Elliot Cofer 12th Airborne Command and Control Squadron The 10th Expeditionary Airborne Command and Control Squadron hosted members of Team Ramstein for a tour of the Northrop Grumman E-8C Joint Surveillance Target Attack Radar System aircraft at Ramstein Air Base, March 17, to familiarize the base with the JSTARS’ mission. This tour provided U.S. Air Forces in Europe – Air Forces Africa, NATO Allied Air Command, Distributed Ground System-4, the 603rd Air Operations Center, European Partner Integration Enterprise and 86th Airlift Wing personnel a rare opportunity to see inside the E-8C aircraft. “The event was an opportunity for Ramstein Airmen to see
a glimpse inside this iconic platform that has provided command and control, airborne intelligence, surveillance, and reconnaissance support to combatant commanders since its first deployment in Operation Desert Storm,” said U.S. Air Force Lt. Col. Jeremy Sherman, 10th EACCS commander. The 10th EACCS is a deployed squadron composed of total force Airmen from 10 units assigned to the 461st Air Control Wing, 116th Air Control Wing and 78th Air Base Wing at Robins Air Force Base, Georgia. It is uniquely composed of aircrew, support, maintenance and security forces Airmen. Deploying with this team is the first time many are working alongside these other career fields. “I am incredibly proud and continuously impressed by the amazing work of the deployed

members,” said Master Sgt. Dusty Surber, 10th EACCS senior enlisted leader. “Such as supporting training exercises and events demonstrating the U.S.’s steadfast commitment to NATO allies, enhancing interoperability with multinational partners and deterring any actions that could destabilize regional security.” Since being aligned under the 86th Operations Group in 2019, the 10th EACCS has accomplished missions in support of U.S. European Command’s priorities in addition to supporting the U.S. and NATO allies. Airmen assigned to the 10th EACCS benefit substantially from a robust working relationship with mission partners at Ramstein and across the operational European theater. “We have a diverse team,” said Surber. “Everyone from the main-
tainers battling the harsh elements, to the defenders keeping the people and jets safe and secure, to the mission planning cell and support personnel helps ensure every mission is met and exceeds the needs of the ISR community. I cannot say enough about this amazing group of professionals and crew members who courageously fly these sorties. Despite facing numerous challenges, the 10th EACCS has managed to perform at a historical level, truly doing more with less.” The 10th EACCS was first stationed in Europe as the 10th Airborne Command and Control Squadron on Jan. 1, 1970, flying the EC-135H Airborne Command Post on alert for the U.S. commanderin-chief Europe until its inactivation on Dec. 31, 1991. Since the 10th EACCS has been deployed to Ramstein, they have
flown 293 sorties in support of numerous NATO operations and coalition exercises, totaling nearly 2,200 hours and averaging more than 7 hours per sortie. “This tour was a chance to celebrate the new relationships we have built with Airmen from our base and allied partners,” said Lt. Col. Renee Summers, 10th EACCS chief of staff. “It brings us together to thank them for their collaboration and contributions in theater as well as deepen their understanding of the JSTARS mission and capabilities.” The JSTARS aircraft is in its twilight years after three decades of dedicated and decorated service in support of countless operations. In December of 2021, the U.S. Air Force authorized Air Combat and Command to start divesting the JSTARS fleet, beginning with four aircraft last year.

