More than 200 U.S. service members from the U.S. Africa Command and NATO partners attended the annual Regional Synchronization Working Group conference kickoff Oct. 26 on Ramstein. The event brought together Africa-focused security cooperation leaders from the Department of State, Department of Defense, the U.S. Agency for International Development and other personnel to synchronize efforts across the diplomatic, defense and developmental sectors in AFRICOM. The five-day conference began with an allcall, where U.S. Army Gen. David M. Rodriguez,
AFRICOM commander, gave his opening comments. “It is always great to be here at Ramstein,” Rodriguez said. “I want to thank everyone for their planning and execution efforts and the teamwork required to pull this all together. ... I appreciate the work it took to bring people together from all of these different countries to the conference and for taking care of that many people.” During the conference, Rodriguez and other AFRICOM leaders spoke about the 50-year theater campaign plan to build defense capabilities, respond to crises, deter and defeat transnational threats in order to advance U.S. interests and

Honor is tradition for the US AF
COMMENTARY
by Lt. Col. Samuel L. Jobe 313th Expeditionary Operations Support Squadron There are 10 different definitions for the word “honor” listed in Merriam-Webster’s Dictionary. I believe the two that apply best to those of us who serve are: “a keen sense of ethical conduct” and “one whose worth brings respect or fame.” The word honor is all over the place in the Air Force. It is in the Airman’s Creed in the line “a tradition of honor.” The new Little Blue Book states that practicing the virtues contained in the Air Force Core Values “results in habits of honorable thought and action.” It is found in many books and articles describing the history of the Air Force, including those written by and about the heroes who wove the legacy of honor into how most Americans view our
Air Force today. The bottom line is that honor is a foundation in our Air Force, from those who came before us to those of us serving today, and it will continue to be for those we will welcome in the future. As a squadron commander, when I meet a new member of our unit I’m thankful to lead such a diverse group of Airmen. We support a very diverse set of missions, which is why my squadron is comprised of 78 percent total force deployers. To enable rapid global mobility on Ramstein, the 313th Expeditionary Operations Support Squadron is responsible for command and control of Air Mobility Command aircraft transiting Ramstein, aeromedical evacuation east of the continental U.S., intelligence and tactics briefings for aircrews and aircrew flight equipment support for the AMC crews.
We also have a cyber flight that is responsible for maintaining the command and control systems for our area of responsibility as well as the 521st Air Mobility Operations Wing servers, allowing AMC aircraft to conduct their missions across six time zones in an area spanning 5,000 miles. Finally, we even have mobile security teams from the Phoenix Raven program who travel to austere airfields to provide security for mobility aircraft while they are on the ground. With a squadron comprised largely of deployers, there are many challenges associated with a continually rotating force of active-duty, Reserve and Guard Airmen. Continuity is number one, followed shortly by the challenge of promoting a positive squadron culture and morale. As I reflect on those chal-
lenges, I am quickly overcome by the fact that no matter how “different” they all are, every member has certain values in common. In fact, as a total force, we all share many of the same attributes; honor is one of them. With the definition of honor in mind, what I’ve appreciated in the few short months I have commanded the 313th is that no matter where we all come from, and no matter if we are activeduty, Reserve or Guard, honor is evident in our daily actions. This is not a surprise; I have seen it throughout my career. It’s one of the qualities I love about those who serve with me. I’m proud to say the tradition of honor lives on in those around me. I see it every day. The legacy of honor was created by and lives on from those who came before us. I’m honored to be a part of the greatest Air Force in the world.

Williams, U.S. Army Africa commander, shared the importance of the integration of partnered nations and joint forces at the conference. “It is important to come together because nothing that we do within the DOD is a sole service,” Hertline said. “Everything we do in Africa involves the (U.S.) Air Force, Army, Navy and Marines. It’s critical that we are synchronized both amongst ourselves and when we go to the continent so we can present that same united front to the Africans, showing them the benefits of joint operability.” Although leaders within AFRICOM are geographically separated, they work together closely, so coming together to align their focus is a must in order to
meet their commander’s intent. “It’s important to coordinate with agencies we don’t normally get that

