Air Force marks ongoing commitment to rated diversity with newly released strategy by Capt. Kenya Pettway Air Education and Training Command Public Affairs Air Force leaders officially released the service’s Rated Diversity Improvement Strategy March 17, marking the force’s ongoing commitment to attract, recruit, develop and retain a diverse rated corps. Brown, Jr. and Chief Master Sergeant of the Air Force Joanne S. Bass signed the newly released RDI Strategy, co-sponsored by Air Education and Training Command’s Rated Diversity Improvement team headquartered at Joint Base San AntonioRandolph, Texas. The RDI Strategy is the Air Force’s flight plan to strengthen diversity within rated career fields through three overarching goals:

• Attract and recruit the best talent from diverse backgrounds to cultivate a high performing and innovative Air Force reflective of the best of our nation. • Develop and retain the Air Force’s best-rated aircrew by harnessing diversity as a force-multiplier and fostering a culture of inclusion. • Optimize diversity advancement efforts by leveraging data driven approaches.

Rated Air Force career fields consist of pilots (manned and unmanned aircraft), air battle managers and combat systems officers. “Our aviation community remains one of the very least diverse in our Air Force,” Brown said. “In order to change this, we need to do a better job of providing young people from diverse backgrounds an exposure to aviation career fields much earlier. I’ve always believed young

people only aspire to be what they can see.” The RDI Strategy is a collaborative effort with the Total Force recruiting enterprise, aerial demonstration teams, affinity groups and other community organizations to increase awareness and cultivate engagement among qualified Airmen and youth, with a focus on those of underrepresented groups — the outcome See RATED DIVERSITY, Page 3

COMMENTARY: Balancing accelerated change with resilient Airmen by Lt. Col. Salomon Alvarez III 86th Materiel Maintenance Squadron For years, “do more with less” was the refrain heard throughout every career field in the U.S. Air Force. As missions expanded and global security requirements remained high, we have continually asked our people to push themselves further. In August 2020, Chief of Staff of the Air Force General Charles Q. Brown, Jr. unveiled his vision for the Air Force’s future efforts through the Accelerate Change or Lose paper, incorporating the refrain from past years with a new emphasis on dynamic environments. “Our Air Force must accelerate change to control and exploit the air domain to the standard the Nation expects and requires from us,” he wrote. “If we don’t change — if we fail to adapt — we risk

losing the certainty with which we have defended our national interests for decades… We must move with a purpose — we must Accelerate Change or Lose.” Airmen of the 86th Materiel Maintenance Squadron at Ramstein Air Base, have risen to the challenge every day, as they support shortnotice contingency taskers across Europe and Africa. Our squadron stores and maintains U.S. Air Forces in Europe’s war reserve materiel, which includes more than 3,000 onhand unit type codes (UTCs) such as billeting supplies, water purification systems, vehicles and fuels support equipment, valued at $1.9 billion. The squadron has seen a sixfold mission increase in the annual movement of UTCs since 2017, as the onset of the Deployable Air Base System (DABS) mission has drastically increased our number of authorizations and on-hand assets. Additionally,

86 MMS personnel have assumed key roles in the military construction planning for new WRM storage sites across nine European countries. Since the advent of the DABS mission and the onset of its associated efforts, the size of our squadron has not increased. Our 39-person squadron is comprised of 17 Air Force Specialty Codes, but as our mission has increased, the AFSC badges we wear matter less and less. If our team members need help, we help. If one AFSC is tasked for support, we all lend a hand. While we feel the strain of being a small team with a big mission, we are also functioning as a team that is unconventionally meeting the spirit of multi-capable Airmen. As General Brown wrote, “Our Airmen must be multi-capable and adaptable team builders, as well as innovative and courageous problem solvers, and demonstrate value in

the diversity of thought, ingenuity, and initiative.” The Airmen of the 86th MMS don the multi-capable hat to solve problems we’ve never faced before and to find creative solutions with limited manning and resources. The flip side of that is what every leader, no matter the rank, owes their Airmen. How do we balance personal resiliency and avoid burnout with a mission that runs 24/7, regardless of scheduled leave, regular duty hours, and amid COVID-19? How do leaders at all levels take care of their people while also focusing on our missiondirected acceleration? This has involved resetting entire squadron priorities on a monthly and occasionally, a weekly basis. More importantly, it has only been possible because our Airmen have found an internal peace knowing that the tasks of today may very well not be the tasks of tomorrow,

and that we must accept feeling comfortable with the uncomfortable. Most importantly, we must recognize when our teammates need to slow down! Those moments can be hard to detect and support, but as leaders it can be as simple as deciding that we are okay with pushing a suspense or issuing a waiver. During the COVID19 pandemic, it may also require enabling Airmen to travel home to see family and accepting the loss of productivity as they quarantine on either end. It has looked like being flexible with our Airmen with children, to ensure they feel supported as we go in and out of various lockdowns. It’s a work in progress, but as we accelerate change to become ever more agile and dynamic, we must be equally focused on supporting our hard-charging and dedicated Airmen who make the mission happen, day in and day out!

will continue to take action in ensuring diversity, inclusion and equal opportunity for all service members, generations to come.” While RDI is part of an Air Force-wide initiative, AETC plays a key role in its success, as AETC leadership is responsible for integrating, synchronizing and ensuring implementation of the

