Roy spoke with Airmen, keying in on resiliency, hazing, restructuring, training and the effectiveness of professional Airmen. Resiliency is not only about taking care of yourself, he said, it’s about taking care of those around you. “It’s not just the ability to work through a really difficult situation, but it’s also how you grow while dealing with that situation,” Roy said. “When you grow from that situation, it gives that person an opportunity to help wingmen who may be going through a similar situation. For many in the KMC, summer means school vacation, traveling through Europe and the U.S., and time to enjoy long daylight hours and quiet evenings with our German hosts. For the traffic management professionals in the 86th Logistics Readiness Squadron, these months coincide with peak season — the busiest time of year for permanent change of station moves for American families in the KMC. Last year, our move counselors processed 20,000 moves for the KMC. As the Ramstein Traffic Management officer, my most important tip for family PCS moves is to plan early. Travis Edwards 86th Airlift Wing Public Affairs Four members of the Burundi air force visited Ramstein March 5 through 9 to get the U.S. Air Force’s point of view on staying safe. The four lieutenant colonels were invited to Ramstein by the U.S. Africa Command and the U.S. Embassy to Burundi to familiarize them with the airfield, ground and flight safety programs the U.S. Air Force has. Capt. Dennis Napier, 86th Airlift Wing flight safety chief, took the quartet on a tour of several different safety programs the 86th AW employs on a daily basis. “The visit was focused around the ways we stay safe at the wing and Air Force wide,” Napier said. “The end result hovers around increasing their knowledge of our safety programs for them to see, use and adopt as needed.” Napier said that just because the safety program works for the U.S. a certain MOVE, from Page 2

During your scheduled packing days, a U.S. customs inspector and/or an agricultural inspector may visit your home. If you have questions or concerns about the movers or the service they are providing, call the 86th LRS Quality Assurance inspectors immediately. You’ll get their contact information during your PPPO counseling appointment and they are available while the movers pack, load and

Thomas Ulmer, 86th AW chief of safety. “If we give our partners just one good idea to go home with that they use, we could call this visit a success; prevention of an accident is a powerful tool that can save both lives and money. Having flown and worked in Africa, I know that initiatives like this get the ball rolling and allow for improved flight safety for everyone.”

Colon cancer screenings
The 86th Medical Group will offer colon cancer screenings. Colorectal cancer is the third most common cancer for both men and women. Beginning at age 50, men and women should begin routine colorectal cancer screening. Screening is important because in the early stages of colorectal cancer, there may be no symptoms. New AFAS program
As of July, the Air Force Aid Society’s Spouse Tuition Assistance Program will no longer be in effect. In its place, AFAS has opened the General Henry H. Arnold Education Grant Program up to all Air Force spouses, including those stationed overseas. This program will allow spouses who are seeking undergraduate degrees as full-time students to apply for a $2,000 grant to be used in the following school year. Chandler addressed members of the KMC during a town hall meeting March 8 at the Galaxy Theater on Vogelweh. Chandler held the town hall meeting to address key issues that affect Soldiers and the future of the Army, as well as answer questions from those in attendance. “I’ve only got about five things that I really want to talk about today that are general issues of concern with senior Army leaders,” Chandler said. Those topics were changes in the Army Combat Uniform, the Army drawdown, the Army profession, structured self development and family programs. He focused heavily on the Army drawdown. “What I need you to be aware of is that the drawdown is a deliberate, planned process that will draw the Army down about 10,000 to 15,000 Soldiers per year over the next six years,” he said. “Some of you were in the Army back in the ‘90s when we had to draw the Army down from 780,000 to 480,000 Soldiers. We are not going to repeat the same mistakes that we had last time by asking people who are really some of our best and brightest to leave the service. “We want to stay focused on those non-performers in our formations that should not be offered the privilege of continued service in our Army,” Chandler continued. Chandler also spoke in-depth about sexual harassment and assault response and prevention. “Sexual harassment and assault are counter to our professionalism. They don’t equal one another. If there is something in our Army that we should have a zero mentality on, it should be assaults and harassment against our own,” Chandler said.

