New training to boost horticulture workforce Growing earn and learn opportunities By Deanne Jeffers AN innovative new training program is opening more careers in agriculture, in a move to create a resilient seasonal horticulture workforce. Minister for Agriculture, Mary-Anne Thomas, launched the

horticulture pilot program at Plunkett’s Orchards in Mooroopna last week. Backed by $600,000 funding from the State Government, the program will be rolled out across key horticulture regions including the Goulburn Valley, Sunraysia, and Gippsland. Continued Page 3

By Deanne Jeffers THE construction of the first phase of a “green energy” powered medicinal cannabis facility near Shepparton has the potential to create 400 local jobs – with more than 70 new jobs in the initial phase. Minister for Regional Development, MaryAnne Thomas, announced before the long weekend that Cannatrek will receive a grant of $700,000 over the next three years from the State Government under the Regional Jobs Fund. Cannatrek already employ 18 workers at their Melbourne head office, with the development of a multi-million-dollar medicinal cannabis glasshouse development in Greater Shepparton to be their first production facility outside of Queensland. The project could quadruple their annual supply of cannabis to 20 tonnes each year.

Since 2016, Cannatrek has become one of the largest suppliers of medicinal cannabis in Australia, pivoting from imported products to end-to-end local production and digital healthcare services. Medicinal cannabis is now legal in more than 30 countries and according to The Global Cannabis Report 2019, it is estimated that the global market will be worth $80B by 2024. While creating new jobs and relying on renewable energy, the project aligns with the Government’s ‘Medicinal Cannabis Industry Development Plan’ to supply half or Australia’s medicinal cannabis by 2028. Market research company, FreshLeaf Analytics says 100,000 Australians currently use medicinal cannabis sourced from legal markets. There are reported to be up to 1M patients accessing products, including from illegal markets.

The Furphy Literary Award will invite entries of previously unpublished short stories of up to 5000 words for a first prize of $15,000, second prize of $3,000 and third prize of $2,000 in the open category. A junior and youth category with a prize

pool of $1,800 will seek entries for short stories and poetry. In addition to the monetary prizes, it is intended that selected works in the open category will be included in an anthology to be published annually and that the winner of the open category will also be invited to participate in a residency program in Shepparton. As an industry, we have to keep making sure that parents and teachers understand the opportunities that are available, and we need to make sure that we’re making this industry more attractive.”

Operating out of a leased paddock, R DA had built some basic amenities to run programs, however, having no disabled toilet facilities has been an issue. “RDA have run these programs without proper bat h rooms , a nd t hey’ve r u n the programs the best they can. Having suitable facilities is the decent thing to do and because they’re portable, RDA aren’t limited to this one site,” said Tallygaroopna Men’s Shed secretary, Richard Lilley. “It was decided that if RDA could raise $17,000 for the materials, we would build the toilet block for no charge.” They were successful in raising funds from the Freemasons Foundation Victoria. The toilet block was built and was later transported to RDA. The project, which began May 2020, has involved all members of the Men’s Shed and the RDA committee

and Mr Lilley says it has been a project of much pride for group members. “Our Men’s Shed has three members who are volunteers with R DA, Brian Thompson, Frank Steen, and Russell McDonald,” he said. Tallygaroopna Men’s Shed president, Don Baldwyn said, “We’re all very proud of what we’ve achieved, and how we’ve worked together. “The project has been helped by the skills our members have and their giving up their time. Butch has been a plumber for more than 50 years, he’s semi-retired now but he has generously done all the plumbing, which was a huge effort!” The completed project has been valued at $30,000 and includes two standard toilets, a disabled toilet, a wash basin foyer, and a storeroom.

