chief stripe on and people think you’ve been stellar and perfect, and that’s just not the case,” Martin said.

“I have failed as a human being and haven’t done everything I needed to or should have at a particular time. At the same time, there is honesty, forgiveness and ability to forgive people. We don’t have to continually beat ourselves down. We can learn from our failures and be better tomorrow.”

Being a chief isn’t just about power and respect, Martin said. It’s a role where mentors and those who supply guidance should reside.

“We shouldn’t do things to become a chief or do things because we are a chief. We should reach out to people because it’s the right thing to do,” he said.

“I sit here 26 years later, look at where I came from and try to share with people and give them hope,” Martin added. “One thing the Air Force did for me was level the playing field. It didn’t hold my past against me.”

Martin said he would never let himself forget who he is.

“What has influenced me and encouraged me the most was how Maj. David Gray was a leader,” he said. “I met Gray, a former air liaison and tactical air control party troop, while stationed on Ramstein.

He was former enlisted and poured his heart out for his men and women. Eventually, he would earn a commission, and in 2012, voluntarily led his unit into Afghanistan.”

Tragically, on Aug. 8,

2012, while en route to meeting tribal leaders in the Kunar Province, Afghanistan, Gray gave his life in defense for his country when suicide bombers attacked.

“He was David Gray the leader, not Major Gray a leader, while he was with us,” Martin continued. “He was an example of how we should lead through servant leadership. I think when some people, unfortunately, reach a leadership position, fear allows people to know who they really are.”

Martin said he appreciates that people listened to him and respected him because of the stripes on his arm. His aim as a chief, however, is to be a leader the Airmen around him want to follow because of who he is.

“You look at me as a chief and everything I’m doing; I’m going to try to be a chief. What I experienced with David Gray was the person he was and the successful way he encouraged and led people because of who he was. David Gray was a leader, who happened to be Major David Gray. That is something I want to be.

“I strive to emulate the qualities of people like Gray, the servant leader,” he continued. “He was honest with the people he worked for and the people he worked with — integrity. He lived a life serving something bigger than himself — service. He did the best job he could at everything he did: Airman, husband, father and friend — excellence. That is something I want to be.”

“We cannot let our past or most recent setback define us,” Martin said. “We must bounce back and work to be a better Airman tomorrow.”

Ravens on Ramstein stand ready

asked with safeguarding aircraft wherever they land, Ravens will be circling.

“The Raven mission is to provide security where security is unknown,” said Staff Sgt. Efrain Perez, 86th Security Forces assistant NCOIC of flight operations.

Always standing ready for units within U.S. Air Forces in Europe and Air Forces Africa, Ramstein’s Ravens guard some of the most vital pieces of equipment and aircraft.

“When events happen around the globe, we are the first ones there,” Perez said.

“Within hours of being notified, we are on an aircraft heading to whatever destination needs us.”

Ravens prepare for a wide

spectrum of missions and scenarios that facilitate an immediate response.

“Our missions vary, lasting from a few days to a week,” Perez said. “We’ve been all over Europe, seen vast amounts of Africa and even stopped in Iraq and Afghanistan. It only takes a phone call for us to end up in a far corner of the globe.”

Stressful situations are just a part of the job, Perez said. The honor of being a

Raven outweighs the negative aspects in the end.

“Besides the hectic schedule and uncertainty, there is also a chance for something to surprise you and make life a little more difficult,” Perez said. “A mission to the country of Georgia comes to mind. It was a case of bad timing. Tensions between Georgia and Russia were on a breaking point and we were stuck on an airstrip. You never really expect some of these situations to happen, but

we always press on.”

The tightly manned Raven force creates a close-knit community — a collection of Airmen who rely and believe in one another.

“You have to trust the Airman next to you,” Perez said.

Ramstein’s fast alert defense might only consist of a few defenders from the 86th SFS, however these few ensure the safety and livelihoods of many.

Communities celebrate 65th Berlin Airlift anniversary Story and photos by Airman 1st Class Trevor Rhynes 86th Airlift Wing Public Affairs More than 75 members of the German and American communities came together to commemorate the 65th anniversary of the Berlin Airlift.

