The 86th Materiel Maintenance Squadron and the Warehouses Service Agency, a Luxembourg government-established service organization, deployed 3.5 million pounds of war reserve material, valued at over $34.1 million, to Ramstein Air Base, during operations supporting the Afghanistan evacuation. Together the agencies would deploy 806 increments of cargo total including beddown material, vehicles, power and heat capa-
bilities and support equipment, during the course of evacuation support operations. “It’s all about logistics,” said Brig. Gen. George T. Dietrich, U.S. Air Forces in Europe - Air Forces Africa director of logistics, engineering and force protection, “and it all starts with the capabilities the 86th MMS and WSA bring to the entire operation.” Afghanistan evacuation support began Aug. 18, with the 86th Airlift Wing first requesting the 86th MMS to deploy beddown materiel from the Central Region Storage Facility in Sanem, Luxembourg, to support shelters

The unit often sends materiels to other bases, but this was the first time the 86th MMS had been largely hands-on with cargo of this scale. “I think it was really validating to be able to see it in person,” said 1st Lt. Rachel Hammes, 86th MMS assistant director of operations. “We were able to understand WSA’s hard work and see the physical result of it.” For the first time in 10 years, both the 86th MMS and WSA moved into 24-hour operations to support the Afghanistan evacuation. This proved to be a challenging task for some members of the WSA, who mainly deployed

cargo requested by the 86th MMS, but the agency recognized the importance of the operation and volunteered to work extra hours. “They went so far above and beyond what they were required to do,” Hammes said. “They didn’t have to extend their shifts or work weekends, but they volunteered because they saw it as their mission.” A successful operation may necessitate enormous amounts of cargo, and together the 86th MMS and WSA have risen up to the task, deploying millions of materials to Ramstein to ensure Airmen and volunteers are equipped with enough materials to take care of evacuees.

4 CTS builds partnerships during Spartan Bigfoot 21 Story and photos by Senior Airman Milton Hamilton 86th Airlift Wing Public Affairs The 4th Combat Training Squadron, in conjunction with U.S. Air Forces in Europe’s Warrior Preparation Center, held a joint terminal attack controller exercise at Einsiedlerhof Air Station and U.S. Army Garrison Baumholder, Sept. 27-30. Exercise Spartan Bigfoot 21 brought together JTACs from all across the North Atlantic Treaty Organization, with 12 nations participating. The objective was to evolve JTAC training, pushing the known limits and level of capabilities in a contested large-scale combat operation scenario while achieving continuation training requirements to sustain JTAC qualifications. Spartan Bigfoot 21 was the first time the U.S. Air Forces in Europe - Air Forces Africa’s Warfare Centers integrated live air and land assets while simultaneously using virtual JTAC simulators. Spartan Bigfoot incorporated a real contested air and land environment with the support of volunteer opposing forces and air defenses provided by the 19th Electronic Warfare Squadron (Polygone), Bann, Germany. “We brought together over 34 JTACs from different nations to collaborate, innovate and contribute towards enhancing employment of close air support, large-scale combat operation scenarios and major joint operations training for our NATO forces,” said U.S. Air Force Lt. Col.

During the exercise, the 4th CTS and NATO JTACs trained in surface-toair threats, suppression of enemy air defenses by fighter aircraft, joint forward observers, countering opposing forces, communications jamming and simulated indirect fires. “People may solely recognize JTACs from their proven combat record of clearing hot, bomb droppers, providing close air support for troops-in-contact over the last 20 years of coalition operations in Afghanistan,” Fortin said. “However, the evolution of today’s JTACs are so much more than professional bomb droppers. They have become key joint-combined force multipliers.” Many of the JTACs from NATO countries requested to participate in Spartan Bigfoot 21 to be around other members in their profession and to enhance their skills.

