M at thew Han n is a st udent at Greater Shepparton Secondary College, Wanganui campus. He is studying a combination of Year 10 and VCE, after moving from Year 8 directly into Year 10. Since last year, Matthew has been a part of the Junior Science Olympiad training squad and has recently been selected to participate in their Spring School. The purpose of the spring school is to provide accelerated learning to 24 students from across Australia so that a team of six can be selected to compete at the International Junior Science Olympiad in December. The Spring School will cover subjects including Biology, Chemistry and Physics. Continued Page 8

Young people leaving the sports stadium often attempt to cross over the murky water, using supermarket trolleys to form a dangerous, makeshift bridge so they can cross. Rubbish is strewn throughout the channel of water and when the warmer weather
hits the stench is reported to be almost unbearable. “Really the smell is awful in summer, it’s an open body of water instead of running through a pipe or having some sort of steel or concrete cover on it and people use it as a rubbish bin, it really is disgusting,” said Pat & Tina’s BP Service Station owner, Joe Di Conza. W hile the su rrounding g rass is maintained, the drain is untouched with no official bodies assuming responsibility for the management of the issue. “We have gone back and forth with the

ALMOST a third of the Greater Shepparton’s population has been forced into isolation, affecting local food suppliers from providing the community with its most basic needs. “Shepparton supermarkets have been identified as exposure sites – one major outlet has been closed, others are telling us that their staff rates have been reduced by 80 percent today,” said Independent Member for Shepparton District, Suzanna Sheed. “In addition to ensuring that our most vulnerable people are supported through regular government agencies, people need to
know that they can get deliveries of food and medications.” To ensure Greater Shepparton receives the support necessary to respond to the COVID-19 outbreak, Sheed has appealed to the Victorian Premier, Daniel Andrews, expressing the district’s critical needs. These were more staff for GV Health, more testing stations, assistance for supermarkets, greater resources for the COVID hotline, as well as information and urgent access to vaccines.

Vital local service requires new warehouse V I TA L LY i mp or t a nt lo c a l s e r v i c e , S h e p p a r t o n F o o d s h a r e , h av e b e e n given notice to vacate their Mooroopna warehouse. Since 2012, Shepparton Foodshare has been rescuing and receiving donations of fresh and nutritious food and redistributing it to those in need in the Goulburn Valley. In the wake of COVID-19 and given our critical Shepparton outbreak rendering many families in isolation, this invaluable service is more important than ever. This food rescue and distribution agency is now in urgent need of a new warehouse from which to operate to ensure its critical service can continue. Foodshare has until the end of the year to find a suitable new premises to meet the vacate deadline of early 2022 to enable enough time to relocate and ensure it can continue to meet the growing demand for food relief in our region. With no regular source of funding, the task of finding a suitable warehouse is made even more challenging. Since it commenced in 2012, Foodshare has relied on its own fundraising efforts and the support of the community to operate from year to year. “ We have b een so for t u nate t hat Thompsons have granted us the use of our current warehouse since they took over the old SPC Ardmona site,” said Shepparton Foodshare Chair, Jeremy Rensford. “Their generosity has allowed us to operate up until this point however the time has come where we need to look for a new
home so that we can continue to provide this much needed service to our community without which many would go hungry.”

By Deanne Jeffers AUSTRALIAN’S have been assured that public health interventions are working and that with increased vaccine uptake, lockdowns could become a thing of the past according to the Peter Doherty Institute. Based on the Institute’s modelling, once 70-80 percent of the population aged 16 and over have been vaccinated, there should be fewer transmissions, hospitalisations and deaths from COVID19. Only then will international travel be again possible and stay-at-home orders less crucial in our fight against the pandemic. The modelling uses different scenarios seen over the pandemic to measure the effectiveness of different vaccination strategies and public health and social measures. As of August 22, more than half of the Shepparton’s population aged 15 and over have received their first vaccine dose; 30 percent have been fully vaccinated. Eligibility for the Pfizer vaccine has been broadened to include Victorians aged 16-39, a key demographic that should have

