shows a month for dental appointments, meaning there are 200 people who couldn’t be scheduled that month,” said Col. (Dr.) Allen Hebert, 86th Dental Squadron commander. “There are even more appointments taken up because the original noshows have to be seen again.” The time taken is more than just the appointment itself; it’s the preparation work done before each appointment as well. “Our appointments are tailored specifically for our patients. This is their time,” Hebert said. “We gather up exactly what our patients need to provide the best quality service we can. If

Reflect on Constitution, citizenship, 9/11 by Col. Raymond Briggs Jr. 86th Maintenance Group commander On Wednesday, it was 4,384 days since the terror attacks of 9/11 in New York, the Pentagon and in Shanksville, Pa. It has also been 365 days since the attack on the U.S. Consulate in Benghazi, Libya. In both cases, our national response involved using military action. In the case of the 2001 terror attacks, it has been a sustained effort for 12 years involving many partner nations. The response for the consulate attack was much smaller and shorter in duration, but was launched directly from Ramstein with our C-130J Super Hercules aircraft. In both attacks, terrorists struck because they objected to what America
and Americans represent. It is our sense of freedom, justice, fair play, and our belief in equal opportunity for all that is objectionable to the extremists who want a perfectly prescribed role for every member of society. The concepts of freedom, justice and equal opportunity all have roots in the U.S. Constitution. Sept. 17 is known as Constitution Day in the U.S. because it honors the adoption of the Constitution. The date signifies the signing of the Constitution in 1787 by the Constitutional Convention. With 226 years of success behind it, the U.S. a long track record of congressional acts and court precedence that elaborate and define our rights. Constitution Day is also known as Citizenship Day to recognize those who have become citizens through the naturalization
process. Our method of reinforcing individual liberties is still the most desired in the world as evidenced by the strong demand for applications for citizenship to the U.S. As an American born of American parents on American soil, I’m a citizen by birthright. I’ve always taken my citizenship for granted, not giving much thought to the rights, privileges and duties that citizenship entails. Citizens’ duties include being available for jury duty, compulsory military service when required by a draft and paying taxes. The rights include the freedom to reside and work, enter and leave, stand for public office, and cast a vote for federal office. Note that we perceive casting a vote as a right and not a duty. Birthright American citizens often focus on the rights afford-
ed to them as citizens over their duties. Too little time do we focus on the duties of being good citizens. Naturalized Americans tend to change this equation and put more emphasis on the duties of citizenship and less on our inherent rights. Constitution Day is a great opportunity to take the time to put our responsibilities out in front. This is also a great time to consider our civic participation. Civic participation is not compulsory in our country, but all great democracies need citizens actively engaged in all levels of the democratic process in order to thrive. I
stared at the email in my inbox with a slight mix of curiosity and alarm. I read the message again, this time aloud. Yep, I had been tasked. The email was sent to inform me that I would be serving as my unit’s designated Combined Federal Campaign-Overseas representative for this year. I wondered how much extra time this was going to take from my work schedule and most importantly, what exactly does a CFC-O rep actually do? Thankfully, I also received another email saying there would be mandatory training session at the Galaxy Theater. This was a good thing because other than donating, I knew pretty much nothing about CFC-O. I’m also not a big fan of online training, so it was a relief to know that I would get to sit down with a live person to learn the lowdown on my new duty. When I was in the military, I remember being herded into some random conference room for a

briefing on CFC and being told why I should give. Most of the time, the briefing was given by our unit CFC rep who read verbatim from his or her Power Point deck. Other times, we just watched a video and prayed to be done before lunch. Afterward, a paper pledge card would mysteriously show up on my desk. This was an ultimate fail. Anyone who knows me knows my desk is pretty much a black hole (most of the time), especially when I’m on deadline. Stuff goes in, but it doesn’t always come back out. A pledge form had no chance. I knew how important contributing to CFC was, but after nearly a decade of federal service, it almost became a checking the block kind of thing. So becoming a rep actually forced me to do some research on the campaign and how it actually works. As a CFC-O rep, I would be responsible for directly contacting my co-workers about the campaign, assisting them as needed with questions and submitting their completed pledge forms.

nel in the armed forces who are not U.S. citizens, and there were 12 non-U.S. citizen members of the armed forces who gave their lives as part of the post 9/11 conflict. These individuals swore an oath to protect a Constitution and a nation that didn’t even
recognize them as citizens, and they went on to give their lives in support of that Constitution. Fortunately, Congress has seen fit to offer them citizenship posthumously; however, we can’t overlook their dedication and sacrifice to the ideals embodied by our Constitution.
Page 3 From Sept. 11 to 17, we have a period of time to reflect on the Constitution, our citizenship and on why we serve. We should remember and honor those who gave their lives on 9/11 and those who paid the ultimate sacrifice in military service. I, for one, could not be more
proud of those who volunteer to serve our nation through military service in the wake of 9/11. They have made some tough personal choices that, in the end, make our country a better and safer place and keep our Constitution as strong today as it has ever been. Thank you for your service.