“The combination of being on the range and with training in the simulator gave me two different perspectives of the same thing,” said Canadian Army Capt. Nathan Romkey, 1st Regiment Royal Canadian Horse Artillery, 3rd Canadian Division joint terminal attack controller. “I was able to get a tactical perspective here on the ground, and then in the simulator, I got a higher strategic perspective. We don’t get to do this type of training often in Canada, so being able to participate in this exercise is a good opportunity to become better and identify any shortcomings.” The ability of the 4th CTS to bring together JTACs from numerous NATO countries, successfully implement mission objectives and enact training qualifications speaks to their ability to build partnerships and enhance interoperability with ally and partner nations.
Exercises like Spartan Bigfoot 21 strengthen the longterm advancement of U.S. interests, maintaining favorable balances of power that deter aggression and support the stability that generates economic growth. “It was inspiring to see all of the JTACs push their combat training boundaries during Spartan Bigfoot 21 and to watch them learn
and grow from the shared training experiences on the training range,” Fortin said. “The importance of training together is what continues to amass and strengthen our partnership capacity, which in the end is our advantage. It is every individual interaction at exercises like Spartan Bigfoot 21 that helps build the trust and bonds that will carry our joint alliance farther, together.”

Secretary of Defense travels to Europe to reassure front line states by Jim Garamone Department of Defense News Secretary of Defense Lloyd J. Austin III is traveling to Europe to reassure allies and partners of America’s commitment to their sovereignty in the face of Russian aggression. Austin will visit Georgia, Ukraine and Romania before attending the NATO Defense Ministerial in Brussels. “We are reassuring and reinforcing the sovereignty of countries that are on the frontlines of Russian aggression,” said a senior defense official. Georgia and Ukraine have areas occupied by Russia. Russia invaded Georgia in 2008 and occupied South Ossetia and Abkhazia — roughly 20 percent of the nation. Ukraine is in conflict with Russia, and Russian forces have killed around 14,000 Ukrainians in and

around the Donbass region in Eastern Ukraine since 2014. Russia also illegally annexed Crimea.
Austin will stress in both Georgia and Ukraine that there is an open door to NATO and
encourage the nations to make the changes necessary for them to qualify for membership in the defensive alliance. Austin is also going to recognize the nations for their support. “In terms of sacrifices, it is important to note that Georgia … was the top, per capita contributor to the Resolute Support Mission in Afghanistan, and suffered many losses from that mission,” the official said. Officials called Romania a “role-model ally,” and Austin will express America’s appreciation. “Romania … is doing just about everything that we could possibly
ask of a NATO ally, so we have the opportunity to recognize that and appreciate that,” the official said. Romania spends more than 2 percent of gross domestic product on defense with 20 percent of that going to modernization. Both are NATO goals. All three countries border the Black Sea, and Austin will speak to their leaders about Black Sea security and seek to strengthen cooperation among these nations. All this ties into the NATO Defense Ministerial in Brussels. Austin will meet with alliance defense ministers to chart the course based on the agreement of national leaders at the summit in June. This is the first in-person ministerial since the COVID-19 pandemic began, and officials said Austin will participate in a full slate of meetings at the alliance level and bilaterally with many allies. The ministers will study the NATO 2030 agenda that looks to keep the alliance strong and relevant into the future. The leaders will also discuss Russia and, increasingly, they’re discussing the problems posed by China, officials said. Austin will reinforce America’s commitment to the trans-Atlantic alliance. In addition to meeting with national leaders, Austin will meet with the U.S. troops who work with Georgian, Ukrainian and Romanian service members.

EFMP observes Down Syndrome Awareness Month Story and photos by Senior Airman Branden Rae 86th Airlift Wing Public Affairs The laughter and excitement of kids on the playground fills the air on a sunny October afternoon. Siblings, Maya Lute and Anthony Phipps, run around playing hide-and-seek, with all the joy and endless energy kids seem to have. No one would think anything was out of the ordinary. Maya, 10, and Anthony, 3, are the children of U.S. Air Force Staff Sgt. Karmalita Phipps, 86th Dental Squadron dental technician. Ten years ago, Phipps was excited to be a young mother at a checkup, but the doctor didn’t bring the news she was expecting. The doctor said her child had an 89 percent chance of having Down syndrome and further explained the worst-case scenario of what life would be for the parent of a child with Down syndrome. “I was asked the day I found out if I wanted to terminate the pregnancy,” Phipps said. “That was the first question they asked me. I didn’t want to terminate the pregnancy.” Phipps continued with the pregnancy and gave birth to Maya, who did in fact have Down syndrome. Down syndrome is a genetic disorder that can occur when a child’s 21st chromosome is repeated in