The current local outbreak has revealed how an upsurge can exhaust resources, with many supermarkets and other businesses struggling since almost 20,000 of the local working population entered isolation. Increasing vaccinated numbers will make life with the virus easier to live with, as we live with other viruses such as the flu. While minimal public health measures, like maintaining social distancing, will linger for the foreseeable future, travel restrictions, school closures and strict density regulations should reduce alongside falling case numbers. Rather than promise false hope, the Peter Doherty Institute has created a strategic plan we can follow to turn the page on what has been a confronting period of adaption. Sickness and death are unavoidable, but with this advice and more vaccines administered, these predicaments can be kept at significantly low levels.

Launch of GV Cares IN an effort to bolster connection and practical support for those in need during COVID lockdown, the GV Cares initiative has been launched. G reater Sheppa r ton L ig ht house is co-ordinating the effort that is involving a ho s t of c o m mu n it y l e ad e r s a n d organisations including Greater Shepparton Secondary College, the Ethnic Council of Shepparton and District, Committee for Greater Sheppa r ton and Sheppa r ton Foodshare. Lighthouse Executive Officer and project co-ordinator, Lisa McKenzie, said with thousands of local families quarantining many were not able to turn to their usual networks for assistance with collection of groceries, medicines and other essential supplies. “We are co-ordinating an effort that will
ensure deliveries for families struggling to source food and other essentials. Families are telling us they have no heating as they have not been able to secure an electrician, or they have lost their jobs and can’t afford groceries or nappies,” said Mrs McKenzie. Last week saw the donation of over $20,000 in funds to assist the effort and food supplied by the Foodshare will be complemented with fresh food such as milk, bread and fruit and vegetables purchased from local businesses. Carefully selected and trained volunteers will be used to make no contact deliveries to peoples’ homes. Others are working behind the scenes to field inquiries and contact families to see how they are faring. “Safety and the minimisation of risk is our top priority as we seek to address pressing need in our community.

BURGLARY ARREST IN NUMURKAH On August 21, a burglary occurred at a disability support centre in Numurkah. Damage was caused to the building and items were stolen. On August 25, Cobram CIU arrested a 27-yearold Numurkah male and presented him before the Cobram Magistrates Court charged with the Burglary, Theft and Commit Indictable Offence on Bail. The male was bailed by the court to appear at a later date.

CARMEL Johnson has just ended a thirty-year career at GV Health including serving ten plus years as Director of the GV Health Foundation. Carmel was recently appointed as Head of Development at Shepparton Art Museum (SAM) where her role will be to manage and lead SAM’s ongoing fund and friend raising. For more than 40 years Carmel has worked and lived in the Goulburn Valley. Prior to her GV Health role, Carmel worked in leadership positions in the disability sector and was the inaugural principal at the Verney Road Special School, and later the Manager of Connect GV (then known as the GV Centre). She was the inaugural Chair of the Shepparton Festival and serves on a number of community and corporate boards, including as Deputy Chair of the Fairley Foundation. Carmel anticipates her position as Director of the Greater Shepparton Foundation will be an exciting opportunity to contribute her knowledge and skills to help foster community engagement in celebrating and showcasing arts and culture.

GETTING vaccinated against Covid is a race against time. According to the latest Department of Health statistics, only 56 percent of eligable residents in Greater Shepparton have had their first jab and only 33 percent have had two jabs. With the transmissions we have seen in Greater Shepparton over the past few weeks, more people need to get vaccinated and soon. But standing in line for hours on end is often not an option. IN a desolate and deserted Maude Street Mall, Local Member for Northern Victoria, Wendy Lovell took time out to call on the Victorian Government to provide a plan to deal with the current outbreak of Covid that has brought Shepparton to a halt. “Well done Shepparton. It's fantastic to see the way that you have responded, and to those who are volunteering their time and members of my own family had been out delivering meals to people in isolation. It's fantastic to see the way that our community has rallied around those who are unfortunately in isolation due to this outbreak,” said Ms Lovell. “I think what this outbreak actually really shows is that although COVID19 has been around for 18 months in Victoria, the state government had no plan of how they would respond to a serious outbreak in a regional community where it impacts far more

