Aussie made and loving it By Steve Hutcheson AROUND this time last year, Australia was knee deep in pandemonium caused by the pandemic. Essential supplies, such as face masks were predominantly being manufactured overseas and every country in the world was scrambling to secure their own supplies creating a near worldwide shortage.

Study highlights need to rethink bushfire prevention policies

A N EW study, recently published in Nature.com found landscape spatial patterns and fire weather drove the severity of the 2019-20 Black Summer bushfires, not past timber harvesting, and has been welcomed by the professional association representi ng some 1,000 scientific and professional forest la nd m a nagers i n Australia. T he I nstit ute of Foresters of Australia and Australian Forest Growers president, Bob Gordon, said the study, which identified that ‘The severity and extent of the Australia 2019–20 Eucalyptus forest fires are not the legacy of forest management’, highlights the need for new ways of thinking about how Australia manages the risk of bushfires. “There’s no doubt Australia has a wicked bushfire problem. There is no quick fix to this problem, however active and adaptive forest management, across all land tenures is paramount to ensuring our
forests are resilient to fire in the future,” Mr Gordon said. “Active and adaptive land management across all land tenures, long-term thinking and the use of a range of techniques informed by the latest science and longheld cultural knowledge f r o m Tr a d i t i o n a l O w n e r s i s w h a t ’s needed to make sure we can mitigate devastation such as that seen in 2019-20. “We also need to Bob Gordon establish new shared governance models and an approach to policy that brings together government agencies with Indigenous Australians and stakeholders from the private sector and civil society across all tenures. “Through these strategies, we can conserve forests for a broader range of values, and proactively manage current pressures and increasing threats from climate change and the interrelated impacts of bushfires and invasive species.

Support to be offered to Barmah residents left in the cold LAST month, the Department of Environment, Land, Water and Planning put a hold on people collecting firewood from the Barmah Forest. The local Member for Shepparton District, Suzanna Sheed, met with Minister for Energy, Environment and Climate Change, Lily D’Ambrosia, and Department of Environment, Land, Water and Planning staff to discuss how the Victorian Government could help Barmah residents transition to an alternative fuel source. “I met with the Minister and she has helped secure a team of outreach workers from the Department of Families, Fairness and Housing, Moira Shire and other agencies to ensure the welfare of Barmah residents is prioritised,” she said. “DELWP staff said that the Barmah community would be prioritised for support by outreach staff to not only help residents secure up to $900 in immediate grants but also help them gain
future grants of up to $1,000 for transitioning to an electricity system. “I understand the hardship this firewood ban has imposed on the Barmah community and will be watching closely to ensure the Victorian Government provides these residents with every support necessary from the squad of support workers in the coming months. “In our meeting, we discussed the possibility of permits with the minister, but we were told by DELWP staff that there was no longer suitable firewood available at Barmah Forest to justify the introduction of such a permit. “The minister acknowledged that the transition from free firewood use to an electric system is a huge change for Barmah residents and assured me that their essential needs would be prioritised by the State Government.”

