AN innovative program which aims to re-engage young people and help them develop mechanical-based skills, such as basic car maintenance, is being run locally by the Greater Shepparton Lighthouse Project. The Pit Stop program aims to increase work and life skills, improve mental health and increase connection for young people within

the community whilst better connecting them to opportunities through the bridging of social capital. This community initiative also works with at-risk young people as an early intervention model to re-engage them at school. The program is run three times a week, each Tuesday, Wednesday and Thursday, by dedicated mentors, including Chris Windsor who previously owned his own mechanic business. Students also work on pushbikes and once complete, donate them back for community initiatives such as 'ride to school'. Feedback has been incredibly strong. There is nothing like Pit Stop operating locally that enables students with lower literacy skills to develop hands-on life skills and connect with industry mentors. They are aiming to build aspiration for careers within the transport, logistics and auto mechanical fields amongst participants.

The program had 48 students engaged for term two and this term 58 students are enrolled, with a wait list of new referrals. Greater Shepparton Lighthouse Project would like to thank DECA, a division of Wodonga TAFE and incredible sponsors Bursons Auto Parts, My Ride, Leigh Egan Cycles and the dedicated volunteers and mentors that make the program possible. Donations of bikes, engines, volunteer time and anything else that would help keep this program running are greatly appreciated. 'Pay it forward' boxes are located in-store at My Ride and Leigh Egan Cycles so members of the community can purchase a new seat, tube or handle grips to donate to the groups working on bikes. Lockdown lifted

THE Chief Health Officer has advised that the five reasons to leave the home in regional Victoria can be removed and there will be no limit on the distance regional Victorians can travel from home. However, people will only be able to travel to Melbourne for a permitted reason. Importantly, private gatherings in the home are still not permitted, however, outdoor gatherings in public spaces can occur with up to 10 people. Face masks will also still be mandatory indoors and outdoors. Food and hospitality will open for seated service only, a density requirement of 1 person per 4sqm will apply, with a maximum of 100 people per venue. Venues smaller than 100sqm can have up to 25 people before density requirements apply. Retail can also open and personal services such as beauty and tattooing can resume. Face masks can be removed where

required for the service to be performed. Religious gatherings and ceremonies are allowed, with density requirements of 1 person per 4sqm, and no more than 100 people total indoors and 300 people outdoors per venue. Weddings and funerals are also able to have up to 50 people at a venue. This limit doesn't include infants under 12 months of age, or the people required to conduct the service. Community sport is open for all ages, including training and competition. Spectators are not permitted. Entertainment venues can have up to 300 people per outdoor space with a density requirement of 1 person per 4 sqm and a cap of 100 people per space indoors. Can we regulate indifference? WHILE the pandemic is still taking place in the community and the mandatory wearing of masks while in public still remains, there is a shift in how the public has changed over the last several months. As the world shut down, a local manufacture of personal protection equipment (PPE), Med-Con ramped up production to meet Australia’s need but as we have settled in a holding pattern and other companies have opened up to production, Australians seem to have abandoned MedCon and in some cases, returned to buying a cheaper product from overseas. The Victorian Government has a very specific policy on the procurement of PPE as per their website, agencies are obliged to procure local manufacture as specified at the head of the webpage, ‘All Victorian Government Departments and agencies are required to buy locally and ethically manufactured uniforms and PPE, whenever possible, to create and retain local jobs.’ So, what has happened? While a large volume of PPE is used by the public health system, a much greater volume has been used by the general public and is here that the greatest shift has taken place. As the pandemic unfolded, hundreds of people around the country took to manufacturing their own cloth mask and sold them at almost every available outlet.

Melbourne remains in the midst of its sixth COVID-19 lockdown, and while regional Victorians have greater freedoms than their city counterparts, a number of restrictions remain in place. This includes a ban on visitors to the home and masks remain mandatory – inside and outside. A support package from the Commonwealth and Victorian governments is helping small and medium businesses recover from recent lockdowns. Cash payments will underpin those most affected. And at the risk of repeating myself, please support local businesses wherever possible during these extremely challenging times.

Get the jab!