USAG RP announced as winner of US Army’s FY22 Best Large Installation Antiterrorism Program by Tammy Muckenfuss U.S. Army Garrison Rheinland-Pfalz The Headquarters Department of the Army 2022 Antiterrorism Program Awards were presented at this year’s Army Antiterrorism Virtual Training Seminar on March 14, with U.S. Army Garrison Rheinland-Pfalz receiving the award for Best Large Installation (population over 10,000) Antiterrorism Program. USAG Rheinland-Pfalz Protection Antiterrorism Officer, Michael Hawthorne, was recognized as the winner of the Lieutenant Colonel Ronald C. Francis Best Antiterrorism Program Manager Award. Of the 34 Army-wide Honor Roll Honorees awarded, USAGRP has five honorees: Ms. Nicole Alberico, Public Affairs Specialist; Ms. Mary Del Rosario, Public Affairs Specialist; Mr. Daniel Lopez, Antiterrorism Officer; Mr. Michael Shack, Emergency Manager; and Mr. Robert Taylor, Emergency Manager. The nomination criteria for competitive categories included a rigorous set of requirements and standards that had to be demonstrated over the course of FY22. Nominees had to demonstrate their respective antiterrorism program’s ability to: Plan, Execute, Train, Sustain and Coordinate. This means that programs had to build and integrate AT into all plans, standard operating procedures, and operational plans. Further, the programs would have to demonstrate how they execute AT defenses to prevent and respond to AT-related threats while conducting collective and individual training and exercises, as well as being able to sustain AT protection through evaluation and coordinated actions. Chief, Protection, Directorate of Plans, Training, Mobilization and Security, USAG RheinlandPfalz, Tom Leugers, describes what makes USAG-RP’s Antiterrorism Program so unique. “Size matters; RheinlandPfalz is 100 miles across and half as deep. There are 31 installations. There is no other garrison like Rheinland-Pfalz in the Army. And, we support three Combatant Commands: U.S. European Command, U.S. Africa Command and U.S. Central Command,” said Leugers. “That support takes a tremendous amount of effort. synchronization we do here is beyond what any other garrison does. And we did it through 3 real-world missions and COVID. The ingenuity and creativity of our team is incredible. The community awareness is outstanding.” Over FY 22, USAG-RP’s Antiterrorism Program team reinvigorated the garrison’s standing AT program and implemented a stronger, more comprehensive program just in time for response to real-world missions and events. In October 2021, USAG-RP’s Random Antiterrorism Measures Program was thrust into the spotlight as Operation Allies Refuge and Operation Allies Welcome brought more than 12,000 Afghans to the installations during the largest humanitarian evacuation effort in U.S. history. Here, the evacuees were provided housing, meals, and protection. USAG-RP, in coordination with the 21st Theater Sustainment Command and mission partners activated existing and constructed new, comprehensive life support facilities to ensure a safe and secure environment during their onward movement. The RAM Program uses random, multiple security measures that change the look of an instal-
lation’s force protection program and introduces uncertainty to defeat surveillance attempts and make it difficult for a terrorist to accurately predict security actions. As USAG-RP housed and transported these personnel, the garrison Antiterrorism Officers continuously assessed the areas and adjusted the RAM as needed, often creating new RAMs to match the situation. In support of the United States response to the Ukraine invasion, personnel and equipment moved in and out of the USAG-RP areas of responsibility safely. Again, the creation of situational RAMs was pushed to the front to protect personnel and equipment moving east. According to Michael Hawthorne, USAG-RP Antiterrorism Officer and recipient of the Lieutenant Colonel Ronald C. Francis Best Antiterrorism Program Manager Award for FY22, “Our garrison’s Antiterrorism approach is to exceed standards. Our work has garnered the attention of higher headquarters, Installation Management Command Europe, U.S. Army Europe and Africa and now Headquarters Department of the Army. Our program utilizes
a forward-leaning approach by considering threats of the future as we assess the environment — with the goal of being proactive rather than reactive when it comes to protecting our community.” AT supports the sustainment of relative combat power through the application of protection resources to prevent a terrorist attack. As a protection function, AT plays a role across all operations and contributes toward the preservation of combat power through the application of the AT principles (assess, detect, defend, warn and recover). The key to preventing terrorist attacks is integrating and synchronizing AT operations, activities, and measures across the full spectrum of Army operations to provide ready, relevant and responsive AT support to the warfighter, and USAG Rheinland-Pfalz is doing just that. Another essential element for an effective AT program is community support. For USAG-RP, the success of their AT program is in large part due to the support of the entire Kaiserslautern Military Community of Soldiers, Civilians, families, local national workforce and surrounding host nation communities.
“This program and this award involves everyone, starting with the USAG RheinlandPfalz Command Team, who wholeheartedly supports the AT program and provides tremendous support for everything we do,” said Hawthorne. “Our tenant units strengthen the overall AT program by participating in exercises and drills. And the DPTMS staff, to include the Protection Team, works tirelessly together as a team with the shared goal of protecting this community,” he noted. Adding, “We have great support from the AT staff at IMCOM-E and USAREUR-AF, who provide guidance and support, while our partners at Ramstein Air Base provide cross-service support that is so critical to enforce a holistic approach to AT across the extended communities. Finally, our public affairs office team always helps by putting together and executing AT awareness and messaging campaigns.” Mary Del Rosario, Public Affairs Specialist for USAG-RP and FY22 HQDA Antiterrorism Honor Roll Honoree said, “We understand the importance of the antiterrorism program and how critical community-wide awareness and support is — so we developed a messaging campaign focused on educating the community to where they confidently understand the ’If you see something, say something’ mentality and they know where to go to report things that are out of the ordinary. Knowledge is power, after all.” By integrating AT into all operational planning and activities, all leaders acknowledge and accept their responsibility to protect missions and people — by preventing successful terrorist attacks. And every organization, unit, and person that is part of the Army community understands their role and responsibilities supporting leader efforts to build and sustain AT protection programs. “This award means a lot to our staff and garrison. It is not an easy accomplishment, and it really validates our efforts as an Antiterrorism Program and garrison-wide team. It’s awesome to be recognized for our hard work as we continue to improve and provide the best protection efforts for the largest military community overseas,” Hawthorne said.