The ceremony was held June 26 at the memorial site near Frankfurt International Airport and featured guest speakers ranging from the Frankfurt city treasurer to retired Col. Gail Halvorsen, the “Candy Bomber.”

The Berlin Airlift was an effort by the U.S., France and the United Kingdom to deliver food and other goods into West Berlin after the highways, railroads and canals were shut down by the Russians in an effort to take control of the city.

In response, allied aircraft supplied more than 2.3 million tons of cargo into West Berlin over the course of a year to ensure the citizens of their respective zones had supplies to live normal lives.

“We are here to celebrate a landmark of (German and American) friendship,” said Uwe Becker, Frankfurt treasurer.

“It was a time which saw the end of the darkest chapter in German history after

“We were invited to see the celebration of this historic event that brought our countries together,” said Jeff Bratcher, 726th Air Mobility Squadron air terminal manager. “There were quite a few of us from Spangdahlem and Ramstein air bases who participated in the memorial cleanup, so it was nice to see the actual event.”

The humanitarian effort included candy and other goods for chil-

dren of the city, all of which showed any appreciation they could to the American aircrew.

“The children were so grateful. Not one would say ‘gimme,’” Halvorsen said.

“They would share everything they got. I remember giving them two pieces of gum and they broke the pieces up so that everyone could take one. They taught me to put principal before pleasure.”

Looking back, the ceremony showed that members of the two nations are committed to fostering the relationship between the two nations.

“It was important to participate in order to keep the kinship and bond between the U.S. and Germany,” Bratcher said. “The Berlin Blockade was a very important time

“Our overall mission set includes inspecting, preparing, uploading, downloading cargo and manifesting passengers for movement on U.S. military and CRAF aircraft. Typically, we go out with a two to four personnel team for each mission,” said Staff Sgt. Jonathan Lane, Mobile Aerial Port supervisor. “Because of our unique mission, we always have to be ready to go in as little as 12 hours. We are all fully qualified, highly efficient, professional Airmen. We are constantly training, both professionally and physically, for any situation that may arise.”

The aerial “porters” bring the

warfighter to the war by advancing International Security Assistance Force passengers and cargo to the Central Command area of responsibility.

“Over the past year, the Mobile Aerial Port flight has gone on 59 TDY’s to 39 different locations, worked with more than 360 aircraft, moved more than 29,000 passengers and 4.2 thousand tons of cargo,” Lane said.

The MAPF consistently builds relationships with international partners by ensuring the safe transport of U.S. allies and their cargo. The port Airmen provide lift and sustainment support while operating in countries like Poland, Romania, Lithuania, Georgia, Croatia, Bulgaria, Slovakia, Albania and Latvia.

“Working with our partner nations provides the opportunity to show them what we do and how we do it,” said Capt. Dawn Dumont, 435th AMS executive officer. “It also familiarizes them with our processes, which, in turn, makes future missions with them easier, as they already know what to expect.”

Air Force bundles building assessments Data makes the world of Air Force civil engineering go round.

To effectively manage assets across that inventory of real property, data needs to be accurate, consistent and appropriate. But gathering it can mean multiple assessments and inventories of the same building. To facilitate the process, the Air Force Civil Engineer Center’s Energy Directorate at Tyndall Air Force Base, Fla., combined efforts into what is called Sustainable Infrastructure Assessments, or SIAs. “The SIA process consolidates assessments and decreases redundant efforts and contradictions on overlapping results,” said Clayton Deel, contracting officer representative. “By evaluating an entire building in a single walk-through, we minimize the disruption at each base.”

SIAs consist of six product lines which combine real property inventories and facility assessments for energy and asset management. The data is used to support decision making, financial management and future reporting requirements for capital investments and audits.

“The teams for each product line

work together to prevent delays, duplication of effort and omissions in the surveys. Everyone regroups each evening to review the day’s work and the next day’s schedule,” said Mike Giniger, with AFCEC’s Energy Directorate. “This makes the whole process run smoothly and assures the best results.”

Each base receives a report detailing the following: Real Property Inventory Verification of the physical existence of facilities indicated on the Real Property Inventory Detail Report or the base map. This is basically an overall “drive by” check of all facilities.

