Global gateway in gridlock: Budget cut pumps brakes on GOVs by 1st Lt. Shelby Chapman 86th Airlift Wing Public Affairs Unexpected budget cuts of approximately $1.3 million affecting the 86th Airlift Wing’s vehicle sustainment operations have forced the wing to park hundreds of its vehicles, impacting many operations across the installation. Vehicle sustainment funds are used for vehicle maintenance and repairs to the 86th Vehicle Readiness Squadron’s fleet of 1,600 vehicles that support the base. The fleet includes vehicles used for a variety of mission-related purposes such as maintenance requests, construction operations, emergency response capabilities, transportation of goods, and additional tasks essential to daily operations seen around Ramstein. Parking hundreds of vehicles until sustainment funds are available will likely cause delays to services across the installation that aren’t directly related to higher-priority operations such as emergency response and base See BUDGET CUTS, Page 3

COMMENTARY: Keep the conversation going Story and photo by Lt. Col. John Frazier Commander, 86th Force Support Squadron As we all reflect back on our own Extremism Stand-down experiences, it is vital that we keep the conversation open. We have to keep asking questions, keep engaging with each other, most important of all, keep learning and growing. I would argue that few, if any of us, have “arrived.” Thus if we as Americans want an attempt at more perfect union, then we must keep communicating. As I prepared to engage the

86th Force Support Squadron family for the Extremism stand-down day, I talked to friends, my dad, my trusted Chaplain, and my amazing wife Lauren. I quickly realized that what was directed to discuss was yet another “-ism.” You have had stand-down days to discuss racism in 2020, suicide in 2019, and now we’ve just discussed extremism in 2021. Have we solved anything during these collective days? Are we really better? More importantly, what inspires me to be better? I am inspired by my wife, who served in the Air Force for 8.5 years, who has an amaz-

ingly difficult and disgusting experience of sexism, gender discrimination and other hardships that I cannot even begin to fully understand. Her story is full of resiliency and excelling as a woman, mother, and wife, and the Air Force will be but a footnote in her full story. Similarly I found inspiration in Lt. Col. Alexis Johnson’s inspiring story from a couple weeks ago https://www.ramstein. af.mil/News/Commentaries/ Display/Article/2484197/leading-through-adversity/. It’s a tough story, it’s not pretty, but it is an invaluable opportunity to learn from look-

ing at life through her experience. As for me, a tall white man with almost 15 years of service, it probably isn’t surprising or shocking that I do not have a single story that resembles anything these two incredibly amazing women have had to experience. So what should I learn? What can I do? So here’s what I’ve learned and shared with my FSS family. I believe in a culture of honor. When you honor something or someone, you are placing a value on that object or person. When you live in a culture of honor, you value others because you value yourself! Secondly, we

as Americans live with a spirit of offense. A spirit of offense will never let go of you, you have to let go of it. Living offended will leave you stuck, closed off and prevent the growth that we require to be better. Lastly, we make a big deal of changing the world by making it seem impossible and intimidating. If you take the small steps and invest in people around you, you can change the world by simply changing the world for one person. Don’t let something small stand between you and something big…the best is yet to come!

A ripple effect is expected to occur that may delay household goods transportation, pending unit work orders, and housing maintenance requests regarding plumbing, pest control, and painting, among other things. In response to this funding loss, the 86th VRS has prioritized all vehicles into three categories in order to sustain vehicles based on their mission support role. “The priority one category includes minimum essential level (MEL) vehicles, such as emergency response and base defense vehicles; the priority two category includes non-MEL special purpose vehicles, such as forklifts, tractors, aircraft loaders, and cranes; and the priority three category will include non-MEL general purpose vehicles, such as sedans, pick-up trucks, and vans,” said Capt. Elizabeth Gentine, 86th VRS vehicle management flight commander. Funding cuts were evenly applied across the Air Force in order to balance the must-pay $1.2 billion vehicle contract bill. This even distribution of cuts across bases located in the U.S. and overseas is exceptionally challenging for Ramstein due to the installation’s size, unique support requirements, and location challenges. “There aren’t any Air Force bases that compare to Ramstein when it comes to providing support for an organic fleet of vehicles of this size,” Gentine said. Sustaining vehicles that were made in the U.S. adds other challenges, including longer delivery times for replacement parts, difficulties with acquiring replacement and rental vehicles when needed, and having limited options to contract support from the local economy. “When our funding was cut, the mission capable rate for our entire fleet was 70 percent, which is considered healthy. As of today we are already down to 57

