$13.7M Mall contract awarded
THE contract for the construction works on the Maude Street Mall redevelopment have been awarded to local company, Jarvis Delahey Contractors Pty Ltd, at last week’s Council Meeting. The contract is valued at approximately $13.7M. The works, which are expected to commence next month, will see the function and visual amenity of the area improved with returning traffic while ensuring its primacy as the heart of the Shepparton CBD is maintained. Helping the next generation of farmers to succeed ONE of today's more pressing needs to provide the right incentives for young people to stay on the land. The State Government is calling on young farmers to take their careers to the next level, with expressions of interest open for the 2022 Young Farmer and New Entrant Mentoring Program.
M i n i s ter for A g r ic u lt u re , M a r yAnne Thomas, announced today that eight positions are available in the 2022 program which pairs young farmers with experienced farmers in a mentorship, overseen by a skilled farm business consultant. The program is open to farmers aged 18
to 35 years to develop the skills they need to better manage their farm businesses, identify risks and develop strategies to build resilience and achieve their business goals. During the 12-month program the mentor and mentee will meet regularly to assist the young farmer in building

SPRING is in the air and residents are being warned to be on alert for swooping birds. Native birds swoop to defend their young for six to eight weeks while waiting for their babies to hatch and leave the nest. Magpies and plovers can be a particular problem during breeding seasons. Almost 4,000 swooping attacks and more than 400 injuries Australia-wide have been recorded online in 2021 on magpiealert.com Among reports made this September, an aggressive magpie targeting children was reported on Kialla Lakes Drive, Kialla and a violent bird swooping outside of Wyndam Early Learning Centre, Shepparton. Being aware of and avoiding swooping hot spots during springtime are the most effective ways to deter a bird attack. The submission, jointly prepared by Member for Shepparton District, Suzanna Sheed, Greater Shepparton City Council, Committee for Greater Shepparton and the Goulburn Valley Highway Shepparton Bypass Action Group, outlined the urgent need to fund and commence construction of Stage One of the Shepparton Bypass. T he subm i s sion h ig h l ig ht e d t he i mp or t a nc e of ge t t i ng t he by pas s underway, acknowledging the rapid development and expansion of Greater Shepparton and its growing population, as well as addressing safety issues. Not
only would the bypass create jobs and economic stimulus to the region, but it would also provide much-needed upgraded national highway connectivity across our states. The Infrastructure Australia Priority List sets out the investment opportunities that can deliver nationally significant benefits to Australians, helping to guide decision makers towards infrastructure that supports productivity and quality of life. Ms Sheed, said the bypass would form part of the greater road network between Melbourne and Brisbane. “Our region has seen substantial growth in recent years with investment in health, education, rail and the arts. “This bypass has been a priority for our
region for decades and its implementation would not only service our district but the transport capacity of the eastern states of Australia.” Greater Sheppar ton Cit y Council Mayor, Cr K im O’Keeffe, said the Shepparton Bypass was a nationally significant project, with $208M in Australian Government funding already committed. The proposal submitted to Infrastructure Australia will now be assessed and considered at a board meeting later this year. Written feedback will then be provided before the final publication is released in February next year.

A YOU NG local artist named Jasper Challinor is sharing his creativity with the Tatura community through the sale of greeting cards bearing his colourful and unique illustrations. Tinkers Twist Tatura is stocking a selection of the vibrant cards alongside some art his equally talented mother, Naomi Collard, has for sale. Jasper, 16 years old, has always had a love for drawing according to mum Naomi. “Jasper and his sister Wendy have been drawing together since they were very little, they just love it,” she said. “I remember even Jasper’s maths books at school had intricate illustrations in the margins, he’s always been very talented.” Jasper says that art brings him joy and
happiness and he is inspired by his own thoughts as well as influenced by his sister who also enjoys drawing. One day, Jasper hopes to forge a career based on his love of drawing, and if how fast his cards are selling out is any indication, he is well on his way to achieving that. “I sold two cards only an hour or so ago,” said Tinkers Twist Tatura owner Sharryn Smith. “People saw Naomi’s post on Facebook showcasing the cards and have popped in to show their support.” Jasper hopes his drawing brings others as much joy as it brings him and is glad to be sharing it with the community.