intensely.” Ms Lovell was asked what sort of measures should have been taken and who should be implementing it? “Well, the state government should have had a response plan for a regional community. It's obvious that an impact like this in a regional community you'd be far more intense than an impact in a suburban area. “I knew the Emergency Services Commissioner arrived Wednesday. So obviously there's some action happening now, but it's just a little bit too late,” said Ms Lovell. As the pandemic bites deeper into the community with more people infected and more locations closed as deemed hotspots, it begs the question, what would a contingency plan have looked like that might have prevented the extent of exposure and how to mobilise the support needed to deal with it.

COV I D -19 is still spreading in the community and anyone with the mildest symptoms of COVID-19 such as fever, chills, cough, sore throat, runny nose, loss of sense of smell) should get tested immediately. In addition to cold and flu like symptoms, some people with COVID19 are experiencing nausea, vomiting and diarrhoea and people with these symptoms should be mindful that it could be COVID-19. DAY 13 TESTING Day 13 testing is underway and will continue this week. People should rely on the formal communication from the Department of Health advising when their day 13 test should be completed. Only primary close contacts need to be tested on day 13 and not the whole household. For example, at the school exposure sites, only the student(s) from the school needs to be tested, not other household members. The exception is when someone has symptoms of COVID19 or if they have been to another exposure site. People who have tested positive for COVID-19 will receive separate advice from health professionals regarding when they need further testing for COVID-19. Planning for day 13 testing is well