percent,” she explained. The 86th VRS recalled approximately 300 vehicles across multiple units on base in order to fulfill the parking and prioritization plan. Units have turned in more than 200 vehicles to date, and around 100 more vehicles are expected to fulfill recall requirements. This initiative is considered necessary for the wing to ensure future mission readiness by avoiding collective maintenance risks during a time when vehicles cannot be fixed if they require repairs. Most units will feel the impact of the budget cuts and sustainment plan. To put this into perspective, if a section of the 86th Maintenance Group loses one vehicle at this time, it will reduce overall capabilities by approximately 33 percent of the affected section. If the vehicle is considered a specialized vehicle, the loss will likely degrade the unit’s capabilities to meet mission essential requirements. Similar time and wear-and-tear challenges are being reported from units across the base. When it comes to generating airlift, the 86th Logistics Readiness Squadron is considered a key component alongside their maintenance counterparts. “The loss of vehicles will severely impact our ability to support the 86th AW airdrop operations and will create a severe disruption to the shipment of household goods, as well as disrupt our ability to conduct fueling operations and maintaining quality standards for Fuels, Liquid Oxygen and Nitrogen products,” said Capt. Noel Castillo, 86th LRS director of operations. All of these actions require consistent use of vehicles sustained by the 86th VRS, therefore as time goes on, the risk of mission degradation increases. The 86th Security Forces Squadron is also preparing for major impacts, such as possible delays in overall response time due to pre-existing vehicle sustainment challenges.

“Our average time in repair status was over 130 days before the vehicle park plan; it will likely be significantly longer now,” said First Lt. Hurl Millikin, 86th SFS logistics and readiness officer in charge. “We use vehicles for every aspect of our mission to ensure base defense and capabilities, which makes this sustainment plan essential to mitigating risk associated with our ongoing vehicle challenges.” Some of the impacts that the 86th Civil Engineer Squadron are preparing for include reduced emergency response support capabilities, the possibility of halting numerous construction projects, adding significant additional delays to responding to work order requests, and the cost

associated with these delays over time. “Suspending all or most construction projects would cost on average about $120,000 per day, or about $2.9 million per month in delay costs,” according to Russell Hume, 86th CES deputy director. “Depending on how long this goes on, we might be forced to cancel construction projects, which would then double expenses because we would have to pay our current contractor for lost time and materials purchased to date, and then re-compete for funds to restart these projects in the future, with no guarantees,” Hume said. Representatives from the 786th Civil Engineer Squadron expressed how the sustainment

plan will cause severe delays to non-emergency, “quality of life” work orders such as office remodels and other building enhancements. Additionally, contracts related to COVID-19 disinfection will experience delays and/ or cancellations due to contract oversight being unavailable from the limited vehicle support. The recent sustainment plan is only one part of the solution to this enterprise-wide challenge, and it has caused many units to understand the linchpin role that vehicles play in successfully completing the mission. Base leaders are monitoring the situation and compiling data about the impacts on unit operations to keep higher headquarters informed.

Leah Ritchey 86th Airlift Wing Public Affairs An Airman assigned to the 86th Logistics Readiness Squadron was recognized as Airlifter of the Week for her passion in and out of the workplace at Ramstein Air Base, April 29. Airman 1st Class Savana Zarn, 86th LRS logistics planner, is responsible for consolidating and analyzing the daily deployment tasks for 52 operational plans and exercises across three wings. Zarn also teaches the installation’s monthly Increment Monitor course. Last quarter she trained 40 personnel on the cargo deployment process. “What Airman 1st Class Zarn has done for this team and what

she has done as a training increment monitor is awesome,” said Col. Matthew Husemann, 86th Airlift Wing vice commander. “But what got me the most is her passion for dogs and work with 2gether4strays; it really shows her humanity.” Zarn partnered with three units to collect more than 100 items needed to support 2gether4strays, a donation-run dog shelter out of Romania. “The dogs are really close to my heart because that’s actually the program where I got my dog, Jessie,” Zarn said. “She’s a really good dog. She’s gotten me through so much, especially this past year.” The Springdale, Arkansas native is also a full-time student with aspirations to join the medical field.

“I’m currently working on finishing up my Community College of the Air Force degree,” Zarn said. “I want to be a pediatrician so I am trying to get my undergrad studies out of the way.” In her spare time, Zarn enjoys spending time with family and supporting the youth group at church. While Zarn was lauded by leadership for her dedication on and off the clock, she made it a point to recognize that it was a team effort. “I’m really grateful to have a team that supports me,” Zarn said. “Every single person in this office has supported me and given me encouraging words even on the lowest of days. I’m just really thankful for that.”

