Sustainable students lead the way By Deanne Jeffers SHEPPARTON’S Notre Dame College is a finalist for an ‘Emerging School of the Year Award’ for implementing a new waste program and promoting it within the school’s campuses and wider community.

Motorcar racer, Oscar Piastri, who has family ties to Greater Shepparton, has been

nominated for two awards. These are the Global Wellness Tracking Young Athlete of the Year and the Governor’s Victorian Male Athlete of the Year awards. From the Shepparton Athletics Club, Alana Baldi has been nominated for Involve Masters Athlete of the Year Award. “It’s such a huge honour to be selected to be one of four finalists,” said Alana. “To be recognised alongside Jason Lees, a Paralympian who represented Australia in

Tokyo, Rio, and London is incredible.” Alana has been involved in athletics most of her life. She said the award is ‘bittersweet’ as she may not compete again having ruptured her ACL (Anterior Cruciate Ligament), a common sports injury affecting the ligaments that stablise the knee joint. “It is unfortunate, but I am focused on rehab and achieving little markers. If I cannot compete again, my priority will be on coaching and officiating.”

Elders recongised in new mural TWO significant Aboriginal Elders will be commemorated in a new mural on the wall facing Welsford Street, which is owned by Goulburn Valley Water (GVW) and overlooks Shepparton’s CBD. As part of Greater Shepparton City Council’s Aboriginal Street Art project, in collaboration with Yorta Yorta Nation Aboriginal Corporation, the new mural will recnognise the late Aunty Violet Harrison and late Aunty Mary James. Both Aunties were born at the Cummeragunja Mission, and they are highly regarded local Yorta Yorta Elders who were heavily involved in supporting the local Aboriginal community and abroad. They were founding members of initiatives like the Rumbalara Cooperative and what was known as the Shepparton Aboriginal Keeping Place. Local Yorta Yorta Elder, Uncle Lance James, who is the son of Aunty Mary James, said that he was thrilled that both ladies were deservedly being recognised. “Both Mum and Aunty Violet dedicated a significant portion of their lives to various local initiatives to support our community and they would both be humbled by the honour of featuring in a mural as part of this great project,” he said. The mural is being painted by returning Melbourne artist, Matt Adnate, who created the murals on GVW’s walls on Fryers Street and

End-to-end medical training facility opened training students from the regions, in the regions. University of Melbourne Professor John Prins, head of Melbourne Medical School said the program can accommodate up to 100 students. “Evidence shows that the longer students spend in the country, the more likely they are to choose to live and work in a rural setting,” he said. "Rates of chronic ill-health are high in rural areas, and access to healthcare can be difficult,” said Professor Jane Gunn, University of Melbourne’s dean of the faculty of medicine, dentistry, and health sciences. “The students will benefit from a curriculum designed to support new ways of working which includes new technology suited to regional delivery.”

Sustainable students lead the way continued from front page “It’s really important for young people to pass on what we learn and what’s important to us to the next generation,” said year 12 student, Lucy James. “With all the talk of climate change, it’s important that we can make a difference and become more sustainable.” Student group, Terra Tomodachi, have been active participants, offering their enthusiasm and ideas to make the college more sustainable with the help of teacher and sustainability coordinator, Kirsten Hines. Together, they have implemented a new bin system that separates landfill, from compostable organic waste, and co-mingle recycling. Bins have been removed from classrooms, and there are also specific bins

for recycling soft plastics and batteries. Kirsten said, “Unfortunately, there is no system to take soft plastics from schools, so we go through the RedCycle program in supermarkets. We work on a system of dropping waste off weekly or as needed, the way households may.” Students also promoted the changes across the community using a range of communication tools, including video and social media. “This program is an exciting opportunity to meet like-minded schools and to learn off of each other and see how others are progressing,” said year 12 student, Brodie Whitehead. “It’s great to be able to encourage other schools, schools that maybe don’t know that the program exists. Social media is one way we can encourage them.”

