By Stephanie Holliday A TALENTED young local is turning her passion for textiles and clothing design into a sustainable and stylish venture. Eve Girdwood is a 19-year-old from Ardmona, enjoying a gap year before she commences Certificate III in Clothing and

Textile Production in 2022. From wool shorn from her own flock of Perendale ‘strong wool’ sheep, Eve sews and sells crossbody bags and berets using patterns she created herself. “ We g e t o u r f l o c k s h o r n o n c e , sometimes twice, a year. Normally we

sell this wool, but in 2019 when I was deciding what I would make for year 12 textiles in 2020, I thought that instead of selling the wool, I could research making it into fabric,” explains Eve. Continued Page 11

Fruit fly activity A peak in the number of Queensland fruit fly (Qfly) trapped and recorded in August and September reflects the number of flies that successfully survived winter by sheltering in warm refuges. Now active, these flies are ready to mate and start laying eggs into fruit. Ripe or ripening fruit is at risk of being infested and extra care should be taken to monitor and inspect fruit growing in home gardens. Spring infestations will be the first 2021/22 generation of Qfly to attack urban and rural fruiting plants in December through to the middle of May.

Shepparton out of lockdown after vaccine takeup at 94.3 percent COVID is still with us and will be for some time but with the increased takeup of vaccination among eligible population, the transmission rate will begin to slow down. Matt Sharp, CEO at GV Health reported on Monday that 138 people have been infected that came from 75 households in Greater Shepparton. The majority of those affected are in the range 10 to 39 years of age. The dominant cause of transmission is when people move between households so the advice is, to follow the Department of Health and Human Services advisory and unless you comply with the permitted reasons, do not visit other households. Last Friday saw the launch of a new GV

Health program called ‘Get the Jab Done’. Last week also saw over 9000 vaccinations administered, a record for the region. The current figures for people getting their first jab now stands at over 90 percent suggesting only a small number still to get vaccinated. Victoria is beginning to allow major events with crowds of up to 10,000 people. The people attending these events will be required to show their vaccination records updated from the MyGov website onto the Victorian. Stiff penalties will apply to people attending these events without having a vaccination record. Shepparton is to be congratulated since it now has 94.3 percent of the eligible

population vaccinated with one dose and 63.9 percent with two doses and has the second highest vaccination rate of any region in Victoria.

Stop the spread Trapping data taken over a number of years has identified, it is very likely that urban fruit fly spread from built up urban areas, through peri-urban locations and into rural commercial orchards. Effective control of fruit fly by home gardeners in built up urban areas will protect crops in both urban and rural locations. Urban control methods for use in home gardens and built-up areas include: • Use of traps to monitor for Qfly • Checking fruit for signs of infestation: o Presence of sting marks o Presence of eggs or larvae o Check fruiting plants, including fruiting weed plants, in back and front yards, nearby paddocks, roadsides, untended land and creek banks. • Use of fruit fly control baits • Use of netting • Remove fruit before it ripens

Fruit fly hot spots The Goulburn Murray Valley regional trapping grid was established to monitor fruit fly activity across the region. Despite the August/ September spike there is more variance between high and low numbers in regional traps this year compared to previous years. Extra vigilance and monitoring is required in the flowing locations: • Mooroopna • Numurkah • Kyabram • Merrigum • Tatura • Rochester • Violet Town