The START training encompasses multiple tower and ground situations, instructing students on ways to rescue a telephone tower fall victim. “(This training) includes situations where multiple people help and where just one individual rescues the victim,” said Staff Sgt. Wesley Wright, 1st CMXS cable and antenna systems technician. “These training techniques are
above and beyond what normal cable and antenna personnel would get but are vital due to the nature of our mission.” Students learn multiple rigging techniques for raising and lowering victims to safety. Each technique is situationally based depending on the tower, position of the victim and how many personnel are on-site. The students are taught where to properly secure the victim for a safe rescue as well as how to overcome obstacles that may arise during the rescue. “The class made me comfortable with the different ways to get a victim down from a tower if an accident was to occur,” said Airman 1st Class Kenneth Sargent, 1st CMXS cable and antenna systems technician. was to familiarize cable and antenna maintenance technicians with the skills needed to possibly save their wingmen. “Our hope is that all of the participants in this class use what they have learned to recognize the importance of doing their job safely and to be more prevention-oriented to ensure a safe environment in the workplace,” said Kurt Braunle, START president. “We want them to have the confidence to know that they have the skills to perform a rescue in the event a situation would present itself.” According to Wright, the training is not only valuable for students who attend the class, but the hope is that they spread the wealth of knowledge to more than 3,000 cable and antenna Airmen within U.S. Air Forces in Europe. “This training gives our Airmen the skills to accomplish a rescue from a tower in the event a coworker is unable to ascend or descend the tower on their own,” Wright said. “By sending (only a few people), this advanced class enables cable and antenna Airmen to train other tower climbers across USAFE, allowing the Air Force to save approximately $300,000 a year in training costs.” The START program is just one way that the Air Force cares for Airmen and their safety.
The Polish C-130E Legacies were able to take part in large formations with the U.S. Air Force C-130J Hercules and C-130J Super Hercules, training that is not normally available to them. “One of the goals of the AVDET is to be able to fly our C-130s with the Poles in a formation seamlessly,” said U.S. Air Force Capt. Chris Dean, 37th Airlift Squadron C-130J Super Hercules pilot. “Flying in formation allows us to get mass on a drop zone. If there’s ever an exercise or operation when we need each other, we’re able to integrate and fly together.” In 2011, the U.S. and Poland signed a memorandum of understanding establishing a U.S. Air Force aviation detachment in Poland. Since 2013, U.S. military aircraft and personnel have participated in rotational deployments to Poland, creating the basis of an enduring partnership.

Holiday greetings
American Forces Network camera crews will visit the KMC to record greetings that will run on stateside television networks during the holiday season. Aeromedical Airmen host Wyoming governor Story and photos by Staff Sgt. Armando Schwier-Morales 86th Airlift Wing Public Affairs The 10th Expeditionary Aeromedical Evacuation Squadron hosted Governor of Wyoming Matt Mead for a tour and meet and greet with the deployed Wyoming Air National Guard Airmen Oct. 27 on Ramstein. The 10th EAES is a mixture of Reserve, Guard and active-duty Airmen who provide injured service members in-flight medical care as they are transported to Germany and then back home to the U.S. Mead visited the 12 Wyoming ANG Airmen currently serving at the 10th EAES and expressed his feelings on seeing what they do and how they contribute to the mission. “The first word is pride, pride for me and for Wyoming and the job that they do,” Mead said. “Wherever they are, they do a great job and serve a great mission for the sake of the country. It’s one of the greatest sources of pride for Carol and me to be able to get to visit them and see the job that they do and see the job the overall military does. We are just very proud of them.”

During his visit with the 10th EAES, Mead had lunch with the Airmen, was briefed on their operations and the more than 2,500 lives they have saved and also shown the equipment used to get wounded service members home. “It was a pleasure to host the governor and his wife,” said 1st Lt. Kathrin Ryan, 10th EAES flight nurse and event coordinator. “Governor
Mead has always been there for us and showed his support of the military. It was an honor to be able to pay it forward and support him visiting the Airmen who are here to perform the mission we constantly train for.” While the Wyoming Airmen are saving military members lives every week, Mead recently supported the guardsmen’s home unit, the 187th Aeromedical
Evacuation Squadron, from a base realignment and closure action. “It kind of hits close to
home for our unit because Governor Mead recently helped to save our squadron on the national level,” said Senior Airman Beverly Spencer, 10th EAES technician. “So to be able to show him what we do in aeromedical evacuation is only to show how much we appreciate what he has done for us by allowing us to keep our jobs.” Spencer was responsible for the tour and showcased the dedication the 10th EAES has toward their job, Ryan said. “Air (evacuation) is not just a job or an (Air Force Specialty Code) that you have,” Spencer said. “It becomes a part of who you are, so it cannot be said enough how incredible it was to momentarily let him into our world.” Spencer presented Mead and his wife with a coin from the 10th EAES. Mead left Ramstein with more knowledge not only on the mission, but also the dedication of his deployed guardsmen.

