Putting life into a dead battery By Steve Hutcheson EVEN though COVID has impacted across the region, the life in batteries remains the same and when their life has ended, there is still some good to be obtained from them. For ten years, Paul Archer at Natrad Batteries in Campbell St, Shepparton, has been collecting old batteries and converting them into cash that he donates to GV Health, Child and Adolescent Unit on a yearly basis. Exciting Maude-Vaughan Street strip close to completion CONSTRUCTION works are steaming ahead as planned with the short stretch of Maude Street, Shepparton between High Street and Vaughan Street, in the last days of completion. With the works having taken place from

February through to April, blocking off the through traffic, the additional works on the Maude Street side on the 30m section only has the last finishing touches to go. Traders of over 17 years in the precinct, Jacek and Bozena of JB Jewellers, are

thrilled to see the work almost finished. “This section of the road looks great. It’s really given the space a face-lift, thankfully now the footpath is easily accessible and the foot traffic has increased,” said Bozena. Continued Page 10

Local businessman stands for Nicholls INDEPENDENT IN THE RUNNING... Businessman and The Deputy Mayor of the City of Greater Shepparton, Rob Priestly, will stand as an independent for the federal seat of Nicholls in the forthcoming election. Photo: Stephanie Holliday

LOCAL businessman and The Deputy Mayor of the City of Greater Shepparton, Rob Priestly, will stand as an independent for the federal seat of Nicholls in the forthcoming election. In a bid to offer better representation of the community he grew up in, Mr Priestly will be steadfast in his aim to improve the quality of our politics. "The party system is not delivering the outcomes our community wants. Water buybacks are still a risk to our economy, gambling advertising is targeting our kids, indigenous recognition remains unresolved, and we still have no federal anti-corruption watchdog. The leadership on net zero

emissions is a shambles,” said Mr Priestly. "It’s time to stand up for our community, blind support of a party is damaging our

community." Mr Priestly has helped build a successful family business in the seat of Nicholls employing 320 staff, was previously the chair of the Com mit tee for Greater Shepparton and was elected to local government in 2020. Presently, the federal seat of Nicholls is held by Nationals MP Damian Drum. The state level seat of Shepparton is currently held by independent Suzanna Sheed, which was lost by the Nationals after 47 years in 2014. Mr Priestly believes this lends to the value of independent representation. "My aim is to drive a more open and transparent government. Billions will be spent in the transition to Net Zero. We need our community to attract a share of that investment. It can't all go to the Queensland marginal seats," said Mr Priestly. Water is vital to our regional community, and Mr Priestly laments that we’ve had a raw deal, “We have a perfect model

Rubbish dumping sadly continues UNBELIEVABLY, the dumping of rubbish has resumed around Raftery’s Track and River Road West near Arcadia Downs. The natural space enjoyed by many on walks has again had various types of household rubbish dumped there, including letters with a Shepparton woman’s name and addresses clearly legible. This information has been handed to the police so if you or anyone you know is responsible for this mess, best it gets cleaned up quickly before the police come knocking on your door! This has been an ongoing issue in the area and following our last article, the mess was hastily cleared. There is no excuse for this with Greater Shepparton Council running a waste management program other residents utilise with no problem and the existence of three Resource Recovery Centres in the region and local businesses who offer skip bin hire. Illegal dumping of waste or littering can cause significant environmental issues including contaminating land, polluting waterways, increasing the risk of fire and causing harm to local wildlife and their habitats. Cleaning up dumped litter and

of failed environmental regulation on this government's watch, the Murray Darling Basin Plan. Bad economic and environmental outcomes. Our region remains vulnerable to further buybacks under the Plan and the National Party has let us down on this time and again. We are tired of the grandstanding; results are what matters. I will do what ever I can to get a fairer basin plan.” M r Priestly believes the ga mbling industry needs to be held accountable for their targeting of young, and vulnerable people through incessant advertising, and Parliament for their failure to ensure a safe workplace for women.

Demolition of the former Waranga Hospital THE former Waranga Memorial Hospital in Coyle Street, Rushworth is in the process of being demolished. The demolition is being conducted in line with appropriate standards and will be completed by the end of this month. Following demolition, the site will be offered to other Victorian Government Departments for alternate use and may be sold should no further use be identified. GV Health is ensuring that trees on the site are being protected during the demolition,

and that some bricks from the old hospital building will be salvaged to create a memorial wall at Waranga Health in High Street, Rushworth. The Waranga Memorial Hospital was built in 1961 in memory of those who enlisted from the shire in the Second World War and paid the supreme sacrifice. The redevelopment is part of a $10M investment to revamp Goulburn Valley Health’s Waranga Campus, turning it into an encompassing site for all of Rushworth’s health and aged care services.

