Budget cut pumps brakes on GOVs

by First Lt. Shelby Chapman 86th Airlift Wing Public Affairs Last month, the 86th Airlift Wing initiated a parking plan in response
to $1.3 million in funding cuts to the wing’s vehicle sustainment operations for the remainder of the fiscal year. Vehicle sustainment funds are used to support vehicle maintenance
and repairs for the 86th Vehicle Readiness Squadron’s fleet of 1,600 vehicles that support all aspects of the base’s mission. This initiative is necessary for the wing to ensure
future mission readiness and will unfortunately result in many impacts to daily operations across the installation. Stay tuned for an article next week to find out
more about why these funding cuts occurred, how the wing is navigating the issue, and what impacts you can expect to see around your workplace and across the installation.

COMMENTARY: Follow my lead Story and photos by Senior Airman Andrew J. Alvarado 86th Airlift Wing Public Affairs “What type of parent do I want to be?” is the question many of us face when approaching the prospect of parenthood. I believe the answer to this question is found in the answer to another question: “What kind of child am I hoping to raise?” My wife and I have two sons who are five years old and 11 months old. As we raise our children, I’ve come to realize that when we better ourselves, they also reap the benefits of our reflection and growth. Many facets of being a military parent mirror the values we hold as a society. Professionally and socially, there is a framework built by the community which defines how to conduct ourselves successfully. I want my two sons to embrace open communication, use discernment when the best decision isn’t always obvious, practice empathy, forgive quickly, infuse their life with love and maintain the unshakeable mindset of a life-long student who never plateaus in their endeavors. Together, these values form a foundation upon which I hope to see their personalities and strengths grow. Maintaining open communication is key for any functional relationship. As my wife and I try to model through action what open and honest communication should look like, our kids will also observe and understand. We realize we’ll be the first influence on how they respect others, their loved ones and themselves. Striving to remain approachable and honest with each other provides our children with a model for how to help others gravitate towards their own character. I hope my children enrich their communication with others through trustworthiness and affability. Understanding when to challenge ideas, seek compromise or follow direction is a balancing act based on discernment. When I make a decision on anything, I communicate to my children how discernment is making the best
A toddler plays with wooden blocks at Vogelweh Military Complex, April 27. There is a common association of building blocks with the foundational knowledge a child learns from their parents during adolescence.

choice when there are multiple solutions to a problem. Couples obviously have more leeway in this regard, but children also gain a strong understanding of how to communicate with others through our example. I hope my children learn when to choose what is “great” over what is “good enough” through discernment. Empathy is the ability to emotionally understand what
someone is feeling and what they are enduring based on their perspective of life’s joys and trials. I believe this is one of the hallmarks of great leadership. As a parent with authority, I can lovingly guide my child towards recognizing how to process the world around them in a healthy way. For example, if my oldest son is struggling in school, we can acknowledge an area of weakness and build on it. However,
meeting him where he is emotionally and explaining how we can imagine what he is going through builds trust between us. I hope my children use empathy to connect with the experiences of those around them. Forgiveness is the ability to move on from a hurt or offense for the purpose of growth, healing and progress in life. As my wife and I practice forgiveness with each other, we communicate to our
sons how holding onto a grudge or the idea of revenge is ultimately a distraction or hindrance to living life purposefully. As we forgive ourselves or others alone, we promote healing and a healthy acceptance of what we’ve experienced. As we forgive others in-person or through other means of communication, we allow vulnerability to strengthen our resolve to push forward in life. I hope my children forgive quickly, while learning from the mistakes of others and themselves. Love selflessly uses the qualities previously mentioned through words and action when serving those around us. Being a military parent is one of the most difficult, yet most rewarding jobs in the world. For this reason, I use love to help me navigate parenthood’s many obstacles and difficulties. I find love to be the purest motivator and fortifier for everything I can do as a husband, father, Airman, and friend. I hope my children use love to propel them forward in the service of others, while simultaneously taking care of themselves. Becoming a life-long student of wisdom and knowledge means accepting that we’ll never “arrive.” I refuse to plateau in the mastery of my craft, education and hobbies because there is always something to improve. I teach my sons how to embrace learning as an endless pursuit by positively reinforcing what they know with praise and reward. However, as a parent, I try to present them with new challenges and information they didn’t previously have access to. I hope my children always strive to better themselves by learning more about any given endeavor. There’s only so much I can do to help my children live a life of meaning and purpose. I’ve come to accept that the biggest responsibility I have to my children is setting a good example to follow and allowing unconditional love to be their refuge for the years to come. As I live out these principles, I live out the best version of parenthood I could ever gift to them ... because they are a gift to me.