Tax filing deadline extended to May 17 The IRS has announced an extension to the traditional tax filing deadline from April 15 to May 17 for individual taxpayers and taxpayers who pay self-employment tax. For taxpayers owing money to the IRS, the deadline to pay is also extended to May 17, without penalties or interest. Overseas filers can still take advantage of the automatic extended filing date of July 15. However, this automatic filing date for overseas filers does not prevent the accrual of penalties or interest for those who owe; payments must be made by May 17 to avoid these fees. Of note, this extension only applies to federal tax filing and not to state filing, check with your state tax agency for filing deadlines. POV inspections The 86th VRS Vehicle Inspection Station implemented an appointment-based system. Senior leaders join inaugural Women’s Symposium by Tech. Sgt. Robert Barnett Secretary of the Air Force Public Affairs Department of the Air Force senior leaders discussed the importance of diversity and inclusion during the inaugural 2021 Women’s Air and Space Symposium March 8-11. The Office of Diversity and Inclusion hosted the four-day virtual event in partnership with the Women’s Initiatives Team. The symposium served as a professional development opportunity and included a variety of topics ranging from maintaining a competitive edge through diversity and inclusion to unconscious bias. Air Force Chief of Staff Gen. Charles Q. Brown, Jr., Chief of Space Operations Gen. John Raymond, Gen. Jacqueline Van Ovost, commander of Air Mobility Command, Chief Master Sgt. of the Air Force JoAnne Bass and Chief Master Sgt. of the Space Force Roger Towberman participated in the event. “Much like many of our diversity and inclusion efforts this past year, the strength and support for this symposium is a credit to our Airmen and Guardians, who recognize we have areas that we need to improve upon,” Brown said.

Brown further explained he knows what it’s like to be the only person who is different from everyone else in the room. He’s had people approach him to verify he was actually a pilot, even though he wore the standard pilot uniform, because they weren’t used to seeing Black pilots. That sense of being alone because you are different can cause self-doubt, confirmation bias, and imposter syndrome, he said. “Self-doubt can be crippling…, we may feel less confident in our own abilities, or feel pressure to perform, to represent not just ourselves but also those who look like us, who haven't had the opportunity to be in that room,” he said. “I really think that if you're confident in yourself, there are others who will also have confidence in you.” Brown went on to give an example of how to boost confidence and fight for good ideas. “I often talk about the five stages of no: Hell no, no, we’ll think about it, not a bad idea, and why aren’t we doing that already,” Brown said. “They can't say yes if you don't ask, and the answer is automatically no if you don't ask…We all have setbacks, but you only fail when you quit trying or you limit yourself with that doubt.”

The symposium‘s intent was to inspire meaningful conversation about the inclusion of servicewomen, encourage understanding of every person’s diverse backgrounds and experiences, and validate each other’s experience by listening to one another. The event also hopes to improve a culture of readiness and innovation, respect and inclusion across the Department of the Air Force. “The strengths and talents of servicewomen continue to be vital within the Space Force and Air Force, and it’s propelled us to new heights,” Raymond said. “As we build the Space Force, we’re trying to build a workforce that values diversity of opinion, diversity of thought, diversity of specialties and diversity of experiences.” Those experiences manifested during the symposium as participants shared their stories and offered encouragement. Bass took the opportunity to offer advice on how to deal with unconscious and intentional bias. “I’m sure I’ve been the victim of bias, but I never focused more on that than the way forward and where I need to go,” Bass said. “So that gets back to who’s in your

tribe and not allowing yourself to be deterred from your goals. I was always very deliberate about that in my career…I am the master of my fate, so let me be focused on where I need to go, and not make decisions based on how other people make me feel.” Focusing on how others make you feel can get in the way of respect, whether for yourself or others. The nation is full of people from a variety of different backgrounds, and those different experiences and cultures are to be respected because they make our military strong, Towberman said, the senior enlisted leader of the Space Force. “We tend to call America a melting pot, but it's not a melting pot — it's a stew,” Towberman said. “Every individual ingredient retains its flavor, and together it's wonderful. It’s not melted into one flavor or all blended in and mashed together; it's all these individual flavors of every kind — diversity offers its own flavor.” Diversity is evident in venues like this symposium, allowing servicewomen to bring these important topics up for discussion so leadership can listen and understand how to be more inclusive, said Van Ovost,

the first female commander of a major command. “This symposium has been powerful from minute one,” she said. “The panels have been passionate and energetic…I can relate to the stories and reactions both by men and women in these sessions.” Brown was correct in identifying imposter syndrome and self-doubt as contributing factors tempting someone to follow a different path, Van Ovost said. Thinking the same way will only get the same results. “We have got to flip the script, as Chief Brown says, we have to accelerate change or risk losing our talents,” she explained. “My hope is that the suggestions and the feedback that we got from this symposium allow us to go boldly forward.” Van Ovost said next year she wants to be able look back at the progress that resulted from the feedback and suggestions this week. “I hope the work we have done together has made a difference for women who want to join, or are in the military today,” she said. “But the one thing I do know is it's going to take all of us, Airmen and Guardians, to embrace a culture of inclusion to make it all work.”

Rheinland-Pfalz releases new COVID-19 ordinance Story and graphic by 2nd Lt Ridge Miller 86th Airlift Wing Public Affairs The German state of Rheinland-Pfalz released their eighteenth ordinance regarding local COVID-19 restrictions that went into effect March 22. While most lockdown restrictions remained unchanged, several updates were included regarding COVID-19 testing and restaurant dining. Free COVID-19 testing for asymptomatic people is now offered at multiple locations throughout Rheinland-Pfalz. More information about off-base testing is available on Ramstein’s COVID-19 site. Self-test kits, known as Selbsttest or Schnelltest in German, are now available for purchase at various locations on the economy such as grocery stores. They are usually priced between 5-10€ and often located near the cash registers.

