BUDGET 2022 OUR PLAN TO SECURE THE FUTURE OF REGIONAL COMMUNITIES The pandemic has been very tough, but we are on the road back. We understand the challenges that families are facing with the rising cost of living. That is why, in Nicholls, 62,400 taxpayers will benefit from tax relief of up to $1,500 this year, made up of the $1,080 low and middle income tax offset and a $420 cost of living tax offset. Australia was ahead of any major advanced economy in having more people in jobs than pre-COVID. In Budget 2022, small businesses will have access to a new 20 per cent bonus deduction for training and upskilling employees. The Nationals are delivering the infrastructure our community relies on. Over $2.6 billion has been committed in Nicholls since coming to Government for projects that will ease congestion, connect communities and improve road safety. Our plan focuses on: 1. Delivering more jobs, with unemployment below 4%. 2. Reducing cost of living pressures on families 3. Investing in roads, rail and water infrastructure 4. Making record investments in health, aged care and other essential services. 5. Investing in stronger defence, borders and security. STRENGTHENING OUR REGION NICHOLLS ECONOMIC RECOVERY Australia’s economic recovery leads the world – stronger than the United States, the United Kingdom, Canada, France, Germany, Italy and Japan. Unemployment is at 4%, the equal lowest in 48 years. This Budget also delivers the largest improvement to the Budget bottom line in over 70 years. Australia is one of nine countries to hold a AAA credit rating from the three leading credit agencies. Our economic plan is working.
LONG TERM PLAN FOR JOBS By backing small businesses, and investing in skills, manufacturing, infrastructure, energy, and regional development, we will strengthen our economy and create more jobs. To encourage small businesses, a 20% bonus deduction will be provided for expenditure on training new and existing staff. New incentives will encourage more apprentices. Our $120 billion investment in nation building infrastructure will support around 100,000 jobs. Unprecedented regional investment will unlock new economic frontiers for agriculture, infrastructure, and energy.
SUPPORTING HOME OWNERSHIP
FIXING OUR LOCAL ROADS Our $120 billion infrastructure pipeline has already completed over 35,000 projects throughout Australia. We’re delivering infrastructure to grow our regional communities and boost job opportunities. This Budget includes new commitments for road and rail projects across Australia. We’re investing $160 million to upgrade level crossings in the regions, delivering an additional $880 million for Roads of Strategic Importance, and we’re continuing the Local Roads and Community Infrastructure program through a $500 million investment for local councils to target vital community projects.
Over the last year, 160,000 Australians purchased their first home. HomeBuilder, the First Home Super Saver Scheme and the Home Guarantee Scheme have helped make the dream of home ownership a reality. And the Regional Home Guarantee will support 10,000 homebuyers a year to purchase or construct a new home in regional Australia. The Home Guarantee Scheme will now be more than doubled to 50,000 places per year. This helps: Single parents buy a home with a deposit as low as 2%. First home buyers buy a home with a deposit as low as 5%.
INVESTMENT IN SKILLS AND EDUCATION Around 220,000 Australians are now in a trade apprenticeship – the highest number on record.
DISASTER RESILIENCE Regional Australia has been battered by fires, floods and drought. We are delivering over $6 billion in flood impact support, including over $2 billion for households and $588 million for community clean-up and recovery efforts.

Mixed emotions from budget for local council WHILE the Federal Budget unveiled last week included a large investment in regional areas, no specific acknowledgement of funding has been made for the Shepparton Bypass. Council is advocating to the Government to fund several key projects in the forthcoming election to strengthen the economic standing, social activity, and liveability of Greater Shepparton. Mayor Kim O’Keeffe said while Council welcomes the Government’s $501.7M investment to help local Councils deliver priority projects, the absence of specific funding for the Bypass is concerning. Delivery of Stage 1 remains a top priority, after the State Government allocated $10.2M for the finalisation of a business case and the Commonwealth committed $208M to begin construction, however this is not sufficient to construct Stage 1. “This project has been endorsed by Greater Shepparton City Council and the Committee for Greater Shepparton as a project of the highest priority and has previously received a very substantial Federal Government funding commitment towards Stage 1,” said Goulburn Valley Highway (Shepparton) Bypass Action Group chair, Peter Johnson. “The safety and amenity of Shepparton and its CBD and urban areas are being seriously and detrimentally affected by the number of vehicles, particularly trucks,