Holocaust survivor speaks for the voiceless Story and photos by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs

For more than 23 years Steven Frank, a Holocaust survivor, has been talking with thousands of students across the world about his personal experiences during the Holocaust and why the victims should never be forgotten. George Santayana, a renowned novelist and philosopher, once wrote that those who cannot remember the past are condemned to repeat it. With this in mind, the Department of Defense Education Activity Europe held a Holocaust remembrance event at Ramstein Air Base, April 30, to educate its students and honor the lives of the victims. Frank sat down with DODEA Europe students via Zoom to speak about his life and answer any questions the students had. Steven was born in 1935 in Amsterdam, Netherlands, to a secular Jewish family. His father was a well-known Dutch lawyer and his mother came from a family of professional musicians. He was the middle child of three boys. Frank first spoke to the students about his happy childhood, a few years before the 1940 Nazi invasion of the Netherlands. “I remember we had a happy family, full of love,” Frank said. “My mother and father were wonderful people.”

Jewish families in the Netherlands weren’t immediately subjugated, but by 1942 they started to be deported to concentration camps, were given special identification cards, and were made to wear yellow stars of David to differentiate themselves from the rest of the Dutch population, banning them from normal daily activities, such as attending the movies or swimming pools. “I gradually began to not be able to play with my non-Jewish friends publicly at pools or parks,” Frank said. “I was removed from my school and was systemically exiled from all public life in Amsterdam. As a child, I didn't understand what I had done to deserve this.” Frank’s family did have the means to escape Amsterdam, but they remained because his father played an integral role in helping Jewish families escape persecution. Frank's father, Leonard, ended up secretly joining the Dutch resistance soon after the Nazi invasion, while publicly working for the Jewish Council of Amsterdam, which was forced to carry out Nazi orders. Leonard frequently participated in the issuing of false papers to enable people to escape across the border. He also helped Jews find hiding places in the countryside and even hid Jews in his own home. “I had a loving father,” Frank said. “Those early memories are

something I would never forget.” Frank’s father was ultimately betrayed by someone close to him and in 1942 he was arrested in his office in Amsterdam and imprisoned, tortured, and sent to Camp Auschwitz, a Nazi concentration camp, where he was killed in a gas chamber in January 1943. “My father left home one morning and I never saw him again,” Frank said. Shortly after Frank’s father was taken, his family was removed from their home, but not before three of his father’s friends petitioned the German authorities for clemency for Leonard. The petition was unsuccessful, but it did allow Frank’s family to be placed on an exclusive list reserved for prominent Dutch families, which allowed them to initially avoid being deported, but they ultimately were placed in several concentration camps throughout Europe. “I remember being at the concentration camps,” Frank said. “We slept on top of each other in overcrowded bunks and had very little to eat. I had an encounter with the guards once where they ordered their dog to attack me, as they watched and laughed. I couldn’t have been more than nine years old.” The concentration camps were breeding grounds for life-threatening diseases, with millions of Jews succumbing to their illnesses. Frank credits his and his brother’s survival in the camps to the

actions of his mother, Beatrix. “My mother realized that our only chance of surviving the camps was to keep ourselves clean as possible,” Frank said. Beatrix volunteered to work in the concentration camp’s hospital laundry, where she washed patient bandages and medical linens. Risking her life, she secretly would wash her family’s clothes and would wash other Jewish families’ clothes in exchange for food for her children. On May 9, 1945, Frank, his family, and other surviving Jews were liberated by the Red Army. After a long journey and some persuasion by Frank’s mother, England’s Royal Air Force flew his family to London, where they were reunited with his grandfather and slowly began to rebuild their lives.

Frank currently lives in the United Kingdom and continues to speak to students around the world about his experiences during the Holocaust. “I’ve spoken to students in over 900 schools and will continue to remind the world about the atrocities of the Holocaust,” Frank said. “I’m humbled and honored to continue speaking for the Jewish families that no longer have a voice to do so. I am lucky to be here, and I want this generation and future generations to remember what happened in the past because if we let people forget, it will surely happen again. The live exercise that the Davis-Mothan aircraft will support involves multiple nations combining efforts to train individual units in advanced-level warfare skills such as coordinated fires and maneuvers capabilities. “Swift Response is an exercise that will help give our Airmen experience crossing the Atlantic and give aviators experience in the sky,” said U.S. Air Force Lt. Col. Anthony Rendon, 43rd Electronic Combat Squadron director of operations. Getting the aircraft to Ramstein and facing new challenges brought on by COVID19 presented an arduous task. Aircrew worked to comply with different countries’ policies and tested for COVID-19 frequently. “We’ve been through a lot of adversity, but showing our resilience to get here and continue on has been quite an amazing thing,” said Rendon. “I am privileged to be a part of the team.” Swift Response 21 is one of several linked exercises supporting the large-scale, U.S. Armyled exercise DEFENDER Europe 21. The objective of DEFENDER Europe is to prepare the U.S. military to rapidly deploy large combat forces to Europe in support of their allies in order to quickly deter potential crises.