The impact of weather The Bureau of Meteorology forecasts that October 2021 will be a warmer and wetter month than average. These weather conditions favour the fruiting of Qfly host fruit such as loquats and apricots, the spread of Qfly food such as bacteria, fungi and yeasts, as well as encouraging the growth of Qfly eggs, larva and pupae and the lengthening and the Qfly lifespan and cycle. Goulburn Valley Highway Shepparton Bypass action group NOM I NAT ION S f rom t hose interested in joining the Goulburn Valley Highway Shepparton Bypass Action Group are being sought by Greater Shepparton City Council. The purpose of the group is to provide advice to Council on the development of the proposed G o u l b u r n Va l l e y H i g h w a y Shepparton Bypass, it has no executive function. The group has representatives from neighbouring municipalities and six community representatives. The community representative positions are voting members of the Action Group and are appointed for a threeyear term. “There are currently six vacant community representative positions on the Action Group,” Director Sustainable Development Geraldine Christou said. “Those with an interest in promoting the proposed bypass along

its western route, and advocating for its development and resulting benefits, are encouraged to apply.” Nominations are welcome from those in the freight and transport industry as well as from those representing wider community, social and business interests. Meetings are held on a needs basis. The appointments will commence in December 2021 and end in December 2024. SIX projects in the electorate of Nicholls will receive a significant financial boost – collectively to the tune of $769,000 – via round five of the Federal Government’s Building Better Regions Fund. Federal Member for Nicholls, Damian Drum, said he was delighted the investments were spread across the electorate and ranged from the further development of a communitydriven botanic garden to pop-up exhibitions in empty shops during next year’s Shepparton Festival. Some of the recipients are Greater Shepparton City Council for SAM, Kyabram Parkland Golf Club, Micthell Shire Council, Shepparton Arts Festival among others. Mr Drum said the Federal Government’s investment would deliver better facilities and economic opportunities for the region. “I have worked closely with local councils

and community groups – we are backing these projects so local people have the facilities for the future, while creating jobs to boost our economic recovery,” Mr Drum said. “The arts sector has been hit particularly hard by COVID and I’m excited that a number of empty shops will be filled during next year’s Shepparton Festival by up and coming artists and budding entrepreneurs, adding another layer of atmosphere to what is already a fantastic celebration. Under round five of the BBRF, the Federal Government has committed almost $300M to support 295 projects across regional Australia, which will create almost 10,000 jobs during the period. Million-dollar deal for Dookie Drought Hub MILLIONS of additional funds have been allocated to Drought Resilience Adoption and Innovation Hubs to strengthen drought resilience and agricultural innovation. The Drought Hub in Dookie, led by the University of Melbourne, will receive a $2.5M investment from the Federal Government to develop regionally focussed drought prevention strategies, technology, and responses. The Dookie Drought Hub is one of eight established across the country in April this year through the Federal Government’s $5B Future Drought Fund. The funding was announced by the Minister for Agriculture, David Littleproud, and Member for Nicholls, Damien Drum. They indicated that the Hubs are the key to unlocking the full potential of agricultural innovation systems.

“The Hubs will build connections between researchers, technology developers, investors, producers and agribusinesses to d rive in novation and dig ital technology uptake across industry a nd t he supply ch a i n ,” M r Littleproud said. Trialling new technologies and practices is a high priority as we head into summer. Above all else, these tailored programs facilitate unity in regional communities and improve overall knowledge of drought catastrophes. Hub Co-Director, Professor Ruth Nettle said, “This new funding will allow us to focus even more on innovative solutions to allow our local agricultural industry to thrive in a changing climate, and in an increasingly competitive global agricultural marketplace.”

SPC cleared over vaccine mandate AFTER attracting attention for being the first nonhealth-related company in Australia to announce a vaccine mandate for staff, SPC have been cleared of any wrong-doing. Canned food giant SPC has been cleared by Victoria's work safety regulator of not properly consulting staff on its COVID-19 vaccination mandate. In early August, SPC became the first non-health-

related business in Australia to announce a vaccine mandate for staff. The move attracted criticism from the Australian Manufacturing Workers' Union, which claimed staff were not properly consulted about the plans. WorkSafe Victoria investigated the concerns but found the food processor did not breach occupational health and safety legislation and regulations.

SPC has declared the outcome, confirmed by the regulator on Tuesday, a victory for all Australian businesses implementing COVID-19 vaccine mandates. The Victorian government last week announced it would make coronavirus vaccination compulsory for more than a million authorised workers across the state.