Wonderful celebrations By Deanne Jeffers ACCLA I M ED singer/songwriter, Neil Murray, opened Shepparton ACE Secondary College at an unofficial ceremony last week. Staff, students, their families, along with faces from the community including Councilors, politicians, and representatives from action group, Residents for a Greater Sheppa r ton , who oppose t he so cia l housing proposal next to the school, were in attendance in what was a cheerful and moving event. In more positive news for the school community, Principal Bronwyn Rose said that Mark Gepp MP visited the school
for the first time recently to clear up any concerns over the official opening, and that he will return to the school for the official opening. “This meeting was positive, and we appreciate and believe that Mr Mark Gepp will follow up our concerns and visit the school on another occasion,” she said. Neil Murray praised the school for being one of the only small schools of its kind, making a difference by making mainstream learning achievable for a range of vulnerable learners in a small school environment and addressing barriers to learning, like school fees and uniforms.

Major sporting event secured for region NOTHERN Victoria will get a big boost for two years running with a major sporting competition to be hosted in several locations across the North-East. Shepparton, Tongala, Nagambie, and Benalla will host the 2022 and 2023 Victorian Bowls Open. Member for Northern Victoria, Mark Gepp MP today announced the event will be held between November 18 and 25, 2022, and is one of 16 events locked in across the state under the State Government’s ‘Significant Sporting Events’ program. The Victorian Bowls Open brings together over 2,000 Australian and international competitors who will be vying for top honours over the eight-day event, and more than 3,500 spectators are expected to attend. Mr Gepp said, “I’m delighted the Victorian Government

The Putting Families First program will assign a single case manager to families, giving them a sole point of contact and eliminating confusion of dealing with multiple people and organisations. 20 0 fa m ilies f rom t he G ou lbu r n , Brimbank and Melton areas will take part in the initial roll out of the program, which will initially target mothers leaving custody and young people who are already in the justice system. Funding sought for Shepparton Sports Stadium redevelopment RICHARD Colbeck, Federal Sports Minister, recently visited the region following an invitation from the Federal Liberal candidate for Nicholls, Steve Brooks. Both Mr Colbeck and Mr Brooks received a thorough briefing by Greater Shepparton City Council officers on the planned Shepparton Sports and Events Centre during a tour of the stadium. The Liberal Member for Northern Victoria Wendy Lovell gladly welcomed the recent visit after being a tireless advocate for State Government funding of the redevelopment for almost five years. In February, Ms Lovell again raised the matter with the Minister for Tourism, Sport and Major Events, Martin Pakula. Leaders of tomorrow participate in Welcome to Country Day By Stephanie Holliday LAST week, the Fairley Leadership Program 2022 cohort participated in the inaugural ‘Welcome to Country Day’, a chance to recognise the significance of Indigenous Australian culture and explore how drawing upon this knowledge can foster even greater leadership skills amongst participants and lead our communities towards a more inclusive future. Goulburn Murray Community Leadership acknowledges the traditional custodians of the land on which we operate, live and gather, and recognise their continuing connection to land, water and community. The day included a smoking ceremony facilitated by Neil Morris and Michael Bourke, a walking tour of ‘The Flats’ led by Cr Greg James and Uncle Lance James, ‘The Flats’ being a significant landmark for Indigenous people and discussions with local leaders. Guest speakers included Felicia Dean, CEO of the Rumbarala Aboriginal Co-operative and Leonie Dywer, director of the Academy of Sport, Health and Education. “Today is the first time the Fairley Leadership Program participants have started their journey with a ‘Welcome to Country Day’. This fantastic opportunity is an excellent way to start off the program, a chance to carry forward a story and connection to country,” said Cr Greg James. Nathan Bibby, Executive Officer at Goulburn Murray Community Leadership, explained how the day aims to equip participants with a greater sense of connection to our community. “This is a chance to introduce the cohort to Aboriginal culture and explore greater connection to culture and affairs, how we can