“It’s a way of us demonstrating our capabilities with the U.S. Army and then also to our North Atlantic Treaty Organization allies, so they can be aware of what we’re able to do and how we’re able to do it,” said Capt. Alexander Fornof, 43rd ECS aircraft commander. DEFENDER Europe 21 is a joint operation that consists of 28,000 U.S. allied and partner forces from 27 nations, conducting simultaneous operations across more than 30 training areas throughout a dozen nations. “Every time we get to work with people on a first-hand basis, it always increases our ability to fight and win wars,” said Fornof. Swift Response is designed to validate U.S. European Command’s ability to send high readiness forces into a designated area while advancing airborne interoperability among NATO allies.

DOD observes Asian American Pacific Islander Heritage Month

by David Vergun Department of Defense News Asian Americans and Pacific Islanders have helped shape the history of the United States, and many of their lives have been dramatically influenced by moments in U.S. history. Every May, the Defense Department joins the rest of the nation in celebrating Asian American Pacific Islander Heritage Month. The observance originated in a congressional bill in 1977 by U.S. Reps. Frank Horton, R-N.Y., and Norman Y. Mineta, D-Calif. They introduced a House resolution that called on the president to proclaim the first 10 days of May as Asian/Pacific Heritage Week. The following month, U.S. Sens. Daniel Inouye, D-Hawaii, and Spark Matsunaga, D-Hawaii, introduced a similar bill in the Senate. Both were passed in 1978. In 1990, President George H.W. Bush designated the month of May as Asian American Pacific Islander Heritage Month. May was chosen to commemorate the immigration of the first Japanese to the U.S. on May 7, 1843, and to mark the anniversary of the completion of the transcontinental railroad on May 10, 1869. The majority of workers on the

western portion of the line were Chinese immigrants. Today, Asian and Pacific Islanders make up around 3% of the military’s active National Guardsmen and reservists of the military. Although small in number, their contributions to America’s wars have been tremendous. Thousands deployed to Iraq and Afghanistan. Other examples are but a small sampling: • The 100th Infantry Battalion, composed of Japanese Americans during World War II, achieved noteworthy service in the 1944 Italian campaign. • Retired Army Gen. Eric K. Shinseki, who was of Japanese descent, became the Army chief of staff in 1999 and was later secretary of the Department of Veterans Affairs. • Marine Corps Maj. Kurt ChewEen Lee, who’s of Chinese descent, was awarded the Navy Cross Medal for extraordinary heroism in leading a counterattack against enemy forces during the Korean War. He also served during World War II and the Vietnam War. • Cpl. Joseph Pierce, a soldier in the Union Army who fought in both the Battles of Antietam

and Gettysburg as a member of the 14th Connecticut Infantry, was one of about 50 Chinese Americans who enlisted during the U.S. Civil War. • Navy Petty Officer 2nd Class Telesforo Trinidad, who was of Filipino descent, became the first Asian American to receive the Medal of Honor after rescuing two shipmates when an explosion occurred aboard the armored cruiser USS San Diego in 1915. Risking his own life, Trinidad entered a smoke-filled fire room and carried sailors to safety before being injured when a boiler exploded. • In years since then, 31 service members of Asian or Pacific Islander heritage were awarded Medals of Honor. • Through the Navy’s female reserve program during World War II, Asian American women also supported the war effort, mainly as linguists and nurses. Navy Lt. Susan Ahn Cuddy blazed a trail when she became the first Asian American woman to join the Navy alongside her brothers in 1942. The daughter of Korean immigrants, Cuddy would go on to become a code breaker and the first female Navy gunnery officer.

