THE new Shepparton Law Courts Precinct is still on track for completion in late 2017, with contractors recently completing underground sewerage works, the piling and anchoring to retain the building. The community can expect to say goodbye to the large 1,000 tonne drill rig that has been on the site for the last few weeks, with the next stage of the project set to begin in the coming weeks where the basement concrete slab will be poured, creating the foundations for the five storey building. For public safety, a gantry (one storey structure on the street) will soon be erected on both Wyndham and High Streets to ensure pedestrians are safe from the potential of any falling debris during construction. “Staff will move in to their new work space in late 2017 and court proceedings will commence shortly after. The external forecourt and landscaping is expected to be completed early 2018. At that time locals and visitors will be able to enjoy the outdoors on the site.”

State Government steps in to ensure councillors avoid being stood down THE State Government has made the decision to amend the Local Government Act, which could have seen councillors from up to 13 council areas stood down in relation to the new councillor code of conduct sign off process. The Local Government Investigations and Compliance I nspectorate stated recently that 13 councils, including Greater Shepparton City Council (GSCC), Benalla City Council, were in breach of the new code of conduct requirements and that those councillors, together with individual councillors who did not comply with the requirements, would be disqualified as of September 1. Councils were required to adopt their codes of conduct by July 4, 2016 with

councillors then having one month from the date of adoption to make a written declaration before the council’s CEO stating that they will abide by that code. While GSCC adopted its councillor code of conduct at a special council meeting on June 28, 2016, there is contention around wording used in the code of conduct with GSCC using the term “comply with” rather than “abide by” as required by the act. According to the Local Government Investigations and Compliance Inspectorate, GSCC was required to have requested individual declarations from each councillor as opposed to a collective signing of the code of conduct, which GSCC have stated they believe there was no stipulation that a separate document is required to be

individually signed by each councillor. Greater Shepparton City Council Mayor, Cr Dinny Adem said, “Councils were required to adopt their codes of conduct by July 4, 2016 and we met this requirement. “From our perspective the act does not prescribe that an individual declaration is required by each councillor, however if this is the expectation then we are willing to do so. “We will be seeking official confirmation whether this is something that we need to do.” Benalla City Council Mayor, Cr Justin King said, “I am confident that common sense will prevail and that the State Government will rectify this in a timely manner.”

Eastbank Centre set to showcase local art RIVERLINKS and Shepparton Art Museum (SAM) are excited to announce that community art exhibitions will be re-introduced at the Eastbank Centre later this year. With the Eastbank Centre attracting around 75,000 attendees each year to a wide variety of functions and performing arts events, the exhibitions, which will be located in the downstairs foyer of the centre and open to individual artists as well as community groups, will be an additional drawcard for those visiting. Greater Shepparton City Council Manager Performing Arts and Conventions, Ken Cameron said, “Our aim is to support local artists and to provide them with a public space to display their work. “We also want to make the foyer more attractive and bring people into the venue to enjoy the exhibitions on display.” Exhibitions will need to consist of artworks that can be hung on foyer walls; sculptures or other 3D work will not be suitable as there is limited space for plinths. Exhibitions will remain on display for six weeks. Artists or groups who are interested in showcasing their work should contact Ken Cameron. WITH parliament resuming last week, Member for Northern Victoria Wendy Lovell wasted no time in holding the Andrews Labor Government to account over the continued decline of performance at GV Health. In the first Victorian Parliament sitting day after the winter break, Ms Lovell called for interim measures to help the hospital cope with increasing demand during the redevelopment, and asked the minister to commit to fast-track the redevelopment to ensure an earlier completion date. “The most recent Victorian Health Service Performance shows that GV Health’s emergency department is the worst-performing in the state – for the third quarter in a row,” Ms Lovell said. “It is clear that our community cannot wait until 2018 for the redevelopment to commence, or the planned 2020 hospital redevelopment completion date, so interim solutions and an earlier completion date are desperately needed.” Ms Lovell said the data revealed that just 49 percent of patients, which is less than one in two, were treated within time in the June 2016 quarter. “This is even more concerning as it is a significant decrease from the figure for the same reporting period just one year ago, where 64 percent of emergency department patients were treated within time,” Ms