TO celebrate this important milestone, Greater Shepparton City Council held a family-friendly event on Saturday in Fraser Street. INDEPENDENT Member for Shepparton District is celebrating after the state budget announcement, having secured almost half a billion dollars for health, education, and transport in the district. $196M has been committed to establish a mental health facility to replace and expand GV Health’s outdated facility, and to purchase land and undertake planning to deliver more mental health beds. “I have fought hard to get this funding by raising Shepparton’s mental health crisis in parliament with ministers, but I have to commend the bravery of our residents who spoke at the Royal Commission into Mental Health, which definitely helped secure this enourmous funding,” Ms Sheed said. “I n add it ion to t h is new faci l it y, Shepparton will share a $3.5M investment with two other regional centres that will go towards planning for Shepparton’s mental

health, alcohol, and drug crisis hub.” “I am delighted that we received $25 million to build a 10-bed Early Parenting C e nt r e , w h i c h wa s s om e t h i n g ou r community has been campaigning for since 2014. The centre will offer support to families with children up to four-years-old to enhance the family bond and give parents strategies they need to thrive in their roles.” “This was the brainchild of the leadership team of the children’s ward which included my husband, Dr Peter Eastaugh, Wendy Lewis, and Diane Halloran, who back in 1997 wrote the proposal for a much-needed mother baby unit.” Ms Sheed also commended the State Government for investing $24M to Verney Road School’s upgrade, $250M for 12 V/Locity trains, and $3.5M towards the upgrade of Goulburn Valley Highway and Graham Street intersections.

Water theft, a serious crime Opposition attacks state budget AFTER pleading guilty to water theft, a Tatura farmer is almost $4,000 out of pocket. The man pleaded guilty in Shepparton Magistrates’ Court on April 8, 2022 to unauthorised take and use of water. G ou lbu r n - Mu r r ay Wat e r (G M W ) commenced the prosecution after he used 40.2ML of water via a meter without authorisation between February 12 and November 22, 2021, despite receiving communication from GMW. Magistrate David Faram placed the man on a 12-month good behaviour bond and ordered him to pay $2,000 to the Court fund and $1,783.68 in GMW’s costs. No conviction was recorded. GMW Water Delivery Services general manager Warren

Blyth said water theft was a serious offence. “GMW has a zero-tolerance approach to water theft, which provides equity of access to limited water resources and protects those who are doing the right thing,” he said. “It is important to plan ahead and have month to month and seasonal plans for your water needs and make sure you keep a positive balance in your water allocation account.” The Water Act 1989 was amended in October 2019 to provide for greater deterrence against water theft by strengthening penalties and giving water corporations a wider range of enforcement tools and powers. Customers with any queries on compliance can phone the GMW Customer Experience Team on 1800 013 357 for assistance.

MEMBER for Northern Victoria, Wendy Lovell says the budget demonstrates the State Government’s history of blowout timelines and the ineffectiveness of independents to secure critical funding. “Major infrastructure and service delivery projects that have been prioritised by Greater Shepparton City Council in its budget submission have been ignored by Daniel Andrews, providing further proof of both the ineffectiveness of independent members to secure funding for vital projects and the low priority Labor place on our region,” she said. “The Andrews Government has further delayed construction of the bypass by extending the timeline for planning to June 2023 from the original date of March 2020. A blowout of over three years just for planning.” While Ms Lovell’s call for additional mental health services has been realised, she says new acute mental health beds planned at GV Health are less than half of the 33 new beds planned for Ballarat’s Grampians Health. There is also no new funding for child and adolescent mental health services at GV Health, meaning young

people who require inpatient care must still travel to Box Hill Hospital’s 12-bed facility. “Daniel Andrews and Martin Foley have again failed to commit funding to complete in full the redevelopment of Goulburn Valley Health, with the State Government not planning on completing Stage 1 of the redevelopment until June next year – two years after the original estimated completion date.” She said the budget fails to deliver on several projects including Shepparton Foodshare’s new premises, establishing a residential drug and alcohol rehabilitation centre, and Stage 1 of the Shepparton Sports & Events Centre redevelopment. “Just this week the Liberal candidate for Nicholls, Steve Brooks, announced that a re-elected Federal Liberal Government will commit $25 million to the project, leaving just the State Government’s contribution of $20 million needed to make the project a reality.” “Even the funding for new V/Locity trains for the Shepparton line comes with a catch, the budget fine print confirming the carriages will not be delivered until June 2027.”