Easing of border restrictions INDEPENDENT Member for Shepparton District Suzanna Sheed has welcomed the loosening of restrictions on the border, which will help more Victorians return home and allow people from New South Wales and the Australian Capital Territory to enter Victoria since October 6. The announcement regarding downgrading the Extreme Risk Zones to Red Zones will allow Victorian residents to return following a negative COVID-19 test and home quarantine for 14 days upon their return. Red Zones will switch to Orange Zones allowing people from Victoria, New South Wales, and the Australian Capital Territory to enter Victoria. They will need to take a

COVID-19 test within 72 hours of their arrival and isolate until they receive a negative result. “These changes will bring more Victorians home and offer a greater flexibility to people who rely on travel across the border for family, education, or work commitments,” Ms Sheed said. “Victoria and New South Wales have always been strongly connected and restrictions from travelling between the states has caused emotional upset and financial hardship in the past few months, so I am pleased the Victorian Government found a reasonable way forward. “Seeing that 88.9 per cent of Greater Shepparton

Windfall Gains tax to benefit Victorians

THE Victorian Government is ensuring significant value increases from government rezoning decisions are shared with the community. The windfall gains tax will be introduced into Parliament this week and will return a share of the profits from rezoning to the community for vital infrastructure such as public transport and schools. W hen governments make planning decisions to rezone land, property values can rise sharply overnight. It is important t hat t he se prof it s a re sha red w it h Victorian communities and are used to

fund the services and infrastructure these communities need. T he new w i nd fa l l ga i ns t a x was announced as part of the Victorian Budget 2021 / 2 2 a nd fol low i ng st a keholder engagement with a range of industry bodies, the Government is announcing some changes to the policy. As previously announced, the total value uplift from a rezoning decision will be taxed at 50 per cent for windfalls above $500,000, with the tax phasing in from $100,000 – ensuring most land holders of rezoned land won‘t be affected.

Residential land which includes a home - including holiday homes and investment properties – will be exempted from the tax. It will not apply to any other increases in value, such as appreciation in property value over time. Primary production land that contains a home will also be exempted up to two hectares. Rezonings to most rural zones, or to a Public Land Zone, will be exempted. Landowners with a windfall gains tax liability will be able to defer payment until the next dutiable transaction of the land or after 30 years, whichever occurs first.

New transitional arrangements will push back the commencement of the tax by a year, to 1 July 2023, and will provide an exemption to proponent-led rezonings that were well in train by 15 May 2021. The windfall gains tax will be calculated based on valuations undertaken by the Valuer-General on the pre-rezoning and post-rezoning capital-improved values of land, with the difference between the two representing the value uplift. It will apply to other increases in value due to improvements to the property, or appreciation over time.

Adapting to climate change and managing Victoria’s bushfire risk An open letter from Chris Hardman, Chief Fire Officer, Forest Fire Management Victoria. As Chief Fire Officer for Forest Fire Management Victoria (FFMVic), my role is to keep the community and environment safe from bushfire risk. More than ever, climate change and its impact on our work is at the forefront of our thinking, planning and operations. The latest Intergovernmental Panel on Climate Change (IPCC) report is a timely reminder that we have a fight on our hands. We live in one of the most bushfire prone regions in the world, and while bushfires have always been part of Victoria – climate change is making bushfires worse. In the past 50 years we’ve seen a 170% increase in bushfires, a 20% decrease in spring rain and a 40% increase in very high fire danger days This is set to triple in some parts of Victoria by the end of the century according to research recently published in the International Journal of Wildland Fire. Every year, we have over 1000 bushfires in Victoria and 90% of those start in forests, underlining the crucial role of Forest Fire Management Victoria. We’re working with communities, the Country Fire Authority (CFA) and Fire Rescue Victoria (FRV) to find new ways to manage bushfire risk: • Fewer ‘ideal’ days for planned burning, has meant a move from seasonal burning to a year-round approach. • Where planned burning isn’t possible, due to landscape or location, we use mechanical treatments, like mulching, slashing and mowing vegetation. • More precision burning close to communities protects homes, water catchments, power supplies, schools, hospitals and transport routes. • Building more strategic fuel breaks –literal breaks in forested areas help us stop fires from spreading and accelerating. • Increased rapid first response capacity helps us put out fires quickly before they spread. Last bushfire season 95% of all fires were contained at the first attack and 97% were kept within five hectares. • Using science and modelling is helping us plan where and how to carry out bushfire risk management activities. Modelling weather and fire scenarios helps us to understand how fires react in certain locations and weather conditions and how to stop or slow these fires. • Large scale cool and mosaic (patch) burning is reducing the size, impact and intensity of forest fires allowing us to respond and contain them before they become mega-fires. • We value the knowledge and experience of Victoria's First Peoples in living with fire. We support and enable Traditional Owner led cultural fire practices for healing and healthier Country.