Restaurants may now open for outdoor dining, under strict restrictions. Patrons must make reservations in advance, provide proof of a negative COVID19 rapid test and comply with other health measures in place in order to enter. People must bring a point-of-contact test form to the restaurant as proof of their test. Alternatively, self-testing kits can also be used to enter restaurants, but the rapid tests must be conducted at the restaurant in the presence of an appointed individual. The appointed individual must confirm the result, date and time of the self-test. If a test comes back positive, members will need to quarantine and obtain a PCR test. More information about testing can be answered in the frequently asked questions on Rheinland-Pfalz’s government website. Requirements may change depending on the state or municipality where the restaurant is

located, and some restaurants will choose to remain closed to outdoor seating. The installation is currently working through this latest guidance to determine impacts to on-base restaurants. More information will be provided when it becomes available. The Ramstein clinic is not offering rapid testing for the purpose of visiting a restaurant. Testing remains available only for beneficiaries who are sick or ill, for release from quarantine or restriction of movement, and for official travel/emergency leave. Although spring break is around the corner for the Kaiserslautern Military Community, leisure travel outside the local commuting area remains highly discouraged. The “local commuting area” is roughly defined as the general area a person lives, works, and transits through on a regular basis through the course of day-to-day life. Avoiding unnecessary travel reduces exposure to others and to

the virus, which helps our community remain safe and healthy. Those who do travel face potential difficulties associated with returning to Germany, quarantine requirements upon returning, and the overall health and safety concerns for all travelers. Gatherings are still limited to two households, with a maximum

of five persons age 15 or older. Many retail locations are open with restrictions limiting the number of patrons allowed inside based on the number of available square meters. For more information, visit Ramstein Air Base’s official COVID-19 webpage.

Sadie Colbert 509th Bomb Wing Public Affairs U.S. Air Force B-2 Spirit aircraft from the 509th Bomb Wing, Whiteman Air Force Base, Missouri, arrived at Lajes Field, Portugal, in support of upcoming Bomber Task Force missions, March 16. Airmen from the 509th Bomb Wing will conduct a hot-pit refuel of the B-2s and a crew swap with engines running before the aircraft take off again to continue the mission. The B-2s will rely on the strategically located Lajes Field to perform these mission essential tasks during several upcoming Bomber Task Force sorties. “These missions will add even more depth to this already historic Bomber Task Force iteration,” said Gen. Jeff Harrigian, U.S. Air Forces in Europe-Air Forces Africa commander. “B-2s joining the B-1s in theater offers unique opportunities to advance our readiness as we continue to work with and learn from our allies.” Bomber Task Force missions demonstrate U.S. commitment to the collective defense of the NATO alliance and are a visible demonstration of the U.S. capability of extended deterrence. Safety Office Airman receives Airlifter of the Week Story and photos by Airman 1st Class Alexcia Givens 86th Airlift Wing Public Affairs A U.S. Air Force noncommissioned officer in charge assigned to the 86th Airlift Wing Safety Office was recognized as Airlifter of the Week for leading major office tasks in the first four months after he arrived at Ramstein Air Base, March 11. Tech. Sgt. Dorian Lewis, 86th AW Safety Office occupational safety technician, established priorities to meet regulatory requirements and provided full-spectrum safety support for the entire Kaiserslautern Military Community. Occupational safety technicians do various tasks such as inspections, training, mishap notifications, mishap investigations, risk assessments and answering other safety-related questions. “Mishap investigations can be (opened as a result of) an injury for any reason or damage across the installation,” Lewis said. “We’re not here to investigate for the same reason as the cops. Our whole purpose is mishap prevention, so we can ensure that (the same thing) doesn't happen to another member on the base.” Lewis has only been at Ramstein since November. In the first four months, he completed 11 annual safety inspections, identified 37 risks for mitigation across the installation, completed 30 mishap investigations, and recommended

action or prevention to the Air Force Safety Center and squadron commander. Additionally, he trained 90 unit safety representatives to ensure safety policies and procedures are implemented throughout the wing. “Tech. Sgt. Lewis has taken on the responsibility that is generally filled by four technicians in this role,” said Master Sgt. Daniel Lormand, 86th AW Safety Office occupational safety superintendent. “He’s also been training another technician as well when he’s out on job sites.” When Lewis receives a mishap, he and the 3-level technician sit down with the Air Force Instruction, so they can both review it. “I take him along with me, and as I do the task, I explain the job,” said Lewis. “Then if he has any questions when he goes over it, I can actually go over it with him in person while he’s still reading the Career Development Course.” Lewis has a goal to become a certified safety professional and one day make master sergeant. “To be a CSP means that I’m a guru at my job, but it's not just an Air Force certification.” Lewis said. “It's considered the gold standard for safety professionals.” CSPs perform professional level safety duties, such as making worksite assessments to determine risks, assessing potential hazards and controls, evaluating risks and hazard control measures, investigating incidents, maintaining and evaluating

Lewis was chosen as Airlifter of the Week for his ability to work through a manning shortage and exceed expectations. “I could see him in the role as an occupational safety manager and maybe a writer for one of our school houses for the career development course,” Lormand said.

86 Communications Squadron accelerates innovation; supports CJADC2

As part of Combined Joint AllDomain Command and Control operations, ABMS is a digital network environment that connects warfighting capabilities across all domains to achieve a global decision making advantage.