WHERE are you from, and how did you find your way to Shepparton/the Nicholls electorate? I was born in Numurkah, and grew up on a dairy farm at Katunga, which was an original soldier settlement farm. What primary, high school and uni did you go to? I attended Numurkah primary and high

schools. Unfortunately, I didn’t have the opportunity to attend university. What do you do here? I was a dairy farmer for 25 years and am now employed as a sub-contract truck driver for a concrete agitator in Shepparton. What’s the best part of your job? I get to meet a diverse range of people and hear their views. What do you enjoy doing outside of work? I enjoy football (a former secretary of the Katunga Football club); I am a member of the local cricket club, fishing, and the study of early Australian history. What’s your favourite thing about Shepparton? Shepparton is one of Australia’s most important food bowls, and our dairying and orchards industries and our farmers are a credit to the nation. What’s one thing you would change about Shepparton to improve it? I would tackle the public housing crisis and do more to address homelessness. We have the highest rate of homelessness in regional Victoria. What are three words you would use to describe Shepparton, or the electorate of Nicholls? Needs postal banking.

Civic and business leaders discuss way forward By Deanne Jeffers IN the Federal budget, the Coalition Government committed $2B towards the Regional Accelerator Fund (R A F). Last week, the Minister for Regionalisation, Regional Communications and Regional Education, Senator Bridget McKenzie, sat down with Shepparton’s civic and business leaders at La Trobe University to discuss opportunities under this scheme. Speaking to the media before the roundtable, Senator McKenzie said the fund will assist regional and rural areas to achieve their goals, which she says are unique to each region around the country. “We’re hosting a roundtable in Greater Shepp to hear from industry more broadly about where they see themselves in two decades time.” “This is a two billion dollar, very specifically, targeted program for regional capitals just like Greater Shepparton. We want to back their plans

to grow because what works for the Goulburn Valley won’t work for Gladstone, won’t work for Bundaberg.” “We need to make sure that this community has a clear vision for their future,” she said. “It has to be place-based. Too often we see government, state and federal, walking into towns telling us what’s good for us, this is a $2 billion dollar fund for communities to tell Federal Government what their plans are for the future and how do we actually make that happen." The funding will be invested through 12 flagship programs already run by the government, which will go towards supporting and growing infrastructure, and industries such as education, manufacturing, and health. Guidelines and the rollout should open July 1, but the process will be “competitive,” said Senator McKenzie, with regions around Australia hoping to be considered for funding.

THE election is heating up with Mayor Kim O’Keeffe declaring she will nominate for pre-selection to represent the Shepparton community in November’s Victorian State Election. Announcing late week her intention to seek pre-selection for The Nationals, Cr O’Keeffe said after almost six years on council passionately championing local issues, she felt standing as a candidate for the State Parliament would help shine light on issues that are important to us. “If I’m selected as The Nationals’ candidate for Shepparton I will be fighting for better outcomes in education, health, climate change, water security and housing,” Cr O’Keeffe said. "I’ll work with the community on future education opportunities and choice. We know that is an issue in our community and something I will strive to support. I want our region

to be a wonderful place to live, work and prosper. Shepparton deserves its fair share on infrastructure, with a commitment to the Shepparton bypass, continued investment in passenger rail and a new Shepparton sports stadium, to name a few." Cr O’Keeffe said believes with the right representation in State Parliament, her community will thrive. During a fishing expo, Greg met former AFL player and radio personality, Rex Hunt, in line. “My children wanted an autograph, and I had a light bulb moment – I thought if I could paint Rex, I might be in with a shot,” he said. “Rex let me paint him, but I did not make the list of 40 nominated entries that year as they had 650 entries. It was really special to get a letter from Rex thanking me for the painting. It now hangs in his room of memorabilia.” His entry is a self-portrait titled Becko. Waterway update Two environmental water deliveries occurred across the catchment last week. 400ML was delivered to Doctors Swamp at Murchison. This watering is to help promote vegetation growth and help frog populations thrive. Frogs began responding within the first few hours of the delivery. HEALTHCARE CRISIS Dear Editor, YOU can’t fix a problem if you don’t know how bad the situation is. This is why regional Victorians deserve straight answers from the State Labor Government on Victoria’s healthcare crisis. Before COVID, there were record numbers of Victorians waiting for vital surgery and now there are record numbers waiting to see a specialist. We are hearing that surgery waitlists have blown out to more than 100,000 but we don’t know because Labor is refusing to tell Victorians the true numbers or where they are on the waitlist. Coming into the pandemic, our state had the worst funded, lowest staffed and poorest performing emergency departments of any state in the nation. Two years on, State Labor’s neglect continues to dismantle good healthcare in Victoria. Frontline call takers have been cut from triple-zero as Victorians in emergency situations are left waiting on hold.