THIS last week has seen a number of firsts for many people starting with a ground shaking earthquake last Wednesday. Authorities say there is a chance of "significant aftershocks" in the upcoming weeks and months. Tremors were felt across much of south-eastern Australia, from Melbourne through to Canberra with the epicentre reported to be around Mansfield. Geoscience Australia said the first earthquake was detected in the Alpine
National Park south-east of Mansfield and north of Rawson around 9:15am and was 10 kilometres deep. It also says the quake is one of the largest earthquakes in eastern Australia since European settlement. Several aftershocks have also been recorded. Lit tle damage has been reported other than some falling bricks in Chapel Street, Melbourne and a number of businesses losing stock from falling off shelves.

A family legacy and Shepparton icon AFTER 41 years in flower business, Sam and Josie Renato are retiring and handing the keys to Renato’s Florist to their niece, Leeanne Archer and her husband Glenn. Leeanne and Glenn will officially be the new owners of the iconic Shepparton business, as of Monday 4 October 2021, a challenge that they are both very excited to be taking on. Leeanne and Glenn were born and raised in Shepparton, where they are raising their two daughters, Olivia and Emily. Taking over the family business is something that Leeanne and Glenn feel honoured to be doing. The whole family are looking forward to becoming a part of the business. “This is a great opportunity for our family, we are super excited to be taking on this challenge, we can’t wait to continue to spread the love of sending flowers to the Shepparton community and beyond” said Leeanne Archer. Sam and Josie will continue to mentor and offer any support to Leeanne and Glenn as they establish the business as their own. The knowledge and experience that Sam and Josie possess is amazing and

On the 13 September 2021 police began investigating a violent incident that occurred in Wyndham Street, Shepparton, just prior to 4:50 am. A police vehicle was flagged down by a male with facial injuries and what was later found to be a broken arm. It is alleged he was assaulted by two to three people with a baseball bat in a nearby lane way. Police are still hopeful that a witness has not come forward. COMMUNITY members are being encouraged by the Greater Shepparton City Council to have their say and help shape the next Reconciliation Action Plan (RAP) – Innovate 2022-2024. Council developed and implemented their first RAP, ‘Reflect’, in 2019 which marked the commencement of Council’s RAP journey. This plan enabled Council to help identify new opportunities that benefit Aboriginal and Torres Strait Islander Peoples and the broader community. Council is now currently developing its second plan, ‘Innovate’, which focuses on creating and strengthening relationships with Aboriginal and Torres Strait Islander Peoples by identifying key strategies and tangible measurements. To help shape the final document, Council are encouraging the community to have their say on what reconciliation means to them and how Council can better address this moving forward. “We are calling on the community to provide their input to help us shape the second RAP document to ensure Aboriginal and Torres
Strait Islander culture and heritage is respected, acknowledged and celebrated,” Mayor Cr Kim O’Keeffe said. “We want to understand what the community think about Council’s approach to reconciliation so far and how we can better improve this positive work into the future.” The RAP framework aims to support Council to develop respectful relationships and create meaningful opportunities under the four key frameworks of reflect, innovate, stretch and elevate. Cr Greg James said Council is committed to reconciliation and the development of four RAP frameworks was a way to help reduce division within the community and find a just and equal society. “Council is focused on continuing its work in this area, and the development and implementation of these RAP frameworks is a key step in the right direction,” he said. Accommodation plan to boost farm workforce GETTING around government requirements can in a number of instances, put individual projects on hold. One such problem has been overcoming planning restrictions for additional farm accommodation for workers. Following a recent amendment to the legislation, farmers across Victoria can now invest in worker accommodation on their farms without the need for a planning permit. Minister for Agriculture, Mary-Anne Thomas, announced an amendment to the Victoria Planning Provisions that exempts farm businesses from requiring a planning permit for on-farm accommodation for up to 10 people.
The planning permit exemption is available exclusively for accommodation for workers engaged in agriculture and must be on at least 40ha of land on a property within the Farming Zone. It must meet requirements relating to connections to electricity, water and wastewater treatment. Increased on-farm accommodation may also contribute to improving broader housing supply issues in regional areas by reducing seasonal demand on housing in rural towns. This complements the Victorian Government’s commitment to tackle housing shortages and other barriers to regional workforce attraction through the $5M Regional Workforce Pilots.

