435th SFS hosts robodog training, implements AI technology Story and photos by Senior Airman Madelyn Keech 86th Airlift Wing Public Affairs U.S. Air Force Airmen, assigned to the 435th Security Forces Squadron, hosted a technology integration and field demonstration event with contingency response operations at the Polygone Training Compound in Bann, Oct. 20. The Airmen practiced integration of small unmanned aircraft systems, such as drones, and artificial intelligence by using a robodog to train on field tactics in CR scenarios as a way to refine Intelligence, Surveillance and Reconnaissance skills in dynamic environments and on the modern battlefield. “CR security forces uses modern day [U.S.] Army and Air Force tactics that we have adapted to today’s battlefield,” said U.S. Air Force Tech. Sgt. Matthew Oiler, 435th SFS CR team chief. “Our mission revolves directly around airfield security in austere and civilian environments.” One goal for this training is to improve CR operations and strengthen the 435th SFS’ ISR as well as sensor capabilities by using new technologies, Oiler explained. Training with this new technology implementation also provides security forces Airmen and CR teams the capability to monitor areas, especially airfields, in austere environments without physically sending Airmen in for surveillance. “Eventually, the implementation of sUAS and AI programs

in CR operations will minimize depletion of our manpower at home,” said Tech. Sgt. Thomas Scotti, 435th SFS CR team chief. “Rather than relaying information through traditional communications, AI systems will lessen the workload, so that we only have guns in the fight. It will enable us to be more effective on the battlefield.” Additionally, the robodog works in environments where chemical, biological, radiological or nuclear agents may have been used, and, unlike other robotic technologies, is able to “feel” the terrain underneath it to continue moving forward. Its battery also allows about three and a half hours of continuous use, and moves at a pace of approximately one meter per second. Another aspect of the Robodog is its thermal camera as well as its red, green and blue

cameras that are able to “see” specific targets. “It’s honestly pretty fun to drive the dogs around,” Scotti said. “I’m feeling a little disbelief. I’m a little bit older, and I definitely never thought I would see something like this in the military. I’ve never seen the military move this quickly before. [It started] with an idea and now we have dogs on the ground.” Currently, 435th SFS personnel are planning more robodog

training events to ensure the connection between the dog and the drone is seamless for future CR missions. Ultimately, the sUAS and robodog implementation gives new strengths to enhance ISR capabilities, promotes efficiency by protecting resources and manpower, and aids in 435th SFS defenders executing the mission: to secure, protect and defend weapons systems, air base assets, personnel and resources.

STATE OF THE ART: by Gina Hutchins-Inman 86th Airlift Wing Public Affairs State of the Art is a series introducing Germany as a whole, but also highlighting an individual state or “Bundesland” every month. This month we’ll end our tour in the capital of Berlin with its Federal Parliament in the Reichstag and adjacent government facilities. Berliners have always been accustomed to constant turns of the tide in environment and atmosphere and developed remarkable resilience, making it a unique metropolis worldwide. Resilience par excellence After having experienced an upswing in the early 1900s, roaring 1920s with innovations and a flair of “free and easy” living, the 1930s became a dramatic challenge. Living through war and finding themselves in a destructed and divided city, surviving a blockade and an airlift in the 1940s, the heroic “Trümmerfrauen“ (rubble women) of Berlin rolled up their sleeves and literally got their hands dirty clearing the debris. After the establishment of the Federal Republic of Germany and the German Democratic Republic, both in 1949, East Berliners were challenged with living in a new Socialist governed country, while West Berliners found themselves geographically separated from the rest of the nation. The 1950s

brought about both an economic boom in the West as well as protest and bloody retaliation from the East German and Soviet regime. By August 1961, West Berliners were forced to accept the fact that they were being enclosed by a 3-meter (9 foot) concrete wall, despite denial of the East German government of intending to build one. A dramatic Sunday in August The news Aug. 13, 1961, that a wall was being erected and West Berlin was being blocked off spread like a wildfire and led to indescribable chaos and frantic scenes. East Berliners that lived in buildings along the sector line jumped out of windows before they were bricked up, others grabbed a few belongings and scrambled to the nearest subway tunnels leading to the West. Some were courageous and tried to dodge armed border guards while jumping over barricades, while a small number managed to cut the barbed wire in Ebert Strasse and were able to flee. Eight-hundred refugees, who had managed to find a “mouse hole” to flee, were recorded at the center in West Berlin that very afternoon. Later a few wealthier were able to “buy their way out,” and a large group of people swam through Teltow Canal to reach the West Aug. 14 and 15, while a number of East German guards also deserted. According to official records, at least 50 individuals lost their lives in the first few days. But by now, the situation was literally set in stone, or in concrete better to say.

The news also hit like a bomb in the Federal Republic and around the world where most countries condemned the hermetic seal around West Berlin but remained in a dormant state of action. The East German government claimed that the wall was meant to keep out the fascists of the West and secure the safety of East Germans. On Dec. 1, the joint British, French and U.S. troops in Berlin were restructured and the Berlin Command was renamed U.S. Army Brigade Berlin with several installations and housing areas throughout the Western sector. The Armed Forces Network radio station had started broadcasting in 1945 and the U.S. Embassy remained in the Soviet sector with access via Checkpoint Charlie in Friedrich Strasse. Ich bin ein Berliner As time went on and additional concrete blocks were erected around West Berlin and along the inner German border, hundreds of East Germans attempted to flee in dramatic incidents and a party of four managed to bike over the frozen Baltic Sea and partially swim to freedom to a Danish Island in Dec. 1962. In the summer of 1963 President John F. Kennedy visited the divided city and expressed his solidarity with Berliners. In his famous speech in front of the City Hall in Schöneberg he boldly declared, “Ich bin ein Berliner!” Over the next few years the wall grew to reach a total length of 155 kilometers (96 miles), the gateways between the columns