The only way forward is for people to get vaccinated so we can reach a certain threshold – likely to be 80% of eligible Australians – where lockdowns will no longer be required. As of Sunday, 22.6% of the eligible population were fully vaccinated and close to 45% have received their first dose. I recently received my second dose of AstraZeneca, so I’m happy to be fully vaccinated and I urge others to do the same. Do your research, but please get your information from credible sources – not an online forum or chat group where conspiracy theorists lurk and where it is easy to become confused about what is real and what isn’t. Once all Australians have had the opportunity to get vaccinated, I will argue strongly that those who have been should be allowed to maintain their freedom of movement

SPC decision

I applaud SPC’s decision to mandate vaccinations for all its staff by the end of November. It is a courageous decision and one that sets the tone for corporate Australia, particularly in light of the threat the Delta variant poses to families, communities, and businesses. The reasoning and timelines outlined by SPC management are fair and reasonable, including the provision of special paid leave of up to two days for any staff who may become unwell after vaccination. As explained by its chairman Hussein Rifai, SPC’s decision is based on overwhelming PROPER PROTECTION IS NEEDED... While the pandemic is still among us, only proper PPE will prevent its transmission. Yarrawonga Airport is set to undergo its second major upgrade in 12 months with the airport’s owner – Moira Shire Council – awarded Federal Government funding of $300,000. The funding, which comes via round two of the Government’s Regional Airports Program, will allow for an upgrade of the taxiway. This funding of $300,000 follows $137,500 that went to Yarrawonga Airport in round one of the program last year that resulted in the upgrade of its landing lights to ensure they met Civil Aviation Safety Authority requirements.

have multiplied, giving myself and every student experiences that I wouldn’t have even be able to dream of. The school merger allowed me to take subjects that I’m genuinely interested in without the nuisance of travelling between campuses like the students before me did.

Sixth COVID lockdown a huge blow to small business IS there any end in sight of the turmoil wreaked upon small business by the deliberations of our State Government? Those of us not in the construction industry or on the public payroll must be feeling as though they’ve been put in a barrel and rolled down a hill backwards. The latest state wide lockdown, the sixth, has again taken a huge toll on small business. First, the State decrees a snap lockdown of every region of Victoria – COVID or no COVID – and gives a few hours’ notice to shut up shop from 8pm Thursday last week. Then there are media leaks over last weekend that the Victoria-wide lockdown will be extended beyond seven days from this Thursday. Next minute regional Victoria is freed from the sixth lockdown as of 11.59 pm last Monday night – a belatedly welcome backflip on a decree that ought not to have been made in the first place. A big thing any business needs to f u nc t ion prop erly is cer t a i nt y a nd consistency of rules, but this seems to be sorely lacking as we lurch from lockdown to lockdown. Uncertaint y, poor communication, mixed messages, and shock announcements by the State Government are taking a massive toll on people’s

lives both economically and mentally. It breeds a lack of confidence in the system and those running it, whether it’s the government or bureaucrats or both. Mental health help lines are receiving a large increase in call-outs for help. Mental anguish is the silent and deadly side-effect of COVID-19. Victoria has suffered amongst the toughest COVID-19 lockdown regimes in the world with six attempts to “run the virus to ground.” It appears the virus cannot be run to ground as it continuously mutates. It also appears the State Government’s strategy is f lawed. Despite small numbers of COVID break-outs, the State Government prescribes rolling lockdowns for the entire state, destroying business confidence and threatening the survival of 1000s of enterprises. It is time for a new strategy – one which targets the hot spots and makes lockdowns area-specific, so that most of regional Victoria which has never seen a COVID-19 case can continue to function. There are many twists and turns ahead of us and The Adviser invites readers for their suggestions on how best we can get out of the COVID coma. By Brittany Carlson LA Trobe University has appointed its first Indigenous Rural Health School Advisor, Kaurna Peramangk Elder, David ‘Tarnda’ Copley. David’s role will be to incorporate the teaching of Indigenous health practices as well as encourage Indigenous students to study in the health school. He says that the University provides a welcoming environment for all students. “It is about educating the community to say, hey it is possible, it isn’t out of your reach,” David said. He hopes to not only nurture more Indigenous students into health pathways but

to ensure they graduate. Part of this is the announcement of a new $2,000 Indigenous Study Advancement Scholarship. “The scholarship will help enhance their education and support them to progress to graduation,” he said. David has a long history of overcoming obstacles. He dropped out of high school in year ten and has since gone on to gain three degrees, be ambassador for the Indigenous cancer network and a CEO of an Aboriginal health service. “It’s about pathways,” he said. “We have to recognise that someone might only have only gone ‘til year 10 in school but have 15 years’ experience as an Aboriginal