21 TSC, Slovenian Military Police conduct explosive training

by Natalie Weaver 21st Theater Sustainment Command U.S. explosive ordnance disposal technicians and an intelligence analyst from 18th Military Police Brigade, 21st Theater Sustainment Command, provided an improvised explosive device and forensics exchange with Slovenian Armed Forces Specialized Military Police (Specializirana enota vojaske policije or SEVP), to improve tactical present-day IED awareness and continue joint training efforts in Novo Mesto, Slovenia, March 13-17. According to Slovenian Armed Forces Capt. Blaz Primc, commander, SEVP, learning the key differences of working in non-permissive environments rather than permissive ones was the intent of the event. “We would also like to exchange TTPs [tactics, techniques, and procedures] in order to improve interoperability and set up conditions for future cooperation,” said Primc. One civilian police member and over 25 members from SEVP divisions including the military working dog unit, criminal investigation department, bomb squad, and counterterrorism platoon participated in the exchange. The team of seven service
members from 18th MP Brigade arranged activities consisting of improvised explosive device awareness, site exploitation, and forensic collection. U.S. Army Sgt. 1st Class Tyler Leri, EOD platoon sergeant, 720th Ordnance Company, 18th MP Brigade, said the SEVP was an experienced group and extremely receptive to the information. “They [SEVP] were very easy to work with,” said Leri. “And did their best to accommodate us.” To optimize EOD training environments a demolition range is the ideal setting to practice sensitive site exploitation. A demolition range can be a difficult task to arrange and the SEVP was able to support the objective by providing a similar alternative. SEVP used a water-borne disrupter against IED components to visualize the process of conducting post blast analysis. The resulting crater contains evidence, so the crater is photographed, measured, and samples of the soil are obtained for lab processing. Intelligence analyzing is typically outside the EOD field of work but understanding the laboratory process ties into data collection and strengthens an investigation. Spc. Jarrel Barnes, intelligence analyst, 18th MP Brigade, provided background to why site preserva-
tion and evidence identification is critical. “Collecting the right materials helps analysts process and identify actors in the area of operations and, in turn, help people on the ground,” said Barnes. The engagement was a first for Spc. James Weatherly, EOD specialist, 720th Ordnance Company, 18th MP Brigade. “The teaching role is something that is new to me and this has been a really good experience,” said Weatherly. Weatherly gave a class on site exploitation to the group. Afterward, a practical exercise took place where the U.S. EOD team dispersed several IED components in an abandoned building, which the SEVP had to identify and review as a group. Primc feels all SEVP elements can benefit from these engagements. “SEVP would like to continue good cooperation with the U.S. in all sorts of engagements and joint training that would contribute to development of our specialized counterterrorism assets and ability to conduct high risk operations,” said Primc. The exchange wrapped up by presenting certificates to Slovenian participants and reviewing the weeklong instruction.