at Brandenburger Tor were also bricked up and the wall ran left and right of the gate. The East German government had reconstructed the Quadriga and reassembled it, this time with the rear of the horses facing the West. The subway route was both in the East and West, but after construction of the wall three lines started and ended in the West. The stations Stadtmitte, Nordbahnhof, Potsdamer Platz, Bernauer Strasse and Heinrich-Heine-Strasse lying in the East were closed and gradually turned into ghost stations, to prevent East Berliners from using these points as escape routes, while trains would slowly traverse West to West without stopping. Originally a single row of concrete blocks, over time the structure was fortified with a parallel wall in some areas with a 100-meter space in between called the “death strip.” According to official records 101 persons were killed in attempts to overcome the border wall, while the number of individuals who attempted to flee, but were stopped and sent to prison is undetermined. Peace movement in the Sixties Both East and West Berliners gradually became accustomed to the new situation and made the best of their lives. Beatlemania and rock music swept over the western world, while the East German film industry experienced a renaissance. The overall Peace movement and the Hippie era also shed its colorful and crazy light on West Berlin. Due to its special status,

Berliners were exempt from the West German conscription and that brought many a draft dodger from elsewhere to the city. Overall, West Berlin again flourished with a lively music scene, drugs and rock ‘n roll and the city became well known for its “free and easy” spirit. Starting radio broadcast in 1945, AFN television aired its first show April 17, 1967. On the other side of the wall, space was getting tight and new gray panel housing, consisting of large apartment blocks, sprung up with the government promising housing for all. The new radio tower at Alexanderplatz was opened 1969 and the area developed into East Berlin’s city center offering a state-run department store with a limited selection of goods and dim restaurants along the subway station. Swinging Seventies Berlin’s liberal lifestyle without any bar closing times at night, a colorful music and art scene and recreational areas such as Tierpark (a large park near Brandenburger Tor) and Wannsee beaches became popular places to spend leisure time. West Berlin was much larger in size than the Eastern section and thus, West Berliners didn’t necessarily feel cramped up. A type of sub-culture developed in the city, which also brought drug problems and related crime, in particular the area around Bahnhof Zoo, West Berlin’s central train station. Republic of Germany Chancellor Willi Brand met with Willi Stoph, Minister President of the German Democratic Republicy, in Erfurt. After negotiations in Moscow, West Germany finally accepted the inner German border agreement between itself and the Soviet Union. In 1974 West Berlin opened its new Tegel Airport, making it easier to reach the city without lengthy border controls on trains or transit routes. This also brought scores of international travelers and guests to the city and led to even more lively and international flair in Berlin. Meanwhile in East Berlin, as in the whole country, the East German government inspired its citizens to join the Socialist Unity Party (the only party) with the promise of certain benefits, such as free vacations, better living quarters and other “special arrangements” to keep its people content. With a planned economy, only certain products were always available and exotic fruits, such as bananas or oranges, were considered a luxury. There were long waiting periods for a car or a larger apartment after a family addition. Universities were free and there was work for all, regardless of personal talent or desire, but most state-run companies had inhouse kindergartens and childcare, enabling women to work full time. Vacations along the Baltic Sea, Hungary or visits to East Bloc capitals became popular. Children were promoted and drilled in sports and the East German team won 66 medals in 16 disciplines during the

Olympic Games in Munich in 1972, only topped by the United States. West wind in the Eighties West Berlin continued to thrive and the Brandenburger Tor had meanwhile become an international symbol of separation. The fashion and music scenes were in full swing and this inspired famous music groups to perform in the city. Artists such as David Bowie, the Eurythmics and Genesis held concerts close to the wall in 1987, when hundreds of East German fans gathered on the other side of Brandenburger Tor to listen in. When pop star Michael Jackson gave a concert in 1987, the East German officials were so alarmed that they blocked off numerous streets around Brandenburger Tor and Barclay James Harvest had its most legendary performance with its “Concert for the People” in Aug. 1988 on the steps of the Reichstag building, which drew over 250,000 spectators and wind from the West carried the sound over the wall. East wind in the Eighties East Germans were very fond of classic music and Friedrichstadtpalast, a large concert and event hall was opened in April 1984 in pomp and glory. Ballet and dance groups were trained to perform for prestigious ensembles, such as the Bolshoi Theater in Russia. Music shows aired on the state television program and a separate genre of music developed throughout the country, inspired by the music of the West.

The Stasi (Staatssicherheit, National Security Authority) which had developed into a monstrous agency over the years put even tighter reins on its people. Many of the 16 million citizens were recruited to pass on information about critical statements from friends, neighbors, relatives or even spouses as “informal employees” (IMs) with the prospect of certain benefits, such as incentive trips to mighty Moscow. The Stasi had up to 189,000 IMs listed in records by 1989. Life was becoming more difficult, the planned economy was failing its citizens with shortages everywhere, travel was limited, and East Germans became more discontent by the day. On the other hand, there were courageous East Germans who handled matters in innovative ways. A family from Thüringen built a balloon and managed to cross the border in 1978. After 28 minutes the gas was exhausted and they had a bumpy but safe landing in Bavaria. The adventurous flight made it to Hollywood in a film called “Night Crossing” in 1982 when wind from the East carried the family to freedom. Wind of change in 1989 It was business as usual in West Berlin, but East Germans were becoming more and more frustrated about the situation. Then a series of individual events led to a turn of the tide by the end of the year. From 1980 to 1984 a total of 75,000 East Germans requested