724 AMS receives 2020 AF Small Terminal Unit of the Year

by Airman 1st Class Brooke Moeder 31st Fighter Wing Public Affairs The 724th Air Mobility Squadron, an Air Mobility Command tenant unit at Aviano Air Base, Italy, earned the 2020 Air Force Small Terminal Unit of the Year award March 16. With just 44 military and civilian employees in the shop, they are the smallest squadron out of 11 air mobility squadrons in the U.S. European Command. Despite the small numbers, it didn’t stop the 724th AMS from proving what big things they could accomplish from October 2019 to September 2020. The 724th AMS supports the 31st Fighter Wing and the 173rd Airborne Brigade through deployments by completing airworthiness inspections, which measures an aircraft’s suitability for a safe flight prior to takeoff. Each piece of cargo is inspected by the 724th AMS before it’s loaded on a U.S. Air Force aircraft. “The Rangers from the 173rd at Vicenza, who are one of our main mission partners, needed to deploy to Beirut to protect the embassy in December 2019,” said Senior Master Sgt. Timothy Okkerse, 724th AMS
superintendent. “We pushed 325 Rangers and their gear out of here in under 48 hours, demonstrating the national defense strategy concept to move forces quickly.” In March 2020, former President Donald Trump ordered Aviano to ship COVID-19 test kits to the United States. The 724th AMS also delivered En-route Patient Staging Systems (ERPSS) to Italian hospitals that had a shortage of intensive care unit beds. “There were 22 million test kits that were delivered to the U.S over a six-week period,” said U.S. Air Force Master Sgt. Robert Latham, 724th AMS operations flight chief. “Once a week, trucks full of test kits came during the night and we built cargo pallets for the flights back to the [U.S.] states. The following morning, C-17 [Globemasters] took those pallets where they were needed.” The 724th AMS also developed a cutting-edge biannual program, the ‘Shark Tank’, to fuel innovative ideas within the squadron. One of their ideas included improving the sound system at the gate and another was to have drones complete a post attack reconnaissance (PAR) sweep, eliminating the need for humans to do it.

“The leadership are the ‘sharks’ and sit at the front of the room while ideas are presented to us on how to innovate the squadron,” said Okkerse. “More than 45 percent of our discretionary spending in 2020 came from Airmen-fueled ideas. Almost 50 percent of the money we spend came from the shark tank ideas.” The 724th AMS is made up of two flights, the operations flight and the combat readiness and
resources flight. “The operations flight performs inspections and loads cargo and passengers on AMC aircraft. The resources flight ensures the operations flight has all the resources needed to load and unload the jets,” said Tech. Sgt. Eduardo Mora, 724th AMS noncommissioned officer in charge of combat readiness and resources flight. All these feats were completed on two separate shifts to help
reduce the possible exposure to COVID-19, splitting their already small shop in half. The team went above and beyond to complete the required tasks and the award reflects that, said Mora. “I think this is a huge win,” said Latham. “It just shows the kind of work that these guys are putting in. At the end of the day, it's my team that won the award, and all the work that they did. I'm proud of them.”

Ramstein offers COVID-19 vaccine to local national employees by 86th Airlift Wing Public Affairs Approximately 300 local national personnel employed at Ramstein received their first dose of the Moderna COVID-19 vaccine April 29. This marked the first time local national members were able to volunteer to receive a COVID-19 vaccine from the installation, and Ramstein is the first base in U.S. Air Forces in Europe to vaccinate its local national workforce. More than 2,600 local nationals make up the installation workforce and play an integral role in Ramstein’s mission success. Previously, supply limitations and ongoing negotiations with host nation governments prevented the installation from offering the vaccine to local nationals who work on the installation. Air Force leaders and community members advocated for increased supply to overseas bases, helping to alleviate strain on demand. “We have seen an increase in our vaccine supply, and we now have the capability to offer it to all eligible beneficiaries,” said Col. (Dr.) Ryan Mihata, 86th Medical Group commander. Historically, local nationals aren’t categorized as medical beneficiaries, but wing leaders coordinated with officials of the State of Rheinland-Pfalz and the Kaiserslautern County to get necessary approvals for the COVID19 vaccine. Host nation health care providers from the local area assisted with administering the vaccines, and the installation provided all vaccines and supplies. Ramstein public health representatives worked closely with their host nation counterparts to ensure the correct procedures were in place to support the distribution of vaccines. The base also ensured each employee’s vaccine is tracked in accordance with host nation requirements. “COVID doesn’t discriminate. It doesn’t care if you were born in