Bud Lacroix 21st Theater Sustainment Command Following a three-year hiatus due to COVID and against the backdrop of the escalating tensions between global powers, the 2023 Joint EUCOM/AFRICOM Deployment and Distribution Conference proved to be a resounding success. Military and industry leaders converged in Stuttgart, from March 7-8, to tackle this year’s pressing theme: “Logistics in a Contested Environment.” With the recent oneyear anniversary of the Russian invasion of Ukraine, the discussions and solutions that emerged from the conference could not have been more timely or critical for ensuring global security and preparedness in an increasingly volatile world. The crisis in Ukraine has underscored the crucial need for collaboration between the DOD, partners, and industry to enhance logistics posture and sustainment networks. The JEADDC 2023 was a historical event that united military, commercial, and government leaders worldwide to address the complex challenges and opportunities of deployment and distribution operations in a contested environment. The conference brought together top-tier participants, including the Deputy Commander of U.S. European Command, the Director of Logistics from EUCOM and U.S. African Command, and U.S. allies and partners like the Deputy Chief of Staff for Plans at NATO Joint Support and Enabling Command. Industry partners from the National Defense Transportation Association also participated, offering their unique perspectives on the issue at hand. With such a diverse and knowledgeable group of participants, the conference generated invaluable insights and recommendations on navigating logistics in a contested environment, ultimately enhancing global readiness and security. Leaders from military, commercial, and government sectors converged to tackle one of the most pressing challenges in a contested environment: logistics. Collaboration and capability enhancements were front and center, as experts called for leveraging the expertise and resources of industry partners to boost the efficiency and effectiveness of deployment and distribution operations. The JEADDC emphasized the need for collaboration and underscored the importance of increasing efficiency and effectiveness in deployment and distribution operations. With the latest technologies and best practices at their fingertips, leaders can streamline processes, reduce costs, and improve speed and agility in a contested environment. Participants shared their insights and experiences on optimizing deployment and distribution operations, highlighting the trust that must exist between the military and its commercial industry partners, also known as the “fourth component” of TRANSCOM. By leveraging the latest technologies and industry expertise, the military can increase the efficiency of its operations and respond quickly to environmental changes. In addition, trust in commercial industry partners brings new insights and perspectives to the military, enabling them to be better prepared for any challenges. With collaboration and trust at the forefront, leaders from the government, military, and industry are poised to enhance the readiness for global deployment and distribution operations. AFRICOM also received significant attention, with the J4 discussing the unique logistical challenges of executing operations across 53 African nations. Political instability, poor infrastructure, and violent activity present significant obstacles that demand innovative solutions. The African continent is critical to U.S. interests due to population growth, economic potential, and security threats. Violent extremist organizations such as al Qaeda, al-Shabaab,
and ISIS operate in the region and pose a significant danger. Moreover, strategic and regional competitors such as China and Russia are increasing their military and economic influence in Africa, adding another layer of complexity to logistics planning. As a result, the conference highlighted the importance of collaboration between governments, militaries, and industry partners to build resilient and sustainable logistics networks in a complex and challenging environment. U.S. Army officials shared important operational and tactical sustainment lessons learned from the Defender series exercises. These exercises showcased the U.S.’s ability to aggregate combat power in Eastern Europe, enhance unit readiness, and leverage host nation capabilities to increase operational reach. Additionally, interoperability was emphasized as a critical sustainment lesson that the U.S. continues to reinforce. The U.S. can improve logistics and operational capabilities by strengthening partnerships and cooperation with allied nations, ultimately increasing overall readiness and preparedness in a contested environment. Representatives from the Bundeswehr (the German military) made a significant impact at the conference, demonstrating their commitment to enhancing their homeland and collective defense capabilities. In response to the evolving security environment, Germany has taken proactive measures to reinforce the Bundeswehr by investing in upgraded tanks, fighters, and frigates. The Bundeswehr also acknowledges the need to increase its operational speed and has made strides in upgrading its reserve system. As a
critical member of NATO and a major European power, Germany’s efforts to strengthen its defense capabilities are crucial for ensuring regional and global stability. One of the most critical components of NATO’s military structure is the Joint Support and Enabling Command, which attended the conference. This conference provided a platform to highlight JSEC’s critical role in providing NATO forces with logistical, operational, and technical support. With the world facing increasingly complex and diverse security challenges, JSEC’s contribution to ensuring collective defense is more vital than ever. JSEC’s primary mission is to support NATO’s military operations, including supply and maintenance services, transportation, and communication. Doing so ensures that NATO’s member states have the resources they need to protect their citizens and maintain peace and stability globally. As the world continues evolving and new security threats emerge, JSEC’s significance will only continue to grow. It must maintain its commitment to innovation and collaboration to support NATO’s changing needs. The Technology Expo was a highlight of the JEADDC, providing a platform for industry partners to showcase their latest technological advancements. The Expo showcased the latest technological advances in logistics, including drones and autonomous vehicles, as well as advanced data analytics tools and logistics tracking solutions. These cutting-edge technologies can transform logistics operations faster, more efficient, and more costeffective. Moreover, the advanced data analytics tools and logistics tracking solu-
tions give military leaders real-time visibility into their supply chain operations. These solutions will enable them to make more informed decisions and respond quickly to challenges. Integrating these cutting-edge technologies with existing military logistics systems is expected to improve overall readiness and enhance the military’s ability to respond to any crisis or conflict swiftly and efficiently. Overall, the Technology Expo showcased a range of innovative solutions to transform the logistics industry, bringing it into the digital age. These advancements will enable the military to operate more efficiently, improve supply chain resilience, and strengthen its collective defense capabilities. The partnership between military and industry partners is an essential aspect of logistics operations, and it was a significant focus at JEADDC 2023. Military leaders recognize that working with industry partners can bring many benefits, including access to cutting-edge technologies, increased efficiency, and cost savings. JEADDC 2023 provided an excellent platform for military and industry partners to exchange ideas and best practices and establish relationships that could lead to future collaborations. Samuel Signor 21st Theater Sustainment Command Headquarters and Headquarters Company, 30th Medical Brigade, conducted a command post exercise on Rhine Ordnance Barracks from March 9-17. Soldiers developed their skills and gained knowledge in their area of operation through scenarios that could happen at any time if they’re forward deployed. CPX events not only benefit the Soldiers but also allow their supervisors to see what could be improved for future training events and exercises. “It’s been a combination of events; this started way back in January with other exercises just to see what our capabilities are," said Capt. Kayode Ilesanmi, Headquarters and Headquarters Company commander at 30th Medical Brigade. "Currently we’re conducting a CPX as a follow up phase, kind of a walk phase just to solidify what our brigade’s capabilities are if we’re forward deployed in Europe.” The event was conducted over a weeklong period with new tasks each day. The tasks assigned to the Soldiers familiarizes them with equipment and how they can work together as a team to get the mission completed. “[The] 30th Medical Brigade is playing a big role in Defender this year and we have one of our field hospitals under 519th Hospital Center that will be forward deployed,” said Ilesanmi. “For the brigade side, we have to be able to provide medical mission command to be able to support their mission.” Command post exercises help

the units that oversee subordinate units take care of any issues that may appear and be able to have operations with minimal issues. “Right now we’re working out all of the kinks, so as we’re getting reports from multiple units in different areas across Europe, we can take those reports, combine them, do an analysis as brigade staff, and then in turn brief the brigade commander on decisions he needs to make for the V (Fifth) Corps group as Defender ’23 goes on,” said Ilesanmi. There are multiple working components within the company that help get the mission done. Each Soldier has their orders and responsibilities and the training exercise helps Soldiers gain proficiency through repetition. “It’s so important to have these kind of events for junior soldiers and senior leaders to get familiarized with these situations through continuous repetition, it’s a learning experience with how we move from the office and go out into the field to see our own capabilities
that we can do in the field,” said Staff Sgt. Samcess Fofanah, 30th Medical Brigade religious affairs non-commissioned officer in charge. “When we get stuck in the office we only think about the office work and have access to everything we need and now when we don’t have that access, we can see how we can use different shops and have all of those different components come together to meet the end goal of the mission is great to see.” The CPX allows senior leaders to observe Soldiers’ capabilities in the field when they don’t have access to what they’re used to, and gain insight on how they can collaborate with other Soldiers to get the mission completed. It allows for improvements and other changes needed for the mission to go more smoothly and gives commanders and senior leaders insights into needed changes, improvements, and also what works perfectly for the mission. Having events like these can give the leaders the chance to see their teams handle a variety of scenarios.