Andrew Layton 110th Wing When faced with challenging or unforeseen circumstances, the air component staff at U.S. Air Forces Europe – Air Forces Africa has long had a proven provider of solutions it can turn to. The men and women of the Michigan Air National Guard’s 217th Air Operations Group, part of the 110th Wing stationed at Battle Creek Air National Guard Base, have been aligned for more than a decade with the Major Command (MAJCOM) headquarters — located at Ramstein Air Base — to provide essential augmentation, personnel, and experience when called upon. Recently, this mission alignment was tested like never before as communications experts from the 217th AOG, 110th Communications Flight, and the 110th Operations Group stepped

up to assist USAFE-AFAFRICA’s MAJCOM Communications Coordination Center (MCCC) when called upon. As the coronavirus pandemic forced active duty staff members to adjust crew schedules to implement social distancing and other risk-mitigating factors, the Michiganders took responsibility for the MCCC’s night shift operations in March 2020. Their role as MCCC event controllers lasted a full year, making them the focal point for all Air Force communications units in the USAFE-AFAFRICA area of operations, with responsibility to receive, monitor, coordinate, facilitate, and lead cross-organizational troubleshooting and repair actions – among other duties. “The [Battle Creek] team was of absolute paramount importance in carrying the torch through the night and helped pass information from our swing shift to our day shift,” said U.S. Air Force Col. Andrew D’Ippolito,

communications director and chief information officer for USAFEAFAFRICA. “I am thankful for the team’s awesome support to the USAFE-AFAFRICA mission.” Uniquely, this crucial support for one of the Air Force’s busiest MCCCs — the only one operated 24/7, 365 days a year, with oversight of communications networks for 88 geographically separated units across the 104-nation USAFEAFAFRICA area of responsibility — was performed 100% remotely from the ANG facility in Southwest Michigan. U.S. Air Force Master Sgt. Brian Leonard, superintendent of communications for the 217th Air Component Operations Squadron, was responsible for overseeing the staff in Michigan, ensuring they had the equipment to perform their duties and that orders, pay, and individual needs were met, especially as the mission’s completion date was extended multiple times. “The mission was originally scheduled to end in April of 2020, but we were asked to extend several times until March of 2021,” Leonard said. “The transition was surprisingly easy because we have built the capability and preparedness over the years through training and exercises [with our counterparts from USAFE-AFAFRICA].”

This ability to seamlessly integrate and flex under dynamic circumstances was most clear in late 2020 when the entire MCCC staff at Ramstein was quarantined due to COVID-19 exposure. The Michigan team took point as the main source of continuity for 10 days. “We had to essentially surge operations to cover that period until we could return to a normal operations tempo,” said U.S. Air Force Lt. Col. Daniel Fawcett, chief of communications theater operations and plans for the 217th ACOS. “This was the first time we had to branch out from our internal [217th AOG] manpower to cover mission requirements, but we were able to leverage other existing onbase expertise from the 110th CF and the 110th OG.” A total of seven Airmen made Battle Creek’s groundbreaking support for the USAFE-AFAFRICA MCCC possible, with two of them — Tech. Sgt. Lewis Banks, Staff Sgt. Jennifer Rumsey (both from the 217th ACOS) — supporting for the entire one-year mission. They were joined for periods ranging from two to six months by Tech. Sgt. Justin Oosterbaan, Tech. Sgt. Robert Zellers, and Staff Sgt. Robert Rainone of the 217th ACOS, Staff Sgt. Ryan Swartzendruber from the 110th OG, and Senior

Airman Donovan Wentworth from the 110th CF. Collectively, their efforts have been credited with guaranteeing that the senior leaders of U.S. European Command, African Command, Central Command, Defense Information Systems Agency, Air Forces Cyber, and USAFE-AFAFRICA maintain access to information systems and networks. These networks provide near real-time data to decisionmakers, help project warfighting capability, and secure national security objectives. According to D’Ippolito, they additionally contributed to the MCCC winning high-level team awards, maintaining 99% network uptime rates, and assisting with a tenfold increase in Ramstein, AB network capacity. The success of a Total Force initiative like this demonstrates the mission-critical nature of the relationship between active duty components and their aligned ANG units. “The willingness to learn the job and support the mission that these men and women showed was second to none,” said D’Ippolito. “We absolutely could not have accomplished USAFE-AFAFRICA efforts and missions without them.”

“Baumholder happens to be in the mix as a major training area and strategic platform for deploying units, which is how it was originally developed by the Germans in the 1930s,” Kim said. “And in that same vein, I think Baumholder will remain a valuable U.S. military asset for decades in the European theater.” The Seattle native, and civil engineer by trade, has worked for the government as an Air Force civilian engineer and for the Army Corps of Engineers in California. He spent 10 years in Korea planning and executing the transformation and re-stationing of U.S. Forces from the Demilitarized Zone and Seoul Metropolitan Area to Camp Humphreys, which tripled in size during that transition. The Baumholder Military Community, affectionately known as “The Rock,” has been part of the U.S. infrastructure in Germany since 1951. In 2009, the Army slated the BMC for closure, but reversed that decision in 2014 and The Rock became a part of the KAISERSLAUTERN