from our host nation partners who made this all possible. This was a great partnership in action.” Richard Dörr, 86th Vehicle Readiness Squadron transportation civilian manager, was among one of the first local nationals vaccinated. “It means a lot to me. I’m glad to get the vaccine on base because it’s not yet my turn in the German system. I’m thankful to have an employer who takes care of all their people,” he said. According to local civic leaders, the Kaiserslautern City and County Immunization Center will soon reach 50,000 vaccinations, and appreciates the extra efforts made by Ramstein. “Widespread immunization is the most promising way ahead in responding to the pandemic,” said County Commissioner Ralf Leßmeister. “We greatly appreciate that the Armed Forces offering vaccinations to their [German] civilian employees, thus helping to immunize our population even faster.” “At the end of the day, we are one community. More vaccinated people means we are collectively stronger as the Kaiserslautern Military Community. We are all in this together as we battle COVID19,” added Mihata. The 86th MDG has consistently echoed the advice of public health officials both on and off base by advocating that individuals get the vaccine once they are eligible. Since January, Ramstein has been able to distribute more than 11,000 doses of the vaccine with numbers increasing daily. According to the data, vaccines seem to be working and offer a major step toward normalcy. The base plans to offer vaccines to more local national employees over the next few weeks. Those who are interested can work through their unit leadership to schedule an appointment.

A pawsome team: Military working dog unit gets new home in Chabelley by Airman 1st Class Jan Valle 435th Air Expeditionary Wing Public Affairs Service members are usually deployed overseas at least once during their enlistment. They work in a remote location for months at a time, sometimes withstanding harsh environments. But, there are also 4-legged service members who deploy as well, and those are the fearsome military working dogs. Staff Sergeants Dakota Farrow and Patrick Saddoris, 726th Expeditionary Air Base squadron military working dog handlers, have taken the initiative to protect Chabelley Airfield in Djibouti. Along with them are their furry coworkers, MWDs Max and Benny. Farrow and his MWD, Max, are deployed from the 56th Security Forces Squadron at Luke AFB, Arizona, while Saddoris and Benny are from the 9th SFS at Beale AFB, California. Even though they do not come from the same home unit, the mission and camaraderie have improved and sustained their time at Chabelley Airfield. “We are a part of a detachment, so we work closely with the Army,” said Saddoris. “Our primary focus here is base defense, and we are thrilled to have been able to accomplish as much as we have in such a short

amount of time.” One of the biggest accomplishments for the SFS unit was establishing a brand new MWD compound prior to being located out of a pop-up tent for two months. “Having a secured compound greatly enables our ability to train and advance our MWDs,” said Farrow. “It’s nice having a
secured area where people cannot enter and possibly get hurt; this is essential towards the mission.” With help from the 776th Civil Engineering Squadron, the MWD compound became a reality within a span of three months. “To create a compound there are certain requirements and we have to follow regulations,” said Saddoris. “So the communication
factor with the 776th CES was huge. We told them what we needed and they made it happen.” Working almost every day in a deployed environment can be challenging for many, but the MWD compound really allowed the handlers and their K-9s to support the mission. “The compound enables MWD teams to live on station for
extended periods of time,” said Farrow. “Additionally, the compound provides a safe and secure place for the dogs to stay away from people and stray animals.” Additionally, while at Chabelley, Farrow and Saddoris were able to train with the Army, Navy, and Marine MWD units. This allowed them to maintain their training and lethal capabilities with the K-9s. “It is always great for the MWD’s to work and train in new and unfamiliar places,” said Saddoris. “Getting the opportunity to work with different branches and agencies does nothing but add more knowledge and skills to our toolbox.” This MWD unit established a milestone, and created a major impact for not only Chabelley, but also for future MWD members who take their place. “We started with literally nothing, and it’s been challenging because not only did we have to work a normal shift, but we helped create this new compound as well,” said Saddoris. “Every. day has been a grind and we work our tails off and at the end it’s rewarding. We compared this from where we started and where it’s at now and it’s only going to get better. We’re both going to look back at this and appreciate the time with our dogs, appreciate the challenge and take ownership as a ‘we did this’ project.”