Mutual Aid Exercise strengthens partnership between Miesau, Garrison Story and photos by Mary Del Rosario U.S. Army Garrison Rheinland-Pfalz Public Affairs Firefighters from Bruchmuehlbach-Miesau partnered with USAG Rheinland-Pfalz’s Fire Station 3 during a Mutual Aid Exercise at the Miesau Ammunition Depot, March 18. Though USAG RheinlandPfalz has had a mutual aid agreement with the city of Miesau for three years, this was the firstever mutual aid exercise of its kind. Here, the quote “teamwork divides the task and multiplies the success” was put to the test. The intent of the exercise was twofold: to test both fire departments’ skills and to measure the mutual aid agreement itself. A mutual aid agreement is an agreement between agencies, organizations and jurisdictions that provides a mechanism to efficiently obtain emergency assistance in the form of personnel, equipment, materials, and other associated services when the response to an incident is beyond its internal capabilities. “As we conduct these mutual aid exercises, we are testing and evaluating our capabilities in support of the five National Preparedness mission areas: Prevention, Protection, Mitigation, Response, and Recovery (P2MR2),” said Lt. Col. David Castillo, Director of Emergency Services for USAG Rheinland-Pfalz. “We also want to be sure we’re aligning and synchronizing the National Preparedness Core Capabilities with the Army’s Pillars of Protection,” he added. As part of the exercise scenario, a passerby reported smoke coming from building 1206 with people still inside the facility. It was then that the Rhine Ordnance Barracks’ Emergency Communication Center dispatched Fire Station 3 and initiated a mutual aid request to the Miesau volunteer fire department where first crews had already made an entry into the building for rescue and firefighting. “Being able to come together and work in this capacity, utilizing all of our resources as a team is instrumental in preparing us for potential real-world situations,” said Gerald Adams, Fire Chief. USAG Rheinland-Pfalz command team hosted its 2023 Army Emergency Relief Annual Education and Fundraising Campaign kickoff breakfast on Feb. 21 at the Hard Rock Diner (DFAC) on Smith Barracks in Baumholder. USAG RheinlandPfalz leaders at all levels attended the breakfast to raise awareness of AER programs and services available to Soldiers and families. Since 1942, AER has been helping and supporting Soldiers and their families overcome financial hardships. AER’s mission is to provide grants, interest-free loans, and scholarships to promote readiness and help relieve financial distress of Soldiers and their Families. USAG Rheinland-Pfalz Command Sgt. Maj. Stephen LaRocque recalled a time when he was an E-5/Sgt and needed to utilize AER. “I was a young sergeant with a wife taking care of two small children at home and only one car. One day, the transmission blew, and we just didn’t have the cash on hand to pay for the repairs. That’s when my squad leader told me about AER, which provided an interest-free loan that enabled me to get the car fixed, get to work, and support my family.” “Fast-forward to twenty years later. I’m a command sergeant major at Fort Drum, and my

father passed away. At the time, I did not have access to ready-cash, and withdrawing from my investments would incur cash penalties so AER provided my family and I a loan to help us all fly to his funeral,” continued LaRocque. “Once we arrived, we found out my father, himself a veteran, had requested that in lieu of flowers, people donate directly to AER or the USO, two programs that he strongly believed in.” Most of the AER funds come from voluntary contributions and donations made by Soldiers and retirees. Funds also come from loan repayments and investments made by the AER investment program. As a financial assistance organization, AER donates 90 cents for every dollar received to Soldiers and families in need. “Army Emergency Relief has always been an important tool for commanders. In my nearly 40 years of service, I repeatedly witnessed the impact Army leaders had on their Soldiers’ lives by sending them to their AER office for financial assistance,” said Retired Gen. John F. Campbell, AER Chairman. “AER provided $65 million in loans, grants, and scholarships to almost 31,000 Soldiers and Families in 2022. This incredible amount of assistance was possible due to the support of our generous donors. Since our founding in 1942, this organization has relied on the camaraderie and generosity that exists between our men and women in uniform.”
Not only does the AER program provide emergency relief, it provides Soldiers a path to financial health by working hand-inhand with the Army Community Service financial counselors. There are over 30 categories of assistance offered by AER to help Soldiers and families through unexpected life events. Soldiers and families do not need to face hardships alone. It’s okay to ask for help and AER is a resource that is there to help. Every contribution provides support to Soldiers and their families. Female Fitment Program drives positive change in Air Force

