Bulk Water Supply water restrictions ease
Users connected to the Toowoomba Bulk Water Supply have moved from medium to low level water restrictions. Areas connected to the Toowoomba Bulk Water Supply include Hodgson Vale, Mount Rascal, Preston, Top Camp, Westbrook and Wyreema. As a result of the February rain event which filled the three dams in the Toowoomba Region, Water and Waste Committee Chair Cr Rebecca Vonhoff said Council had made the decision to ease water restrictions. “This is great news for our residents who have been incredibly committed to water restrictions for years,” she said. “Water is our most precious resource and we couldn’t have asked for more from our community who have conserved every drop. “With all of our dams reaching capacity last month, it’s time to relax the water restrictions from medium to low.” Cr Vonhoff said users connected to the Toowoomba Bulk Water Supply will move from 175 litres, per person, per day up to 200 litres. “In addition to this, there are further relaxations on when you can use water for other purposes, such as watering gardens, vehicles and general cleaning.” Cambooya and Vale View remain at high level water restrictions (150 litres, per person, per day) while Greenmount and Nobby have medium level water restrictions (175 litres per person, per day).

Pump station upgraded
The Creek Street Sewage Pump Station in Cambooya has been upgraded by Toowoomba Regional Council and approximately 1.2km of rising main replaced. A report presented to the March Ordinary Meeting of Council said the upgrades will improve the capacity of the network and enable the conversion of the existing Common Effluent Drainage (CED) scheme to a conventional sewage collection system, the benefits of which have already been realised with the recent extreme rainfall events.

TRC looking to improve flood-prone road
As part of a wider proposal, Toowoomba Regional Council (TRC) is seeking funding to upgrade the culvert capacity for Westbrook Wyreema Road at Westbrook Creek. The upgrade is one of over twenty proposed projects and initiatives TRC will submit to the Australian and Queensland governments for Betterment funding consideration, as decided during the March Ordinary Meeting of Council. Betterment funding allows local governments to rebuild public assets to a more resilient standard to help withstand the impacts of future natural disasters. This creek crossing often floods after heavy rainfall, forcing motorists to take a longer route, or to dangerously try to cross the flooded causeway. Although the list of proposed projects and initiatives is extensive, it is not exhaustive. During the meeting, Cr Carol Taylor mentioned how Cambooya had recently been isolated three times in one week. At the peak of the flooding at the end of February, 130 roads across the Toowoomba Region with either closed or impacted by damage or flood waters.

Following the announcement of $25 million in funding for the Toowoomba Railway Parklands project, some details have been announced about how it will progress. Toowoomba Region Mayor Paul Antonio said Council is looking at a 4-5 year timeframe for the initial passive park with site investigations to commence in the 2022/23 year. “Before we can begin work we’ll need to undertake preconstruction studies such as contaminated land, hydraulic (creek), environmental, heritage (including Indigenous heritage) and traffic that will inform the final design. “Once we have this information we would then begin site decontamination works and community engagement as we progress towards the construction phase,” he said. Cr Megan O’Hara Sullivan said Council’s vision is for an urban village, including high quality parklands, mixed-use development, inner city living and opportunities for recreation activities and venues.

TRC partners with Land for Wildlife
Toowoomba Regional Council (TRC) has partnered with Land for Wildlife South East Queensland to relaunch the local Land for Wildlife (LFW) program.
TRC Parks and Recreation Services portfolio leader Cr Tim McMahon said the collaboration was welcome news to residents who previously enjoyed the benefits of the membership. “Previous Land for Wildlife members have voiced the need for the program to be reinstated, so we’re pleased to step in and manage it from now,” Cr McMahon said. “TRC is joining LFWSEQ as an affiliate council, so we will be funding and overseeing the local LFW program with an external provider engaged to conduct property assessments, site visits and workshops. “The local LFW program was most recently managed by Southern Queensland Landscapes, but it has been some years since landowners could receive private property protection support through the Land for Wildlife program. Cr McMahon said Land for Wildlife is a voluntary program that provides one-on-one support to landholders to help them responsibly manage wildlife habitats on private properties. “By becoming a member, landholders can learn about

native plants, animals and ecosystems and receive advice on managing weeds and pest animals effectively,” he said. “Everyone has a role to play in caring for our land and protecting its future. “It’s completely free to become a member, so I encourage everyone who meets the eligibility requirements to consider taking part. “ Previous LFW members can re-enrol by completing a quick and easy online registration form. Memberships will not be extended to new participants until July 1; however, landholders can express their interest in joining the program via the website. Tax changes for farmers
Concessional tax treatment will be applied to primary producers who generate revenue from the sale of Australian Carbon Credit Units (ACCUs) and biodiversity certificates. The change aims to encourage carbon abatement activities and help Australia deliver on its net zero emissions target by 2050. These changes will provide farmers with an estimated $100 million benefit through the tax system over the forward estimates. Farmers will treat revenue from the sale of ACCUs as primary production income, providing access to income tax averaging arrangements and the Farm Management Deposit scheme. Revenue from ACCUs will be recognised in the year of sale to support cash flow. The treatment of biodiversity certificates will be aligned with the new tax regime for ACCUs. Queensland Farmers’ Federation (QFF) has welcomed the changes, CEO Jo Sheppard saying the changes will clarify current confusion and alleviate financial concerns for farmers participating in carbon and bio-diversity initiatives in regard to managing their tax arrangements.