For some specific facilities, the following is completed: Real Property Installed Equipment Inventory of key mechanical components, including heating, ventilation and air conditioning, and electrical systems. The data is stored for use in a new engineering software so the shops know what needs to be maintained.

piece of equipment so maintenance workers can use a scanner and immediately pull up service records.

Space Utilization Collection of space data at each facility and estimated square-footage. AutoCAD floor plans and georeferences are created for each facility surveyed.

A space utilization assessment determines who is sitting where and how much time they are occupying the space. This helps determine if spaces can be consolidated enough to possibly dispose of another building.

Energy Assessment Bases receive recommendations for energy and water conservation opportunities including estimates of implementation costs and potential savings.

High Performance Sustainable Building Checklist/Assessment This assessment measures how sustainable a building is and whether it is, or can be made, LEED compliant.

Real Property Condition Assessment Condition assessments on main building components including exterior enclosure, roofing, interior construction, plumbing, air handling and electrical components determine the building worth or renovation needs.

The 86th Airlift Wing is host to the SIA group of approximately 42 contractors on local installations in the KMC who will be surveying buildings July 15 to 31.

The SIA is not an evaluation of performance, but used for data collection. The contractors will be collecting data in teams of six, and the building facility manager will be the liaison between the contracting team and building users, so please know the name of your facility manager so that you can be sure to remain updated on the team’s expected arrival date and time.

Hagel details defense ‘Plan B’ if sequestration continues

by Jim Garamone American Forces Press Service WASHINGTON — If sequestration continues into fiscal year 2014, the Defense Department will be forced to consider involuntary reductionsin-force for the civilian workforce, draconian cuts to military personnel accounts and a virtual halt to military modernization, Defense Secretary

Chuck Hagel said in a letter to Senate leaders today.

The senators had requested detailed information on how continued sequestration could affect the military.

In the letter, Hagel detailed the “Plan B” the department must confront if Congress does not pass legislation that averts sequestration in fiscal 2014.

If the process continues, DOD will be forced to cut $52 billion more from the budget that year.

Hagel stressed in the letter that he fully supports President Barack Obama’s fiscal 2014 budget request and noted that if sequestration remains in effect, “the size, readiness and technological superiority of our military will be reduced, placing at much greater risk the country’s ability to meet our current national security commitments.”

Congress gave DOD some flexibility to handle the cuts needed for fiscal 2013, but more than 650,000 DOD civilians must still be furloughed without pay for 11 days.

However, the cuts in 2014 are too great even for flexibility within accounts to handle.

DOD hopes to avoid furloughs in 2014, the defense secretary said, but if sequestration remains in effect, “DOD will have to consider involuntary reductions-inforce to reduce civilian personnel costs.”

Readiness has already been diminished this year, Hagel said, and it will continue to decline if sequestration continues in 2014. Hiring freezes will also continue and facilities mainte-

nance funds will further erode, he added.

If the sequestration mechanism is applied to military personnel funding, “DOD could accommodate the required reductions only by putting into place an extremely severe package of military personnel actions including halting all accessions, ending all permanent-change-of-station moves, stopping discretionary bonuses and freezing all promotions,” Hagel wrote.

He called on Congress to work with the department to avoid sequestration in fiscal 2014 and to approve the president’s defense budget request.

The president’s budget request slows military pay raises and raises fees for some military retiree’s health care.

It also looks to retire older Air Force and Navy assets and calls for a new base realignment and closure program.

“If the cuts continue, the department will have to make sharp cuts with far-reaching consequences, including limiting combat power, reducing readiness and undermining the national security interests of the United States,” Hagel said.

GRAFENWÖHR, Germany — An alarm rings. A teenage boy sits up in bed, peels his eyes open and looks wearily at the clock realizing he has slept longer than expected. He grabs his Air Force sweatshirt and sweatpants, dresses quickly and scrambles out the door.

The other 65 high school students from around Europe are already formed up on the drill pad. One of this boy’s class leaders asks why he showed up late. His response is unacceptable and he is asked to report back after the formation. This is the beginning of a transformation for this group of young adults — the Air Force Junior Reserve Officers’ Training Corps summer program has begun.