Being the only Female Fitment Program office in the Air and Space Forces, personnel at WrightPatterson Air Force Base are working to develop uniforms that provide women with proper form, fit and function. The program seeks to ensure that all female Airmen feel comfortable and confident in what they are wearing and know their uniform is being made with women in mind from start to finish. “The Female Fitment Program is designed to create uniforms that better fit our female population,” said Andrea Lemke, Air Force Life Cycle Management Center Female Fitment Program clothing design-
er. “We’ve worked on a number of items in our office involving air crew, maternity, service dress and Space Force uniforms as well.” Initiated and hosted by the AFLCMC, the program’s mission is to acquire and support human systems to enhance warfighter performance, protection and survivability. The program prioritizes both safety and professionalism when tailoring a uniform to a female Airmen. It strives to represent and fit uniforms to any female’s body type so that all feel comfortable and look professional while also meeting Air Force safety standards. The program works to improve the style and fit of all types of uniforms, covering service dress, flight suits and more. The mission also focuses on updating and tailoring maternity uniforms for expecting mothers in the Air Force. “Pregnant women are already
uncomfortable a lot of the time, so we really wanted to make something that our Airmen would be proud to wear instead of causing them to think, ’how can I get out of this situation so I don’t have to wear this outfit,’” Lemke said. “After a maternity fitting and all the hard work that goes into the process, it is great to see how happy the results make them. It is not always easy but seeing someone wear a design that you worked on with pride just makes all that time that it took to develop it so much better.” Clothing designers look at current industry styles and apply those fits to the female form and Air Force uniform standards. This is true when redesigning, tailoring or making a uniform from scratch. “We’ve done a number of fit tests and wear tests with our current Continuing Process Improvements program, and we’re

taking into consideration and listening to the Airmen on what they like and what they don’t like,” said Aaron Needles, a clothing designer within the program. “These uniforms haven’t been updated for the past 30 to 40 years, so we’re really taking current industry into account as well as looking at the female form of the Airmen and Guardians.” The Female Fitment Program office highlights that volunteering for wear tests means having your voice heard and being a part of positive shift to improve Airmen’s lives. Volunteers provide the program with a new demographic perspective, whether that is age, ethnicity, rank, job and more, promoting inclusivity for all types of Airmen. Volunteers typically get to keep the item they wear test, and the office works to make the process as seamless as possible. “For me, the timing worked out perfectly,” said Capt. Katy
Blessing, 432nd Air Expeditionary Wing chief of public affairs. “Our base has its annual awards ceremony soon, so I needed a uniform to fit over my growing baby bump. When I saw the Female Fitment Program was advertising for the uniform and that the timing worked out, I jumped on it immediately.” Blessing only has positive feedback after being fitted for a maternity uniform. Within a week of finding out about the maternity fitting, she was in contact with the program, received travel orders, flew out and received her fitting. “What they are doing right now to improve and update uniforms for women is huge,” Blessing said. “To have uniforms coming out that are specifically made for our body types and our style rather than feeling like we just have to fit into a men’s uniform has been amazing. It is a huge confidence boost.”

STEM Strong at SkillsUSA Championships by Ken Robinson SkillsUSA European Regional Lead The 2023 SkillsUSA European Championships had a strong STEM presence for the students of the Europe East district. Over 240 high school students registered in one of twelve STEM-CTE contests. Each contest required students to take their skills beyond the classroom and apply them in several industry-relevant challenges. SkillsUSA is the largest nonprofit national education association of its kind offering quality educational experiences for students in leadership, citizenship, and character development. Serving more than 400,000 members, SkillsUSA is committed to producing the most highly skilled workforce in the world through both education programs and competitions. Students from across the district had an opportunity to win $16,000 in scholarships and prizes courtesy of AFCEA Chapter 158. AFCEA Chapter 158 has been hosting SkillsUSA NY Area VII (Europe) for the past six years by identifying top industry and military professionals to design, administer and judge each contest. The sixth annual SkillsUSA Championships introduced four new STEM contests including the new STEM Challenge, having students design and engineer atmospheric experiments to which team finalists would have their experiments flown in a contracted High-Altitude Balloon (HAB). The official awards ceremony took place at the Innovation Lab on Ramstein following a live drone contest and STEM Bowl where words of encouragement regarding STEM application and opportunities came from Chapter president, Col. James Austin. Further inspiration towards careers in STEM came from keynote speaker Major Rachel Kolesnikov-Lindsey, a Space Force Guardian involved in the Atlas V Rocket Launch helping to put over a dozen satellites in orbit.

Turbulence, turmoil on flight tests Soldier’s tact Story and photo by Marcy Sanchez Landstuhl Regional Medical Center Public Affairs An early January flight from Tel Aviv to Lisbon turned turbulent for a Soldier when a call for help was announced mid-flight. Following a stay in Israel, Melissa Lewis was on the second leg of her vacation, on the way to Portugal with her husband. The couple, awake for hours to check in and catch the 5:30 a.m. flight out of Tel Aviv, decided to get some rest during the six-hour journey. Turbulent Flight “I was sleeping when my husband suddenly woke me up,” said Lewis, a native of the Palawan Province in the Philippines. “He shook me and said, ’wake up, wake up’ and I’m like ’what?’ It was still dark; I think I still had an eye mask covering my eyes.” Still half asleep, Lewis overheard flight attendants call for anyone with medical training over the plane’s intercom. With a travel pillow still hugging her neck, the 32-year-old instinctively raised her hand. At the time, Lewis, who enlisted as a Licensed Practical Nurse, was nearing the completion of the

