COMMENTARY: A proclamation on National Hispanic Heritage Month

During National Hispanic Heritage Month, we honor the diverse history of generations of Latinos, whose aspirations and achievements have shaped the soul of our Nation.

I have often said that America can be defined in one word: possibilities. The Hispanic community has always embodied that ideal. It lives in the dreams of those who have only just arrived here and in the legacy of families who have

been here for centuries. Latinos have helped chart America’s course since our start — as doctors and engineers; artists and entrepreneurs; and leaders in science, business, labor, government, and military and across grassroots movements. Their faith and drive have pushed our country to grow, prosper, and pursue its highest ideals.

My Administration is working to make the American Dream real for everyone, including by expanding opportunities for Latinos across

the country. Since I took office, we have seen over 13 million new jobs created. Unemployment is near a 50-year low. We helped more than 2.5 million Latinos enroll in health insurance through the Affordable Care Act — that is an increase of more than 50 percent since 2020. We expanded the Child Tax Credit, which slashed child poverty by over 40 percent among Latinos to the lowest rate on record. I signed the most significant gun safety legislation in 30 years. We have invested

in community colleges, Pell Grants, and Hispanic-Serving Institutions, helping more Latino students access higher education. And we have made Puerto Rico’s economic recovery and development a priority by providing funding for new infrastructure and clean energy projects and upgrading their transportation.

We are doing all this by investing in America — rebuilding our Nation’s roads, bridges, ports, and public transportation; replacing every lead pipe in the country; and expanding access to high-speed internet. Our historic Inflation Reduction Act is giving families more breathing room by lowering health insurance and prescription drug costs, including capping the cost of insulin at $35 a month for people with Medicare. And it makes the biggest investment ever in combating climate change while bringing environmental justice to communities of color, including Latinos, that have been exposed to legacy pollution.

At the same time, on my first day in office, I sent the Congress a plan to finally fix our Nation’s broken immigration system — securing our border while building a fair, orderly, and humane process for migration that keeps families together and protects workers from exploitation. It also includes a pathway to citizenship for Dreamers, temporary status holders, and farm workers.

Throughout our work, the leadership of my four Latino Cabinet members — Secretary of Health and Human Services Xavier Becerra, Secretary of Education Miguel Cardona, Secretary of Homeland Security Alejandro Mayorkas, and Small Business Administrator Isabella Guzman — has made an immense difference. And tens of thousands of other Latinos serving our Nation continue to inspire us all — including history-makers like Supreme Court Justice Sonia Sotomayor; educators like Dr. Julieta García, to whom I awarded the Medal of Freedom; brave police officers like

And countless more are enriching our country in meaningful ways, including legendary artists like José Feliciano, Judith Baca, and Antonio Martorell — who each received the National Arts Medals — and Richard Blanco, who I awarded the National Humanities Medal.

During National Hispanic Heritage Month, we salute the vital contributions of these public servants and of the more than 62 million Latinos who help make our Nation stronger every day. Latino history is American history. It is a story of hard work, family, faith, pride, and possibility, and it is proof that there is nothing we cannot do when we do it together.

In recognition of the achievements of the Hispanic community, the Congress, by Public Law 100402, as amended, has authorized and requested the President to issue annually a proclamation designating September 15 through October 15 as “National Hispanic Heritage Month.”

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim September 15 through October 15, 2023, as National Hispanic Heritage Month. I call upon all Americans to observe this month with appropriate ceremonies, activities, and programs that celebrate Hispanic heritage and recognize the impact Hispanic peoples have had on our Nation.

IN WITNESS WHEREOF, I have hereunto set my hand this fourteenth day of September, in the year of our Lord two thousand twentythree, and of the Independence of the United States of America the two hundred and forty-eighth.

AV-DET POLAND from Page 1 er jets while focusing on operating in a contested denied environment.”

ADR started with home station units deploying more than 200 total force Airmen and Soldiers to the 33rd AB. The deployment included three U.S. Air Force C-130J Super Hercules aircraft from Ramstein AB and two C-130H Hercules aircraft from Peoria ANGB.

The exercise scenario consisted of two fictitious nations engaged in a conflict while the U.S. Air Force supported NATO’s eastern flank.

Throughout the FTD, the total force Airmen exercised various scenarios including GPS outages on aircraft, degraded communications between ground and aerial teams, providing quick and reliable aircraft maintenance to maximize flying capabilities, and maneuvering enemy ground attacks to aircraft.