our opportunity to give to your favorite charity through the Combined Federal Campaign-Overseas begins
Monday. The CFC-O, which ends Nov. 15, is the annual workplace giving campaign for the five overseas unified combatant commands. Administered by Global Impact, the CFC-O raised more than $13.6 million in 2012, demonstrating the generosity of overseas Department
of Defense uniformed and civilian personnel. In addition to other KMC area kickoff events, Ramstein will kick off this year’s campaign with a 5K run at 1 p.m. Sept. 20 at the Ramstein Southside Fitness Center. With more than 2,600 charities to choose from, contributors can find and support causes that have personal significance. Contributors also have the option to give to a program that is unique to overseas military community: the Family Support and Youth Program fund. All FSYP donations are returned to overseas military installations to
support quality of life programs for uniformed service members, federal civilians and their families. Despite a challenging economic situation, Team Ramstein raised $750,296 in 2012 — $84,796 more than the $675,000 goal. This year, the goal is 100 percent contact with all eligible Team Ramstein contributors. As with previous campaigns, contributors who pledge $150 or more will receive a coin for their donation. The CFC-O coin that will be distributed this year was designed by Tech. Sgt. Erik T. Fritz, 86th Security Forces Squadron defender.
As with previous campaigns, each squadron will have its own representatives who will make contact with the members of their unit and will accept donations. Donations can also be made via payroll allotment, cash or check on a paper Pledge Card. uel bladders, filters, hoses and R-11 refueling units do not prepare themselves. These are only some of the materiels the 86th Materiel Maintenance Squadron uses to provide support in deployed operations. The mission of the 86th MMS is to store, maintain and account for all War Response Materiel equipment for deployments downrange. Although administratively located at Ramstein, the bulk of the operations take place at locations in Luxembourg and Norway. The 86th MMS is a unique team of 38 members from 17 different career fields responsible for more than 85 percent of U.S Air Forces in Europe and Air Forces Africa War Response Materiel. The WRM consists of aerospace ground equipment, basic expeditionary airfield resources kits, vehicle assets, external fuel tanks, bomb racks and more than $151 million in other equipment the
Airmen must maintain every day. “WRM is ready to go when the mission requires it,” said Staff Sgt. Timothy Douglas, 86th MMS NCOIC of operations. “We pride ourselves in knowing we have covered all the bases to ensure the quality and reliability of all WRM assets.” The squadron’s objective is to ensure they have the capability to have WRM ready at any given moment. “We are always ready to deploy assets wherever, whenever, they’re needed to get the job done,” Douglas said. Downrange, these Airmen provide support to the chairman of the joint chiefs of staff and NATO, as well as the combatant commander-directed exercises for disaster relief, contingencies and war missions. Because they handle the fuel bladders, filters, hoses and R-11 refueling units, their duties are essential for deployed operations involving aircraft and vehicles. “It takes qualified Airmen to plan and set up these operations and sup-

port a deployed location,” Douglas said. “Without them, the aircraft won’t even fly.” According to the Airmen of the 86th MMS, maintaining a high level of responsibility is key in their daily duties.
“Our mission is important,” said Staff Sgt. Alfred Beas, 86th MMS aircraft armament systems technician. “Our readiness for operations could become a deciding factor in the outcome of wartime missions.”

Michael Pintagro 21st Theater Sustainment Command Public Affairs The 21st Theater Sustainment Command’s senior enlisted adviser discussed Army force structure, the role of the American Soldier and the vital importance of the U.S.-German partnership with a unique group of junior officers Aug. 28 at the Center for Leadership Philosophy in Koblenz. Command Sgt. Maj. Jim Murrin said he felt a little nervous prior to his presentation. After all, the Boston native arrived in Germany only two months ago. His German consists mostly of greetings and menu items, and the presentation marked his first international speaking engagement. The junior officers were Germans. The sergeant major discussed Army force management fundamentals, composition, command and rank structure with the captains and lieutenants, all completing a course of study designed to produce well-rounded and well-informed “information officers.” Murrin talked big missions and small, quality of life, recruiting and retention. The sergeant major punctuated his presentation with personal anecdotes and observations, which attracted keen interest from the students. Murrin also emphasized the importance of the U.S. alliance with Germany and the uniquely warm relationship between Americans and Germans. He highlighted the strategic significance of the national bond as well as the cultural dimension of the relationship, noting to the students’ delight that most Soldiers consider Germany a highly desirable assignment. The sergeant major closed with a discussion of
the Army’s values, which he described as fundamental to the identity and mindset of the American Soldier. “The American military and the American Army are value-based organizations,” he said. “These values are fundamental to who we are and what we believe. They frame everything we do. They guide us in all our behavior, whether we’re on or off duty.” The students queried the sergeant major throughout a lively interactive session. The aspiring information officers asked about such weighty matters as budgets, U.S. public opinion during the wars in Afghanistan and Iraq, and reserve component training for operational missions. They asked even more frequently about human interest topics, including American Soldiers’ favorite assignment locations, their opinions of Germany and whether or not Murrin attempted supersonic speeds on the worldfamous autobahns. The students received the sergeant major’s observations and anecdotes warmly, pounding their tables appreciatively after the presentation. In the aftermath of the brief, several students applauded the sergeant major’s authenticity, honesty and human touch. “It was really good for us, because it gave us deep insight into the structure and the reason behind it,” said German Capt. Andreas Mertens, a youth information officer from Trier, after the presentation. “I found the personal opinions very interesting. He expressed a very deep identification with the U.S. military forces, and that helps us understand how (Americans) function. This gave us good insights into how (Americans) think and act.”