Program, an accredited program for Service Members furthering their medical education to become Physician Assistants. “I’m not in any way licensed yet (during the flight) but I’m trained,” said Lewis, who has since graduated the IPAP program and earned her commission as a second lieutenant. “I assessed the situation, and just jumped right into what was going on. I introduced myself to the passenger and asked if they speak English.” Lewis began examining the passenger and asking questions through an interpreter, under the low visibility of the cabin dome lighting, when she noticed the passenger’s body temperature was low and cold to the touch, the skin was pale, and lips were dry. “I immediately asked the flight attendants what (medical resources were on board), I needed to check blood pressure, blood glucose, know what medications were available,” explains Lewis. “I’ve never been in a situation like that, so I was just responding as if as if the patient came into the Emergency Room except, I was in a plane.” While acting on instinct and military training, Lewis was also devising a plan if she required assistance during the response. “(While assessing the patient)
I’m thinking, in the worst-case scenario (Lewis’ husband) can assist me and we’ll just roll from there, because I’m questioning, ‘Is it something deadly? Is this something that will require the plane to divert? Is it surgical?’,” recalls Lewis. After relocating the passenger to a spacious area, Lewis was relieved when Dr. Joseph Feuerstein, an assistant professor for clinical medicine at Columbia University in New York and attending physician at Greenwich Hospital, part of the Yale New Haven Health System in Connecticut, joined her. After hearing the call for medical assistance, Feuerstein volunteered to assist. “Before I could even get there, Lewis had already gone and offered her services,” said Feuerstein. “We actually ended up with a little medical team, including an Israeli neonatal intensive care unit nurse on the flight.” As Feuerstein approached, Lewis began giving him a medical report and providing insight on resources available. Fortunately, Feuerstein spoke Hebrew and could communicate directly with the passenger, concluding the passenger was suffering from mild gastritis (inflamed stomach lining), mild dehydration, and hypertension.
Following the interview, Feuerstein prescribed Intravenous fluids, along with other medications available on the aircraft to help with blood pressure and stomach issues. “I said (to Feuerstein) I can put an IV in, I can get blood glucose,” recalls Lewis, which in turn comforted Feuerstein, as he admitted to not administering an IV in over a decade. “I was like alright, let’s do this. It was turbulent, it was dark, it was a tight space, and I was just trying to figure out (the directions on the IV), it is not like the (American medical supplies), so it was challenging.” A veteran physician with the Israeli Navy, Feuerstein was used to confined spaces after serving with two special forces units, one of which was aboard a submarine. “I came to the (U.S.) 20 years ago but grew up in Israel,” explains Feuerstein. “I do know when problems happen in confined spaces, there are limitations.” Regardless of the bumpy ride, Lewis managed to insert the IV on the first try and began administering fluids to the passenger as Feuerstein continued monitoring the patient. “(Lewis) was excellent, she performed outstandingly,” said

Feuerstein. “It was quite jumpy, everyone was supposed to have their seatbelts on and (the flight attendants) asked us to just hold on, but when you’re not in good situation, you have to (act).” For the next hour, the impromptu medical team monitored the passenger as the medications and fluids took effect. As they determined the passenger’s condition was improving, a second call for the medical team came from the airline aisles, separating the team between the two emergencies. “(Airline staff) called to us and said somebody else was not feeling good. (Lewis) went to evaluate while I was monitoring the (initial) patient,” recalls Feuerstein. Under the guidance of Feuerstein, Lewis tended to the second passenger, who was suffering sever muscle spasms, helping the passenger rest and recover before administering anti-inflammatory medications available in the aircraft’s formulary. “She’s the hero,” said Feuerstein, in reference to Lewis’ actions aboard the aircraft. “If I was by myself, in turbulence, this would have been very, very trying.” For Feuerstein, the “rather turbulent flight” as he described it, was approximately the 10th flight he’s flown on during which he’s volunteered medical services midair. However, this was a first for the novice PA, whom Feuerstein described as “great, thorough and calm.” “I was grateful of the opportunity (to work side by side in such an emergency),” said Lewis. “It’s nice to work with a civilian doctor (in a setting outside the military).” Following landing in Lisbon,