“The scenario for us is setting up and moving to NATO’s eastern flank, and continuing to provide

tactical airlift, anytime, anywhere,” Sloan said. “If you take off and lose communication with your home station or GPS to know where you’re going, how do you operate at that point? That is the exercise scenario we are flying in.”

According to Sloan, navigating without GPS is a rare skill that

many countries do not practice due to most aircraft being dependent on their advanced GPS technology.

The ADR 23-4 team also set up and operated multiple landing and drop zones throughout Poland. Members of the 435th AGOW and Cross Functional Airlift Support Personnel operated the zones so

that they could receive cargo and Polish personnel airdrops.

“It is important to have the ability to operate landing and drop zones because they enable us to get air power, manpower and equipment into any location at any time,” said Master Sgt. James Supernault, 435th Contingency Response Squadron contingency response airborne air traffic control flight chief. “With that, we are able to establish a fully operational air base within a very small footprint and then subsequently withdraw all assets quickly to redeploy to another location.”

The exercise also included members of the 1st Combat Communications Squadron, who played a role in operations by communicating with aircrew through Link 16. Link 16 provides aircrews with tactical data link capabilities to increase their situational awareness and enhance air picture comprehension.

ADRs have been an annual FTD for Team Ramstein for more than a decade due to a Defense Cooperation Agreement with Poland. The FTD provides an opportunity for U.S. and Polish forces to integrate and practice timely and coordinated responses during peacetime and crises.

“I think the biggest hurdle with exercises like this is integrating with the host nation, and that’s also the best thing about it,” Sloan said. “Getting over things like language barriers with Polish army jumpers, or just coordinating airspace in a country that we’re unfamiliar with, can be difficult. The Polish have been great and have been a huge help in that area.”

The culminating event for ADR 23-4 was members of the 86th AW, 182nd AW and 33rd AB participating in an aviation rodeo, testing their skills for beam approaches, landing zone operations and engine running offloads. The friendly competition provided an opportunity for the total force, multinational teams to put their lessons learned from the FTD into action, with the 33rd AB bringing home the first place title.

The U.S. military operates from numerous locations across the European theater. Exercises like ADR 23-4 allow for the U.S., allies and partners to build upon existing relationships, synchronize operations and become a cohesive team should the alliance be called on to respond to peacetime or contingency events.

86th MDG holds MHS GENESIS town hall

The implementation of the Military Health Systems GENESIS is set to bring significant changes to the military health care system in Europe and within the Kaiserslautern Military Community in September.

MHS GENESIS serves as a centralized Department of Defense electronic health record system for service members and their families. This means that individuals will no longer need to transfer their medical records for each permanent change of station. Instead, their new primary care manager will have access to their medical history through MHS GENESIS.

The implementation of MHS GENESIS is aimed to improve the coordination and continuity of care across military treatment facilities. Healthcare providers now have access to patients’ medical histories and treatment plans, leading to more accurate and efficient care.

MHS GENESIS serves as a single health record for service members, veterans, and their families,

ensuring that their medical history remains accessible no matter where they are stationed. The MHS GENESIS online portal will be replacing the Tricare Online Patient Portal and the secure messaging system.

Overall, the switch to MHS GENESIS is expected to enhance the quality of healthcare services provided to service members and

their families by improving access to medical records and streamlining the healthcare system’s operations. The MHS GENESIS will be active Sep. 23 on Ramstein and throughout all of Europe.

For more information and resources related to MHS GENESIS, individuals can visit https://www. milconnect.dmdc.osd.mil/.

US Army Garrison Rheinland-Pfalz promotes preparedness, insider threat awareness for a safe, empowered community

September is a month that brings a sense of renewal and purpose as many kids head back to school and we close out our fiscal year budgets. In September, we transition from warm summer days to the crisp air of early autumn. Students, families and government employees/agencies approach September with a feeling of eager anticipation, reflecting on the past year, hopeful for new beginnings and the possibility/ opportunity to have the ‘best year ever’ in the Kaiserslautern Military Community.

But September is more than new backpacks filled with hope and fiscal year-end close outs (also filled with hope). September is a month dedicated to community awareness, preparedness, safety, and security.

September is National Preparedness Month, a time to remind our community to take proactive steps to safeguard themselves and their loved ones, especially in the face of potential emergencies. Shifting weather patterns make it crucial for community members to be prepared.

