Youth Foyer Win Education Award AT-RISK young people can face numerous barriers to attaining an education. A safe and stable base to study is sometimes the best provision to help a young person to build a better future. The Shepparton Education First Youth Foyer recently took home the Education Initiative Award at the 2021 Victorian Protecting Children Awards. T he Foyer places yout hs at the heart of its model, providing them with up to two years of accommodation while they focus on gaining an education and learning to live independently. In return, young people engage with ongoing education and training, as well as regular meetings with a youth development worker. The team at the Foyer have encouraged several young people in the Goulburn Valley to thrive and to go on to achieve their dreams like further education, gaining full-time employment, getting a car and their license and more. For disadvantaged youth, the Foyer can provide a pathway to a fulfilling life, recognising that education and adequate support are key to creating opportunities and a brighter future.

Rubbish still needing to be cleared FOLLOWING up from our article in The Adviser late August regarding the dumping of rubbish around Arcadia Downs, we are pleased to report the rubbish pile containing personal letters and other litter has been cleared and the dumped vehicle has now been towed. The rubbish was dumped on the side of Raftery’s track, which is off Raftery Road. There was also rubbish being dumped at the end of River Road, which is just past the entrance to Arcadia Downs Drive. There is however, 10 metres from the pile which has since been cleared, another big pile containing televisions, office chairs, fans

and other items which need to be disposed of appropriately. “The clearing of some rubbish is vast improvement, and it appears no new rubbish has been dumped since the article appeared,” said the concerned resident who first notified us of the dumping. “We still need the heavy items like TV’s and office furniture cleared though and for residents to remember this is not a rubbish bin.” If you see or know of people dumping rubbish anywhere in our community, report them to the authorities.

DESPITE not being open for browsing in-store like many regional businesses, Billabong Garden Complex is excited to still be able to provide customers their gardening needs with ‘drive-thru sales’ and keep their staff who are able to work busy. “Spring is here, blossoms are bursting, new foliage growth is lush and the days are getting longer and are warming up,” said Billabong Garden Complex Manager Tracy Lamont. “Since being forced to close, we have had customers contact us daily wanting plants and gardening supplies; it has been heart-breaking that we have been unable to supply them.” Not wanting to let their customers down, the Billabong team got creative and are now offering the unique service for locals to put a spring back in their step. Billabong is a social enterprise of disability service provider, ConnectGV. It provides training and employment for people with a disability in its onsite propagation nurser y. Billabong was established almost 20 years ago, and along with supplying the community with quality

locally grown plants, its main reason for existence is to provide and encourage the benefits of horticultural therapy. “Being a social enterprise, Billabong is a part of a greater whole, that being ConnectGV. Maintaining staffing for the people we support has been first and foremost on everyone’s minds,” said ConnectGV CEO, Carolynne Frost. “Over the last couple of weeks, we have seen our team step outside their comfort zone. This includes our Billabong team whom have put their hands up as back up staff in the event that we have required a surge workforce to maintain our core support programs for people with a disability. “It is times like this that you really cannot find the words to express how truly grateful we are for the amazing teams around us.” During the lockdown period Billabong Garden Complex is open Monday to Friday from 10am to 3pm for drive-thru sales, call and collect and local deliveries. I am currently doing sessional teaching with GOTA F E , and I run my own consultancy business specialising in community engagement as well as Council commitments. WHAT'S THE BEST PART OF YOUR JOB? The best part of my job is assisting students in achieving successful outcomes and meeting a diverse range of people throughout our region. WHAT DO YOU ENJOY DOING OUTSIDE OF WORK? Queensland fruit fly (Qfly) will start to increase in numbers and are expected to be trapped earlier in urban locations than peri-urban and rural areas. It is recommended urban householders clean up unwanted fruit, monitor for Qfly presence and, if needed, carry out fruit fly control practices. It is suggested all home gardeners growing fruit and vegetables start building a supply of traps, nets and pesticides approved for home garden use and begin fruit fly management programs such as: • Monitor Qfly presence with a trap or traps • Check early or late-hang ing fruit for fruit fly sting marks • Cover fruit and veg etables with a net to keep Qfly out • Clear away and destroy unwanted fruit • Consider complete removal of unwanted fruiting plants, trees and vines • W ork with neig hbours in controlling Qfly – the more area-wide strategies set up the better for the whole community