Update on vaccine progress, activities for fully vaccinated
by Col (Dr.) Ryan Mihata 86th Medical Group Commander It has been a couple weeks since my last note to you all, and as always the situation is continuously changing. We know from genetic sequencing of samples from our local area that the “UK Variant” is now the predominant strain of the virus in our area. We are truly in a third wave now with Germany’s 7-day incidence rate of 146 cases per 100,000 people and Kaiserslautern in a similar 144-153/100,000 range. As you hopefully know, there are now federal restrictions in place including a curfew from 10 p.m. to 5 a.m. On base we continue to have lower case counts than the area around us. I believe this is due to the over 12,000 vaccines we have administered. It is clear that the vaccine campaign is starting to make a difference. In the United States, the case rate is 106/100,000. In the UK, where they have now vaccinated over 50% of their population, their case rate is
23/100,000, and they have been removed from the RKI “Risk” list. This is a huge accomplishment for a country that was leading Europe in active cases not too long ago. To give perspective on our vaccination progress, from the beginning of January to midApril, we administered about 7,000 doses. In the last two weeks, we have administered more than 5,000 additional doses. We now have sufficient supply for all TRICARE eligible and SOFA status Americans (18 and older) who want the vaccine. There are two main ways to make an appointment. First is through Tricare Online. The second is through the DHA Appointing Portal (DAP). You can find instructions for how to make these appointments on the Ramstein vaccine webpage: https://www.ramstein.af.mil/ COVID-19-Vaccine-Information/. Furthermore, last week we started vaccinating our local German workforce. Protecting
those with whom we work directly also protects us and the entire local community. We will continue our campaign until all 2,600 of our German teammates have been offered the vaccine. Any interested Ramstein local national employees should reach out to their chain of command. I am working closely with these commanders to schedule. Next in my sights is vaccination of our NATO partners. As we move forward, restrictions will continue to decrease for fully vaccinated people. We already see the start of this with Rheinland-Pfalz eliminating close contact quarantine for fully vaccinated individuals. On base, you can expect to see more facilities and activities loosen restrictions for fully vaccinated people. Our goal is to open up more activities by Memorial Day. Vaccination protects you, your family, the population, and our mission! Please sign up to get vaccinated today!

NATO partners discuss command, control leading up to AK21
Hellenic Air Force Col. Evangelos Tzikas (left) walks U.S. Air Force Maj. Gen. Greg Semmel (right) into the newly formed Integrated Air and Missile Defense Center of Excellence for a facility tour in Chania, Crete, April 21. The IAMD COE was recently approved as a multinational COE where subject matter experts from 11 nations collaborate to generate thoughts and inputs for the IAMD domain.
Story and photos by Capt. Kaila Bryant U.S. Air Forces in Europe and Air Forces Africa Public Affairs U.S. Air Forces in Europe and Air Forces Africa hosted the first Command and Control Commanders’ Conference with the NATO Integrated Air and Missile Defence Center of Excellence at the NATO Missile Firing Installation conference center April 20-21, in Crete, Greece. The C2CC was created to provide a venue for commanders across the area of operations to collaborate, bringing their ideas, experiences, and discussions to the table to get a big picture of what to expect during the upcoming USAFE-AFAFRICA-led exercise Astral Knight 21. “The purpose of the conference was to bring the AK21 exercise participants’ unit commanders together to discuss air and missile defense topics of interest and concern,” said Bryan Vaughn, USAFE-AFAFRICA 603rd Air Operations Center air and missile defense planner. “And also
to better prepare them for the execution of the exercise event.” NATO allies that participated in the conference include Greece, Italy, Albania, Croatia, Turkey and the U.S. The partners discussed C2 strategies and collaboration, specifically IAMD coordination in the southern European region, in preparation for AK 21. Vaughn planned the C2CC to make sure that coalition unit commanders, and their staffs, were prepared for the exercise after its expansion and involvement with several different participants. The group conferred on three different vignettes, specific to AK21 scenarios, affording each partner the opportunity to hear perspectives and discuss lessons learned from prior experiences. “The conference brought the partners, the commanders and critical nodes of the exercise together so that we could talk through some challenges that we’ll see next month and some of the scenarios,” said Maj. Gen. Greg Semmel, Air National Guard assistant to the Commander,

discussions about IAMD,” said Hellenic Air Force Col. Evangelos Tzikas, IAMD COE director. “We were able to receive the knowledge and experience from the IAMD spectrum to use in the future and we now have a better understanding of where we have to focus as a multinational COE.” During their closing remarks, all of the commanders gave remarks of gratitude. “This happened because of USAFE’s team, my IAMD COE team, and the NAMFI team that put all these things together…” said Tzikas. “…and of course with the permission of the Hellenic National General Staff allowing us to be together.” “Having this conference was critical,” said Semmel. “Sometimes we go into an exercise ‘cold;’ this allows us to go into the exercise a little warmer and even better prepared. It was hugely beneficial.” AK21, scheduled to take place at the end of May 2021, is EUCOM’s capstone IAMD and Joint All-Domain Command and Control exercise, and the only one led by USAFE-AFAFRICA. The joint, multinational exercise is intended to focus on defending key terrain through communications infrastructures.