These high school students, ranging from 15 to 17 years old, took part in the European AFJROTC summer program here from June 23 to 29.

They were given academic instruction on leadership and team building, given basics in military customs and courtesies and drill and ceremony, and were run through several physically and mentally demanding courses designed to build their confidence, help them face their fears, test their abilities and work together as a team.

According to its website, the JROTC’s objectives are to educate and train high school cadets in citizenship, promote community service, instill responsibility, character, and selfdiscipline, and provide instruction in air and space fundamentals.

“Our mission (in AFJROTC) is developing citizens of character dedicated to serving their nation and community,” said retired Lt. Col. Robert Meyer, director of the AFJROTC program at Kaiserslautern High School. “Naturally we attract many students who are interested in serving (the military), and we encourage and support that, but (most) students don’t join the military.”

He said on average about 5 percent of JROTC cadets go on to join the military, however, despite such low numbers there is still a

“I think the biggest thing … is (seeing) that these young people are preparing themselves in a serious way to be better citizens and leaders for our nation — ready to serve in various capacities — not just the military,” Meyer said.

He said the decision to move the camp to Grafenwöhr was to take advantage of the facilities and physical courses offered there.

There’s a ropes course to test students agility, a leadership reaction course to help build teamwork, problem solving and leadership, and a military confidence course to test the cadets both physically and mentally.

Not only was this a change in scenery for the camp but this was the first time they implemented the redesigned program.

for the workshops that took place during the week, multiple safety classes were given at the Military Medical Training Center June 24 by members of the Polish military, Hungarian military, French military, the FBI, and the U.S. Environmental Protection Agency. “All of these instructors from different countries coming together and sharing what they had to offer was very productive, insightful and beneficial to the team,� said Capt. Hubert J. Little III, a medical operations officer for the 773rd CST. Participants traveled to the Jezewo Training Area June 25 to 28 in order to put their skills and knowledge to use in workshop scenarios under the field conditions of a simulated biological terrorist attack. Here, members of the Polish Army and the 773rd CST, along with supporting elements, worked together to allow DTRA to observe partner nation collaboration with each scenario. “The partnership that we have developed with our Polish partners has been very productive,� Little said. “A Polish officer from the hospital made sure that needed supplies or equipment were met.�

172nd AW trains with Ramstein Airmen by 2nd Lt. Aliesha Johnson 172nd Airlift Wing Public Affairs Members of the Mississippi Air National Guard‘s 172nd Airlift Wing traveled to Ramstein Air Base in Germany to work and train side-byside with active-duty Airmen.

“The training and experiences are mutually beneficial,” said Lt. Col Cheryl Sanders, 172nd Force Support Squadron commander. “Our Airmen get to experience scenarios and opportunities that are unique to overseas active-duty bases, while we also provide much needed relief to the Airmen at Ramstein.”

The experience was not the first time the two forces have worked together.

“We have a long-standing relationship with the 86th Airlift Wing that has developed over years of annual training,” said Sanders. “Our members will return to Mississippi with a new aspect on their service after working with the active-duty Airmen.”

Capt. Roy Clark, 172nd Airlift Wing chaplain experienced one of the best examples of the effects of the unique opportunity.

While at Ramstein, Clark, a traditional Guardsman who pastors a small church in Mississippi, was able to see first-hand the effects of battle on service members.

“My heart felt so much adoration and joy when I was praying for and talking to the wounded service members,” Clark said. “It was sensational — a feeling that I just can’t put into words.”

Security forces Airmen from the Mississippi Air National Guard unit had similar experiences as they patrolled the streets and worked the gates in the Ramstein area.

narios that are exclusive to European units. I saw a lot of good things while working here and I hope to implement some of the lessons learned into my operations at the 172nd.”

172nd AW SF members said they were excited about the opportunity of patrolling a larger installation with such high demand.

“It’s a rewarding experience,” said Airman 1st Class, Sadie Langlois, a member of the 172nd SFS. “We’re getting hands-on training and finding out different measures and means to various aspects of our job.”

Not only were security forces Airmen able to partner with the active-duty forces, but members from the 172nd AW Communications Flight assisted with installing voice over Internet protocol phone systems here, while other Airmen provided relief to active-duty forces in the dining facility and fitness center.

