By Sarah Knight THEY SAY beauty is in the eye of the beholder; when sighted by eyes with a vision, even the distorted, twisted, fragmented and discarded can be salvaged, dusted off and included in the creation of something far greater, more purposeful or beautiful than previously imagined.

It takes a certain kind of person to find a way to make the broken beautiful again, and an even braver one to have the courage to share their unique artistic perspective with others.

Humble and unassuming local artist, Mark Niglia describes his creative process, as one of certain catharsis, drawing inspiration from moments and life events that have truly moved him. Through his works, Mark explained, he feels a freedom to express his emotions, as he allows them to manifest in the physical form, via his larger-than-life sculptures.

Welding and sculpting have always been a part of Mark’s life, he says; though it wasn’t until several of his mares had emerged, that he began to think about exhibitions and potentially sharing his art publicly.

Five years on since he finished his first design ‘Dawn’, his collection now features a total of

12, uniquely, individual characters, seven of which are currently on display as a part of the Shepparton Festival.

Mark has long-held an affinity and deep respect for horses, he says; explaining he has always felt in Orr of them, “They’re just such big, strong, powerful animals, yet they are such beautiful creatures, who also possess the capacity to heal and nurture humans.

“Their ability to portray such duality has been such a significant source of inspiration in the creation of the collection,” he said.

Aware of Mark’s skills and his growing sculpture collection, Shepparton Festival organisers invited him to take part in this year’s event; proposing an exhibition at the host site of Tallis Wine. Set amongst the spectacular natural landscape, the alignment was a perfect fit.

The opportunity has provided Mark with the ability to present his solo exhibition, ‘Wild Horses Rising’ directly to a local audience.

The free Exhibition kicked off at Tallis Wines Cellar Door, last Friday, June 11, and will continue through until Sunday, June 27 as a part of the Shepparton Festival.

Covid update VICTORIA was notified of six new cases of COVID-19 on June 14. Two cases are locally acquired and linked to the current outbreak. One is a contact linked to Reservoir cases announced Thursday, and one is a contact linked to a case in the City of Melbourne announced Saturday.

Four cases are international travellers in hotel quarantine. There were four COVID-19 cases in hospital in Victoria on June 14. There are 64 active cases in Victoria, 46 are locally acquired and 18 are overseas acquired cases. No community exposure is associated with these

cases during their infectious period.

Victoria's eased restrictions are now in place.

In regional Victoria, you can have up to two adults visit your home per day. Face masks are mandatory indoors, and outdoors where you cannot maintain 1.5m from others. You can see friends and family outdoors in a public place in a group of up to 20 people.

Greater Shepparton Foundation launches Winter Appeal WINTER is a time when issues such as food insecurity, rough sleeping, and keeping children of struggling families clothed and warm, are amplified and we are motivated to want to make a difference where we can.

The Greater Shepparton Foundation (GSF) Winter Appeal launched last week providing you a date to make a difference and to help us tackle these alarming local issues.

Last year during COVID, our Winter Appeal attracted unprecedented generosity

raising more than $40,000.

This kept the Food Link program going to support people struggling to put food on the table and it also helped to clothe and keep warm many children in families that were doing it tough. We also supported many families and children who struggled through remote learning without daily supports as well as refugees and new arrivals who did not have access to any government support.

We are back in lockdown now and these

issues are not going away anytime soon.

While delivering Food Link meals to one of our local welfare agencies a homeless man turned up who was visibly distressed. The wonderful staff found him a quiet spot to sit and gave him one of the egg and bacon panini’s we had just delivered. Later the agency contacted us to say that he actually polished off 2 panini’s as he hadn’t eaten in two days and that he wanted to say thank you to those who had provided the meal.

We encounter many stories just like this all the time and we need your help to make a difference.

Australia's East Coast to help trap an invasive bird species that has engaged in an aggressive territorial takeover.

Often described as ‘flying rats’, or the ‘cane toads of the sky’, the Indian myna is considered one of world's 100 most invasive species.

From one breeding pair, within five years they have the potential for reaching nearly 13,000 birds.

T he I ndian myna was deliberately introduced into Melbourne's market gardens in 1860’s to keep down insects.

The chocolate brown bird has a black

head and distinctive yellow beak, eye patch and legs.