CJADC2 is a framework that enables these operations between the joint force and its partners by connecting forces into a cohesive battle network. Ramstein Air Base was selected as the site for an ABMS onramp due to the installation’s mission set and strategic location in the European theater following a memorandum in October 2020 by Gen. Charles Brown, Chief of Staff of the Air Force, designating ABMS as the number one modernization priority for the Air Force. The 86th Communications Squadron and other communications

units quickly leaped into action, working on an accelerated timeline in preparation for a CJADC2 demonstration scheduled for February 2021. The goal of the onramp was to test multiple technologies in order to open new lines of communications between the joint force and its allies. Over the course of four months, 86th CS accelerated innovation by assessing and upgrading multiple systems to support the onramp of ABMS. “It took a holistic approach to analyze what we needed to accomplish,” said Capt. Hector Valladares, 86th CS operations flight commander. “It was all hands on deck to make this happen.” The project involved connecting multiple sensors across Europe, enabling troops to act and communicate more effectively. “We connected many different and unique sensors that allow us to detect air based threats to Ramstein,” Valladares continued. “The system integrates and fuses these sensors to support warfighters in a way that hasn’t been accomplished before.” ABMS incorporates multiple technologies to support CJADC2, including artificial intelligence and machine learning. The Airmen of 86th CS divided work across multiple teams to upgrade multiple communications operations on Ramstein. “We laid thousands of feet of fiber cables to make new

information paths,” said Senior Airman Joe Sekine, 86th CS cable and antenna systems technician. “Our team laid the cables and conducted initial testing, then our teammates in network management brought their equipment online to connect sensors from multiple locations. It was a total group effort, and we worked well together to get the system up and running.” The extensive amount of data transmitted via ABMS required significant updates to Ramstein’s network bandwidth. “Everybody was involved in this process,” said Airman 1st Class Connor Kelley, 86th CS cyber infrastructure technician. “We had different teams establishing and configuring data links while others installed new equipment at various locations on base.” Ramstein’s NIPRNet is now 16 times stronger, and its SIPRNet has been increased to 26 times its previous capability. Globally, Ramstein’s NIPRNet speed is now ranked in the top 1% for the entire U.S. Air Force, and its SIPRNet is the fastest for any Air Force installation. When U.S. Air Forces in Europe and Air Forces Africa conducted their CJADC2 demonstration in February, the cross-domain digital architecture 86th CS set in place helped facilitate exercises between the joint force and NATO allies. Ramstein is the first installation in Europe to conduct

a successful onramp of ABMS in the U.S. Air Force. “We are incredibly proud of the Cyber community for tackling this effort and making the CJADC2 demonstration a success,” said Col. Andrew D’Ippolito, USAFEAFAF Communications Director. “The combined work of the 86th Communications Squadron, 603rd Air Communications Squadron, 691st Cyber Operations Squadron, 1st Combat Communications, and many others set the standard for the Air Force and will accelerate change for years to come.” As the U.S. Air Force continues to find new ways to accelerate change to accomplish the mission in new ways, Ramstein Airmen continue to do just that. 86th CS efforts to modernize communication systems directly enable command and control within the European Theater. Because of their innovation, Ramstein continues to pursue installation excellence and serve as a Global Gateway for Europe and beyond. Update on virus variants, self-testing, travel

by Col (Dr.) Ryan Mihata 86th Medical Group Commander Virus variants continue to spread across Europe. Initial sampling shows that local positive cases may be up to 30-40% variant. As I mentioned last time, the variant seems to spread more easily and affect younger adults more significantly than the original strain. Simultaneously, Germany and Europe have seen a rise in case counts over the past four weeks after several weeks of down trending numbers. While Kaiserslautern City and County have done very well recently, the overall German numbers are up to 107 cases per 100,000 people. Rheinland-Pfalz issued a new ordinance last weekend permitting restaurants to open outdoor seating. There is a requirement for customers to be tested within the last 24 hours and to provide proof of a negative COVID test. Self-test kits are available on the economy in local shops and grocery stores. The clinic is not offering this testing, as we are only open for testing when sick or ill, required testing for release from quarantine or restriction of movement, and for official travel/ emergency leave testing. Prevention measures continue to be very important. We are again seeing a concerning trend where individuals are going to work or school with symptoms.

If you have any symptoms, stay home and contact your treating clinic for directions. Some people have come to work and school with symptoms and have caused work centers and school classes to be quarantined. Please continue the prevention measures that have kept us safe thus far. On the vaccine front, we are still in Tier 1B. I share your frustration as there are several states in the United States that have

opened up the vaccine to Tier 2. We simply do not have sufficient supply here to do that yet. We are vaccinating some key and essential personnel (identified by commanders) and some “high risk” patients in Tier 1C, but do not yet have sufficient supply to open to all Tier 1C. I am hopeful that in the weeks to come, the vaccine supply will become more abundant. Finally, spring break is

coming. Even though we all want to travel, there are high risk and virus variant areas all around us. Even inside Germany, risk is pretty high right now. All travel remains highly discouraged. If you decide to travel despite the risks, be aware there are significant testing requirements; for example, for those who travel to a virus variant area, the COVID-19 test prior to your

return must be accomplished within 48 hours of arrival into Germany and you must quarantine for 14 days upon return, with no test-out option. As always, you can find more information at www.ramstein. af.mil/COVID-19/.