T
here is nothing more liberating for a motorcycle rider than the feeling of being completely unrestrained and out in the open as you cruise the open road on your bike. The feeling we don’t often get is, though free, we are completely exposed to danger around every corner and the danger we create for ourselves. That feeling of danger was made apparent to me very abruptly the first time I wrecked. I have ridden motorcycles in all forms since I was young. I started out on dirt bikes, hitting the trails and courses around my hometown. From the very first time I twisted the throttle on my little brother’s four-stroke 250cc, I was hooked on rid-
ing. Eventually, I graduated to sports bikes and cruisers. I couldn’t get enough of the freedom riding offered me — the freedom you just can’t get in a car. Riding season was my favorite time of year. As a rider, safety concerns are extremely important to me now, but that wasn’t always the case. Growing up in New Hampshire, my riding wasn’t hampered by helmet laws or any required personal protective equipment. By the time I turned 18, I stopped wearing a helmet altogether. It wasn’t uncommon for me to ride with nothing more than jeans and a T-shirt. I felt like I was untouchable. No matter what happened to anyone else, I thought it would never happen to me. Even after my
uncle lost his leg in a motorcycle accident, I still felt untouchable. Then I joined the Air Force. As a rider in the military, there are many rules and restrictions I must abide when riding. I have to be licensed to ride, trained and certified through an approved training course (offered through the wing safety office), and wear all required PPE, even as a passenger. I rode my whole life but didn’t learn to ride until I rode as a service member. I took many things away from the motorcycle safety course, but the most valuable to me was the knowledge I gained on how to react in a dangerous situation. Little did I know, a few short months after taking the course, I would be putting my training to the test. One day, while out on a ride, I made a mistake. I wasn’t paying enough attention to the road conditions in an unfamiliar area, and I overshot a turn. The moment I saw there was no corrective action I could take to keep me on the road was the exact moment motorcycle safeCourtesy photo ty became real for me. The way I saw it, there were two choices I could make: stay on the bike and try to save it from any damage, which could possibly have forced it to go down on top of me putting me in extreme danger, or drop my bike and take my chances on my own and do my best to protect myself from harm. Given what I learned during the motorcycle safety course, I decided to go with option two. I could always fix my bike, but my life is irreplaceable. The fact I have all of my limbs and am alive to tell this story I attribute to making the right choice. As my bike left the road, I dropped it and went flying for a few moments before making contact with the ground. The initial impact was shocking. As I was going down, I tried to get my body sideways
so I could try to roll off the impact and avoid road rash. That didn’t work out so well, because I didn’t have enough time to get to my side. I ended up sliding across the ground on my hands and knees for a short while as I tried to realign my body. Eventually, I was able to adjust enough to get into a roll. Rolling was a welcomed relief from the stress of sliding across the ground; unfortunately, I started too late and ended up crashing into a tree, impacting with the face screen of my helmet. There I was, laying completely still, in shock about what just happened. Fully conscious, I waited there for emergency responders to arrive. My first thought after it happened was, “Did that really just happen?” I was in complete disbelief I got into a wreck, and what I really couldn’t figure out is how I reacted the way I did. After receiving medical treatment and all the dust settled, I finally got a clear picture of what happened. Overall, I slid head-first 100 feet into a tree. I escaped with only minor road rash, overextended ligaments in my wrists and one knee, and a concussion. Without proper PPE and training I wouldn’t have had pads built into my jacket protecting me from serious road rash or a back brace built in to prevent my back from folding. I wouldn’t have had padded gloves to protect my palms and fingers from dragging across the gravel, dirt and grass. I wouldn’t have had a helmet to protect my head when I smashed into the tree. And lastly, I wouldn’t have had the training to not only know what to do, but to be able to do it and react without even thinking about it. To this day, I am thankful the Air Force held me responsible for my safety, because if I hadn’t grown out of my reckless ways, that day could have gone very differently. Security forces: to protect and defend by Senior Airman Hailey Haux 86th Airlift Wing Public Affairs Sitting in the driver’s seat, your vision is blurred and images of the scene come in and out of focus. Your head is pounding as you try to make sense of what just happened. Everything suddenly becomes clear and you realize the front of your car is on fire. As panic sets in, adrenaline pumping, you try frantically to escape only to find out the seatbelt won’t unbuckle and you’re trapped. You think to yourself, “Is this it?” and close your eyes. After what seems to be hours, you hear someone banging on your window. An unfamiliar face with the familiar beret calmly says, “Everything will be OK. I will get you out.” The security forces member then opens the car door, cuts the seatbelt and pulls you to safety. Security forces members risk their lives every day to safeguard the base resources and those who live and work here. “Our squadron is the primary integrated defense force for the installation,” said Senior Master Sgt. James Allen, 86th Security Forces Squadron security forces manager. “We not only check IDs and patrol, we secure protection-level assets on the
installation and provide close-boundary security for high-level assets that transit Ramstein, to include the president of the United States. We are also the primary force to detect, delay and defeat a ground threat to the installation.” Being overseas creates challenges bases in the states don’t deal with on a daily basis, and overcoming those challenges is a product of teamwork and training. “Our biggest challenge is balancing an aggressive in-garrison operations tempo with an equally aggressive deployment tempo,” Allen said. “About seven months ago we moved our operations flight into eight-hour shifts instead of 12-hour shifts. We saw a dramatic downward change in off-duty disciplinary issues and a rise in our defender’s resiliency.” Being on shift for eight hours gives members of the 86th SFS time to see family, take care of military business during the work week and allow their training requirements to be met without having people come in on their day off. Recently, security forces members won several awards due to hard work and dedication. “Overall, we won the (U.S. Air Forces in Europe and Air Forces Africa) Col. Billy Jack Carter, Elizabeth N. Jacobson, Outstanding Security