Dental hygiene education fortifies pearly whites by Airman 1st Class Devon Stroud 86th Dental Squadron When it comes to children and their health, dental hygiene is often disregarded. Some parents may not be concerned with their children’s “baby” primary teeth because eventually they fall out and are replaced with permanent teeth. However, primary teeth are vital to the development of permanent teeth, and what we allow our children to eat can cause their developmental demise. Primary teeth also allow children to chew, aid in speech development, guide the adult teeth into proper position and give children a big beautiful smile. Nutritional habits can be a chore for even the most responsible adults. Even dental assistants fall victim to the infamous sugar rush.
Consuming sugar on a regular basis can expose teeth to harmful bacteria that cause the breakdown of tooth enamel, leading to cavities. Bacteria, both good and bad, are present on the teeth, gums and tongue constantly. Although some of the bacteria aid in the digestion process, it is the harmful bacteria that are attracted to the harder surfaces of the mouth such as the teeth. This bacterium clings to the tooth, and if not properly removed daily, the bacteria will begin to colonize, release acid and start a cavity. Logically, parents will assume that they can eliminate their children’s intake of sugar by removing candy, snacks and sugary cereals from their diet, but even “nutritional” foods may contain as much sugar as some of our favorite candies and snacks. For instance, raisins can contain up to four teaspoons of sugar and bananas contain 48 percent sugar. However, there are a number of tools to

Brushing and flossing regularly can reduce bacteria and prevent them from sitting on your or your child’s teeth all day creating acid and causing cavities. Limiting the number of sugar exposures also decreases the risk of cavities. 2015 recommended holiday season mailing dates, tips Courtesy of U.S. Air Forces in Europe and Air Forces Africa A6 Postal Operations Branch The 2015 recommended holiday season mailing dates for postal customers assigned to the European theater are as follows: • Space-available mail — Nov. 25 • Parcel airlift — Dec. 3 • First class and priority mail — Dec. 10 • Priority mail express — Dec. 17 These dates are for mail originating in Europe and destined to locations in the U.S. Mail originating in the U.S. and sent to European Army Post Office, Fleet Post Office or Diplomatic Post Office addresses use similar mailing dates. “U.S. Air Forces Europe and Air Forces Africa postal patrons should plan ahead and mail early to ensure letters, cards and packages arrive to intended U.S. destinations in time for the holidays,” said Lionel Rivera, U.S. Air Forces Europe and Air Forces Africa A6 Postal Operations Branch public affairs officer. Customers can avoid long lines at the post office by mailing packages early, and they can take advantage of using the cheaper, although slower,
SAM service that military post offices offer in Europe. “(SAM) service takes longer to arrive to the end destination and moves on a space-available basis once it arrives in the (U.S.),” Rivera said. “If you want faster service, consider using priority mail or priority mail express service. It costs more, but these classes of mail get preferred or expedited service.” Most mail accepted at military post offices in Europe is flown to the U.S. on commercial aircraft. Once mail arrives in America, it’s transported based on the service that was paid for. Costumers should keep in mind that packages transiting through the mail stream are handled numerous times; therefore, proper packaging is very important. The following U.S. Postal Service mailing tips are provided to help ensure packages arrive safely and undamaged: • The box — Choose a box with enough room for cushioning material around the contents. If you’re reusing a box, cover up or black out any old labels and markings. • Cushioning — Place cushioning around your items. Close and gently shake the box to see whether there is enough padding. • Sealing — Tape your box shut
and reinforce the seams with 2-inchwide tape. Use clear or brown packaging tape, reinforced packing tape or paper tape. • Size — The weight of your package cannot exceed 70 pounds. If you’re planning to use priority mail express or priority mail services for faster delivery, the length plus the girth, the distance around the thickest part of the package, cannot exceed 108 inches. When you use SAM, the total cannot be more than 130 inches. PAL is a service that provides air transportation for parcels on a space-available basis. It is available for parcel post items not exceeding 30 pounds in weight or 60 inches in length and girth combined. • Correct address — Using a complete and correct address is critical for timely delivery. Customers can also avoid waiting in line longer at post office finance windows if they complete an online customs declaration using the USPS website when presenting parcels and packages for mailing at the APO. Customers have several options available to them when completing required customs declarations using USPS.com: • Option 1 — Customers can chose the USPS Click-N-Ship feature to establish an account, com-
plete their customs declaration and pay for their mailing using one of several USPS approved credit cards. Customers who chose this option will receive a discounted commercial base price versus the standard retail price. • Option 2 — Customers can also print a customs declaration at home through the USPS website without establishing an account and then pay at the postal finance window when presenting their parcels and packages for mailing. The USPS is working to make this option on their website more user friendly. • Option 3 — Customers can use the customer work station at the APO to go online and complete a customs declaration before presenting mail pieces at the postal finance window. Patrons who do not present articles for mailing with an online declaration can mail their packages using the hard copy of the customs declaration, but it will take longer for mail clerks to process the transaction. Contact your local postmaster for additional information on how mail is dispatched and received at your location and for advice on the best service to use based on your mailing needs.