Lovell said. Ms Lovell said that the Shepparton hospital performance has deteriorated significantly across a number of other key measures in the past 12 months alone, despite there being a decrease of a staggering 505 less emergency patients treated in the June 2016 quarter as compared to the June 2015 quarter. “Of even greater concern is that even though less patients were treated overall, the number of those treated within time in the June 2016 quarter was 1,354 less than those treated within time in the June 2015 quarter,” Ms Lovell said. “The median time to treatment for all emergency department patients has blown out from 26 minutes in the June 2015 quarter to 38 minutes in the June 2016 quarter. “The proportion of ambulance patient transfers within 40 minutes has decreased from 82.5 percent in the June 2015 quarter to 75 percent in the June 2016 quarter – significantly short of the 90 percent target. “So less patients are being treated overall, and of those treated less are being treated within time. “This is just more proof that GV Health is in crisis right now, and that the Andrews Labor Government must take immediate steps to improve health service delivery for the hospital catchment community.”

THE Dookie Wine Show has grown from the humble beginnings of a simple wine show, to something that is now eagerly anticipated by industry and members of the general public. GOTAFE have been involved with the Dookie Wine Show for the past 12 years, and utilise this event to provide learning outcomes for students who are studying Hospitality, Tourism, Events and Cookery. Each year a theme is developed for the event and eagerly anticipated by those whose attend. Entries open for prestigious local literary prize POETS and story writers are being called upon to put pen to paper, or fingers to the keyboard, and get their entries in for the 2016 Joseph Furphy Commemorative Literary Prize. Poetry entries may be on any subject and in any style and will be judged in two sections. The Youth Section is for entrants up to 18 years of age and carries a prize of $75 for a poem of up to 30 lines. The Open Section carries a prize of $150 for a poem of up to 40 lines. Entries for the Short Story Competition will be judged in three sections. The Junior Section caters for entrants up to 12 years of age and carries a prize of $50 for a story of up to 2,000 words. The Youth Section, for entrants 13 to 18 years of age, carries a prize of $100 for a story of up to 3,000 words. The Open Section carries a prize of $300 for a short story with a maximum word limit of 3,500 words. rocket By David Lee IT was after a friend in Perth had made the decision to sell his 1986 325E BMW Baur that led local resident, Denis Burr to jump on the opportunity and buy it in August last year. The 325E BMW Baur has a lift-off fibreglass hard top roof that can transform the car into a convertible and is fitted with a stroked 2.7 litre version of a M20 engine that was built with economy in mind. Denis said, “I had been over to Perth and driven it before so when my friend

offered it to me, I said yes, I’d have it. I previously had a little old Renault 1750, which was a tiny car that was hard to get in and out of. “There were only 430 of the 325E model of the BMW Baur made in the world. This one is in beautiful condition. It has never been restored, and hasn’t needed to. It’s done 260,000km and is very easy to drive. It has all the comforts of home and is a great sports saloon. “It goes like a rocket.”

Concerns over lack of police presence THE police presence in local communities is being questioned, with Independent Member for Shepparton District, Suzanna Sheed raising concerns over the lack of police resources at community stations in the electorate in parliament recently. Ms Sheed said, “As I travel through my electorate, I am continuously met with constituents who are concerned with the lack of police in their towns. “Recently, I attended the Tatura Police Station, where I was faced with a locked office and a sign, which advised residents to phone ahead, before presenting at the station. “In an emergency situation, the sign

advised residents to call triple zero, or alternatively contact the Shepparton Police Station. “Residents need to be comforted by a high visibility of their local police officers on their streets and throughout the local district, and by knowing they can call on their local officer, at their local station in times of need.” Ms Sheed has called on the Minister for Police, Lisa Neville to publicly identify the number of police allocated to the Tatura station, and the percentage of their working hours that the members dedicated to that community.