Billy Jack Carter Award. “For me personally, the award I won was a testament of the Airmen I had the pleasure of working with, mentoring and leading. “Their motivation and personal sacrifice to ensure mission accomplishment in a combat zone was astonishing,” he added. “Senior Airman Ashely Wendler, 86th SFS award winner, is a phenomenal Airman. US partners with Croatia to form IR13 Mayor’s Cell Story and photo by Staff Sgt. Alexander A. Burnett 21st Theater Sustainment Command Public Affairs ZAGREB, Croatia — Members of the 21st Theater Sustainment Command’s 16th Sustainment Brigade partnered with Soldiers from U.S. Army Europe, the 409th Contracting Support Brigade and the Croatian army to form the Operation Immediate Response 13 Mayor’s Cell at Petar Zrinski Barracks Aug. 19 to 31. Immediate Response 13 is a battlefield simulation exercise that brought military assets from the Balkan region of Europe together with the U.S. and members of the United Kingdom. While those involved in the exercise conduct simulated battles in the fictional country of “Atropian,” the Mayor’s Cell was responsible for ensuring all military members in attendance had a place to sleep, food to eat, gas for their vehicles and even a service to take care of laundry. “We are taking care of all life support aspects of this exercise and making sure they run smoothly,” said Capt. Kevin F. Jagusch, the Mayor’s Cell officer in charge, normally the plans officer for the 16th SB headquarters. “By taking care of things like laundry, food and billeting, our international partners can focus on their training and mission success in this exercise.” The Mayor’s Cell responsibilities began months before the exercise, with the coordination of contracts to purchase food, billeting, laundry services, use of the simulation center and transportation, said Sgt. 1st Class Ivan T. Luckett, the Mayor’s Cell contingency contracting NCO, a contracting NCO with the 409th CSB. “These contracts breathe life into this exercise,” Luckett said. “Not only do they ensure that our fellow Soldiers and their partners have everything they need while they are here, they also saved approximately $13,000 in government funds.” The Mayor’s Cell was also responsible for the movement of all computer assets and medical supplies necessary for the exercise. U.S. Army 1st Lt. Derek C. Grafton, the mayor’s cell movement control officer, 624th Movement Control Team, 39th Movement Control Battalion, coordinated the movement of computers from Grafenwöhr, Germany, and medical

supplies from Pirmasens, Germany. Upon their arrival in Croatia, he ensured they cleared customs and arrived safely to the training site. As Soldiers, civilians and members of the international military community arrived, the Mayor’s Cell received them, assigned them to rooms, issued them meal cards and issued their participant badges. During the exercise execution, they ensured the dining facility ran smoothly and that the billets were cleaned daily. They also dispensed office supplies and water. The Croatian army members of the Mayor’s Cell assisted in all aspects of the mission. They purchased supplies for the exercise, helped pick up personnel as they arrived in Croatia, helped execute the contracts that provided life support to the operation and in-processed all members of the Croatian Army. Each U.S. member of the Mayor’s Cell had a Croatian counterpart, said Croatian Army Maj. Jurica Radic, the logistics officer for the Croatian Logistical Doctrine. “Working together in this environment we can exchange experiences,” Radic said. “We worked with our American counterparts very well and it is important for us to come together like this to build partnership for the future.” As the operation ended, the Mayor’s Cell collected all badges, meal cards and fuel cards, and coordinated travel for U.S. Soldiers to return home. Although they did not participate in the training exercise itself, their role made the mission a reality. “I’m impressed with what the 21st (TSC) has been able to do,” said Lt. Gen. Donald Campbell, the U.S. Army Europe commanding general. “They bring the experience to help us with the work that we do in theater security and cooperation.”