Maultaschen: 3 cups flour 3 eggs for dough and 1 egg for stuffing 1 egg yolk ½ pound pork and veal minced meat, 50/50 1 medium onion ¼ cup parsley ¼ tsp salt for dough and ½ tsp for stuffing ½ tsp ground white pepper for stuffing 1 tsp vegetable oil for dough
Preparation of Dough Mix the flour and salt, add eggs and work the dough with your hands. Add oil to get a better consistency. It should be firm. Roll the dough with a rolling pin until it is 1/4 inch thick and the shape of a rectangle, 4 inches high and as long as your dough will allow.
Preparation of the filling for the Dough Chop the parsley and onions very finely. Mix the meat, spices, parsley and onions with the egg. Take a melon ball scoop (or 2 tsp) and put one scoop on the lower half of the rectangle, every
MAULTASCHEN 1.5 inches. Use a pastry brush and brush egg yolk around each scoop of meat, to create glue to hold the two pieces of pasta together. Fold the top portion of the pasta rectangle down to meet the bottom edge of the pasta. Finger press around each scoop of meat to seal it. Take a knife and cut the pasta half way between each scoop of meat. If you have more dough mixture and meat filling left over, just repeat the above process until you have used all of both. Heat a large pot of salted water. Add maultaschen to boiling water. Let them boil for 3-4 minutes. Then reduce heat. Wait another 3-5 minutes and they should be ready. Serve them in a broth or put them on a plate with roasted onions and German potato salad. Enjoy! The history behind Maultaschen is very interesting. In the early medieval times, people were not allowed to eat meat during the six weeks of Lent. The butchers decided to conceal the meat in dough so that they wouldn’t lose too much profit during this meatless time of the year. Thus, they created Maultaschen, so God couldn’t “see” the meat.