Recall, for example, the flooding event that affected North Rhine-Westphalia and RhinelandPalatinate caused by heavy rainfall in 2021 which resulted in a state of emergency declaration, hundreds of deaths and billions in damages.

September is also National Insider Threat Awareness Month, a time to remind the community about the importance of identifying and addressing potential insider threats across the national security community. During NITAM, federal agencies, departments, and industries work together to emphasize the importance of preparing the workforce to deter, detect and mitigate threats posed from trusted insiders.

For the U.S. Army Garrison Rheinland-Pfalz Directorate of Plans, Training, Mobilization and Security Protection Branch team, making these two campaigns meaningful to the community is paramount. To kickoff these important campaigns, two key members of the team Michael Harris, Emergency Management Specialist, and Marc Hartman, Special Agent, Army Counterintelligence, took to the radio airwaves on Sep. 6, joining the AFN Kaiserslautern crew on the Morning Magic broadcast show (105.1FM).

Harris discussed National Preparedness Month in terms of emergency preparedness family planning, how to build an emergency kit and how to stay informed, highlighting the “Ready.gov” website as a trusted and valuable resource.

Hartman delved into the significance of NITAM, explaining what constitutes an “insider” — anyone with or previously granted authorized access to classified or controlled unclassified information, as well as access to Department of Defense facilities or information network systems.

But the USAG Rheinland-Pfalz team efforts didn’t stop there. The team partnered with the Public Affairs Office to launch a social media awareness campaign, declaring Mondays as “National Preparedness Month Mondays,” in which a fresh set of practical tips and information relating to National Preparedness are posted to USAG RheinlandPfalz’s social media platforms. Thursdays throughout the month are designated as “Insider Threat Thursdays” where USAG Rheinland-Pfalz shares essential insights and messages about insider threat awareness on all the garrison’s social media (be sure to like and follow ‘U.S. Army Garrison

Rheinland-Pfalz’ on Facebook https://www.facebook.com/army.rp and Instagram, ‘usag_rp’)

And, the USAG Rheinland-Pfalz commitment to community education and safety continues beyond the digital realm. The DPTMS Protection Branch team has informative tabletop displays set up in the Rhine Ordnance Barracks dining facility, ensuring anyone stopping in for one of their worldclass meals, has access to vital preparedness and threat information, as well as some ‘free swag’ (and maybe some gummy bears too). Additionally, there are cardboard standees featuring life-size, familiar faces from across the garrison, strategically placed at locations throughout the community. The standees display interchangeable reminders of the importance of vigilance and preparedness.

“It’s all about getting the information out to the community,” said Dennis Mathis, Security Specialist, Protection Branch and awareness campaign coordinator for DPTMS. “We want to remind everyone to be vigilant at all times, be aware of your surroundings, make a plan for you and your family in case of emergencies and finally, know when, where and how to submit a report.”

Some important resources and things to know in reference to National Insider Threat Awareness Month:

What is an “insider”? An Insider is any person who has, or once had, authorized access to classified and controlled unclassified information, or who currently have authorized and controlled unclassified information, or who currently have authorized access to a Department of Defense facility, information network system, or other resources of access to a Department of Defense facility, information network system, or other resources of the Department of Defense.

What is an “insider threat”?

things to know in reference to National Preparedness Month:

Step 1: Build your emergency supply kit. Consider specific supply needs in your household (think ages of family members, dietary needs, medical needs, disabilities, pets, etc).

Step 2: Create a family emergency plan (great examples can be found at: https://www.ready.gov/planform). Discuss evacuation routes, family communications and practice with the whole family.

Step 3: Stay informed!

• Ensure you are registered to receive ALERT! [text] messages: https://alert.csd.disa.mil/

• Take a look at FEMA’s public service campaign encouraging Americans to plan for disasters: https://www.ready.gov/

• Visit HQDA’s Emergency preparedness website: www.ready. army.mil

Remember, the emergency management team at USAG Rheinland-Pfalz is here to assist!

If you have questions or need any assistance, reach out to Michael Harris, DSN: 314-541-3503, michael.a.harris25.civ@army. mil or email USAG RP Protection

An insider threat is a threat to the Department of Defense by an Insider who use their authorized access, wittingly, to harm the security of the United States through espionage, terrorism, unauthorized disclosure of National Security information, or through the loss or degradation of department resources or capabilities. This includes physical harm to another in the workplace.

How can people report insider threat situations?