Community behind critical care service FROM retro saloons, favourite Commodores, quirky wagons, utes and sedans to vintage cars, the 26th Goulburn Valley Hospice Rallye was a huge success on April 30 and May 1. Kelvin Maude, chair of the rally committee, said the result was very satisfying. “We had a fantastic weekend. 36 cars and 85 people entered the event. Saturday night saw spirited bidding on auction items, and the major raffle attracted record ticket sales. Add to that a number of significant donations, and we’ll see this year’s event contribute over $100,000 to GV Hospice Care” “Perhaps more significantly, across the 26 years of this event the total funds raised are now over $1 million dollars” he said. Competitors travelled from Shepparton to Wodonga on Day 1, via Glenrowan, Milawa, Beechworth, Yackandandah, Tangambalanga, the Hume Weir and Bonegilla. Day 2 delivered more stunning scenery en route to lunch at Chrismont Winery at Cheshunt via the Kiewa Valley, Myrtleford, Oxley, King Valley, and Whitfield. DANGER FOR RETIREMENT VILLAGE RESIDENTS Many residents in retirement villages are being taken advantage of for items in their units where they are arbitrarily being made responsible to pay for repair and/or replacement. Retirement Villages come under Victorian law whereas aged care facilities come under commonwealth law. Regulation 11(1h) under Victorian law requires a village operator to list the relevant fixtures, fittings and furnishings in the contract before the contract is signed. If you are a resident in a Victorian retirement village paying for repair or replacement of fixtures, fittings or furnishings not listed in your contract, seek advice now from a local free legal advice service, your solicitor or Consumer Affairs. The current Retirement Villages Act 1986 is under review by the State Government, if this matter is applicable to you or there is another matter of concern to you make those concerns known to your local State Government representative. MISLEADING COMMENTS FROM CANDIDATE Regarding water, Steve Brooks claims in the Shepparton News (April 20, 2022) “If you look through the public record there is no history of (Nationals candidate, Sam Birrell)

advocating about this major priority… not until they decided to run for parliament”. I was sure I could remember Sam Birrell talking about water in the News as CEO of Committee for Shepparton (CG4S). I googled it, and Mr Brooks’ statement is without fact. Shepparton News November 2016 (Birrell opinion piece): Before the Murray Darling Basin plan was signed, a deal was done between the Commonwealth and the South Australian government for 450 GL (in addition to the existing 2750 GL specified by the plan) could be returned to the environment for the benefit of the lower lakes at the Murray River mouth. The fine print on this agreement was that it would have to pass a ‘socioeconomic neutrality test’. But neither governments nor the Murray Darling Basin Authority had a framework, or any socio-economic impact studies to assess this. The GMID water leadership forum, co-chaired by the CG4S, commissioned an independent report and found the Murray Darling Basin Plan has already had negative impacts on the GMID, and any further removal of water would exacerbate this. Stock and Land – June 2018 (Andrew Miller): Goulburn Murray Irrigation District Water Leadership group spokesman Sam Birrell said he was alarmed at calls for expressions of interest, in projects to deliver a further 450GL of environmental water. “Why is this EoI going ahead when the Ernst Young report repeatedly warns the data has not been collected to enable a