“exit applications” to reunite with relatives in the West. The East German government was so fed up with the numbers that they decided to let off steam by allowing 20,000 of these “uncomfortable subjects” to leave in 1984. Consequently, and inspiration to those weary, an additional 100,000 applications were received by 1987. The Perestroika movement in the Soviet Union in the late 1980’s, widely associated with General Secretary Mikhail Gorbachev, poured fuel into the fire while East Germans were crying for reform. In short, in Aug. 1989, a large group of East Germans traveled to Prague in the Czech Republic, without intention of returning. By September 4,000 individuals had set up a tent camp on the grounds of the West German Embassy, increasing pressure on the East German government. After negotiations with Soviet leaders, Hans-Dietrich Genscher, West German Foreign Minister, announced on the evening of Sep. 30 that the refugees were released to move on to West Germany. Soon after, the first trains rolled into Hof in northern Bavaria where they were cheered on by their West German counterparts. Two further waves occurred thereafter and by November 2,000 to 4,000 individuals left East Germany via the embassy in Prague per day. Meanwhile in East Germany peaceful Monday demonstrations that had been ongoing since September, initiated at Nikolai Church in Leipzig, spread like

a wildfire throughout the nation, including Berlin. Hundreds of thousands of East Germans chanted “Wir sind das Volk!” (We are the people), reminding the already crumbling government of who they were governing and demanding change. Upon increased internal and international pressure, the government caved in and on the evening of Nov. 9, 1989, Günter Schabowski, a prominent Party member, announced that the borders were open during an international press conference, after an Italian journalist had questioned him regarding the new travel law. The puzzled moderator asked as of when, with the surprising answer being “sofort” (immediately). Astonished border guards at Bornholmer Strasse were instructed to lift the barriers as East Berliners flocked through to be greeted by West Berliners with champagne, flowers, hugs and tears of joy. The overall development inspired the German rock group Scorpions to write “Wind of Change” to later be performed at Brandenburger Tor for all Berliners to enjoy. Berlin immediately began tearing down the wall, including the area around Brandenburger Tor. War-damaged buildings in the East were restored, countless construction projects started at once and Berlin quickly turned into one gigantic construction site, but as always, just a further obstacle to tackle… For further details see ABC in KMC on Page 29.

Historic groundbreaking marks another victory for Baumholder Military Community

Reid Furman, USAG Rheinland-Pfalz commander. “It is a victory for all those who have fought to maintain and promote this unique military community. “Baumholder is a special place. Its military roots go back to World War II, and those roots now represent the enduring partnership between the German and the U.S. Forces here,” he added. The Baumholder Army Lodging project was introduced in 2021, when the U.S. Army Corps of Engineers, U.S. Army Garrison Rheinland-Pfalz, Installation Management Command-Europe Directorate of Family and Morale, Welfare and Recreation, and the Bundesministerium für Wohnen, Stadtentwicklung und Bauwesen agreed on a joint mission to construct a new, state-of-the-art Army Lodge to meet the growing demands of the Baumholder military local community. “The location of this new Army Lodge is no accident,” said Furman. “It will proudly stand here, on the site of the ‘Iron Soldier Park,’ across from the iconic Rheinlander, and just a stone’s throw away from the his-

toric Lagerhof Inn.” Since 2011, over 112,000 service members, families, and temporary duty travelers have been accommodated by the Lagerhof Inn. For the new Army Lodge, this is the first major new construction project to be awarded under a new partnership agreement with accelerated procedures negotiated between U.S. Forces and the BMWSB in Bonn. The project’s accelerated procedures have been adopted as a model for other German states to follow. The efficient design process and the timely support from the Idar-Oberstein Bauamt were key in making sure that all required documents were reviewed and coordinated in an expedited manner. “The excellent design outcome resulted in fewer technical questions during bidding, which led to the overall project costs being nearly $10 million under the original estimates,” said Dr. Jeff Jackson, Chief, NAF Construction for IMCOM-E, G9. “The support from BMWSB, Amt fur Bundesbau and the IdarOberstein Bauamt facilitating the accelerated process, supporting U.S. Forces and promoting Baumholder community growth, is a testament to the longstanding partnership between Germany and the United States.” “The Baumholder community is very pleased about this groundbreaking ceremony for the construction of the new

Lagerhof hotel,” said Günther Jung, Bürgermeister der Stadt Baumholder (mayor of the City of Baumholder). “The Rheinlander Park is a wonderful area for this new project, and I wish you the best going forward in this construction.” The new lodge will nearly double the existing lodging capacity, and will feature more than 75 modern rooms, including 50 family suites, and 20 extended-stay rooms, recreational facilities for families with children, modern amenities, and a fitness center. The overall project investment is over $38 million Euros, with a targeted completion date set for October 2026 and an anticipated occupancy rate of over 24,000 guests annually. ”This project is part of a larger program meant to deliver on the Army’s quality of life promises, and to help ensure that Baumholder is seen as a premier assignment for Soldiers and their families stationed overseas,” said Roger Vogler, chief of the Engineering and Construction Division, U.S. Army Corps of Engineers. “As we break ground today, we are reminded of Army Lodging’s commitment to support our garrison, by providing Soldiers, Civilians, and families with a warm welcome and secure, comfortable place to stay when away from home,” Furman said. “The construction of a new Army Lodge here in Baumholder is a visible investment into this incredible Army community.”

away. The garrison’s auto hobby shops at Pulaski Barracks and Baumholder Military Community provide the towing services. MWR tows vehicles to impound lots on Rhine Ordnance Barracks for Kaiserslautern and Smith Barracks in Baumholder. The cost of towing (as of the writing of the policy) is $160 in Baumholder and Kaiserslautern, and $200 for Army sites outside of Kaiserslautern like Germersheim Army Depot, and the Coleman Work Site. One of the big questions asked about hauling off abandoned cars is: who pays for it? According to the policy, “… funding for the cost of disposing an unclaimed POV will be provided by the operating funds of the unit to which the owner is or was assigned.” In short, if a Soldier splits and abandons a car, his former unit gets a bill. Units will pay the bill via military interdepartmental purchase request or fund a direct-charge agreement to cover disposal costs. In return, any money earned through the process goes back into DFMWR programs benefitting Soldiers and Families, according to the policy. Dunlap said liked the idea of the policy helping fuel MWR programs, but said he preferred registered vehicle owners understand the process to take care of their vehicles during their German tour, so they are not left behind as abandoned souvenirs. “It’s an innovative effort and one that not only helps clean up the garrison, but gives money back to our FMWR team, which does amazing things with those funds for our Soldiers, Civilians and Family Members,” Dunlap said. “That said, we’d rather have the owner claim the vehicle and take responsibility along the way.”