It’s a fact of life for adults: aging is just a matter of how, not when. It is common practice for many people to take steps to fight common signs of aging. Many Americans spend billions of dollars each year to improve the way they look, but far too many forget about the steps they should take to protect how they see. In a 2012 survey from the American Optometric Association, more than half of the respondents reported they valued their eyesight more than their memory or ability to walk. However, many people may be making little decisions every day that could be compromising your most indispensable sense. It is important to understand how your eyes change with age and what you can do to keep them in the best health possible. There are many common eye conditions and diseases that adults may experience during different stages of their lives. Some of these changes are normal, age-related developments and others can be signs of a more serious vision-threatening disease or condition. According to a study done by the National Eye Institute, an estimated 43 million Americans will face vision loss or blindness from age-related eye diseases by 2020. The study identifies age-related macular degeneration, glaucoma, cataract, floaters, flashes and diabetic retinopathy as the most common eye diseases in Americans age 40 and over. Due to these vision-threatening diseases, the National Eye Institute emphasizes the importance of annual comprehensive eye examinations in preventing or delaying eye disease. So if you routinely skip your yearly eye exam but want to get a start on taking care of your overall health, it’s easy to turn things around with these expertrecommended tips: • It’s all about that baseline. Vision changes begin to show up around the age of 40, so receiving a baseline vision exam is recommended, even for those who have never needed corrective lenses. Common
age-related eye conditions, including glaucoma and macular degeneration, may not have symptoms at age 40; but if a disease is identified, an optometrist can track it and provide treatment to help prevent it from worsening. • Watch out for your family history. Age-related macular degeneration, glaucoma and other eye diseases can be inherited. If you have a close relative with AMD, you have a 50 percent chance of developing the condition. A family history of glaucoma increases your chances by four to nine times. So, you should inform your eye care professional about your family’s eye health history. This can help them make an earlier diagnosis and save your vision. • Be on a “see food” diet. Eat for your eyes. Studies have shown that some foods are good for eye health as well as general health. Cold-water fish such as salmon, tuna, sardines and mackerel are rich in omega-3 fatty acids, which may help protect against dry eyes, macular degeneration and even cataracts. Spinach, kale and collard greens, to name just a few, are packed full of lutein and zeaxanthin, important plant pigments that can help stem the development of macular degeneration and cataracts. Broccoli, peas and avocados are also good sources of this powerful antioxidant duo. The vitamins and nutrients in eggs, including lutein and vitamin A which may protect against night blindness and dry eyes, promote eye health and function. Foods such as carrots, tomatoes, bell peppers, strawberries, pumpkin, corn and cantaloupe are excellent sources of vitamins A and C and are thought to help decrease the risk of many eye diseases. So make sure you take a big helping. • End bad habits, start good ones. Quitting smoking is one of the best investments you can make in your eye health. Smoking increases your risk for developing cataracts and agerelated macular degeneration. It also raises the risks for cardiovascular diseases that indirectly influence your eyes’ health. Garrison improves Army Family Action Plan responsiveness by Stefan Alford U.S. Army Garrison Rheinland-Pfalz Public Affairs The Army Family Action Plan to address quality-oflife issues may not be new, but some recent innovations to the program by U.S. Army Garrison Rheinland-Pfalz coordinators has senior leaders excited about the opportunities for AFAP to have a larger community impact. The two major changes allow submitters to raise issues year-round, rather than just once a year during an annual call. The changes also provide the opportunity for every issue to be addressed, whereas only the prioritized top selections went forward in the past for region review and possible Department of the Army consideration. “These changes should spark more collaboration within our community and create a process with more transparency,” said Col. G. Shawn Wells Jr., USAG R-P commander, as he kicked off the AFAP town hall event Oct. 23 at Armstrong’s Club on Vogelweh Housing to announce the revised process. Also in attendance was Maj. Gen. Duane A. Gamble, commander, 21st Theater Sustainment Command, who emphasized that while the traditional AFAP conferences are a thing of the past, the AFAP steering process and its responsiveness moving forward are in many ways improved, adding he’s “convinced this can be a better format for AFAP.” “We’ve had a lot of great success with AFAP in the past, but a year-round focus places a continued emphasis on the program instead of that once-a-year surge,” Gamble explained. “We need to make AFAP a part of our day-to-day business, instead of an annual process. Every single AFAP issue will be forwarded for action,” Gamble added. “They are all coming to me (for review) and then all are being submitted.” As an example from last year, of the 72 issues submitted only 12 were forwarded after being racked-and-stacked by the program’s subject matter experts, according to Michelle Irwin, Army Community
Service relocation program manager and AFAP coordinator. “All submissions are being addressed at the local level and forwarded to the region level (Installation Management Command-Europe),” Irwin said. Prioritization and routing to determine the appropriate response level, local, region or up to Department of the Army, will take place at the region. “The new year-round format will also provide timely feedback on the issues,” Irwin continued. “It’s no longer a case of submitting an issue and not knowing where it’s at in the process. There will be updates to provide information on what is happening with the issues.” Those AFAP updates will be a regular part of the garrison’s new Information Exchange initiative that kicks off at 10 a.m. Nov. 24 at the KMC Onstage venue on Kleber Kaserne. The Info-Ex is a planned monthly, live-streamed town-hall type event where garrison leadership encourages open discussion with community members on a variety of local subjects. AFAP quality-of-life issues can be submitted directly at the recurring Info-Ex gatherings, via issue submission forms at the Kaiserslautern Army Community Service office on Pulaski Barracks, Bldg. 2917, room 108, or online 24/7 at www.myarmyonesource.com. “Quality-of-life issues,” Irwin explained, “can be anything from family support, Soldier support, medical and dental, to military facilities, transportation, and benefits and entitlements. One recent local example is the stroller-accessible bridge from Vogelweh Housing to the schools and commissary that was completed earlier this year. An AFAP submission was to have a ramp put in, and that became a reality.” Irwin cautioned, however, that while changes can be approved and taken for action, it could take time for implementation. The bridge ramp was added to the construction list in 2011, but getting the proper permits, planning and funding took several years. Another recent AFAP submission being worked is the