This then went to Cashmere Connections in Baccus Marsh where it was combed, carded and gilled, then to the Wanagratta Woollen Mill where it was spun into yarn. “From there, it was sent back to Geelong Textiles where that yarn was woven into 80m of cloth and to Geelong Dyeing where half was dyed black and half dyed navy.” Using the fabric, she creates the items which you can purchase via Instagram @evegandfriends. A message from Jeremy Rensford NO doubt you’ve heard or made these kinds of comments of late, “Not another lockdown?”, “I can’t do this anymore”, “I’ve had enough, I’m spent”. How are we going to respond as a city to the big challenges that we are facing? I’m sure you are acutely aware of what I’m talking about. Every day the following is thrust in our face by eager media reporting on the biggest news to hit the planet in a long time – case numbers, vaccination rates, deaths, most locked up city in the world, quarantines and lockdowns, six reasons to leave home, schools shut, businesses shut, can’t visit our families, can’t holiday, can’t go to work… – I better stop there before we all get even more sad. I don’t know about you, but I’m COVID fatigued. So the challenge is how will we respond to all this? There’s an old saying “what doesn’t kill me makes me stronger”. I wonder whether this adage can come to life here in Greater Shepparton. As I mentioned in my article last month, I was most impressed by how our city responded to our recent crisis, and I’m confident that this was only the beginning of a much greater, unified, courageous and thorough response to the unprecedented difficulties and sadness we face.

I know I, and countless others around Shepp, have been praying for our community to be protected and healed. For those with COVID (thankfully a minority of us) that symptoms would be minor and disappear quickly, for those affected by COVID (all of us) that we would be healed and rescued from depression, loneliness, fear, anxiety, financial struggles, separation from family and friends etc. As Jesus’s mate Peter observed and told others who were most interested in the story “God anointed Jesus with the Holy Spirit and power…He went around doing good and healing all who were beaten down by the devil” Thankfully, if Christian's beliefs are to be true, this same Holy Spirit is here to do the same thing right here in our town today – and it’s most needed. Here’s a final thought – perhaps YOU are the practical answer to someone’s prayers. A phone call, a visit, a walk at the lake, dropping off a thoughtful gift, checking in on someone you are concerned about. Rather than turning on one another (it’s tempting), caring for one another (even people that we disagree with, or to be scandalous, especially people we disagree with). Food for thought.