By Kelly Lucas IN the Goulburn Valley statistics reveal that between 60-80 women per year are at risk of unborn reports, with a high rate of child protection being called at the time of birth. This results in the removal of the baby, from the mother's care, until she can demonstrate parenting abilities. C a rol i ne C h ishol m S o ciet y have specialised services in pregnancy, early parenting, and family support, which are recognised programs as significant early interventions for families or primary caregivers who may be at risk of child protection involvement. As part of the Westpac Safer Children, Safer Communities grant, the Caroline Chisholm Society have just secured a three year $600K grant investment, which will help deliver on much needed services for mothers at vulnerable times, in their parenting and family journey. ‘We are so grateful for this grant and alliance and opportunities to come together with other local services, to provide stronger outcomes for families a nd ch i ld ren here i n Sheppa r ton ,’ said Caroline Chisholm Society CEO, Jennifer Webber.

Free sight expo coming to Shepparton A FREE, one-day-only sight support expo is coming to Shepparton next week. For many people who are blind or have low vision, the last two years have been challenging, with difficulty accessing face-to-face appointments. Those who may be affected by macular disease, glaucoma, stroke, blindness or any condition which affects their vision, as well as those with reading and learning challenges, are invited to the expo. Family and carers are also very welcome, as are healthcare professionals and their clients. Low vision is a term used to describe a reduced quality of vision experienced by an individual, where spectacles and contact
lenses are no longer enough. Although low vision is an everyday term, the reality is that every individual is unique and needs a tailored solution to help them retain their independence and function well in their everyday life. During the expo, there will be an opportunity to discuss individuals’ specific low vision issues and understand what assistive technology is available with the chance to road test equipment. Twice a year, Gowrie Street Primary School run a ‘Dream Big Day’ which gives their students opportunities and experiences to widen their scope to the endless possibilities their futures may hold. Gowrie Street principal Eron Chapman mentioned the importance of inspiration in the primary school years of childhood
educ at ion a nd how prov id i ng t hei r students with a ‘Dream Big Day’ really gets conversations started and encourages students to think big and aim high. “This year was so much fun. Not only did we have the helicopter land in our grounds the pilot took the time to talk to the students about how you can never stop learning new things, which the kids took a lot from,” said Mrs Chapman. We also had mini restaurants set up throughout the school, students making instruments and preforming and a visit from Shepparton’s Search and Rescue and a police officer. All the students had a wonderful day.”

Lake investigated REPORTS from concerned community members about an increase in the number of water plants seen floating on the surface of the water and accumulating at the edges of Victoria Park Lake are being investigated by the Greater Shepparton City Council. The native aquatic plant has been found to be Vallisneria Spiralis, commonly known as Tape Grass/Ribbon Weed. Vallisneria Spiralis is not a noxious weed and is beneficial to the lake’s ecosystem by acting as a nutrient filter, improving water quality and is an important habitat and food for the lake’s wildlife. Vallisneria Spiralis grows submerged on the lake floor and has a small root system, which means it can be easily dislodged, for example by birds grazing. NEWLY manufactured LPG gas appliances, including outdoor patio heaters and barbecues, will be fitted with safer gas cylinders after new standards came into effect on Friday, April 1. Over the past 12 months, appliances, and LPG cylinders, between 4.5kg and 9kg, have gradually transitioned to include the safer LCC27 connection under new Australian Standards. The transition period has finished, and it is now mandated that newly manufactured gas appliances include the new connection, which prevents gas being released if not properly fitted. This means if the hose has been disconnected or the cylinder valve has been left open, gas will not flow, reducing the risk of explosion or fire. Energy Safe Victoria (ESV) and other industry stakeholders supported the change. They have found that leaking connections through LPG cylinders have been the leading cause of fires involving portable appliances. Barbecues, in particular, have been a major concern with Fire Rescue Victoria and the CFA. ESV is warning Victorians not to use an adaptor to connect an appliance with the new connection to an older cylinder valve as this can cause a gas leak. People should swap their cylinder for one featuring the new valve. LPG cylinders with the corresponding new valve have been available for purchase over the past 12 months at local Swap and Go locations, including service stations and hardware stores. Reducing mosquitos around your property THE threat of Japanese Encephalitis virus is still present in our region and Greater Shepparton City Council is reminding residents to tidy up around their properties to help prevent the spread of mosquitoes in the area. Removing any locations around your home where mosquitoes can breed will help prevent
residents from getting bitten, while helping to protect from any other infectious diseases mosquitoes can carry such as Ross River virus. “Protect your property from mosquitoes by removing anything around the home where water can collect,” said manager environment Sharon Terry.
“It can be as simple as draining pet water bowls and children’s wading pools weekly, or ensuring water does not sit in unused pots, tyres, buckets or wheelbarrows.” Ms Terry said residents should also ensure lawns and gardens are trimmed back to reduce areas where mosquitoes can rest.
“It is also important to cover trailers and boats, and overturn children’s playground toys to avoid water collection,” she said. “Finally try to limit outdoor activity where mosquitoes have a high presence. They are most commonly out during dawn and dusk hours of the day.”