Spc. Angel Hunter, a paralegal specialist with the U.S. Army Garrison Kaiserslautern, thought the SMA visiting Kaiserslauern was a good idea since there are a lot of changes occurring in the military. “He made some clarifications about certain issues and, if we had questions, we could just ask in person instead of reading it in a newspaper,” Hunter said. “We had the opportunity to personally hear it from the horse’s mouth. “Basically, the Army is an organization and we are supposed to be professionals, and the SMA is trying to make sure that the top-notch Soldiers are here to serve as professionals to make sure we are keeping the best of the best, and honestly it should be like that,” Hunter continued. After Chandler provided his perspective on today’s Army, he addressed questions from audi-
ence members on subjects such as family programs, the future of the military, medical profiles, future training opportunities and more during a question and answer session. At the conclusion of the town hall, Chandler acknowledged approximately 40 Soldiers for their accomplishments in their units by presenting them with his coin. During the SMA’s trip to the KMC, he also visited with some of the wounded warriors at Landstuhl Regional Medical Center and met with senior enlisted Army leaders in the area. “I feel like the SMA coming today is a great experience. I agree with his views and feel that the Army is headed in the right direction,” said Staff Sgt. Randi Carroll, a chaplain assistant with the 21st TSC chaplain’s office.

At Landstuhl, Chandler met with troops wounded in Afghanistan, medical Soldiers assigned to Landstuhl Regional Medical Center and patient liaisons — NCOs representing deployed units who support wounded warriors at LRMC. Later, at Rhine Ordnance Barracks, Chandler watched Battery D’s air defenders set up their Patriot missile batteries, a command post and a radar tower. Afterward, Chandler held a town hall meeting at Vogelweh’s Galaxy Theater. Troops asked Chandler about changes to the physical fitness test, the drawdown of U.S. troops in Europe and new re-enlistment standards. Committed, competent Soldiers should have no problem re-enlisting, Chandler said. “What we have to focus on is character and commitment. I need you to understand what that means to you,” Chandler said. “Are you doing the things you’re supposed to do when no one’s looking? That’s character.” Chandler’s discussion resonated with Pfc. Jeremy O’Shea, 20, of Fairfax, Calif., who’s been in the Army roughly two years. “It brought to light changes in the Army and gave it face,” O’Shea said. “It put into perspective how it’s going to affect me day to day.”

Department of Defense expands military drug testing panel In February, the secretary of defense announced that the Department of Defense will be expanding military drug testing in accordance with Centers for Disease Control and Prevention recommendations to avoid possible prescription drug misuse. The Air Force Drug Demand Reduction Program seeks to reduce the use of illicit drugs and the misuse of legal drugs through a combination of education and the random testing of military members and civilian personnel. According to the CDC, prescription drug abuse is the fastest growing drug problem in the U.S. The Air Force Drug Testing Laboratory will add testing for hydrocodone and hydromorphone to the current drug panel. Both drugs are classified as opioids and found in several commonly prescribed pain medications. The expansion of the testing panel for service members will commence May 1. These prescription medications should only be used under the supervision of a medical professional and within the timeframe specified. When used properly, these drugs can alleviate severe pain. However, improper use can have dangerous side effects and they can be highly addictive. The misuses of prescription medications can negatively affect the health and safety of the abuser, those around them, and the overall readiness of the unit. Service members are reminded to never take medications that are prescribed to someone else. Individuals who need assistance discontinuing the use of these drugs are encouraged to seek counseling services through self-referral, their medical provider, or their chain of command. Members of Team Ramstein can contact the Alcohol and Drug Abuse Prevention and Treatment team at 479-2390 for support. Additionally, civilian counselors have been contracted by Military One Source to assist military personnel and their family members. They can be contacted at 1-800-342-9647 or at www. militaryonesource.com/mos/about/counselingservices.aspx. Medications should be properly disposed of after their intended use. Improperly disposed medications (e.g., general refuse, flushing down the toilet, etc.) can have