Keeping children safe AN important new recruitment drive to help keep children and families safe has been launched by The Victorian Government. They are calling on new graduates and career changers from across Northern Victoria to consider joining the ranks of Victoria’s child protection workforce. Member for Northern Victoria, Mark Gepp MP, is urging locals to consider a rewarding career in child protection following the launch of the ‘Go Where You’re Needed’ campaign, which aims to recruit more than 280 new child protection practitioners across metropolitan and regional Victoria. The campaign, which will run across radio, print and online, showcases the benefits of a career in child protection, which provides many oppor t unities to make a real difference in the lives of vulnerable children and families. There are a broad range of roles to choose from across various levels, which offer professional development, career progression and the chance to work with diverse and dynamic teams across the state. The campaign follows the launch of the Child Protection Workforce Strategy 2021 and was created with input from practitioners and industry experts. “If you want a meaningful career that can change the lives of vulnerable children and keep families strong, child protection offers a range of roles for different skillsets,” said Member for Northern

$13.7M Mall contract awarded LOW speed one-way traffic will return on Maude Street, from Fryers Street to High Street, with parallel parking spaces along both sides of the roadway. A new playground will be installed along with new street furniture and low garden beds to improve the streetscape and amenities for residents and visitors. The playground will be one of the first activities which could be ready by Christmas this year. The full redevelopment is scheduled for completion by late 2022. Greater Shepparton City Council deputy Mayor, Cr Rob Priestly, said the awarding of the contract was an exciting step in getting the redevelopment works underway. “The Maude Street Mall redevelopment has been a work in progress for a number of years and it is fantastic to now be able to award the contract to a local company and see
the works get underway in the coming weeks,” he said. “The completed space will be a fantastic community area with new amenities, ample parking and great access to the many wonderful businesses who call the Maude Street Mall home.” Cr Priestly said the successful contract would see the least amount of disruption to traders during the Christmas period while still maintaining progress and efficiency during the works. Businesses will continue trading during the redevelopment, with all footpaths fronting shops to remain in place to always allow access. The Maude Street Mall redevelopment is jointly funded by the Federal Government’s Building Better Regions Fund, the State Government’s Regional Infrastructure Fund and Council contributions.

Mighty effort by so many Lockdown lifts leaving much to be thankful for By Deanne Jeffers WHILE enduring the pandemic and public health orders have contributed to unprecedented stress, the Goulburn Valley is teeming with uplifting stories of solidarity, charity, and togetherness. Unt i l Aug u st 20 t he region had remained relatively free from coronavirus. By the end of the day, case numbers were in the double-digits a nd w it h i n t wo weeks Shepparton’s cluster had grown to more than 120, forcing almost one-third of t he popu lation i nto isolation. With so many employees Athalie Cornish unable to leave their home, the Australian Defense Force (ADF) was deployed to Shepparton to assist with door-to-door checks and other essential work. Businesses and charity organisations from around the state did not hesitate to get involved, particularly in providing food to households suddenly unable to access meals.
It’s just fantastic to think of all the support that has been sent up Shepparton way.

One local leader heeding the call was Azem Elmaz from Luftiye’s Shish Kebab in Wyndham Street, Shepparton. Mr Elmaz, who began supplying free meals in 2020, saw demand jump from 120 meals a day to more than 500 meals requested daily. Shepparton’s Foodshare, Kyabram’s Foodbank and the Goulburn Valley’s GV Cares network are only a few examples of local organisations who have rallied together to bring essentials to those in need. GV Health have seen some of the best displays of humanitarianism, welcoming in excess of 200 health professionals from other regions to assist with the outbreak response. Many more volunteers, including the ADF,
assisted in community and welfare support. While the situation has been challenging, impacting most businesses, families and individuals, many have expressed heart-warming gratitude to see the generosity of people and how regional communities band together in times of a crisis. One resident, Athalie Cornish from Shepparton, wanted to say that “They’re all doing a marvellous job. It’s just fantastic to think of all the support that has been sent up Shepparton way. She will highlight the willingness and ability within sporting infrastructure to tackle the insidious issue of institutional racism and to be a critical cornerstone in creating a healthy, vibrant nation to which we can all be proud to contribute. TO MASK OR NOT Dear Adviser Editor I was a nurse for 20 years. We wore masks for carrying out procedures and infection control but not all the time. Otherwise, breathing in stale air all the time is not healthy and fogs up glasses and it makes people feel insecure as they are unrecognisable to others. Social distancing yes but no to masks. They’re potentially dangerous and a trip hazard when they fog up glasses.