Big break for working families PARENTS will enjoy the benefits from increases to the Government’s Child Care Subsidy (CCS) sooner, benefitting around 250,000 Australian families. From 7 March 2022 , four months earlier than expected, families with two or more children aged five and under in care will have their CCS rate increased by 30 percent for their second child and any younger children, up to a maximum subsidy of 95 percent. More than half of eligible families will receive the maximum rate. Furthermore, the annual $10,655 CSS cap will be scrapped on December 10, 2021 and applied retrospectively for the entire 2021-22 financial year. Anyone who reaches the cap before this date will have any additional outof-pocket costs for the financial year reimbursed. Minister for Education and Youth,

A lan Tudge said the changes would ease pressure on working families and encourage more parents into work. “These changes are good for families and great for the economy, and it’s significant that we are able to deliver them sooner,” Minister Tudge said. “Removing the cap and increasing subsidies means more parents, particularly mothers, can return to work or take on more hours if they choose to.”

GET INTO WATER WEEK… Our region is home to many beautiful water ways, National Water Week runs from October 18-24. Photo: Kelly Lucas

Saved by JobKeeper A REPORT by the Commonwealth Treasury has confirmed that the JobKeeper program successfully safeguarded the Australian economy during the “biggest economic shock since the Great Depression.” Fou r m i l l ion Aust ra l ia ns a nd 1M businesses were assisted through JobKeeper p ay m e nt s , w h i c h we r e t a r g e t e d to assist businesses strongly affected by the pandemic, businesses at substantial risk of

shedding employees, sectors hit by public health restrictions, small businesses, and not-for-profits. Ninety-nine percent of entities receiving JobKeeper had an annual turnover of less than $50M or were not-for-profit organisations, and 99 percent of businesses who experienced a significant 30-50 percent decline in turnover were small businesses, with an average of four supported employees.

NATIONAL Water Week makes a splash across Australia from now until Sunday. Goulburn Valley Water has teamed up with the Department of Environment Land Water and Planning and water organisations from around the state to provide exciting online educational experiences for this year’s National Water Week. ‘Explore your Backyard’ is an online learning festival celebrating and nurturing our connection to Country and water during National Water Week. Goulburn Valley Water Managing Director Steve Capewell said the festival will focus on water efficiency and exploring nature in the local area – whether it be a local waterway, vegie patch or a balcony garden. “The activities and events have been designed to suit a range of ages, interests, topics and learning goals and can be accessed from home or classrooms,” Dr Capewell said. “We hope participants have a bit of fun, learn something new and enjoy exploring their backyard.” The event will be launched by Costa the Garden Gnome, with an exclusive Facebook Live chat at 4pm on Sunday 17 October. It will then continue through to 24 October. The festival will also feature live webinars, on-demand workshops, tours, videos, and resources, all designed to get everyone outside and using water efficiently. Without the Government’s fiscal support, including JobKeeper, Treasury estimates that unemployment would have peaked at least 5 percentage points higher, and would have remained above 12 percent for two years. JobKe ep er enabled t he Au st ra l ia n economy to rebound strongly, saving more than 700,000 jobs. By March 2021, Australia had surpassed pre-COVID levels of GDP and employment, a better outcome than all major advanced economies. Treasury said, “A central consideration in designing the macroeconomic support

package was ensuring the overall level of fiscal support was sufficient to provide a credible offset to the economic shock being experienced.” The report on the first six months of JobKeeper demonstrates that the program did what it was intended to do, keeping employers and employees connected, saving hundreds-of-thousands of jobs and supporting Australia’s world-leading economy to get back to business. The report is available on the Treasury website.

Our nation stands in silent reflection for one minute each year to commemorate and honour those Australians who have died or suffered in wars, conflicts and peacekeeping operations. The Department of Veterans’ Affairs has prepared a Remembrance Day educational resources pack or ‘digital kitbag’ to highlight the importance of honouring Australia’s veterans and servicemen and women. Minister for Veterans’ Affairs and Defence Personnel Andrew Gee said the Remembrance Day pack includes a range of commemorative and educational resources about Australia’s military history. “ T h e Au s t r a l i a n G ove r n m e nt i s committed to recognising the men and women who have served and sacrificed for our nation. Roll over warning getting serious ROLL BARS have been made mandatory on all new and imported second-hand quad bikes being sold, in a bid to ensure greater rider safety on all-terrain vehicles (ATVs). As of September, there have been six quad bike fatalities in Australia during 2021. From October 11, it became illegal to sell a new or used quad bike without fitting a rollover protection device to reduce life threatening injuries. ATVs will also require warning stickers informing the degree of slope at which they overturn. There are, however, no laws mandating that quad bikes already in the garage or the paddock must have roll bars fitted. This is a big win for safety advocates, but a blow for dealers who face big fines for not complying with regulations. Many of which

have argued that the new laws will not resolve safety issues since old equipment will continue to be used on farms, and reckless rider behaviour is largely to blame for the prevalence of ATV accidents. Victorian Farmers Federation president, Emma Germano said quad bike rollovers were a leading cause of trauma and death on Victorian farms. "Since 2011 sadly 150 people have died from quad bike accidents nationally, 23 of those were children," she said. 2020 had the highest annual death toll, with 24 fatalities due to quad bike accidents. The biggest cause of death was crushing and asphyxiation when a quad bike rolled on top of someone. Most quad bikes weigh up to 350 kilograms.