Ambulance Victoria is regularly plunged into Code Red and suffers from severe under-staffing. Maternity health services have been cut with closures to birthing wards at regional hospitals leaving mothers worried they will be giving birth by the side of the road. Labor’s healthcare crisis was not caused by COVID but years of mismanagement, waste and a failure to invest. Only a change in government in November will deliver proactive action on Victoria’s health crisis with a plan to work with the public and private sector to halve surgery waitlists within four years. AUSTRALIAN dairy farmers have voted not to change the current levy investment during the 2022 Dairy Poll, conducted from February 24 to March 31. The Dairy Poll is an opportunity for farmers to vote on the future level of the dairy service levy, which is reviewed at least every five years. Dairy Australia’s managing director, Dr David Nation, said, “We value and appreciate every dollar of the dairy levy, and we will continue to invest it in ways that deliver tangible benefits to farmers. “It was also pleasing to see 36 percent voted

for an increase in levy, indicating support for the key areas identified for continuing investment – labour, regional services, climate and policy development – which are critical for our industry’s long-term success. “We will need to consider how we address these key areas and now work to prioritise investment and services with these areas in mind, along with our current investment mix,” Dr Nation says.

These investments include research and innovation, supporting farm business management, responding to events like drought, bushfires, floods or COVID-19, developing tools to adapt to the environment and address climate, supporting on-farm employment needs, marketing of dairy products and commitment to sustainability, policy research, industry insights and international market programs.

$26.2M solution to staffing shortages CURRENTLY, GV Health needs to recruit 88 full-time equivalent (FTE) nursing and midwifery roles, or approximately 135 staff. By 2025 this gap will widen to 241 FTE nursing and midwifery roles, or 360 staff. GV Health proposes a purpose-built Clinical Health School at the main Graham Street campus in Shepparton. The $26.2M Clinical Health School would improve recruitment and retention of key staff in nursing, midwifery and allied health roles, addressing these urgent staffing shortages. Under a proposed expansion of the partnership between GV Health and La Trobve University, a new purpose-built clinical health school would increase the number of nursing and midwifery undergraduate students by 30, an increase of 43 percent, resulting in 100 nursing students graduating in the area each year. Post-graduate nursing students will increase by 23, an uplift of 105 percent, to 45 graduating each year. Further, 13-15 additional allied health undergraduate positions will be created annually if the proposal goes ahead, an increase of 30 percent. Speaking to the media last Wednesday, Nationals Candidate for Nicholls, Sam Birrell, said the Regional Accelerator Fund, explained in better detail on page 6, is one way to get the proposal off the ground, referencing the end-to-end Murray

Cubbyhouse on wheels By Deanne Jeffers ROSS and Sylvia Chapman are the proud owners of a vintage Austin, which is more than 100 years old. Some weeks ago, I met them travelling through Shepparton from their home in Brandon in Far North Queensland. They have been “zig zagging” the country, on their way to the Austin 7 National Rally in Warrnambool. What caught my eye though, was their unique motorhome that looks like a little timber cottage on wheels. ‘Nan and Pa’s Cubby House’, as it is affectionately known, is built out of a

rural fire truck and has a matching trailer to house their Austin. The Chapmans originally planned to build the truck to carry the Austin, but ultimately decided on a matching wood-paneled trailer would give them more freedom. Ross is a retired cabinet maker, which shows when you explore the secret storage nooks in their motorhome. The ‘cubby house’ is decked out with solar panels and air conditioning to keep Diva cool while they’re on the road – travelling more than 100kms a day. The RV is fully capable of 4WD; however, the height makes low hanging branches a worry.

As for their love of Austins, Slyvia grew up on a cane farm up north where they had a similar Austin model. This car from her memories is presently being restored. Ross and Sylvia have travelled since they retired and find immense joy in hitting the road and exploring the country. Sylvia’s advice to readers on travel is, “Don’t rush.” Ross says, “Read the signs and don’t trust the SATNAV... It will get you lost anyway, and you’ll miss all the really good things.” The Chapmans plan to be back home in Queensland by June, as Nan and Pop are expecting to welcome a new grandbaby.