Leaving Germany often involves returning with a bag full of souvenirs from an extensive tour, but some travelers unwittingly leave behind two-ton mementos in the form of abandoned cars, trucks, and motorcycles. Abandoned vehicles are a cause for concern on U.S. Army Garrison Rheinland-Pfalz and on overseas garrisons across the region. The garrison, however, has recourse. An innovative policy — championed by the garrison’s Directorates of Emergency Services and Family Morale, Welfare and Recreation — pursues the removal of abandoned privately owned cars, trucks, motorcycles, and other vehicles left behind by careless owners and turns them into cash for DFMWR Soldier programs. The end state isn’t to line MWR’s coffers. Rather, said Terry Dunlap, DES deputy director, the more important goal is to help assist registered vehicle owners before a car is towed away and their losing unit is charged a fee. “Education about registering and deregistering vehicles is a huge component in this process,” Dunlap said. “If folks can understand the process to sell or turn-in a vehicle, it helps keep abandoned vehicles out of parking lots, and avoids any potential legal issues.” Defining abandoned vehicles as, “Vehicles that have been stationary for an extended period (except vehicles in authorized deployment holding lots) and vehicles missing license plates or other evidence of ownership,” the policy is supported by United States Code and Army regulations. The policy applies to all vehicles registered through the U.S. Army in Europe and Africa registration system. In cases where contractors and local nationals abandoned vehicles, DES would contact the Polizei, who would dispose of the vehicle. DES projects as many as 200 vehicles are abandoned on the garrison’s 29 Germanybased sites every year, according to Staff Sgt. Brantley Bub, the NCO responsible for the abandoned vehicles program. “There are repercussions for the person who left the vehicle behind,” Bub said, noting that vehicle abandonment is punishable under the Uniform Code of Military Justice and may serve as the basis for adverse administrative action. “Abandoning cars is also a violation of German law.” It’s DES’s job to determine if a vehicle gets towed. If so, DES first attaches a warning to the owner’s vehicle saying the car “will be towed to a specified holding lot if not moved in 24 hours,” according to the policy. Dunlap added that owning an unregistered vehicle is a violation of Army in Europe Regulation 190-1. “Within that process, we are trying to give the registered owner every opportunity to claim the vehicle and do what’s right,” Bub said. “We want to help the vehicle owner but sometimes, they have PCSed or moved on.” When the owner doesn’t move it, and all measures have been exhausted, a military policeman inventories and photographs the vehicle, and then calls MWR to tow it

Stephen Hornik, a passenger services supervisor assigned to the 721st Aerial Port Squadron, is no stranger to lifeor-death situations. When a passenger suddenly collapsed in the Ramstein Air Base terminal on the night of Oct. 4, he didn’t hesitate to spring into action. “As soon as I heard of the situation, I rushed to see what was going on,” said Hornik, who has been at the 7-2-1 since early 2022. Hornik was working the night shift when he received a call from the 721 APS’s NCOIC of passenger services, Tech. Sgt. Matthew Waldeck. A retiree looking to travel with his wife had abruptly fallen near the terminal entryway and hit his head on the floor, rendering him unconscious. Staff Sgt. Jeremiay Burns, also a passenger services supervisor with the 721st APS and one of the first on the scene, quickly called emergency services and then started to ready the man for an automated external defibrillator with the assistance a few other Airmen. Upon Hornik’s arrival, the retiree had received the initial shock from the AED but was still unresponsive and had begun to turn purple. Hornik immediately checked for a pulse and signs of breathing, finding none. “I began to conduct CPR procedures just as we are taught in

tactical combat casualty care,” said Hornik. “After the first set of compressions, [the man] began echo breathing and then stopped breathing all together. I then resumed CPR and continued to ensure the individuals neck was properly placed, chin was tilted up slightly, and made sure his airways were clear to ensure I was providing him with the best care possible.”

Hornik continued giving rescue breaths and chest compressions until emergency medical services arrived and took over. Eventually, the man’s heart restarted, he began to breathe again, and was transferred to a local hospital for further care. Hornik’s supervisor, Tech. Sgt. Mark Dumlao, a passenger services shift lead assigned to the 721st APS, noted that Hornik knew

exactly which actions to take to save a life and was crucial to the outcome of the situation. “Staff Sgt. Hornik’s training and calm demeanor under pressure were commendable,” said Dumlao. “This event serves as a great example of well-trained and coordinated military individuals when it comes to life-threatening situations, ultimately saving a life.” CPR is a skill taught to every Airman during TCCC, the U.S. military’s baseline first aid training that sets guidelines for trauma life support. However, Hornik took the extra time to get fully certified and his comfort amidst the chaos was noted by those involved. “During the event I just continued to think what I needed to do to save him and stayed focused,” said Hornik. “After it was over, I just felt relief that he was okay because that’s all that really mattered to me.” Part of Hornik’s calmness could be attributed to the fact that it wasn’t his first time saving a life. Around the same time last year, while he was on leave, he assisted a motorcyclist who was involved in a major collision in front of him. Hornik got out his car, moved the injured man out of the roadway and slowed the bleeding from his head wound. After the ambulance arrived, Hornik continued to help