W E DN E SDAY, M ay 26 m a rk s t he opening of the 2021 duck hunting season. The season commences at 8am on the Wednesday and closes 30 minutes after sunset on Monday, June 21 2021. G ou lbu r n- Mu r ray Water (G M W ) is reminding hunters to familiarise themselves with designated hunting areas at the water corporation’s lakes, dams and reservoirs. The bag limit is five game ducks per day for the entire season with hunting of the Blue-winged Shoveler prohibited. Changes to the 2021 duck season are in response to the continuing decline in duck abundance and breeding and reduced habitat across eastern Australia. GMW storages where duck hunting is permitted include Cairn Curran Reservoir, Lake Hume, Tullaroop Reservoir, Lake Eppalock, Laanecoorie Reservoir, Greens Lake, Lake Eildon, Lake Buffalo, Waranga Basin, Lake Charm, Kangaroo Lake and Racecourse Lake, Lake Nillahcootie, and
Lake Nagambie. Haven for families LOCATED in Mooroopna, The Family Haven is a safe space for parents, carers and their children. It is an invaluable resource within our community, open to all families within the Greater Shepparton region at no cost with no need to formally enrol. Located in the same premises as the Mooroopna Anglican Church at 15-17 Young Street, Mooroopna (the old SPC canteen), doors are open Tuesday to Thursday from 9.30am - 3pm with lunch and afternoon tea provided. Children and parents/carers have a chance to relax, engage with staff and volunteers, share a meal and connect socially with other parents to strengthen community and social bonds. The focus is on play, fun and friendship. Playgroup is a brilliant way to socialise with other families and allow your children to play and engage with their peers. Local Tamara Cox attends playgroup at the Family Haven regularly with her twin sons, Logan and Xavier. “This is such a lovely place where we get to come and
play, enjoy the company of other parents and children and explore. The volunteers are brilliant and I get the chance to have a little break while I’m here, the boys have so many toys to play with, they have so much fun,” said Tamara. Courtney Wilson, Family Haven co-ordinator, is also trained in early childhood education and has the ability to work with you and identify issues you may be worried about in regard to your children. At Family Haven you have support in finding resources to help with fine and gross motor skills for example. At times, families also get help with referrals in areas such as mental health, domestic violence and their child’s development. Quality second-hand goods for families in need are available and they also offer transport and are able to pick families and children up and drop them home. GREATER Shepparton City Council invites the local visitor economy industry to take part in a series of workshops to discover the new set of Customer Profiles specifically designed and focused on the Greater Shepparton region. Council, along with the local tourism industry, partnered with Customer Frame, an independent customer strategy team to create new Customer Profiles and to develop a collective and harmonised view of those visiting the region. The set of profiles allow for some clarity and understanding of the region’s tourism customers. Founder of Customer Frame Peter Turner said they have gone beyond the traditional demographics for these profiles. “We’ve delved right down into who Greater Shepparton’s customers truly are – from their interests and motivators to what makes them tick and what ticks them off,” Mr Turner said. “We’ll help you bring these profiles to life through an engaging, educational and exciting program, designed to help you identify which profiles best match your business and how to use them for the greatest impact.” The Customer Profile workshops include three webinars and three online live workshops which are free to join by emailing events@shepparton.vic.gov.au. By Steve Hutcheson R EC E N T initiatives by the Federal Government and industry bodies are
looking to solve Australia's need for skilled labour by freeing up some of our restrictions with immigration, most notably, global travel restrictions that have been imposed by the pandemic. At odds with this however is the changes to our technical and professional levels of training for our own citizens. When we draw skilled migrants from other countries, we are in no uncertain terms, strip mining their talent for our benefit and to their detriment. Often, their need far exceeds our own to retain skilled workers, particularly in areas such as health, engineering and education. Australia currently spends more than $3B a year on providing development assistance to any number of countries around the world. The global input to foreign aid amounts to $150B per year. If we are to see a reduction in this amount at any time in the future, it is going to be achieved by these dependent countries becoming self-sufficient and not simply by providing welfare to the most impoverished ad infinitum. To do that, they need to retain their own cohort of trained individuals who are well compensated and secure and to enable their industries to achieve some global standing. At odds with ou r cu rrent skilled migration, very often those qualifications are not being recognised sufficiently by employers such that many migrants find they are working in areas that are not commensurate with their skill, engineers driving cabs, doctors waiting on tables. Recent changes to ou r u niversit y enrolments have seen the great influx of foreig n st udent s d i m i n i sh w it h corresponding greater pressure being put on these institutions due to the loss of revenue. Currently, Australia has some 800,000 p e ople s e ek i ng employ ment , m a ny unskilled or as many people again not in full employment. We don't actually need more people, just to have those people skilled. Areas such as information technology have up to 200,000 positions that could be taken up as we expand more and more into new online industries. If we are to bring manufacturing jobs back to Australia and increase our range of Australian made products, we have a need to expand and develop on our local technical and skill capabilities and rely less upon importing those skills from overseas. M a k i ng it easier for Aust ra l ia ns to increase their technical skills will undoubtedly take time however it offers a great source of unrealised potential and one we should foster.