their genetic makeup. This additional chromosome can cause a broad spectrum of differential ability in children in regard to physical and intellectual development. As with many genetic and developmental disorders, Down syndrome operates on a spectrum of presentation and can look completely different for each individual child. “Maya is a very good helper at school and home,” Phipps said. “She is very good at picking up
after herself and putting things back where they belong. She enjoys cooking and baking.” Maya does many things any other ten-year-old kid would do. There are a few items that would set her apart though. “At a very young age, she was able to sense emotionally if something was wrong with me or other people,” Phipps said. “If I was sad, she literally sat next to me and would just pat me on the back and wipe away my tears.”

At this time in Ramstein Air Base’s history, Maya is one of a few children with Down syndrome in the Kaiserslautern Military Community. “In the last four years, there have been a total of seven children born in the KMC with Down syndrome,” Sarah Sellers, Exceptional Family Member Program Medical intern said. “This is a small number in comparison to stateside rates of Down syndrome among children. However, the smaller population of the KMC explains this discrepancy.”
There are still resources available in the area even though there are not many cases of Down syndrome in the KMC. “Parents of children diagnosed with Down syndrome in the KMC area are automatically enrolled in the Exceptional Family Member Program,” Sellers said. “This entitles them to a number of resources through both EFMP Family Support and EFMP Medical.” October is Down syndrome awareness month. The EFMP reminds the KMC to reach out and learn more about Down syndrome. “I would encourage everyone to learn the facts about Down syndrome,” said Lillie Tarver, EFMP family support coordinator. “Have a real conversation with parents, caregivers, or even someone with Down syndrome and get to know them for who they are, but remember each person with Down syndrome is different and unique. Be aware of your personal stigma towards people with disabilities, remembering the importance of acceptance and inclusion and to always be kind.”

USAFE-AFAFRICA hosts senior leader, spouse conference
Wing senior leaders and spouses from U.S. Air Forces in Europe and Air Forces Africa attended the fall wing commander and command chief conference, at Ramstein Air Base, Oct. 4-6. The conference, hosted bi-annually by the USAFE-AFAFRICA commander, provides wing leadership from the command an opportunity to synchronize on mission requirements, spanning from operational objectives to personnel management and initiatives. The topics presented throughout the conference fell under the USAFE-AFAFRICA priorities of people, partners, posture and readiness with a goal of continuously building a more effective and efficient force. Since the beginning of Afghan evacuation support operations at Ramstein Air Base, two engineers have been key players behind the mission’s continued success. The Houstons, a married couple assigned to the 86th Civil Engineer Group, not only designed the blueprint for the pods, but also ensured their sustainment throughout the course of the Operation Allies Welcome at Ramstein. 1st Lt. Gabriel Houston, 786th Civil Engineer Squadron engineering chief, was tasked at the start of the operation with creating a plan for the buildup of a secure living area for evacuees to lodge in as they awaited movement to other transient locations. “This is what we signed up for as CE officers,” Houston said. “Our job is contingency bed down and that’s what this is. We get trained on every aspect, from the heating aspect to the electrical and water aspects.” Houston worked with all of the different squadrons to ensure that the evacuees had all their needs met while they were here. “There is a strategic impact of him being here on the ground planning things while we’re build-
ing them,” U.S. Air Force Maj. Jesse Lantz, 786th CES flight commander, said. “It’s like building a plane while it’s flying. Not too many people across the Air Force would be able to keep calm while guiding this massive strategic undertaking.” 1st Lt. Merrick Choate-Houston, 86 CES installation Management Flight deputy, was on a temporary duty assignment in Romania before being called back to support the operation with her skills as an engineer. Prior to her time as a commissioned civil engineer, ChoateHouston served as an enlisted Farsi linguist. Employing these skills, she was able to better communicate with the evacuee population in the pods and assess their needs as well as any issues they were having. Choate-Houston came back from Romania to see Ramstein supporting one of the largest, most complex humanitarian airlift operations in history — with her husband at the forefront of it. “Once I got back and saw everything my husband was doing, and the level of respect that he had garnered with everybody across the pods, it was awesome to be a part of that and to see my husband at his best,” said Choate-Houston. As operations continued, contractors were brought in to assist with sustainment processes in the pods.
Choate-Houston was responsible for streamlining this transition. “When you’re in a deployed environment, a turnover happens where one unit leaves and another one comes in,” Choate-Houston said. “I wanted to replicate that here with handing over government operations to the contractors.” Choate-Houston paired Airmen with contractors to train them on performing maintenance and troubleshooting duties. From that point, Airmen would supervise the contractors as they performed the task to ensure they could handle sustainment operations without supervision. This is only one example of how Choate-Houston used her problemsolving skills to benefit multiple Airmen and allow them to finally return to their day-to-day duties while contractors continued operations in the pods. This system empowered Airmen to transition back to their primary missions while successfully maintaining continued operations within the pods. Garrison member first American to win Euro racing title by Stefan Alford U.S. Army Garrison Rheinland-Pfalz Public Affairs Those serving in the Profession of Arms understand the inherent dangers associated with their chosen professions to serve their country, and most probably don’t tempt the odds by inviting additional hazards to their safety by doubling down during their offduty time. However, one retired military member and current U.S. Army Garrison Rheinland-Pfalz employee defies those expectations. He speeds along with a hobby that requires donning a helmet and suiting up in heavy-duty protective gear to lessen bodily injury as he hurtles around a racetrack in excess of 140 kph, with top speeds of 295 kph. While some folks prefer to travel, read, cook, or even crochet, Maurice “Reese” Evans races motorcycles in his spare time. In fact, the new garrison communications chief earned honors as one of the best around, winning the 2021 European Supersport Championship at the September finals in the Czech Republic. Even that feat involved added layers of peril on top of the “routine” risks. Reese took the title on a wet track in a steady rain while racing with the wrong tires to compensate for the bad weather. He admitted it was a gamble. “Honestly, it was the farthest