Airmen train to ensure security of USAFE’s weapon systems U.S. Air Force Europe-Air Forces Africa Directorate of Communications led a cyber-training exercise, Tacet Venari, at the USAFE Regional Training Center, April 12-23. Tacet Venari is Latin for Silent Hunt, which describes the goal of the exercise: to hunt for adversaries within USAFE-AFAFRICA weapons systems. The exercise is one of several DOD-wide efforts that provides mission assurance and enhances command and control by ensuring warfighters have the skills needed to deliver defensive cyber operations. “We’re preparing Air Force mission defense teams to do defensive cyber operations on weapons systems,” said U.S. Space Force Tech. Sgt. Auguste Archer, an exercise planner and cyber integrations specialist. “This exercise is critical because it provides an opportunity for students to learn in a realistic environment and fail forward to improve their skills without compromising the mission.” MDTs from the 86th Communications Squadron, Ramstein Air Base; 52nd CS, Spangdahlem Air Base; 422nd CS, Royal Air Force Croughton, England; 603rd Air and Space CS, Ramstein Air Base; and 1st Combat CS, Ramstein Air Base, participated in this iteration of the exercise. Silent Hunt provides a realistic cyber threat scenario for the MDTs to tackle so they can learn how to counter threats at the tactical level, using the same skills needed for real-world defense operations. Importantly, it prepares Airmen to play an active role in cyber defense. Rather than focusing on tools to prevent adversaries from gaining access to networks, this active framework assumes a compromise in the network and directs efforts to identifying and categorizing adversary activity. “My responsibility in the exercise was to understand what the adversary is thinking when they’re trying to attack and to take those tactics and try to replicate them within the network for students,” said 1st Lt Christopher Tran, the
exercise red team lead. “Every day, cyber-attacks are evolving, so we need our teams to be able to defend against that. This is especially true for potential attacks against our weapons systems.” The training Silent Hunt furthers vital concepts and initiatives like Combined, Joint All-Domain Command and Control and Agile Combat Employment by ensuring that the weapons systems needed to execute those concepts remain ready and secure. “The most valuable part of this exercise for us is the ability to get more practice. It enforces the important things we learned during our initial qualification course,” said Senior Airman Frederic Borries, 52nd CS MDT member and exercise student. “Having an active, known, adversary that we need to find helps us tune our vision to make us more effective at finding those adversaries; we develop important instincts.” Cyber training events like Silent Hunt are critical to preparing operationally focused Airman to deliver unparalleled mission assurance to the warfighter.
2nd Lt. Nicholas Gildenmeister, 86th Communication Squadron; Senior Airman Rose Li, 86th CS; Senior Airman Dakota Lindberg, 52nd CS; and Senior Airman Marj Alfaro, 52nd CS, participate in the USAFE-led cyber exercise, Tacet Venari, at Ramstein Air Base, April 22. Tacet Venari is Latin for Silent Hunt, which describes the goal of the exercise: to hunt for adversaries within USAFE-AFAFRICA weapons systems. The exercise is one of several DOD-wide efforts to provide mission assurance and enhance command and control by providing warfighters the skills needed to deliver defensive cyber operations.