The ‘A little support makes a big difference’ campaign of 2021 demonstrates that many people living with dementia can continue to live well for many years after their diagnosis. Living far from friends and family or finding yourself at home more often can bring on feelings of isolation and need for companionship, especially in recent times. When it comes to selecting a dog breed in particular, factors to consider are energy levels (both your own and that of a dog breed’s), size, age, temperament, health susceptibilities and grooming requirements. People have a wide range of needs and preferences, so the perfect pet for one senior may be entirely unsuitable for another. That said, some breeds have certain combinations of traits that make them popular choices for retirees. Here are some ideas for the perfect dog breed for you:
CORGI Intelligent and lively, corgis are high-energy dogs that live for human attention and are big on pleasing their owners. Originally bred as herding dogs, corgis love hiking and being outside, and they need frequent daily walks. They have a protective nature and make good watchdogs. However, they can be prone to barking.

FROM September 20, the maximum full age pension increased by $14.80 for singles per fortnight and $11.20 per person in a couple. This equates to an extra $582.40 per annum for couples and $384.80 per annum for singles. National Seniors Chief Advocate, Ian Henschke says the pension increase (the largest in three years) is also an opportunity for seniors to see how else they can save money. “The hip pocket nerve is hurting a lot of older Australians right now,” Mr Henschke said. "About one in four Australians living on the pension are living below the poverty line and National Seniors has been calling for some time for an independent tribunal to set the rate of the pension." Almost a third of Australians on a pension live in poverty. The poverty rate for all of Australia's elderly aged 65 and up is 19.5 percent in 2021 and this number increases to 28.7 percent in groups over 75. This increase in the pension rate hopefully will alleviate some of the financial pressure many people are currently facing.

The Dee’s have done it MELBOURNE Demons have put an end to their near-sixty-year Premiership drought, winning the 2021 AFL Grand Final against the Western Bulldogs by 74 points. The Dee’s came out strong during the first quarter, but the Bulldogs managed to creep in front during the second, scoring goal after goal. Melbourne was hungry for the win though, and brought it back, scoring 12 straight goals in the third and fourth quarters and putting the AFL’s longest premiership drought to bed. On the field, former Mooroopna Cats player, Clayton Oliver, played a ruthless game across all four quarters. He finished delivering 10 tackles, 33 disposals, and 13 contested possessions. Clayton was rated the fourth-best Grand Final player, after Bulldog’s captain, Marcus Bontempelli; Bulldog’s, Adam Treloar; and Norm Smith medal winner, Melbourne’s Christian Petracca. Laitham Vandermeer, also a former Mooroopna player, did not grace the oval at Optus Stadium in Perth due to a hamstring injury and the return of two senior players. Clayton played a big hand in Melbourne’s victory, being one of the Demons best in their first premiership in 57 years.” “Unfortunately for Laith, the Western Bulldogs were overrun and as the medical sub, Laith did not get onto the ground this time. PLAYERS, coaches, volunteers and clubs have been honoured in the Goulburn Valley League’s virtual award ceremony, marking the end of a challenging season for community sports. Chairman, David Roff said it was impor tant the league acknowledged the performances of all netballers and footballers during a challenging season. “We wanted to recognise the tremendous effort players and officials went to to play the 11 rounds of this season in incredibly trying circumstances. On behalf of the GVL board, I’d like to congratulate all the winners on their achievements.” There were lots of winners named from football and netball teams across the district, including Shepparton United’s Hannah Onley, who took home the Carol Ryan Rising Star award, and Charlotte Keady, who triumphed and scored the Gaye Eaton Medal. Senior coaches, Seymour’s Ben Davey and Shepparton United’s Tania Orchard, were acknowledged for their contributions to the league. While Euroa’s Andrew Hill and Shepparton Swan’s Courtney Simpson were recognised for their work as junior coaches. The winner of the prestigious Morrison Medal this year was Seymour’s Jack O’Sullivan, who received 22 votes. When asked whether he realised he was playing his best football this season, Jack
acknowledged his team. “I think as a group we played a good season. I think I might have been the beneficiary of winning games and picking up a few votes that other boys could have been more deserving of. I think I got lucky there.” Congratulations to all award winners and to all who participated in the sporting season this year.