Deployed commander sets example, provides feedback to retain, develop Airmen by Senior Airman Gabrielle Winn 435th Air Expeditionary Wing Public Affairs The commander of the 776th Expeditionary Air Base Squadron, Lt. Col. Nicholas R. Wabeke, is taking care of Airmen by providing deployment performance feedback directly to home station commanders prior to static close-out dates of enlisted performance reports. For the past seven months, Wabeke has been providing home station commanders feedback on their deployed members to help them in enlisted forced distribution matters. “Previously, I had been a section (commander) in a (maintenance squadron) and the members who were deployed had no actionable information for the rack and stack discussion,” said Wabeke. “That was awkward because I knew from experience that every Airman hacking the mission downrange was doing something; we just weren’t being informed of it.” The purpose of the SCOD feedback downrange is to ensure members receive feedback from their deployed supervisors and that this feedback is provided to home station supervisors. Wabeke explains that “Providing feedback when it matters the most, prior to a SCOD, ensures that I can tell the story of that Airman to their supervision so that no record of an Airman assigned to the 776th EABS gets to a rack and stack without at least a message from the

(deployed) first line supervisor to the home station first line supervisor.” The performance feedback program was originally designed as a formal communication between the rater and ratee to establish expectations regarding duty performance.

“The timing of these cycles is crucial to the careers of our Airmen and the (Air and Space Expeditionary Force) cycle does not take this into account,” Wabeke said. “We cannot rely on simple end-of-tour feedback sessions as a sole means to identify talent.” The 435th Air Expeditionary Wing’s continued success relies on

our ability to recruit, develop and retain individuals committed to the profession of arms and Air Force core values. Not only has SCOD feedback been a crucial part of a deployed Airman’s career, direct communication has motivated members at the 776th EABS.

“Airmen know we are communicating actively with their home stations,” said Wabeke. “They aren’t just a series of bullets on a letter of evaluation and an end of tour decoration.” Home stations also noticed the efforts of deployed supervisors and Wabeke. “The members themselves were appreciative for the deliberate effort. It represents something different with regard to feedback in the deployed environment,” Wabeke said. “Home station commanders have thanked me for the assessment and feedback for their members. For some of them, they were already well known high performers and to others, they were pleasantly surprised.” The success and effectiveness of providing feedback to home station supervisors and commanders leaves Wabeke feeling proud that he can recognize the accomplishments of Airmen. “The chance to highlight the top Airmen to home station commanders is always a nice win from my position and frankly it’s the least I can do given the position I am in,” Wabeke said. “I am lucky enough that these home stations provide us with such high quality performers. It is incumbent on me to provide them with this feedback.” The 435th AEW is committed to protecting, developing and caring for Airmen. These Airmen are the reason the wing continues to succeed in accomplishing the mission better than its adversaries.

Meds, food, fakes unwelcome at Germany APOs by Fred Evans U.S. Army Customs Agency – Europe

German law prohibits many items from being imported into the country by mail. These banned articles could be things you order online or by mail order, or that relatives and friends mail to you. The most common products sent through the Military Postal Service that are banned from import to Germany are medications, vitamins, health-care supplements, foodstuffs, coffee and items intended for homebased businesses. “German and U.S. customs inspectors conducted many inspections at Army and Air Force postal facilities in Germany in CY20 and 1,581 shipments were intercepted,” said Fred Evans, U.S. Army Customs Agency – Europe, Deputy Director. German customs may destroy any illegal imports and violators may face disciplinary action under German law and U.S. regulations, he added. Some packages are simply returned to the sender. Evans added that people should not buy medications, diet pills or nutritional supplements by mail order from the States because they are banned. Even items like vitamins or ginseng in highly measured doses are subject to restrictions. A news release from Landstuhl Regional

Food products are also restricted due to animal and plant health regulations. Meat or meat products like beef jerky, pet food or ham are banned from the mail, as are canned meats and soup mixes or pasta containing meat. There are further restrictions on milk, dairy products, potatoes and eggs. Caviar from sturgeon is forbidden because all species of sturgeon are faced with extinction. “Using the APO to import any item for resale, a business or volunteer organization is banned too,” Evans stated. He explained that if you want to import items for commercial purposes, you must have them delivered to your German home address by the German mail or a parcel service and pay any import duty or taxes due. If you don't, you are violating the law by evading taxes. The same rule applies to rationed items such as coffee, liquor and cigars. Counterfeits of trademarked items are another example of things barred from the mail. “Trademark violations are the illegal use of signs, names, logos and business names that brand manufacturers use to

distinguish their products,” Evans explained. Many producers of DVDs, CDs or designer goods such as purses, shoes or clothing have registered their trademarks with customs who inspect the mail for fake products. Firearms and ammunition are also generally restricted items that should not be mailed to Germany. Evans added that some types of paintball guns and air soft rifles available stateside are more powerful than German law allows and so people should consult customs

before ordering these kinds of weapons. Endangered species products are another area of concern. People buying these products add to the risk of animals and plants becoming extinct and customs can confiscate the goods and fine you. Reptile skins are often used in watchbands, handbags, belts, wallets, and shoes. Most crocodile, lizard, snake, and all sea turtle products are prohibited too. Customs will also stop ivory and whale teeth decorations (known as scrimshaw and net-

suke) as well as many plants such as cacti and orchids. Avoid nasty mail box surprises and keep prohibited items out of the APO. USEUCOM marks one year supporting Allies, partners in COVID-19 fight Story and graphic by U.S. European Command Public Affairs One year ago this month — after the World Health Organization declared COVID-19 a global pandemic — U.S. European Command launched its first, formal support to NATO Allies and partners in what has now become a continuing mission against the highly infectious disease. Led by the command’s interagency partnering directorate and its humanitarian branch, USEUCOM’s array of COVID-19 assistance was delivered to 24 European nations. From delivering personal protective equipment and sanitizing solutions for schools and assisted-living facilities to donating medical equipment for first responders, hospitals and clinics, USEUCOM personnel supported these life-saving efforts. “Our support to Allies and partners during this unprecedented pandemic has been unwavering and resolute,” said civilian senior executive Wayne Raabe, director of USEUCOM’s interagency partnering directorate. “As the COVID-19 outbreak became an epidemic and continued to surge into a full-blown pandemic, none of us had any idea that we were about to experience a