health professional.” Battling bowel cancer also led David to develop and implement a bowel screening program aimed at Aboriginal and Torres Strait Islander peoples. “They gave me 18 months, I am here 11 years later because…well I am stubborn I guess,” he said. David is excited to be working in Shepparton as well as more broadly across La Trobe’s regional campuses. “I want to see more Aboriginal health professionals working back with our [Aboriginal] people,” says David, who can be contacted at d.copley@latrobe.edu.au.

AS from last week, the new independent Inspector General of Water Compliance for the Murray–Darling Basin, the Hon Troy Grant, has assumed the statutory role. The Minister for Resources and Water Keith Pitt said Mr Grant is already deeply familiar with the issues and challenges across the Basin through his role as interim Inspector General and was firmly focused on getting on with the job. “Mr Grant was selected for the role because of his strong leadership, strategic capability, and integrity following a 30-year career of public service in government, law enforcement, emergency services and social justice, including extensive public policy and regulatory experience,” Minister Pitt said. “As the Inspector General, he will provide greater confidence to Basin communities and all Australians that the rules are fit for purpose and are being applied consistently.

“That’s because the Inspector General will monitor Commonwealth and Basin state agencies in relation to their obligations in managing Basin water resources to make sure no one is marking their own homework. “He has a role in creating more consistent standards and guidelines across jurisdictions and has new avenues around water theft and illegal water trade open to him when states can’t or won’t take action. “Importantly the office now has the compliance and enforcement powers previously held by the Murray–Darling Basin Authority when it comes to operation of the Water Act, Basin Plan and Water Resource Plans.” Mr Grant said the Murray–Darling Basin was hugely important to the nation, producing $24B worth of food and fibre and generating $8B through tourism annually. “As the first statutory Inspector General

I want to assure all Australians that the new compliance arrangements will ensure the highest standards of accountability in the national interest for all involved in the use and management of our precious water resources,” Mr Grant said. “The priority for my field officers is to build relationships with communities so they can effectively engage with the people who live and work in their area. “I’m determined to make sure that the Office of the Inspector General is open and responsive to community needs and that we’re also clear about our focus, independent in our actions and practical in delivery of enhanced compliance systems.” The Inspector General is a four-year appointment, commencing on August 5, 2021, and marks a significant new integrity and transparency milestone governing use of Australia’s largest water resource.

BYPASS FRUSTRATION Dear Sir, I write in response to an article ‘Call for an update on the Shepparton By-pass’ by journalist Steve Hutcheson as published in The Adviser on Wednesday 4 August 2021. This article was written as a result of a media release issued from my office on Wednesday 28 July 2021 which was critical of the State Government for walking away from responsibility for the project based on a response, I received from Minister Jacinta Allan that failed to commit to any funding or acknowledge the State’s critical role in delivering

this project. I am extremely disappointed with the construction of the article by Mr Hutcheson, which gives the impression that my criticism was aimed at the Federal Government. Nothing could be further from the truth. As I made clear in my original media release, the Federal Government has already demonstrated its commitment to the project by allocating $208 million towards the Shepparton Bypass project. My anger is with Victorian Government Minister, Jacinta Allan, who has frustrated progression of the project at every turn by delaying the business case for over two years and has continuously refused to provide

any funding towards its construction. Mr Hutcheson goes on to blame the change of the Federal ministerial portfolio for the delay, whilst giving State Minister for Infrastructure, Jacinta Allan a free pass for her inaction. The Shepparton community has been waiting decades for the Shepparton Bypass project to become a reality and the truth is we will continue to wait whilst Labor hold government in Victoria. According to long-time owner, Charlie Wang, he had a customer who remembered ordering fish and chips from the premises as a child in 1960.