Jae Kim’s Christmas present to himself and his wife and three children last year was moving to Germany. The Kims arrived in RheinlandPfalz Dec. 27, and the newest U.S. Army Garrison Rheinland-Pfalz Baumholder deputy garrison manager hit the ground running. “When I first got here, I brought my family up to Baumholder where it had just snowed,” Kim said. “My family called it ‘Snow White.’ And, every day I drive up here, I think Baumholder is the hidden jewel of the garrison.” Kim comes to the USAG RP after eight years in the Office of the Assistant Secretary of the Army for Installations, Energy and Environment. During his tenure at the Pentagon, he served as the Special Assistant for Installations and a Special Assistant for Construction, a job he said gives him special insight as Baumholder’s newest DGM.

USAG Rheinland-Pfalz. But, that left a period of five years without any new construction which is still being felt today. Kim said his three major goals to accomplish while he is the DGM are: • Restore community services to pre-COVID levels and improve the infrastructure for the current and future units on the installation. • Enhance garrison operations with documented processes that are aligned with garrison command priorities. • Improve community morale, both on and off post, with clear communication of the strategic importance of the Baumholder Military Community and the enduring partnership with the local communities. Baumholder Union Community Mayor, Bernd Alsfasser makes it a point to work closely with whomever sits in the deputy garrison manager seat. He said it’s very important to stay connected. “Cooperation is very important to me,” Alsfasser said. “We are neighbors separated only by a fence and are in constant contact. I have

a great relationship with the people in that position. I always feel well informed about what is happening on the post.” With the continued right-sizing of Army Family Housing, new offices for Army Community Services and plans for a new Department of Defense Education Activity school, Kim said the Baumholder Military Community is ready to jump into the future. “We are spending a significant amount of resources at Baumholder in the way of facilities, restoration, repair and planned new construction,” Kim said. “The garrison employees are doing a lot of great things and we have many activities going on here which are focused on the brightness for the future of Baumholder. Baumholder will be relevant for a long time. ” Kim is happy to see that the garrison workforce, both the host nation and the American employees, take a lot of pride in their Baumholder community. “The employees in the BMC are very proud of their efforts and their achievements,” he said. “There are a lot of good things going on here on The Rock.”

Air Force awards first airworthiness approval for human flight in electric aircraft program by Air Force Research Laboratory Public Affairs WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AFNS) — The U.S. Air Force has awarded the first airworthiness approval for a manned electric aircraft to BETA Technologies, a partner in the AFWERX Agility Prime program. This enables BETA to begin flying its ALIA aircraft in the Agility Prime program. The airworthiness award from the Air Force is the latest milestone in BETA’s test program after recently entering its next phase of flight testing. “U.S. Air Force engineers spent more than a year examining BETA’s ALIA aircraft, evaluating its design and flight capabilities against the demanding MIL-HDBK-516C standard,” said Camron Guthrie from BETA. “U.S. Air Force personnel and subject matter experts evaluated the aircraft’s design and maintenance requirements along with the company’s operations and flight test plans. “Electric aviation is a National Security priority and fortunately this was recognized early by the Air Force,” said Kyle Clark, BETA’s founder and CEO. “The speed and efficiency of the Air Force Agility Prime program to support sustainable electric aviation has been remarkable. The people and expertise that the Air Force has brought to the electric aviation industry and specifically our ALIA program is accelerating the development of incredibly capable, safe and reliable aircraft.” Under a new contract to be signed in June, the Air Force will have access to the first of its kind, manned 7,000pound class electric aircraft, and first of their kind immersive electric vertical takeoff and landing simulators located in Washington, D.C. and Springfield, Ohio. “This agreement will enable Air Force acquisition professionals to make data driven decisions informed by real assessments of military utility,” said Col. ASBP blood supply not only for service members, but also family by Jacob Moore Military Health System When the average person hears “Armed Services Blood Program,” they likely think first about the men and women serving the U.S. military, both at home and overseas. While more than 1.5 million units of blood have been used to treat battlefield illnesses and injuries since its inception, the ASBP also provides blood to military medical treatment facilities around the globe for procedures for dependents, including children. For Laura Kelly, from San Antonio, Texas, the combination of having the right type of blood and knowing exactly what type of people her blood is going to is what has kept her donating for the last 10 years. “After my first donation, they discovered my blood was not only O-negative, but also CMV (cytomegalovir us)-negative, which is very rare,” Kelly said. “It was explained to me that my specific combination was needed for babies and others with suppressed immunity.” She is now on call any time there is an emergency case where her blood is needed at Brooke Army Medical Center on Fort Sam Houston. “When someone calls you and says there is a sick baby that