Trapping information and activity The Goulburn Murray Valley fruit fly trapping grid is used to identify likely spring hot spots, where and when Qfly management activities can be implemented and how effective management programs are performing. Past activity is an important trigger for increased monitoring and control. Data from the regional fruit fly trapping grid has been examined to identify areas where fruit fly activity was located in recent years. Prime Minister talks to Shepparton residents AT the height of this latest lockdown with thousands of people isolating, local organisation, GV Cares has co-ordinated local resources to assist in getting deliveries to people unable to get out of confinement. Local Federal politician, Damian Drum was able to arrange

RENTERS who risk losing the roof over their head due to loss of income through the pandemic may be eligible for a one-time payment of $1,500 to cover accommodation and to save their tenancy. Previous rent relief grants, available across April 2020 to March 2021, assisted more than 33,000 Victorian renters to stay in their homes. Emergency accommodation for people experiencing homelessness have received a necessary $45M boost as well. Eligibility criteria for the current grant is strict to ensure assistance reaches those people and families who are most at risk. $3M project gets underway REDEVELOPMENTS for the revitalised Hospice Community Palliative Care Hub are well underway. Cranes working alongside GL+DC Marshall Pty Ltd. have started the heavy lifting on the corner of Wyndham Steet and Balaclava Road, Shepparton, piecing together what will become another terrific asset to local healthcare. The impressive $3M build, which should be completed in winter 2022, is a purposebuilt space that will provide palliative care patients and their loved ones improved access to specialists medical, nursing and counselling staff. Executive manager, Faye Hosie, said that GV Hospice health professionals, volunteers and other staff have been diligently providing care under restrictive conditions. Yet, the organisation has continued to grow with more people able to stay in Shepparton to receive medical care due to the increased number of specialised oncology and radiation treatments delivered locally. Keep an eye out for snakes AS the weather starts to warm up, residents should keep an eye out for snakes and keep on top of property maintenance to reduce the chance of coming into close contact with them. "As we head into spring, it's the season to brush up on your snakebite first aid knowledge and ensure all Australians are doing what they can to coexist with our slithery friends," said a representative from The Australian Reptile Park. A bite can destroy blood cells, cause blood clots or cause excessive bleeding, depending on the type of snake. Approximately 3000

people are bitten by snakes every year, with about 300 of them receiving antivenom and one or two bites proving fatal. If untreated immediately, a person can die within 30 minutes depending on the amount of venom injected and the species of snake bite victims must be kept calm and still, and have their whole injured limb pressure-bandaged. Keeping lawns short and avoiding piling up sticks and rubbish, especially items like tin sheets which draw in heat, are some ways you can help keep snakes at bay.

News dates for GV Country Festival SHEPPARTON’S inaugural Goulburn Valley Country Festival, scheduled for October, will be postponed to Sunday, April 10, 2022, due to ongoing restrictions and border closures. Brothers and festival organisers, Aidan and Rhett McLaren, are delighted to have retained their coveted line-up, headlined by Lee Kernaghan, with special guests Brad Cox, Casey Barnes, Felicity Urquhart, and many more. “We’re so thankful to all of the amazing artists and their teams for being so flexible regarding the date move, and overall, just being so keen to do whatever they could to get to Shepparton to make the show happen,” said Aidan. Big changes to netting CH ANGES to domestic fruit tree netting became enforceable on September 1. As of this month, new regulations require all fruit tree netting, used or sold, to measure 5mm x 5mm or less at full stretch. Netting with holes just large enough to poke a finger through is a trap for our wildlife, often inflicting horrific injuries or even death. During 2020, Wildlife Victoria responded to 285 cases of wildlife caught in domestic fruit tree netting. 120 of these cases were grey-headed flying-foxes. Trapped

or injured magpies, rainbow lorikeets, cocktatoos and ringtail possums made the rest of the cases. "We are very pleased to see the new laws come into effect, given that there is a significant detrimental impact on our wildlife as a result of the wider aperture netting that a lot of people use on their backyard fruit trees," said Wildlife Victoria CEO, Lisa Palma. "We believe our case numbers are just the tip of the iceberg. It’s highly likely that a lot of animals may not be called in to Wildlife Victoria because they may already be