Show your support for Cystic Fibrosis THE Shepparton Farmers’ and Specialty is back after a successful first market day on Anzac weekend. The next market will be on Saturday May 22 from 8:30am until 2:00pm at the Shepparton Show Grounds, entry is a gold coin donation and there is limited onsite parking for $2 per vehicle. At the market a small Cystic Fibrosis fundraising group will be present. The group started several years ago when about 10 members of an extended family took part in in the ‘64km for Cystic Fibrosis Walk’ in Melbourne. They call themselves the CF Spartans, (Team Benning), in honour of family members Jacko and Kira Benning who have Cystic Fibrosis. In the past the group have raised much needed funds for research and clinical
improvements by asking friends and families for sponsorship with ‘The Walk’, running stalls, raffles and a hugely successful High Tea. On Saturday, there will be a seafood raffle where you can win $200 worth of seafood from the Fresh and Cooked Tasmanian Gourmet Seafood Food Truck. Tickets are $2 each or three for $5. Fresh seafood from Tasmania will also be at the market on Saturday for sale. Fines for businesses flouting QR code requirements MOST businesses have been very good in helping the government manage and control the effects of the pandemic in registering people who visit their premises. But not all it seems. Victorian businesses found intentionally flouting the Chief Health Officer’s rules – such as the requirement to use QR Code systems – will be slapped with a new $1,652 on-the-spot fine. Venues and facilities are required to maintain an electronic record-keeping system for all visitors – which is critical for ensuring quick contact tracing in the event of a new coronavirus case, as we have seen this week. Enforcement checks over the past week alone continue to show a worrying trend of complacency, with 37 percent of businesses visited flagged as non-compliant with QR Code check-in rules. T he new on-the-spot fine allows Authorised Officers to issue an immediate
penalty which will deter businesses from intentionally ignoring Chief Health Officer rules and putting Victoria’s hard-won gains at risk. Authorised officers will be out and about throughout May and June, targeting compliance with record-keeping and QR code requirements. Businesses not doing the right thing will be issued with the $1,652 fine, along with an Improvement Notice which triggers a follow up visit. Where there are repeated breaches, a further $9,913 fine can be issued and businesses may be prosecuted in court for continued, blatant or wilful non-compliance with the rules. More than 91,000 Victorian organisations have signed up for the free Victorian Government QR Code Service across 125,000 different locations – with more than 21.5 million check-ins – an average of 280,000 a day.

SET in Mooroopna, ‘Mooroopna Education & Activity Centre’ (MEAC) delivers a wide variety of programs and services to the Goulburn Valley community. To c o m m e m o r a t e N a t i o n a l Reconciliation Week, MEAC is showcasing a range of impressive Indigenous artwork by local Indigenous artists Greg James, Holly McLennan-Brown and Tom Day until the June 10. National Reconciliation Week, which runs from May 27 to the June 3, each year, is a time for all Australians to learn about our shared histories, cultures, and achievements, and to explore how each of us can contribute to achieving reconciliation in Australia. The exhibition features a range of acrylic canvasses, woods, fabric and ceramics. All three artists take inspiration from their cultural heritage, drawing upon dreaming and creation stories as well as their connection to country. In doing so, they seek to increase understanding of Indigenous culture through their art. While he leaves himself open to all techniques, Tom Day is a master at the very Victorian hatching technique which requires the steadiest of hands and sharpest of eyes to execute. “T his ver y ‘geomet ric’ t y pe of Aboriginal art, as my works on display here encompass, is Victorian-centric” said Mr Day. “The line work, hatching and sharp lines are traditional to Victoria and I love to blend this technique with colour palettes