It should not be confused with the slightly smaller, grey noisy miner, which is a native species.

It builds large, noisy, communal roosts in suburban areas, including roof cavities, and can cause dermatitis, allergies and asthma in humans.

School yard treasures up for grabs M EMOR BILI A from Greater Shepparton Secondary School (GSSC) is on offer as part of a clearing sale facilitated by Kevin Hicks Real Estate.

All proceeds from the sales will be administered by GSSC School Council and be used to purchase specialist teaching equipment such as a new plasma cutter for example.

Cat a log u i ng of t he f i rst lot of equipment took place in late May with 139 items listed for an online sale from June 30 to July 7. Included is a lot of metalwork and woodwork machinery like lathes, drill presses, bench grinders, sheet metal folders and hand tools that no longer meet the needs of a modern school curriculum.

There is also commercial cleaning equipment, a tractor, trades trailer, t i m b e r b e n c h e s a n d h e av y- du t y woodworking tables that have served thousands of students over decades and sewing machines, dress mannequins and an old spinning wheel.

Clearing Sales Manager for Kevin H icks Real E state in Sheppar ton, Chelsea McKay, says this is a rare opportunity.

“I’ve been doing this for almost 16 years and it’s a first,” Chelsea said.

The sales are now being carefully planned to ensure only surplus items are listed. Items which can be used in the new school, or memorabilia, which is being preserved for future display will not be for sale. “This is a small sale but we’ll have another, mammoth sale later in the year,” Chelsea said.

“It’s hard to imagine the number of saleable items there are across the three campuses – with each department getting a clean-out of surplus goods.”

Lovell calls to end ‘political games’ on Shepparton Bypass THE Shepparton Bypass is an urgently needed infrastructure progress that has been one of those political footballs that has been passed around among the players for the last decade.

The Member for Northern Victoria, Wendy Lovell, has again slammed the Government's mismanagement of the Shepparton Bypass project, accusing Transport Infrastructure Minister, Jacinta Allan, of playing political games with the project's business case.

In a constituency question to Ms Allan in State Parliament recently, Ms Lovell once again called on the Government to release the business case for the Shepparton Bypass project to the

Goulburn Valley community, who deserve to know details of the cost and scope of the project.

Ms Lovell said the business case, which was only recently forwarded to the Federal Government, was delayed for over 12 months and Ms Allan had shrouded the project in secrecy, continuously refusing to reveal any details contained in the document.

The business case was marked 'Cabinet in Confidence' before being forwarded to the Federal Government, further preventing it from being released to the public.

Police are investigating the theft of six cattle at an Undera Farm, north of Shepparton.

A Farm Crime Co-ordination Unit spokesperson said, "On 24.05.21 Police received a report regarding the theft of six cattle - Two Black Angus Bulls and four hand-raised calves (1 x Red Shorthorn) and (3 x Friesian Steers) "The thieves cut a farm fence on Madill Road and stole the animals sometime between 02.05.21 17.05.21. The owners are devastated."

The spokesperson said, "The theft would have required specific knowledge and equipment able to cart cattle, the Angus Bulls in particular weren't the friendliest."

The edibles vs energy debate

By Sarah Knight LARGE-SCALE international renewable energy developer, Bison Energy recently solidified their interest in the region, finalising the last stages of their planning application requirements and signing a 30-year lease agreement on a property just outside of Dookie.

The site, if the proposed development is approved, will see another new solar farm housed within the Goulburn Valley region.

Projected to produce up to 4.95MW annually, the project will include the installation of sun tracking solar photovoltaic (PV) technology and ancillary equipment, with a projected harvest of enough energy to power over 1860 homes annually, reports the Japanese owned company.

The 16.28ha site, located 20km from the centre of Shepparton, on Cosgrove-Caniambo Road, is the latest land acquisition in the company’s growing portfolio of projects; which

now spans several continents, including Japan, Europe and Australia.

Richly fertile and non-reliant on irrigation, the site has predominantly been used for cropping; and with recent reports showing the Dookie area recorded its highest ever yield for the 2020-2021 season; it would be fair to say, the lease has been granted on prime foodproducing, agricultural land.