by directing traffic around the accident. “Growing up I was raised to take action when it is needed and to help whenever and whoever I can,” added Hornik. “It’s just something I don’t think about, and my body moves on its own.” Despite his own impact, Hornik emphasized that he it was not alone that night and recognized other Airmen that night who he thought played a key role. “I would like to thank Tech. Sgt. Waldeck for coming to get me when he did and Staff Sgt. Burns for calling EMS when he did. [The medics] handle this type of event all the time and I am truly thankful for them doing what they do best.” Hornik also expressed his gratitude for the backing of his teammates. “After everything is all said and done, the amount of support that I have received from my Airmen on shift and my leadership has truly been a blessing. They are an awesome bunch of individuals that I know I can lean on whenever I need them.” The 721st APS is a part of the 521st Air Mobility Operations Wing headquartered at Ramstein AB and has a mission to execute world-class aerial port services in support of five combatant commands. That night, led by Hornik, they proved that level of service was not just a catchy tagline.

KMC receives new COOP by Bill Schell 86th Communications Squadron The mission of the 86th Airlift Wing extends globally as the Department of Defense’s premier power projection platform and the U.S. Air Force’s largest mobility hub, also known as the Global Gateway. To most, the Global Gateway is represented by the activity surrounding Ramstein’s flightline. But the 86th AW has more than physical runways to execute its mission, it also has virtual ones connecting communication services with ten combatant commands across the globe. The 86th Communications Squadron leads and manages this mission by ensuring cyber capabilities reach Airmen and Guardians in the United States, Africa, Middle East and Asia. The DOD recognized our unique mission at Ramstein by naming us one of the Core Enterprise Data Centers across the military services in 2019. CEDC is more than a title, it comes with a set of architectural standards for meeting reliability and redundancy ratings. These ratings reflect the importance of ensuring information is there when the warfighter needs it and is now changing how the 86th CS executes its mission. “This is the way forward in preventing network core services from having prolonged blackout periods,” said U.S. Air Force Staff Sgt. Jordan Anthony, 86th CS data center noncommissioned officer in charge. “Minimizing downtime is always our ultimate goal.” Any journey starts with the first step. For us, it focused on building a physical COOP for data systems supporting Ramstein’s mission. In what can only be called a multi-unit effort, we worked with U.S. Air Forces in Europe to secure funds while OSI donated a sizable chunk of one of their buildings to house the COOP. The 86th Civil Engineering

Squadron assisted in obtaining the necessary permits and approvals for new generators, as well as ensuring the designs and construction stayed within or exceeded both German and U.S. codes. We also partnered with the 38th Engineering Squadron at Tinker Air Force Base to establish the initial design and contracting documents. Two years and $15 million later, we completed not only USAFE’s first networking COOP, but also a disaster recovery site at Ramstein. We now meet two of three objectives for being one of DOD’s CEDCs, and we nailed the landing too. Earlier this year, DOD CIO’s office confirmed the 86th AW’s COOP is the DOD’s one and only certified Rated-3 datacenter supporting both unclassified and classified networking systems. According to DOD and commercial guidance, Rating-3 provides a fault tolerant capability. Fault tolerant is a nerdy way of saying everything within, from power to heating ventilation and air conditioning; UPS and fiber optic connectivity, is duplicated. It’s designed to deliver up to a 99.999 percent uptime rating for any equipment residing with the datacenter. What’s the difference between our COOP and an ordinary datacenter? The COOP changes the expected unscheduled down time of the facility from 28 hours a year to a mere 26 minutes. This is a significant change illustrating the leap the 86th AW just took has been noticed by key USAFE leaders. “The men and women of the 86th CS have worked tirelessly for the last 5 years to modernize and improve our deteriorating communications infrastructure in the Kaiserslautern Military Community,” said Susana June, USAFE Emerging Capabilities Branch chief. “These critical efforts are in support of the many multifaceted organizations and mission partner environments relying on Ramstein’s infrastructure to continue their missions successfully.

Remote maintenance Soldiers establish personal ties with Ukraine Armed Forces by Natalie Weaver 21st Theater Sustainment Command The first Remote Maintenance Distribution Cell-Ukraine began operation in south-eastern Poland to provide weapons and equipment assistance to Ukraine Armed Forces by Soldiers from 87th Division Sustainment Support Battalion and 16th Sustainment Brigade in May 2022. “We took this task very seriously because the success and lives of the Ukraine Armed Forces depended on the equipment we provided,” said U.S. Army Chief Warrant Officer 3 Charles Beeman, armament systems maintenance warrant officer, 16th SB. “We wanted to ensure we were giving our absolute best effort to supplement and enhance their maintenance capabilities.” The RDC-U transpired when 87th DSSB deployed to support UAF in March 2022. Within a month of their arrival, 87th DSSB conducted informal hands-on training for nine UAF artillery technicians with 18 retrograde M777 howitzers. However, service tickets from UAF continued to flood in and Chief Warrant Officer 2 Sun Kim, armament systems maintenance warrant officer, 87th DSSB, saw the need for more efficient maintenance support. When she noticed one service request pending for over two weeks, Kim asked herself, “how can we better support them?”

Her solution was hosting a video chat to immediately assist her counterparts. In May, Kim, two members from Tank-Automotive and Armaments Command, two weapon experts and an interpreter used a cellphone to conduct the first telecommunication support channel to a UAF member. “We were their only resource,” said Kim.

The 87th DSSB established a strong relationship with UAF through these chats. “We were in it together,” said Kim. “I considered them my battle buddies.” Kim said chats were open 24 hours for communication and eventually reached UAF on the front lines to immediately assist battle equipment malfunctions.