Powerful partnerships deliver needed services THE construction of 28 new independent living units and a new 20-bed residential aged care home in Wyndham Street Shepparton is coming along nicely and is scheduled to be completed in September this year. Funding for the units comes from the Victorian State Government, the Australian Nursing and Midwifery Federation (ANMF) Victorian Branch, the Ian Potter Foundation and the John T Reid Charitable Trust. While funding for construction of the residential aged care home comes from the Federal Government. The new homes will be allocated to people
aged 50 and over who have experienced or are vulnerable to homelessness. For the units, priority will be given to those who have experienced family violence. “We are proud to be serving the Shepparton community, and this project means we will soon also be able to utilise our residential aged care experience to support people as they age,” said Bryan Lipmann AM, Wintringham CEO and Founder. “This is a powerful example of how multiple groups can come together in partnership to deliver much needed community services.” said Bryan.

1. HEATING AND COOLING Choose an efficient heater for your home – too small and the heater will not warm the room, too large and it will overheat and waste power, say Houzz experts. Ensuring seals on your older fridge are working properly can save energy and dollars. To check, try the paper test. Place a piece of paper between the door and the fridge, close the door and pull. Letters to the Editor UNTAPPED POTENTIAL Dear Editor, The global supply chain took a battering in the COVID pandemic and now conflict between Russia and the Ukraine is further shaking the foundations of Victoria’s key import and export markets. Shortages of fertilizer, agricultural chemicals, AdBlue and spare parts for farm machinery are among the goods Victorian farmers and farm businesses are desperately trying – and failing – to secure. Global pressures have rammed home just how reliant Victoria now is on other nations to manufacture products that are crucial to the success and day-to-day operation of our local businesses. The Nationals believe there’s untapped potential to grow the manufacturing sector in Victoria. I n pa s t de c ade s , V ic tor i a wa s a manufacturing powerhouse attributing for about 17.2 percent of our local employment. By August 2021, that had sunk to 8.4 percent. The Federal Liberals and Nationals Government recently announced seven priority goods crucial to the national interest that we could be producing in Australia, including PPE, pharmaceuticals, agricultural chemicals and telecommunications equipment. Victoria’s past success in the sector puts us in the box seat to secure new jobs and business investment, but we risk missing out because it’s not on the agenda of the current State Labor
Government. By contrast, The Nationals have announced a $2.5 billion Bringing Manufacturing Home fund, to attract new manufacturers – and new careers – to Victoria. A massive $1 billion will be quarantined specifically for regional Victoria. Our program will focus on areas of strategic importance, including food, fibre and beverages, as well as rare earth and mineral processing, and the manufacture of medicines or PPE. Our plan will recover and rebuild our state’s economy and make Victoria number one again as the engine room of Australian manufacturing. FATHER and daughter duo, Trevor and Peta Dunlop will shave their heads this weekend to raise money for the Breast Cancer Network. “I have just re-coloured my dad's hair for the last time!” said Peta. Trevor has had his hair coloured bright pink to raise awareness and bring attention to their fundraiser. “Fundraising is going well with $1,500 raised online, two full fundraiser tins with the others around half full. We are guessing we have raised around maybe $3,000-$3,500.” Peta knows at least six people whose lives have been changed by a breast cancer
diagnosis. She hopes to raise $5,000. Peta said Saturday looks to be a huge event with a sausage sizzle, Easter egg guessing jar, and fairy floss that looks like Trevor’s pink hair. “I will also be putting my hair in ponytails and for anyone who would like to cut one off it is a $50 minimum donation.” It is all happening this Saturday, April 9, in the Mooroopna Woolworths car park, between 9am and 2pm. Come grab a sausage, drink and fairy floss, take a guess at the Easter egg jar or just to donate to a great cause! Head shave will happen around midday.