negative environmental impacts, such as contamination of the water supply. Of equal concern is the potential for children to acquire unused and potentially expired medications that are stored in the home. In the U.S., the Drug Enforcement Agency’s National Prescription Drug Take-Back Events support the removal of unneeded prescription medications from homes. Unused and expired medications can be disposed of at the pharmacy in the Ramstein Clinic 7 a.m. to 5 p.m. Monday to Friday, or in the Outpatient Pharmacy at Landstuhl Regional Medical Center, 8 a.m. to 7 p.m. Monday to Friday, and 9 a.m. to 1 p.m. Saturday. NEW TRAFFIC CIRCLE The 86th Civil Engineer Group will be constructing a traffic circle at the intersection of Maxwell Avenue and Mitchell Avenue (intersection closest to the Hercules Theater). The traffic circle construction will be accomplished in two phases. Phase one will end Sunday. During this construction period, vehicles will not be allowed to cross on Mitchell Avenue where it intersects with Maxwell Avenue. Phase two of the construction is scheduled to begin Monday and end March 30. During this construction period, no through traffic will be allowed at the Maxwell and Mitchell avenues intersection. WASHINGTON, D.C. — The U.S. Army Criminal Investigation Command, commonly known as CID, is currently seeking qualified applicants to become highly trained criminal investigators. Special agents are responsible for investigating felony-level crime of Army interest, conducting protective-service operations and working with other federal, state and local law enforcement agencies to solve crime and combat terrorism. Agents receive training at the U.S. Army Military Police School and advanced training in specialized investigative disciplines. Selected agents receive advanced training at the FBI National Academy, Metropolitan Police Academy at Scotland Yard, DOD Polygraph Institute and the Canadian Police College. Agents also have the opportunity to pursue a master’s degree in Forensic Science from George Washington University. To qualify, applicants must be a U.S. citizen, at least 21-years-old, be an E-4 through E-6 (non-promotable, E-6 must have less than two years time in grade), with at least two years — but not more than 12 years time in service — have an ST score of 107 or higher, have at least 60 college credit hours (waiver of up to half of this prerequisite may be considered), have a physical profile 222221 or higher, with normal color vision and no record of mental or emotional disorders, a minimum of one year of military police experience or two years of civilian police experience (a waiver of this prerequisite may be considered). Everyday tasks at the post office include unloading delivery trucks, marking parcels, receiving and pitching mail, and providing quality customer service for the entire KMC. With more than 600 parcels being delivered each day, the team at the post office works diligently to distribute mail to customers in a timely fashion. WASHINGTON — The Sexual Assault Prevention and Response Wing Commanders’ Guide was sent out to wing commanders recently and contains statistics, facts and talking points to help leaders encourage healthy conversations among their Airmen, which senior leaders say is paramount to eliminating sexual crimes in the Air Force. “Inspiring our Airmen to be good Wingmen is not just a worthy undertaking, it is a critical mission enabling task that has hope of one day creating an Air Force without sexual assault,” said Secretary of the Air Force Michael Donley. The guide gives leaders the tools necessary to enhance their leadership styles, change the force’s climate and environment, inspire community leadership, empower effective victim response efforts and enforce offender accountability standards. “America’s Airmen deserve nothing less than our full devotion to eradicating the threatening behavior to their well being,” said Air Force Chief of Staff Gen. Norton Schwartz. “This crime threatens our people and for that reason alone, it is intolerable
and incompatible with who and what we are.” The Air Force’s SAPR program also includes Sexual Assault Response Coordinator training and the bystander-intervention training programs. Air Force leaders are focusing on community empowerment to enable Airmen to take care of fellow Airmen in eliminating sexual assault. “Empowering Airmen to intervene when their peers are in trouble is a key component of our training,”
said Chief Master Sergeant of the Air Force James Roy. “We want our Airmen to understand they can make a difference by recognizing when their Wingman is at risk for making a poor decision.” Bystander intervention training was introduced in 2008 and the Air Force expects completion of this training for all Airmen by the end of June.