New directors for Health Board
Two new directors have been appointed to the Darling Downs Hospital and Health Board in the 2022 appointment round. Stephen Harrop and Terry Kehoe will join the board along with three other re-appointed members - Dr Dennis Campbell, Marie Pietsch, and Emeritus Professor Julie Cotter. Dr Harrop brings a background of nursing and education, previously working in the Princess Alexandra Hospital Immunology Division and later becoming a senior lecturer at Griffith University. He currently assists the Darling Downs community through his work as a clinical nurse in the Warwick Hospital Emergency Department. Mr Kehoe will bring more than 47 years of leadership and engineering experience to his new role on the board. His successful career has also seen the management of his own engineering practice for 31 years. Continuing members Michael Horan AM, Cheryl Dalton, Associate Professor Maree Toombs, Patricia Leddington-Hill and Dr Ross Hetherington remain in their roles until 2024. A former Member for Toowoomba South for 21 years in the Queensland Parliament, Mr Horan, who served as the Minister for Health in a Nationals Government led by Rob Borbidge, will continue as Chair of the Board. During his time as Health Minister, the Surgery on Time System was established, a 10-year Mental Health Plan was introduced and a major capital works program implemented. Minister for Health and Ambulance Services Yvette D’Ath said Dr Harrop and Mr Kehoe would bring a vast range of experience to an already diverse board. “I am pleased to welcome two talented members to our Darling Downs Hospital and Health Board,” Ms D’Ath said. The Darling Downs Hospital and Health Board is responsible under the Hospital and Health Boards Act 2011 for local performance of their health service and the delivery of public health services within the community.

For these workshops participants are required to bring their own digital camera (DSLR, mirrorless or compact camera), as well as a hat and water bottle. SPORTS AND ARCHERY ATTACK Bring your friends along for free sports activities to celebrate Queensland Youth Week. TRC will be running basketball, archery, soccer and more in parks across the Toowoomba Region. Sports sessions will be held on Wednesday, 13 April from 9am to 11am at Clifton Showgrounds and 1pm to 3pm at Westbrook Park. The culvert crossing over the creek is closed to vehicular traffic at the moment as it has been undermined in the recent flood event and there is a steep drop off on one side. This situation is even more dangerous at night time. The alternate route via Carinya Drive and through the top car park is now finished, however with impending wet weather predicted we would ask patrons to refrain from using this road as much as possible until it dries out more. Signage has gone up advising of the new temporary entrance, thanks to the TRC for the ongoing help and works. The final Friday night function on the 1st of April has been cancelled. We will return with our Friday night functions again in early October. Private functions or meetings etc. that patrons may want to use the HCSC club for will be allowed. The new temporary existing entry through the top carpark via Carinya Drive is completed, however we would ask that during wet weather patrons try to avoid using this roadway. Mark Cant has been appointed as our new booking officer please contact Mark if you want to make a booking etc. The mobile contact is 0431 014 618 for further details and future bookings. Any future bookings after the 1st of April will still be subject to Covid restrictions and road access conditions and may have to be cancelled at short notice if access conditions or government Covid rules require this. The tennis courts are able to be hired but access will be by walking in only down the existing driveway at Maydean Place and during the daytime only or driving in via the new temporary Carinya Drive entry. Super work swimmers! NETBALL, SOCCER Paige, Riley and Toby tried their hand at netball and soccer for the Central Downs trials and congratulations to Riley on making selection for netball. The competition for team selection was fierce and we are so proud of the way our students played and conducted themselves. Cambooya State School SAY NO TO BULLYING National Day of Action against Bullying and Violence was celebrated recently at Cambooya State School. This year Cambooya State School held a special parade to discuss how everyone has a role to play in bullying prevention and to highlight how to take action and empower the students to be part of the solution. Part of the celebrations included creating a Kindness Tree (pictured below). Each of the students in the school had to create a heart to be placed onto the tree. Each heart had words of kindness, a kind deed that they had received from others or given to others or something they were thankful for, printed or drawn onto them. Each of these hearts then formed the branches of the tree. The tree was unveiled at the special parade on Friday. Bullying - NO WAY!