“It was most interesting to us to see how the American Soldiers are motivated.” Air Force 1st Lt. Manja Wollweber, also an information officer from Berlin, said it is easy to read about the structure and the composition of the Army. “But (Murrin’s) personal stories were very interesting,” Wollweber said. “It’s particularly interesting to hear what motivates the American Soldier to join the military and remain in the military.” The presentation reflects the dynamic German-American partnership, which extends to professional dialogue, training and mentorship as well as coordination and combined planning. W
ithout ammo the fighter aircraft is just another passenger plane. The aircraft needs the bombs and bullets to provide the critical close air support for service members on the ground. The 86th Munitions Squadron transports munitions assets for other bases’ redistribution or in support of contingency operations. The unit acts more like a depot where they store munitions to be shipped for worldwide support. “MUNS is important, because we maintain the assets loaded on the aircraft in support of wartime operations,” said Tech. Sgt. Michael Bodley, 86th MUNS assistant NCOIC. What makes the mission here different is it’s not a fighter base; it’s an airlift wing. Here, the mission is geared more toward supporting operations downrange and to forward deploy requested munitions. In the past year, Airmen from the 86th MUNS have received 5.1 million assets with a net explosive weight of 94,000 pounds, which is worth more than $107 million. The 86th MUNS also does two annual 100 percent inventories and multiple 10 percent inventories. The inspections are held three times annually to help keep 100 percent of the stockpile inventoried and accounted for. “If something appears to be damaged, it’s taken to our munitions inspection where they will determine the extent of the damage,” Bodley said. “If it’s deemed unserviceable, the item will then be packaged and shipped back for disposition.” Ammo as a career is more than just munitions. Ammo Airmen support training operations across the globe. “Ammo is in great demand. There are constant training exercises, and we stay busy by providing munitions support and guidance on the ammo being used,” said Staff Sgt. Brian Warner, 86th MUNS storage crew chief. The precision guided munitions shop maintains several missile systems comprised of approximately 730 missiles and associated components worth a total of $193.2 million, making Ramstein a hub for weapons storage and transport throughout the area of responsibility. “We support the Air Force mission,” Warner said. “We are the bombs and bullets in the fight.”

T
he 86th Medical Group family health clinic recently won Air Force best supporting team by the surgeon general. The family health clinic provides members of the KMC with health care so they can accomplish their missions. The 56 active-duty Airmen, civilians and contractors of the clinic ensure all military personnel and their families are in great health. “The Air Force Medical Service Award is awarded quarterly to the military training flight with the highest improvement scores,” said Maj. (Dr.) Christopher Bender, 86th Medical Group practice manager. The clinic had to perform at its highest level in order to receive the award. “Each clinic is graded on customer satisfaction, patient continuity, emergency room utilization and preventive health measures,” Bender said. The medical clinic staff’s training is a benefit for patients to use. The clinic provides the KMC with 3,000 appointments per month with 550 scheduled appointments per week. “The essence of the Patient Centered Medical Home model requires care teams to provide the greatest and fastest access to health care resources through effective communication and the build-

LRMC receives MEDCOM Exceptional Organizational Safety Award by Chuck Roberts Landstuhl Regional Medical Center Public Affairs
I
f you’re looking for excitement, best stay away from Landstuhl Regional Medical Center. During 2012, no one died or suffered a permanent disability, there were no occupational illnesses or serious cases of property damage, and the number of injuries that did occur dropped from 94 to 76 compared with the previous year. To the average patient or employee, such safety goes largely unnoticed. To the Army surgeon general, however, the accomplishment loomed large enough to bestow the MEDCOM Exceptional Organizational Safety Award to LRMC and the small army of people it takes to make bad things not happen. “Today is a great day,” said Col. John Collins, the commander for Europe Regional Medical Command who made the Aug. 26 award presentation on behalf of Lt. Gen. Patricia Horoho, the surgeon general and commanding general for U.S. Army Medical Command. “We’ve got to celebrate these times
when we have victories like this,” Collins said. “Getting the MEDCOM Exceptional Organizational Safety Award is a huge deal, and I think long overdue for this great organization. LRMC embodies excellence in so many ways. This is just another demonstration of that excellence by a team of highly competent, skilled, dedicated and motivated people.” In leading the LRMC pursuit of safety, Collins singled out LRMC Safety Manager Harry Raith, describing him as a “tremendous professional” and “incredible part of this institution for a long time who has helped keep us safe.” Collins also lauded Henny Moll as a valuable, “quiet professional” in her behind-the-scenes role as the LRMC safety specialist. Although he works in the LRMC Safety Office, Raith said the award is truly shared by the small army of LRMC professionals it takes to keep the largest U.S. hospitals outside the U.S. so safe, including facility management, quality assurance, maintenance contractors, housekeeping, security, occupational health, industrial hygiene, works council, emergency management, medical

Breedlove urges NATO to tap NCO corps capabilities by Donna Miles American Forces Press Service WASHINGTON — As new challenges and budget realities loom, the officer who serves as NATO’s supreme allied commander for Europe and commander of U.S. European Command has challenged those in his charge to tap the “vast reservoir of untapped potential” within the noncommissioned officer corps. “NATO and our partner nations are standing atop a gold mine of capability,” Air Force Gen. Philip M. Breedlove wrote today in his command blog. “We need to
get better at mining it and refining it.” Breedlove shared his own experience as NCOs shared their tactical and technical skills and leadership abilities with him throughout his Air Force career. “As I’ve risen through the ranks as a leader and commander, I’ve benefitted from the support, trust and wise counsel of my NCOs,” he said. Now, he said, he continues to rely on the knowledge and insights of his command senior enlisted leaders at NATO and EUCOM: Air Force Command Chief Master Sgt. Todd Small and