ricare Online is a great tool, but patients have not used it much in the past because it was cumbersome and had multiple password requirements for each family member. But this has all changed. Below are four improvements to Tricare Online that will likely start bringing patients back to the keyboard to use www.tricareonline.com. One Click Access to Family Appointments. With the use of your Common Access Card or just one password, sponsors and spouses can now book, view or cancel appointments online for both themselves and their dependents. Previously, sponsors and spouses needed passwords for every family member. Now, all family members can be scheduled with either a CAC or one password. E-mail and Text Message Reminders. Patients can now sign-up for e-mail or text message appointment reminders for both their appointments and their dependent’s appointments. To sign up for e-mail or text message appointment reminders, log on to TOL, select “My Profile” and enter the e-mail address or the phone number you want the appointment reminder to go to. No Waiting on the Phone. During telephone appointment peak times, patients may be on hold for up to 15 minutes when trying to book an appointment using the telephone appointment line. TOL gives patients instant access to log on 24 hours a day, seven days a week from anywhere in the world to book, view or cancel their appointment without having to wait on the phone. Fast Canceling. Cancel any appointment in just seconds through TOL. Patients oftentimes did not bother to cancel their medical appointments because they did not want to spend time on the phone waiting to talk to an appointment clerk. It was easier for patients to just not show up. “TOL gives patients a simple and quick way to cancel the appointment so someone else can use it,” said Maj. Gerald I. KMC students honor beloved Dr. Seuss, celebrate Read Across America Read Across America is held annually to encourage children everywhere to celebrate reading on March 2, the birthday of children’s author Dr. Seuss. This day also provides National Education Association members, parents, caregivers and children the resources and activities they need to keep reading 365 days a year. Motivating children to read is an important factor in student achievement and creates lifelong successful readers. Research has shown that children who are motivated and spend more time reading do better in school. Dr. Seuss was born on March 2, 1904, and died Sept. 24, 1991. Some of his most famous books include “Horton Hears a Who,” “The Cat in the Hat,” “How the Grinch Stole Christmas,” “Green Eggs and Ham” and “The Lorax.” (Courtesy of the National Education Association)

JROTC program evaluated by Brittany Overton Ramstein High School
S
ince November 2011, Ramstein High School’s JROTC core has been preparing for its unit evaluation. Col. Leon Stamm, the instructor for the Kaiserslautern JROTC program, evaluated instructor and cadet performances throughout the school day. For the unit evaluation, C/Master Sgt. Lance Ericson marched all second-year cadets in the gym. When all cadets had fallen out of formation, they all congratulated him on a job well done. After evaluating the performance of cadets, Stamm gave students a chance to ask questions or just have friendly conversation. As always, when the bell rings class has come to an end, right? Wrong. When the final lunch bell rang, class was only getting started for two of Ramstein’s senior JROTC cadets. Briefings officer C/Col. Josh Randal and Group Commander C/Col. Nathan Priddy gave the core briefing to Stamm, principal Gregory Hatch, assistant principal Dr. Barriett Smith, and both JROTC instructors, retired Sgt. Tom Speller and retired Maj. Don Bradley. For their hard work throughout the school year, Randal and Priddy received the Outstanding Cadet Performance Award.