• 1-800-CALL-SPY (1-800-2255779) [CONUS ONLY]

• iSALUTE – Suspicious Activity Report, https://www.inscom. army.mil/isalute/

• In cases where there is immediate danger, please call the MP Desk at 0631-536-6060

• The Army Counterintelligence 24-hour number is 0162 296 3860

• Additional after-hours and emergency numbers available on USAG Rheinland-Pfalz website, https://home.army.mil/ rheinland-pfalz/contact/emergency-numbers

Vigilance is key for both National Preparedness Month and Insider Threat Awareness Month, so be sure to stop by the DFAC on Rhine Ordnance Barracks to stay informed.

With this proactive awareness campaign approach, the USAG Rheinland-Pfalz team is turning September into a month of community readiness and empowerment, equipping members with the knowledge and resources needed to face whatever challenges the future may hold.

Two 30th MED BDE Soldiers spring into action to save Soldier’s life

An already tough day for two 30th Medical Brigade Soldiers attending qualification for the German Armed Forces Proficiency Badge turned into a scramble between life and death when a Soldier experienced a medical emergency on Aug. 2 at the base pool in Baumholder.

Sitting poolside after completing the first iteration of swimming, Capt. Lauren Gobar, 519th Hospital Center clinical nurse officer-in-charge of the emergency medical treatment section, and Staff Sgt. Texas Hobbs, 519th healthcare NCO, were watching the events of the day when they both spotted a Soldier in distress.

Cpl. Eric Evans, 44th Expeditionary Signal BattalionEnhanced network communications systems specialist, had finished the last part of the GAFB swim test and was underwater when something went wrong.

“I remember, I think, setting the shirt on the side of the pool, and then I just remember going underwater to, you know, just playfully going underwater, looking around the pool,” said Evans. “That’s when everything got hazy.”

The ‘haze’ occurred because Evans suffered a transient ischemic attack, or mini-stroke, and lost consciousness underwater.

“I thought he’s passed out originally,” said Hobbs. “Then we slowly started to realize it’s more serious.”

When they got to Evans, he was unconscious, but breathing. He had a pulse, but soon after the medical professionals assessment, Evans' pulse began to weaken.

The duo followed the basic life support algorithm, Gobar said. “The patient started to deteriorate and we recognized that he needed CPR and we just continued with iterations of CPR including someone going to get the defibrillator, drying off the patient, placing him on the defibrillator, and just monitoring his pulse and breathing.”

Gobar, Hobbs and others on scene continued BLS procedures for approximately 20 minutes before a German ambulance arrived.

“When you are providing BLS, all you have is a mask to give rescue breaths and maybe an [automated external defibrillator], which became available later in the process, then you

have your team members and we really had nothing else available,” said Gobar.

Gobar quickly realized they needed to secure Evans’ airway and they needed an airway adjunct. Hobbs and Gobar found a Soldier who had an airway in their vehicle.

“The fact that someone had an airway adjunct and we were able to place that I think that was probably a difference maker for him and his outcome,” said Gobar. She added inserting the adjunct probably saved the Soldier’s life. An unconscious person may have a hard time protecting or maintaining an airway, and this device allows medical professionals a way to do that.

While managing the situation Gobar, Hobbs and two other people were taking two-minute turns giving the Soldier CPR for 15 to 20 minutes, but felt much longer to the nurse.

“Eternity. It was an eternity,” said Gobar. “We had to switch out. Two minutes. Two minutes. And two minutes is a long time. We had to keep everyone calm

and remember how to give good chest compressions. That is what I could really focus on.”

As the German ambulance and doctor arrived, Gobar and Hobbs continued to work and treat the Soldier in conjunction with the local German medical teams by inserting an IV, intubating Evans and placing an intraosseous access line, which is similar to an IV but is placed in the patient’s bone to administer fluids and medications.

Staff Sergeant Hobbs helped the paramedics place the IO.

“You can imagine in order to access someone’s bone you have to use a drill, and an IO isn’t something you just do by the pool, you know, unless someone is really sick,” said Gobar.

When the German medical team arrived, the first obstacles to Evans’ recovery were to overcome the language barrier and to marry up how Germans and Americans practiced medicine.

“They came in and they allowed for us to stay with our patient,” said Gobar.

“It is difficult when you have

they looked away for a second and when the Soldier looked back, she was already at the scene of the emergency.

This reaction and ability to help treat the patient without having a second thought came from their training.