ND QUEENSLA FRUIT FLY Y COMMUNIT UPDATE

Fruit fly activity A peak in the number of Queensland fruit fly (Qfly) trapped and recorded in August and September reflects the number of flies that successfully survived winter by sheltering in warm refuges. Now active, these flies are ready to mate and start laying eggs into fruit. Ripe or ripening fruit is at risk of being infested and extra care should be taken to monitor and inspect fruit growing in home gardens. Spring infestations will be the first 2021/22 generation of Qfly to attack urban and rural fruiting plants in December through to the middle of May.

Stop the spread

FIRST LOCKDOWN, NOW LINER... Manager of Darby’s Paints, Megan Brown, with store mascot, Molly. Photo: Kelly Lucas

Trapping data taken over a number of years has identified, it is very likely that urban fruit fly spread from built up urban areas, through peri-urban locations and into rural commercial orchards. Effective control of fruit fly by home gardeners in built up urban areas will protect crops in both urban and rural locations. Urban control methods for use in home gardens and built-up areas include: • Use of traps to monitor for Qfly • Checking fruit for signs of infestation: o Presence of sting marks o Presence of eggs or larvae o Check fruiting plants, including fruiting weed plants, in back and front yards, nearby paddocks, roadsides, untended land and creek banks. • Use of fruit fly control baits • Use of netting • Remove fruit before it ripens

The Goulburn Murray Valley regional trapping grid was established to monitor fruit fly activity across the region. Despite the August/ September spike there is more variance between high and low numbers in regional traps this year compared to previous years. Extra vigilance and monitoring is required in the flowing locations: • Mooroopna • Numurkah • Kyabram • Merrigum • Tatura • Rochester • Violet Town

The impact of weather The Bureau of Meteorology forecasts that October 2021 will be a warmer and wetter month than average. These weather conditions favour the fruiting of Qfly host fruit such as loquats and apricots, the spread of Qfly food such as bacteria, fungi and yeasts, as well as encouraging the growth of Qfly eggs, larva and pupae and the lengthening and the Qfly lifespan and cycle. WILDLIFE biologists have taken to the skies to try to understand and record game duck populations in Victoria. This is the second aerial duck survey, conducted by the Game Management Authority (GMA), used to monitor the abundance of game duck populations on waterbodies across the state. Satellite imaging is used to determine how much water is in the landscape, which will inform an estimate of the total abundance of each game duck species. GMA chief executive officer, Graeme Ford said this is the largest and most comprehensive survey of game ducks undertaken in Victoria. “The aerial survey was conducted for the first time in 2020, as part of a pilot to test the monitoring program design and evaluate its effectiveness to count duck numbers on

Victorian waterbodies,” Mr Ford said. “An evaluation of the first survey has since found that the methodology for conducting the surveys was robust, and that the data collected is viable.” “In addition to the 2020 monitoring programme, which surveyed wetlands, sewerage ponds and farm dams, we will now also be surveying irrigation channels, creeks and rivers.” “Results from this research give us a better understanding of game duck populations and will be used in the future to help inform adaptive harvest management to set sustainable duck season arrangements.” The 2021 survey is subject to weather conditions and other delays, but is set to take place from Monday, October 18 to Monday, November 15, 2021.

Putting life into a dead battery SCRAP TO CASH... Presenting GV Health with a cheque for $51,155.83, director GV Health Foundation, Carla Dixon, GV Health Nursing Unit manager, Child and Adolescent Unit, Paula Holland, owner of Natrad, Paul Archer, and nurse, Child and Adolescent Unit, Kerry Bunn. continued from front page THIS year is no different. Paul has raised an extraordinary $51,155.86 bringing it over $600,000 he has collected over the last 10 years Twenty percent of the money raised is used for toys for the children in the unit and the rest is used for necessary medical equipment. THE new Child and Adolescent Unit is now located in the new building at GV Health and offers a much better facility for staff and patients. Many of the batteries Paul collects come from local industries in the region that have large fleets such as the trucking companies and car dealers as well as private donations from people in the community. The money from this year’s donation has been used to provide new artwork in the ward as well as improved the facilities in

the playground that is within the ward. If anyone has an old battery they want to put to good use, giving it to Paul will do more with it than leaving it sitting in your shed taking up space. DRIVE THROUGH...Cars are now able to flow through both directions in the stretch of Maude Street between High Street and Vaughan Street. Photo: Bozena of JB Jewellers