once-in-a-hundred-year crisis.” As Italy became the first European nation hit in the growing COVID-19 storm, USEUCOM’s crisis and humanitarian response professionals identified and facilitated the swift transfer of $150,000 worth of medical equipment and related supplies from a military warehouse in Livorno to hospitals and clinics throughout Italy. That was followed by a focused $10 million in foreign disaster assistance from the U.S. to the country. The first Italian assistance mission on March 20, 2020, launched what has become 93 completed USEUCOM humanitarian assistance projects — with another 53 in progress today — across 24 European nations, spanning the continent from Latvia to Greece and the Czech Republic to Azerbaijan. To date, $21.3 million in COVID-19 related donations have been programmed by USEUCOM. “As a command, we responded as we always do to any contingency situation,” said U.S. Army Col. Kyle Simpson, USEUCOM’s civil partnership division chief. “We rapidly reacted to ever-shifting dynamics with focused strategic and tactical planning,” Simpson said. “Then, we executed effective, on-the-ground

missions to battle the enemy — in this instance, an invisible, microscopic enemy.” Funded through the U.S. Defense Department’s Overseas Humanitarian, Disaster Assistance and Civic Aid program, USEUCOM’s COVID-19 assistance to Allies and partners was closely coordinated with offices of Defense Cooperation and U.S. embassies across Europe. Hand in hand with military counterparts, the crisis experts worked alongside a range of host-nation ministries and governmental organizations to identify needed support projects the command could consider, approve, fund, locally contract and ultimately deliver. “As part of America’s whole-ofgovernment response, USEUCOM’s efforts saved lives across Europe,” Simpson said. “With each donation delivery, we also strengthened our long-held relationships with Ally and partner nations and their citizens, demonstrating that America stood ready to support them in their time of need.” State Partnership Program Another important tool in the command’s arsenal to combat the spread of COVID-19 is the U.S. Defense Department’s State

Partnership Program (SPP). The SPP pairs a state’s National Guard with a partner nation in a cooperative, mutually beneficial relationship. In Nov. 2020, a six-member National Guard medical team from U.S. states Texas and Nebraska deployed to their State Partnership Program (SPP) partner nation, the Czech Republic, to provide medical support as that nation faced threatening levels of nationwide infection. In addition, two nations provided COVID-19 support to the United States, as two separate teams — one from Poland, the other Romania — deploying to the U.S. to provide support in their partner states. Armed with expertise gained from treating COVID-19 patients in Poland and Italy, a nine-member military medical team from Warsaw, Poland, conducted a 10-day observe, advise and assist mission to Chicago in April 2020. As part of its mission, the team of doctors, nurses and emergency medical technicians exchanged treatment techniques, medical best practices and lessons learned from their European experience. In June 2020, another 15-member specialized military medical team from Romania deployed to the

state of Alabama and conducted a two-week mission, providing critical medical support. The team of military doctors, nurses and chemical, biological, radiation and nuclear specialized officers assisted longterm care facilities, nursing homes and hospitals across the state. These are but a few examples of U.S. and European country collaboration through the State Partnership Program. Many more Ally and partner nation militaries and U.S. National Guardsmen have joined together virtually to share valuable lessons learned and assist in important pandemic response process improvements “Given the invaluable frontline experience that these military medical teams gained fighting COVID19 during the pandemic’s height, we remain truly grateful to each country for sending their teams to assist in America’s fight against COVID-19,” said U.S. Air Force Brig. Gen. Jessica Meyeraan, USEUCOM’s deputy director of partnering, security cooperation and missile defense. “This pandemic has devastated communities and countries, but it has also demonstrated and solidified the unyielding bonds that we share as global citizens, as NATO Allies, as enduring friends.”

Is my German tap water drinkable? by Bret Helenius If you have spent any time in Germany, you know that the Germans love their bottled water. You can’t go to a restaurant without being asked “mit oder ohne Kohlensaeure” (meaning with or without gas). Having water out of a bottle in Germany is like getting refills at a restaurant in the states. It is just standard protocol! Germany is the country with the highest number of bottled mineral water brands (908 bottled water labels). So why do the Germans pay for water out of a bottle when it is so costly? It must be because the ground water is not drinkable, right? Au contraire! Germany is generally known as a very “green” country, especially when it comes to disposing of waste in streams and rivers. Actually, Germany disposes of excess water resources from their water supply due to the abundance of rainfall and of good aquifers. Groundwater, mostly extracted from wells and less commonly from springs, supplies approximately 75% of all water for public water supply. In past decades much emphasis was dedicated to improving water quality. Protecting groundwater from harmful pollutants requires the allocation of protection zones, the removal or enclosure of contaminated sites, and the implementation of increasingly stricter environmental protection laws. The effects of all these measures are constantly evaluated in a largescale monitoring program. Drinking

water is the most strictly monitored livelihood in Germany. Another thing Germans are known for is being frugal with their money. They have a “black belt” when it comes to managing their money and stretching their income is an art in this country. So if they are so frugal, why do they spend money on water when they have perfectly good water right in their own house? One can attribute medicinal qualities to Sprudel (mineral water with gas), pointing to the presence of numerous little-known trace elements, which are missing in some sources of tap water. They are essential for humans because our bodies cannot produce them, so it is necessary to regularly get them from foods and water. The availability of minerals from food is less than mineral water, because in foods minerals are bound to complex molecules that can limit their absorbability, whereas in water they are present as free ions (which makes them easier to absorb). So although that tap water is clean and delicious, you might want to think about adding in a bit of the

German culture and ordering up a bottle of water next time you are at a restaurant. And if you look in your trunk and find cases of empty mineral water (stay away from those

plastic bottles that leach bad stuff in the water!) to be brought back to the store, you know you have been in Germany for a while! “Einmal Sprudel bitte!”