“It happens because you’ve been taught to do it and we train every year,” said Hobbs. “I was supposed to do this. What we do is this - to this - to this - to thishelped us because we knew what to do.”

The 30th Medical Brigade practices BLS and other lifesaving skills monthly, said Gobar.

“We’re an emergency medical treatment center,” said Gobar. “This is our bread and butter. When we go out as a section and train together, these are the kinds of things we’re going over.”

Life after the emergency

Following the events of that day, Gobar and Hobbs were offered the chance to continue in the next portion of the Proficiency Badge or go home for the day.

a different word for different things,” added Hobbs. “So we call it an IV and they may call it something different.”

As soon as they had stabilized Evans, the team loaded the Solider into the ambulance and transported him to a local hospital in Idar-Oberstein, Germany. He was eventually transferred to Landstuhl Regional Medical Center.

Evans remembers nothing after his vision went hazy in the pool.

“The next thing I know I woke up in Landstuhl hospital three days later on Aug. 5,” said Evans. “I was told by a doctor that I flatlined and was clinically dead, but I guess I ended up stabilizing.”

Training kicks in “I have never dealt with a medical emergency outside of a hospital,” Gobar said. “You know, you hear it happen sometimes but I never knew how I might react.”

Gobar was later told by another Soldier attending the event that one minute she was sitting,

“We needed to try and keep going. We needed to try and continue our mission,” said Gobar. “I tried to communicate that to [Staff] Sgt. Hobbs, this might be hard and we’re really drained and emotionally exhausted. I said this guy, we don’t know what his outcome is going to be but he’s a Soldier. He was here trying to do something hard, he would probably want us to finish what we started today.”

When experiencing an event like this, Gobar said it is hard to not question if they followed all the proper procedures or if they missed any steps.

“I’ve had to think about it a lot,” Gobar said, reflecting.

Gobar and Hobbs said their fellow medical professionals assured them there was nothing more they could have done with the resources they had available.

Evans is currently at Walter Reed Medical Center, Maryland, continuing his recovery. He said he counts his blessings he is still alive.

“Captain Gobar said that anytime she’s done CPR on patients or anybody, nine times out of 10, they don’t make it,” said Evans. “That really put things into perspective.”

Evans wanted all the people who saved his life to know how grateful he is.

“Thank you,” said Evans. “This definitely has been a lifechanging experience and I am here still living because of them.”

German-Speaking Airman aids in recovery of WWII bomber crew

Air Force Master Sgt. Brian Character, 39, is a member of a 25-person team from the Defense POW/MIA Accounting Agency that’s searching for a B-24H Liberator bomber that crashed in a field in northern Germany in 1945.

Besides helping the team retrieve the remains of the 10-airman crew and identify their personal effects, Character’s other important job is translator for the team.

Character grew up in Wuerzburg, Germany. His dad was a soldier, stationed at nearby Leighton Barracks. Character’s mom is German.

“Fortunately, my mom taught me to speak fluent German,” he said, adding that his wife is also German and is teaching the language to their three children.

Character said he wanted to join the military like his dad, but his father steered him to the Air Force.

The year 2008 is significant for Character because that’s the year he enlisted in the Air Force, and that’s also the same year that Leighton Barracks was turned over

to German authorities. This isn’t Character’s first recovery and translation mission for the agency. He also was in another part of Germany, Austria and northern Italy.

Speaking German was useful in Italy because over 62 percent of Italians use it as their first lan-

guage in the autonomous province of Bolzano in northern Italy, he said.

Character has translated for the team on numerous occasions, speaking to the local town mayor, police, landowner and even residents who witnessed the crash when they were children.

“Germans are friendly people, but when you speak German, they’re a little more open,” he said.

Another useful skill is helping the team navigate the menu when they’re dining out in town.

When Character isn’t on a recovery mission, he’s a military

training leader at the Defense Language Institute Foreign Language Center in Monterey, California, where his family is now staying.

He’s also trained as an aircraft maintainer, a job that involves performing flight safety and function checks.

After he retires from the Air Force, Character said he plans to finish his degree in Occupational Safety and Health, a job he said relates to things that aircraft maintainers do.

“Working on recovery missions is an honorable thing to do. It’s amazing that almost 80 years after the war that we still go out and look for remains of missing service members,” he said.

The agency, which is part of the Defense Department, searches in 45 countries for missing service members from World War II and later conflicts, including the Korean War, Vietnam War and Desert Storm. Some 81,000 are still missing.