inspired by art greats such as Rembrandt. “I come from a family where art is so important, and rely on dreamstate to tell my stories through my pieces while aiming to keep it aesthetically pleasing.” Mr Day has been commissioned by the Victorian Parliament to create a piece to be displayed in Parliament House. Greg James has a building background, and one of his beautiful pieces on display has been inspired by his work in that field. “Draw i ng f rom when we were building an aged care facility and I was site supervisor inspired this art. There were so many different cultures working together. This piece represents laying the foundations of the building, the building blocks if you will, and Aboriginal and nonAboriginal people working together,” said Mr James. In regards to his other pieces, “Journey to Country is inspired by my journey to other states and communities throughout Australia, and this other piece here is my family tree and the connections to other families.” Holly McL ennan-Brow n's work is delicate, feminine and inspirational. She uses art to nurture her spirit and connection to culture. Investing support for local manufacture By Suzanna Sheed SHEPPARTON is home to any number of small Australia made manufacturers, often working in industries we might never notice. In looking towards Australia Made Week, local Member for Shepparton District, Suzanna Sheed, took some time out to call in on Frontline Trays and Trailers, a relatively new manufacturer in Mitchell Street, Shepparton. “The Goulburn Valley is the heartland of manufacturing in Northern Victoria,” said Ms Sheed. “ We p r o du c e p r o du c t s t h at a r e internationally renowned and of the highest quality. “Just look at our clean and green manufacturers such as SPC, Bega, Furphy’s,

GLOBAL travel restrictions and the prolonged closure of international boarders are said to be a few of the key factors driving the continued rising interest in and support of Australianmade goods. With new consumer research, a recent report, by Roy Morgan showing that the consumer preference for Australian Made products continued to rise throughout the course of 2020, with a total increase of six percent growth show against the year prior, and 93 percent of Australians, now stating they are inclined to buy Australian made products. Roy Morgan Chief Executive Officer, Michele Levine, noted Australian-made goods have seen huge growth in terms of domestic support. “A large majority of (93 percent) of Australians say they are more likely to buy a product that is made in Australia. While less than one percent say they are less likely to buy a product that is made in Australia,” she said. The preference for Australian Made goods is very high across all age groups, however it is the 96 percent of Baby Boomers and 94 percent of Generation X, who are most likely to prefer Australian made products over other generations. Australian Made Chief Executive, Ben Lazzaro, said Roy Morgan’s latest research comes as no surprise, with more and more Australians looking to the green and gold
Australian made logo, to ensure they are purchasing quality, Australian made products. “Australia’s over-reliance on imported products has been highlighted during the COVID-19 pandemic. “This research shows Australians are placing priority on onshore manufacturing and job creation, along with a renewed appetite to address the imbalance between locally made and imported products to ensure Australia’s long-term prosperity. “W hen you buy Australian Made, Australian Grown products, you know what you are getting - products made to the highest of manufacturing standards and grown in our clean, green environment. At the same time, you are helping to support our manufacturing industry, create Aussie jobs and give back to local communities.” Almost all Australians, 99 percent in fact, are aware of the Australian Made logo, with the vast majority (92 percent) saying they feel confident that the products displaying the logo are made here in Australia. 97% of Australians also associate the iconic kangaroo logo with the support of local jobs and employment opportunities, 95% with safe and high-quality products, 89% with the use of ethical labour and 78% with sustainability. ACCORDING to Roy Morgan Research, if every household across the country, spent an additional $10 a week on purchasing Australian made products, it would generate an extra $5 Billion into the local economy annually; and potentially, the creation of up to 11,000 additional, new jobs. The same research says that 93 percent of Australians prefer buying products made in Australia, and that nine out of ten Aussies believe we should be producing more products locally, following the COVID pandemic. A recent international research project, saw a total of 4,404 participants surveyed across six, uniquely diverse, export markets in an effort to gain insight into the personal impression and subsequent opinion, of the Australian Made ‘brand’. The research piece, conducted by Horizon Consumer Science, was carried out with the help of contributors from Canada, China, France, United Arab Emirates, the United Kingdom as well as the USA. The findings showed that more than two thirds of consumers were easily able to recognise Australia, as the country of origin for products carrying the iconic green and gold Australian Made logo. Of the collective, 97 percent of the international consumers reported a positive first impression of our
national logo, with a further 85 percent of consumers saying they were confident to place trust in the Australian Made brand. Horizon Consumer Science CEO, Ian Cesa, said, “The presence of the Australian Made logo arouses consumers curiosity. In a shopping environment that is well stocked with products from other countries the presence of the Australian Made logo makes Australian brands and products stand out.” Australian Made, chief executive, Ben Lazzaro, further stated that the new research findings were very encouraging as the Australian Made logo has provided an effective way for shoppers around the world to identify genuine Australian products for more than 34 years.