Exciting MaudeVaughan Street strip close to completion continued from front page JACEK and Bozena are very glad to see more shoppers coming through their doors and believe once all the works are complete, the CBD shopping precinct will make buying local even easier. “It looks nicer, it’s a very modern, European design. The Council have communicated they will be putting in established shrubbery to bring colour to the area, we are really looking forward to that,” said Jacek. “All the workers who completed the project were so friendly, so organised and efficient. They worked so hard, through bad weather and lockdowns and got the job done. Such a brilliant effort.” The works will see the function and visual amenity of the area improved with returning traffic while ensuring its primacy as the heart of the Shepparton CBD is maintained.

Maude Street Mall works begin Low speed one-way traffic will return on Maude Street, from Fryers Street to High Street, with parallel parking spaces along both sides of the roadway. A new playground will be installed along with new street furniture and low garden beds to improve the streetscape and amenities for residents and visitors. The playground will be one of the first activities which could be ready by Christmas this year. The full redevelopment is scheduled for completion by late 2022. The Maude Street Mall redevelopment is jointly funded by the Federal Government’s Building Better Regions Fund, the State Government’s Regional Infrastructure Fund and Council contributions. There are, however, no laws

mandating that quad bikes already in the garage or the paddock must have roll bars fitted. This is a big win for safety advocates, but a blow for dealers who face big fines for not complying with regulations. Many of which have argued that the new laws will not resolve safety issues since old equipment will continue to be used on farms, and reckless rider behaviour is largely to blame for the prevalence of ATV accidents. Victorian Farmers Federation president, Emma Germano said quad bike rollovers

were a leading cause of trauma and death on Victorian farms. "Since 2011 sadly 150 people have died from quad bike accidents nationally, 23 of those were children," she said. 2020 had the highest annual death toll,

with 24 fatalities due to quad bike accidents. The biggest cause of death was crushing and asphyxiation when a quad bike rolled on top of someone. Most quad bikes weigh up to 350 kilograms.

Urgent vaccine mandate clarification sought THERE are calls for the Victorian Government to urgently clarify the confusion around unfair dismissal, privacy rights and employer and employee obligations ahead of the varying looming mandatory vaccine deadlines. Leading agriculture advocacy groups including the Victorian Farmers Federation (VFF), AUSVEG VIC, Fruit Growers Victoria, Food & Fibre Gippsland, GrainGrowers, Citrus Australia and Melons Australia are pushing for answer. Whilst recent briefings between industry representatives and Agriculture Victoria have been constructive, there remains crucial missing information on the vaccine mandate.

VFF President Emma Germano said the VFF is clear on its support of measures to ensure the safety and wellbeing of our community, however an alarming sense of confusion within the agriculture industry ahead of the mandatory vaccine deadline is creating huge angst in the community. “Industry representatives from across Victorian agriculture are calling for clarity, and we need it now. We’re only days away from the vaccine mandate coming into force and many of our basic questions seem to have been placed in the too hard basket,” said Ms Germano. “The Victorian Government must publicly release further information and they need to do it immediately. SEVERAL years ago, a group of local t ranspor t identities includ ing Lloyd Mawson, John Taig, Ken Keating, Sam Sali and Gerard Michel met with the intention of building a ‘Shepparton Transport Museum’. This group worked to set the foundations for what we have today. And that is MOVE or the Museum of Vehicle Evolution. Our current Board shares with those original identities the idea of creating a world class attraction that not only showcases transport and its history and characters but gives visitors to the region another reason to come and stay. MOVE has enjoyed financial support

from both the State and Federal Governments, but without the generous and positive support from the Greater Shepparton Council our State and Federal funding would have been much more difficult to secure. Apart from the work of the original identities it has been Jim Andreadis as the driving force behind MOVE. MOVE would have not been created to the standard that it has without the generosity of the Andreadis Family and the boundless energy of Jim. So what is MOVE? Well it is not about rust y and dust y never- changing old exhibits. It’s a celebration of equipment that moves and the people and families that have

helped this fantastic region build to what it is today. We will be constantly changing our displays and including interactive information kiosks to add to the experience. But MOVE isn’t just about cars and trucks. We have the Furphy Museum which tells the story of this local and nationally iconic family. The Loel Thomson clothing collection displaying over 10,000 items of clothing, fashions and accessories dating back to the First Fleet. MOVE is a not-for-profit charitable enterprise, and we could not have achieved what we have without the generosity of our board members past and present, our staff, volunteers and sponsors.