The new development is being met with opposition by the local community. Neighbour, land-owner and passionate regenerative farmer, Monica Sutherland, who with the support of local member Wendy Lovell, has lodged an e-petition in objection of the project, which now features over 350 signatures.

Mrs Sutherland’s explained her concerns, “The use of the site eliminates any opportunity to effectively farm the land, for 30 - potentially 40 years.

“We are regenerative farmers who strongly support regenerative energy. However, across the Goulburn Valley, there are around 800,000 panels already approved, with more local sites identified with applications submitted.

“We absolutely think solar is the way of the future, and that it should be installed on every

Government building, school, railway station and new home in Victoria.

“Not however, on prime agricultural land, simply because it is made available at an affordable price and can reduce additional costs to the investor, due to its proximity and ease of access to overhead conduits.”

Business welcomes Federal Government disaster payment for workers THE Victorian Chamber welcomes today’s announcement that the Federal Government will provide a one-off disaster payment for vulnerable workers who have been stood down from their jobs or lost casual shifts as a result of the lockdown in Victoria.

We have been advocating for a wage subsidy type payment for worke r s to s uppl e m e nt t h e i r lo s t i n c om e since Victoria’s fourth lockdown was announced.

The Australian Government Disaster Recovery Payment of $500 for people who normally work more than 20 hours a week and $325 a week for people who normally do less than 20 hours will only be available for people who are unable to support themselves.

The minimum wage in Australia is $753.80 per week so while this won’t cover lost wages for most workers, it will go some way to supplement lost income to help pay the bills.

This is in addition to the more than $460M provided by the State Government as part of the business support package for this lockdown.

Victorian Chamber of Commerce and Industry chief executive, Paul Guerra, “This news is timely as reports of employers standing down staff without pay in Victoria emerge as Lockdown Four drags on. For so many, this will put food on the table during the business and worker emergency that is gripping Victoria. It is a welcome support from the Federal Government for Victorian workers.

“The Victorian Chamber has been advocating for the need for a wage subsidy for workers who have lost income since Lockdown Four was announced and we are pleased that the Federal Government has put forward this much-needed support for vulnerable workers and their families.

“While the support for workers and their families is welcome, we are concerned that in some cases these payments won’t keep workers connected to their job. We encourage businesses and workers to come together and stay connected.

We don’t want to see additional costs for businesses to rehire and train staff when restrictions are lifted, as we know this is already a challenging time for business.”

Houston, we have a problem

By Steve Hutcheson THE heading is a misquote from the Apollo 13 space mission and one that perhaps equates to the current situation Greater Shepparton now finds itself embroiled in.

The Greater Shepparton Secondary College has problems. The problems of the Apollo 13 flight caused the world to sit up and take notice, waiting for catastrophe and similarly, the school's problems are being amplified to the point the rest of the country is now taking notice.

The racial and economic divides evident have now been put into a common pot and

the fissures between these divides have opened in the youth and are being reflected on social media by those who should know better but don’t.

But their attitudes, their perceived differences are a reflection of who we are, how we see each other and more pointedly, how we bring our children up and how to behave.

And the negative approaches to the amalgamation are not accepting the realities that existed prior to it.

The students of Shepparton were statistically behind the rest of the state due to any number of reasons, chiefly, that schools did not have

adequate resources alone and amalgamation would be able to provide the solution.

Prior to the amalgamation, the four secondary schools in Shepparton had: • Less than 1 in 10 (8 percent) Year 9 students achieving in the top two bands for Reading (compared to 20 percent across Victorian government schools) • Only 6 percent of Year 9 students achieving in the top two bands for Numeracy (compared to 24 percent across Victorian government schools) • Consistently lower mean VCE scores ( 25.3 percent compared with 28.9 percent in 2018) • Consistently lower VCE completion rates (95.7 percent compared to 97.2 percent) The attention of the world, in this case an aggressive national media who is not going to solve the problems, nor will it provide lasting salve to those most aggrieved, it is temporary and their interest will wane as quickly as it arose and they have milked the situation enough to foment further problems.

Interviewing a parent whose child is facing pressures at school gave insight to some of the issues not being faced, in this case it is partly racial and partly a mix of other inputs.