Once remains are recovered and the agency’s laboratory determines the person’s identity through DNA analysis and other means, that person’s family is notified, and arrangements are made for a military funeral.

Prevent serious illness, get updated COVID-19, flu vaccines

The fall and winter months tend to be the time when most people are sick with respiratory illnesses — though, these can happen anytime of the year.

The 2023 season will be the first time that vaccines for the three viruses responsible for most hospitalizations — COVID-19, Respiratory Syncytial Virusopens Health.mil, and the flu — will be available at the same time, according to the Centers for Disease Control and Prevention.

Eligible Military Health System beneficiaries can make a vaccination appointment at their military hospital or clinic or at a TRICARE retail network pharmacy at no cost.

The Food and Drug Administration approved updated COVID-19 vaccines for 2023-2024 that are aimed at fighting newer variants that are now circulating.

The CDC is recommending new COVID-19 vaccinations if not

already received within the past two months, and that everyone 6-months-old and older be vaccinated against influenza and COVID-19.

Experts agree that COVID-19 vaccines, along with the flu vaccines, continue to be the most effective tool to prevent serious illness and hospitalizations. Since Jan 1, 2020, there have been an estimated 1,143,724 deaths in the United States from COVID-19, with over 146 million infections, and 7.5 million people hospitalized, according to the CDC.

“Vaccines against respiratory illnesses can reduce the chance of getting these illnesses, but more importantly, they greatly lessen the risk of becoming seriously ill from these diseases,” said U.S. Public Health Service Capt. (Dr.) John Iskander, chief of the Immunization Healthcare Division of the Defense Health Agency.

Additional protective measures to prevent spread of disease

Vaccinations are the first tool to protect yourself, but practicing good healthy habits can also help protect you from getting sick.

Additional tools to protect yourself include:

• Wash your hands with soap and water.

• Stay home if you are feeling sick.

• Avoid close contact with sick people.

• Avoid touching your eyes, nose, and mouth.

• Cover your mouth and nose when coughing or sneezing.

• Stay in well-ventilated air spaces.

The U.S. Army Garrison Rheinland-Pfalz Army Substance Abuse Program produced a play called “Second Chance,” a theatrical suicide prevention training conducted by Soldiers and Airmen that highlights how life’s events can suddenly turn into risk factors leading to Suicide. The play outlines a service member’s emotional battle as he struggles with suicide. If you haven’t had the chance to go see it, I highly recommend you do –the final shows are in Baumholder at the Wagon Wheel Theater on Sep. 25 and 27.

September is Suicide Awareness Month. A month dedicated to raising awareness on the efforts to lower suicide rates in our country.

Eight years ago, I didn’t know there was a month dedicated to this. I had just been struck by, so far, the biggest heartbreak of my life: losing my brother.

Growing up, my three brothers

and I had an average childhood. While the two oldest naturally bonded the most, my little brother Jonathan and I grew closer and closer, having common friends and often hanging out together.

We had so much fun! Until, that is, it wasn’t fun anymore.

Depression started kicking in for my brother when he was around 14 years old. He started talking to some psychologists and later was prescribed medication to help him deal with his personal issues. Soon, those weren’t enough either.

Jonathan started drinking and resorted to using illegal drugs just to be able to cope with everyday life.

Something had happened within him, but he wouldn’t talk about it. Every time we thought he was making progress, things would fall back to worse than before. It felt like he was moving two steps forward, three steps back.

I remember once having a long conversation with him, and getting to a point where I thought he would TALK to me, open his heart and finally tell me what the root

I don’t know if Jonathan ever truly understood how loved he was. He left an empty spot in our hearts that hurts as much today as it did back then.

Every year, since finding out September is Suicide Awareness Month, I have been thinking about ways to help other people know they are not alone.

According to the World Health Organization website, “By creating hope through action, we can signal to people experiencing suicidal thoughts that there is hope and that we care and want to support them. It also suggests that

Life can be hard, dealing with it can be overwhelming, but there is always a light at the end of the tunnel. After every storm, the sunshine always comes back, sometimes even more beautifully — as a rainbow.

Just keep fighting. Even when you feel like you are exhausted –keep going. And know that it’s completely ok to ask for help. Suicidal thoughts are a sign of extreme distress, and sometimes, just sharing your feelings with a trusted person can make all the difference.

There are so many people who love you and are willing to stay with you every step of the way. You are not alone.

If you or someone you know needs help, please call or text the 988 Suicide and Crisis Lifeline 24/7.