proper evaluation of the value for money, socioeconomic and water market impacts?” Mr Birrell said. Sydney Morning Herald May 2018 (Peter Hannan): Birrell, who grew up on a property beside the Goulburn at Murchison, says “everyone believes in the river”. His region, though, has already given up too much in water buybacks and other changes, and can’t afford further cuts in its access to water. “Our fear with the Murray–Darling Basin Plan is that so much water has gone from permanent licences here,” he says. “We feel we’re at a tipping point, if [another] significant amount of water left this region, next time we get through a dry period ... there’s not enough in the pool for the farms that need to buy,” he says. The losses could “get to a point where the dairy industry, in particular, just can’t stand that.” The Committee for Greater Shepparton website also has an interview in which Sam Birrell tells Melbourne ABC host Jon Faine he wants a fairer deal for irrigators. Mayor’s Message The Council is pleased to present the 2022/2023 Draft Budget to the community. The Draft Budget builds on our 2021-2025 Council Plan and 2021-2031 Financial Plan. As the community bounces back from the COVID-19 pandemic we are looking forward to seeing the municipality come back to life. The completion of the Maude Street Mall redevelopment and on-street complimentary parking during the peak holiday period will attract business back to the revitalised CBD. A full events calendar, including new and much loved events, will help boost tourism for the region. The capital works program of $49.77 million will focus heavily on investing in our existing assets with 89% of the capital works program to be spent on upgrade and renewal projects, including $6.15 million on the Knight and Hawdon Street upgrade and $5.21 million on the Fryers Street and Railway Parade upgrade, providing great opportunities for local businesses. Council is proposing a 1% increase on rates for the 2022/2023 financial year. This is below the State Government’s Fair Go Rates System rate cap of 1.75% and recognises our communities continued recovery from the COVID-19 pandemic. Council is continuing to prioritise our environment by implementing actions from our Climate Change Action Plan to work towards our goal of zero emissions by 2030. The Council is excited to release the 2022/2023 Draft Budget to the community and look forward to hearing feedback on the objectives set out in this draft document.

Calling all artists MOIRA Shire Council are holding a Midwinter Festival across the shire in June and are looking for artists to submit works that respond to the theme ‘Our People, Our Environment.’ Mayor, Libro Mustica said this exciting event will see a series of mini festivals across the four main towns of the shire. “Central to this will be an outdoor gallery and performing space and we are asking our local artists to apply to be a part of the exhibition space,” Cr Mustica said. “The exhibition is a way for artists to

explore their stories, surroundings and the unique way of life in regional and rural Victoria. “We encourage those entering to experiment with ideas and show us that art is integral to everyday life.” Cr Mustica said interested artists need to provide images of their work to be considered for selection and to visit Council’s website for all the details. Changes to rental laws

A LOT has changed about renting, and that’s a great thing because according to the Australian Bureau of Statistics 32 percent of households in 2017-18 rent their home. This figure increased from 27 percent in 1997-98, and is expected to be even higher when last years’ census data is available. New rental laws that affect individuals before signing a lease, during the agreement process, and ending a rental agreement came into effect on March 29, 2021. Here’s some of what you should know. For more, please visit www.consumer.vic.gov.au/ housing/renting/changes-to-renting-laws • Rental properties must be advertised at a fixed amount and properties cannot be advertised for rent with the costs listed within the price range. Plus, rental providers are banned from soliciting or inviting offers of rent higher than the advertised price • Rental providers and agents cannot request inappropriate information in rental applications, such as your bond history. Application forms must include an information statement that educates applicants, rental providers, and agents about unlawful discrimination • Before entering into a rental agreement, the rental provider must disclose whether the property is for sale or being repossessed or if they are not the owner, and any information about any embedded energy network • Rental providers cannot ask for or accept more than one month’s rent for a bond, or require renters pay more than one month’s rent prior, for properties with a rent of $900 per week or less • Renters can make certain modifications without the rental provider’s consent. This includes picture hooks or screws for wall mounts, shelves, or brackets on surfaces other than brick walls, and low flow shower heads if the original shower head is kept. There are also other modifications which a rental provider cannot unreasonably refuse consent to renters making.

