The “fundamental lack of services” for local young people despite the short term successes of the Oakey Youth Project has resulted in low youth engagement and long term outcomes, according to a report released by the University of Southern Queensland (USQ) last week.

The report, evaluating the outcomes of the almost two year Oakey Youth Project initiative, identified clear gaps in mental health services, education and training opportunities and long term employment for local young people.

It was compiled by research program manager Sherree Halliwell and Professor Andrew Hickey who used interviews with local stakeholders, residents and young people to make several recommendations to governments and organisations working to change outcomes in Oakey. Ms Halliwell said the population displays a variety of disadvantages not seen in Toowoomba. “Oakey is situated only 40km from Toowoomba which is one of the wealthiest regional cities in Australia but 90 per cent of Australian suburbs are more advantaged than the Oakey district,” she said. “This alone tells us that there is a strong case for community development and change.” She said the objective of the report is to provide a “clear blueprint” for the design and implementation of programs and services aimed at local youth. Ms Halliwell said, from
interviews with local young people, she found there were several barriers to engagement and long term success from lack of awareness for current programs, little training opportunities and long term accommodation. “School-leaver aged participants are particularly concerned by the lack of further education and training opportunities in Oakey,” she said. “Many young people lack the personal transportation to attend TAFE and/or further education institutions The report showed that outcomes became more dire when it came to young people with serious mental illness with long wait lists and no local services making it almost impossible to access services. “Localised professional psychologists and psychiatrists dedicated to youth should be incentivised to establish practice in
USQ research program manager Sherree Halliwell said Oakey is an ideal location for all levels of government to invest in community development and to create change for local young people. Oakey,” the report said. Ms Halliwell said recommendations from the survey fit into three key areas: addressing gaps in
services, optimising the design and implementation of youth programs and stakeholder engagement. Continued on page 8

John McVeigh to take Oakey’s Brekky Club is over as chair of TSBE biggest raffle winner
Former Member for Groom John McVeigh has been announced as the new chairperson of Toowoomba and Surat Basin Enterprise (TSBE) with current Chairman Shane Charles stepping down in October. Mayor Paul Antonio thanked and acknowledged Mr Charles for his contribution to the community after close to 10 years with TSBE,. “TSBE continues to be a powerhouse in advocating for infrastructure and economic growth across the Region,” Mayor Antonio said. “TSBE has been amazing in the way it’s stimulated our economy over the
past 10 years and Shane has been instrumental in getting the organisation to where it is today. “Shane had a number of roles in his time with TSBE and I, along with all of Council, would like to thank him for his service. “While it’s sad to see him leave, it must be said that when one door closes, another opens. We now welcome Prof. Hon. John McVeigh to the role who
will bring a wealth of experience to the role. “As the former Member for Groom, John has worked across all levels of government and is currently the Executive Director for the Institute for Resilient Regions within the University of Southern Queensland. “I’m sure John will be a huge asset to TSBE and look forward to working with him moving forward.”
The Oakey State School Brekky Club is the first recipient of funds from the Bernborough Tavern’s Community Chest raffles with $500 from the initiative going towards purchasing food for the two day a week program at the local primary school.

Grants of between $5000 and $35,000 are available for local community organisations, not-for-profits and local governments to fund local projects that benefit their communities. The Bernborough Tavern with assistance from community member John Webster launched the Community Chest raffles in July with the aim of donating funds to worthy local organisations. As part of the program, money made from the raffle every month goes to a chosen group. Mr Webster said they put the call out to local residents and Tavern patrons to nominate
organisations that would benefit from the program. “We wanted the people who support the raffles to have a say on where the money goes,” he said. “The Brekky Club was a favourite.” Brekky Club coordinator Lesley Hughes said the group is very grateful for the donation. advantage of the club. “We make toast and cut up fruit for the students before school. We are there two days a week,” she said. Mrs Hughes said Brekky Club is operated by a small group of about 12 volunteers with five working in the school canteen each morning. The organisation which is set to benefit from the August raffles is the Jondaryan Rural Fire Brigade.

Third offender still missing
Police are still searching for a third person wanted after a stolen vehicle crashed into a Hamlyn Road property last week, narrowly missing a teenage boy who was in the front room at the time of the incident. A Queensland Police spokesperson said police were tracking a stolen fourwheel drive which was travelling west on 4AK Road in the early hours of Wednesday morning. “Police used a tyre deflation device on the road. The car has continued over the device then failed to take the bend into Hamlyn Road before colliding into the front of a house,” the spokesperson said. “The occupants of the property sustained no injuries.” The spokesperson said the three occupants of the vehicle decamped and fled