Lovell calls out Andrews Labor Government on failed Med-Con promise. THE Member for Northern Victoria, Wendy Lovell, has called out the State Government for failing to deliver on a promise to support local mask manufacturer Med-Con. Ms Lovell told State Parliament on the 3 August 2021 that the State Government has ceased purchasing surgical masks from MedCon, in favour of cheaper products from interstate or overseas. Health Minister, Martin Foley, addressed the issue the following day, promising to ask his department and the health agencies to look at how Med-Con can be supported by the State Government in the future. Earlier this week, Ms Lovell contacted Med-Con to establish whether the government had acted on the promise and was informed by management that despite more than a month elapsing since Mr Foley’s statement, no approach had been received from the State Government or the Minister’s department. Ms Lovell said that this yet another example of empty promises and spin from Labor, with Mr Foley saying one thing and doing the opposite. In Parliament this week, Ms Lovell again called for the State Government to support Med-Con and re-commence purchasing PPE masks from this great local manufacturer.

New traceability guideline for Australian dairy

IN a bid to provide dairy farmers a clearer view of transactions in the value chain, a guide for traceability in the supply chain was launched last week. Traceability is defined as ‘the ability to trace and follow a food, feed, food-producing animal or substance intended to be, or expected to be incorporated into a food or feed, through all stages of production, processing and distribution’. The primary reason for having a functional traceability

system in place is to ensure safe food and to aid in the removal of unsafe food from the market place. The ‘Australian Dairy Traceability Guideline’ was officially released during the eighth meeting of the National GS1 Traceability Advisory Group (NGTAG), by Australian Government Senator Susan McDonald. Australian Dair y Farmers (A DF) welcome the announcement, signalling the second output of the Australian

Government grant for the implementation of ADF’s Blockchain and Traceability Framework. The traceability standards in the guideline provide a common approach for the Australian dairy industry to identify and track product as it moves through the supply chain, capturing and sharing information of relevance to producers, transporters, manufacturers, retailers, exporters and government.

Building boom to deliver new homes in Shepparton THE Victorian Government is ramping up delivery of the Big Housing Build across the state with the first allocation of funds to community housing projects – with more than $1B in projects to commence this year. The Government is investing $2.25M in Greater Shepparton delivering 25 new social housing homes – creating more than 70 local jobs. Member for Northern Victoria, Mark Gepp MP said the investment will support vulnerable individuals and families in Shepparton and be delivered in partnership with BeyondHousing. The homes will be made available to those in the most need of housing including people living with mental illness or disability, people escaping family violence, Victoria’s First Peoples and individuals experiencing homelessness. “Everyone deserves a safe, secure and affordable home. This record investment will make a huge difference to the lives of people experiencing homelessness and housing insecurity,” said Mr Gepp. A minimum of $45M will be invested in the Greater Shepparton area.

limiting access to COVID-19 vaccinations, particularly geographical distance and access to transport, which are factors that can profoundly impact regional Australians. The vaccination bus was built to be disability-friendly, with ramp access and a dedicated pod that can accommodate a wheelchair and personal aids. Roy Ward from Dyson's received his first

vaccination in the bus after cutting the ribbon. “It was something that was such a simple idea, it made so much sense to us as a family business,” Mr Ward said. “Our whole businesses around mobility for people out in the community and this really does that, it allows people that may not have access to transport or other means to be able to get vaccinated.”