Beyond the orchard: reimagining agribusiness in Australia By Robert Giles, SPC CEO THE Goulburn Valley has a rich history as the food bowl of Australia and is the heartland for manufacturing and agribusiness, it’s where SPC got its start over 100 years ago. Today, we’re focused on making Australian-made products but bringing them to the global stage. Last year highlighted Australian consumers are voting with their feet and buying Australian grown and that demand is only continuing to grow. Our sector has the opportunity to continue to be a key driver when it comes to Australia’s post-covid economic recovery, by collaborating to create new products that will appeal to customers locally and globally. Australia’s food and agriculture sector is the envy of the world and we need to ensure it keeps going from strength to strength. After all food supplies one in three Australian manufacturing jobs and value-added food exports have grown from an $18B industry to $28B since 2013. At SPC, we are taking full advantage of this opportunity to bring more high quality and value-added products from Australia to the world. We are making great strides towards our vision by bringing in a team of people with the expertise and the passion to help us achieve our goals. We’ve recently made several new appointments in our senior leadership team, including our new chief operations officer, Matt McMichael, and chief commercial officer, Bree Vidovich, who bring a wealth of international experience in the FMCG space with brands like Heinz, Nestle and Ferrero. We need to keep working and to keep challenging ourselves to redefine what being an agribusiness means. It now needs the Australian public to continue that support, to buy Australian Made to ensure the shortages we experienced last year are lessened the next time a pandemic takes hold. Made in Australia is an ambiguous term however. Many people shop and look for that label to indicate that the money they are spending is going towards local suppliers so the local economy grows, jobs are created here and we all reap the benefits those things bring. But the rules around what gets the “Made in Australia” label allow quite a bit of wiggle room. The sole criterion for making a ‘Made in Australia’ claim is that the good must have undergone its last substantial transformation in Australia. Somethings will always be imported, due to scale and the availability of basic technology or resources, but we are capable people. The challenge we face is to bring many of the jobs that have moved off shore due to cheap labour costs back and reinvigorate ‘Australian Made’. We have become a large exporter of raw materials and perhaps have lost sight of the potential for value adding here through our own manufacturing capabilities. Governments will need to invest more in Australian manufacture if we are not to experience the same pain we felt last year, and the general public will need to look more to buying Australian made in support.

Funding approved for local projects THE Federal Government has approved funding for more than 20 projects in the Nicholls electorate, collectively worth $14.5M as part of its $1.5B Local Road and Community Infrastructure Program. $5,137,182 in funding has so far been allocated for Greater Shepparton City Council. Federal Member for Nicholls, Damian Drum, said getting shovels in the ground on local construction projects as soon as possible was important for maintaining jobs and economic growth in region, particularly as Australia emerges from the COVID-19 pandemic. Included among the approved projects in Nicholls closest to our region include the redevelopment of Vibert Reserve Pavilion in Shepparton and the upgrade of Numurkah playground and skate park. “Every single job we support makes a