16th SB took over the RDC-U in October 2022 and is currently assisting in sustaining operations. Sgt. 1st Class Tracee Bowman, maintenance supervisor, 16th SB, was amazed by how fast the RDC-U evolved. “It has developed to its present position by coordinating, adjusting and giving resources across a wide range of equipment, from massive combat platforms all the way down to individual weapons,” said Bowman. Bowman, a mother, and wife, praises the teamwork at the RDC-U and the selfless service her Soldiers provided to work at all hours to quickly inspect, repair, and send items to Ukraine. Like Kim, Bowman and Beeman communicated with forward UAF by video chat and relayed the urgency and impact of maintenance support to Soldiers conducting repairs on equipment. All three shared the graphic video footage with maintenance teams to convey the severity of the mission. “The situation really made us think about the struggles they were enduring,” said Beeman. Warrant Officer 1 David Hernandez, ground support equipment technician, 317th Support Maintenance Company, 18th Combat Sustainment Support Battalion, was honored to help Ukraine’s readiness by repairing and providing maintenance support for wheeled vehicles.

“I am proud of our accomplishment in revolutionizing support for our allied partners,” said Hernandez. Originally from Butterfield, Minnesota, Hernandez rotated twice to the RDC-U in October and March 2023. He explained a vivid memory of receiving video footage from UAF with a destroyed vehicle and a request for a replacement. Upon receiving the replacement vehicle, he relayed the information back to UAF and witnessed the expression of relief and thankfulness from the UAF member. Hernandez felt an immediate connection to his partners and the fight they were supporting. This was the case for most Service Members. When repairs were complete and equipment was back in the fight it triggered a sense of accomplishment and joy. “They show a lot of gratitude for the support they get,” said Beeman. “We found ourselves deeply immersed in and attached to this mission. You really want to give them the best chance at success.” Beeman joined the Army in 1999 and values military service and his career field. “We took on the mind set of what we would do in this situation if our lives depended on repairing this equipment,” said Beeman. According to Bowman, the RDC-U gave Service Members a sense of purpose and “Being part of this mission was the opportunity of a lifetime.” Soldiers providing remote maintenance to UAF forward troops to improve sustainment capabilities is one of the unlimited possibilities the Army offers allowing Soldiers the chance to a pursue their passions and explore new careers. “This has been a rewarding experience that will continue to evolve and support Ukraine Armed Forces in defending their nation,” said Beeman. The 21st Theater Sustainment Command executes mission command of operational sustainment across the European theater; conducts reception, staging, onward movement and integration; executes theater opening, theater distribution, and theater sustainment in support of U.S. European Command and NATO operations; and, as directed, executes joint security and support to U.S. Africa Command operations. LEAP: Solution to language, culture barriers in large-scale military exercises by Mikala McCurry Air Force Culture and Language Center Outreach Team Large-scale military exercises across all branches focus heavily on integration with allies and partners as a cornerstone of the National Defense and National Security strategies. While seamless execution of this integration can pose a challenge when differences in language and culture are present, the Air Force Culture and Language Center offers a solution to overcome those barriers — the Language Enabled Airman Program. A recent article in defense trade publication highlighted the cultural and language challenges U.S. Air Force leaders faced during exercise Northern Edge 2. U.S. Air Force pilots worked with their Japanese and French pilot counterparts during this exercise to demonstrate the concept of agile combat employment, which relies on working with allies and partners in the region for success. Exercise leaders emphasized the need to overcome language barriers before they could effectively accomplish the mission. While focus is often placed on the tactical process of working side-by-side with ally and partner nations, many military leaders now recognize the critical importance of having cultural and language understanding along with technical expertise for true integration. “The Department of the Air Force seeks to strengthen international relationships and work with our partners to build shared air and space capabilities and capacity, but we can’t stay connected and continue to strengthen relationships with our allies and partners if we don’t understand them,” Brig. Gen. William Freeman, Air War College commandant, said during a recent Facebook live event. “We need Airmen with language, regional expertise and culture skills to accomplish this.” That’s where LEAP comes in. The program serves as a force multiplier throughout the Department of Defense with a bench of more than 3,400 multi-capable, language-enabled Airmen who have proficiencies in language, regional expertise and culture across 97 strategic languages. LEAP scholars are ready to deploy, at a moment’s notice, with the language, culture and technical skills needed in diverse environments to strengthen strategic connections with partners and allies and enable agile combat employment, or ACE.

“Language, regional expertise and culture skills are an enabler of ACE because it’s the only path to the type of integration that produces dominance in operational tempo when we’re working with our partners and allies,” said Howard Ward AFCLC director. “To defeat the strategy of our adversaries, our operational output as a team must be greater than the sum of the parts. LREC skills, in the hands of a force integrated by design with partners and allies, are required to produce that level of winning capability.” Recently, LEAP scholars have supported several large-scale missions in the U.S. Indo-Pacific Command region across all branches of service to help advance a “free and open Indo-Pacific,” as instructed in the Department of Defense Indo-Pacific Strategy. Gen. Mike Minihan, commander of Air Mobility Command, utilized LEAP scholars to enhance understanding and integration with partners and allies during the command’s largest-ever full-spectrum readiness exercise, Mobility Guardian 23. “Mobility Guardian 23 focused heavily on enabling ACE with our

allies and partners in the IndoPacific, which cannot happen if we don’t understand each other. Having LEAP scholars in the mix during the exercise helped us take integration and understanding to a new level to lay the groundwork for a fortified, integrated and agile joint team ready to fight and win against our adversaries,” he said. Cope North is another large-scale annual exercise held in the IndoPacific region where LEAP scholars played a key role in facilitating partnership building for the Air Force. Cope North 23 was a multilateral field training exercise focused on integration of large-force employment, ACE and humanitarian and disaster relief training. During this event, two Japanese LEAP scholars worked alongside Air Force airfield experts to facilitate an exchange of skills with the Japan Air Self-Defense Force and Royal Australian Air Force partners. “Having support from language-enabled Airmen for this event is invaluable and vital for mission success. Cope North is historically the number one or two highest priorities in Pacific Air Forces out of roughly 47 annual