At the time he was wearing a camouflage t-shirt, dark long pants, and a dark-coloured baseball cap. Police and family are concerned for Hayden as the disappearance is out of character. He may have been travelling from Melbourne to the Bendigo or Shepparton areas. He is described as approximately 180cm tall with a medium build, and brown hair/facial hair. IT’S time to put pedal to the metal and strain on the chain because the annual Australian Tractor Pull Championships is back Easter Saturday for the 44th year running. Quambatook, near Kerang in the state’s north-west, is the only permanent purpose-built tractor pulling complex in Australia, and this event is known to pull huge crowds for the impressive display of machinery. The track is renowned as a great course for competitors and spectators alike, and the event is a day full of entertainment on and off the track. Pulling commences at 1pm with the
vintage and 2WD farm tractors. From 3.30pm, spectacular modified tractors and trucks show what they’ve got, followed by an evening tea break and the opportunity to explore activities off the course, and to watch the Paul Bennet Airshow take to the skies. Following the tea break, the action will ramp up again until 10pm. 2022 golf season tees off By Kelly Lucas It’s that time of year once again when the warm weather of summer is almost gone, and the cooler weather is fast approaching, which means that the rain and wind of the autumn and the winter months are soon to be upon us. This however does not mean staying inside, especially when there is an eighteen-hole golf course, with wide fairways, lined with mature native and massive red gum trees, waiting to be played on in Murchison. The Murchison Golf Club last Sunday held their official 2022 season opening day with around 16 players teeing off at 11am. The day saw teams of two play an eighteen-hole ambrose with callaway scoring and no handicaps required. Nearest to the pin was Merv Knight
and Chris Bolton, and Louie Carmody and Tom Caldow took out the longest drives. Allan Waren and Phil Deane won the overall competition. Murchison Golf Club president, Bob McAdam, hinted at how a couple of inches of rain before opening would have made the course a little better, but it didn’t affect the day. “The hard work has paid off and the course will only improve with time. We are looking forward to a great season ahead,” said Bob. The Murchison Golf Club is open seven days a week for all green fee players. The club also welcomes all players to hit off with club members, on Wednesdays at 1pm or 12pm on Sundays. For further information please contact Bob McAdam on 0419 572 657.

he started with the association, seven years ago, they were struggling for members and had not held an event in some time. Seeing the combined clubs come together for such an incredible event and celebration this year overjoyed him. “It was a big day, but I think everyone really enjoyed it. There were lots of well bred horses and ponies, we shared a lovely meal to finish the day off, and some of us even camped for the weekend which was a lot of fun. The event would not have happened without the help from my partner, Joan who is the association secretary, which is such a huge
job both before and after the event, and my daughter Karen, for handling and preparing all the ponies as well as being secretary,” said John. John’s vision is to one day hold a ‘really big’ show, where the Appaloosa and Australian Spotted Ponys Association could also join with the Australian Palouse Pony Association and the Australian Appaloosa Association. “It would be great to see everyone come together for an event like that, I hope I am still around to one day see it,” said John.