Airlifter of the Week: The quiet professional Story and photos by Airman 1st Class Manuel Zamora 86th Airlift Wing Public Affairs
A noncommissioned officer assigned to the 86th Maintenance Group was recognized as Airlifter of the Week for his innovative implementation of Power BI. Power BI is a program that simplifies the process of extracting and presenting multiple data sources, allowing users to interact and visualize current data information. Tech. Sgt. Matthew Lauerlien, 86th MXG maintenance management analyst, worked on the project for six months. His action provides wing agencies one main dashboard to see maintenance efforts and thus quickly identify what specific aircraft is ready or in need of repair. “We don't know everything that other offices see as important, but using this tool allows others to show leadership the important things with different visuals,” Lauerlien said. Lauerlien, referred to as the “quiet professional” from Col. Matt S. Husemann, 86th Airlift Wing vice commander, improved the 86 MXG’s effectiveness and reduced man hours spent building slides by over 90%. “You all make that power behind the machines work,” Husemann said. The Tacoma, Washington, native didn't know what his job entailed when he first signed up but says he wouldn't change a thing. “I like that we can work with a lot of different people at different levels and help different offices,” said Lauerlien. When Lauerlien is not analyzing data he enjoys running, traveling and taking classes on business and administration. “When I asked about you, they said he always sits in the back and lets others take the light,’ and I love that you're someone that celebrates others but today we celebrate you,” said 86th AW Command Chief Master Sgt. Hope Skibitsky. The quiet professional hopes to travel more when the opportunity arrives. “I like being in Europe interacting with people that are not from where I am from, Germany is a piece of me,” Lauerlien said.

Immediate Response Force, taking place at various locations in host nations Estonia, Bulgaria, and Romania, from May 1-14. Swift Response 21 is linked to DEFENDER-Europe 21, which is an annual large-scale U.S. Army Europe and Africa-led, multinational, joint exercise designed to build strategic and operational readiness and interoperability between U.S., NATO allies and partners. Building on the success of last year, DEFENDER-Europe 21 includes a greater number of NATO ally and partner nations conducting activities over a wider area than what was planned for in 2020. More than 30,000 multinational forces from 27 nations will conduct nearly simultaneous operations across more than 30 training areas in a dozen countries. US Army Health Clinic Vicenza celebrates Nurses Week by Russell Toof Regional Health Command Europe VICENZA, Italy — Nurses Week is celebrated May 6-12 every year and is a time to acknowledge the vital role nurses play in military healthcare. For the last 18 years, Kelli Ranalli has been a part of the nursing profession. “We moved to Vicenza on my husband’s orders a couple of years ago and I was very fortunate as a military spouse to be hired for a position here at the health clinic,” said Ranalli. “This is my first Department of Defense position.” Originally from Melbourne, Australia, Ranalli is a Registered Nurse specializing in critical care. “I chose the nursing profession so I could have an impact on people’s lives,” she said. “Nursing is one of the most professionally and personally rewarding careers. Not many professions have the ability to connect with patients on
such an intimate level. We often meet our patients under difficult or life-changing circumstances. It is getting to know your patient very quickly and hopefully having a positive impact on their lives.” Her most memorable nursing experience occurred while working in Saudi Arabia in a specialty hospital. “I was to receive a patient straight from the operating room to the cardiac intensive care unit,” said Ranalli. “I see the bed being wheeled towards my cubicle but could not see my patient on the bed. On closer inspection, I see that I had been assigned a neonatal intensive care unit patient. The baby was so small and fragile with multiple IV lines, chest tubes, and a breathing tube. I nearly had my own cardiac event as my background is in adult cardiothoracic ICU. I received the report and pressed on. This baby needed me and this two-day-old little person helped me overcome
my fear of pediatric nursing.” Ranalli’s current position involves providing for the beneficiaries of U.S. Army Health Clinic Vicenza. “This may include acute/chronic issues, preventative health measures, well-child visits, and immunizations,” she said. National Nurses Week ends on May 12, which is the birthday of Florence Nightingale. Florence Nightingale is considered the founder of modern nursing. She became well-known while taking care of wounded soldiers during the Crimean War in the mid-1800s. “Nursing is a great and rewarding career,” said Ranalli. “You can start on one path and travel down several different ones while still being a nurse. Not many careers have that diversity. You will always be employed in nursing. It is not a career that can be replaced with a machine. It’s challenging, it’s rewarding and impactful.”