Share Some With Fisher House” will be the Gold Award project for Katherine Talley, Ramstein ambassador Girl Scout. Katherine will be working with the Landstuhl Fisher House, promoting their mission and the support they give to military members and families that use their facilities while seeking medical attention. Katherine’s project will focus around the need for new pillows and blankets for both Landstuhl Fisher Houses. Pillows are rotated out after six months of use, depleting their inventory quickly. The Fisher House is also in need of new blankets. Katherine will also be collecting and promoting the ongoing need for individual convenience food items and cleaning supplies used by Fisher House guests. Individual food items needed include fruit cups, macaroni and cheese cups, granola bars, Cup Noodles, cheese and crackers, peanut butter and crackers, Campbell’s Soup at Hand microwaveable soups, pudding cups, Chef Boyardee microwaveable
pasta bowls, tuna meal kits, Pop Tarts, apple cider/cocoa packets and tea bags (nonflavored). Cleaning supplies needed include paper towels, high efficiency laundry detergent, regular laundry detergent, and Tilex Fresh Shower daily shower cleanser refill (no bleach). Katherine will also be promoting sleep awareness by sharing benefits and tips for better sleep at her project booths. The community can support Katherine’s Gold Award project during her project drive from 10 a.m. to 6 p.m. Saturday, and 11 a.m. to 5 p.m. Sunday. Project booths will be located at the three main entrances to the Exchange in the Kaiserslautern Military Community Center. Needed food items and cleaning supplies can be donated and dropped off at any of the three booth locations along with donations toward the purchase of 50 new pillows and 44 new blankets. 5-7 ADA Soldiers pledge partnership with VES by 2nd Lt. Jean P. Tomte 10th AAMDC Public Affairs Nineteen service members from the 5-7 Air Defense Artillery reached out to support Vogelweh Elementary School with special events, activities and educational learning. The community outreach program was initiated Nov. 11, 2011. “The School Sponsorship Program helps strengthen the community relationship and shows how Soldiers want to give back to the community,” said Chief Warrant Officer 3 Arnulfo Rios, an air and missile defense technician with the 5-7 ADA. Rios serves as the school sponsorship liaison, responsible for managing all volunteers in the program. “I feel that having five daughters of my own helps me with patience and understanding,” he said. “Once the teacher is focused on one group, I reinforce what the teacher already taught to the other group.” Rios usually volunteers one hour a day, three times a week. Volunteering is a great way to devote your time and skills to your community while helping others. In this case, Soldiers of the 5-7 ADA volunteer because they want to make a difference and, most importantly, be a role model to children in the community. The Vogelweh school principal Jane Page requested tutoring help for students in the subject areas of math and reading. In addition, service members structure practical exercise games, supervise during recess and lunch, and monitor traffic control during the prescribed hours. “I am hoping this will be a start of a wonderful partnership with a very supportive unit,” Page said. “Lt. Col. Philip G. Labasi Jr., commander of the 5-7 ADA, met with me on numerous occasions to see how the program was going. Most children were perceptive and astute while interacting with Sgt. 1st Class Leslie Elsner, assistant to the battalion electronic missile maintenance officer. “It is interesting to hear the point of views of the kids on the stories they read,” Elsner said. Sgt. Aaron Gillette, a squad leader with Delta Battery, 5-7 ADA, said he likes volunteering in the community and giving back. “I know I am helping the children to better their
proficiency in reading and taking tests,” Gillette said. “As a leader and a dad, it has helped me to better understand children and to learn more creative ways to teach them,” said Sgt. Dennis Brock, who serves as a tactical director assistant for the Patriot Information Coordination Central. “Giving kids the motivation and the tools to succeed and watching them learn and grow is what drives me everyday.” Labasi said children perform better academically when someone cares. “Whenever someone expresses interest in what kids are doing, it increases their performance,” he said.

Not only Irish observe St. Patrick’s Day Saturday by Maddie Fahlbusch Ramstein High School Every year on March 17, the world turns green — not with envy, but for a holiday that has been celebrated for more than 1,000 years: St. Patrick’s Day. People acknowledge the colorful holiday as the saint’s religious feast day, and it commemorates Saint Patricius’ death. Individuals who observe St. Patrick’s Day in the traditional sense spend the morning at church and celebrate in the afternoon. During this special occasion, rules such as not eating meat for Lent
are allowed to be broken. In the evening, families come together for Irish bacon and cabbage, an authentic St. Paddy’s Day dinner. The Irish consider Saint Patricius (more commonly known as Saint Patrick) the patron saint of Ireland. He died around March 17, 461, which explains why the world celebrates St. Patrick’s Day in the middle of March. Saint Patrick holds so much significance with Ireland because historians believe he was the first to esablish Christianity there. Contrary to popular belief, Saint Patrick’s birthplace is Great Britain, not Ireland.