exercises, and the linguist support enabled the Air Force and Royal Australian Air Force to further interoperability with our Japan Air Self-Defense Force allies,” Cope North lead planner Lt. Col. David Overstreet said. During Kamandag 6, a largescale Marine Corps exercise held in the Philippines, LEAP scholars provided critical culture and language support along with their technical expertise from their career fields to completely transform the way servicemembers connected by bridging language and cultural gaps to strengthen the strategic bond between the two nations. Brig. Gen. Jimmy Larida, Philippine Marine Corps, 3rd Marine Brigade, commanding general, emphasized the positive impact LEAP scholar support had on this exercise. “In the 34 times that I have performed exercises with the U.S. Marine Corps, this is the first time that they’ve attached [LEAP] linguists — linguists who are truly one of us. And it has made a huge difference. My Marines trust them, and my Marines are drawn to them. This needs to happen, every single

time from here on out,” he said. Marine Corps Col. Thomas Siverts, commander, 11th Marine Expeditionary Unit/Marine Rotational Force-Southeast Asia, also highlighted the critical importance of LEAP support to the success of Kamandag 6. “The LEAP team enabled us to quickly establish trust with the 3rd Marine Brigade, and they facilitated an exceptional environment where both forces could learn from each other using our native languages,” he said. “The result was a great exercise that developed relationships, trust and interoperability at an unmatched pace. I will never do another bi-lateral exercise without requesting the language and cultural expertise that LEAP was able to provide.” All DOD and intergovernmental agencies can utilize LEAP scholars for interpretation and translation support in exercises, conferences and other missions. Burns 9th Reconnaissance Wing Public Affairs The decision to raise your right hand and take the Oath of Office can feel like a huge leap of faith. This was the case for U.S. Air Force Capt. Donsha Watkins, 9th Reconnaissance Wing chaplain, who pondered this decision for many years. Many new recruits are affected by family. According to a survey from Joint Advertising, Market Research & Studies, 86 percent of recruits have a family member who served in the Armed Forces. In Watkins’ case, both of her sisters served, one in the U.S. Army and one in the U.S. Marine Corps. During the time that Watkins debated whether to join the service, she received some perspective from her older sister. “When my sister first came in, there were not a lot of military chaplains that were women, especially not women of color,” Watkins said. “Sometimes you want to talk to a chaplain that you can relate to. When you don’t have that option, it can be difficult.” Understanding the need for diversity gave Watkins the inspiration she needed to make the jump and join the Air Force Reserve as part of the Individual Mobilization Augmentee program. The IMA program assigns reservists to activecomponent units, and allows them to create a custom duty schedule that helps meet mission requirements. Despite some sisterly disputes over which military branch is better, Watkins said her family provided the utmost support, along with some important advice. “They did talk to me about making sure that this is something that I really wanted to do because being a chaplain is a heavy task, especially when you are there to serve the men and women who serve this country,” Watkins said. After joining, Watkins was pleasantly surprised by the level of diversity within the Air Force. Between all three bases where Watkins has been stationed, she has grown an immense appreciation for all uniformed members and their diverse backgrounds. According to the 2021 Demographics Profile of the Military Community, 29.4 percent of Air/Space Force members identify with racial minority groups. Female Airmen/Guardians make up 21.3 percent of the force. “Representation matters,” Watkins said. “We should see men

and women of all races and ethnicities with different religions. My expectation [for the Air Force] is to keep increasing the diversity.” After nearly four years of service, Watkins has realized how the possibilities provided by the Air Force have exceeded her expectations. Through the IMA program, she has been able to spend her summers serving at Beale while maintaining a teaching job in the civilian world. After experiencing all the benefits that the Air Force has provided her, both personal and professional, Watkins now reflects on the years she spent deciding on her military future. “There were so many opportunities that I didn’t know about

when I first considered joining,” Watkins said. “Maybe I would have joined earlier. At first, I wanted to join just because it was a family thing, but now I realize that this has changed my life in a lot of ways.” Watkins describes her experience as a chaplain as “transformational,” while she remains authentic to who she was before joining the Air Force. Chaplain Watkins’ story exemplifies tailoring your Air Force career to your needs. Regardless of how one serves, there is no limit to how much impact one individual can have on the service members around them. The dedication of each Airman is a step toward a stronger, more inclusive and compassionate force.

AIR FORCE BALL from Page 1 Team Ramstein members commemorated the 76th birthday of the U.S. Air Force as well as the 75th Anniversary of the Berlin Airlift at the Ramstein Air Force Ball, Ramstein Air Base, Nov. 3. The festivities were hosted by Brig. Gen. Otis C. Jones, 86th Airlift Wing commander, and featured guest speaker retired General Stephen W. “Seve” Wilson who served as the Vice Chief of Staff of the U.S. Air Force. The Berlin Airlift was a humanitarian aid mission that featured help from the British, the French, the Germans and U.S. Air Forces in Europe that saw over 287,000 sorties flown and 2.3 million tons of food, coal and provisions delivered to two million Berliners during the span of one year. The Berlin Airlift remains the largest Airlift operation in U.S. Air Force history. This Air Force Ball was a tribute to airlift, mobility, Airmen and a proud U.S. Air Force heritage. MK children ignite Fire Prevention Week with US Army Firefighters by Oana Copaceanu U.S. Army Garrison Rheinland-Pfalz MIHAIL KOGALNICEANU, ROMANIA – The 216th Engineer Firefighting Team, assigned to Army Support Activity – Black Sea, orchestrated a 2023 Fire Prevention Week event Oct. 12 at a local primary school here. In a heartwarming and educational initiative, young students, from 1st to 4th grades, gathered to interact with enthusiastic firefighters and get an opportunity to enhance their understanding of fire safety. The local primary school became the stage for this community relations engagement and marks the first time the Mihail Kogalniceanu Fire Department goes off post to visit the children in the local environment. The main objective of the day was to strengthen community bonds while empowering the youngest members of the MK community with essential fire safety knowledge. The event kicked off with a welcome from Lt. Col. Brian Fiddermon, Army Support Activity - Black Sea Garrison Commander. “This is all about having fun while learning about fire safety, make sure to pay attention so you know how to stay safe from fires” he said. Fiddermon then turned the stage over to the star firefighters — Sgt. 1st Class Maxwell Stoltenburg, Staff. Sgt. Chase Hamshire, Sgt. Treaver Skorup and Cpl. Christopher Morales. The excitement soared as Cpl. Morales showcased the intricate process of gearing up for firefighting duty, explaining the function of each piece of cloth-