Thursday will be the highest demand for testing and there will be increased resources to meet the demand as well as processes to manage queues across each day. We’ve got this, Shepparton I am so proud of our community’s response to this COVID-19 outbreak, which has seen a third of our population in 14-day isolation.
As soon as we heard of the outbreak, we lined up in droves at testing centres to get tested, and those who needed to isolate went straight home to do so. For some, their cupboards were almost bare but they did the right thing for their community and remained calm at home. Friends and families immediately helped out those in isolation and GV Cares, Foodshare and Red Cross have been delivering boxes of food and hygiene products to Shepparton families. When the city’s workforce was impacted, I was pleased that following my call to Premier Daniel Andrews, he sent Emergency Management Victoria Deputy Commissioner Deb Abbott to Shepparton to co-ordinate the response to our critical needs. Ms Abbott, support workers, and local volunteers have been busy providing essential aid to the community and army personnel were deployed to address the staff shortage at GV Health and conduct welfare checks. GV Health has played a vital role in responding to this
outbreak from conducting more than 21,000 COVID-19 tests in 11 days and rolling out vaccines to keeping us well informed about the unfolding situation. Chief Executive Matt Sharp has been providing the latest information on social media, through the mainstream media, and via community-wide Zoom calls. We are still working through welfare issues, but we are lucky to have such a resilient and tightly-knit community, who are always looking for ways to support one another. I would like to thank everyone who is helping us through this difficult time. We have families biding their time in isolation and keeping their spirits high, parents homeschooling their children, and volunteers rolling their sleeves up to help in whatever way they can across the community. THE next big step in the overhaul of the Shepparton Line will begin this spring with works commencing on Stage 3 of the Shepparton Line Upgrade, while Stage 2 works progress. “T h is Vic toria n G over n mentf u nded Stage 2 i ncludes 59 level crossing upgrades, as well as platform extensions and stabling, so we can bring more modern and reliable trains to Shepparton,” said Member for Northern Victoria, Mark Gepp MP. Track demolition, earthworks and drainage works will take place at Murchison East as part of the crossing loop extension, which will be extended by an additional 1.1km as part of Stage 3 of the project. Site investigations will take place during the construction blitz, to inform the design of the track and signalling upgrades. Track a nd sig n a l l i ng up g rade s between Seymour and Shepparton as part of Stage 3 will enable nine weekday return services and faster journeys on the Shepparton Line, while an expanded stabli ng facilit y w ill suppor t t he additional services. Coaches will replace trains between Southern Cross, Seymour and Shepparton from Saturday September 4 u nt i l Su nd ay S eptemb er 12 to enable construction on the expanded Mu rch ison E ast crossi ng loop to commence. Works on Stage 2 of the Shepparton Line Upgrade will also progress while t ra i n s a ren’t r u n n i ng – i nclud i ng continued underground trenching, boring and pipe installation works along the line to facilitate upgrades to 59 level crossings between Donnybrook and Shepparton. Stage 2 is delivering the infrastructure needed to enable modern and reliable VLocity trains to run on the line for the first time with a date targeted for completion in 2022. During the coming months, major work will take place on five regional rail lines to improve reliability and a smoot her jou r ney wh i le essent ia l up g rade s w i l l t a ke pl ac e on 12 metropolitan rail lines. Victoria’s Big Build is delivering a total of 165 projects worth around $80B, designed to build a better transport system for Victoria’s future. PET ownership is on the rise but what if animal adoption could prevent wildlife from becoming endangered? Judging from the 4.6 million pet dogs in Australia and the growing number of other pets showing no sign of elimination, adoption may hold the key to ending extinction. Paleontologist at the University of New South Wales, Mike Archer, believes that restricting or forbidding the public from keeping native animals as pets was a “potential passport to extinction”, an incentive that could have saved the Tasmanian tiger from being wiped out in the 1930s. In Victoria, some native wildlife can be homed as pets without a permit, including many types of native bird, frog, reptile, and hopping mice. Since European settlement, Australia have lost six species of hopping mice. By allowing people to purchase the vulnerable mice as pets, breeding programs have been funded and the public have been educated and empowered to care for at-risk species. Just like cats and dogs, Professor Archer believes many native animals would embrace domestic life. He is encouraging states across Australia to adopt this philosophy. “I had a pet swamp wallaby, Wallabia bicolor, in the house with me and it was like a dog. It was wonderful," Professor Archer said. "They love being with us. These are animals that are ready to cross the line and become your best friend. "We've never given them this chance. "We've said the only animals that are suitable for being companions with us are alien invading animals... And this is crazy." This is disturbing when the reason many native animals are declared vulnerable is due to the destruction caused by invading animal species, like cats and foxes.