Allied Command Operations Command Senior Enlisted Leader Command Sergeant Major Siim Saliste speaks via teleconference with the four winners of the ACO Military Member of the Year award on April 30.
by Supreme Headquarters Allied Powers Europe Public Affairs Office The four winners of this year’s competition are Polish Army Corporal Maciej Biardzki from NATO Alliance Ground Surveillance, US Air Force Staff Sergeant Adam Heatherton from NATO Intelligence Fusion Centre, US Air Force Master Sergeant Jonie Escorpiso from NATO Allied Air Command and Royal Air Force Squadron Leader Daniel Quai who recently departed Allied Joint Force Command Naples. “These four awardees and the 38 finalists are the epitome of what we expect across our Allied militaries: intelligent, hardworking, humble and forward-thinking leaders; they are the reason this Alliance is so strong,”
said CSM Saliste while meeting with each winner and some of their leadership via teleconference. “Each year this MMOY award decision making process becomes more and more difficult, which is a testament to all of our troops ACO-wide.” The four categories for awardees are: junior ranks ranging from OR-1 to OR-4, NCOs from OR-5 to OR-6, Senior NCOs from OR-7 to OR-8 and junior officers from OF-1 to OF-2. The program is designed to recognize the excellence of ACO troops across all warfare areas, commands and levels of experience and leadership. “Acknowledging the hard work done by our teams is something we cannot overlook, especially given the current environment we’re working
in,” said SHAPE’s Vice Chief of Staff Lieutenant General Brice Houdet. “The selected nominees across ACO are great examples of NCO’s and junior officers; they should be proud of what they have achieved throughout this challenging year.” Packages for candidates are submitted in the early months of each year detailing the work done by selectees the previous calendar year. Therefore, packages submitted in 2021, highlight service member’s performances for 2020. To find out more information about the nomination process or how to submit a package for consideration, please reach out to ACOCSEL@Shape.NATO.int.

The event takes place through June, with the 405th AFSB and other 21st TSC units transporting equipment, ensuring interoperability with Allies and providing logistical support for the nearly simultaneous military exercises taking place across 13 countries. Equipment ranges from armored vehicles to satellite dishes and support includes basics like mobile dining facilities and Wi-Fi service. As a support operations officer,
Brooks works with the Army Prepositioned Stocks program, which maintains strategically prepositioned equipment that allow troops to rapidly deploy and sustain forces. Equipment from sites in Belgium, Germany, Italy and the Netherlands will be mobilized during DEFENDER-Europe 21. In April, Brooks managed transport and issue of essential U.S. Army communications equipment from the Netherlands to a U.S. training area in Grafenwoehr, Germany. “I coordinate readiness resources to keep the war fighters in the fight with no issues,” said Brooks. potential issues include COVID19. A strict COVID prevention and mitigation strategy implemented by the U.S. and participating nations has U.S.-based Soldiers conducting pre-deployment COVID testing, quarantining in Europe upon arrival and doing additional COVID testing before travelling throughout the continent. According to Brooks, 75% of all APS personnel at the Grafenwoehr site have been vaccinated. “While we are closely monitoring the COVID situation, we've proven we have the capability to train safely despite the pandemic,” said Gen. Christopher Cavoli, U.S. Army Europe and Africa commanding general. “No matter what, our nations count on our forces being ready to defend the peace.” They can also count on Brooks, who joined the U.S. Army Reserves as an enlisted religious affairs specialist 17 years ago. He progressed through the ranks to sergeant and attended college in the Simultaneous Membership Program. He then joined active duty as a second lieutenant and as a captain, switching to logistics after completing the career course. During DEFENDER-Europe 21, Brooks’ work to set the stage for successful joint military exercises exemplifies the 405th AFSB motto, “Support the warrior.”

by Daniel A. Lauretano, Sr. Chief, Client Services and Policy Division Private downloading of music, films and TV series by at-home internet users has become very popular. Those doing so should be aware that downloading copyrightprotected material and making it available to the public via peer to peer file sharing software is against the law in Germany. Internet users can be held liable for damages to the copyright holder under German copyright laws. German copyright laws grant the owner of copyrighted work an exclusive right to reproduce, distribute, publicly perform and publicly display the work or to authorize such. Downloading and uploading copyrighted works without permission contravenes the copyright holder’s right of reproduction and distribution. Upon discovering a violation, German law firms acting on behalf of proprietors of copyright literary/ artistic/musical material will mail out cease and desist letters to hundreds, if not thousands, of Internet users alleging that those users made unauthorized use of such copyrighted work by illegally downloading music, audio books or films from the Internet and
making those works available to other Internet users. The wording of these cease-anddesist letters are nearly identical and consist of allegations that on a particular day at a particular time the Internet user associated with a specific IP address downloaded a protected work and made it available to other users mainly through a P2P file sharing program. Copyright holders identify illegal downloading activities by using the services of anti-piracy firms to track and search copyrighted works, which often include current chart hits or movies on popular file sharing P2P networks. The firms can then match an upload available online to a specific IP address. Once an IP address is identified, the firm applies for a court order, and once granted, it generally orders the internet service providers who store user data to release contact information for the user to whom the investigated IP address is assigned. Requested contact information includes the name and address of the user. As a general rule, the individual who contracted with the ISP is legally responsible for any illegal download activity, even if it is carried out by family members, visitors or neighbors.