Also, interestingly enough, the first St. Patrick’s Day parade took place in the U.S., not Ireland. In fact, the U.S. is home to perhaps the most bizarre and creative St. Patrick’s Day tradition ever. Every year since 1962, Chicago dyes its river green in the holiday’s honor. However, unlike in this strange tradition’s early years, the city now dumps approximately 40 pounds of colored vegetable dye in the river so it appears green for a few hours as opposed to dumping 100 pounds of dye where the river remained green for close to a week.
Almost as interesting as the customs for the green holiday are its symbols and the origins surrounding them. The two most prominent in popular culture are the leprechaun and the shamrock. It is probably surprising that their faces are commonly adorned with beards and bushy eyebrows because leprechauns are actually Celtic fairies. Unlike their jolly portrayal in popular culture, leprechauns are believed to be unfriendly and unapproachable. Their hours are spent guarding their pot of gold and making shoes, so if you’re on the hunt to score a pot of
gold of your own, keep your ears open for the sound of a shoemaker’s hammer. If you are fortunate enough to come across these difficult to find creatures, make sure you keep your eyes on them at all times or else they will vanish and all hope of obtaining their gold will be forever lost. If, however, you’re unsuccessful in acquiring a pot of gold, keep your eyes open for a shamrock. Shamrocks, or three-leaved clovers, are so highly valued by the Irish because three is considered Ireland’s magic number. Best of luck on your St. Patrick’s Day adventures. Erin go bragh!

MC couples took part in the Ramstein Chapel Couples Retreat March 9 through 11 in Rüdesheim. The three-day retreat, called “MarriageCare,” was sponsored by the 86th Airlift Wing and designed to help strained military couples strengthen their marriages. The cost of the retreat was subsidized by the Ramstein Tithes and Offering fund. Chaplain (Capt.) Brad Phillips, from the 86th AW, and 435th Air Ground Operations Wing Chaplain (Capt.) Michael Curtis guided the retreat. Both chaplains were trained at the AF Chaplain school specifically by AF chaplains who are graduates of the Army Family Life program and authors of the MarriageCare program. “The purpose of MarriageCare is to reconnect couples with one another,” Phillips said. “If the couple is strong and healthy in their connection

n Sunday, the Niederkirchen community hall, called “Westpfalzhalle,” will be the stage for the 18th Easter market, sponsored by the Association for the Advancement of German-French Partnership. The traditional market will take place from 10 a.m. to 5:30 p.m. “After dark, winter days we get inspired by the signs of spring when decorating Westpfalzhalle for this Easter event,” said Jürgen Feind, the association’s executive committee member. “The Easter market offers a good opportunity for all visitors to plan on a family trip.” More than 30 exhibitors will display and sell their handcrafted items. Besides Easter art, the market will offer handmade soaps, bird houses, baskets, jewelry, silk paintings, window hangings, embroideries, felt objects, tatting and turning works, stuffed animals, ceramics, silhouettes, products made of natural stones and chocolates. Easter eggs, made from different techniques, might turn into popular collectors’ items. “Like in recent years, we will serve delicacies, including French food specialties, as well as selected wines from France and Germany,” said chef Jürgen Kupfer. The history of Ramstein Air Base by Dr. Silvano A. Wueschner 86th Airlift Wing historian
I
f there is one question I have been consistently asked in the past six months, it is, “Why did the Air Force choose Ramstein as a location for a base?” To answer that question requires one to frame the response in the context of the Cold War. As the wartime cooperation between the U.S. and the Soviet Union ended and tensions between the two countries mounted, the U.S. came to see Soviet expansionism as a threat to its own interests and began shaping a new policy of containment, a policy that crystallized in 1947 when suspected Sovietbacked Communist guerrillas launched a civil war against the Greek government. Soviet influence in Greece threatened U.S. interests in the eastern Mediterranean and the Middle East, especially Turkey and Iran. American reaction resulted in the Truman Doctrine, which called for large-scale military and economic assistance in order to prevent communism from taking hold in Greece and Turkey and thereby lessen the threat to the entire Middle East. The congressional appropriation, which followed, reversed the postwar trend toward sharp cuts in foreign spending and marked a new level of commitment to the Cold War.