OUR community is in the depths of an unprecedented event with an estimated 2 0 , 0 0 0 p e ople i n S heppa r ton a nd surrounds currently in isolation or were recently. While we have faced our fair share of lockdow ns, this many G oulbu rn Valley residents in mandated isolation is unchartered territory, with those home for the 14 days unable to go further than their letterbox. The Morrison family from Tatura have provided insight into their time in home isolation. 1. WHAT INTERESTING ACTIVITIES HAVE YOU BEEN UP TO IN ISOLATION? We have stuck with our usual activities of painting, craft and board games. On Monday we rearranged the kid's bedrooms so waking up each morning didn't feel like Groundhog Day 2. ARE YOU FINDING DIFFICULTY IN GETTING FOOD/ SUPPLIES DELIVERED? We have never shopped online; we always have preferred the personal way of shopping locally and not buying anything more than what we need for a few days. So this element has been the hardest, luckily my parents are able to grab whatever we need and leave it at the gate. However, my parents are more vulnerable than us to the virus so it's difficult to feel comfortable with this arrangement. I did just make an online order with one of our local supermarkets but the earliest delivery time slot is days away. 3. HOW ARE YOU JUGGLING HOME SCHOOL? Mannix, my year eight from Notre, has been an absolute champ. He is in the study before 9am each morning and stays focused throughout the day. Mimi, our daughter in grade five and Peaches, our daughter in grade one, have been allowed to go at their own pace.
We have given them free time to explore their creative interests and only pull the schooling out when they say they're bored. This system has worked really well for us in keeping the work enjoyable for them. 4. HOW DO YOU FEEL BEING IN ISOLATION IS AFFECTING YOUR CHILDREN? It's only early days but the kids are doing better than me, I hate to admit it but I believe the last eighteen months has conditioned them to isolation. 5. HOW DID YOU FIND THE COVID-19 TESTING PROCESS; DID YOU HAVE A LONG WAIT? We are Tier One from Notre, usually as tier one you would be first called for testing but the sheer numbers with school exposures has changed all that. Only immediate concern groups were called up first, unless showing symptoms. Mid-last week we got the notice to take our son to be tested which yielded a negative result. My husband pre-registered for testing and arrived at a site at 9am last Wednesday and was out by 1pm which also yielded a negative result. The paediatric test was used on Mannix, and since it tickles rather than hurts, I'm confident that the Mimi and Peaches will handle it well and not feel violated when we all go for testing on day thirteen. 6. DO YOU FEEL THE INFORMATION AROUND ISOLATING/TESTING HAS BEEN CLEAR? I thought it was pret t y straight forward until my husband's test. Cam had a sore throat and thought he should get tested even though he is fully vaccinated. New rules coming for solar owners EARLIER this month, the Australian Energy Market Commission (AEMC) chose to amend how power networks compensate solar owners. These radical changes will allow companies to charge customers for exporting solar energy from the electrical grid and many solar owners are not impressed. Due to prime weather conditions, lots of sunlight and little shade, solar power has been willingly adopted in Shepparton and surrounding areas. More than half a million homes across Victoria have solar panels installed. While uptake has been high, many homes experience reduced consumption around noon that reverts their power back to the electrical grid. This push-pull effect of homes connecting and disconnecting from gridpower to home-solar creates a traffic jam in the wider electrical system. The new AEMC rules will reduce the value of solar exports when the grid is congested. However, power companies will provide “solar export plans”, and some companies will reward homes that provide energy at times of high demand. According to a national enquiry into the Electricity Market, published in July 2021, solar owners still take home the most energy savings. However, electricity costs may be being shifted to non-solar owners, who are much more likely to be renters and asset poor. When these reforms come into effect in 2025, the AEMC expects power bills for those without solar panels will reduce by $15 each year. Rather than punish early adopters of solar, these reforms aim to alleviate the challenges that sustainable energy has presented and to grow this green movement in a way that is viable for all.

100s of locals help with food deliveries OVER 20,000 residents are currently isolating at home due to the current COVID-19 outbreak in Greater Shepparton. Agencies at the forefront of increased assistance include the Red Cross, Shepparton FoodShare, GV Cares, Shepparton and District Ethnic Council, Shepparton Family and Financial Services and SalvoCare Shepparton. Council is working closely to support these agencies who are working around the clock to package and distribute much needed food and care parcels. “Council extends a sincere and massive thank you to each of the volunteers and support agencies working to ensure the demand for food and supplies is met, especially following the initial onset of the outbreak,” Cr O’Keeffe said.

By Sam Birrell, CEO of Committee for Greater Shepparton GREATER Shepparton is in a tough place, and it will require a focussed effort from the whole community to get out of it. A critical first response has been to look after isolated families with their basic necessities. With supermarket delivery services affected by staff shortage, GV Cares, an initiative supported by a range of organisations and volunteers has been making sure those who need food and basics have them. It is a wonderful community effort and something we can be proud of. This generosity and practicality is becoming a key part of our brand when you look at references to the Shepparton situation
in the national media. It is hard to pull many positives out of where we are at the moment, but that is one. Another key part of the response is to drive the case numbers to ground, and get this virus out of our community. That requires following isolation rules, getting tested as soon as symptomatic and getting vaccination as soon as possible. If everyone in Greater Shepparton did these three things, we would be out of trouble in reasonable time and businesses can get back to opening up and trading, which is what they desperately need to do. Our community would be a lot safer and everybody could operate with more certainty into the future. I’m sure we can pull together and do it.