both passengers walked off the aircraft without the need for further medical intervention. Although Lewis valued the opportunity to test her medical training in a realworld emergency, she refocused to enjoy her remaining leave with her husband in Portugal. Feuerstein was so impressed with Lewis, he contacted U.S. Army Maj. Timothy Atkins at LRMC to express his gratitude. “She was a valued asset to (Feuerstein). Good on her to have that initiative, desire to care, and step up when other people might not have,” said Atkins, the IPAP Phase II medical director at LRMC. “Having a provider (like Lewis) who can step up, remain calm under pressure and provide that medical care to better serve patients is what we (as instructors) hope for.” Humble beginnings While the Philippine province of
Palawan is regarded as one of the most beautiful islands in the world, the Filipino communities have struggled with poverty for decades. In 2018, Palawan’s poverty index was calculated at 55 percent. Lewis’ family was no exception. “We were poor,” disclosed Lewis. “I had to fetch water in the well, we didn’t have electricity at night. (Lewis is describing brownouts in the Philippines - unintentional or intentional voltage drops in electrical grid output.) Always fond of science, Lewis decided to venture into the medical field and emulate her mother, a midwife who often helped laboring women, at times in remote locations as Lewis described “up in the mountains.” In return for her work, Lewis’ mother was often compensated with chickens or rice grains. “Nobody else (worked in medicine) in the family. Growing up,
my mom was earning better than some of my aunts and uncles,” said Lewis. Lewis decided to pursue a career as a nurse, earning a nursing degree from the Philippines, however, was never afforded the opportunity to practice in a clinical setting. Instead, she began working at a Philippine-based American company where she improved her English before moving to the U.S. in 2015 and eventually enlisting in the U.S. Army with the Military Occupational Specialty of 68C — Licensed Practical Nurse. “The Army provided me with opportunities that I never thought I’d get in my life, like where I came from,” said Lewis. “It has definitely given me opportunities to see the world, experiences like high quality
training and I just never thought that I’d be here.” Interservice Physician Assistant Program According to the U.S. Army’s Medical Center of Excellence, IPAP is designed to provide the uniformed services with highly competent, compassionate physician assistants who model integrity, strive for leadership excellence, and are committed to lifelong learning. In the Army, PAs serve under Army Medical Department’s Medical Specialist Corps and provide sustained health services from tactical to strategic levels, increasing readiness of Soldiers in addition to caring for their families and retirees. “The goal behind this training is to get hands-on clinical skills, take didactically learning from (IPAP) phase one and actually put it to practice,” said Atkins. “By the time (PAs) graduate here, we hope they are competent, and confident Independent practitioners because they will eventually be the sole provider for an entire battalion unit of Soldiers.” While the Uniformed Services’ IPAP course prepares and tests future PAs competency, they must attain national certification through the Physician Assistant National Certifying Exam, before practicing independently. “Lewis is proactive and eager to learn. Despite her lack of experience in a field environment,” said Atkins. “She has a passion to serve the Service Members and provide better care for them.”

This year’s Almond Blossom Festival with delicate pink and rose-colored blossoms not only rings in the beginning of Spring, but also the start of the wine fest season in the Pfalz region. world-famous Black Forest can find both — and a whole lot more, too! World-Renowned Let’s face it: Germany knows how handle a pig! It doesn’t matter whether you are in Rheinland-Pfalz, where they specialize in Spießbraten (roasted pork loin); Berlin, where Wurst (sausage) is supreme; or the Black Forest, where ham and meat are world-renowned. With a brewing tradition dating back for centuries, German beer is made with and to perfection. German beers are world-class, and vary in strength and shades of color. They tend to also be maltier or hoppier depending on the region. Mission: Black Forest Recently, I visited the Black Forest to investigate a smokehouse and microbrewery (producing limited quantity of beers) to discover the secrets of Black Forest Ham and boutique beer. And since microbreweries are now the rage in the States, I was very interested to see how German entrepreneurs might try to break through a thousand year old trade, craft and art form of “beer making” in Germany. So I grabbed my husband, who, since he has a passion for the grill, is from the midwest, and lived in the south for the past ten years, was not hard to convince. His best bud from the states was a competitor in the “Memphis in May” cooking competition, so he takes his barbecuing seriously. Along with a few other friends, we visited the very towns of Herzogsweiler and Freudenstadt. Sampling the goods Upon your first step into this precious little store (Pfau Schinken) in the town of Herzogsweiler, you immediately notice the distinct smell of smoked wood chips and hickory. And if you are lucky, you’ll meet Frank, his wife and family who will let you try various samples. Though my favorite was the Black Cherry salami, the bacon was pretty good too. I’ve been known to be a vegetarian from time to time, but as the saying goes…except for bacon. We knew it was going to be good as we saw a tour bus from Switzerland parked on the side parking lot when we first arrived. There was plenty of parking and it wasn’t far off from the main road that leads into the Black Forest towards Freudenstadt. You can take a tour of the smokehouse by appointment. June is their busiest time with tourists, as it is for most of the Black Forest. Beer and more Our next stop was visiting my new favorite Black Forest town, Freudenstadt. Every Friday morning there is a huge market on the town square, which makes for a great

day trip on a sunny day. Parking is super easy here as there is an underground parking garage right in the city center. As we walked around to discover the town, we found a heavenly decorated church that was built on the corner of the town square in 1601. The church was destroyed in World War II and then rebuilt again later. This church is a rare find in Germany, for it is not a Catholic cathedral but a Protestant church. This angular church came about at a time when men and women were not allowed to look at each other during church service. With the pews separated, the pastor was the only one who could see the whole congregation.
The church sits at the edge of the town park. While we were strolling around, the bells were ringing on this beautiful day as people were out enjoying the sunshine. It’s worth noting that the information center is conveniently situated on the town square. It is also located right next to the TurmBrau brewery where we had lunch. Microbrewery machines are the first thing you notice when you enter this traditional Black Forest restaurant. The kitchen is open, so you can see the chefs at work. This place is great for big parties as well as small gatherings. Although my friends tried and liked the beer, there was no tour available. This is mostly a restaurant with a self-guided tour of
the beer vats (what the beer is stored in). We did enjoy a nice lunch and the convenience to the downtown and shopping were great. A visit to this part of the Black Forest would make a nice day trip where you can have an authentically German experience. This is the ideal region to bring your outof-town guests who want a taste of the Black Forest. The drive is beautiful and both towns were easily accessible from A81. How to get there By car Herzogsweiler and Freudenstadt are about 2 hours and 30 minutes south of Kaiserslautern, and 1 hour 15 minutes southwest of Stuttgart. For train details, check the DB Bahn website.
