The application must nominate a ‘project’ for which funds are being sought, it must establish a need for the project, it must specify who will benefit, it must provide competitive quotes and also nominate a referee to support the project.

Thanks to a grant from the RACQ Foundation, the Felton Hall Association is the proud new owner of a Rover RZ 46” ride on mower, the Hall’s lawn now looking better than ever before.

Mr Whan said the mower has had a good workout already. He is very impressed with its speed, as the job of mowing the hall’s grounds which used to take him hours can now be completed in less than one hour.

Federal Member for Groom Garth Hamilton has written to all Toowoomba Region high schools to encourage year 10/11/12 students to enter the Commonwealth Parliament’s “My First Speech” competition. Students are given the task of presenting their political views in a 90-seconds speech to be delivered to Parliament.

The competition encourages students to imagine themselves as newly elected members of the House of Representatives. Their task is to record themselves presenting the 90-seconds long speech on issues they are passionate about.

This term the students at Cambooya State School have been focusing on being kind to one another. During the beginning of the term staff have been on the lookout for random acts of kindness and providing ‘kindness gotchas’ to students.

Three lucky winners will be chosen to travel to Parliament House in Canberra with their guardian to present their speech.

At the end of week 5, all students with five or more ‘kindness gotchas’ attended a kindness café. On parade in week 6 all of these students received a kindness certificate. Keep up the random acts of kindness Cambooya and well done!

Cr O’Hara Sullivan said councillors were looking for more ways to engage with all residents throughout the Region.

Cr Carol Taylor cannot see meetings taking place in council chambers such as at Greenmount, where she says the air conditioning does not work.

“Having meetings in the smaller communities would provide an opportunity for school groups and residents to interact with us more and it would allow for individuals in those areas to give delegations to Council.”

Answering a question from Cr Nancy Sommerfield about the logistics of holding the meetings across the region, CEO Brian Pidgeon said in some places connectivity is fine while in other places Council will need to investigate to see if it is possible to do so.

Cr Tim McMahon suggested it would be a good idea to host special meetings of council in regional towns when a development application pertaining to the local area is the topic of the meeting. Mayor Paul Antonio, who was Deputy Mayor during the previous regional meetings, said he did not think the meetings held at the smaller towns were any success at all. He said he had hoped to host more town meetings this term, which began in early 2020, but COVID-19 made it impossible to do so.

Cr Megan O’Hara Sullivan proposed a motion at the Ordinary Meeting of Council last week that a meeting be held once a quarter in regional townships on a rotational basis, with residents encouraged to make deputations at the meeting and to have the opportunity to talk with councillors informally.

“We all get feedback about not being accessible enough so we need to look at ways we can change this as we genuinely want to hear from each community member in the Toowoomba Region,” Cr O’Hara Sullivan said.

Cr Carol Taylor was critical of the original proposal, believing the best way to know what is happening in the region is to talk to people at events, having “ordinary conversations with ordinary people.” She said the only people who will attend are those strongly against or for an issue.

Toowoomba Region Council (TRC) is looking into ways of better connecting with residents outside Toowoomba City by holding meetings in regional towns.

An alternate motion proposed by Cr Geoff McDonald, seconded by Cr Bill Cahill, will see a report outline a variety of options and officer recommendations for additional engagement of councillors into regional communities, to be presented in October. This motion passed unanimously. Although the towns were the meetings could be held were not specifically mentioned, the eight areas that amalgamated to form the Toowoomba Region were Toowoomba, Cambooya (Greenmount), Clifton, Pittsworth, Jondaryan Shire (Oakey), Millmerran, Rosalie (Goombungee) and Crows Nest. Council meeting chambers still exist in each centre.

In her motion, Cr O’Hara Sullivan noted that this idea was trialled after amalgamation but she believed it was very costly due to the number of staff having to travel to the regions in order to speak to their items. With modern video conference technology, the cost and time would be greatly reduced.

Cr Sommerfield said general town hall meetings turn into “yell-at-us fests” and she preferred a more structured approach.

Putting ‘Region’ into Toowoomba Region

As preparations for the Vale View Fete continue, this Garbage to Garments Fashion Parade sign is being painted. I have recently attended the National Homelessness Conference in Canberra. The message is that the housing crisis cannot be solved by simply throwing more money at it. This is a nationwide problem, and it will require all levels of government working together to solve it.

The number one issue people have been raising with me as I travel around our region is housing. Whether it is housing affordability or housing availability, there isn’t a corner of Groom that is not affected by the crisis. Young people are struggling to save a deposit, rental property vacancy rates are at all-time lows, and empty nesters have very limited options for downsizing. Sadly, the crisis is also driving up the incidence of homelessness in Groom, especially amongst women aged 55 and above. When access to safe and secure housing is unavailable, it can impact a person’s health, employment, and relationships.

“We would like to especially thank the people who donated money to them. We very much appreciate this help,” she said.