thing from my mind as the rain subsided and the track was rapidly drying,” he explained. He and a few other riders took a calculated risk and started the race on slick tires while most others chose treaded rain tires, or at least a combination of rain front and slick rear. Unfortunately, the rain returned as the riders headed out for their sighting lap, a noncompetitive lap before the start of the race to assess track conditions. To compound his sudden handicap, he started from the 24th position on the grid because he couldn’t attend the Friday qual-

ification runs, planning to log his time on Saturday instead. But while Friday was a nice, dry day, Saturday’s time trials were washed out by constant, heavy downpours so Reese was placed in the 24th spot for the two final races to determine the 2021 champion. Reese could have avoided the added risk of racing in the rain and pulled his 2007 Yamaha R6 into the pits, forfeiting the race. However, he’d done the calculations. Based on his season-long point’s standings and current firstplace ranking, he only needed to finish in the top 10 of the first race to clinch the championship — a 600/750cc sprint race. “I lined up on the grid in the rain and that’s when the insanity began,” he said. “I got a great start and flew all the way up to 8th place heading into turn one, on slick tires!” He did, however, experience one small rear-end slide coming out of the first chicane (a serpentine curve designed to slow racing speeds for safety). “After refocusing on being smooth on the gas, I passed a few other riders under-braking while accelerating throughout the race.” That’s when Reese found himself in a back-and-forth position battle with his rival and championship runner-up Tobias Erbe. While Reese had a sizeable lead in points heading into the International Bike Promotion (IBPM) Supersport 600cc Class event, the IPBM season finale had double points on offer for the final two races. Reese knew he couldn’t afford to take anything for granted. Reese and Tobias resumed their

frequent battles during the final three laps by passing each other at every opportunity. On the final lap, both were passed by another rider who had full rain tires and neither Reese nor Tobias could respond. Tobias then kept a defensive line and as the two riders exited the final turn, Reese drifted onto the rumble strip. The rear of Reese’s bike started shaking frantically as he tried to get on the gas early to repass Tobias, but as they crossed the finish line, Tobias edged him out by a mere two-tenths of a second. Reese, however, had done enough to clinch the series title and enjoyed his rain-soaked victory lap as the first American to ever win the European Supersport Championship in his class.