The parent talked of the ‘Arabs’ bullying her child, a somewhat derogatory term towards Shepparton’s expanding Middle Eastern and south Asian community denoting a class or racial divide. Each group will undoubtedly have similar slurs towards the others. In this city there are any number of similar divides.

Shepparton has people from some 90 different countries of origin, making this hard to avoid.

Accepting that type of speech is most likely at the heart of the problem, no matter what side of the divide a parent comes from. It is how some parents talk, it is how some kids talk.

The school is not going to change, the divisions are not going to change, the city is not going to change, the only thing that is apt to change is the attitudes of the people most aggrieved.

The fights and bullying that are now causing concern are not new. An analysis of incident reports from the secondary schools in Shepparton in the two years prior to the merger of the schools from the start of 2020 shows that police attended at least 31 times for incidents that included physical altercations.

In response to some student behaviour incidents during term 1 there are a number of additional staff at the school, including extra teachers, additional multicultural education aides, and a number of specialist support service staff, including psychologists, who have expertise in student wellbeing and who are making a positive difference.

The future of Greater Shepparton Secondary College is mostly in the hands of the parents of the children who go there, not the school and not the teachers. The children that go there reflect the values their parents espouse, not the schools.

To be sure, the school and the teachers play a very significant role but the solution to this begins at home and the types of conversations happening there.

As the meme says, “When you focus on problems, you will have more problems. When you focus on possibilities, you will have more opportunities.”

In ten years', the children that go there now will have to contend with the knowledge that their school was either a basket case or a prize in the making. That reputation is firmly in the hands of the people who are most likely to cast an opinion. It can be either negative or positive, and that is the real problem. Let’s hope it is positive.

Taking a collaborative approach to protecting our region’s horticulture industry from Queensland fruit fly THE Goulburn Murray Valley Fruit Fly Project draws on the support and dedication of a broad volunteer base to help lead the charge in protecting the region against Queensland fruit fly (Qfly).

More than 3000 volunteers from Lions Clubs, Rotary Clubs, school kids and other community groups have helped grower groups and local government reduce fruit fly in the Goulburn Murray Valley (GMV).

Goulburn Murray Valley Fruit Fly project coordinator, Mr Abberfield, said the pest had the potential to wreak havoc in Victoria.

“Volunteer involvement in the Fruit Fly Area Wide Management (FFAWM) Program has helped protect our horticulture-based lifestyle,” Mr Abberfield said.

“We would like to thank the project’s many and varied supporters for their contribution to protecting the region from the pest.”

Qfly is a serious threat to the GMVs multimillion dollar horticultural industry and the region’s economy.

“If we are uninformed and divided in our efforts to control fruit fly, this pest will shelter and thrive in unmanaged habitat areas.

Conversely, if we are informed and united in our efforts to control fruit fly it doesn’t have anywhere to hide and numbers can be reduced.”

grown in the GMV and which are considered hosts to Qfly is $415M annually. The Goulburn Valley is the largest pear producer in the Southern Hemisphere and the Murray Valley is Australia’s largest stone fruit producer.

“The program has been highly successful in reducing fruit fly numbers in the GMV over the past four years, to date the program has removed over 100,000 unwanted and unmanaged fruit trees that would otherwise be a breeding ground for fruit fly,” said Mr Abberfield.

The multi-award winning FFAWM Program

has galvanised the community, industry and government to work together to stop the catastrophic effects of fruit fly and is now recognised as a leader both nationally and internationally.

The program manages and monitors an extensive network of urban/peri-urban/rural and Sterile Fruit Fly Release trapping grids across the GMV to identify and monitor ‘hot spots.’

Data from these trapping grids provides the community, industry, government and research institutions with fruit fly activity data that enables the targeting of ‘hot spots’ together with regular communication of fruit fly trends and pressure patterns to update the community and industry.

“T he combined communication, management and control strategies are critical to curbing the spread of Qfly and limiting the impact on our horticultural domestic and export markets,” Mr Abberfield said.

Field Officers are deployed as part of the program to target identified ‘hot spot’ areas and build relationships with landholders to assist, advise and support them to manage and reduce fruit fly populations in high pressure areas controlled by them. Non-commercial unmanaged fruit fly habitat on private and public land is identified and can be removed at no cost to the landholder by the program.