Issues addressed during CBD wander continued from front page WITH all nine councillors invited to join the walk, it was only Greater Shepparton City Council Mayor, Cr Dinny Adem and Cr Dennis Patterson who attended to lend an ear to business owners who expressed concern about empty stores, the degradation of the surface of the mall where concrete or paving is in bad shape, the lack of green spaces, the condition of the multi-deck car park and ideas on how opening the mall to traffic could be achieved. Wear Repair owner and Mall Traders Committee member, Wendy Crow attended the walk through, saying that she was happy to be given the opportunity to voice some of her ideas. “I support opening the mall and have, along with Pop Design Studios, created a plan in installing a passive space for entertainment, markets and a children’s playground in the Fraser Street area. These plans were submitted to council during the mall traders meeting recently. “It’s not just about saying yes or no to ideas that are presented though, we actually need to talk about it, discuss the options and come up with a strategy to reach the best outcome for everybody.” Representing Traffik, Shop 221 and Arcade Fashions, Shane Sali said, “The walk provided a good opportunity for us to walk the CBD with the councillors who made time to come along and with people that are involved in the

Maude Street Mall and CBD and to be able to discuss what improvements could be made. “I appreciate that the ratepayers of the city are the stakeholders in the mall. However, it must be recognised that the mall is first and foremost a commercial shopping area and not a park. Decisions must be made now to ensure the long term viability of the businesses that operate in the mall and pay high rents and high rates to be doing so. “Changes have to be made to reinvigorate the mall and make it successful. Without those changes, we will see more shops close and the CBD will deteriorate.” Shepparton Chamber of Commerce and Industry acting president, Carl Hainsworth said, “First up, I have to say that it was disappointing to see the lack of councillors turn up. “I am also very disappointed with the mayor. During the walk he stated that if we didn’t have the Shepparton Marketplace that the mall would be vibrant. “Dennis Patterson is very positive as a councillor and his vision and suggestions were good during the walk. His suggestions on how the mall should be opened were also promising. “The councillors and the mayor haven’t come back to us after our presentation to say what they will do with the $300,000 allocated to revitalising the mall in their budget. We suggested they spend a portion of that to put together plans for the re-opening of the mall. “Our councillors need to do something.”

Cr Adem said, “This was organised to be a casual walk through the mall to highlight some of the glaringly obvious deficiencies and issues faced by traders there and to hear their opinions on what improvements could be made. Some councillors were unable to attend due to short notice and having pre-organised engagements. “While I am fully aware of the issues it’s always good to keep highlighting things. There’s no doubt that the mall needs an upgrade and council is aware of this and is attempting to address those issues in order to revitalise the centre of Shepparton.

“It’s always constructive to get people’s point of view face-to-face and to listen to their views. It tends to have more of an impact. “Opening the mall has been a contentious issue for many years. It comes down to the fact that there needs to be an overwhelming response from shop owners, landowners and the general public as to what is wanted. Whether that is done through petitions or public expressions of people’s desires. “While this is happening to a degree, it is not enough of a degree to get the support of councillors moving forward with that at this stage.”

FReeZA is a Victorian Government program that supports young Victorians to get involved in community life by planning and running drug, smoke and alcohol free music and cultural events for other young people. The Labor Government will partner with the Algabonyah Community Cabinet and work alongside local businesses to support Aboriginal jobseekers to transition from education and training into work, providing work preparation and personal support. The program is a direct result of community led actions and the hard work of Algabonyah members to build a strong, evidence-based approach to economic development that has the buy in of both the community and industry and will encourage local employers to set a target of at least two percent employment of Aboriginal people in the private sector. Minister for Industry and Employment, Wade Noonan said, “Getting people back to work is about giving them dignity and the opportunity to make a contribution to their community and support their families. “We recognise that good outcomes for Aboriginal Victorians will come through community led actions and working in partnerships with local organisations such as the Rumbalara Netball and Football Club.” “I congratulate all those who have been involved in putting this fantastic project together and wish the Algabonyah Community Cabinet members all the best in delivering these jobs.”

Businesses urged to step up to the challenge HAVE you and your work colleagues got a competitive streak? Well, why not step up and take on the 2016 Corporate Pedometer Challenge where you can get fit, at the same time as raising funds for local organisations and best of all, try to be the local business that comes out on top. In a unique partnership, Greater Shepparton City Council, Shepparton Villages and GV Health have joined forces to run the Corporate Pedometer Challenge during the months of October and November, and are now throwing the challenge to other local employers to get involved. Participants will have the opportunity to donate part of their entry fee to Shepparton Villages, The Community Fund Goulburn Valley or GV Health’s Get in bed with GV Health campaign. Individuals or teams of four to six people from any organisation can enter the challenge simply by registering and paying their entry fee of $20 per person online at getmoovingshepparton.com.au/challenge Entry gives each participant a pedometer to measure their steps, and access to the website to clock their progress. There will be weekly prizes for individuals and teams leading the challenge for the most amount of steps clocked. The organisation with the most steps clocked in their name at the end of the challenge will win the Corporate Challenge Cup.