consolidation of the KMC’s Child Youth Sports programs. “We’ve had several inputs from parents that they get confused as to where they need to register their children for sports programs because there are locations at Kapaun, Vogelweh, Landstuhl and Ramstein,” Irwin said. “While a consolidation has been approved, now it’s a matter of determining a location, finding a building, getting funding, etcetera, and it takes a while.” Those submitting an issue only need to define the problem without offering a solution, Irwin said, otherwise the proposed solution could restrict
the possible responses. “A proposed solution could pigeonhole how we can proceed, so we just ask for the issue without ideas about how to fund it or make it happen,” Irwin explained. “Leave the details up to those looking into the submission. That also makes it easier for someone to raise an issue — tell us what the issue is and what would make it better, but not specifically how. For example, if your issue is the Sembach commissary closing and your end state is to keep the commissary open, let the experts work the ‘how’ of making it happen.”
No issue is too small, Irwin said. “Let your voice be heard. If you don’t like something, say so. Put your complaints on the record and get them seen,” she said. Quality of life affects the entire Army family, concluded Gamble. “The bottom line is that family readiness and military readiness are not mutually exclusive,” the 21st TSC commander told the mix of active-duty Soldiers and reservists, family members, civilian employees and retirees at last week’s town hall event. “In fact, they are interdependent on each other.”

The spiritual journey carried the chaplains and their entourage through major Atlantic Resolve sites in Lithuania, Poland, Latvia and Estonia. Maj. Brian Smith, 16th SB chaplain, and Capt. Taiwo Arowosegbe, 39th Transportation Battalion chaplain, took time to reach out to Soldiers as they carried out their daily sustainment missions in the Baltics region. Knight’s Brigade leaders and Soldiers appreciated the spiritual uplift and camaraderie. “This shows us we have support and these deployed Soldiers are not out here alone,” said Capt. For example, Smith is Baptist and Arowosegbe is Pentecostal.
Each chaplain brings their own faith, training and unique religious perspective to the mission. All chaplains share an unwavering commitment to Soldiers, their mission and their spiritual well-being — vital contributors to resiliency and morale. “The Soldiers’ morale is lifted when they have someone to talk with and know that we are here to support them,” Arowosegbe said. “Even when we’re not around, the Soldiers need to remember how important spiritual resiliency is, along with emotional and mental.”
During the visit to Adazi, Latvia, the second to last stop in the Atlantic Resolve-North area, the chaplains requested and received permission to use the Adazi military chapel. Arowosegbe used the access to conduct a service for interested Soldiers after lunch. “I think their visit lifts the Soldiers’ spirits because the Soldiers look forward to seeing the chaplains,” said Staff Sgt. Printin McKenzie, a transportation management coordinator with the 624th Movement Control Team, 39th Trans. Bn. “It was great for the chaplains to join us for dinner, especially since there is never a shortage of potatoes to share.” Knight’s Brigade Soldiers have been sustaining logistics support since Atlantic Resolve kicked off and will continue to do so for the duration of the exercise; brigade chaplains will likewise provide spiritual sustainment support to Soldiers from Baumholder to the Baltics. “This trip went really well,” Smith said. “The guys seem really encouraged from our visit. We would like to see a chaplain visit Atlantic Resolve locations every few weeks to check on the Soldiers. It’s a blessing just to be here.”