Health Professionals Is the race over? Have we reached critical mass with vaccinations? By Steve Hutcheson ACCORDING to modelling by Doherty Institute, we need to reach at least 70 percent, ideally 80 percent of the population to be vaccinated in order for the country to start managing affairs without the need to impose blanket lockdowns. According to the Federal Department of Health, as of September 13, Shepparton has 74.4 percent having received their first dose and 43.0 percent having received their second so it will only be a matter of a few weeks before those waiting for their second dose will get to that time. However, standing in the reception area at the vaccination centre at the McIntosh Pavillion on Thursday, the place was devoid of clients. For a facility that can handle a thousand people a day, there were three waiting in line. In the community, there are any number of people who are reluctant to get the vaccine, many listening to wild stories on social media rather than their health professionals. What is that percentage and how can they best be encouraged to get vaccinated. Others may not have access. What about the rest? With GV Health now advising they will accept walk-ins without an appointment, the Monday

morning queue looked very promising with a long line of people who are continuing to drive the numbers down. However, according to recent reports, many people are hesitating, with 42 percent saying they will wait while a third of 18 to 29 year-olds said they "will not get vaccinated" (11 percent) or were "not sure about getting vaccinated" (22 percent). One aspect of the study is that politicising health messages and lack of political consistency between States and the Federal Government only worsens partisan gaps and is counterproductive to public health outcomes. According to GV Health, the demand for Dose 1 vaccinations has been rising week on week and is only limited by the amount of Pfizer vaccines we have to administer. We have opened AstraZeneca appointments and in fact 40 percent of our vaccinations in the GV public health unit have been AstraZeneca. The majority of people seeking vaccination on Monday morning were lined up for the Pfizer jab while only four people stood in the AstraZeneca queue.

CONCERN has been flagged regarding the mental health of young people during the pandemic. A disproportionate number of children and young people presenting with varying levels of mental, emotional and psychological anguish has continued to increase in 2021. These statistics, released on World Suicide Prevention Day, reveal that in six months, Kids Helpline counsellors contacted frontline responders for an emergency intervention 135 percent more during the same period in 2020. What is termed ‘The Shadow Pandemic’ is hitting hard. A recent report by Suicide Prevention Australia (SPA) illustrated that one-quarter of Australians know someone who has taken their own life in the past 12 months. For Victorian children and young people, emergency actions related to suicide attempts were 161 percent higher between March and August 2021 than in the year prior.

Battling with isolation, home schooling, and a world turned upside down, anyone who grew up before the pandemic must feel for our young people, the pride and frustration that goes with this unchartered territory. A battle that has affected us all individually and so profoundly. Carer Support & Planning HELLO again. Last month we had a quick overview of the Carer Gateway and listed the supports that are available to you as a carer. This month I would like to focus on Carer Support & Planning - a very important part to assisting carers to access the supports they need. All too often carers put their own needs secondary to those of the person they care for. It is important that you as a carer prioritise your needs which in turn supports to continue in your caring role. The Carer Gateway has the needs of the carer as the main priority - all assistance that is provided through the Carer Gateway has the carer firmly at the heart of that support. Carer Support & Planning is a process that has two main stages, the first is understanding the carers needs and secondly, support planning.

Through a guided conversation, our carer support and planning staff work with each carer to understand their individual priorities. This conversation focuses on several key areas including: the carers health; the caring role; managing at home; how you are feeling; and how the caring role is impacting on your work / study / volunteering / social activities. Once a carer’s priorities have been identified, our carer support and planning team provide short term support to carers to help them navigate, coordinate and access the right services. Support is tailored to your needs – we can help you connect with services that support both your needs and well-being. Increased vaccination services needed for our region S H EPPARTO N ’ S response to the recent COVID-19 outbreak has been outstanding and commended by Australian leaders. Given our stellar response, the Member for Northern Victoria Region, Wendy Lovell, has called on the Government to prioritise and increase vaccination capacity for the local community. M s Lovell ’s c all co m es a s th e Federal Government released the latest vaccination data which showed that of the ten regional cities Greater Shepparton ranked ninth, well behind leaders Warrnambool, Geelong, and Bendigo. T h e Wa r r n a m b o o l LG A l e a d s Victoria’s regional cities on second vaccination doses, with 49.1 percent of the population fully vaccinated. Greater Geelong ranks second of fully vaccinated people at 46.6 percent while Greater Bendigo ranks third with 46.2 percent of

residents fully vaccinated. In comparison, just 36.8 percent of Greater Shepparton residents are fully vaccinated. Speaking in State Parliament last week, Ms Lovell said it was no coincidence that Greater Shepparton lags behind on the vaccination rankings with its staterun vaccination facility only operating Monday to Fridays between 9am 4.30pm with some extended hours on