In fact, leaving a WLAN unsecured makes a user responsible for any violations third parties may cause on the network. To protect yourself against any illegal downloading from others using your unsecured WLAN, you should set up a username and password for a wireless router or any similar equipment so that only those who know the password are able to use the Internet connection through the wireless router. Keep the password safe. If you receive a demand letter from a law firm alleging you made an illegal download, don’t ignore it. The issued notice letter is generally considered to be legally sufficient and enforceable. In their letter, most attorneys insist on payment of damages, a statement from you promising not to illegally download, and legal fees. You should consult with an attorney prior to communicating with the law firm, signing any documents, or making any payments. If you require legal advice in relation to an allegation of illegal downloading, make an appointment to see a legal assistance attorney by emailing us at: USArmy.Wiesbaden.USAREUR. mbx.oja-wlc-legal-assistancecalendar@mail.mil.

FLEA MARKETS from Page 1 outdoor spaces – which are especially fun during spring and summer – while others take place inside buildings. In Europe, you will also see lots of markets in which vendors line the sides of long streets. Local flea markets In the Kaiserslautern Military Community, during ordinary times, there is a flohmarkt (flea market) staged each weekend in the parking lot of the REAL mall complex in west Kaiserslautern, across the street from Kleber and Daenner Kasernes on Mannheimer Strasse. Another flea market, in an enclosed hall in Ramstein village, typically takes place every Saturday. In the Saar region, a popular market happens on the first Saturday of each month in Homburg. Another good one takes place in Saarbruecken: however, dates vary. While these flea markets are nice, they pale in comparison to what you can find if you’re willing (and able, during the COVID era) to travel a little. Many people routinely enjoy driving into France and Belgium on weekends. Before you go, make sure you check command and host nation regulations with regard to travel. French flea markets Called “brocantes” or “braderies” in French, flea markets attract people who seek to find bargains on antiques, postmodern home furnishings, household goods, and other bric-brac. These events have something for just about anyone who truly enjoys flea markets. At these types of markets, sellers must obtain permits with local authorities and are generally asked to pay a small fee in order to do business on the day of the market. Brocante and braderie dates are good for local economies and the fee for the seller is usually not too high for this reason. A medium-sized but super market happens once a month 30 kilometers south of Zweibruecken, in the French town of Eguelshardt, where you can also enjoy historic castle ruins and beautiful hiking trails in the Moselle region.
Berlin antique market, near Ostbahnhof in Friedrichshain
A huge brocante is held once a month in Metz and other ones much further away happen in towns along the east (i.e. Atlantic) coast. These might seem too far with regard to driving distance but they afford chances, too, to find inexpensive lodging along the way and explore some of Europe’s historic areas. Check out https:// brocabrac.fr/ as you plan your trip. Belgian flea markets One of the best area markets happens at Silenrieux, Belgium. Typically open every Sunday, it features lots of antiques and collectibles in a large, indoor market hall. The market has grown immensely from the days in the 1970s and 80s when cars would just pull up, throw open the trunk, and sell whatever they had. Today, there are often close to 150 vendors offering their treasures. In Rochefort, Belgium, visiting the brocante is worth it if only for the time
spent in the quaint little village and surrounding area. Red marble quarries in the area offer tours, and scattered small breweries offer locally brewed beers. Rochefort has an annual outdoors flea market that typically has up to 80 vendors. Household goods, collectibles and antiques are for sale. Take note: there is no electricity to test appliances, so there is no guarantee they will work when you get home. In Tongeren, Belgium, it was previously possible to buy an entire solid wood office set, including a swivel chair and beautiful desk, plus shelving for less than 300 dollars. Though prices have inched up over the years, Tongeren is still a great place to go. Vans containing all types of office furniture arrive early in the morning on market days to set up their displays. Tongeren also has a lot of newish-looking clothing that sells cheap and there are booths with lots of household furnishings.

When researching French and Belgian brocante listings, be sure to use a browser that allows translation to English. Planning ahead and doing research is important when trying to get the best experience from your brocante quest. And, of course, always make sure you have plenty of euro with you and don’t forget to bargain for that gorgeous piece! Happy haggling! Due to host nation regulations to prevent the spread of COVID-19, some flea markets may be cancelled or postponed, and travel to neighboring countries may not be allowed. Please verify the status before making plans to attend. For U.S. government employees, including service members, remember to always follow command regulations, which may be different than host nation policies.