Disastrous fire
On Monday morning, August 19, 1946, just over 75 years ago, the residents of Oakey awoke to the smouldering ruins of the once grand double-storey brick Royal Hotel on the corner of Bridge and Campbell Streets. This hotel had risen from the ashes of a previous fire which destroyed the single-storey timber Royal Hotel on Tuesday, January 20, 1925. History repeated. In the latest fire, in the early hours of the morning, the Hotel, which was owned by Mrs. R. Cattanach with George Phister as licensee, was completely destroyed as well as three shops in the complex occupied by McPhie & Co's stock and station agency premises, T. E. Wood's milk bar and R. Davis' hairdressing
saloon. Also the wall of the neighbouring greengrocer’s shop of Henry Steinmuller was badly damaged. It was estimated that £20,000 damage was caused. The fire started about 4.30am and blazed for several hours till a south westerly wind sprang up and blew against the fire which saved the remaining shops in the main block of the town, otherwise the whole street would have been destroyed. The Toowoomba Fire Brigade travelled 19 miles to the fire but their efforts were hampered by the lack of water. Police Sergeant E. Conway communicated with the R.A.A.F. Station at Oakey, whose fire engine

Rotary-wing Aircraft Maintenance School Commanding Officer Lieutenant Colonel Trent Groves was guest speaker at the Oakey RSL Sub-Branch’s Vietnam Veterans’ Memorial Service on Wednesday with the community gathering at the local war memorial to reflect on and honour the sacrifice of servicemen and women. Lt. Col. Groves paid respect to the 521 young Australians who were killed as well as the thousands wounded in the nation’s almost ten year military involvement the Vietnam War. “Words alone cannot repay their sacrifice, but our actions potentially can because it is their sacrifice that enables us to be here today,” he said. “It is days like [Vietnam Veteran’s Day] that we can personally gather and remember them.” Oakey residents and representatives from local groups placed wreaths at the base of the war memorial, the Oakey RSL Sub-Branch president led

Council joins wastewater surveillance program
Friday Night Live
Toowoomba Regional Council will soon be one of the local government areas participating in the Queensland Government’s Wastewater Surveillance Program.
Local youth between the ages of 12 and 18 years are invited to go along to the Oakey Youth Project’s Friday Night Live events on every week from 6.30pm to 9pm at 35-37 York Street. These events feature a range of activities such as ball games, pool, cards and board games, Play Station XBox and music. It is fully supervised with lock-in until 9pm. Bring a filled drink bottle and social distancing applies.
Mayor Paul Antonio said Queensland Health was conducting a statewide program of disease surveillance for SARSCoV-2, the virus that causes COVID-19. “At this point in time there is no suggestion there are any issues within our community however, Queensland Health wants to do everything it can to find out more about this virus and we’re happy to provide assistance however possible,” Mayor Antonio said.
“To do this, Council staff will take regular weekly samples so testing can be undertaken. Our staff will then liaise with Queensland Alliance for Environmental Health Sciences at University of Queensland to facilitate the program.” The program is expected to run until at least 30 June 2022. The monitoring of wastewater is a vital tool for monitoring COVID-19 in communities when disease transmission is too

Army Aviation personnel are inviting Darling Downs residents to visit Swartz Barracks this Saturday, August 28 to get a behind the scenes tour of the home of Australian Army Aviation. As well as flying displays and a range of other activities the day offers visitors the chance to ‘get up close and personal’ with current and former military aircraft including the ARH Tiger, MRH90 Taipan and the venerable S-70 Blackhawk and CH-47D Chinook. “It is a chance for visitors to see the different roles we employ at Swartz Barracks – everything from aircraft maintenance and repair to operational support roles through to aircrew roles – as well as take their time looking at the displays,” Army Aviation Base Commandant Colonel Eamon ‘Charlie’ Barton said. “There is also the opportunity to see our special visitor Luke Youlden and his Porsche GT4 and to learn about the special relationship the Base has with the V8 Supercar Championship!” As well as Luke, Shell-V Power Team drivers Anton De Pasquale and Will

(one of whom had been an Army tradesman) Declan crawled through rooves and foundations laying wiring before moving to Rockhampton to be part of an underground cabling crew (that including a retired Army Signaller.) Offered a sponsorship to an undergraduate Electrical Engineering degree at Central Queensland University instead of an apprenticeship, Declan traded hard labour for the classroom but after partially completing his degree a downturn in the industry meant he was laid off. Not to be deterred he worked nights and weekends as a short order cook before being selected by the Army as part of the Long Term Schooling (LTS) scheme. Drawn by the prospect of the world-class leadership and management skills that Army instils in its people and the opportunity to continue working closely with tradespeople (a stable job wouldn’t hurt either) Declan applied to finish his degree through Army LTS before commissioning
as an Officer within Army Aviation. Part way through the training continuum Declan has enjoyed completing courses at the Royal Military College Duntroon where he learnt basic soldier skills such as weapons, navigation, field craft and leadership and at RAAF Base Wagga learning the Defence Aviation Safety Regulations and how soldiers conduct their work within legislative requirements. He will spend the rest of the year undertaking courses to prepare him to lead and manage Aviation Technicians in maintaining the aircraft that provide Army its air reconnaissance, mobility, and troop transport capability. Declan hopes to post to 1st Aviation Regiment in Darwin to work on the Tiger Armed Reconnaissance Helicopter, where he looks forward to troop command and the possibility of spending time on a Landing Helicopter Dock where he might run into his cousin who is a sailor in the Royal Australian Navy.