By Nicholise Garner THE Victorian Women’s Football League is inviting women of all ages and skill levels to come and have a kick in an effort to develop women’s football in the region. T h e S h e p p a r t o n B e a r s wo m e n’s football team has a lot to be excited about for the season to come with a newfound confidence and belief in the club’s continuing success. This brand new team has achieved history by being the first female football team in this region to enter the Victorian Women’s Football League and to make the finals in

their debut season. The Shepparton Bears have won eight in a row of their ten games climbing their way quickly into the semi finals. The Shepparton team went into their inaugural year as underdogs with a newly formed group of mostly inexperienced players and no pre-season training. The team of ladies aged between 18 and 53 years have been a surprise package in the league coming within 7 points of the more experienced and undefeated ladder leaders; Melton Central. The Shepparton Bears have made the Goulburn Valley proud playing

skillfully and tenaciously in a standard expected of a seasoned team of players. Shepparton Bears player and eldest team member, Jannette Garner said, “We are a very close knit group of girls, sticking together and supporting each other on and off the field. Our team spirit is a primary part of our success.” There will be a ‘come and try’ for new or interested women and girls of all ages and skill levels. Come and meet women’s AFL players, Lauren Arnell and Nicole Callinan on Sunday, October 23 from 10am to 12pm at Victoria Park Lake.

Contract awarded for sporting precinct D U R I N G t h i s m o n t h’s c o u n c i l meeting, the tender submit ted by Crow Construction Pty Ltd for the construction of the recreational facility at the Greater Shepparton Regional Sports Precinct was approved. T h e n e x t p h a s e of t h e $ 21 M sporting precinct upgrade project is the construction of the recreational facility located on the West side of the main soccer field at the sports precinct. The pavilion will be a multi-use building that will service the needs of the soccer community but will also be used by other sports and for major events. The space will include two large change rooms, two smaller change rooms, an open space communit y multipurpose area, an office/meeting room, officials/umpire change facility, first aid room, storage space, commercial kitchen and bar area, public toilets, covered players race, undercover seating at front of building for 500, outside undercover viewing deck area, venue car parking, accessible parking and access pathways.

Finals’ venues selected but night final put on hold WHILE the GVFL executive confirmed the 2016 finals’ venues last week, a night final has been put on hold until 2017. Mansfield, Kyabram and Echuca will host the qualifying and elimination finals on the first weekend of finals with Seymour and Tatura hosting the semi finals on September 10 and 11. Deakin Reserve will once again host the preliminary and grand finals on Sunday, September 18 and 25 respectively. GOTAFE GVFL chairman, David Roff said, “The allocation of finals’ venues can be somewhat of a tricky task taking into account neutral venues, balancing football and netball needs, minimising travel for competing teams and their supporters as well as the likelihood of a club hosting and playing on the same day, potentially at different venues. “It is with all this in mind we considered a number of permutations and have settled on this year’s line up. “Whilst the venues and dates have been determined the specific game match ups will be finalised following the completion of the last home and away games.” “The board has also seriously considered a night final for the first weekend and after

consulting with clubs we feel that there is not enough support across all clubs to go that way at the moment. “However, it is something that we are very keen to pursue in the future and we will continue to work with clubs to alleviate concerns and I expect we will be in a better position for a night final next season. “The board is also pleased to announce that the senior preliminary final and the U18, reserves and seniors grand finals will all be livestreamed via the GVFL website. “The interest in livestreaming games has grown significantly this season and whilst we have received positive feedback, the board will not be expanding its online coverage above what was delivered in last year’s finals. “During the off-season we will continue to investigate opportunities in livestreaming along with other ways of increasing the reach of our league. “Wes Cusworth has also been confirmed as the master of ceremonies for the Morrison/Wellman Medal Night and this will be a great value add to his excellent work as MC on grand final day.”