port families throughout the European footprint. “We do a lot of programs for kids at our libraries,” said Deborah H. Reynolds, deputy commander of U.S. Army Garrison Rheinland-Pfalz, who accompanied Milley on her tour. “We also have interactive anti-bullying programs, where the children adopt roles in order to understand how it feels to be bullied in various situations.” Reynolds also explained that training is available for parents to help them recognize the bullying patterns in their children. Milley also visited Department of Defense Education Activity’s headquarters, where she was briefed about the DODEA schools changing to a newer, more progressive school format, with innovative designs that support an updated teaching model. “DODEA is moving into the 21st century “neighborhood” environment,” said Harvey Gerry, chief of staff of DODEA. “In this type of
school, the focus is on group learning. Walls can be put up or taken down … depending on what is being taught.” The first school of this type in the KMC, Kaiserslautern High School, is currently under construction. Milley also attended a working luncheon, where she discussed the new Army Family Action Plan program which is currently undergoing major changes. “AFAP meetings will now occur one time per month instead of once per year,” said Heather Robinson, director of Army Community Service, IMCOM, Europe, who further explained that other changes included a new approach in which every issue brought up by the community will be forwarded to a responsible commander for action. “All of you in RheinlandPfalz are doing fantastic work,” Milley said. “It has been an honor to meet with all of you. Thank you for sharing your concerns and issues with me.”

Soldier volunteers, many adorned in frightful Halloween attire, distributed treats from approximately 20 vehicles arrayed around the field. The annual event, conducted by the 21st Special Troops Battalion and 7th Mission Support Command on behalf of the entire TSC family, included “spooky” sights, sounds and tastes ranging from a haunted house and outdoor games to horror, monster and Halloween-themed music to brats and smores. Assisted by parents, TSC personnel and volunteers, young ghosts, goblins, witches, pirates, action heroes and even a handful of Millrinder pets trunk-or-treated, ran, chased and occasionally danced the frightfully festive night away.

Horse market takes place Wednesday in Quirnbach by Petra Lessoing 86th Airlift Wing Public Affairs The “Quirnbach Horse Market,” a one-of-a-kind fest, lures visitors the second Wednesday in November to Quirnbach. The event will include horse presentations, horse awarding ceremonies, vendors, food specialties, musical entertainment and a lottery. “We are a village with 500 inhabitants and last year about 15,000 visitors joined us for our horse market,” said Elke Blomeyer from the organizing team. “About 60 horses of 10 breeds will be presented starting at 10 a.m. Wednesday.”