The last year been a challenging one for members of the armed forces stationed worldwide. In Germany, the most recent COVID-19 lockdown began in Nov. 2020 and only recently has started to ease. However, now that there seems to be some light at the end of a long tunnel, the DOD community in Europe is eager to start making up for lost time. Even though the Edelweiss staff could not serve guests during the various lockdowns in 2020, they were not idle. Improvements throughout the property were made with the focus on the customer experience. Numerous projects were completed that would have been difficult to finalize during normal operations. Guest rooms were repainted, and wood paneling was refurbished inside and out. The mattresses were upgraded to a super comfortable high-end brand. Lighting throughout the hotel was replaced with energysaving LED lightbulbs. Heating controls in guest rooms also have been upgraded to a more efficient

system to reduce overall energy consumption at the resort. Since opening over 15 years ago, 2.5 million guests have walked on the Edelweiss Conference Center carpet. That carpet has finally been replaced in all the meeting rooms and offices. Major speed and

Each March, the U.S. Army celebrates the important contributions of women to the nation, both historically and in today’s society. According to the U.S. Army, about 18% of the total Army is female and all positions in the Army are open to women. Col. Claudia Peterson, who commissioned as a Nurse Corps Officer, is currently serving as the Chief of Readiness and Reserve Affairs for Regional Health Command Europe. “I work closely with Army Medicine and the U.S. Army Reserve to fill critical medical staffing vacancies which directly impact our ability to provide world class healthcare delivery to our communities,” said Peterson. “I am also responsible for leading and providing oversight medical readiness support for RHCE throughout U.S. Army Europe and Africa.” Peterson was raised in a military family and her desire to serve came from her experiences growing up as a military child. “My father served in the Air Force for 24 years,” she said. “I have uncles on both my maternal and paternal sides of the family which have served in the Air Force, Army, and Navy.” Around 80% of Soldiers come from families where at least one other member has served. into the Army in 2002 after receiving a Master of Science in Nursing as an Adult Nurse Practitioner. Since then, she has served in a variety of clinical and leadership roles. “Opportunities for different career experiences along with career progression is one of the main reasons I chose to join the U.S. Army Nurse Corps.”

Her path to nursing really started at birth. “Born weighing only two pounds, I spent the first two months of my life in Wright Patterson Air Force Base Hospital,” she said. “Growing up hearing my parents praise the nurses, providers, and medics for the outstanding care I received, inspired my choice to pursue a career of service where I can make an impact on people’s lives in a positive way.”

On the front lines against COVID-19: physical therapy assistant

Story and photos by Russell Toof Regional Health Command Europe Even with a mask on, you can tell Andre Griggs is all smiles when it comes to his job. “What I enjoy most is facilitating an environment that is comfortable and healthy for our patient population to get better, to heal, to get stronger,” said Griggs, a physical therapy assistant at Landstuhl Regional Medical Center. “I work on in-patient services and out-patient orthopedic services. We provide follow-up treatments to Soldiers, civilians, and family members. Post-operative care is the biggest thing.” Originally from Miami, Griggs has served on active duty twice. “I’m prior service Army and explored several different jobs during that time,” he said. “I separated and joined the Army Reserve. A few years later, I went back on active duty and then separated from active duty again. That’s when I started pursuing more of the healthcare-related occupations.” Griggs used vocational rehabilitation through the Veterans Affairs to pursue a physical therapy assistant program. He also

used the GI Bill to study massage therapy, a skill set he said helps with performing manual therapy. “I was working in Miami at the county hospital but was looking for more opportunities,” he said. “This is actually my second time here in Germany and I’m really glad to be here.” Griggs worked at Brooke Army Medical Center in San Antonio prior to his current position. With the Army changing over to the Army Combat Fitness test, Griggs believes that’s where he and the orthopedic services team contribute most to Soldier readiness. “Some of the movement patterns that are critical to the ACFT, we cover those here in physical therapy with the goal of preventing injuries,” he said. Like many departments at LRMC, physical therapy has remained open during the pandemic but with modifications. “We are using more personal protective equipment,” he said. “We have to communicate a little more closely because of the masks and we are maintaining robust infection control awareness.”

U.S. Army Garrison Rheinland-Pfalz is part of a pilot program aimed at improving the permanent-change-ofstation process and experience for all Army personnel and their families. The effort, initiated by Installation Management Command and Army Materiel Command, is intended to deliver a high-quality PCS experience for Soldiers and their families as they transition to and from the focus installations. Carlisle Barracks, Pennsylvania; Fort Bliss, Texas; and Fort Leavenworth, Kansas were selected to conduct the pilot in 2020, and USAG RP and USAG Hawaii were added in 2021 to include the overseas component. “First and foremost, we want our new team members to know they’re taken care of and their families are taken care of,” said Mike Waschek, Directorate of Human Resources director. “When they know they’re taken care of and their families are taken care of, they can focus on the mission.” The pilot program also includes a new application built to house all information, documents, and checklists associated with the PCS process. According to Waschek, the app will be tested by those PCSing into the garrison footprint, and will eventually act as a dashboard of information used by every Soldier and every installation during the PCS process. “The app will ask all the necessary questions to learn the service members’ specific needs, populate that information into the system, and point them to the right support elements they should contact,” said Waschek.