Macintosh Take Away is a family affair, and Jason Zhang has recently taken over from Charlie as the new manager. According to Jason, the shop has such a strong local following, he estimates roughly 90 percent of their weekly customers they know by name. “Most of the customers know us here at the shop very well,” he said. “We used to close on Mondays, but people kept wanting to come in. Now we’re open seven days.” Jason said the fresh flake and the house-made potato cakes endure as the most popular menu

Queensland fruit fly (Qfly) captures in the Goulburn Murray Vally (GMV) regional trapping grid for July have reached a season low. This drop indicates the cold weather is impacting on the survival of fruit fly, however it is important to note that adult flies are still being trapped. The continued presence of adults is evidence that mature flies have found refuge in warm spots scattered around the landscape and are responding to traps on warm days. There are locations within the region where, at this time of year, Qfly will survive easily and may move around more freely and infest fruit. These areas are typically concentrated in urban locations within townships because of the higher overall temperatures present within built up areas where heat from the sun is passively absorbed by things such as roads and walls and then released in the evening. Heat is actively generated by household heating where homes are concentrated in urban areas. Qfly may be able move around in some locations and not in others, even if both areas are urban because temperatures are not even from town to town across the region.

Refuge in heat sinks Urban areas can act as heat sinks during the winter and provide a refuge for fruit fly. Fruit flies are able to survive the winter in these areas in large numbers if not managed and will be the cause of next season’s fruit fly problems in home gardens, peri-urban properties and then commercial orchards. It is important that home gardeners remove unpicked ripe or ripening fruit in yards during August and September. Picking this fruit will reduce the number of fruit fly produced through egg-laying by Qfly that survive winter.

Fruit fly management program It is recommended home gardeners growing fruit and vegetables stock a supply of traps, nets and approved pesticides and commence fruit fly management programs such as: • Monitor Qfly presence with a trap or traps • Check early or late-hanging fruit for fruit fly sting marks • Cover your crop with a net to keep Qfly out • Clear away and destroy unwanted fruit • Consider complete removal of unwanted fruiting plants, trees and vines • Work with neighbours in controlling Qfly as the more area-wide strategies set up the better for the whole community.

Football Tips MANSFIELD vs. EUROA

Mansfield is proving the doubters wrong as it currently occupies a place in the GVL top six. The Eagles have been brilliantly coached by Chad Owens this season. They have probably only had the one bad game in their 10 matches in 2021. This game will be a real arm wrestle and the team that can apply some early scoreboard pressure could help set-up an all-important win. Tip: Euroa.

I am thinking that if the Tigers can overcome the challenge of the Swans early on and apply some scoreboard pressure, I think they can win. Tip: Rochester.

Mooroopna starts a tricky three game finish to the home and away season, starting with ladder leader Seymour Benjamin Cooney, Jack O'Sullivan, Benjamin Rigoni, Nicholas Dundon, Joshua Alford and Seamus Feery will be some of the Lions that will be looking to lead from the front to ensure they protect their good home record. ECHUCA vs. SHEPPARTON Echuca will be out to consolidate its place at top of the ladder and making the visitors task of qualifying for the finals that little bit more difficult. Sheridan Townrow, Belinda Lees and Holly Butler were the key contributors in the big win over Kyabram when the Murray Bombers last took the court. If they can continue their consistent four quarter performances and keep Erin Scott, Tanner Edwards and Ash Cann in check, then they should win the contest. Tip: Echuca.

BENALLA vs. TATURA Benalla will be desperate to put its best foot forward and take it to the sixth placed Tatura. The visiting Bulldogs will look to young gun Elise Boyer, Steph Gorrie and Laura Kilpatrick to lead the way and try and inspire the team to victory. Get involved with touch football

SHEPPARTON Touch Association is proud to announce another collaboration with Youth In Touch (YIT) and now, the SWITCH program. Together, they will be aiming to kick start social touch football again in Shepparton. YIT is a VicHealth funded program designed to get youth more physically active through touch football. Recently they ran a YIT program in Shepparton and after the success of that, they are back with another chance for locals to get involved with this fun and interactive team sport. They are hosting another FREE, five-week long mixed youth competition. This time round, the mixed competition is open for all ages, all skills levels and playing experiences. All participants have to do is turn up, jump in a team and start playing! Shepparton Touch are also excited to bring the Switch program to Shepparton. Switch is a multi-week introductory Touch Football program for all women. It is an initiative of NRL Touch Football and VicHealth that aims to improve health and well-being of Victorian women through social sport.

Over a few weeks, participants will build on the fitness and skills to boost confidence and strengthen women in Touch Football.