New appointment after recruitment drive FOLLOWING an extensive recruitment process, AFL Goulburn Murray and AFL Victoria have appointed Shaun Connell to the position of AFL Goulburn Murray region manager. Having almost 22 years of experience in leadership and support roles in community football at club, region and state level, AFL Goulburn Murray says that Shaun will be a valuable addition to the region. From 2002 to 2007 Shaun held senior positions with the Victorian Country Football League as operations manager and was responsible for the roll-out of the VCFL online competition and member database program. He

coordinated the introduction of the VCFL Investigation Officer Program across rural and regional Victoria and co-authored and presented the Football Operations Training Course delivered to all stakeholders. As VCFL operations manager, Shaun was also responsible for the delivery of the VCFL Representative Programs and for managing the VCFL Rules Committee and production of the VCFL Rules Handbook and Annual Report. Born and raised in Seymour, most recently, Shaun has been the chief operating officer of AFL Southeast and will relocate back to the Goulburn Murray Region ahead of his

In meeting the operational and governance objectives of the Region, Shaun provided leadership and support to the eight regional administration staff who managed the operations for each of the affiliated leagues. With his experiences and skills, Shaun will complement the AFL Goulburn Murray team and provide leadership to the Region.

GVL netball round 3 by Sam Saracino MANSFIELD V BENALLA Benalla will be out to make it two wins on the bounce after an impressive performance on Good Friday over Tatura. Coach Kellie Keen will be hoping her chargers can build on that success and she will look to Kelseyb Pallpratt, Hayley Martiniello and Chloe Hill to set the tone for the contest. The Eagles are winless after the opening fortnight of the season and will be seeking improvement right across the court. Nelle Cousins, Dempsey Parsons and Bella Riley will be the players that will prove vital for the Eagles to be competitive today. Tip: Benalla. ROCHESTER V TATURA Rochester will be chasing its first win of the season after coming so close last weekend against Kyabram. Goaler Teal Hocking stood tall with ball in hand and was judged Rochester’s best performer in the 49-all draw. She will again be important for her team while Tatura will be desperate to break their duck after two unexpected losses to start 2022. Tip: Rochester. SHEPPARTON V SHEPPARTON SWANS Arch rivals Shepparton and Shepparton Swans will be looking

for their first win of the new season when they do battle at Deakin Reserve. The Bears have come up against two of the premiership fancies and fallen short of victory. The Swans debuted a couple of youngsters last weekend and that is likely to be a theme as they look to climb back up the table. I think the Bears are in the better form and for that reason they will be in front at the final whistle. Tip: Shepparton. KYABRAM V ECHUCA This is going to be a big challenge for the undefeated Kyabram when it plays host to one of the premiership favourites Echuca. Kyabram has made an outstanding start to 2022, with a win on the opening day at Tatura and then it shared the spoils with Rochester on Good Friday. The Murray Bombers, led by Greta Pearson and playing coach Steph Vick, ran out 57-33 winners at home last weekend against Euroa. The Green Machine are a well-balanced team and I expect the depth of their playing list will prove the difference today. Tip: Echuca. EUROA V SEYMOUR

Euroa will have a tough challenge on its hands at home when it faces arch rival Seymour. The Magpies were gallant in defeat last weekend and if they want to bounce back, they will face a difficult job trying to break through the very strong Seymour defence. Karly Wappett did well in multiple positions last weekend and she may need to do that again today for the home team to be a chance of causing an upset. Tip: Seymour MOOROOPNA V UNITED This is the match of the round. Both teams are undefeated, playing outstanding netball and getting an even contribution from their playing groups. Mooroopna midcourters Bree Hanslow and Paigan Impey led from the front in the win over Shepparton Swans last week, while teammates Maddison Wong and Ash Lancaster were strong in defence. Wong and Lancaster face a huge challenge trying to combat two-time Wellman Medallist Jessie Barnes while coach Kara Blizzard and Laura Cole will be other important players if the Demons are to remain undefeated.