Senior Airman Alamein Lewis, 172nd Force Support Squadron services member, said her experience was phenomenal.

“This experience gave me a different perspective of my actual job,” said Lewis. “Being a traditional member of the Air National Guard, I do not get to see various aspects of my job in action very often, but this experience has allowed me to put my training from technical school and career development course books into practice.”

Along with creating more familiarity between guardsmen and active duty, combining the two forces made an impressive experience on the 172nd Airmen. Members of the 172nd AW learned to keep an open mind, be prepared mentally as well as physically, and maintain a great attitude.

“We appreciate the cooperation with the active-duty forces in Ramstein,” Sanders said. “We hope to put this training in use back at our home station when we return. We have enjoyed the cool temperatures and warm welcome. We are grateful for this opportunity and hope we left a positive impression.”

ntil recently, the Family Advocacy Program’s domestic violence reporting system was unrestricted, a type of report that must be handled with the assistance of the military chain of command.

Now, under the Maltreatment Program, there’s a new policy called restricted reporting that guarantees confidentiality, unless there is a threat of imminent danger.

Restricted reporting is a powerful tool, said Carmen Schott, 86th Medical Operations Squadron family advocacy outreach manager. Often, victims are afraid to come forward for fear of ruining their career or their partner’s career, and sometimes safety is a significant concern for them.

Restricted reporting allows adult victims to openly discuss their struggles with a Family Advocacy counselor. With the focus on planning and individual treatment, there are provi-

sions for counseling services, such as the Family Advocacy strength-based therapy, after a victim or offender attends a consultation.

“FAST is a counseling service available for couples and families facing stress, increased conflict and communication problems,” said Emily McCormick, 86th Medical Operations Squadron Family Advocacy intervention specialist. “Counseling can help the couple develop positive communication skills and address any safety issues within the relationship.”

Family Advocacy’s Maltreatment Program makes it their mission to prevent, identify, assess and treat each of the forms of domestic violence, which include physical abuse, sexual abuse, emotional abuse and neglect.

“Domestic violence is not always about the bruises or marks that can be physically seen,” Schott said. “It’s about the power and control in the relationship and the internal struggle that a person goes through, because the victim usually is in love with the offender.

The St. Baldrick’s foundation conducted the fourth annual “Shave your head for childhood cancer” event June 30 at the Kaiserslautern Military Community Center on Ramstein. The foundation hosted a volunteer charity event in which 117 military members, civilians and dependents in the KMC sheared their locks in support of raising awareness and money to bring hope to infants, children, teens and young adults fighting the war on cancer. The St. Baldrick’s head-shaving events began as a challenge between businessmen and has grown from one event in 2000 to more than 1,290 events in 2012. This year’s event rose 11,500 in donations, surpassing the goal of 10,000. Team PMEL was the largest contributor by donating more than 4,500 for the charity event.

• Establish and maintain cooperative and effective working relationships with military and civilian managers and leaders of the deployment centers to ensure full support for all missions and timely communication and updates on missions.

• Coordinate and obtain adequate volunteer support for deployment missions through proficiency with and the timely and effective use of an automated database system • Assist the Area Operations Manager with center-wide operations and programs to include special events and support for the Vogelweh and Landstuhl centers.

• Work with the Area Operations Manager to build an operational budget and to adhere to that budget.

Required Qualifications • Must be a strong advocate of the USO’s mission to lift the spirits of America’s troops and their families.

• High School diploma required; some college preferred.

• Must possess a valid USAREUR driver’s license.

• Must be able to lift, hold, and carry heavy boxes weighing up to 50 pounds.

• Must be willing and able to work on a moment’s notice and during any hours of the day, on weekends, and on holidays.

• Demonstrated proficiency in written and oral communications as well as knowledge of various software programs including but not limited to Microsoft Word, Excel and Outlook.

• Prior experience maintaining inventory and/or maintaining a storage room.

• Ability to perform basic math and Accounting.

• Knowledge of military community highly preferred.

Details • This position is located in Kaiserslautern, Germany. Preference will be given to local candidates within commuting distance to the location.