Also, please let me get a good seat so I can actually hear and see what’s going on. If I can’t, I may be tempted to text, tweet and balance my checkbook — all at the same time. Most of the reps present at the training were Soldiers. So I quickly found a spot near the front and tried to blend in, civilian clothes and all. Our facilitator and campaign manager (Europe), Samantha Barrett, was pleasant, knowledgeable and, best of all, she had an English accent. Whenever I hear an accent, it makes me want to actually listen, so it was a win-win situation all around. She answered our questions with real answers (that actually made sense) and without reading from a training manual. I always have questions about everything (it’s what I do), so that earned her a gold star right away. We did have PowerPoints, but we moved through them relatively quickly so everyone was able to remain awake. The point of contact for the Kaiserslautern Army Community, Capt Kyle McKemy, spoke with us and provided instructions on how we would submit our unit pledges. He also introduced us to a few more of his colleagues spread out across the different Army installations here. It was good to be able to put a face with a name. What I liked most about the training was the fact that it provided me with a list of different resources and reference materials to help with questions or concerns. I’m not one of those people who can remember everything, especially if it involves PowerPoint slides and sitting longer than half an hour. All and all, I honestly did learn quite a few things from the training, and I realized that whatever your role is, CFC-O is time and money well spent. I encourage everyone (CFC reps included) to take an opportunity to learn about the campaign and donate to one of the more than 2,500 international, national and local charities. Other nations such as Slovenia and Croatia developed their own multinational NCO education and
outreach programs. “These efforts have proven beneficial by creating an NCO corps that is increasingly empowered and responsible for individual training, discipline and the health and welfare of their service members,” Breedlove said. “In this era of fiscal belttightening, we must look for opportunities to better develop and employ the assets we already have, in particularly our NCOs,” he said. “When we sharpen our NCOs’ capability through exercises, training, experience and professional education, we sharpen our nations’ combat edge.”
EPC providers help at-risk children thrive by Mark Iacampo U.S. Army Garrison Hohenfels Public Affairs In a perfect world, there would be no need for Emergency Placement Care providers, but as anyone who has ever looked into the eyes of an abused child can attest, we do not live in a perfect world. EPC is a program designed to provide temporary 24-hour care for at-risk children when the child cannot be safely cared for by their natural parents or legal guardians. EPC providers offer a temporary safe haven for the children to be cared for while the family risk assessments are being conducted by Social Work Services. “Child abuse” and “neglect” are powerful words that can instantly evoke graphic images in a person’s mind, but the perpetrators are often not simply “bad” people. “Lack of knowledge of the developmental stage of a child and high levels of stress are the two most common reasons for child abuse,” said Brandi Stauber, Installation Management CommandEurope Family Advocacy Program manager. To combat this, when a child is placed with an EPC provider, SWS begins evaluating the parents, assessing both their strengths and weaknesses and developing treatment options designed to help parents provide a safe environment for their children. “That’s our ultimate goal — to help the family successfully raise their children in a safe environment,” Stauber said. Stauber said that’s why the program is designed to be temporary (ideally less than 90 days). It’s also why EPC providers are so important and so needed. “We have 16 locations across Europe,” Stauber said. “What we are hoping for is that at any given moment at any location, if there was an incident to occur where children needed to be temporarily removed from their homes for safety reasons, we would have a home available to provide care.” EPC providers need to be at least 21 years old and pass a background check, but Stauber said the
most important qualification is having a passion for reaching out to a family in need. Heather Kiplinger had such a passion when she signed up for the program in Wiesbaden a few years ago. “I lost my mom very young, so any child that has to be away from their parents saddens me, really,” Kiplinger said. “If I could be a good home for someone else, I would love to be that good home for them.” “It’s not going to be about monetary incentives or because it looks good on a resume,” said Stauber, although a daily stipend is provided to reimburse expenses. “It’s really about finding a way to embrace your community and wrap your arms around these families who are in great need. “It’s about knowing that you are contributing to your community and strengthening and supporting military families at a level that is difficult but can be very rewarding,” she added. Kiplinger can attest to the truth of those rewards. She and her family served as EPC providers for a pair of siblings over several months. “Taking them in at a time when they were scared and afraid of being taken from their mother and giving them a happy home for a bit was an awesome reward,” she said. Stauber also pointed out that the long-term benefits to both the children and their parents can be life changing. “We all have the opportunity to help each other,” Stauber said. “For this program to work, it really does take a community of individuals to support these families who are in great need.” EPC tries to match up children with the best possible families, with some homes perhaps being better suited to teenagers while another may be ideal for a child under 3. Team Ramstein honors Hispanic heritage by Miroslava Bingham Hispanic Heritage Month committee member Every year, Sept. 15 through Oct. 15 marks National Hispanic Heritage Month during which Americans celebrate the culture and traditions of Spanish-speaking residents, many of whom could trace their geographical roots to Spain, Mexico, Central America, South America or the Caribbean. Since America’s founding, Hispanics have had a profound and positive influence on our country through their strong commitment to family, faith, hard work and service. They have enhanced and shaped our national character through centuries old traditions that reflect the multiethnic and multicultural customs of their respective communities. Hispanic Heritage Month, the roots of which date back to 1968, begins each year on Sept. 15, the anniversary of independence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Mexico,
Chile and Belize also celebrate their independence during this period. The term “Hispanic” or “Latino” refers to Puerto Rican, South or Central American or other Spanish culture or origin regardless of race. As noted on the 2010 Census form, people of Spanish, Hispanic or Latino origin could identify themselves as Mexican, MexicanAmerican, Chicano, Puerto Rican, Cuban, or “another Hispanic, Latino or Spanish origin.” According to this Census, 50.5 million people, or 16 percent of the population, are of Hispanic or Latino origin. This represents a significant increase from 2000, which registered the Hispanic population at 35.3 million, or 13 percent of the total U.S. population. We look forward to the 2013 Hispanic Heritage Month with a special degree of veneration, mirroring this year’s national theme, “Hispanics: Serving and Leading Our Nation with Pride and Honor,” through a series of events open to the public.