64th Medical Detachment hosts international K9TCCC Technical Working Group

Canine handlers, medics, veterinarians, and veterinary assistants from multiple military branches, allied partner nations, and police organizations across Europe participated in a three-day course to improve canine medical skills in Baumholder Sep. 12-15.

64th Medical Detachment

Veterinarian Support Services hosted the event focused on operational realism, repetition, and scenario driven exercises.

Canine Tactical Combat Casualty Care course covers life-

saving combat emergency canine medical skills. It is designed for canine handlers and combat medics, but also applies to other relevant medical professionals such as veterinary personnel and human Health Care Providers. The program is based on U.S. Department of Defense Joint Trauma System guidelines for Canine Tactical Combat Casualty Care.

This three-day course achieved three goals:

1. Impact survival of Working Dogs in real-world operations

2. Maximize learning with an intensive, multi-modal approach

3. Improve the interoperability between U.S. and our allied and partner nation Working Dog communities.

These goals were supplemented with an emphasis on operational realism through tactical and dynamic scenarios.

The equipment utilized reinforced real-world realism using Diesel Dogs (the robotic training dog), which mimics behaviors real Working Dogs would exhibit. These robotic training aids are equipped with animatronic functions, such as breathing and muscle movement, and stereo output mimicking

realistic canine reactions. This indepth training is not for the squeamish, as the dogs’ injuries were often seeped in simulated blood adding yet another layer of realism.

The Canine Tactical Combat Casualty Care course is critical to maintaining proficiency across Europe since it is the only course of this nature available to the Working Dog community. “Many of our partners utilize this course as a proficiency certification due to the stringent standards enforced throughout this training” said CPT Laura Nelson-Parr, the 64th Medical Detachment’s lead course planner.

The training course is also

about brining experts together and sharing expertise and experiences. “It is a great honor to work and share experiences with international soldiers and police officers,” said Marc Zeidern, the owner of Airborne Medical Group and a German Reserve Fallschirmjager Medic, “This was my fourth K9TCCC and still there is always something to learn.”

Welcome back to the second series of driving in Germany. This week we’ll focus on our neighbors in France and their new traffic sign.

We’re well aware we are located in Germany but since Europe is so close-knit and country borders can be crossed almost without noticing, we see it as our duty

to inform you of changes that might be relevant to all of us. Our neighboring country France has implemented a new traffic sign that reserves certain lanes for certain types of vehicles.

The sign is a white diamond outline on blue ground. There will be additional signs and symbols that specify what type of vehicles can use this lane: cars with two or more passengers,

eCars, taxis and/or busses.

Drivers who violate this traffic sign have to expect fines of up to 135 euros. Special radar systems can monitor the number of passengers in a car.

These signs are meant to reduce the environmental impact of cars by encouraging drivers to carpool or use eCars.

Next week, we’ll discuss what to consider on Germany’s roads when driving in fall.

But you’re here, in Germany. So…that means no pumpkin magic, right? Wrong!

In fact, Germany does an excellent job of celebrating pumpkins,

even if the tradition of eating them frequently hasn’t quite caught on. This country has some of the best — and biggest — pumpkin celebrations in the world.

And many of those celebrations are happening right about…now.

www.hitscherhof.com

AUTUMN IS PUMPKIN SEASON!

• Enjoy our traditional Pumpkin soup, Pumpkin Bratwurst, Pumpkin Waffles...

• Every Saturday and Sunday until the end of October (with binding registration only) a special 3-course menu

• Cornfield maze, straw castle and bouncy castle for kids …and an endless selection of pumpkins and pumpkin specialties from our farm store

• Special Events: Tuesday, Oct 3 Day of German Unity (1-6 p.m.) Monday, Oct 9 Columbus Day

So if you’re mad about pumpkins (and even if you’re not), get ready to experience how pumpkins are celebrated in Germany.

The Great Pumpkin Fest in Ludwigsburg

Billing itself as the largest of its kind in the world, the pumpkin fest in Ludwigsburg is truly awe-inspiring. The artists, organizers and gourdphiles who host the festival use nearly half a million pumpkins. Some of the pumpkin artwork is staggeringly cool. You’ll find pumpkin sculp tures of animals, landscapes and pop culture figures.

It’s not just the visuals that make the Ludwigsburg Fest a great one. There, you’ll find people who also appreciate the magic that exists when it comes to cooking with and eating pumpkins. There are sweet and savory treats for every palate imaginable. This year’s exhibition will be open until December 3.