Cambooya teenagers Kyrna and Tomas Crump will be able to compete at the Australian Cross Country Championships in Adelaide thanks to those who bought raffle tickets and donated to their cause. Rural debt has increased by $3.34 billion, or 13.89 per cent, on the Eastern Darling Downs region according to the 2021 Queensland Rural Debt Survey. Over the same period, total rural debt in Queensland has risen to $24.06 billion, an increase of 25.97 per cent. At the same time, the quality of that rural debt has remained strong with almost 95 per cent rated viable or long term viable, despite challenging times for rural businesses.

“Debt funding remains the principal source of capital for Queensland primary producers including for working capital, infrastructure, property, and other investment purposes,” Mr Furner“Debtsaid.in the beef industry accounts for the largest proportion of rural debt across Queensland, growing by more than $3 billion and accounting for around 60 per cent of the increase in total debt.

Rural debt is defined as the total indebtedness of all farmers and rural enterprises throughout Queensland, where the servicing of the rural debt relies primarily on rural generated income.Minister for Agricultural Industry Development and Fisheries, Mark Furner said the average debt per borrower rose by 32.67 per cent to $1.39 million.

The Western Downs and Central Highlands region represented the largest portion, just over 35 per cent, of total rural debt in Queensland totalling $8.51 billion. Toowoomba Regional Council has installed warning signs at Wyreema on either side of the bridge on Umbiram Road over the railway in an effort to improve safety. The LED Vehicle Activated Warning Signs light up with the words SLOW DOWN when vehicles approach. A report made to Council noted there is poor visibility when approaching the bridge. Conventional improvement measures such as realignment or traffic signals would be problematic and cost prohibitive, however, the newly installed signs have proved to be a cost effective alternate to improve the safety of this intersection,” the report said.

The ‘Digital Strategy 2022 – 2027’, released earlier this year, outlines the steps the Health Service will take over the next five years to become better connected and improve the digital capability of the organisation.

The program was developed by QUT chemist and postdoctoral research fellow Dr Michael Pfrunder and his wife, Caitlin Pfrunder, who is a primary school teacher at Brisbane’s Jindalee State School.

“I was already thinking about developing a program like this prior to the pandemic, but then during COVID schools got so used to using Teams that we decided to leverage that momentum in classroom technology,” he said. “It’s enabled us to reach schools in regional and remote areas where we couldn’t normally go.” Ms Stenzel said the students especially loved taking the QUT staff off on their learning journey and having hypotheses of their own tested, and concepts reaffirmed.

Based on their learning from the Zoomed-In-Science program, students experimented for themselves.

Science is as hands-on as a virtual experience can be. We loved the face-to-face interaction, and that all of our students’ ideas were celebrated.

Greenmount’s combined Year 3 to 6 class took part in Zoomed-In-Science in July with their teacher Kelly Stenzel.

Greenmount State School is one of fifteen schools in Queensland that is taking part in Queensland University of Technology’s (QUT) Zoomed-In-Science” virtual outreach program.

The program is an initiative of QUT’s Centre for Materials Science and involves a team of PhD students, lecturers and postgraduate researchers. They stream live to classrooms while they film each other doing experiments, presenting curriculum-relevant science, and answering questions from the young audience.

“For rural communities this program provides access to fabulous lab facilities, and knowledgeable staff who are in tune with students and who demonstrate a real keenness to engage all students in all things science.

“Virtually visiting the scientists in their amazing lab was a real experience for our students, and we enjoyed watching our students really light up with connection and ‘new idea’ moments.”DrPfrunder said Zoomed-In-Science was delivered live via iPads, smart phones and the Teams virtual meeting app used by Queensland state schools.

“Our classroom limitations, including not having access to a lab, has meant in the past that many of these experiments and ideas have only been discussed or watched on video,” she said. “Being involved in the magic of science unfolding was exciting for every member of our classroom – to say our students loved it was an understatement.

“We feel very privileged to have been involved in the program and can’t wait to see what QUT does next.”

BOOK WEEK 2022 It is Book Week time again and this year to celebrate the love of books and reading, Bunker’s Hill State School held a dress up day and a Book Fair. Wattles finished the regular season strongly against the Warwick Cowboys securing a ninth consecutive TRL A grade success edging out the Cowboys 22 to 14 to win the prestigious Basil Nolan Memorial Shield for the first time. The award was introduced in 2019 in memory of former Cowboys player and community identity Basil Nolan Jr who died in a farm accident in November 2018.

Wattles will feel the full force of finals football on Sunday when they meet the Highfields Eagles at Clifton.

RESERVE GRADE Wattles are over the line as TRL Reserve Grade Minor Premiers after a hard fought 24-18 win over Warwick, earning the side a break for the initial weekend of finals.

Wattles’ Travis Burns rated the Saturday night success among the more favoured in his coaching tenure, given his line-up was missing some key faces with injury, including himself, backrower Ryan Duggan and playmaker Matt Duggan.

Burns is looking forward to his Wattles line-up assuming full strength to match up against the Eagles, with his return along with the Duggan brothers and star forward enforcers Mitch Koina and Jordan Crocker.

Wattles finished the competition rounds with sixteen wins and a single loss, that being to Highfields in Round 4.