CMV is a flu-like virus that most people are exposed to at some point in their lives, usually causing mild flu-like symptoms or no symptoms at all. However, CMV can be potentially serious for babies and people with weakened immune systems. Once a person has been exposed to the virus, their body will produce antibodies to fight the infection. A person is only CMV-negative if they've never been exposed to it, a group that includes as few as 15% of adults. CMV is generally harmless to healthy children and adults but can be fatal to newborns. Babies needing transfusions as part of their medical care should only receive CMV negative blood from donors who have not been exposed to CMV. Kelly's husband, who developed chronic myeloid leukemia two years ago, also now happens to be part of an immunosuppressed group that needs CMVnegative blood. Kelly said that, despite the apprehension that may have surrounded it since the beginning of the COVID-19 pandemic, she has donated four times over the past year. C. Tracy Parmer, a donor

recruiter for the ASBP at BAMC and the person who convinced Kelly to donate, said that she hopes that the apprehension will lessen as the situation with COVID-19 continues to improve, especially given the shortage it has caused. “We push every day to make sure we have what we need, but we've had our shortages. We also have the added restriction of not being able to collect off base,” said Parmer, who has been recruiting for almost 17 years. “Recruiting and education is key.” Kelly said that she hopes that people who can donate through the ASBP remember that their donation has the potential to help more than just active-duty personnel. “When people think of helping the military, they think about the active-duty airmen, sailors, soldiers, or Marines. They don't consider the spouses and children of military members in more than abstract terms, and that military children get sick, too,” Kelly said. “Bringing this into focus raises awareness of the need where otherwise people might not even know it's an issue.”

Parmer agreed, with an added sense of urgency. “We are fighting an uphill battle to keep blood on the shelves right now,” Parmer said. “We need to continue to save the lives of our most precious gifts by donating blood.” Blood and blood products are used for MTF patients of all ages for a variety of reasons. Whether blood is needed to treat cancer patients, surgical patients, or battlefield injuries, MTFs rely on blood donors every day. The only way to know your donation will stay within the military community is to donate through the ASBP. “We need every unit, squadron, family member, retiree, and anyone with base access to help us collect all the blood products we need,” said Parmer. Added Kelly: “If you are able bodied and qualified, please donate. Top military family experts meet to discuss military child health by Dillon Parker Uniformed Services University The Department of Defense has celebrated the Month of the Military Child every April since 1986 to highlight the resilience and resourcefulness of military kids in the face of significant stressors. In the spirit of the month, the Uniformed Services University of the Health Sciences hosted a virtual “Military Child Health Research Symposium” April 26 to bring together key DOD leaders, experts in pediatrics and child mental health and wellness, and representatives from military child advocacy organizations. “As a pediatrician and someone who takes part in and leads military research programs, I think it's really important to hear the voice of the people that we are intended to serve,” said Army Col. (Dr.) Patrick Hickey, USU’s Department of Pediatrics Chair and moderator for the event. “I really appreciate everyone coming together today to share their perspectives as people passionate about the welfare of military children, and to inform us about what they see as strengths in current programs, areas of improvement, and goals for the future.” The event featured three panels, the first of which included representatives from the military health care system and several advocacy organizations. The first panel discussed current issues facing service-connected families and areas for further research. Frequent moves and deployments continue to be the most significant stressors for families; however, the panelists illustrated the role military physicians play in alleviating stress. “Our uniformed pediatricians continue to be at the center of caring for these families,” said Army Col. (Dr.) Catherine Kimball-Eayrs, USU School of Medicine commandant of students and consultant to the U.S. Army Surgeon General for General Pediatrics. “Military physicians understand and relate to the challenges faced by service members and their families.” The panelists also noted the importance of supporting military families with children with special medical needs, as frequent moves can be particularly stressful for them as a result of changing care teams. “Pediatricians are really in tune with the needs of military families that have children with significant needs,” said Francesca Bjorklund, a military mom and military child health advocate at Walter Reed. “The biggest issue is how can [permanent change of station] cycles be looked at to help minimize moves? This is really important for all families, but