Being new to the Air Force can be a huge step in a person’s life. For some, it’s just another job. For others, it’s their first major job since graduating high school. With a new job come new responsibilities — one of those being financial stability. The Ramstein Airman & Family Readiness Center briefs First Term Airman Center students about different ways to be financially responsible. “Everything costs more here in Germany,” said Heidi Goodbar, A&FRC community readiness consultant. “You have the euro to dollar ratio and the extra 19 percent tax, so a lot of people aren’t financially prepared to move here.” The A&FRC has a four-hour slot to talk with first term Airmen about the building blocks for financial success, short-term and long-term goals, retirement plans, emergency savings funds, having a budget and a few financial mishaps. “The briefing was very helpful. There was a lot of good, useful information,” said Airman 1st Class Maryssa Cruz, FTAC student. “I wish I had this briefing a long time ago, because this is valuable material to help us get settled down with our finances.” The Airmen were given spreadsheets with the breakdown of all possible expenses a person can have each month to assist in getting them on the right track with bills and savings. Not only were the Airmen briefed on how to spend and save their money, they were given information about additional resources the A&FRC offers to everyone. “We offer child care for Airmen who have

moved here and 30 hours of child care a week for Airmen who want to volunteer,” Goodbar said. “It’s the little things that can save money here and there that helps.” Goodbar also gave financial advice for the different “colors” of people: orange, blue, gold and green. Each personality has a different way of using their money, and knowing what color a person is helps them overcome possible financial trouble. “Many of these kids are new and young. This is their first big job. This is their first time being away from home and managing their own money,” Goodbar said. “We are here to give them the tools to get a good start.” There are many other financial classes the A&FRC offers, such as managing your money, understanding the Thrift Savings Plan, extreme couponing and ditching the dorms. Junior Soldier brings ‘First in Support’ mentality to Immediate Response ZAGREB, Croatia — During a joint and coalition training exercise, in a room that was populated with colonels, sergeants major, staff level NCOs and field grade officers, sat a single private first class. She was soft spoken and new to the coalition environment, but she learned quickly and adapted to any task she was given. For three weeks, she showed the members of the simulated higher command what it means to be “First in Support.” Pfc. Karlea E. Henderson, a human resources specialist assigned to the 21st Theater Sustainment Command’s 18th Engineer Brigade, is working as the lowest ranking and youngest member of the simulated 70th Infantry Division, the higher command during the Immediate Response 13 training exercise at the Croatian Training Simulation Center Aug. 9 through 31. Ten Soldiers from Kaiserslautern, Baumholder and Schweinfurt traveled to Croatia to take part in the 19-day exercise. This exercise was Henderson’s first experience working with foreign military services and her first time working in a division-level personnel section. During the three weeks, she met and worked alongside military members from Croatia, Serbia, Macedonia, the United Kingdom, Montenegro and Herzegovina, as well as with several U.S. Army units. “This is very different from what I do everyday at the brigade,” Henderson said. “I am learning so much about what is expected from a division personnel section working in this kind of environment. from each country. These requests and reports represented simulated incidents and statistics that the multinational brigade and battalion level units were working together to overcome. If Henderson had failed to retrieve one of these items, it could have resulted in drastic consequences. “I have worked on several joint and coalition exercises in Europe, Asia and the United States. When I arrive at an exercise like this I expect to see staff sergeants as the lowest ranking Soldiers. I was very surprised to see Pfc. Henderson as a member of my staff,” said Lt. Col. Barbara P. Tucker, the deputy personnel officer for the Hawaii National Guard, the simulated 70th ID personnel officer. “Henderson never failed, and she never hesitated to ask the important questions to get the mission accomplished.” Henderson’s ability to learn and her high level of motivation impressed both her officer in charge and her NCO in charge. “Henderson came to Immediate Response 13 with a high level of motivation, and if she was ever intimidated by the ranks in the room she never let it show,” said Staff Sgt. Robert L. Gordon, the administrative NCOIC for the Hawaii National Guard officer branch, the simulated 70th ID admin NCOIC. “I am very impressed with how quickly she learns and her potential for advancement.” After the exercise culminates, Henderson will return to the 18th Eng. Bde. in Schweinfurt, Germany. She will resume her normal duties as a brigade administrative clerk in charge of leave forms and finance issues. While she views her daily duties as necessary to the Army, she expressed her excitement at what awaits her at the next level. “I learned a lot about what the future holds in my career field and the environments I might work in as I advance in my military career,” Henderson said. “I am very grateful for this experience and the opportunity to work shoulder-to-shoulder with members of these great nations.”