The Role

Calling all Hoppers! By Deanne Jeffers THE Murchison-Toolamba Football Netball Club is gearing up to celebrate 40 years since winning the 1982 Kyabram & District League AFL Grand Final against the then-undefeated Avenel. The unforgettable game was the Grasshoppers’ first premiership in 16 years. By all reports, Murchison led the match, winning 14.9 to 10.14 against Avenel in Undera. Past player, Andy Crawford, said Avenel threw everything they had at them in the last quarter to defend their wins through the season. “The last 10 minutes they knew they were done because we got a couple of goals and they dropped right off,” said Andy. “They

knew they’d lost it. That’s how I remember it.” “All these years afterwards a smile still accompanies my face when I think about that game,” said past player, Jim Ewart. Club president, Craig Thompson said, “Being 40 years since the premiership, most of the guys that played then are in their 60s or even 70s. This is a great opportunity to remember the club’s past, and to also acknowledge the club’s future.” Reminisce over the glory days at a special reunion on Saturday, June 4, with afternoon tea during the Senior game against Lancaster, followed by dinner at Murchison East, and breakfast at the club available on Sunday. GVL netball round 6 by Sam Saracino SHEPPARTON UNITED V BENALLA SHEPPARTON United will be looking to bounce back from its first defeat of the season when it hosts Benalla.The Demons were stunned by Euroa last weekend and coach Kara Blizzard will be demanding a response from her girls.Benalla will be no pushover.They have been playing some good netball and despite their loss to Rochester last weekend they won’t fear the challenge of taking on the Demons.The Demons will look to Laura Cole, along with Jessie Barnes and Bess Schnioffsky to lead the way after their solid form in the loss to Euroa last weekend while the Saints will look to its more experienced players to lead the way. Tip: Shepparton United. MANSFIELD V TATURA Tatura will go into its match with Mansfield confident it can chalk up its first win of 2022.After a solid 2021, the Bulldogs have made a slow start to the new season, but if the likes of Elsie Boyer,

defender Molly Kennedy and attacker, Charlotte Thomas can lead the way then the visitors should be able to win the four points.Mansfield will fancy its chances and if it gets a sniff, it will push the visitors all the way. Tip: Tatura. ROCHESTER V SHEPPARTON SWANS This should be a fantastic game of netball as both teams chase the win to help them stay in touch with the top six.The Tigers have won twoand-a-half-games this season while the Swans won their first game of 2022 by overcoming Kyabram in a real arm wrestle last weekend.Defender Erin Hopkins was a standout for the Swans last weekend as was Shinea Sali and Sophie Atkinson.If they can continue their good form, then the visitors will be confident of walking away with the win. Tip: Rochester. ECHUCA V SHEPPARTON Echuca will be out to bounce back from its first loss of the season when it welcomes Shepparton

in a re-match of the 2018 grand-final.A lot has changed since that great day for the Murray Bombers.Last weekend, the Murray Bombers were in the game even in the last quarter despite going down by 14 goals.Jacqueline James and Greta Pearson were the standouts for Echuca in its loss to Seymour.If they can continue their good form coupled with the return of a few key players, including coach Steph Vick from illness, then the likes of Jacinta Todd, Bree Robinson and Ella Sidebottom will have their work cut out. Tip: Echuca. KYABRAM V SEYMOUR Seymour will be looking to continue its good form when it goes on the road to take on Kyabram.Kyabram has won the one-and-a-half games this season and it will turn to talented shooter Chicky Vick, mid-courter Elivia Hall and Alyssa Trebilcock to make them competitive for the contest.Ellie O’Sullivan and Jess Lallo were

outstanding in the attacking third last weekend and they will take some stopping.Sarah Szczykulski was a strong force down in the defence, while Olivia Barry was outstanding in the win over Echuca last weekend.If those girls continue their good form, then the Lions should win comfortably. Tip: Seymour. MOOROOPNA V EUROA Euroa will be looking to continue its good form in 2022 and claim another scalp when it travels to Mooroopna.Kellie Davidson was brilliant in the centre for Euroa in the upset win over United while boom recruit Emily Andrew was great in the attacking circle.Tylah Marchbank also had an outstanding game in defence, which helped set up the win against the Demons.If the trio can continue their good form and keep the likes of Dayna Williams, Shelby Britten and Ash Lancaster at bay, then the visitors should continue their winning form. Tip: Euroa.