President Truman also turned to the National Security Council to devise a new diplomatic and military blueprint. The result was NSC-68, a report that recommended an increase in U.S. conventional forces. In the ensuing buildup of forces, the number of U.S. Air Force combat wings increased from 48 in 1950 to 95 by June 1952. The increase in air assets and personnel required additional facilities to house them. More importantly, planners began to reassess how best to deploy their aircraft and associated facilities. That rethinking led to the decision to build six new bases in Rheinland-Pfalz, which at the time had two existing military airstrips, one at Pferdsfeld and the other at Baumholder. Pferdsfeld had been built by the German Luftwaffe in 1938. In the 1950s, it was periodically used by the U.S. Air Force to conduct exercises. From 1961 until 1997 it served as a German Luftwaffe base once again. The airfield at Baumholder, built in the early 1940s, came under U.S. Army control in 1951 and was used exclusively by U.S. Army air assets. There was also an auxiliary Luftwaffe landing strip on a portion of the old autobahn between Landstuhl and Ramstein. It was here that two adjoining bases, Landstuhl Air Base and Ramstein Air Base, were to be located.
From a strategic perspective, the decision to construct six bases on the west side of the Rhine made sense because it placed them behind a natural barrier, and in the majority of cases, surrounded by protective topography. It also placed them in a straight line approach to the Fulda Gap, from where the Soviet attack on the bases in the Rhein-Main area was expected to begin. The tactical air assets based at these six bases could be used in an offensive or defensive capacity to counter the Soviet advance or they could be employed to provide close air support for army infantry units meeting the Soviet advance head on. Evidence of planning for the latter contingency was seen on Feb. 11, 1952, when the 86th FighterBomber Wing, based at Neubiberg, furnished four F-84-E Thunderjets for a combined infantry-artillery training exercise with the 2nd Armored Division at Baumholder. The bottom line for military planners was that these bases would be better protected and in closer proximity to the forward edge of the battle area and easier to integrate into joint operations. At the time, these bases were situated in an area of stability near an area of potential instability. Much in the same way today, Ramstein operates from an area of stability as it carries out its missions in Southwest Asia, the Middle East and Africa regions.
Common Access Card being reissued
If you receive an e-mail from DMDC.CAC.Replacement.Notification@osd. pentagon.mil notifying you that your Common Access Card must be replaced, do not delete. This e-mail is not a hoax. Contact your servicing ID Cards Office for reissue of your CAC. As of Feb. 2, the 786th Force Support Squadron ID Cards Office has been reissuing new CACs to eliminate all 64K and 72K CACs with RSA 1024 bit keys. The new 128K and 144K CACs issued have a 2048 bit encryption key, which is required to support network access later in 2012. Most individuals will already have a new 128K or 144K CAC. Individuals with a 64K or 72K CAC expiring before Oct. 1 will be taken care of through attrition and will not receive a new card any sooner than normal.