home care packages are available to eligible Australians over the age of 65, and to Aboriginal and Torres Strait Islanders over the age of 50. Federal budget a mixed bag of goodies “THIS Budget will continue the rebuild of our economy and create more jobs to ensure we come back stronger than ever,” Mr Drum said. “Australia entered the COVID-19 crisis from a position of economic strength, providing us with the fiscal firepower to support communities across Nicholls when they need it most.” More than 10 million low- and middleincome earners will get an additional tax cut, benefitting almost 60,000 taxpayers in Nicholls who will receive up to $1080 for individuals or $2160 for couples. “This is more money for people to spend locally, providing the confidence for Nicholls businesses to take on an extra worker, offer an extra shift, or buy a new piece of equipment,” Mr Drum said. To support further job creation, the Federal Government will continue the instant asset write off to help businesses invest. This will allow more than 99 percent of businesses, employing 11.5 million Australians, to deduct the full cost of eligible assets in the year they are installed until June 30, 2023. Additionally, around 4400 businesses in Nicholls will be able to use the extended loss carry back measure to support cash flow and confidence. Mr Drum said an additional $250 million has been set aside next financial year for a sixth round of the Building Better Regions Fund. “Our region has already benefited from previous rounds of the BBRF, most recently with funding of more than $8.5 million for the imminent redevelopment of Shepparton’s
Maude Street Mall,” Mr Drum said. An injection of $130 million will improve internet and phone connectivity in regional and rural communities, further driving Australia’s regionally-led recovery. Murchison and Rushworth recently received a $4.5 million boost as part of this Regional Connectivity Program. Agricultural investment, in line with the Federal Government’s Ag2030 plan, will benefit farmers in Nicholls. Initiatives include $400 million to strengthen biosecurity, $32 million to extend opportunities to reward farmers for the stewardship of their land, $30 million to grow the agricultural workforce, $15 million to improve trade and market access, and $130 million to deliver a National Soils Strategy. To cut the cost of living for families in Nicholls and to help boost workforce participation, the Federal Government is making an additional $1.7 billion investment in childcare: Increasing the childcare subsidies available to families with more than one child aged five and under in childcare, benefitting around 250,000 families nationally. Abolishing the $10,560 cap on the Child Care Subsidy, benefitting around 18,000 families. For those families with more than one child aged five or under in childcare, the level of subsidy received will increase by 30 percentage points to a maximum subsidy of 95 percent for their second and subsequent children. Volunteer: Alan Davidson IT’S 8.00 am on Saturday morning, and the distinctive Scottish accent of Alan Davidson wafts across the netball courts, as match day set up starts. Alan, originally from Falkirk, in Central Scotland, is helping to put up the marquee, set up the scoreboard, put padding on the goal posts and numerous other tasks undertaken before play starts. Later in the day, Alan assists with formalities, including welcoming opposition clubs to Echuca. Alan’s love of photography initially saw him taking photos of his daughter Alice on court for the Under 15’s. His talents were soon recognised and Alan is now a valued member of the Netball committee, with responsibility for social media. Alan and Netball President, Mick Devlin, conduct courtside interviews with players & coaches. As well as cheering on Alice in the 17’s, Alan also compiles match reports, and takes photos and videos of the on-court action in all grades. All of this content is posted onto Netty Chatter and the EFNC Facebook page & website, www.echucafnc.com.au This year, Alan instigated the very popular Netty Star of the Week profile, in conjunction with the Caledonian Hotel. Alan’s work attracts hundreds of “likes” a week, as a large & appreciative audience follow his promotion of the Echuca Netball Club on social media. Away from the netball courts, Alan has been a passionate Grade 2 teacher, at Moama Grammar, since the school opened, 15 years ago. He originally came to Echuca on a 12 month international teaching exchange program in the early 2000’s. Missing the climate & lifestyle, Alan returned in 2005 with permanent resident visa in hand and the rest is history. Fortunately, teaching offers plentiful holidays to enable Alan to pursue his diverse array of interests. Alan is a fanatical soccer fan & hasn’t missed watching a Liverpool game in the last 5 years; regardless of the kickoff time. His soccer passion isn’t confined to the couch; as Alan played and coached at the local Border Raider’s soccer club until his early 50’s and won the Bendigo Soccer League’s Reserve Grade B & F medal at age 52. Surprisingly, soccer isn’t Alan’s number one passion. Instead, it’s collecting original artwork, be it landscape, modern or abstract. Alan relishes his involvement with local art groups and galleries. When not procuring new works of art, he can be found working in his garden, busily potting up succulents for sale. the man. Alan follows St Kilda in the AFL, as it reminds him of the St Kilda archipelago, off Scotland’s north-west coast. Alan enjoys a cold beer and good Indian food. Watching the antics of Rowan Atkinson, as Black Adder on TV, is guaranteed to get Alan chuckling. Music also plays a big part in his life, with his favourite singers being James Taylor and Joni Mitchell. Alan would invite daughter Alice, David Bowie (singer), Quentin Tarantino (movie director), Sir Kenny Dalglish (Scottish soccer player & manager) & Rick Mayall (English comedian, actor & writer) to his dream dinner party. No doubt his guests would be impressed with the passion & expertise Alan brings to his many & varied interests.