Maso keeps busy these days by inspiring and helping to train the future ‘mini Masos’ his two children Jordan (8) who is playing under 9s football, and Noah (5) who is doing Auskick. To end a terrific 300th game for ‘Maso’ and the club’s first match back for 2022 the Stanhope Lions beat the Merrigum Bulldogs by one goal. WATER SECURITY
HEALTH AND ESSENTIAL SERVICES Our Government has delivered record funding for schools, hospitals, Medicare, mental health, aged care, women’s safety and disability support, and more than 2,800 new or amended medicines have been listed on the PBS.
Water is the lifeblood of our regions, underpinning our agriculture and primary industry sectors, supporting 220,000 jobs and injecting billions into our national economy. Since 2013, The Nationals in Government have committed $1.6 billion in funding, to 156 projects through the National Water Grid Fund, including $14.5 million for the Mitiamo and District Water Supply Project. We’re providing $139 million to make water delivery in the Murray-Darling Basin more reliable and to make the river system more sustainable. An additional $94 million for drought resilience initiatives to help farmers and communities prepare for future droughts.
Regional Australians know how vital it is to have medical services where we live. This is why the Nationals in Government are deregulating MRI licences in rural and regional Australia, opening up opportunities for more local services and delivering additional services for more than 40,000 regional, rural and remote patients. Since we have come to Government, funding for aged care has doubled. Our substantial women’s health package includes stillbirth and miscarriage support, the establishment of new endometriosis clinics, and greater access to breast and cervical cancer screenings. We’re expanding rural medical schools, providing more opportunities for rural medicine students and training future rural doctors.
COST OF LIVING RELIEF Our temporary, targeted and responsible package will ease cost of living pressures. For six months, fuel excise will be cut in half, saving Australians 22 cents a litre. A one-off $420 Cost of Living Tax Offset will help 10 million workers, with people receiving the low-andmiddle income tax offset getting up to $1,500 this year. A one-off $250 Cost of Living Payment will be delivered to six million Australians, including pensioners, carers, veterans, job seekers, eligible self-funded retirees, and concession card holders.
CONNECTING NICHOLLS Strong, reliable communication is vital in regional Australia. It equips business and agriculture to grow, children to study locally and keeps us safe during disasters. The Nationals in Government is delivering $1.3 billion to improve telecommunications. This includes $480 million to upgrade NBN Fixed Wireless and Satellite networks, and $811 million to expand regional mobile coverage and address blackspots along up to 8,000km of roads and adjoining homes and businesses.
LOCAL BUSINESS Our Government has reduced tax rates for small business from 30% to 25% (the lowest level in over 50 years) and delivered record investment incentives – including the expanded instant asset write-off. We are further encouraging small businesses that invest in new technology. To encourage small businesses, a 20% bonus deduction will be provided for expenditure on training staff, or digital technologies (like cloud computing, eInvoicing, cyber security, and web design) – on expenditure up to $100,000 per year.

INTRODUCING SAM BIRRELL Sam grew up on a property between Murchison and Toolamba, on the banks of the Goulburn River. He attended primary school in Toolamba and Shepparton, and after a few years at Shepparton High School completed his secondary education as a boarder at Assumption College Kilmore.
I love this region, and am very proud
Sam worked on a mixed farm in Ardmona before completing a Degree in Agricultural Science at the University of Melbourne’s Dookie campus. He worked as an agronomist in the region with a rural supplies business, and then as an agronomist with Israeli irrigation company Netafim. This position led Sam to work on agricultural projects throughout Australia and New Zealand, helping regional communities and businesses to thrive.
OUR PLAN FOR NICHOLLS
Sam completed the Fairley Leadership Program in 2013 and an MBA at La Trobe University in 2017. In 2016 he was appointed CEO of the Committee for Greater Shepparton, advocating for the development of the region with state and federal leaders.
I want to be the next Member for Nicholls because I want to see everyone here do well, with great educational and economic opportunities and pathways into the career of their choice.
I love this region, and am very proud to live, work and raise my family here. Many people would say that I never miss an opportunity to talk the place up.
I want to ensure people are looked after by the Government, especially those who are marginalised, while at the same time making certain that Australia continues to be one of the best governed countries in the world. After all I have seen and learnt, I am convinced that a locally engaged National Party member in a Coalition Government is the best way to achieve this.
Sam’s wife Lisa is also an Agricultural Science graduate, and they met when she moved to the region to work in the dairy industry. They have a 13 year old daughter and an 11 year old son.