All 64K and 72K CAC holders with expiration dates beyond Oct. 1 will receive the above mentioned e-mail from DMDC. Upon receipt of this e-mail, the member should call their servicing ID Cards Office (Bldg. 2106, first floor) at 480-6599 or 06371-476599 and make an appointment. To verify if your CAC needs to be replaced, you can look on the back of your card. Above the black strip there is a series of numbers. If your CAC shows 64K or 72K, it will need to be reissued prior to Oct. 1. Note: Any contractor employee who has a “verified” record and expiration date in DEERS, does not need to visit their CVS agent for a new application. Reissue on the current DEERS record is possible. Ironically, technology is bringing back a version of patient friendly oldworld medicine through the simple use of secure e-mails with your Army health care team. Certain types of medical care that require a visit to your primary care manager can now be accomplished by e-mail for beneficiaries registered with Secure Messaging, including: » Consulting with your medical team about non-urgent health matters » Requesting appointments and referrals » Requesting prescription renewals
» Receiving test and laboratory results » Receiving guidance from your medical team by e-mail Secure Messaging is currently being introduced at primary care clinics at Landstuhl Regional Medical Center and at U.S. Army Health Clinic Kaiserslautern. Primary care clinics include family practice, internal medicine and the pediatric clinic. To sign up for Secure Messaging, beneficiaries can provide their personal e-mail at their respective primary care clinic. They will then receive an e-mail invitation to join the service the same day. In the coming months, Secure Messaging will be available at all LRMC clinics in Belgium, Germany and Italy. Although new to Army medicine in Europe, Secure Messaging is currently in use by more than 2,000 military and civilian medical providers from more than 50 sites in the U.S., accounting for more than 210,000 patient mes-
sages over the past six months. Although beneficiaries receive a personal e-mail letting them know they have information awaiting them on Secure Messaging, they use a personal password to log into the Secure Messaging site. The secure site, contracted through Relay Health, is in compliance with the Federal Health Insurance Portability and Accountability Act and stringently protects your personal information through encryption technology. Your information is only accessible by you and your health care team. Secure Messaging is also a valuable tool for clinics and doctors to communicate with patients and to remind them of preventive services. Clinics can easily send reminders about immunizations, screening such as Well Baby Visits, medication recalls and flu vaccine availability. An example of a typical patient message through Secure Messaging would be a mother concerned about
her child who wakes up with a rash on her stomach. Instead of taking her child to the emergency room or trying to schedule a medical appointment, the mother could communicate through Secure Messaging with a nurse or doctor for advice on treating her child at home and/or bringing them in for a medical appointment. Secure Messaging is popular with both beneficiaries and medical staffers because of its usefulness and efficiency. “Secure Messaging is a win-win for everyone,” said Gregory Milliger, a health care consultant at LRMC. “The patient can communicate with their care team between scheduled clinic visits without having to go into the clinic. The civilian health care delivery sector adopted this concept about five years ago and it had an immediate impact on how doctors interacted with their patients. Communicating with patients between clinic visits allows doctors to focus on the patient’s health and not just their health care.”

Divide your plate in four sections with one each for whole grains, lean proteins, vegetables and fruits, and a side of dairy, such as a cup of low-fat milk or yogurt or an ounce of cheese. Avoid oversized portions by using smaller plates, bowls and glasses. Portion sizes have exploded over the past 20 years — and so have our waistlines. The standard 10-inch plate may be too large for you. Switch to 8-inch or appetizer-sized plates and you will automatically portion and eat less without feeling deprived. Pile your plate with nutrient-dense, lower-calorie foods like vegetables, fruits, whole grains and lean
Watch out for liquid calories. The calories in fruit juices and drinks with added sugar, sports drinks, sugar-laden coffee beverages and soft drinks can add up fast. Drink water instead of sugary drinks. Make it a point to carry a bottle of water with you during the day. Try diluting fruit juice with water to cut the sugar and calories, while still providing some flavor. Also, think before you drink alcoholic beverages as they have calories too. Remember to drink alcohol sensibly by capping it with one drink a day for women or two drinks a day for men. Soccer referees needed
With the winter high school athletic seasons over, the scene now turns to spring sports, including DODDS soccer. The Kaiserslautern Officials Association, which provides sports officials for Department of Defense schools, is now looking for soccer officials. The only beginning qualifications include soccer experience at the high school or college level, a desire to give back to the sport, and the ability to travel to schools throughout the DODDS schools zone on Saturdays. KOA referees receive good game pay, mileage and overnight lodging when needed. Landstuhl mountain run
The running club LLG Landstuhl
sponsors its 15th German-American Nanstein Mountain Run at 3 p.m. Saturday. The run begins near Sickingensporthalle (gym next to public swimming pool), Kaiserstrasse 128, and goes across forest trails up to Nanstein Castle. The trail is 7.1 kilometers long.