ing and equipment. The attentive young audience assisted with cheer and applause. The event continued with discussions on fire hazards and strategies on how to identify and avoid them. The curious children asked lots of questions, making for great educational exchanges with the U.S. Army firefighters. An important lesson on safety took center stage as children were introduced to the life-saving technique of Stop, Drop and Roll. This essential drill, designed to empower children to protect themselves and their loved ones in emergencies, found eager participants among the students.

“Back home we do these events very often,” said Sgt. 1st Class Maxwell Stoltenburg. “That’s why we feel that it’s important to bring this message here, to try and make sure that children, from an early age, understand the importance of preventing fire.” The children not only embraced this critical life skill with open arms but also relished the opportunity to engage in a fun and active outdoor activity. It was a playful yet educational experience that left them not only learning something new but also enjoying the thrill of exercise and play. The anticipation built as the fire hoses were out and the fire

engine was turned on to demonstrate how the fire fighters use the system. Even the school principal, Mrs. Floriana Petre, and the dedicated teachers — Mrs. Adina Giuglea, Mrs. Nicoleta Radu, Mrs. Alina Zugravu, and Mrs. Georgiana Scupra — found themselves immersed in all the youthful energy. “We are happy to have children engage this way,” said Mrs. Alina Zugravu, second grade teacher. “Learning by doing is the best way to teach lifesaving skills.” Their guidance ensured a smooth and engaging event, making the teachers an integral part of this safety-focused day.

As the event ended, the school and principal received a certificate of recognition from Lt. Col. Fiddermon, who expressed deep appreciation for the town of MK, and especially its schools, for their enduring support and partnership. “We are happy and honored to be your neighbors and partners here in Mihail Kogalniceanu,” said Principal Petre. “Our doors will always be open to our U.S. partners. I want to thank you for the invaluable lesson the children learned today and to thank our incredible teachers, who participated today, my colleagues, for making it possible.”

A walk like no other For treetop walk aficionados, Germany is rightly celebrated. This is a country that loves putting walkways way up there in forests. The best one in the country — the famed Baumwipfelpfad, the ‘Green Roof of Europe’ — might just be in Bavarian Forest National Park. A curving, tiered piece of stunning architecture, the Baumwipfelpfad treetop walk allows visitors to see the park from a whole new perspective. With a maximum gradient of 6 percent (and usually not even that steep), the walkway is accessible for all visitors. At the top of the 44-meter-high structure, visitors will have excellent views of the mountains that line the border between Germany and the Czech Republic. Along the way, you’ll gain an immense appreciation for the ancient firs and other trees that make up the forest. Tickets are required. Entry is free for children under six years old. Adult tickets cost €12. Family passes are available. Wild times in the open air animal park Once upon a time, Europe was packed with wild animals. That’s less true now. Though Germany contains plenty of deer and wild boar — as well as a small but growing population of reintroduced wolves in the east — it can be difficult to spot

wild animals that are native to this part of the world. Bavarian National Park’s Tierfreigelande open air animal park allows visitors to admire some of the magnificent wildlife that still exists in Europe. It contains the endangered Eurasian lynx, bears, birds, and more than three dozen animals. As a bonus, the park is large enough that it is rarely, if ever, crowded. This is a must-see if you’re traveling with a family. The Tierfreigelande can be found in the Falkenstein National Park Center, near the Haus zur Wildnis.

An outdoor lover’s paradise Bavarian Forest National Park contains a trail for everyone. Whether you like to hike, bike, stroll, or power walk, this is the place for you. The park contains a variety of long, short, and loop trails. Each snakes through a pristine environment that remains largely untouched by human hands. Along the way, you’ll see waterfalls, plants, animals, streams, and more. The park is beautiful during all four seasons, and is especially exquisite during autumn.

For those who love the water, a visit to the Großer Arbersee will do you right. This clean, magnificent lake is a remnant of the last ice age, and is the most visited lake in the park. During warmer months, visitors can rent water equipment to enhance their fun. Hiking near the lake is recommended year-round. Getting to Bavarian Forest National Park By car, the park is approximately five hours from Kaiserslautern, four hours from Stuttgart, and 4.5 hours from Wiesbaden.

The sudden Fall of the Berlin Wall was positively welcomed by the world, but also brought about frightening changes. While many East Germans lost their jobs in closed state-run businesses, they found themselves in a state of turmoil and had to completely restructure their lives from one day to the next. Younger people went job seeking to the western states, others reunited with their families, but many were overburdened by the unexpected circumstances and had to start from square one. The first New Year’s fireworks at Brandenburger Tor took place Dec. 31, 1989, and drew hundreds of thousands of spectators. After official reunification Oct. 3, 1990, the German government rapidly moved from Bonn to Berlin, and the city was again declared capital of the Federal Republic of Germany. The U.S. Army Brigade was inactivated in 1994 and the Reichstag received its new cupola in 1999.

The “East Side Gallery” is a section of the wall with artwork depicting former times and the belief in resurrection, while a small segment of the original wall was placed in a traffic circle at Ramstein Air Base.