“The app will also alert those on the garrison end, and link all databases and forms in one place. Right now everyone has the binder of paperwork they carry around, but, eventually, it will all be on a phone.” According to IMCOM, Summer Surge 2021 and the feedback received from the pilot program will be used as a model for validating and improving services for all Soldiers and families transitioning to and from installations worldwide. For Waschek, the crucial component of the Summer Surge pilot– and “the key to a high quality PCS experience” — will be process improvement. “Making sure what we can control is the best it can be, and every step toward transition is as smooth as possible,” he said.

The DHR team is working to further improve specific areas that could elevate the PCS experience for inbound personnel, and make the transition to life outside the continental U.S. smoother. “One of the things we’re focused on is sponsorship in general, as we believe sponsoring is key to a smooth PCS,” said Waschek. “Most of us who have moved and had a great sponsor, it made all the difference in the world. And when we’ve had sponsors that have maybe not been the best, it didn’t go quite as well — especially in an overseas environment.” Sponsors are unit representatives who help facilitate the different steps of the PCS process with personnel, and maintain communication with the individual through arrival in country. The garrison provides sponsorship training to ensure sponsors from each organization are prepared to provide incoming personnel with all the information needed to complete each step in the PCS process. “While we don’t manage the people who PCS in, we do manage

the process they use,” explained Waschek. “Sponsorship is still a unit responsibility, but we provide the resources for the unit to be successful.” Waschek said the garrison’s “Sponsorship Rodeo,” currently scheduled for April 21 via Microsoft Teams, has been revamped to meet COVID-19 mitigations and set the tone for this year’s focus on Summer Surge. Another component of the PCS experience that will be focused on process improvement is the USAG RP Housing Office. According to Charm Sutton, chief of customer service for the Housing Office, all of the office’s internal processes are being reviewed, with some already moving to an electronic setting to get as much done before Soldiers actually arrive. “For housing specifically, the goal is to shift as much of the transition process to the front end,” said Sutton. “For example, housing applications are now done online; images of different housing options will be made available and easily accessible; and we’re hoping future tenants will know what housing options are available and know which homes are offered to them before

Both Waschek and Sutton agree: the most important thing is making sure Soldiers, their families, and all personnel are set up for success. “Being open to the possibility that things can be better, more efficient, is the best part of this pilot,” said Sutton. “A bad PCS experience can make or break a family’s tour, and can put a damper on the whole Army experience. It’s our job to try and make this the best possible transition.”

If you speak English at work and English (or another non-German language) at home, you might think, “Why bother?” However, learning to speak German — even a little bit — is a golden opportunity. The benefits of speaking multiple languages are many and proven. And you’ll never be in a better place to improve the level of your German language skill. Unfortunately, many of the traditional modes of language acquisition, like in-person classes, aren’t available right now. Fortunately, however, there are plenty of other options (most of them free) to help you rapidly improve your ability as a German speaker. Here are five tips to get you on your way

1.

Start with “Why?” This is especially important for adults who are just starting to learn a language. Be very clear about why you want to learn. Is it to be able to navigate common situations, like grocery store shopping or calling in take-out pizza orders? Is it simply to be able to say hello to your neighbors in the hopes that you can someday start a conversation with them? Or would you like to master the language? Keep the reasons for — and the benefits of — learning German at the top of your mind. If you’re clear about why this is important to you, it is much more probable that you will stick with it.

2.

Find a partner. Learning a language is like getting in shape. If you have a partner, you’re far likelier to accomplish your goals. Buddies can keep you motivated when you’re not feeling like it, and they can help you give you gentle nudges when you need to keep moving. As a bonus, you’ve also got someone with whom you can practice. Even better: find a native German speaker who will chat

with you regularly. You’ll never be in a better location to do so.

3.

Find a language app that works for you. There are several online options that are great for beginners and experts alike. For Americans living in Germany, here are some ideas: • Army MWR libraries in Europe offers an excellent and comprehensive program through Mango. Using this free online resource can be very useful. • There is no shortage of free online apps that can be used via mobile or in a desktop environment. Popular choices include Memrise, DuoLingo or Babbel. These can be especially useful for learning or reviewing the basics. • Online courses can occasionally be available through organizations that traditionally offer in-person classes. For example, the Kaiserslautern Kreisvolkshochschule often offers online beginner courses. Ask around at your installation, as well.

4.

Put in the time. Once you’ve got goals, a partner (or a sense of adventure), and a way to learn, it is important to put in the time. Consistency is often more important than volume: for example, 10 minutes a day every day will take you further than one hour a couple of times a week. Find a way to make sure you’re putting in the time, even if it’s something as simple as a putting a daily checkmark on your calendar.

5.

Put your pride aside. This is so important, especially for adults. Don’t worry about looking (or sounding) like a fool. It’s the only way forward. So try what you learn as often as you can, especially with local citizens (remember, you live in Germany!). Start small, with greetings and basic phrases. Learn to ask, “Sprechen Sie Englisch?” before saying anything else. If someone says yes, you’ll know you’ve got a safe audience with whom to speak German. The more you use your language skills, the faster you’ll improve!