amstein hosted its annual Day for Kids event Sept. 7. Ramstein’s youth program and the Boys and Girls Club of America sponsored the day of fun with the purpose of bringing parents and their children together to have a good time. During the day, there was a great deal of fun activities and family fun events, where parents and children spent the day together and where children could just enjoy being kids. Ring toss, miniature bowling, a weapons display from security forces and an obstacle course were just a few of the day’s highlights. This event is hosted every year on this day in conjunction with the opening day of youth sports. By maximizing participation, a Day for Kids works to spread the word about the great events the sports program, the youth program and the local community have for children. or the second year in a row, 102nd Signal Battalion’s Network Enterprise Center, including the Baumholder NEC, earned first place in the medium category of the Network Enterprise Technology Command NEC of the Year competition. The award was presented to Lt. Col. Nathan Bollinger, 102nd Signal Battalion commander, and battalion members by NETCOM Commanding General Brig. Gen. Peter Gallagher and NETCOM Command Sgt. Maj. Earl B. Allen. The NEC performs network operations, network management, information assurance, telephone service, and sustains base information and network services in support of both military and interagency organizations. The 102nd had to meet certain criteria to win within their perspective categories during the competition. NEC award selectees supported enterprise solutions and demonstrated the most innovative solutions to resource shortfalls. Fest in Morbach highlights plums, other fruits by Petra Lessoing 86th Airlift Wing Public Affairs Each year in September, the “Latwerch Fest,” or plum butter fest, takes place in Morbach, a part of Niederkirchen. Organizer and local Hella Ullinger will open up her property from 10 a.m. to 6 p.m. Sunday to invite interested guests to the traditional event. Visitors can taste and purchase different types of fruit butter: plum butter, diet butter, and apple and mirabelle butter. Ullinger and many other Morbach residents, females and males, old and young citizens, help prepare the fruit butter based on an original grandmother’s recipe. “We usually come together weeks before the fest to do preparations for the different jellies,” Ullinger said. “Especially our senior citizens enjoy working together, sharing old stories and getting a homemade lunch. They don’t mind dedicating a lot of hours.”

New products this year will be a marmalade made of red, black and white currants, a combination of pineapple, coconut and zucchini, and a jelly made of pumpkin, ginger
and orange. Other specialties will be blackberry, elderberry and gooseberry marmalade. Pear butter might also be included if the fruit are ripe enough. If not, interested visitors will be able
to taste pear butter during the farmers market Sept. 29 in Schneckenhausen. Also available will be Latwerch cookies based on Ullinger’s great grandmother’s recipe. “During the Latchwerch Fest, we serve a traditional Palatinate lunch for this time of the year: homemade potato soup with plum cake,” Ullinger said. “My helpers and I usually get up at 2 a.m. and bake about 50 plum cakes.” The women of Morbach will bake various other cakes to be served with coffee all daylong. Proceeds from the cakes will be given through the Friends of Morbach to the Morbach youth. The organizer’s grandchildren, Emily, 9, and Kyana, 6, and their friend Tim, 8, will hold a flea market and donate all proceeds to a girl in Uganda. Ullinger and the Morbach community are sponsoring the event. The Latwerch Fest will take place on Hochstrasse 18 in Morbach, which is a part of Niederkirchen, located north of Otterberg.

Bad Münster presents life in Middle Ages by Petra Lessoing 86th Airlift Wing Public Affairs

ad Münster am Stein/Ebernburg will hold its 27th medieval market with jousting tournaments today through Sunday. The event with more than 100 stands and craftsmen will be located in the center of Ebernburg. The knights tournament will take place near the banks of the Nahe River, in front Rotenfels, a large, red, sandstone rock. The event will officially open at 5 p.m. today in the yard of Ebernburg Castle, and the market with vendors and craftsmen will start at 6 p.m. Jugglers, dancers and musicians will entertain visitors in the streets. On Saturday, the official opening of the historical market with proclamation of market regulations will take place at 11 a.m. to be followed by a parade through the center of town. A medieval camp set up along the river will show visitors what life was like in the Middle Ages. There, visitors can test their skills in archery and axe throwing. The historical jousting tournament with knights on horses will take place at 3 p.m. Saturday and Sunday near the banks of Nahe River. Sunday’s activities will begin at 11 a.m. The big close out event with more than 200 participants will take place at 8 p.m. on the market stage. Tickets for the medieval market cost €7 for adults