The FFAWM platform developed in the GMV has supported activities by governments and universities in Victoria, Western Australia, New South Wales and New Zealand to assist in fruit fly management and research. This platform is complementing trials undertaken by the Macquarie University Fruit Fly Research Team, involving the aerial release of sterile Qfly in Cobram over a three year period.

This sterile release trial, supported by FFAWM strategies and sterile release trapping grids, monitoring the number of sterile and wild fruit flies within radii of 1km, 2km and 5km of the Cobram township, has helped reduce Qfly numbers in Cobram significantly.

“The GMV Fruit Fly Project is about working together to protect our ‘Nation’s Orchard’. Together we have been able to build community awareness, education and engagement to reduce fruit fly numbers and minimise the damage caused by fruit fly on our thriving regional horticultural industry,” Mr Abberfield said.

Mental health facility grants available $20M worth of funding has been allocated to mental health, alcohol and drug services across the state to upgrade vital infrastructure.

The announcement that applications for the ‘Mental Health and Alcohol and Other Drugs Facility Renewal Fund’ have now opened, ensuring mental health services across the state can continue to provide a safe and therapeutic environment for Victorians on their recovery journey.

This year’s funding round will also offer equipment upgrades including medical equipment, specialised furniture, and information technology.

The program has already funded more than 100 infrastructure and improvement projects at mental health and alcohol and other drug care facilities across the state, with Member

for Northern Victoria, Mark Gepp MP, welcoming the announcement.

“It’s great to see mental health and alcohol and drug services in Northern Victoria eligible to apply for this $20M grant fund, ensuring that everyone in our mental health system has access to world class facilities,” said Mr Gepp.

These vital upgrades are part of the Government’s response to the recommendations from the ‘Royal Commission into Victoria’s Mental Health System’ to reform, modernise, build service capacity and provide better models of care for Victorians experiencing mental ill health.

Mates who laugh together stay healthy HUMANS are social creatures, so it’s no surprise that getting together with a group of mates has been linked to positive health and wellness outcomes.

Men’s Health Week runs from June 14 to 20 this year and the Australian Men’s Shed Association (AMSA) is encouraging all men to book in a date with their mates.

“You’re never too old to get something out of having a group of friends – whether they’ve been around forever and a day, or they’re new connections,” said AMSA Executive Officer David Helmers.

With ageing comes an increasing importance in staying connected to people and to communities, but equally

this connection can become increasingly challenging.

Physical health and the move away from work and family commitments can easily lead to becoming socially isolated.

“The empirical evidence is clear. Social participation is positively linked to mental wellbeing and quality of life, particularly in older people,” said Mr Helmers.

Prevention is better than a cure, when it comes to health and wellness, to reap the most benefit from social participation, people have to be proactive about seeking and maintaining meaningful social engagement.

Regardless of age, meaningful social participation is a platform for good health and wellbeing for everyone.

Encouraging gender equality in local sport COMMUNITY sporting organisations and clubs across the state will benefit from further funding to help level the playing field for women and girls as part of the ‘Change Our Game’ initiative.

Member for Northern Victoria, Mark Gepp MP today announced that AFL Goulburn Murray and Murchison Football & Netball Club are among 86 community sport and recreation organisations from across Victoria that have been successful in receiving a ‘Change Our Game’ community activation grant, funding more than $430,000 worth of grants.

AFL Goulburn Murray will receive $5,000 for leadership and development training for staff and Murchison Football and Netball Club will receive $4,969 to promote female participation in football.

They aim to do this by hosting ‘KDL Women's Football Showcase’, a community celebration of female participation in AFL

in the Kyabram & District FNL. They hope to spark an interest in Murchison forming their own teams in the Northern Country Women's Football League.

“Congratulations to AFL Goulburn Valley and Murchison football club on their successful application.” said Mr Gepp MP. “I look forward to see more women and girls in our community get active and involved in grassroots sport.”

Applications for this round broke ‘Change Our Game’ records with more than $1.1M worth of submissions registered, reinforcing the demand in providing programs that celebrate and showcase women and girls in all levels of sport and recreation.

T his round offered three streams of funding to support clubs in driving participation, providing organisational training and development, and to showcase women and girls’ achievements.