After the horse awarding ceremony, some horses will be up for sale. “We’ll also have about 100 vendors’ stands offering a variety of merchandise including clothes, horse equipment, art and crafts items, jewelry and sweets,” said organizing member Volker Zunkel. Food stands will serve potato waffles, bratwurst, pea soup, ham hocks, pizza and more. “Visitors can enjoy musical entertainment in our fest tent by the band Die Filzbacher throughout the day, and at night the band Members will perform until the next morning,” said Stefanie Koelbel, Quirnbach’s mayor. “We hope many visitors from all over come to our little village. Since it’s an American holiday, we would like to welcome many American friends.” The horse market is famous for its lottery, where nice prizes can be won. “Prizes include a sevenday boat cruise for two persons, one overnight with dinner for two persons in a regional hotel, a tablet PC and more,” Zunkel said. Tickets cost €1 and are being sold in the village and at the market.
“The Quirnbach horse market is based on a long market tradition,” Blomeyer said. In 1444, historical documents mention the first market in Quirnbach called “Bartholomaeusmarkt.” The local church, Bartholomaeus Church, was known as a place for pilgrimage. Along with the pilgrims, vendors came to sell all kinds of merchandise. Quirnbach turned into a community with monthly markets after the town of Kusel was burnt down during the French Revolution in 1794. The Kusel markets had to move to Quirnbach. According to a document dated April 26, 1799, every third day of each month a cattle market was authorized. After Kusel was rebuilt, city officials wanted the markets back, but vendors and farmers from the local areas and even the neighboring countries wanted to keep going to Quirnbach. During the years 1856 and 1857, 25 markets were held each year in Quirnbach. Local people made good money with the many restaurants and taverns they needed to feed all of the visitors. After around the middle of the 19th century, horses were not only owned by noble people but also used as draught animals by farmers.
Quirnbach decided to hold its first horse market in 1877 on St. Martin’s Day. November was a good date for the farmers; the crops were in and the financial situations were balanced. People had the time to visit the horse market. They sat together, celebrated, had fun and they started having dances. At that time, since it was still customary for parents to engage their children without asking them, the horse market turned into the “marriage market.” Also, the village asked the government to give authorization to hold a lottery, where people could win household items and agricultural machines. The main prizes were horses. The first time, 5,000 lottery tickets were sold. In 1892, 24,000 tickets were sold and in 1893, more than 300 ticket vendors traveled through the Pfalz to sell the tickets. After World War II due to a growing motorization of agriculture, the cattle and horse market lost its importance. There were streets better suitable for farmers which allowed them to visit their cattle dealers at any time and not only during the market. Soon Bartholomaeusmarkt was celebrated as a village carnival. In the beginning of the 1980s, community officials, local clubs and business people helped to revive the horse market and the lottery. Quirnbach is located near Glan-Muenchweiler on A62. The main road in Quirnbach will be closed to motorized traffic. The German railroad company will offer additional train departures between Kusel and Glan-Muenchweiler and Kaiserslautern and GlanMuenchweiler. Children honor St. Martin in lantern processions by Petra Lessoing 86th Airlift Wing Public Affairs Wednesday is St. Martin’s Day, and children and parents will walk in lantern processions that evening or the night prior to honor St. Martin, the patron of the poor and friend of children. In Kaiserslautern, Ramstein, Landstuhl and other villages of the KMC, parishes and kindergartens organize lantern processions where children carry lanterns they created in their kindergarten or school and sing Martin songs. Usually the walk starts at a church and goes to a public square. A man on horseback dressed like a Roman soldier, representing St. Martin, accompanies the children. When they reach the square, a Martin’s play is then performed, a bonfire is lit and Martin’s pretzels are distributed. In Kaiserslautern, a big lantern procession will start at 6 p.m. Wednesday from St. Martin’s Church near St. Martinsplatz at the beginning of Steinstrasse and end in front of the Rathaus, city hall, where St. Martin will divide his coat and a bonfire will be lit. In the city of Landstuhl, a St. Martin’s parade will begin at 6 p.m. Tuesday with a play at Heilig-Geist-Kirche and end at the Altenzentrum, a meeting place for senior citizens, with
a fire, Martin’s pretzels, tea and Gluehwein. In Ramstein-Miesenbach, festivities will begin at 5:30 p.m. Wednesday in the Catholic church. A lantern procession with St. Martin on a horse and musicians will go through town. A St. Martin’s play will be presented, a bonfire will be lit and pretzels and Gluehwein will be available. Besides the traditional lantern processions, other festivities honoring St. Martin are scheduled to take place. In the wine growing village of St. Martin, south of Neustadt, the Martinus Wine Fest will be celebrated today through Sunday and Wednesday. Wallhalben will host a Martini market with vendors’ stands, food and beverage booths on Saturday. Dahn will hold its traditional Martini market with vendors and a small carnival on Sunday. Stores will be open in the afternoon. St. Martin dates back to around the year 316 when Martin of Tours was born as the son of a Roman civil servant. At age 15, he joined the Emperor’s cavalry. One cold winter day, he was riding through the country when a shivering beggar came his way asking for alms. Since Martin had neither food nor money, he cut his robe in half with his sword and gave a

piece to the freezing man. Supposedly, the following night Jesus appeared in Martin’s dream and explained how he had been the freezing beggar to whom Martin had given half his robe to. This event changed the soldier’s life. He left the army, got baptized and became a student of Hilarius of Poitiers. In 356, after Martin’s teacher was banned and he failed to convert his father and others to the teachings of Hilarius, he left for an island near Genua, where he lived as a hermit. In 360, Martin gave up his solitary life to join Hilarius again who returned to Poitiers. In 361, he founded the first Gallic monastery in Liguge. In 371, the clergy and the people from Tours elected him for bishop. In 375, he established Marmoutier, a monastery for KAISERSLAUTERN

ascetic life and a school for bishops. Martin kept trying to evangelize pagans. On Nov. 8, 397, during a pastoral trip to Candes, he died. Thousands of monks, consecrated virgins and others went to his funeral Nov. 11. Years later, a basilica with the St. Martin Abbey was built on top of Martin’s gravesite. King Chlodwig elected Martin as patron of the Francs. The tradition of the lanterns goes back to former
times when people lit candles to honor a saint and lanterns were put up everywhere in town when a bishop came to visit. The custom of lighting a bonfire after the lantern procession represents the beginning of festivities. In former times, most of the work on the fields had been completed and it was then time to celebrate, drink and eat. Traditionally, a fat goose and sweet bread were served.