“It was an amazing season of racing in 2021,” said the 11-year Department of the Army civilian. “I’ve had some great epic battles this season that fed my determination to push even harder. Although I was tracking the championship points, it was not my focus. I enjoyed each race separately; probably why I started the penultimate race on slick tires in the rain!” It wasn’t the first championship for Reese. He started riding competitively 20 years ago in Hawaii, winning the 2016 V-Twin Open Class riding a 2012 MV Agusta 675cc. It also wasn’t his first sports championship. The former All Air Force Team wrestler had previously taken home several state and European championships. “My experiences and discipline in wrestling has continued onto the race track as well as my day to day job — commitment and the willingness to strive to be the best.” Reese is grateful to garrison leadership for allowing him time to pursue his racing passion and offered this advice for motorcycle riders in general: “For those riding on the streets and highways, always ride defensively and as if drivers can’t see you. Most car drivers aren’t conditioned to notice motorcycles, unless it’s loud or extremely bright and stands out.” With his recent European championship, Reese is tentatively scheduled to move up to the next level in 2022 and plans to upgrade to a 2020 Yamaha R6 “as my weapon of choice for the new season.”

Halloween’s origins dates back around 2000 years and has roots in pagan beliefs. It was an ancient Celtic (Gaelic) festival called Samhain which celebrated the end of harvest season. Marked as the Celtic New Year, the ancient Gaels believed Samhain was the time to take stock of supplies and prepare for winter. They also saw October 31 as the day that overlapped the boundaries between the worlds of the living and the dead. Additionally, it was the day that the dead would return to the earth and cause mayhem such as sickness or damaged crops. The festival often involved bonfires as well masks and costumes were worn in attempt to mimic and appease evil spirits.
Over the millennia Halloween has evolved from a somber pagan ritual to a cheerful celebration. It was in the 19th century that the Irish and Scottish immigrants carried versions of Halloween traditional activities including trick-or-treating, bonfires, costume parties, visiting haunted houses and carving jack-olantern to North America. Halloween has transitioned over time into secular, merriment events such as trickor-treating for children and costume parties for adults. The holiday was embraced in the late 20th century in the United States, Canada, Puerto Rico and the United Kingdom as well as Australia and New Zealand. Now it is celebrated in various others countries including Japan, China, Mexico and many others.
Christian Influence Today’s Halloween customs are thought to have been also influenced by Christian practices. Also known as All Saints’ Eve, Hallowe’en or All Hallows’ Eve, the word Halloween is the shortening of All Hallows’ Evening. Since the time of primitive Church, major feasts (such as Christmas and Easter) had vigils that began the night before (such as Christmas Eve), as did the feast of All Hallows’.
Halloween in America Today Halloween is the second largest commercial holiday in which Americans spend an estimated $6 billion annually. The once pagan celebration showed up in America dating back to colonial time. Documents show that Halloween was common in Maryland and southern colonies but extremely limited in New England due to the rigid Protestant belief systems.
A version of Halloween began to emerge in America as the beliefs and customs of different European ethnic groups and the American Indians meshed. The initial festivities included public events in celebrations of harvest, neighbors sharing stories of the dead as well as dancing and singing. By the 19th century this annual autumn festivity was common in some but not all places in the U.S. Trick-or-treating was taking from Irish and English traditions during the second half of the 19th century. Americans began to dress up in costume and go house to house asking for food and money, which eventually became today’s trick-or-treat tradition. In the later part of the century there was a move in America to create a holiday that was more about community and neighborly get togethers than about ghosts, pranks and witchcraft. Halloween parties for children and adults became focused on games and festive costumes as well there was an effort to take anything frightening out of Halloween celebrations. By the early 20th century, Halloween became a secular and community-center holiday with parades and townwide parties. It was in the 1950s when it evolved into a holiday directed mainly at the young with parties moving from town civic centers into the classroom or home. There was also a revival of trick-ortreating due to the increase number of children during the 1950s baby boom and because trick-or-treating was an inexpensive way for the community to observe Halloween.