And best of all, the fes tivities are accessible and held outside in a lovely setting. Ludwigsburg is 30 minutes

north of Stuttgart and just under 2 hours southeast of Kaiserslautern.

Pumpkin appreciation in the KMC

There are also options for outdoor pumpkin fun for those who live in the Kaiserslautern area. You can often find pumpkin festivals nearby that offer food, giant pumpkins, pumpkin-flavored drinks, pony rides and corn mazes.

One such place is the the Sunshine Pumpkin Farm in Gerhardsbrunn, which is 30 minutes east of the KMC. The

Hitscherhof pumpkin farm is only a 30-minute drive from Kaiserslautern and has pumpkin related events every weekend between September 23 and October 31, including 3-course pumpkin-inspired menus that change weekly, kids entertainment, bouncy castles, a corn maze, and much more. Visit https://www.hitscherhof.com/ veranstaltungen-events-hoffest/ for a detailed list of events and dishes of the week.

Even though you may not be in the land of pumpkin love this autumn, there are still a ton of opportunities in Germany. So get out there and enjoy the season!

ABC IN KMC: Tag der Deutschen Einheit

86th Airlift Wing Public Affairs

Oct. 3 marks the 33rd anniversary of the reunification of the Federal Republic of Germany after the fall of the Berlin Wall in 1989.

Based on the Potsdam Agreement signed in August 1945 at the end of World War II, Germany was divided into four sectors governed by the United States, Great Britain and France in the West and the Soviet Union in the East of the country.

The Federal Republic of Germany, commonly referred to as West Germany, was established on May 23, 1949, with Bonn being the provisional capital. The foundation of the German Democratic Republic, often called East Germany, followed on Oct. 7.

West Germany was comprised of 11 individual states and quickly prospered with an open market economic system. East Germany, with its five states, relied on a planned and government directed economy under Soviet rule. Although they shared a common history, the people of Germany lived in a divided nation for the next forty years. Families were torn apart, some living in the West and other family members being restricted from leaving East Germany.

Up to 2.5 million East Germans secretly fled Soviet rule to seek freedom and build new lives in the West.

The city of Berlin was also divided into four sectors and on Aug. 13, 1961, East German authorities began erecting a barrier around the western part of the city (West Berlin), engulfing the Brandenburger Tor (gate). The Brandenburg gate quickly became a symbol of the nation’s division. At first it was merely a barbed wire fence guarded by the East German national army, but over the years it grew to a total length of 75 miles of concrete blocks, up to 15 feet tall, topped with barbed wire, surrounding West Berlin and also dividing the city straight through the middle. In many instances the structure was erected as a double wall with a “death strip” of 100 yards in between the rows of blocks.

Several checkpoints were established between the zones, the most famous being “Checkpoint Charlie,” as an entry point between the Soviet and American sectors. As many as 140 people are said to have lost their lives attempting to flee East Berlin. At the same time, further walls were erected between the East and West German borders and only three transit routes allowed for vehicle travel to Berlin, which was located in the middle of the German Democratic Republic.

By the late 1980s, East Germans became increasingly discontent with the overall political situation, government directed economic mismanagement, little to no personal freedom and strict travel restrictions. In a series of peaceful “Monday demonstrations” in Leipzig and other major cities over months, the protestors vividly chanted “Wir sind das Volk!” (We are the

people), eventually forcing the government to back down and surprisingly announce the opening of the border on the evening of Nov. 9, 1989. The overwhelmed guards at Bornholmer Strasse near Brandenburg Gate let East Berliners through without checking identities. The news spread like a wildfire and West Berliners greeted their Eastern counterparts in a warm welcome with champagne and flowers.

After eleven months of negotiations between the two states, the reunification was formally completed in 1990 and Oct. 3 was declared as a German national holiday to celebrate the occasion. Berlin again became the capital of all 16 states. Anniversary events take place every year in rotating cities throughout Germany, this year Hamburg will be the host of the events.

One original block of the Berlin Wall was moved to the traffic circle at the Kaiserslautern Military Community Center on Ramstein Air Base, in 2021. The section of the wall was preserved and set in place by Airmen from the 86th Civil Engineer Group, with the western side with colorful graffiti symbolizing free “West Germany” and the backside the former East German state.

On Tues, Oct. 3, all public offices and stores in Germany will be closed in observance of the holiday.