especially for families with exceptional family members.” While frequent moves are particularly stressful for these families, the military health care system trains 25% of the nation’s developmental pediatricians and is uniquely equipped to provide support, added Kimball-Eayrs. “Continuity of care is number one, and the relationships between military health care providers can go a long way to ease the transition,” said Bjorklund. “When we moved, the doctors at West Point already had existing relationships with the doctors at Walter Reed, which helped to provide that continuity of care.” The first panel concluded their discussion by pointing out several areas that needed to be addressed by future research including the long-term impact of COVID-19, the cumulative impact of moves and deployments across childhood and into adulthood, and how family well-being impacts the well-being of children. The next panel discussion of the symposium addressed recent and ongoing research projects and included scientists from USU, Purdue University, and the Naval Health Research Center. Much of the research presented focused on the effects of frequent moves and deployments on service members and their families. Dr. Elizabeth Hisle-Gorman, an associate professor of pediatrics at USU, presented recent research that indicates more frequent moves result in a higher likelihood of mental health diagnosis among military children. The study also found evidence that frequent moves increase the level of preventive health care military children receive, suggesting moves can be used as a way to connect kids with the healthcare system. The research panel also presented research that demonstrates parental well-being plays a vital role in the well-being of children, the effects of

deployments can last many years, and the transition from military to civilian life for those who transition out of the military can be exceptionally stressful. The researchers suggested this may be caused by the transition to civilian life and the loss of the military support system. These conclusions were major topics in the third and final discussion, where the members of the advocacy and research panels came together to discuss the importance of converting research to action. “Data drives change, we might think we know things but until we do the studies that are necessary we won’t know how to employ needed interventions,” said Patricia Barron, deputy assistant secretary of defense for community and family policy. “The research supports the conclusion that the health and well-being of parents are so critical to the health outcomes of children.” In light of this research, the panelists emphasized the significance of integrating every available resource such as chaplains and education professionals to care for families as a whole. The panelists also pointed out that research showing deployment effects are long-lasting, coupled with the evidence of the difficulty of transitioning to civilian communities, indicates the need for educating professionals in the civilian sector. “I was particularly struck by the long-term effects of deployments,” said Eileen Huck, deputy director for the National Military Family Association. “It speaks to the importance of educating providers outside of the military system about the impacts of service. All of these children will at some point leave the military health care system, and those providers need to be informed of the challenges they’ve faced.” The symposium concluded with remarks from the moderator.

“I hope we can continue to build on some of the discussions, multidisciplinary collaborations, and engagement with our advocates, stakeholders, and DOD leaders,” said Hickey. “I think this is an example of where it takes all of us working together to get

Luxembourg City Many people don’t know much about Luxembourg, other than that it is small. That much is true: when traffic is flowing, it takes about 30 minutes to drive across the country from Germany to Belgium. But Luxembourg is also the EU’s most prosperous country. North Luxembourg is filled with fairy-tale valleys, beautiful hiking routes, cliffs and lakes. The capital city is stellar. As you might expect from a well-to-do country, Luxembourg has assembled an awesome collection of tours (more than 20, in fact) of key spots in their capital city.

Bruges This city in the north of Belgium is a destination for travelers the world over. Why? Because it’s almost a perfectly preserved version of a medieval city that is bustling with modern life. But its perfect preservation wasn’t planned. Once known as the “Venice of the North” (it still has awesome canals), Bruges ended up as Belgium’s poorest city by the mid 19th-century. This happened when the river Zwin silted up, which closed off shipping commerce. Bruges was plunged into poverty so deep that citizens didn’t even bother tearing down the buildings. A sad time, to be sure. But it’s a boon for modern visitors.

Brussels Belgium’s capital city has a lot to love, but some visitors have a difficult time moving away from the Grand Place (which is a great place). But once you start to explore a little bit, you’ll find that Brussels has a ton to offer – great museums, loads of international organizations (the EU and NATO are both headquartered there) and much, much more. This virtual tour begins in the Grand Place, and will give you the chance to dive in more deeply.

Bastogne War Museum This small city in the Belgian Ardennes saw some of the most crucial fighting in World War II. The Battle of the Bulge took place near Bastogne, and was instrumental in ending the war. Even if you’re not a military history buff, the Bastogne War Museum is well worth your time. Van Gogh Museum, Amsterdam It boggles the mind to think that Vincent Van Gogh died penniless and in obscurity a little over a century ago. Today, he is arguably the most well-known painter in the world. His style is so unique, that even most people with no real interest in art can pick out a Van Gogh painting. The Van Gogh Museum in Amsterdam offers an incredible experience for visitors, when actual visits are available. The virtual tour gets you really close to the real thing.

Anne Frank House, Amsterdam One of the most heartrending accounts of the damage wrought during World War II came in the form of a diary written by a young girl from the Netherlands. Today, Anne Frank’s book has been translated into dozens of languages, and her story is known – and remembered – worldwide for reminding us all of our common humanity. Tulip Country, the Netherlands Another favorite destination for Americans living in Europe is Keukenhof.