Our children need help YOUNG people and families across the Northeast are crying out for better local mental health services. Speaking to State Parliament, Member of Northern Victoria, Wendy Lovell shared the real-life story of a local family whose son has been unable to access the help he needs to treat his illness. The boy was made to wait months for an appointment locally and he could only

obtain inpatient care at Box Hill Hospital, almost a three-hours' drive from the Shepparton CBD. Box Hill, an inpatient service of just 12 beds, is the sole facility of its kind available for children and adolescents from Northeast Victoria and Melbourne’s Eastern suburbs. Ms Lovell raised this issue in State Parliament last week, seeking to gain a commitment from the Minister for Mental

Health to increase funding to services throughout the region and to establish a dedicated youth inpatient mental health facility at GV Health in Shepparton. She said that young people and their families in the Northeast deserve more support and better facilities to properly treat mental illness. “This local family’s story is a real-life example of the plight of young people living

in Northeast Victoria who are suffering from a mental illness, and I know there are many others dealing with child and adolescent mental illness. “The Andrews Labor Government must invest funding that delivers the facilities and services needed in the Northeast, including establishing an inpatient mental health facility for children and adolescents at GV Health.”

The Carer Gateway Counselling Service is a free service for carers AS a carer you often have a lot going on in your life. There are appointments to make and then remember, medications to be given, the physical strain of providing care and sometimes there can be a financial burden as well. Counselling helps you to find ways to manage what seems challenging and helps to find ways to cope with stress. So what is counselling? Counselling allows carers to tell their story

and voice their thoughts and feelings in a safe and supportive environment. Counselling is a conversation between yourself and a trained counsellor to help you resolve specific problems. After a brief introduction and getting to know you period, you and your counsellor will discuss the issues you may need help with. Your counsellor will encourage you to set some goals and together you will work to find the best way forward.

Counselling aims to help you gain insight to your thought processes and behaviours and give you tools and resources to resolve problems on your own. Everything you discuss is private and confidential. The only exception is if something threatens your wellbeing or the wellbeing of others. Your counsellor will discuss this duty of care with you at your first session.

General manager community, Keith Oberin said it was the opportune time to clean up around your home. “Household green waste will be accepted free of charge at any of the eight resource recovery centres: Colbinabbin, Echuca, Gunbower, Kyabram (Mt Scobie), Lockington, Rochester, Rushworth and Toolleen. “We strongly encourage residents to take their garden spring clean to one of these

centres during the exempt period. “Reducing potential fire risks can be as simple as clearing long grass or removing dead trees and leaves. Council’s annual program is a perfect reminder for the community that it’s time to think ‘fire smart’. “To report any potential fire risks in your neighbourhood, such as overgrown vacant blocks, you can call Council on 1300 666 535.” Council tips will accept organic waste at no cost until Sunday, November 7, 2021. CONSTRUCTION for the Vibert Reserve Pavillion redevelopment has gotten underway. Stage 3 works, totalling more than $3.7M, are being delivered by local company, Crow Constructions Pty Ltd. The expansion is expected to take 11 months to complete. During this time the

playground and parking amenities at the reserve will be closed to the public. However, the sports fields on-site will remain open as usual for training and sports matches. Upgrades to the area will include expansion of the pavilion, and improvements to the carpark and landscaping. Once completed,

the pavilion will feature kitchen and social room facilities that will enable space to cater for functions and meetings. Federal Member for Nicholls, Damien Drum, said that, “Several local groups and organisations will significantly benefit from this upgrade and I’m proud that the Federal Government is providing $1.9M towards the project.” The pavilion is earmarked to become the new home of the Shepparton South

Millions needed to repair community sports

SPORT CLUBS have suffered this season, crippled by 18 months of COVID-19 lockdowns and closures that cut local football and netball seasons short. Already sporting club participant and volunteer bases have been eroded. While facilities and equipment are left unused and gathering dust, clubhouses sit empty, underutilised and costing teams a pretty penny. Adding salt to the wound, this summer’s cricket season is not expected to begin until mid-November, a whole month and a half later than usual.

Many clubs now face significant financial pressures, and they require additional support to restart in time for the coming summer season and beyond. Member for Eurora and Deputy Nationals leader, Steph Ryan said, “Community sporting clubs provide so many benefits physically and mentally to our local communities, but they face uncertain futures due to the disruption of yo-yoing in and out of lockdown.” “Footy and netball clubs in my electorate were getting ready for bumper finals series, functions and presentation
